Introduction
Albanian Muslim Community is an institution of tradition in Albania, whose official founding dates back at 1923
and it was operating until 1967, the year in which it was closed to reopen again in 1990. It is a legal person and an
non-political religious community, independent from the state, which includes all Muslim believers in the Republic
of Albania, who accept the basic principles of Islam.

It has religious and charitable goals in carrying out its activities, and aims on spreading, awakening and
strengthening the Islam followers, the Islamic faith; it aims to maintain the tradition inherited from our ancestors,
to protect the dignity, rights and interests of Muslims, to increase and develop a sense of love and loyalty to
religion and homeland, as well as to maintain and strengthen the dialogue between religious communities in our
country.
Albania's Muslim Community is aware of its role and identity in Albanian society and therefore, it possesses short,
medium and long term strategies, through carrying out an effective collaboration with academics, intellectuals,
personalities, young men and women.
The qualified staff of Muslim Community of Albania (MCA) both in the center and at districts, has a great merit for
its best achievements and it is occasionally enriched with educated staff, who lead the Muslim Community towards
progress. MCA has a systematic approach on strengthening the capacities of staff key core through participation
in training and qualification programs.
However, a Community is truly contemporary when it is based on a modern infrastructure. We try to expand and
complete our ambiences, starting from the center, district muftiates, libraries, and even to the restoration of many
mosques, which is one of our priorities.
Muslim Community has dedicated an important place to education, ranging from the 9-year up to the university
cycle, with the goal of educating and preparing future generations with knowledge and confidence, able to serve
our country and beyond.
In this publication regarding the main activity and functions of MCA, you will find some key information about the
representative’s institution of the Albanian Muslims.
In order that Albanian Muslim Community achieve a further development, we will continue to work with all the
dedication that characterizes us, together with hundreds of thousands of Albanian Muslim believers and citizens,
to share our common values and to convey to the future generations the endless beauties of pure Islamic
religion.

THE HISTORY OF ALBANIAN MUSLIM COMMUNITY
The 20’s of XX century in our country were the years of struggle for democracy and social progress. In these years
there was an atmosphere of a strong national sentiment, which was reflected in many directions. Patriot mullahs,
who had undertaken an active role in our national affairs, increased their efforts in order that this national spirit
be reflected in the entire community’s life. Muslim leaders, through various methods sensitized the Albanian
opinion and state authorities to support the recently started work regarding the official establishment of the
institution.
In 1921, because of Istanbul - a city which also was the center of caliphate - invasion, and as a result of
connections lost in regard of its institutional dependence, the Caliphate went towards legitimacy losing and in
1924 it was abolished completely. Albanian Islamic Community announced the secession from Sheikh al Islam of
the Ottoman Empire.

Albanian Islamic Community officially made its secession act and its foundation of the occasion of the First
Muslims Congress, which was held in Tirana from February 24 to March 12, 1923, where Hajji Vehbi Dibra - the
on-duty Muslim Community’s chairman of that period - was also elected the new General Mufti. He was
distinguished for his abilities in the organization, guidance and progress of the Muslim community, and for
establishing new relationships with Sheikh al Islam of Istanbul, already as an autonomous political entity at a state
level, but of a religious-Islamic nature. The Albanian Muslims Congress represented an important event not only
for the religious and social life of Albania, but also for the entire national political life throughout our nation. It
marked an important stage on the path towards the Islamic organization reformation, in accordance to the time

requirements and especially to the so much highlighted fact of that period: the position of Albania among other
European nations. It was thought - not unfairly - that only in this way the position of Islam in the European
continent could strengthen.
In this congress there participated 36 delegates from every region of the country. This congress made history in
terms of its important theological decisions of national approach, among which we can mention:
1) It declared the independence of the "Albanian Mosque" by breaking all connections with the Caliphate.
2) It founded the Albanian Muslim Community, which would afterwards interpret and manage everything that was
related to the Muslim religion in our country.

3) It elected the Sharia High Council composed of Hajji Vehbi Dibra, Hafiz Ali Korca, Vejsel Naliu etc. and also the
Jamaat Council. The chairman of the Supreme Council of Sharia represents the Muslim Community under the title
General Mufti. To represent tariqaa's Hajji Adem Bala and Sheikh Ibrahim Karbunara were elected. As General
Director of Waqf funds Sali Vuciterni was appointed.
4) It drafted the Statute of Albanian Muslim Community, on which all the activities of the Muslim Community
would be based onwards.
5) It laid on a sound scientific ground the national education of future religious personnel in our country and the
development of sermons and religious publications in Albanian language.
6) It approved the regulation on elections in the Muslim Community forums.

7) It also approved the regulation on the organization of Muslim Waqf in Albania etc..
In the line of the first Islamic Congress decisions implementing, the Albanian Muslim Community was founded
and, as in all other districts of the country, the Muftiate of Tirana was opened. In fact, the Islamic religious
institutions in Albania had existed since the country’s islamization, but here it comes about the structures involved
in the newly founded Muslim Community.
In October 1923, the first official Muslim Community magazine titled "Zani i Nalte" (the Lofty Voice) began
publishing - to be closed later in 1939. In its pages one can observe the patriotic tones of authors who published
their notes and writings. During World War II, the Muslim community has had as its official organ the "Kultura
Islame " (Islamic culture) magazine. In 1924, Tirana Madrasa was opened and started the first academic year.
Through its administration plenty of Muslim scholars and civil devoted believers both in the capital and across the
country including villages, the Muslim community has successfully realized both the theological interpretation and
the practical implementation of Islam principles. It has also observed carefully the management and operations
of all movable and immovable endowment funds (Waqf-s) in Albania.
The reopening of Islamic religious activity after the communist system in Albania took place on 16 November 1990
at Lead Mosque in Shkoder. The institutionalization of Muslim Community official operation was realized in 1991.
The "Light of Islam" newspaper which still today continues its activity as the only official voice of the Albanian
Muslim Community, has started its first publication in 1992. Albanian Muslim Community since its foundation, has
been guided by these leaders of Islamic faith:
1) Hajji Vehbi Dibra (1867-1937) – The first Chairman of Parliament (Presbytery) in 1912, as well as the first
Chairman of Muslim Community of Albania (1923-1929).
2) Dr. Behxhet Shapati (Chairman of MCA during 1929-1942).
3) Hafiz Sherif Langu (Chairman of MCA during 1942-1945).
4) Hafiz Musa H. Ali Basha (Chairman of MCA during 1945-1954).
5) Hafiz Sulejman Myrta (Chairman of MCA during 1954-1966; 1966-67).
6) Esat Myftija (Chairman of MCA on 1966).
7) Hajji Hafiz Sabri Koçi (the first Chairman of MCA after communism fall, during 1990-2003).

Communist persecution towards religion
The Atheist-Communist regime, which was settled in Albania in 1944, targeted on stripping the most excellent
creature – the human from all human values by which God had bestowed. The totalitarian system began a savage
violence towards religion, making an anti-religious propaganda and persecuting many clergymen and people of
faith. In 1967, Albania was declared the first atheistic country in the world, and as a result, most of the churches,
mosques and masjids were destroyed. From 1127 mosques which existed in 1967, only a few of them had survived
in 1990; each of these transformed and disfigured in the storehouses, warehouses, or abandoned.
Many public figures representatives of Albanian Muslims, were sentenced by death at communist trials, while
many others passed away in prisons.

liberty for life, forced labor, loss of civil and political rights; he died in the notorious prison of Burrel in 1955 at the
age of 77, without informing his family at least about his graveplace);
Whereas Hafiz Sheuqet Boriçi, Hafiz Sabri Bushati, Mullah Alush Zaganjori, etc., were self-isolated at home until
their death, in order to avoid being stripped of religious raiment.

Albanian Muslim Community structure
Albanian Muslim Community is a non-political religious community, independent from the state, which consists of
all Muslim believers residing in the territory of the Republic of Albania, who accept the basic principles of Islam.
Muslim Community of Albania are also included the Islamc tariqa-s who have been part of this community until
1967, the year in which religious activity in Albania was prohibited by law.
Albania's Muslim community has religious and charitable objectives. In the exercise of its activity, it has as
objective to disseminate, to awaken and strengthen the faith of Islam among Muslim believers, to protect the
dignity, rights and interests of Muslims, to increase and develop a sense of love and loyalty to the homeland and
the Albanian people. The School of Jurisprudence for implementing the religious rites by the Albanian Muslim
Community in Albania, is the Hanafi law school, which bases all its activity in the Qur'an and the Prophetic
Tradition

Albanian Muslim Community is the only legal entity that operates religious, educational and cultural activity of
Islam faith in Albania.
Albania's Muslim community also carries economic activity through humanitarian aids collected by various donors
both within the country and abroad, while upholding the Constitution and legislation of the Republic of Albania.

The General Council consists of: Chairman of the Albanian Muslim Community, Vices, Chancellor, members of the
Presidency of Albania Muslim Community, regonal Mufti’s, districts’ Mufti’s and their respective vices, and 2
elected members from each regional Muftiate (except Tirana Muftiate which has the right to elect 6 members) and
one member for each district Muftiate respectively.
Muslim Community Presidency consists of the President, vice Presidents, Chancellor, Mufti of Tirana and Chiefs of
Departments.

Each district has its own Mufti institution and there are in total 35 Muftiates and Muftiate councils in the whole
Republic. Mosques are places of worship of Islam religion, where Islamic religious rites by Muslim believers are
performed. They are properties of the Albanian Muslim Community.
Mosques are built and restored only through a decision of MCA Presidium, by the proposal of the concerned
district muftiate. Mosques are recorded in the real property register of any district as properties owned and
managed by Albanian Muslim Community, and they are stored and maintained by the respective muftiates. All
built and in construction mosques from natural or legal persons, associations or religious organizations of the
Islamic faith, become the property of the Muslim Community of Albania. There are currently over 700 mosques in

Albanian Muslim Community opens and maintains pre-university Islamic religious schools of all cycles and levels,
according to the requirements and needs of the district, by obsering rigorously the laws and regulations on
non-university education in the Republic of Albania. All schools opened by the Albanian Muslim Community
operate only full-time.
Madrasas and nonpublic slamic religious schools, both elementary and secondary operate by the approval of the
Ministry of Education and Science of the Republic of Albania. Students who complete the madrassas and other
nonpublic high Islamic religious schools have the right to perform every possible task within the structures of MCA
and enjoy all the rights public school students have.

The successes of madrasas in national and
international level
Madrasas of Albanian Muslim Community have always been an exemplary reflection of the productive hard work
of these institutions’ teachers and students in the field of education. This success is evident by the results and
achievements of these schools’ students over the years, but especially by the prices obtained through Olympiads
organized both in national and international level.
Medresists have been the only representatives of Albania on several occasions, and they competed with dignity,
achieving success and deserved medals in many national and international Olympiads.

Full Moon “Bedër” University
One of the most obvious objectives and strategies that the Muslim community has followed, is exactly the model
of the greatest part of madrassas, which have produced and continue to produce educated young embedded
with patriotic and religious values on one side, but also empowered by the knowledge of science and technology
in turn, which open the windows of the world around these next intellectuals who after their secondary studies,
continue higher studies in various specialties such as Islamic science, engineering, medicine, law, economics,
social science, etc.
The undergraduate and postgraduate studies of these young people have been successful and they have been
able to compete with dignity both in our country’s universities and abroad.
Albanian Muslim Community has established “Bedër” University by a decision of the MCA Presidium on
15.09.2010. This higher education institution aims to provide an education in accordance with the culture,
traditions and characteristics of Albanian society, keeping on its bases the foundations and conditions of belief
and Islam religion.

This university of international standard aims to attract and educate young people not only from Albania, but also
from the region, Europe and the world, turning thus to a center of Islamic and Albanian values promotion.
Bedër University offers programs of study in the first and second cycle in the fields of humanities and philology,
with the primary goal of students academic qualification.
The university has two faculties: Faculty of Humanities, composed of Department of Islamic Sciences, Department
of Communication Sciences and Department of Justice, and the Faculty of Philology and Education, which includes
the Department of English Language and Literature, Department of Turkish Language and Literature, Department
of Educational Sciences, Research Centers of Albanian Language and Literature, "for the Continuous Formation",
"for Interfaith and Intercultural Dialogue", and 7 (seven) different master branches.
Teaching process at Bedër University in performed in these languages: Albanian, English, Turkish and Arabic,
according to the respective branches.
The university aims through a contemporary curricula, quality academic staff, as well as through a modern physical
and technological infrastructure, to turn into a landmark of Islamic studies and social science not only in Albania
but throughout all Albanian lands and the wider in the region.
Since the first academic year 2011-2012, Bedër University has organized several international conferences.

Interfaith dialogue
Muslim Community of Albania has also in its composition the Interreligious Dialogue department under the
Directorate of Culture, which has the duty to organize and develop projects, symposia, panels, conferences,
roundtables, publishing books, articles, etc., regarding the promotion of interfaith dialogue.
The Muslim Community has organized interfaith conferences, and has participated in many of them both within
the country and abroad, to promote the greatest traditional value of the Albanian people: the interfaith harmony
and coexistence.

From several years Muslim Community, apart its
newspaper (for 20 years) and magazine (since January
2012) entitled “Drita Islame” (Light of Islam), has already
cast serious steps in the field of publishing Islamic

The most important activities
Muslim Community has organized a series of events and national and international activities. Among these can be
distinguished:
- "Madrasas in the new millennium, a tradition that continues" symposium
- The conference entitled "The contribution of interfaith harmony in Albania's integration", under the auspices of
President Bamir Topi.
- The symposium on the life and work of H. Hafiz Sabri Koci.
- The symposium "A prophet among the people" held in several cities.
- Training seminars for imams and employees of MCA.
- Islamic Book Fair in Tirana.
- Celebrative program "Prophet Muhammad (pbuh) - Pride of Humanity", held for seven consecutive years in the
Palace of Congresses.
- The program "Prophetic Perfume” at " Zyber Hallulli” orphanage and at the House of Elders, Tirana.
- The Competition prize "The best essay for the Prophet of Mercy"
- The Conference on "Contribution of Muslim leaders in national identity shaping”, organized by the three
Albanian Muslim communities in Albania, Kosovo and Macedonia.
- It is worth mentioning numerous Iftar organizations in the entire country, as well as the first organization of the
Tarawih prayer in the Night of Qadr, on the "Martyrs of the Nation" boulevard in Tirana, where there was a
tremendous turnout.

MCA appeals for the collection of old books
Muslim Community of Albania, appeals officially for the first time to all Albanians, especially the families of imams
and Muslim intellectuals who left their libraries in inheritance and carefully preserved them secretly during the
period of communism, for the collection of various books, magazines, Qurans, various old items relating to
religion and the Islamic faith, or which recount the history of Islam faith in Albania's and the lifeway of Muslims,
personal items of imams or similar.
These materials will be archived and filed with the name of the person who will bring them and then they will be
displayed in various exhibitions, which will be organized by the Albanian Muslim Community and finally, they will
be placed in the Islamic Museum.

Namazgja Complex Project in Tirana
Namazgja complex will be the largest Islamic center in the Balkans, which would include a mosque, a conference
room with a capacity of 350 people, a meeting room with a capacity of 100 people, an exhibition hall, the first
Islamic Museum in the Balkans, a library of 305 square meters, a cafe and restaurant, 8 classes for different
courses, offices, shops for souvenirs and Islamic bookshops, as well as a parking lot for 200 cars.
This complex will have a total capacity of 20,000 square meters, while the mosque will have a capacity of 4,300
persons who simultaneously can perform their prayers.
