Broadband history of Logosoft
• 2000 One of first installed DSLAM at Balkans when rental of LL
still was possible
• 2001 rental of LL was impossible and Logosoft build wireless
„DSL like“ network in Sarajevo
• 2002 Logosoft got first municipality permission to start building
fiber optic network in Sarajevo; more then 100km of fiber optic
cables in Sarajevo today
• 2004 Logosoft established Sarajevo-Zenica-Tuzla STM-16 ring;
MPLS services has also been provided
• 2009 Logosoft began deployment of it‘s own xDSL network in
Sarajevo, based on Fiber to the Curb (FTTC) solution
• 2010 Logosoft got dark fiber connection to Zagreb; PoP Zagreb
shall be sat up by end of the year

Current projects and activities
• Rapid development of xDSL network in Sarajevo based on
Fiber to the Curb (FTTC) solution; short twisted pair connection
further to the customer (VDSL2 ready and tested)
• Rapid development of fiber optic network in Sarajevo and other
cities where Logosoft got FO connection
• Further enhancements in our SP services (triple play, MPLS,
SDH, voice)
• Improve our international presence:
• interconnection to operators in telehouses for voice exchange
• interconnection to operators in telehouses for international leased line
• Increase and improve our connections to tier 1 providers

Problems
• Waiting period for permissions for network expansion is too
long
• There are many approvals which must be collected before
permission is granted
• CRA has been late with many rules and procedures especially
for development od BB services
• Incumbent operators are „making“ their own „rules“ when they
should implement CRA‘s rules; that caused several
liberalization processes never got into real „liberalization“
• Alternative SP‘s not consulted when rules are written; if they
are engaged then their voice doesn‘t count equally

• LLU - rule written without consultancies to alternative operators;
referent unbundling offers written by incumbent operators and
accepted by regulator gave a lot of space for incumbents to
„play“ with alternative SP and spend up a valuable time
• Number portability – postponed couple of times since
incumbent operators weren‘t ready; seems incumbent
operators again will not meet new deadline
• Interconnection – even referent interconnection offer made by
incumbent operators are accepted by regulator we got rejected
for several very important items which still are in the RIP
• Closing cases – CRA is slow closing cases and appeals even
those effecting end customers

Conclusion
• Legislative procedures for those who invest in development of
telecommunication market seriously must be lighter
• Rules written by CRA must be created in consultancy to all
related subjects at the market
• Rules written by CRA must be enforced to all and on time
without exclusions
• CRA must get power to close cases and appeals faster and in
interest of telecommunication market; CRA must start punishing
incumbent operators being late and „spending up the time“; if
that means CRA to get more permissions then yes!
• End customer‘s appeals must be solved instantly
