For the 16th straight year, thousands of Township and area residents will
be treated to a weekend of games, contests, family entertainment, arts & crafts,
vendors, pumpkin-related events, inflatable games, musical performances and
great food.
The event will be held Oct. 10 and 11 at Adams Ricci Community Park. To

For the last three years, the Township has been running a program for East Pennsboro organizations to partner with a Pumpkin
Fest food vendor. Under the program, the partners participate in
Pumpkin Fest festivities, with food vendors donating 20 percent of

The Township is now accepting online payments for sewer and sanitation (trash) accounts. The new service formally begins on Oct. 1.
A non-refundable service fee will be applied for the convenience of paying with a credit card. Visit www.eastpennsboro.net for more

Final Date to Pay Property Taxes
By law, I am required to return any unpaid property taxes to Cumberland County for collection at the end of the year. The final day I can accept payment for property
taxes is Dec. 31. A Dec. 31 postmark is acceptable. For your convenience, payments
may also be dropped in the drop box marked Township Business outside the Township Municipal Building.
Final Date to Pay Per Capita Taxes
By law, all per capita tax payments must be paid by Dec. 31. All unpaid bills will
be turned for collection and substantial fines will be applied. Please remember to
pay your $10 per capita bill. Once turned over for collection, this small $10 tax becomes due at close to $40.
All residents 18 and older must be on Township tax rolls. As a resident of the
Township, it is your responsibility to have your name on the personal tax rolls which
is authorized by the Local Tax Enabling Act and levied on all residents 18 years of age
and older. For your convenience, assessment forms are available on the Township
website or in the tax office.
Address Corrections
If you would like to change your mailing address on your property taxes, address
change forms are available on the Township website, in the tax office or you can use
the space provided on the back of your property tax bill. Per capita address changes
can be made by using the space on the back of your bill or by writing a note. All
changes must be made in writing.

Holiday Trash Collection
Trash and recyclables will be collected on the normal schedule on Columbus
Day, Oct. 12 and on Veterans Day, Nov. 11. Because of the Thanksgiving holiday on
Nov. 26, trash and recyclables normally collected on Thursday will be collected on
Friday. Friday’s will be collected on Saturday. They will be collected on the normal
schedule Monday through Wednesday.
Because Christmas is on a Friday, trash and recyclables will be collected on Saturday, Dec. 26.

CHRISTMAS TREE COLLECTION
Christmas trees will be collected for recycling from Jan. 4 to
15. Trees should be placed at the curb line for collection. Trees
may be dropped off from 7 a.m. to 3 p.m. Monday through Friday
at South Humer Street.

Snow Removal Policy
The Township has announced its snow removal policy for the winter
months:
TOWNSHIP ROADS
The Highway Department will begin plowing the most heavily
traveled roads first. Salting and cindering will be performed as needed. After the initial plowing, the plow will return to widen the path
to provide an area to plow additional snow if another storm occurs
before a melting period.
Residents are asked to park their cars in their driveway, if at all
possible. It is almost impossible for equipment operators to keep
snow from being plowed in front of a driveway. This is not done deliberately. The Highway Department tries to clear all roads. Residents are also asked to move basketball backboards off streets.
SNOW/ICE REMOVAL FROM SIDEWALKS
Property owners are reminded that Township regulations require snow and ice to be cleaned from sidewalks within 24 hours after
a snowfall ends.
SNOW EMERGENCY ROUTES
Residents are required to remove parked vehicles from streets
and roads posted as snow emergency routes if a snow emergency is
declared. Snow emergency announcements will be made over local
television and radio.
FIRE HYDRANTS
Property owners are asked to clear around fire hydrants to ensure fire protection. Valuable time can be lost if firefighters have to
clear snow from the hydrant area.
House Numbers Must Be Visible
East Pennsboro’s police, fire and ambulance services say they are
concerned that house address numbers are not readily visible on a large
number of the more than 8,000 homes in the Township.
The lack of visible numbers, officials said, can cause delays during an
emergency response.
They ask that residents attach large numbers to the house. Numbers
painted on curbs can be obscured.
Township Police Accepting
Unused Prescription Drugs
The Township Police Department has installed a permanent
Med-Return Drug Collection Unit in its first floor reception area at 98
S. Enola Dr.
Residents can dispose of excess and expired prescription drugs and
over-the-counter medications in the special container.
Liquids, needles and aerosol cans are not accepted.
Labels can be removed from the prescription containers.
The collection area is open from
8 a.m. to 4 p.m. Monday through Friday.
Drugs can be dropped off with no questions asked.
The Department said disposing of excess drugs is everyone’s responsibility, citing the fact that 70 percent of young people abusing prescription pain relievers get them from the family medicine cabinet.

2016 Seasonal Opportunities. We are seeking Camp Counselors for our
Recreation Department as well as Park Maintenance crew members.

HAPPENINGS
The Annual Tree Lighting Ceremony will be held on Dec. 2,
starting at 7 p.m. in front of the Township Building. East Pennsboro
Girl Scouts will sing carols, coloring contest winners will be announced and the lights will be lighted on the Christmas Tree in front
of the building. Members of the Schaner Senior Center will host refreshments.
The Friends of East Pennsboro Library and Township Recreation Board will welcome Santa Claus for his visit from 5:30 to 8
p.m. on Dec. 2. Santa will have treats for children, who can have
their picture taken with him (available for purchase at a small fee).
The Friends of the Library will make a Caitlyn Smiles craft project
for a donation while you wait for Santa. Residents who would like
to donate play dough or coloring books to Caitlyn Smiles can do so
during the event.
The Children’s Christmas Coloring Contest will be held again
this year. Pre-school children and children in kindergarten, first
and second grades can show off their creative talent
by entering the contest. Pictures to be colored will be
available on the Township website, www.eastpennsboro.net or at West Creek Hills and East Pennsboro
elementary schools and some of the day care centers in the Township. Completed pictures must
be turned into the Recreation Office no later
than Nov. 13. Pictures are judged by the high
school art classes, and winners will be announced on Dec. 2 at the tree lighting ceremony.

Looking for more than just exercise? This class, which is for all levels of ability, balances self-discipline and hard work with fun and friendship. Students, ages 8 to 18, will receive instruction and encouragement

Certification courses are taught by P.A.D.I. instructors from Harrisburg’s West Shore Scuba Center. Participant must be in good health, at
least 12 years old, able to swim 200 yards. Students must supply their own
mask, fins, snorkel and booties. This is considered personal gear and can
be obtained at the scuba shop. All additional scuba equipment will be
provided. Textbooks cost are not included in the class cost and are $80
and also obtained at the scuba shop. Open water dives and additional
costs to the class fee are involved to become certified and due the date of
checkout. Registration is required by calling the Recreation Department
at 732-0711 one week prior to the start date of class.

East Pennsboro Middle School Pool
Cost: $3 adults, $2 students
The program is open to all Township residents and no pre-registration is needed. One lane is open for adult lap swimming. Lifeguards are
on duty at all times. This program follows the school district inclement
weather policy. When schools are closed or when students are dismissed
early, all recreation programs are cancelled. Delay or late openings do
not affect the programs. Call the Recreation Department recording for
closings only.

Wrestling Registration at Pumpkin Fest
The East Pennsboro Wrestling Association will register youngsters for the 2015-16 wrestling season during the annual Pumpkin
Fest. Registration is for boys and girls from kindergarten through
sixth grade.
Additional registrations will be held from 6 to 7 p.m. on Oct. 22,

FIRE POLICE VOLUNTEERS NEEDED
The Township Fire Police continues to look for volunteers who can help the Township a few hours a week. Fire Police volunteers must
be at least 18 years old and have a clean police record. They will be required to complete a training program.
Special Fire Police have full power to regulate traffic and keep crowds under control at or in the vicinity of any fire, roadway incident,
motor vehicle accident, disaster or public event to prevent any interference with firefighters and emergency responders.
A person failing to obey a Special Police Officer is committing a summary offense and can be subject to a fine and the suspension of
driving privileges.

Services Carnival Raises $66,000
Although we had a rainout on Saturday night, we still
had a successful year!
East Pennsboro Ambulance Service , the Township Fire Police, Goodwill Fire Company- West Fairview,
Northeast Fire Company (formerly Summerdale Fire
Company and Citizens Fire Company), Enola Fire Company (formerly West Enola Fire Company and Midway
Fire Company) and Creekside Fire Company wish to express their gratitude and appreciation to the community,
the Township’s Board of Commissioners and the Township staff for their generous support of the 2015 East
Pennsboro Emergency Services Carnival.
Along with volunteers of the emergency service
organizations and the tremendous support of the community volunteers, the proceeds from this event were
distributed to the above mentioned emergency service
organizations. At the post-carnival meeting on Aug. 20,
a check for $6,500 was issued to each of the emergency
service organizations to assist with their equipment and
operating expenses.

Stormwater Corner
The Camp Hill Environmental Club uses local experts and technology to
teach such subjects as rain gardens, rain barrels, green roofs, useful residential
hardware, swales, native plants, the importance and function of trees, riparian
buffers, etc.
The club has scheduled a meeting from 7 to 8:30 p.m. on Oct. 6 at the Camp
Hill Borough Building (Prosser Hall) on making our communities healthier for
birds and people. Audubon PA’s Director of Conservation, Paul Zeph, will share
ideas on how we can make our yards more attractive to a wide variety of birds and
other wildlife, and healthier for people.
Other meetings are scheduled for Nov. 3, from 7 to 8:30 p.m., at 40 N. 19th St.,
Camp Hill, on the subject of “Green Funerals/Burials” and from 7 to 8:30 on Dec.

Pennsboro Fire Police. Donations for the continued payment of the new unit are still
being accepted. Checks can be made payable and mailed to East Pennsboro Twp.
Fireman’s Relief Association, c/o EPFP, 230 N. Enola Dr., Enola 17025. The Fire Police
will be sponsoring a craft fair from 9 a.m. to 1 p.m. on Nov. 14 at 118 Chester Road,
Enola.
Township officials are reminding residents that
Township regulations prohibit the discharge of any
roof, ground or surface water into any sanitary sewer,
directly or indirectly. The regulations also prohibit
the connection of a pipe into a sewer line carrying
excessively hot water, which may be detrimental to a
sewer or to operation of the sewer system.
When a basement floor drain is connected to the
sanitary sewer system, there is a potential for a backup of raw sewage into the home if sewer lines become
clogged. Any such connection of a drain to the sewer
system violates regulations and must be disconnected.
Water from sump pumps or rain gutters that goes
into the sewer system causes increased flows to the
wastewater treatment plant, especially during heavy
storms. The water must be chemically treated, the
same as raw sewage, resulting in an increase in the
amount of chemicals used and ultimately an increase
in cost.

WHAT NOT TO FLUSH!
Yard Waste Guidelines
Township officials are reminding residents that many materials
flushed or poured down a drain can harm the pipes that connected to
the sewer system and cause sewer backups in your home and sewer
releases to the environment.
Basically, the only thing you should ever flush down a toilet is human waste and toilet paper. Keep the following out of the toilet: disposable diapers, tampons and tampon applicators, sanitary napkins,
cotton balls and swabs, mini or maxi pads, condoms, cleaning wipes of
any kinds, facial tissue, bandages and bandage wrappings, automotive
fluids, paint, solvents, sealants and thinners and poisons and hazardous waste.
Do not flush medications down the toilet. Take the medications
to an approved prescription drug take-back site or event.
Never pour grease in your sink drain and try to reduce the use
of your garbage disposal. Grease in sewer pipes causes maintenance
problems for property owners and the Township.
Penn Waste, the Township’s trash/recyclables collector,
will collect yard waste through October.
The Township Yard Waste Facility on South Humer Street
is open from 7 a.m. to 3 p.m., Monday through Friday, and from
7 to 10 a.m. the third Saturday, through October for residential drop-off items. It is closed November to March. Residents
must show a valid driver’s license for proof of Township residency. The facility is for YARD WASTE ONLY. Please go to the
County’s website, www.ccpa.net for disposal of household hazardous waste (paint, propane bottles, TVs, railroad ties).
Yard waste includes tree trimmings, shrubbery and any
other organic landscape vegetation, except grass clippings and
tree stumps. Fruits and vegetables and dirt and stones will also
not be collected.
The yard waste should be placed in a biodegradable brown
paper bag or be tied with twine in easy-to-handle bundles.
Bundles may be no longer than four feet and not weigh more
than 30 pounds each. Branches may not exceed six inches in
diameter.
An unlimited number of bags or bundles may be placed at
the curb before 6 a.m. on the scheduled pick-up day.

Recycling…Calling All Cartons!
Penn Waste, the Township’s waste and recycling
carrier, is now collecting food cartons as part of its recycling program. Milk, orange juice, soup and broth and
egg substitute cartons and juice boxes are now recyclable.
Please remove caps and straws and rinse out the
containers, if possible, before placing in the recycling

The annual Township Halloween Parade will be held at 7 p.m. on
Wednesday, Oct. 28, starting at the East Pennsboro High School front
parking lot and ending at the Township Building.
Call the Recreation Department at 732-0711 and pre-register by Oct.
23. The parade is free, so get your costume and join the fun.

As indicated above, leaves will be collected the day after your
trash and recycling pick-up day. Collection will begin on Oct. 26 and
continue through Dec. 4.
GUIDELINES FOR LEAF COLLECTION SERVICE:
• No return trip to collect leaves if designated day is missed by
homeowner.
• All leaves are to be raked onto the street, at the curb line.
• Do not place any large objects with the leaves, such as branches, bricks, stones, etc. that could damage the leaf collection
equipment.
• Weather conditions may cause delays or variations in the
schedule.
• Residents are asked to use their off-street parking spaces, if
available, during the six-week collection period.
Please note: The Township observes Veterans’ Day, Nov. 11, and
Thanksgiving Day, Nov. 26. There will be no leaf collection on those
days. Collection will be one day late following those holidays.

Resident Input Sought On
Ranking Township Priorities
Township Commissioners are asking residents to participate in
the updating of the Comprehensive Plan by taking a quick survey between Oct.14 and 28 on the Township website, www.eastpennsboro.
net.
Commissioners are seeking input on what residents believe are
the top priorities for the Township’s future. Residents can rank the
most important issues and opportunities that should be guided by the
10-year Comprehensive Plan.
The list of issues an opportunities has been generated by residents,
business owners and Township staff over recent weeks, with many of
the ideas posted on the website.
The Comprehensive Plan study team hosted a business roundtable in August and spoke with school officials in September. It also
discussed the Township’s long-range future with youth organizations
and the West Shore Ministerium.
Survey results will be posted by Nov. 8. By the end of the year, the
team will make available fact-finding reports on the priority issues and
indicate how resident and business input will shape the approach to
updating the Comprehensive Plan.
