EMS companies function as strategic partners to larger Original Equipment Manufacturers (OEMs) by providing them with a full range of services which include contract design, prototyping, final system assembly, configuration, order fulfillment, and repair and after-market services. By using the services of EMS providers, OEMs can concentrate on their core competencies such as research and product development, brand building, sales and marketing. 2 Outsourcing to EMS providers also enables OEMs to gain access to the latest equipment, process knowledge and manufacturing knowhow without having to make substantial capital investments as capital risks are converted into variable costs. The trend in manufacturing partnership has been growing steadily as OEMs strive to cut costs to maintain their competitive advantage in the face of rapidly changing market conditions, technological advances and global competition. According to San Jose-based market research firm Electronic Trend Publications, revenue for the global EMS market totaled US$190 billion in 2005, a 14 per cent increase over 2004. The EMS industry accounted for 23 per cent of the total worldwide electronics assembly valued at US$810 billion. The EMS market will continue to grow in the coming years as outsourcing of electronic manufacturing continues. The revenue for the global EMS market is estimated to reach US$328 billion in 2010. The firm also found that in the EMS industry, Asia accounted for 45 per cent of the industry’s production in 2005, while the computer and peripherals market made up 39 per cent of the industry’s revenue. The single, compelling reason for OEMs to outsource to EMS providers is to improve their overall supply chain and gain a competitive advantage. Contract manufacturing offers numerous benefits to OEMs, such as improved efficiency, cost reductions, enhanced quality, flexibility, advanced production technology, additional capacity, faster time to market and responsiveness. Traditionally, computers, cell phones and telecommunications hardware provided the greatest demand for outsourcing to EMS providers. There are further opportunities for EMS providers outside the computer and communications fields, namely those in the defense, medical, industrial, automotive, and consumer sectors. A consulting firm, Technology Forecasters, Inc. (TFI) estimated that EMS could capture as much as US$10 billion in medical devices outsourcing business in 2009. The positive trends of outsourcing in the EMS sector will be a major opportunity in the coming years. The In-Stat market intelligence report estimated the contract manufacturing output in Asia to reach US$155 billion in 2009 from US$70.2 billion in 2004, with a compound annual growth rate of 17 per cent over the 2004-2009 period. This strong growth is increasingly driven by the availability of lowcost labor and an increasing pool of technical expertise in the region. With increasing global competition, challenges on staying costeffective, and requirements for top quality work, more international companies are exploring outsourcing options in Asia – in particular, Malaysia. Electronics Manufacturing Services The EMS industry first appeared some 30 years ago and has flourished since. Consolidation within the industry has led to the emergence of a few well-known multi-billion dollar ‘tier one’ companies with worldwide operations such as Solectron, Flextronics, Celestica, Jabil, Plexus and Sanmina-SCI. Trend 3 The development of the E&E industry has encouraged the establishment of contract manufacturing services companies in Malaysia. These companies provide vital support to the semiconductor, consumer electronics, computer and peripherals, communications and data storage industries. Leading EMS companies, many of whom rank among the top 50 companies worldwide, have established and expanded their operations in Malaysia. Among them include Flextronics, Solectron, Sanmina-SCI, Celestica, Jabil Circuit, and Plexus. These companies manufacture products or parts for OEMs and Original Design Manufacturers (ODMs). They provide total manufacturing solutions by undertaking product design, manufacturing and distribution services for customers. BCM is one of the home-grown companies that have since established a niche position within the EMS industry. Other Malaysian companies such as Globetronics, Carsem, Unisem and AIC specialized in integrated circuit and semiconductor packaging. Based on MIDA’s records, there are more than 1,695 E&E companies in operation in Malaysia with investments of US$24.5 billion and employment of more than 596,000 persons or 37.8 per cent of total employment in the manufacturing sector. In 2006, exports of electronic products from Malaysia amounted to US$74.0 billion or 62.2 per cent of total manufacturing exports. There is thus good potential for the further development of the EMS industry in Malaysia. With an abundance of trained manpower, a well-developed infrastructure and an efficient telecommunication system coupled with its continued commitment to research and development and infrastructure and human resource development, Malaysia is a viable location for the establishment of EMS operations. The country’s sound information technology infrastructure also allows EMS companies to tap opportunities in virtual manufacturing, a growing market trend arising from the influence of the cyber world and its borderless society. Malaysia also offers attractive tax incentives to encourage EMS companies to locate their operations in the country. These incentives range from Pioneer Status and Investment Tax Allowances to “pre-packaged” incentives which incorporate a special package of incentives to meet the specific needs of individual projects. The incentives are given based on certain priorities such as the levels of value-added, technology used, industrial linkages, R & D expenditure, employment of scientific and technical staff, and capital investment incurred. Companies which qualify for these direct tax incentives are given partial or total relief from the payment of income tax for a specified period. MALAYSIA: An Attractive Investment Centre Malaysia, strategically located in the vibrant growth region of Asia, is the ideal location for companies looking to establish EMS operations or to source EMS solutions. Malaysia is also in an advantageous position to be the springboard for EMS companies intending to penetrate other markets in the region. With the full implementation of the ASEAN Free Trade Area (AFTA) in 2003, EMS providers benefits from a single market with a total population of more than 500 million people and a combined GDP of around US$800 billion. Malaysia’s market-oriented economy and government policies that maintain a business environment with opportunities for growth and profits have made the country a highly competitive manufacturing and export base. Investors are attracted by Malaysia’s: • Political and economic stability • Educated and productive multilingual work force • Wide use of English, especially in business • Liberal investment policies • Attractive package of investment incentives • Well-developed financial and banking sector • Legal and accounting system based on international practice • Well-developed infrastructure and telecommunications support • Intellectual property protection Thus, multinational corporations from more than 40 countries have invested in over 3000 projects in Malaysia. The World Competitiveness Yearbook 2006, published by the Institute for Management Development, ranked Malaysia as the 8th most competitive country with population of more than 20 million and the 8th most competitive among Asian countries ahead of India and Thailand. According to the World Bank group, Malaysia ranked 21st out of 155 countries for ease of doing business. In the Deutsche Bank Research Report 2005, Malaysia was ranked among the top 5 growth centres in the emerging markets which will post the highest GDP growth rates from 2006 to 2020. Malaysia was placed second, with a projected GDP growth rate of 5.4 per cent per annum, surpassed only by India (5.5%). Malaysia was ranked ahead of China (5.2%), Thailand (4.5%) and Turkey (4.1%). US-based Employment Conditions Abroad (ECA) International Limited has also ranked Malaysia as among the five least expensive countries in the world based on a price survey on goods and services. Frost & Sullivan (F&S), a global growth consulting company ranked Malaysia among the top five countries for energy, finance, logistics and global shared services and outsourcing (SSO). The favorable ranking is a testimony to the attractiveness of Malaysia as an offshore location for EMS to conduct their business activities. The world’s major electronics companies with manufacturing operations in Malaysia include: USA : Freescale Semiconductor, Intel, Texas Instruments, Dell, AMD, Agilent Technologies, Linear Semiconductor, Motorola, Seagate and Western Digital. Asia Pacific: Sony, NEC, Panasonic, Hitachi, Toshiba, Sanyo, Alps, Brother, Canon, JVC, Konica-Minolta, Rohm, Fujitsu, Samsung, Nichia, Funai, TDK, BenQ, Sharp, Mitsubishi, Fuji Electric. Europe : Alcatel, Philips, STMicroelectronics, Siemens, Marconi, Osram, Infineon. Its vibrant business environment and excellent quality of life have made Malaysia the choice location for offshore manufacturing operations. 4 Electronics Manufacturing Services Malaysia’s EMS Industry 5 Incentives for Growth The corporate tax rate for both local and foreign owned companies in Malaysia has been reduced to 27 per cent for the year of assessment 2007 and will be further reduced to 26 per cent in the year of assessment 2008. With this reduction, the investment environment in Malaysia is even more competitive. Malaysia’s corporate tax rate is lower than many of the countries in the region. ‘‘ Flextronics has a very strong presence in Malaysia. A wide range of tax incentives is also offered by the government to encourage investment in manufacturing activities. Companies which are given tax incentives qualify for partial or total relief from the payment of income tax for a specified period of time.
