LUBAO, PAMPANGA – Gov. Lilia
“Nanay” Pineda and Vice Gov.
Dennis Pineda led the distribution of 460 handheld radio
units worth P5 million to village chiefs at this town’s public
gymnasium yesterday.
It was learned that the pro-
vincial government, through its
Provincial Disaster Risk Reduction Management Council, has
already allotted a total of P13.1
million for the purchase of various communications devices.
In 2013, the Capitol purchased and distributed 21 base
radios, one for every municipality and city, as well as 200
handheld radio units for the
Municipal Disaster Risk Reduction and Management Councils,
municipal engineers, other key
municipal officials, and chieftains of coastal villages.
Aside from this, the provincial government also maintains three repeaters at the
Clark Freeport Zone, two dedi-
cated for disaster management
and response and the other
for peace and order, to ensure
a wider communication network for officials, financed for
P45,000 monthly.

councilor in her hometown of Porac.
Dizon, chief-of-staff of Gov.
Lilia Pineda, said she wants to
start her full term as a public servant on the right foot by prioritizing her constituents. She added
that her political plan had “the
blessings and full support” of the
two-term governor.
“I am excited to join the political exercise because I can help
more people when I win. I will be
able to continue the legacy of the
family in public service as well,”

children will surely be running for different positions
in Bataan in the May 2016
elections based on their pronouncements.
The four children are

Maria R. Calingo has won this
year’s Juran Medal, the gold
standard for quality management in the Philippines.
The award is given annually by the Philippine Society for
Quality (PSQ), Inc. to a senior
executive for achievements
in promoting excellence in
his company and industry. It
was named after Joseph Juran
(1904-2008), the quality management guru who shaped
current quality concepts and
helped accelerate the total
quality movement in Japan
and other countries.
Dr. Calingo is being recognized for his work in developing and implementing
the Philippine Quality Award
(PQA) since 1995, as well as
for his advocacy in promoting
quality management by serving as consultant to a wide
variety of Philippine business
organizations in their strategic planning processes and
business excellence practices,
which led to some of them being recognized with the PQA.
Dr. Calingo helped develop
the PQA criteria based on the
Malcolm Baldrige Excellence
Framework, which is the highest recognition for quality
in the United States and the
benchmark for other international quality awards. Dr.
Calingo has been a Baldrige
examiner since 1997.
As President of HAU only

48 suspects in
separate operations

CAMP OLIVAS – The Philippine National Police has netted 48 suspects and
neutralized five others in an intensified campaign against criminality in
Central Luzon.
In a report released yesterday,
Chief Supt. Rudy Lacadin, PNP regional director of Region 3 (PRO-3),
said this is a result of the regional
office’s “One Time,Big Time” Operation.
The operations were conducted
September 24 to 30 by different provincial and city police offices in Central Luzon.
It is an extensive weeklong operation, targets of which are drug
dealers, arms dealers, gun-for-hire
groups, robbery/hold-up gangs and
other criminal elements, Lacadin explained.
The “One Time, Big Time” operation is under the PNP’s Oplan Lambat Sibat Project that aims to intensify the reduction of crime rates in
areas of most concern.

Education Region 3 (DepEd R3)
and City Schools Division of San
Fernando, Pampanga celebrated
World Teachers’ Day on Oct. 6.
Held at Resorts World Manila, the program was attended
by some 2,500 educators coming from both private and public
schools in the city.
In his message, Mayor Edwin
D. Santiago expressed his gratitude to the teachers for their important role in shaping a strong
economy for the city.
The mayor commended the
teachers for their selfless service
and for being second parents to
the students. He underscored
the great responsibility of every
teacher in preparing the Filipino
youth to be better equipped for
the world.
“We must become visionaries. What will happen 10 to 20
years from now? I believe that
the future lies on how educated
our children are. That is why we
invest so much on the education
sector,” he said.

What happens now?
ACCORDING to the United Nations
Working Group on Arbitrary Detention
(WGAD), the detention of former President and now 2nd District Rep. Gloria
Macapagal Arroyo “violates international law” and is “arbitrary on a number of grounds.”
It further recommended that Arroyo
be accorded “with an enforceable right
to compensation” for having been deprived of her liberty.
The Working Group, Clooney said,
recognized that the charges against
Mrs Arroyo are politically motivated,
since she is detained “as a result of the
exercise of her right to take part in government and the conduct of public affairs” and “because of her political…
opinion.”
The body also recommended reconsideration of Mrs Arroyo’s application
for bail, and requests the government
to ensure fair trials which respect all
the guarantees enshrined in international human rights law.
Earlier, Arroyo’s case was brought
to the attention of international human rights lawyer Amal Clooney back
in December 2013. In February 2015, a
complaint was filed by Clooney on behalf of Arroyo.
Clooney welcomed the opinion of
the UN WGAD, and urged the government to comply with it the soonest possible time.
While one of Arroyo’s lawyers said
that the UN body’s opinion is “strong
enough” by itself, Malacañang said in
a statement that it “takes note” of the
opinion of the WDAG. It added that only
Philippine courts can rule with finality
on judicial proceedings in the country.
With this opinion by UN’s experts,
what happens now? Will the government turn a blind eye and a deaf ear, or
will it comply? What does it think of the
timing of the opinion, just a few days before the filing of certificates of candidacy, and six months before the elections?

Healthy students, better learners

TUDENTS spend most of their
time in school, apart from home.
Because they spend most of their
waking hours in these learning institutions, the school’s environment can
have a big impact on students’ health.
Schools can promote health to
their students by introducing them
to “healthy behaviors” which include
not drinking alcohol, smoking or taking drugs, and of course, bullying.
Schools also have physical education
or PE, which encourage healthy habits like exercise and healthy eating.
We must remember that healthy
students are better learners, so the
school building and its environment
should be a safe and healthy place.
What can lead to poor performance in class? Among known factors are health-related factors such
as hunger, physical and emotional
abuse, and chronic illness. Healthrisk behaviors such as violence and
physical inactivity are also linked to
poor grades.
Academic success, meanwhile, is
a determinant of adult health outcomes, and an excellent indicator
for the overall well-being of youth.
There should be a close relationship
between health and education, and
there is a need to foster health and
well-being within the educational en-
vironment for all students.
Indeed, schools are the right place
for a healthy start. Health programs
have positive effects on educational
outcomes. Moreover, programs that
are designed to improve academic
performance are recognized as important public health interventions.
Apart from home, schools play a
vital role in promoting the health and
safety of students and helping them
establish lifelong healthy behaviors.

Encourage students to read… and enjoy it

OWADAYS, students would
choose to read digitally than
physically hold a book. That’s
still reading, but are they really enjoying the experience when all they
hold in their hands is a cold, hard,
tablet rather than a real book, with
pages?
Yes, we want students to read
more, and enjoy what they are reading. Reading, as we all know, builds
vocabulary, fluency, and background
knowledge.
So how do we promote reading
in and out of class? It would do well
for teachers to set aside time for independent reading. This is not easy
with the K-12 curriculum at play, but
it is essential that students spend at
least 10 to 15 minutes to select a material, and read.
At home, teachers can ask their
students to set aside “story time” each
night, before bedtime, and establish
this pattern. They may be able to find
reading not just enjoyable, but relaxing as well.
Back at school though, how can we
encourage reading inside the classroom when rooms are as bland as
they get? Try setting up a classroom
with a lot of books and other reading
materials. This would provide a setting that would encourage students to
read, write, speak and listen. Classrooms should be an inviting environment that supports independent
reading and student learning.
Reading would not be an enjoyable
experience if we do not introduce students to different authors and genres.

HERE is indeed a link between physical activity and

students in school, according to
studies. Students who took physical education or PE class are found
to do better academically, since it
helps them stay focused.

were compared.

Social relationships also blossom for students who are active in
sports, as they forge close friendships with others on the team. This
helps in the mental, emotional and
physical health of students, as they
bond together over a common goal.
They also learn leadership skills
through sports, as they are able to
encourage younger team members
to do better. Senior athletes more
often than not provide guidance to
their younger counterparts both
on and off the field.
These skills, which are necessary, go beyond their students’
years of stay in school. They reap
the benefits for the rest of their
lives as adults.

series I did, I paid tribute to movie
theme songs in ‘Regine at the
Movies’ and to Barbra in ‘Regine

movies ko. My special guest in all

opinion released October
2, had recommended that
Arroyo be accorded “with
an enforceable right to
compensation” for having been deprived of her
liberty.
This was gleaned from
an email by international
lawyer Amal Alamuddin
Clooney to Larry Gadon,
one of Arroyo’s lawyers,
who shared it with the
media yesterday.
The complaint was
filed by Clooney in February 2015, on behalf of
Arroyo, who is suffering
from “multilevel cervical
spondylosis” or the wearing of the bones.
“Mrs Arroyo and her
legal team welcome the
UN’s expert opinion and

According to Clooney,
the UN opinion “finds
that the detention of former President Arroyo
was arbitrary and illegal

The Working Group
also recommended “reconsideration of Mrs Arroyo’s application for bail
in accordance with the
relevant
international
human rights standards
and to accord Ms Arroyo
with an enforceable right
to compensation… for
the deprivation of liberty
which already occurred.”
It also concluded that
“[i]f the remaining criminal cases proceed against
Ms Arroyo, the Working
Group requests the Government to ensure fair
trials which respect all
the guarantees enshrined
in international human
rights law. In particular,
the trials must take place
without undue delay…”
Malacañang said in
a statement on Thursday that while it “takes
note” of the opinion of
the WDAG, only Philippine courts can rule with

A presentation on Elastic Infrastructure was headed
by Robert Jenkins, Chief Executive Officer and Co-founder of CloudSigma. His talk highlighted the business benefits of cost-efficient and on-demand technology. He further touched on understanding supply and demand from
an IT capacity standpoint, and how IaaS (Infrastructureas-a-Service) can significantly improve a company’s financial health.
Jenkins also addressed the issue of security in the use
of Cloud computing. According to him, there is no one
golden setting that is going to protect a company from
security threats. Security is tackled on (1) a requirementbasis and (2) a layered approach, including physical data
centers and encryption, among others.
Adatos Managing Director Drew Perez concluded the
morning session with a discussion on how data science
can help open growth opportunities. He further shared
how real-time information can be used to make sound
business decisions faster, and how to unlock the business
potential of stagnant data archives.
Perez highlighted the need to understand the Why and
What Next of big data. He emphasized the importance of
data scientists and analysts to be able to predict outcomes
and influence behavior.
Two hands-on workshops for IT and technical leaders

AppDev Environments in the Cloud” and “Data Science
101: The Art of Analytics” were facilitated by Robert Jenkins and Drew Perez, respectively. The workshops covered the process of creating and configuring cloud servers, as well as data visualization techniques for analytics

o pag-aatubili sa pagdaan ng mga maiitim na ulap sa
di-kalayuan, bagkus ay magsisimula mong matutunan
ang mga hakbang, ang mga galaw, ang maunawaan
ang ritmo at daloy ng mga unos, ang maging bukas
sa kalayaan sa iyong mga galaw upang malaya kang
makasunod sa mga nagbabagong tiyempo ng hangin.
Makapaglalayag ka nga ngayon nang may labis na
kompiyansa sa sarili, sapagkat alam mong parati ka
nang handa para sa sayaw na kaakibat nitong mga unos.
Sabi nga ng isang kasabihan: A calm sea does not
make a skilled sailor.
Hindi naman natin parating alam kung gaano
katagal o kasidhi ang isang unos, subalit alam natin
na ang mga unos ay bahagi na ng ating mga buhay.
Walang araw kung wala ring ulan. Ang pagyakap sa
unos ay ang pagyakap sa buhay. Minsan ay kailangan
natin ang unos upang mapagtanto natin kung gaano
kaganda ang makita nating lumitaw muli ang araw.
Para sa lahat ng mga mananayaw ng unos, ipagpatuloy lamang ninyo ang pagsasayaw. At para sa mga
sinusubukan pa ring marinig ang musika sa unos, nariyan lamang ‘yan. Makinig lamang kayong mabuti…

TRADITIONAL Pampango kakanins
considered favorites during the
“ber” months are the bibingka and
the puto bumbong. As the Yuletide
is fast approaching, stalls selling
these native delicacies are
mushrooming in the province.
Not so many though,
cook the original bibingka and puto bumbong the old-fashioned
way, using galapong or
the native glutinous rice
that when ground and
soaked in water, forms
either a batter or a
dough. Usually, there is
trapped wild yeast that
causes the mixture to
ferment and cause the
“rising” of the bibingka
or native rice cakes.
When young entrepreneur-cousins Joben
Vicencio Lalu and Jojit
Vicencio Manalansan
of Lubao town decided
to come up with a small
business that figuratively sells like hotcake
during this time of the
year, they never thought
twice to prepare, cook
(bake) and sell bibingka
and puto bumbong the
original, old-fashioned
way.
With their original
galapong recipe and
other secret ingredients, they came up
with the two native
products that truly
delight anyone’s taste
buds. They even cook
their bibingka not in
steel ovens, but in clay
vessels, with organic
charcoal.
Their puto bumbong,
meanwhile, are steamed
in bamboo cylinders,
which give it their original native taste everyone
enjoys. Both kakanins
are topped with grated
coconut and muscovado
sugar for that perfect
taste.
