State Report – April The Okanogan – Wenatchee National Forest has published a notice in the Federal Register stating they are preparing an Environmental Impact Study (EIS) with regards to the Travel Management Plan (TMP); this is the beginning of an scoping process that provides public participation; describes decisions to be made with regards to designating system of roads, trails and areas open to motor vehicle use; resulting in a final motorized use map Arlene Brooks for the public. The draft EIS scheduled completion is December 2009 – with final document in July 2010. Here is where your past support and involvement comes into play – all of the input gathered since 2006 from meetings, written comments and communications with the District Land Managers have been considered; now for the final steps. Open House meetings (Public Meetings) are being scheduled; presentation of proposed actions – including maps and trail locations will be displayed for each District with Team Management available to answer questions. It is requested that input to the ESI should clearly articulate the reviewer’s concerns and contentions; submission of timely and specific comments can affect a reviewer’s ability to participate in subsequent administrative review or judicial review. Director Letter to Arlene & the PNW4WDA March 16, 2009 Dear Arlene and all the Pacific Northwest 4-Wheel Drive Association Members, I wanted to take a moment to thank each of you for the wonderful plaque, the very functional briefcase, and the incredibly useful (unfortunately) First Aid Kit. I was honored by your recognition. It is my sincere privilege to work with each of you on the Cle Elum trail system. Together, we have created something really unique and special: The V-Team. The Cle Elum Off-Road Vehicle Crew’s primary goals are to protect access, maintain the motorized trail miles, and preserve responsible offroading for generations to come. We could never achieve these goals without the help of the people who enjoy the sport. Collectively, we all make a difference. Thank –you to everyone, from the Hurtin’ Units (our top Club), to Dale Neuman (top individual), Earl and Sande Nettnin (Region 4), to the Timber Tamers Jeep Club ( who have taken a special interest and pride in our work Jeep, “Eugene”). There are so many special people in your club, and our crew feels fortunate to work with each of you to achieve a common goal. Bowls and dinner rolls provided. ~ 4 APRIL 2009 www.pnw4wda.org NITB AID NORTH IDAHO 2008 CHRISTMAS SEASON KICKOFF The North Idaho Trail Blazers (NITB) again this year participated in the Coeur d’Alene Parade with the theme “Home for the Holidays”. The Coeur d’Alene Downtown Association organized this the 17th Annual Lighting Ceremony Parade to kickoff the Christmas Holiday Season. The parade consisted of numerous factions of local business and organizations displaying floats, decorated vehicles, marching bands and performing groups along 10 blocks of the main street of Coeur d’Alene entertaining thousands of children, their parents and grandparents. Thanksgiving this year was celebrated on Thursday, November 27, 2008 and was chased out by the parade on the evening of the 28th. The NITB members brought their 4 wheel drives all decked out with Christmas lights and even the club president’s jeep further sporting a gingerbread house complete with pitched roof and Christmas lights. Several NITB entries thrilled the crowd by showing their expertise and capable rigs in rolling up on the tires of another vehicle; surely a jail-able offense on most other days. The lighting of the roll up activity with “OOGA” horn of one of the NITB members accented the activity. The parade watchers showed their appreciation and approval by extended cheers, clapping and whistles. The NITB parade section ended with one NITB member distributing holiday candies for the children “parade style”. The parade attendees and participants were then treated to a fireworks display that rivaled the celebration on the 4th of July. Please contact us. 4-Wheelin’ News APRIL 2009 or tripower@pnw4w da.org 5 Okanogan-Wenatchee National Forest Seeks Comments on Motorized Routes The Okanogan-Wenatchee National Forest, located in north-central Washington, is formulating a new travel plan that will limit ALL vehicle use to designated roads, trails and areas. The Forest Service (FS) will be hosting a series of public meetings on the travel planning process during the month of April 2009. (See schedule below) On March 24, 2009, the FS published a Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS) on a Proposed Action to implement the Travel Management Rule to designate a system of roads, trails, and areas that are open to motor vehicle use. This NOI initiates the scoping process, which guides development of the Environmental Impact Statement. The Forest is asking for your comments on the proposed action during a 45-day public scoping period. Comments concerning the scope of the analysis should be received by May 7, 2009, so they can be fully considered. The Draft Environmental Impact Statement (DEIS) is scheduled for completion by December 2009. The FS plans to have the Final EIS completed by July 2010. Comments are most valuable if they are site-specific. Comments about existing or proposed conditions on individual routes, desired motorized or nonmotorized recreation opportunities, uses and impacts, and route designations are being sought. Public meetings to explain and gather comments about the proposed action will be held at the following locations and dates from 5 p.m. until 8:30 p.m.: Ellensburg, WA, April 6, 2009 Hal Holmes Community Center. The awards will be presented in Washington, D.C. during Great Outdoors Week 2009 (June 8-13) as part of the Coalition’s ongoing effort to build awareness and appreciation of this highly successful program, which has greatly enhanced the quantity and quality of trail experiences available to the public. They are planning to hold the awards ceremony on Capitol Hill and encourage Members of Congress to join in honoring the outstanding achievements of their constituents. Award winners will be selected from projects nominated by public agencies, trail administrators or other project sponsors. Projects must be completed in order to receive an award. In addition, projects completed before 1998 are ineligible. The “South End” area includes the Chewelah, Calispell, and Tacoma Creek drainages, roughly between Chewelah and Cusick, Washington. The first brief meeting will be setting the stage for continued collaboration. Forest Service staff will provide information about the project and how the rest of the meetings will be conducted, and will be held at the Chewelah Peak Learning Center, located at 3215 Flowery Trail Road, near the 49 Degrees North Mountain Resort ski area. The meeting will be from 6:00 p.m. to 8:00 p.m. on Thursday, March 19, 2009. In the fall of 2008, the Colville National Forest implemented the 2005 Travel Management Rule with the release of the 2008 Motor Vehicle Use Map. Under the Travel Management Rule, motor vehicle use is allowed only on roads, trails, and areas shown on the Motor Vehicle Use Map. While many roads and trails are authorized for motorized use on the current Motor Vehicle Use Map, motor vehicle users have indicated a strong desire for an improved system of routes for off-highway vehicles with more routes and better connection to other authorized routes. The South End area is one of the most popular areas on the Colville National Forest for motor vehicle-based recreation. But current motor vehicle use and roadside camping is causing a deterioration of many of the values people come to the area to enjoy - a healthy natural environment with clean air, clean water, and healthy habitat for fish and wildlife. Clearly, there is a need to better manage this situation, both to provide for the enjoyment of those recreating in the area and to better protect the resources people come to expect from their National Forest. As a result of this project, the Forest Service hopes to have an improved system of motor vehicle routes, better management of roadside camping, and better protection and rehabilitation of the National Forest resources in this area. The Forest Service would like to collaboratively address these issues in a forum that builds on the public involvement efforts begun in 2007. To do this, there will be a series of three day long meetings, once a month for the next three months. Collaborators will be encouraged to start by understanding the current situation, discuss proposals from the last series of meetings, and create a proposed action by the end of May that can be used by the Forest Service. With the public’s input, the goal is to conduct the environmental analysis over the summer, approve the plan in the fall, and have approved motor vehicle routes ready to include in the 2010 Motor Vehicle Use Map. The meeting on March 19 will begin this process. Potential collaborators are encouraged to attend this meeting so that they can be aware of subsequent meeting requirements. Subsequent meetings are tentatively scheduled at the Chewelah Peak Learning Center on March 28, and April 25, and a field meeting in the project area on May 9, 2009. You MUST take action to Rescue Tellico NOW! The Forest Service has told us what they want to do and it is incumbent on the OHV community to change their mind. Background: On Friday, February 27, the USDA Forest Service rolled out the draft Environmental Assessment for the Upper Tellico OHV trail system. The OHV community has been extremely dismayed to learn that while there are six alternatives the Forest Service is considering, the Forest Supervisor, Marisue Hilliard, made it very clear that her preferred alternative is to CLOSE TELLICO. While we know that this is completely unacceptable and will cause immediate and intense emotional reaction, we are asking that everyone maintain a level head and concentrate on what our task is now. In addition, the USFS Forest Supervisor issued a TEMPORARY CLOSURE ORDER that will keep Tellico closed until they decide what the fate of the area will be. This means that if the temporary closure order stands, TELLICO WILL NOT REOPEN ON APRIL 1ST! What we are doing about it: The BlueRibbon Coalition (BRC), Southern Four Wheel Drive Association (SFWDA), and the United Four Wheel Drive Associations (UFWDA) have teamed up to fight this and we are working as aggressively as we can to get you the right information. We have spent the last week “scrubbing” through the draft EA and developing a plan and now WE NEED YOUR HELP AND HERE IS HOW YOU CAN BE MOST HELPFUL: STEP 1: The week of March 9th, THIS WEEK, we need you to call, write or, even better, visit your congressman, senator, state and local representatives. They need to know you feel angry, hurt and betrayed by the Forest Service. They need to know that the Forest Service is going to affect jobs and the economy in this difficult time. They need to know the real science and that the water is not bad. See the sample letter below for talking points. Feel free to copy and paste the letter, but be sure to personalize it with a short paragraph on why Tellico is important-what it represents to the OHV community and to you. Help your representatives understand how important Tellico is. Please forward any positive or negative reactions you get to Jay Bird at [email protected]. We want to know who our friends are and follow through with them. If you have already made comments, make some more. Each time you find out some new information, send it to the Forest Service. We need letters. We are currently refining our comment bullet points and will send out and post more information to help with your letters as we complete that process. But don’t let that stop you from doing background preparation and comments yourself. WE NEED to have as much enthusiast involvement as we possibly can muster from the OHV community. BRC and UFWDA will be following through for us in Washington DC, working from the top down. They will meet with the Forest Service as well as other national organizations and some of those friendly representatives. Please read the Forest Service documents on their website at: http://www.cs.unca.edu/nfsnc/ nepa/tusquitee/tellico.htm Then take the time to review the independent scientific study SFWDA had commissioned at: http://www.sfwda.org/trails/tellico/ study09/. Upper Tellico OHV Area Proposed Closure Order TALKING POINTS Congressional attention to this problem cannot wait. The USFS has issued a proposed temporary closure notice prohibiting all use of the Upper Tellico OHV system effective April 1, 2009. REPAIRING THE AREA IS THE BEST SOLUTION: * OHV enthusiasts spend 4 times more money on lodging, food, and gas than other outdoor sportsmen * $4.8 million annually in tourism revenues by OHV users * Repairing contributes $1.5 - $2.6 million in OHV revenue annually * Repairing would create more than $1.4 million in local jobs * Nearby streams are currently healthy * Nearby streams have excellent water quality per North Carolina standards * Nearby streams are capable of sustaining viable, reproducing native trout populations * Nearby stream channels are very stable * Nearby stream channels convey stream flows without streambed erosion * The trails are repairable and very much maintainable/ sustainable after repair CLOSURE IS A BAD SOLUTION: * Closure creates ZERO OHV tourism revenue 4-Wheelin’ News * Degradation of water quality and degradation of aquatic habitat in Upper Tellico is non-existent * Historic clear-cutting of land in Upper Tellico has contributed more to the off-site sediment transport than the trail system * Closure of trails is neither warranted nor recommended by USFS trails experts! Thank you for your support. ~ Hog Canyon Lake Road Open Spokane – Effective immediately, the Bureau of Land Management (BLM) has announced the road to Hog Canyon Lake has been reopened to motorized vehicles. The Hog Canyon Lake road is located approximately 30 miles southwest of Spokane, and crosses the Spokane and Lincoln County line near Sprague, Washington. The road was temporarily closed for public safety due to weather and road conditions in December 2008. This road provides access to the northeastern portion of BLM’s Fishtrap Recreation Area, and access to a State of Washington Department of Fish and Wildlife boat ramp and fishing area on Hog Canyon Lake. The BLM will continue to monitor road conditions. Future closures are still possible due to deteriorating road conditions. There are currently patches of snow on the road, and in the parking lot area at Hog Canyon Lake. Today, the Senate passed the bill for the second time this year, 77-20, as part of a complicated maneuver to prevent House Republicans from offering contentious amendments. House National Parks Subcommittee Chairman Raúl Grijalva (D-Ariz.) said he expects the House will move quickly to approve the omnibus. “It will happen next week,” he said. “I’m hearing Thursday from the leadership, so it’ll probably be APRIL 2009 Tuesday.” The bill will come up under a rule, a House Democratic aide said. Assuming the House passes the omnibus, Grijalva said he would like to begin work on a new another lands package, including new wilderness designations, for consideration later this year or early next year. Before today’s vote, senators accepted one amendment but rejected two others that Democrats allowed Sen. Tom Coburn (R-Okla.) to offer as part of a deal in exchange for allowing the bill to proceed. Yesterday they rejected three others. Coburn, who placed “holds” on many of the bills in the omnibus for months last year, said the bill contains earmarks, limits energy development on public lands, and is an example of “hyper-parochialism” under which senators put items they wanted for their home states over the long-term good of the country. The Coburn amendment that was accepted by voice vote would clarify the bill to allow the “casual collection” of rocks in parks that may contain a fossil, preventing criminal prosecution of visitors who unintentionally take a fossil. It would keep penalties for those who knowingly take or sell fossils from parks. One of the amendments defeated today would have struck certain sections that Coburn deems frivolous, such as the $3.5 million to celebrate the 450th anniversary of St. Augustine, Fla., in 2015, and a salmon restoration project in California. Coburn said the California provision would amount to the government spending hundreds of millions of dollars to protect 500 fish. But Sen. Dianne Feinstein (D-Calif.) said his amendment would have destroyed a widely supported, court-approved settlement of an 18-year legal battle. The Senate voted 70-27 to table, or kill, the amendment. The other amendment would have required federal agencies to issue an annual report detailing the total amount of land they own and the cost to taxpayers of the ownership of the land. It was tabled, 58-39. Last week, the House fell two votes shy of passing the bill under suspension of the rules, a maneuver that shields legislation from amendment or a motion to recommit but requires a two-thirds majority for passage. Senate leaders then devised a strategy to use a bill that had already passed the House -- H.R. 146, a proposal to protect Revolutionary War battlefields -- and strip its contents, replacing it with the omnibus lands bill. Because the House already passed H.R. 146, the chamber will only need to vote to concur with the Senate amendment. The omnibus would designate more than 2 million acres of wilderness in nine states and would establish three new national park units, a new national monument, three new national conservation areas, more than 1,000 miles of national wild and scenic rivers and four new national trails. It would enlarge the boundaries of more than a dozen existing national park units and establish 10 new national heritage areas. It would also authorize numerous land exchanges and conveyances to help local Western communities address water resource and supply issues, and includes provisions to improve land management. The revised omnibus bill will also include language from Rep. Jason Altmire (D-Pa.) meant to ensure that the omnibus would not close off lands that are already open to hunting and fishing. Conservation groups praised the Senate passage. The Wilderness Society’s Paul Spitler said the Senate move “clears the most significant hurdle to protecting some of the country’s most cherished landscapes.” “These wonderful landscapes are under tremendous pressure, and their value to local communities and to all Americans who treasure our natural heritage will remain long after the country has recovered from the economic crisis,” Spitler said in a statement, although he expressed concern over a provision allowing construction of a road through Alaska’s Izembek National Wildlife Refuge. “Today, Congress has helped ensure that we will have a wild legacy to pass on to our children and grandchildren,” said Sierra Club Executive Director Carl Pope. “This bill helps guarantee that future generations will be able to hike in pristine forests from California to West Virginia. They’ll be able to fish America’s untouched rivers, watch antelope migrate through Wyoming, and take their families camping in the stunning Rocky Mountains.” ~ 7 IT’S A GAS The end of the year brings a need for a Christmas tree to help celebrate the season. We are off-roaders; we enjoy the outdoors and visiting our forests. Therefore, obtaining a Christmas tree is a no brainer. Ya gotta go up in the mountains where the Christmas trees grow to get your Christmas tree; there would seem to be little other choice, unless you went without… their main duty station. Most of us then elected to look for snow at a higher elevation to see if we could tattoo fresh snow with our 4x4 footprints. Near the top, those that thought they could tried to get to the top amongst the mud, slush and frozen ground; yea, though most failed, grunting that those afore had tore and used up all the traction and sooner or later were left at the bottom longingly looking up for the day that we too added bead lockers just for insurance. Thought I was “good to go”. In fact, with all the afore runners more and more. As we tried to climb the trail, the traction became THE GATHERING This season was no exception so the annual Christmas tree run was scheduled. On the appointed date we headed up the mountain where the evergreen trees were waiting, patiently awaiting review and possible selection to serve the honorable role as a Christmas tree. We were also hoping for snow as snow seems to allow the trees to show off what they look like adorned. But no snow, unless frost or surface ice counts. An could climb that hill. IT’S A GAS. Yeah, yeah the Christmas tree run was a gas and the chili just topped it off! IT’S A GAS. Soon, a few days later the snow came and came and came. In mid January a snow run was called. That’s good, that was good for me. For me it was the day of reckoning, as I had been working on my XJ since last winter and thought I was “good to go” in the snow. IT’S A GAS. ONE WAY DOWN that “good stuff” added, the weight of the Cherokee now topped 5,000 lbs… before me and the passengers hit the seats. Still thought I was “good to go”. All started fine as the jeep looked pretty good and I had no trouble getting to the trailhead. We all aired down and traction in the snow seemed good and less and less and the flounder of others seemed surely to become the demise of our ride. It was some relief to hear the CB from the experienced Toyota blurt that he was too heavy and was having substantial trouble and was going to turn around and lead a group up the other way to meet up with those CHILI TIME appointed wide spot allowed for the group to pursue our quest on foot, as well as have lunch. Ok, and what do you have for lunch when out in the wild, when it is chilly out? That would be chilly out, chili in and gobs of it, as much as each could or would eat. The club prez was the volunteered/ing chef in charge, and gallons of chili, bowl by bowl and cup by cup were dispensed until all said enuff; as there was even then more to go. By the time the chili was consumed, the Christmas trees were harvested and temporarily adorned the 4 wheel drive rigs for the trip to 8 The XJ was purchased at what seemed to be the right price when a fellow 4 wheeler shared that his relative had a Cherokee that had an encounter with a flatbed truck, which left the Jeep sheared from the passenger side door through the tailgate as the flatbed knifed through the jeep as it traversed. The body damage was repaired, lift added, skid plate, front and rear bumpers added, front end beefed including gears and locker added and rear end with posi changed out and with engine and transmission repairs effected. Thought I was “good to go”. Then, I BROKE? STUCK? TAKE YOUR PICK even control on ice was respectable for me as we started up the trail. As some others seemed to be having more trouble than we, I thought IT’S A GAS as we were “good to go”. But soon the tires under my ride seemed to be breaking through the tracks left by APRIL 2009 that seemed to be able to traverse that powdered sugar. The getting turned around part was the challenge and required that first pull out of my jeep. Down the hill and on to the alternate route was a gala affair as not many had issues. Up the trail we went and yes, IT’S A GAS, if you can travel up the trail. At some point, it seemed that things changed and several of us started having more trouble. Straps and winches became common fare and requesting a “come back or two” for that tow or jerk. But, determined we were to get to the … top where our off road companions were to meet us. When I finally arrived there I was amazed to see that we were not at the top at all and, in fact, our off road companions were coming down a steep grade to a large cut. I gingerly parked, hoping not to get stuck right where I sat. As I exited the Cherokee, I realized part of my problem as one leg dropped through the snow to my crouch; too much weight! That seemed to be confirmed by watching the lighter rigs, including Toyota pickups, just cruising and even showing off from time to time by driving from the packed snow up over a bank where the snow was untouched. So then, as I conversed with them about the weight of their vehicles, they also pointed out that tire size tread was important and … driving experience on snow. As dusk turned towards dark, all packed up and hit the trail. Even though the snow seemed to get less supportive, I thought it all should be fine as after all we would be going down hill. It seemed touch and go as the snow had been churned and seemed engulfing with every little bump. Yeah, it was a snow run, but most of us by that point had gotten all the snow we wanted. Joe with his incredible snow machine he set up and operates for search and rescue, made short work of dragging an engulfed rig from its bottomless pit towards the down hill, but left a morass that I thought some momentum would be my best chance of traverse. Not so, said my jeep, even though I got through what I believed would be the area of challenge to find myself high centered sitting on the skid plate and body with tires spinning, but dangling as on a car hoist. As I sat there like a beached whale with absolutely no traction, I recalled Login mentioning a factor of driving on top of snow instead of through it … driving ability… Hmm, driving ability I thought to myself; nah that can’t be it! But, there I sat not going anywhere with tires dangling. Lucky for me and my Jeep, there Logan was with his custom Toyota. As we hooked up, I was hoping that the little pickup would be able to pull out my heavy and high centered jeep. HA! I GOT MINE his Toyota to even suggest his lighter little Toyota was not going to pull out my heavy jeep; so I figured to keep my mouth shut was the smartest move! Perhaps the jeep would toboggan out loose strap, it seemed that I was smelling something unusual. I was thinking what is that when Logan reigned in his tow truck and confessed he had forgotten that I was still hooked up! As GREEN-GREEN, THATS ALL I SEE with little effort. It didn’t! But, it seemed inch by inch we were gaining ground… er, in five foot or so of snow? Before we got loose, I found myself hoping that my home made front bumper with its air chamber would be able to sustain the jerks that the not so little Toyota was providing. Several jerks later, the jeep was free and again heading we decoupled, I asked him if he was burning propane. That was it, propane; Logan’s pickup is fueled by PROPANE! IT’S A GAS. It suddenly occurred to me that the secret to his success was not that he was driving a Toyota nor that his Toyota was lighter, nor that his tires were better, and certainly not that he was a better driver, naw that can’t be it, but the LAST ONE down the hill! Unfortunately, Joe’s mighty machine dragging a full size 4x4 down the trail had apparently dropped the bead from a tire and caused the removal of most of the packed snow. Under such condition, I found need for an additional tug and so we just left that mighty pickup hooked up and I … followed. At some point, right behind Logan still hooked up with 4-Wheelin’ News secret to his success, rather, is that Logan’s pickup is fueled by propane! IT’S A GAS. He said he thought he had sent the income and expense sheet; however, the only part of the report that was printed was the balance sheet. Dave said we had not done a whole lot since Winter Convention. Dave said the only deposits that had been made were what had come in from Trail Jamboree registration. Dave said he would send his report again to the Board when he got home. A question was asked when the transfer of funds to the Scholarship fund from the Trail Jamboree funds is made. Answer 30% of the profit from Trail Jamboree goes to the Scholarship fund, and is transferred the end of December. Dave will take care of it and the changes will be on the financial report he will send to the Board. APRIL 2009 MEMBERSHIP REPORT: Dave McMains (Membership Chairman, Treasurer, Hurtin’ Units & Sand Commandos) reported we have 104 clubs in the association. We have lost some clubs but have gained others so the numbers are about the same. Carol Jensen (IAD #2, Individual Members Club & Sand Fleas) asked how many dues paying units we have. Answer – 1195 members, 868 spouse/significant others, 720 dependants, 97 individuals, and 18 associates. Dave said a club in Oregon sent in their paper work and he sent their membership cards and it came back, because the address was wrong. Alan Paulson (Region 6 Director, Umpqua Valley Timber Cruisers) said he would take them and deliver them. Please take back to your regions that when filling out the rosters please, please write legibly. Also if you are changing the mailing address have it signed by your president as well as the person sending it in. Secretary’s Report: Sande Nettnin (Secretary, Desert Rats) handed out corrections to the 2009 Officers page for the SOP book also the changes to the Bylaws along with the new one that passed at Winter Convention. If you have a correction on anything for the Officers pages please get them to her and she will make the changes and have new pages for you at the June Board meeting. If you want to submit a By-Law change or money matter it must be postmarked by June 15 (90 days before Fall Delegates). It must be the original signed copy and snail mailed – NO E-MAILS WILL BE ACCEPTED. State Directors (updates since Winter Convention) Idaho - Director Mark Young (North Idaho Trail Blazers) had a written report. Idaho has a new web site - check it out at Idaho State 4X4. We need to keep Idaho up to speed on what is happening in Washington as well as Oregon. Oregon - Director Beth Ayer (Junction City Jeepers) did not send a report - she was not present due to the illness of her mother. Washington - Director Arlene Brooks (Green River Valley Jeepers) had a written report. Arlene stated that all letters she has written are on file; if anyone wants to see them just get in touch with her. In her report she listed several bills that she is tracking and she was happy to give an update that SB 5994 with regards to the elimination of the Non-highway and Off-Road Vehicle Activities (NOVA) committee is now on the back burner. Arlene participated in a “go to meeting” with the DNR. This was an on-line meeting; she passed around information on it and the secretary will keep a copy on file for future reference. Arlene stated that she preferred the face to face meetings so she could see the body language of who was speaking. Arlene has a meeting scheduled with our new Commissioner of Public Lands, Peter Goldmark about 4 PM on Friday the 13th following our Rally at the Capitol. Arlene encouraged everyone to attend the Washington Off Highway Vehicle Alliance (WOHVA) Rally on Friday the 13th at the Capitol. We need to make our presence known, at the last Rally we had a little over 1000 people. It was very impressive. Hopefully we can do this again. Arlene said she had received a copy of the BLM Northwest Passage; on the back was an article wanting information on Johnny Horizon. Earl Nettnin (Region 4 Director, Desert Rats) said he had some bags with Johnny Horizon on them also some other things that came from the estate of Kirk Kirkpatrick (Roamin’ Chariots). BLM is looking for anything on this program, art work, posters etc. Arlene asked Linda Jessen (PR/Safety ED & Trailbreakers, Inc) to work with her on putting something together. Carol Jensen (IAD #2, Individual Members Club & Sand Fleas) said we have things available to us to monitor the hikers, horsemen etc. It’s from the Trail Patrol and is note pads with a picture of a horse, hiker etc. so you could draw information on it like what they were wearing, and how many of them there were, what they were doing, did they have a vehicle, what kind and the license number. Edward Campbell (Region 2 Director, Web Master & Dog Pound Off Road) said he could put it on the web site. This would be a good tool for us to carry with us when we see someone doing damage to the trails and meadows etc. as it’s our responsibility to report it to the proper authorities and let them handle it. Carol will send a copy to Edward. Inter Association Directors #1 & #2 (IAD #1 & IAD #2): Don and Carol Jensen (IAD #1 and IAD #2, Individual Members Club & Sand Fleas) had a written report. Carol reported that Dave McMains (Treasurer, Hurtin’ Units & Sand Commandos) had sent the Board an e-mail from United 4-Wheel Drive Association requesting us to re-join. Carol reminded everyone at Winter Convention the delegation voted not to rejoin United. However, if anyone wanted to re-join - they could on an individual or club membership basis and they would only have one vote. Edward Campbell (Region 2, Web Master & Dog Pound Off Road) asked what United has done and was doing for our organization. Don and Carol answered him – in the past they were put together by the PNW and a couple of other groups to be an information gathering and disseminating group, if somebody on the East coast figured out how to better keep trails open or to beat our competition to the punch everybody didn’t have to reinvent the wheel. Over a period of time United morphed into another club. From time to time they have had lobbyists in Washington D.C. as legislative advocates. Now they are changing again and in Don’s opinion they are trying to turn it into something like Blue Ribbon. So North American Motorized Recreation Council (NAMRAC) is now doing what United was doing. Lots of discussion followed about the restructuring of United - So to answer the question what are we getting from them now - the answer is NOTHING. United owes quite a bit of money to the IRS and Carol requested information from our Attorney as to what our financial liability with United’s back taxes might be, also what the WA state nonprofit laws for electronic voting are. Carol read the letter and our attorney says we probably are not liable for any of the back taxes to United, he said we are a separate entity and generally would not be liable especially since we had chosen not to be affiliated with United, although there are always exceptions. Several issues were addressed in their report regarding land closures. Carol said that the Del Albright Recreational Leadership Training Course (RLTC) is growing so quickly that an expansion of services is being offered. See their report for additional information. Competition Report: Rob Stafford (Comp Chairman, Cascade 4X4 & Over Board Racing) had a written report. The only change since Winter Convention is the Moonshiners race May 23 – 25 will be at Horn Rapids in Richland, WA. By-Law Revision Committee: A discussion on appointing a committee to review the failed by-laws at Winter Convention took place. Merrick Graves (Trail Jamboree Co-Chairman, Wandering Willys & Green River Valley Jeepers) made some comments about reviewing what had been turned down by the delegation at Winter Convention. Merrick thought it was time the Board took a good look at how we handle things. Merrick agreed to chair this committee and would be the chair until the committee had been formed then one could be picked. Merrick said he had been contacted by several people wanting to be on this committee. Edward Campbell (Region 2 Director, Web Master & Dog Pound Off Road) said he could create a private forum on the web for discussion among the committee only. Rick Smith (Region 3 Director, Hubs in 4-Wheeling & Flat Broke & 4Wheeling) suggested anyone wanting to be on the committee contact Merrick. More discussion followed and Luke asked the Directors to take it back to their region and ask for volunteers. Merrick will pick one from each region and submit their names to Luke for approval. Names need to be turned in by the middle of April. Carol Jensen (IAD #2, Individual Members Club & Sand Fleas) said she had asked the lawyer as a Washington nonprofit corporation if there was any law or regulation that forbids us voting on by-laws and other issues electronically. His answer, yes you can do that, but you need to change your by-laws. Your by-laws pre-date 2004, which is when the law was amended to allow electronic voting IF your By-laws permit it. The set he has were last updated in 2003, so if there have been updates since then he didn’t have those updates. He said what needs to be done is to amend them. He also said that under Section 7 (Page 20), we can only vote on amendments at the February business meeting which we have already had. He offered his help to write up the amended by-law before next February if this is what we want. Don Jensen (IAD#1, Individual Members Club & Sand Fleas) said that the Board had been raked over the coals on line saying that the Board voted the by-laws down. Don wanted it on record that the Board did not vote on them and it was not our fault they failed. He also said Tom Fisher (Parliamentarian, Sand Fleas & Mud-A-Rama) had done a great job presenting the bylaws to the delegation at Winter Convention. REGION DIRECTORS REPORTS: Region 1 – Director Angela Holm (Happy campers) had a written report. Angela said she was requested to join the Wheelers for the Wounded and she is doing the PR for the Reiter Trail Clean up in May. Spring clean up at Ocean City is April 18, more information will be coming. Angie said the 2 clubs they lost were not unhappy with the region they had moved and it was easier for them to transfer to Region 2. A club transferred from Region 2 to Region 1 and they are working hard to get back a club that had dropped membership in the 10 PNW. Region 2 – Director Edward Campbell (Web Master & Dog Pound Off Road) had a written report. Edward made a couple of corrections to his report the first one was in the second paragraph, it should have said Naches Trail not just Naches, and the second one in paragraph 6 should have said Little Rattlesnake road not trail. Region 3 – Director Rick Smith (Hubs in 4-Wheeling & Flat Broke & 4-Wheeling) said the only thing that has happened since Winter Convention was that he now has a secretary. Region 4 – Director Earl Nettnin (Desert Rats) no meeting since Winter Convention, but he had attended the TWIG (Trails Wilderness Interest Group) meeting last Tuesday at the Naches Ranger Station. This meeting is for all user groups. They had a NEPA 101 explaining the mysteries of the National Environmental Policy Act. They said that NEPA did not mean “Needlessly Expensive Paper Work” or “Never Ending Procedure Act”. They said that on the Deep Creek repair road to Copper City they want to put a temporary bridge in but the temporary bridge is in use up in the Lake Chelan area now. They did say that permanent bridges would not be installed this year on the1800 & 1808 roads. They did not use the grant money they had received for the road to Copper City in time so they had to give it back and will have to re-apply. Travel Management meeting is scheduled for April 7 in Yakima at Howard Johnson’s starting at 5 PM until 8:30 PM. UPDATE just received Thursday March 12th the Travel Management Meeting for April 7th may be put on hold – they are not sure yet. Juniper Dunes still has no legal access you have to drive past a no trespassing sign. The dunes are open but the road to it is closed. This has been going on for 30 years. There is a seasonal closure from March 1 – August 15 in the Northwest portion of the area to protect the Ferruginous Hawk and botanical resources. There was a truck stuck in a walking area of Badger Mountain and a club from the Tri-Cities worked with Friends of Badger to remove the truck, so we had some good publicity for once. Merrick Graves (Trail Jamboree Co-Chairman, Wandering Willys & Green River Valley Jeepers) said he had been hired by the CleElum Ranger District to help with their education and enforcement program on the weekends. The position is a level above volunteer and below part time called intermittent. Merrick will be driving the jeep (Eugene) doing education and enforcement. Earl wanted to know if Merrick had an agreement with Mikki Douglass that she stay off the skis and Merrick stay off his snowmobile. Merrick said he has to go to school for 14 days in Oregon to learn how to deal with obnoxious people. Region 6 – Director Alan Paulson (Umpqua Valley Timber Cruisers) said he had nothing to report as they had not had a meeting since Winter Convention. Region 7 – Director Jeff Williams (CJ’s Only) had a written report. Jeff said that the Colville Travel Management Plan had a press release and he had given a copy of that to Arlene. He said he was going to try having an on line meeting and have it open for three days to just PNW members to comment and shut it down and then have a section open for three days for others. Mark Young (Idaho Director, North Idaho Trail Blazers) was setting it up. They are hoping to attract new members. Don Jensen (IAD #1, Individual Members Club & Sand Fleas) asked about Region 5. Since we now have a club in Region 5, should we have a Region 5 Director? Discussion followed; no decision was made. Lunch at 11:45 PNW President Luke May thanked the Hombres for a terrific lunch. Sande Nettnin (Secretary & Desert Rats) made a motion that the PNW make a donation to the Fire Fighters House Fund in the amount of $250, seconded by Carol Jensen (IAD #2, Individual Members Club & Sand Fleas) – motion passed. Arlene Brooks (WA State Director & Green River Valley Jeepers) said she wanted the meat loaf recipe. We Did It/Club Power: Karen Fisher (Sand Fleas & Mud-ARama) had a written report. PR/Safety ED: Linda Jessen (Trailbreakers, Inc) had a written report. Linda asked that we don’t wait until two days before your event to ask for material. Linda Jessen is the go to person for PR items. Arlene Brooks (WA State Director & Green River Valley Jeepers) said she is looking for some kind of PR item to give out when she attends meetings. Arlene will do research and get back to the Board at the June meeting. Linda said she has 8400 Who and What We Are and 8500 inserts for our Tri-Folds. Region Directors please go through your Tri-Folds and make sure you have the correct insert with the updated information on them. Trail Jamboree: Co-Chairman Merrick Graves (Wandering Willys & Green River Valley Jeepers) reported that this year is the 20th Anniversary of Trail Jamboree. He also stated that this is the last year for the Forest Service permit. Merrick said registration went very well. Merrick said he was inviting some people free of charge - Chris Woods with ARB, Chris has been around forever and has donated several things to the Trail Jamboree; Stan Humann, Mike Lovell, Mark Smith, Bill Lucke, Doug Hill who was with WARN many years, and Vick Buchannan. Merrick said he was sending letters to them with an official invitation. Merrick said the clean up is April 18 and Hobo Stew would be served at noon. Merrick also said that the CleElum Ranger district would be back at Trail Jamboree with the Jr. Ranger program; Smokey Bear will be in camp. Ways & Means: Kathy (Frogg) McMains (Hurtin’ Units & Sand Commandos) said she was happy to report that she was making back the money she had spent purchasing items, and she had done very well at Winter Convention. She is looking for some things for kids. Merrick suggested having a few copies of the books Sheep in a Jeep and Duck in a Truck. Frogg thought maybe nerf footballs with the PNW logo on them. If you have ideas contact Frogg. Frogg has a big box of small garbage bags that can be given away at the Rally at the Capitol. Web Master: Edward Campbell (Region 2 Director & Dog Pound Off Road) had a written report. Edward is checking into the possibility of having the PNW host club web sites. He is going to contact Net River and see what they might have available to Associate Members. Edward said if you are not listed in the data base he cannot grant access to the members only section. See the report for additional information on State Directors and Forum Leaders. Edward said APRIL 2009 if you have ideas or suggestions, he’s open to hearing them. Dan Rheaume (Over Board Racing) said when you participate on the web site be careful what you say to avoid conflict. Jim Putman (The Hombres) said you should send a PM (Private Message) to avoid drama. Dan said he is looking forward to having more people post pictures of their events. Rob Stafford said the web site is for all of us and we need to really make use of the site. Rob said he does all of his communication with the race teams and it saves a lot of time. Discussion followed on who has the domain name for the web site, and all the paper work for it. Net River has been handling things. Don Jensen (IAD #1, Individual Members Club & Sand Fleas) said we need to update the Web Master duties in the SOP’s. We need to add that the Web Master provide all access codes, names and information to the PNW President by March 1st. Tri-Power: Please do not include Tri-Power in your e-mailing the Board, ie.(“for your Info”). Ron would like things that you want printed in Tri-Power, sent direct to Tri-Power, that way if he has a question he can email back to you. We need to make sure that our associate members and land agencies names and addresses are correct, if we need to make a correction please notify Dave McMains Membership so he can make the changes in the access list that he sends to Ron for mailing the Tri-Powers. Video Chairman: Don Jensen (IAD #1, Individual Members Club & Sand Fleas) said that there were six DVD’s out. All of our DVD’s are listed in Tri-Power. A list should be posted in the member’s only section on the web site too. Storage Unit: Arlene Brooks (WA State Director, Green River Valley Jeepers) asked if Bonnie Nettnin (The Hombres) was still our go to person for the unit. Bonnie has the key and if you need to put anything in the PNW storage unit contact her at 253-922-7596. For our new kids – we have a storage unit for excess PNW items that need to be stored, so you don’t have to keep it at your home, just keep a record of what you put in storage and list it on your inventory list, so we know where it is. SOP – updates are still a work in progress, Carol Jensen (IAD #2, Individual Members Club & Sand Fleas) mailed each Board member a copy before the December Board meeting for review. It will be a magnet one and anyone wanting to have one converted from pin to magnet; get it to Sande and she will take it to Harrington’s Trophies and have it done. Please look it over and make changes and bring back to the June Board meeting. Wilderness statement updated 3-7-09: Arlene Brooks (WA State Director & Green River Valley Jeepers) presented the following: The Pacific Northwest 4-Wheel Drive Association opposes the creation of Wilderness that limits access to public lands, however, supports in principle certain minimum amount of acreage that should be preserved which meets the criteria identified in the 1964 Wilderness Act. We will support or oppose any addition or boundary changes to the National Wilderness Preservation System based on the individual merits of each wilderness proposed. The Pacific Northwest 4-Wheel Drive Association principally supports Multiple Use concept of public lands which includes sharing trails between the varied recreational users and supports backcountry designation that preserves landscapes where all recreational pursuits can co-exist. They have ideas for pins, patches, t-shirts, old minutes, displays of all kinds. Region Directors please have a list of the history of all the clubs in your region. Possibility of having a 50th Anniversary calendar; lots of ideas were shared. Tamara Churchill (Cascade 4X4 & Over Board Racing) is still willing to put together something for the Under the Hill Gang and Future 4-Wheelers. Region Directors research old time members who are no longer PNW members and should receive an invitation to attend. They will have an area for PNW awards, and old club decals, an area for clean ups and awards over the years, old pins and patches. We may also send a letter to JP Magazine asking if they would like to come and cover our 50th Anniversary and write up an article for their magazine. They will do the Associate Member Plaques. PNW4WDA Survey: Dave said he had not had time to do it and was wondering if someone else could do it. Linda Jessen (Trailbreakers, Inc) volunteered to send it out. Warn Contract: has been renewed for 1 year at a time, thanks to Karen Fisher (Sand Fleas & Mud-A-Rama). Karen will work with WARN renewing the contract again for next year. Wheelers for the Wounded: Edward Campbell (Region 2 Director, Web Master & Dog Pound Off Road) said it is on going and Tom James (Timber Tamers) from Region 1 was running with it. Edward is going to Ft. Lewis to arrange an appointment for Tom with the Sergeant Major in charge of the Wounded Warriors Transition Unit. Several things have been set up and the group will be in Washington over the 4th of July weekend. 50th Anniversary again: Arlene Brooks (WA State Director, Green River Valley Jeepers) said a fellow by the name of Mike Love (a former treasurer of the PNW) was living in the Moses Lake area and she was wondering if Dave McMains would contact him and remind him of the 50th Anniversary and also give his current address to the committee so he could be on the special invitation list. Dave said he would be honored to contact him. PNW Stationary & Envelopes: who can use them and how. Any Elected or Appointed Board member may use the PNW stationary, you must keep a copy of all letters you send using the stationary. Copies can be a hard copy or electronic copy. When you address the legislature, Forest Service, DNR, BLM and anyone you send a letter to, you need to keep a copy. You can get the stationary and envelopes from the secretary. Business Plan: was presented to the delegates at Winter Convention with no comments or changes. The plan is to be looked at once a year at Winter Convention. FIVE THINGS WE WANT FOR 2008 1. Membership, Don Jensen (IAD #2, Individual Members Club & Sand Fleas) thought we should have two lists, one for the elected board and one for the appointed board. 2. Update 2003 Survey: Discussion on how to get people to fill out the survey took place. Lots of ideas were presented. A problem came up with three of the applicants, they were not listed with their parents on the club membership list, however, their parents have been members for years and for whatever reason they were not included on the rosters. The secretary checked the access list when their application came in and they were listed on it. Discussion followed on what to do. The winner of the boys Scholarship from 2007 (David Taylor) had asked for a one year extension and it was granted, however, he did not use it in the allotted time so it will be given to the alternate (Joshua Kaivo). GROUP GRIPE AND MONKEY BUSINESS: Crystal Crowder (Pistons Wild) said she has a club in her region that have been very active in attending work parties etc. and they are not members of the PNW4WDA but she would like to encourage them to fill out the paper work to be incorporated and join the PNW4WDA, however, she asked if there would be a problem with their club name since it is PNW4X4. Answer- should not be a problem if the state of Oregon approves their incorporation. Problem with the date for the June 6th Board meeting. This is the date for the Rose Festival and seven of the Board would not be able to attend the Board meeting. Karen Fisher (We Did It/ Club Power, Sand Fleas & Mud-ARama) said she had asked WARN if we could hold our meeting at their facility in Portland on either the 30th of May or the 13th of June. Welcome all guests! Secretary Report: Motion was made by Dan Cole to approve the minutes as written in Tri Power, Dave Taylor 2nd. Directors Report: There was a BOD Meeting on March 7th. Angie reported the following: • • • If your club wishes to make an address change, you must submit a new membership roster with the change of address and the form must be signed by two officers from club not residing in the same household. This is to make sure the address being changed is correct. We have a new Idaho State Director, Mark Young, and he is attempting to contact clubs in Idaho to give them information on how/why to join the PNW which would be for Region 8 which currently does not have a club attendance. Based upon the issues presented at WC and the bylaw proposals that were not passed, Merrick Graves suggested, and Luke agreed, a committee be made to review the proposed changes. It was decided that there would be ONE (1) representative from each region selected. Land & Legislative: Reiter Trails: There will be a work party for trail maintenance this Sunday, March 22nd. Reiter Trail Clean up is the first Sunday in May. DNR is writing more tickets so make sure you drive only where it’s legal. They feel the education period has passed. DNR is now working with us, but we all need to work on our image, if you see stuff please let them know the effects of what they are doing. Walker Valley: upcoming work parties for Walker are: March 28th, April 18th, May 9th, June 1st and August 29th. If you can’t make it on one of those dates please let either Ed Tenney or Jim Cahill know so the hours will be logged for our grant. Region 1 needs to do whatever we can to make up these hours to fulfill this grant. WOHVA Rally was very successful with a very large turnout. Bill 5128 – funds from tabs was shot down. For more information on bills passed/failed, please check out the forum under the Land/ Legislative section constantly updated by Arlene. Angie is still Membership: discussing joining the PNW with NW Binders and has also had some interest with the Mud Toys 4x4 Club re-joining the PNW, info out to them via mail. We Did It/Club Power/Quill Power: Regarding the missing reports for We Did It/Club Power for WC, hard copies of the previously submitted information was submitted to the PNW We Did It Chair. Please make sure you fill out a We Did It or Club Power form for any project you work on and submit it to Angie. Please make sure any letter/email sent regarding any legislature is copied to Angie so she can keep track for Quill Power. PR: Angie has been invited to set up a PR booth at the Reiter Clean Up in May. She has also been invited to an event on April 25th at the Jefferson County Expo hosted by the Mud Toys to have a PR booth there as well. Region Reports: Operation Shore Patrol/Spring Clean Up: Spring Clean up is scheduled for April 18th. We are meeting at 9am at the Ocean City Beach entrance. Bryan Alexander, Ranger at the park has stated he has 250 volunteers registered to pick up garbage at the park. Due to this extreme amount of people, Angie is in need of more rigs w/trailers, please either call her at 26-617-9478 or email her at [email protected] if you are interested in attending. It has come to Angie’s attention via email from Arlene that Ocean City State Park and 31 other State Parks have been listed for possible temporary closure. Angie contacted Bryan Anderson, Ranger for Ocean City State Park and confirmed this information. He suggested that we write an email asking that the park not be closed. Please email your concerns/letters to [email protected]. If an email is sent, please copy it to Angie so she can keep track for Quill Power. Special persons: Michael Yates, junior member of the Timber Tamers, gave a presentation regarding the National Student Leadership Conference he was invited to attend. He was at the meeting to request the help of the region to help cover the costs of attending the conference. He has formed a club at his high school called GSA (Gay/Straight Alliance) and the class he would like to take at the conference will enable to run his club more efficiently. His grandfather, Gary Yates, has agreed to match dollar for dollar of all monies he has raised up to $1,000.00 and the total cost for the entire trip could range up to $1,500.00. Tom gave an interview on KMPS regarding the event and he is looking into other ways of get some media attention for the event as well as trying to contact vets in the area to attend. There is more information on the Tamers website. Winter Convention 2010 Each region will have a ‘spot’ at the convention to display their history. Angie would like to include pictures of every club currently in the region roster as well as all passed clubs. Roll call was taken verbally and via the sign-in sheet. Guests were the Carbon Glacier Mavericks, and B.L.A.S.T. Reports Secretary’s report – Motion was made by Bonnie and seconded by Frank to accept the minutes as passed out at the meeting. Motion passed. The drawing for memberships paid for by Region 2 based on perfect attendance was done. The winner of 10 paid memberships was Dogpound Offroad, and the winner of 5 paid memberships was Rednecks and Rugrats. Congratulations. Treasurer’s reportLaura Jungmayer submitted a written report. A motion was made by Frank and seconded by Angie to accept the report. Motion passed We Did it/Club Power- No report Naches- No Report Evens Creek- Derrick Clark reported that the management plan has been approved. There is still lots of snow on the trail, but they are already looking for people who would like to be host clubs for the campground on the weekends. Only two dates have been taken (July 18-19, and August 8-9); 20 dates are still open. Hosts are asked to help answer questions for visitors, count how many vehicles are using the trails, and work with the forest service. Host clubs are not required to stay in camp the entire weekend and you can go out on the trails to play. If you would like more information on this please contact Derrick at 360-761-7096. Elbe Hills- Joe Wittig reported that there will be a work party on April 25th-26th. Tahuya- Jeff Williams reported that the new trail “Yellow Jacket Saddle” has been very successful. The state is still working on the plan for the logging that will take place in January 2010. At the South end of Mud Lake it has become apparent that people have been going off trail. Trees and stumps have been brought in to block the access to this area, and a plan is being looked at to put a perimeter fence around the entire lake area. A forest watch has been put into place and has been emphasizing night patrols. There is not trail action allowed after dusk. Land Matters- Jim Putman reported that at Winter Convention the PNW4WDA voted to back Senate Bill 5761 that would require off road users to “pay to play.” According to the bill 75% of the funds collected will go straight back into maintenance of the trail systems and only 25% would be used for administrative purposes. Currently making its way through congress is also Senate Bill 5994 which would cut many advisory committees from the state budget. Included is the NOVA Advisory Committee. This committee is responsible for recommending grant funding for motorized, non-motorized, and off-highway trail maintenance, planning, and projects. It is detrimental that every contacts their representatives and congress and ask them to not include NOVA in the list of committees to be cut from the state budget. Sadie Creek has reopened with a gate keeper obstacle at the head of the trail. Little Rattlesnake trail has been damaged and plan is now in the works to get it fixed. Copper City has applied for emergency funding to fix the bridge that has been broken. OHV Watch- Angie Marek reported WOHVA has mailed out letters and stickers to all of its membership, and will be at Spanaway Moonshiners’ Swap Meet passing out information and selling memorabilia. Because of Federal legislation that passed banning lead from toys of children dealers are no longer allowed to sell ATV’s designed for kids. Because of this ban all children’s helmets and riding gear has also been pulled from sale. Because of this new law WOHVA has decided that the theme for the Rally at the State Capitol will be “I Wanna Play!” WOHVA is encouraging anyone who can attend to also bring their kids. Because the event is on a Friday and most kids have school, this can be looked at as an educational field trip about the legislative process. The planning committee is still waiting to get confirmation on if the new Land Commissioner will speak, and they are still looking for someone to speak on behalf of the four-wheel drive users. The EXPO/DNR Safety Summit is on May 9th at Stradaline ORV park. Letter writing: Angie Marek reported that there was not a drawing for a letter writing prize winner at Winter Convention. Region 2 will be getting prize donations and will be doing their own prize drawing. Please do not forget to send Angie Marek copies of any letters that you write. Membership- no report Ways and Means- No Report PR- Diana Stafford reported that we had our banners out at the Monster Jam at the Tacoma Dome in January. We also gave out “Who and What We Are” and “Tri-Power” at the pit party on Saturday of the show. The PNW4WDA presented the American Flag at every show. Please look for pictures of the Flag Presentation on the website. We were represented at Snow Jam in January where there were more than 100 rigs that participated. Coming up expect to see our P/R reps at the Spanaway Moonshiners Swap Meet at the Puyallup Fairgrounds, and at 4Wheel Parts Truck Fest on April 4th and 5th also at the Puyallup Fairgrounds. Diana is also looking into the pop-up tents that money was approved for purchase in May of 2008. Future 4-WheelersTamara Churchill reported that there are 2 new members. She needs to know who did not receive a membership card when they joined. Please contact her so that she can get you your card. Also, Tamara is turning 21 this year so she will need to find a replacement for herself. She is willing to train anyone interested so that they can take over for her in November. Competitionsee Summer Convention under old Business Old Business Summer conventionDon Williams and Kevin Kehrberg reported that the event will be on August 21st-23rd at Stradaline ORV Park. Frank made a motion and Bonnie seconded that the prices for Summer Convention be set at $100 for pre-sale and $110 at the door per family. Motion passed with AJ being in opposition. $60 of this fee will go to the park for camping and track use. A motion was made by RJ and seconded by Jeff that the theme for Summer Convention will be “Stadaline in ‘09”. Motion passed. Heath Moyer volunteered to be in charge of door prizes, Tamara Churchill and Diana Stafford volunteered for the scavenger hunt, and the Free Wheelers of Oregon have volunteered to run the drags. Volunteers are still needed for the cross-country course. New Business The County Line Offroaders are putting together a team to walk in the 2009 March of Dimes on April 25th. Jim made a motion and Angie seconded that the region donate $100 to their team. Motion passed. A club challenge has been put out. Announcements: The Mud Daubers announced that there will no longer be barrel racing at the South West Washington Fairgrounds due to a date conflict. Quadrapaws Fun Run will be June 13th at Tahuya In June there may be a need for six race rigs to run at a mini Monster Truck show in Everette, WA. September 12th and 13th there will be a team trophy challenge hosted by the Timber Tamers. The competition will be a 24 hour endurance challenge with teams consisting of two people per vehicle and two vehicles per team. GPS will be required. Please go to www.ttcw.org for more info. Projects that were approved at Winter Convention as We Did It awardees are “Clean-up a Mountain” and the Monster Truck Show in the Tacoma Dome. It was asked that Ed get the Board of Directors’ approval to add the WOHVA Rally in Olympia be added to the list of We Did It award pre-approval. Naches- Davereported that there will be a work party in June. It was brought up that it is Very important to log man hours at ANY work party. These hours are logged by the state and when it comes to considering our grants they look at how much we have put in. This is a big deciding factor for getting money for trail improvements. Evens Creek- Derrick Clark reported that we are going to need to log 5,000 work party hours this year to get grant funding from the state for trail improvements. Man hours are also counted on jeeps, trailers, trucks, any thing used to work on the trail. Derrick is still looking for people who would like to be host clubs for the campground on the weekends. Elbe Hills- Joe Wittig reported that a focus group meeting was held. It was decided that a planning grant will be applied for for not only the 4x4 trail area, but the entire Elbe Hills area. He will be going on a walk through with the focus group when more snow clears. Wheelers of Washington have volunteered to help maintain the trail system and to also go to the focus group meetings. Land Matters- Jim Putman reported that there is an official form to fill out for the state when you do work parties so that they will have record of what we do. Jim will be adding the form to the PNW website and also e-mailing it to the Tri-Power to be published. If you would like a hard copy of this form please contact Jim. Once again this record of man hours helps us get our grant money. OHV Watch- Angie Marek reported that there were about 600 people at the WOHVA Rally, and we have nothing but good reviews coming from those who work in the capitol. There were many speakers to include our own Don Williams of the Go-4-Alls. Please go to www.northwestrider.com or www.WOHVA.org for pictures video and review of the event. Blue Ribbon Coalition is using the rally that we had in Olympia as a guide for other states who are looking to do the same thing. WOHVA is working on a rapid response team to go to Olympia then there are important issues coming to vote. Please contact WOHVA if you would be interested in this. The WOHVA EXPO/DNR Safety Summit is May 9th at Stradaline ORV Park. This event is FREE! There will be many presenters to include a helicopter being brought in for a downed rider demonstration. Exhibition racing will start at 2pm. Angie is going to need volunteers to help work the track for this. The next planning meeting for the EXPO will be April 7th at the Wagon Wheel in Parkland at 6:00pm. Letter writing: Please send Angie a copy of any letters that you write. Membership- Jim Putman is our new membership chairperson. He reported that B.L.A.S.T. and the Carbon Glacier Mavericks have turned their paperwork in to become PNW clubs. He has also been talking to a club called Good Time Harry’s Off-Road Club about joining Region 2. Ways and Means- Tiffany reported that she was able to sell some memorabilia at the Moonshiner’s Swap Meet. PR- Diana Stafford reported that she had a booth at the Moonshiner’s swap meet. She had made a picture display board, and Jim Putman made maps of trail areas that she handed out for a donation. Diana was able to sign up twelve new members (3 returning). We had a booth at the WOHVA rally. There is an article on the DNR website that gives good press to the PNW4WDA with the work that we have done at Sadie Creek. The White Knuckle’s swap meet will be on September 27th. Diana will not be able to attend this and looking for some one to go in her stead. Future 4-Wheelers- Tamara Churchill reported that she will be sending the membership cards out to those who have not yet received them. Competition- Kevin reported that the Moonshiner’s play day will now be held at Horn Rapids ORV Park in Richland, WA. 4-Wheelin’ News Old Business Summer conventionDon Williams and Kevin Kehrberg reported that the event will be on August 21st-23rd at Stradaline ORV Park. A list was passed out detailing who has volunteer for what. We are still looking for a club to host the cross country course. Truck Fest- Rob Stafford reported that Truck Fest will be April 4th and 5th at the Puyallup Fairgrounds. This is a free event hosted by 4-Wheel Parts. 4-Wheel Parts is asking for us to bring out rigs for a show and shine, and for demonstration. Rob is asking for people with any kind of 4-wheel drive vehicle to come out and participate. We have vendors requesting rigs for Bushwacker, Warn, Super Swamper, and BF Goodrich. If you would like to bring your rig out for show, please contact Rob at 253-691-4351. 4Wheel Parts has given us a bigger PR booth this year and has offer us the use of a flat screen TV and DVD player. If you have a DVD of jeeping of any sort, please contact Rob so we can use it in the booth. 4-Wheel Parts is also giving us two $200 gift certificates to give away on each day to help us to get people to sign up for membership in the PNW4WDA. This a very big PR event and volunteers are needed to help work the PR booth. New Business B.L.A.S.T. and Carbon Glacier Mavericks were voted into Region 2 by a unanimous vote. Announcements: Notes from the Board of directors meeting: • A by-law committee has been formed to look at the 13 by-laws that were voted against at winter convention. One representative from each region is needed to participate. Please contact Merrick Graves if interested. • April 18th will be the spring clean-up for Summer Jamboree • The Board of Directors are mailing out a survey to each family. They request that you fill them out and please, please mail them back. • The scholarship committee awarded $500 to Lana Larsen and Brian Lapitan. • Each region is being asked to put together a history board for Winter Convention 2010. Your donation will help the Coalition achieve its mission: the creation and maintenance of a connected system of non-motorized trails from Mt. Rainier to Puget Sound. This not only raises public awareness for the trail systems, but promotes a healthy life style and is a good public relation tool for the PNW. Let’s show them what were made of. Rick announced that Linda Jessen had agreed to handle the Secretary chores with Carol Jensen as her backup. GUESTS Desmond Caravella from Cascade Cruisers was in attendance and Pistons Wild had guests. HOSTING CLUB There was no host for this evening. Very enthusiastically Pistons Wild volunteered to host the March meeting. Trailbreakers, Inc. will host April and the Mud Puppies will do May. Sand Fleas volunteered for June. MINUTES Tom Fisher made the motion, seconded by Ben Weller, that the minutes be approved as printed in Tri Power. Motion carried. OFFICER REPORTS Director Rick Smith—Rick presented his 2008 110% awards. This year’s recipients included Tom Fisher, Karen Fisher, Ben Weller, Linda Jessen, Don and Carol Jensen, Pistons Wild, Bill Manbeck, Jeff Bowman, Josh Christian, and Kyle Wiebold. Jeff Bowman was also presented a certificate of appreciation from Beth Ayers, Oregon State Executive Director. Rick gave a report on some of the highlights of Winter Convention including the by-law vote, the budget, donations, We Did It recognition, and several other items. Vice Director Karen Fisher— Karen stated she had nothing new at this time. Crystal Crowder had requested some new club packets. Nothing has been heard from the Twisted Coggs at this time. Secretary Linda Jessen—No report. Treasurer Rick Levine—Rick asked to discuss the problem with the Jolly Jeeper club. He explained the situation and the errors made. Rick said his club would send in the correct paper work and dues. 14 All the bills are finally in for Summer Convention. Disbursement of the monies was discussed at length. Rick asked that correct addresses for the checks be gotten to him ASAP. Marty Tilford made the motion, seconded by Crystal Crowder, that a audit be done for the 2007 and 2008 Summer Convention be done. Motion carried. Rick asked for volunteers to help with the audit to be done at the convenience of the Treasurer. Rick then gave a detailed Treasurers report. There is still one outstanding check out from the 2007 convention and 3 outdated checks from last year. Pistons Wild asked that their 2008 Summer Convention check be sent to the Free Wheelers. More discussion was held as to the convention profit disbursements. Alan Schneider made the motion, seconded by Tom Fisher, that the discussion be ended. Motion carried. Public Relations—No one has stepped forward to volunteer. Rick Smith stated that he learned a new word at Winter Convention, Voluntold. Competition Marty Tilford—Marty stated that the competition rule failed at Winter Convention. PNW Comp Chair Rob Stafford wants to get his committee together and update the rulebook. Since the window net proposal failed they are looking into the Comp Committee purchasing them and having them available at races. It is rumored that next year the Tacoma Dome races may require fire suits and drive line loops. Region 3 runoffs will be at the 4 At A Time/Free Wheelers race. Oregon Land Matters Jeff Bowman—the new OHV Park near Dallas was discussed. The new park wants to accommodate all OHV vehicles. It is 92 acres and will be expensive. A RV spot for 2 days could be $200. There will be more information in the future. March 28 and 29 is the work party in the Tillamook, co-hosted by the Region. Jeff thought it would be a good idea if we could offer beverages (water, sports drinks, etc.). Crystal Crowder made the motion, seconded by Karen Fisher and Don Jensen that we reimburse Jeff Bowman for the purchase of refreshments for the work party, up to $200. Motion carried. Jeff asked for help at the work party. We will have a PR booth to hand out Trifolds and Who and What We Ares. Karen Fisher volunteered to help. Linda Jessen will try to get the large PNW banner. Next month Jeff will have more information. IAD Don and Carol Jensen—Go to the PNW website, there are a number of things that need to have letters written. The bill in the Oregon legislature concerning tires and aftermarket parts was discussed. SEMA is fighting this. Washington legislation includes a DNR fee being considered. The PNW is supporting this. There is another bill to do away with NOVA, is scary. Check out the website and send letters. Don mentioned that the PNW voted to not continue with their United membership. Washington Land Matters Bill Manbeck—Their final meeting was February 11th. All draft recommendations have been turned over at the Regional level. Now is goes to the Executive Management Level and SEPA. Bill gave a time line to the membership. The DNR staff is excited. Crystal Crowder stated that there would be a Forest Watch training session on February 19th at the Dollars Corner Fire station. There will be another on March 9th. There will be a follow-up to last year’s wetland repair on March 1st. It will be muddy and there is limited parking. Bill mentioned that if you wanted more information please go to the Pistons Wild website. Ways and Means Kristin Smith—Kristen still has some items, contact her if you need anything. Alan Schneider stated he needs some large decals; Rick will pass it on to Kristin. Club Power/We Did It/Quill Power Carol Jensen—At this time there are no projects turned in. COMMITTEES Future 4 Wheelers—Rick Smith asked their wishes as to this committee. It was felt that clubs should take care of this individually. We do need to get kids involved. It was felt the committee should be kept on the agenda. OLD BUSINESS Off Road Expo Linda Jessen--The Region was asked what size booth they wished to have at the show in May. Tom Fisher made the motion, seconded by Karen Fisher, that we rent a 20 x 20 space and power. Motion carried. Fall Delegates Meeting Linda Jessen--Delegate packets were handed out at Winter Convention for the Fall Delegates meeting. The PUD building in Longview has been booked. Department of Ecology, and Washington Coastal Cleanup is in March. At this meeting the Regions will get their supplies. Desmond Caravella stated that the Rubicon had put together a travel plan and it was ready to be implemented when the whole plan was put on hold due to the California Water Resource Board. There is no public input allowed when this happens. Desmond also stated that the Cascade Cruisers have adopted that Airplane Hill trail. They are working on it and the required gate. They may need help with the design when he gets the ODF specifications. Marty Tilford offered his help. The gate will have seasonal closures. Crystal Crowder stated that Reiter Trails is under siege. A couple of clubs are demolishing it and there could be repercussions. The trails are on DNR lands. Marty Tilford stated he had talked to the manager of 4 Wheel Parts and they would be interested in us having our Region meetings at their shop. GUESTS Stephanie Beall from ODF wanted to give us an update on the Tillamook. Last year was great including the Trail Adoption program. A lot of projects were completed and many are ongoing. March 28th and 29th there will be a work party co-hosted by the Region. Meet at Rogers Camp between 8:30 and 9 each day. Browns Camp is snowed in. ODF is looking for co-sponsors for other 4 wheel projects. Stephanie asked to be kept informed as to any other projects. Questions were taken including Highway 6 construction and grant 4-Wheelin’ News proposal support. As with everyone budgets are being watched. Jamal Rebb, an ODF ground pounder, then spoke. He reported a lot of snow including one area with 30 inches and still snowing. They had some trails open then the next storm came in. The March work party is very important, especially for inventory and assessment. DNR representative Jessica Kimmick presented a certificate of appreciation and a letter of recognition and thanks to Piston’s Wild Motorsports for all their work, vigilance, and leadership. The DNR values their partnership. Jessica and Julie Sackett gave an update on the planning process and discussed what is going on in the Yacolt Burn area. The need for 4x4 is recognized and they have been working with many user groups. Of course the budget plays a big part in the process. Jessica and Julie answered questions including the need for volunteers; hiring of a trail building consultant and a landscaper; area size; and options and recommendations. Jeff Bowman thanked everyone for their trip to the Tillamook. Julie stated that the Tillamook showed that their project is sustainable and supportable. A timetable was discussed. Ongoing communication between the Yacolt and Tillamook was encouraged. Crystal Crowder stated that DNR staff has been awesome. She reminded everyone that recreation is secondary and that taking care of the trusts is the number one priority for the DNR. Use of the area is a privilege not a right. Rick Smith stated he is a lucky Director because his Region is split by the Columbia and we have 2 states to recreate in. T. J. Dyer from 4 Wheel Parts invited the Region to hold their April meeting in his showroom. They would like to become involved with the Region. OFFICER REPORTS Region Director Rick Smith— Rick gave a report on the Board of Directors meeting. A committee was formed to study the bylaw failures at convention. Merrick Graves will chair the committee at this time and all Regions were asked to provide one member for the committee. Crystal Crowder volunteered. She will open a thread for input. Region 2 Director and Webmaster Edward Campbell has a new number, (360) 878-1677. Trail Jamboree cleanup is April 18th. The Board is sending a survey out to all dues paying units in the Association. Please take the time to fill it out and return it. Vice Director Karen Fisher—With Carol Jensen’s help, Karen sent new club packets to Crystal Crowder. Crystal stated that work is in progress. Secretary Linda Jessen—No report. Treasurer Rick Levine—Rick was absent this evening. Rick Smith read a detailed Treasurer’s report. The requested audit was brought up. Marty Tilford withdrew his motion and Crystal Crowder withdrew her second for a summer convention audit. Marty stated the audit would not provide the answers they wanted and therefore it was unnecessary. Public Relations—No one has volunteered for this position. The Region was reminded that PR is a group effort. Rick Smith again mentioned his favorite new word, voluntold. The DNR likes the word! The large PNW banner was obtained for the ODF work party and Trifolds and Who and What We Ares were given to Karen Fisher for the PR booth. Marty Tilford provided literature to 4 Wheel Parts. Competition Marty Tilford— No report at this time. There is a list of races available on the PNW website, Oregon Land Matters Jeff Bowman—Jeff thanked Stephanie Beall and Jamal Rebb for covering his report. Washington Land Matters Bill Manbeck—Bill thanked Julie Sackett and Jessica Kimmick for covering his report. Piston’s Wild has finished the restoration project. Club Power/We Did It/Quill Power Carol Jensen—Carol handed out awards to the Mud Puppies for Operation Shore Patrol and the Rose Parade. IAD Don and Carol Jensen— Go to the website to keep track of legislation that affects us, including the Omnibus bill and committee elimination bill. The DNR fee bill seems to be as welcome as a “fart in church”. The license fee based on engine size is reportedly dead but be vigilant. Legislation in Oregon concerning after market products is not getting much support. SEMA is involved in the fight. COMMITTEES Future 4 Wheelers—There is no chairman at this time. Ways and Means Kristen Smith—If you need anything please contact Kristin. OLD BUSINESS Kolbe’s Off Road Expo—Linda Jessen spoke with Kolbe and he made a generous offer. If we purchase an Associate membership for him we can get our booth for a discount. Discussion followed. Earl Freimuth made the motion, seconded by Karen Fisher, that the Region purchase an Associate membership for Kolbe’s Off Road Expo and pay the discounted booth fee for the May show. Motion carried. T. J. asked about the Associate membership program, which Carol Jensen explained. Mr. Dyer spoke about next month’s meeting. Parking will not be a problem. Piston’s Wild offered to loan him tables and it will be BYOC, Bring Your Own Chair. Karen Fisher stated she put 4 Wheel Parts on the list for Tri Power drop shipments. T. J. will sign the members up for the club discount program. 4 Wheel Parts will provide pizza and soda. J. will be more than happy to help. NEW BUSINESS Discussion was held as to the need of a second checkbook. It was agreed that Treasurer Rick Levine is most trustworthy and is great to work with. At this time there are no problems. Director Rick Smith stated he has been blessed with a good board and great help. Josh Jones has received surveys regarding Oregon ATV stickers. Membership Report: We have 3 clubs in the Region who have not paid dues this year. They are Blue Mountain 4-Wheelers, Bent & Broke, and Tuff Enuf. Earl reported that if your club address is changed please send it in to the Membership Chairman but have it signed by your club president also so he will know that it is a legitimate change of address. Also, please list all dependant children on your roster, along with their age. Club Power/We Did It: Be sure and turn in events to Gary Harting our Club Power/We Did It chairman for the region. Gary will get the events recorded and turned in to the PNW4WDA’s Club Power/We Did It Chairman Karen Fisher. 16 PR: Kelda Hagemeier (Shindig Wheelers) is doing a great job sending out the information as she gets it. If you have an event you want information to get out, send the information to Kelda at [email protected] and she will get it out. We had a nice article in the Tri-City Herald regarding a truck that was stuck in a ravine where it should not have been, one of our clubs, The Tri-City Peak Putters was involved in getting it unstuck and reseeding the area along with the Friends of Badger Mountain. For the 50th anniversary of the PNW4WDA in 2010 a committee is looking into putting out a calendar. Several ideas are being investigated and when more information is available it will be posted on the web site. Web Site: Earl passed around some information on having an on line meeting called a “Go To Meeting”. This information came from Arlene Brooks (WA State Director). She had participated in one with DNR as part of the Sustained Recreation Committee she sits on and she brought the information to the Board meeting in March. Arlene prefers the face to face meeting so she can read the body language. Also our Web Master, Edward Campbell (Dog Pound Off Road) has created a new section on the web site called “State Directors” and “Forum Leader” This allows the State Directors and IAD Officers to be the only ones that can start new threads in the Land and Legislative Thread. The web site still has growing pains, but Edward says he is open to suggestions and welcomes your ideas. LAND MATTERS: Earl Nettnin Region 4 Director (Desert Rats) said he had received clarification from BLM stating that they had not changed their name, they had just officially designated their lands as National System of Public Lands – this designation will ultimately make it easier for the public to identify these lands and more readily understand the multiple-use mission congress has given to the BLM. Juniper Dunes – Doug Conner (Roamin’ Chariots) reported Juniper has a seasonal closure from March 1 to August 15. This is in the Northwest portion of the area and it is to protect wildlife (the Ferruginous Hawk) and botanical resources. Doug also stated he had contacted Commissioner Brad Peck and he indicated he was not aware of anything new pertaining to Juniper Dunes. April 18th the Eastern Washington Dirt Riders Association have planned a clean up at Juniper Dunes and invite other user groups to join them. More information will be coming. Little Rattle Snake: waiting for the Forest Service to widen the trail and the snow to melt. TWIG: (Trails Wilderness Interest Group) meetings have begun again and at the last meeting a discussion on the Environmental Analysis process (NEPA 101) was discussed. The next meeting will be a Travel Management Meeting April 7 in Yakima at Howard Johnson’s hotel at 7PM. This takes the place of the TWIG meeting for April. *Just received word the April meeting may be on hold. Will notify everyone when we have confirmation. The next TWIG meeting at the Ranger Station will be May 5th. The 1501 road that accesses the bottom part of the Little Rattle Snake has a wash out. The Forest Service has assured that it will be repaired because a timber sale has to be completed there. The 1800 and 1808 roads need repair and they want to put a temporary bridge in, well the temporary bridge is in use in Chelan right now. Fish and Wild Life want a permanent bridge put in but that won’t happen this year. If they can get the temporary bridge it will be open if not it will stay closed this year. Chain saw training will be held at the Naches Ranger Station on April 11th. Rock Crawl: Barry Collins needs letters of support for a grant to finish it. He is looking for letters of support including pledges for volunteer hours helping build the rock crawl. Arlene Brooks our Washington State Director is keeping an eye on the bills that are being presented in the legislature and she posts information on the web site as to what’s happening with them. Dave McMains (Hurtin’ Units & Sand Commandos) reported they have a new ORV Deputy in the Moses Lake Sand Dunes area. The annual clean up is April 25th. All Wheels Off Road Club is working with the DNR on the Beverly Sand Dunes clean up May 2nd. a Region 4 Banner that can be used at our functions. John Hall and Bill Lucke (Desert Rats) will look into the cost. Banner should be at least 5 X 10. A By-Law review committee is being formed to look over and make recommendations on the failed by-laws at Winter Convention. Merrick Graves (Wandering Willys) will be the temporary chairman. If you are interested in being on the committee get a hold of Earl Nettnin (Region 4 Director) and he will pass your name on. After names have been submitted, Luke May (PNW4WDA President) will pick the committee. There will be no more than one person per region on the committee. Roamin’ Chariots: three fourths of the club met in Yakima at Miners with some of the Jeepin’ Nomads and other friends and family for lunch, visiting and planning camping trips. All Wheels Off Road Club: turned in ORV support letters to John Greenough, talked to Brad Martin and he talked to his superiors about getting their seal on the ORV Trail Watch, they attended the Slab run on February 21st and Slab clean up on March 7th and had a good turn out some Dust Dodgers, All Wheelers, Eastern WA Off Road Forum, Desert Rats, and others from the Tri-Cities. The volunteers ask people not to trash the area. It cost a lot to haul the stuff away. Harlan White shared pictures from the early 1900’s logging adventures when one load was three logs. His restored yellow truck outside was a great reminder of where we have come from. Unfortunately some in high places would have us forget our roots or be shameful of the work of our pioneer ancestors who logged and farmed our way to where we are. There are some that promise to be challenging with enough miles to make it worth our while. We continue to write letters in support and some letter of protest to the agencies keeping real Class II trails our goal. APRIL 2009 COHVOPs Safety and Education Demo is the first invitation for DC4Wers to participate in a demonstration of Class II in safety to the general public. Land Issues: Southwest (Alan Paulson) 1. Riley Ranch: Port of Coos Bay recently bought the rail lines along side the county park which is an OHV RV campground for the dunes, but lacks sand access. The park opens out at and around Sand Road 430. The railroad that is between the ranch and the dunes is the issue. Letters written to the agencies will hopefully help. The Riley Ranch Campground is currently open but there is no sand access. 2. “The Beacon” a local newspaper has a write up on The Travel Management Plan of the land agencies and Class II in the area by AJ a member of Umpqua Valley. The article is very positive towards Class II and reflects what we all stand to loose in the process as The TMP progresses. A heads up to the alternatives offered was given in the article. Hopefully all users will heed the warning. Silence by the populace is a definite no vote to access. 3. Combined user Land Use Meetings have begun with two local 4X4 clubs, one motorcycle club, a side by side start up club along with representatives from Oregon Hunters Club. The meetings have been low key but they are working for more structure. They are looking to be on the same page i.e. access. Land Issues: Eastside (Larry East) 1. McGrew Trail, contact with the agency in charge has been difficult. Joel King has not responded. Once a week calls and no answer as of yet. Jerry Zirsky has moved and Joel is the replacement. The repairs to the trail have not been done, yet monies from the ATV granting funds have been given. 2. Application for the permit for Creekn’ Trail has been sent in but no response has been given. Alan offered to drive down to the office to attempt to meet with him. Larry’s meeting with the botanist is still scheduled; Larry has asked to attend the meeting on our behalf. 3. The trail sign is being made for the McGrew by Four Runners of Klamath Falls out of steel and lasered to look like a USFS sign. 4. Confusion on point of contact for the McGrew Trail. None had heard of the Forest Supervisor named by the officials. Grants Pass is the office where Larry has had contact with Joel King up to now. Land Issues: South-central (Steve Roach) 1. The Modoc National Forest has still not made any decisions. 2. Fremont Winema National Forest seems to be at a stand still. 3. BLM Rock Pit has been put on the back burner until the Western Oregon Management Plans are complete. The pit is still on the agenda and meetings will be set up after the plan is finished. Membership Update: (Chair-Beth Ayer) 1. Alan reported that he has sent a club membership packet to a new group Barnyard Toys who wish to join the PNW4WDA. They are mostly racers from the Coos Bay Speed Way areas. Ways and Means: (ChairGaileen Paulson) 1. There are hooded camo sweat shirts both green and pink $25. 2. T-shirts are available also $15. Waste and fresh water tanks were discussed with disposal of the small trailer the planned result. Trailer tires were not what they should be. General consensus of repair and replace as needed to effect the planned for result in mind. No inventory lists were forth coming with the trailers and no inventories were made as of yet. Alan has promised a complete inventory of the trailers and their contents. • Raffle and kids game: Strawberry Hill, prizes and a list of games will be set up for Strawberry Hill. The raffle will be handled by Strawberry Hill. Information from Beth is still forth coming for a list of SEMA businesses to acquire donated gifts. Jeff has already sent out some letters and received some items. • Registration: Deschutes County, flyers for Winter Convention of Creekn’ Trail were incorrect, the dates and information on hats were wrong. The dates are corrected and hats removed. The list of participants of the 2008 event is available and applications will be sent to all for the 2009 June 19th ~21st event. Winter Convention February 13-15 2009 Region 4 Alan and Gaileen attended as did a few others. • Check Tri-Power for assignments and minutes of the convention. • The Designation of Side X Sides as other than Class II was a big topic. Splitting them off will diminish our Class II numbers. The Side X Sides would likely compete for our trails. New Business: 1. Edison Summer Rendezvous 07/17/09 Deschutes County 4 Wheelers are using the scheduled delegates meeting to invite Region 6 to experience the trail and to submit their ideas and thoughts of the Edison Trail. DC4WD’s are considering an event centered on the trail. The Edison Summer Rendezvous would be an event similar to Washington’s Jamboree, but not in competition with the Jamboree or Creekn’ Trail. The rendezvous would also be a time to share our efforts with land managers as to what is working and what is not. This year Friday will be a Show n Shine with camping at Edison and a trail run on Saturday. APRIL 2009 DC4WD web pages and the USFS have a map of Edison as a Class II Trail. We would welcome Region 6 as helpers to evaluate and help us in obtaining links to and around Edison. We hope you will all attend July’s Delegates meeting on June 17, 2009. Club Reports: Harney County High Desert Wheelers: Ron Houser reported the club now consists of 11 family members. A recent run up Mortimer Canyon was a great snow run with new members participating and a great crock pot dinner by Ann Haak at the end. Deschutes County 4 Wheelers: Carol Houser reported on participation in the local sportsman show. The meeting on Sunday produced a wheeler who had attended the show and learned about the club from it. The Annual Horse Butte Recreational Area Clean Up is in April and April’s Glass Butte Camp-out and a joint Show n’ Shine with Harney County Wheelers. Groundhog Rock Crawl The Event is June 13th volunteers can contact Dan Haak 541.495.2429 for information to assist in the production. Thirty two families make up DC4WD. The Trails Committee is staying extremely busy. Four Runners of Klamath Falls: Steve Roach reports they have 30 families and are active with lots of runs. The last run was the Annual Eagle Run where Klamath Basin has the largest population of eagles wintering; where the eagles feed on the ducks and geese of the area. The next run had to be re-named and is now Damns’ Run on the week end of the 21st get in touch with Steve for information. The run to Northern California is scheduled, if you enjoy water and mud; watch their web pages for information. The club has joined with the local OHA group and is doing a Clean Up at Hidden Valley where private property the local youths utilize but it is need of a dumpster which a member of their club helped procure for the day. Umpqua Valley Timber Cruisers: Virgil Osborne reported they are up to 15 families. Some intermixed runs with other local clubs keeping them all busy. The run today was lots of fun, Randy being the entertainment. Oregon Trails: Oliver Fleshman reports they have adopted several trails; the May Flower and Utopian. Junction City Jeepers is being dissolved and some discussion on their trailer is still in the air. The club JCC may merge with Oregon Trail. Strawberry Hill: Paul Norman reported they are fifteen families. December had no runs but they have had runs to the dunes and some on private properties. As you know, WA State OHV efforts are a 100% volunteer effort with no paid staff. The CLOUT system is a vital part of that all volunteer effort. The Chair of the Senate Natural Resources, Ocean & Recreation committee, Senator Ken Jacobsen (Sierra Club and WTA supporter) was unable to get his three personal 4-Wheelin’ News Bills (SB 5128, SB 5761 & SB 5586) regarding OHVs out of his own committee this year! That is almost unheard of! As you may know, the Chair of any committee can effectively stop any and all legislation going through that committee that is sponsored by any other member of that committee if they do not support his legislation, i.e. the Chair has the power to pocket veto everyone else’s legislation unless they vote for his. Senator Ken Jacobsen was really on a crusade to impede/ inhibit/destroy OHV recreation during this year’s legislative session. His personal vendetta against the family sport of OHV recreation included the following; SB 5128 (Current Status = DEAD): Sponsored by Jacobsen & Kline. Addressing natural resource impacts from off-road vehicles. Would have allowed state agencies to take our ORV tab and gas tax refunds to repair damage caused by “off road vehicles” even if that land management agency did not allow any ORV use on the land they manage. Kind of like taxing sober drivers to pay restitution to the victims of drunken drivers! If it is appropriate to send someone to jail for damaging a vegetable with an off road vehicle, why wouldn’t doing the same harm with an automobile, horse hoof or shoe be just as heinous a crime and be punished equally severely? Their bias against OHV use was obvious. SB 5761 (Current Status = DEAD): Sponsored by Jacobsen. Creating a recreation pass for use of DNR lands This Bill was opposed because it once again discriminated against OHV users by providing an exclusion from the new Pass requirements for ORV tag holders. OHV users are the only user group that already pays to play on DNR land and has done so for over 37 years now. We also needed much tighter constraints on how the funds generated by the Pass and existing ORV tag purchases would be used and accounted for. The DNR has done an abysmal job of accounting for the nearly $30 million dollars they have already received by taking nearly 40% of the Nonhighway and Offroad Vehicles Activities funds right off the top. They have never been able to show in detail what they have done with that money to benefit Off Road Vehicle (ORV) users after many, many requests for that information. It is way past time to hold them accountable for what they do with our money. As of today, we do not have a single mile of new OHV trail on the ground in the Ahtanum or Reiter areas to show for the almost $900,000 of our ORV tag funds the legislature gave to the DNR in 2008! SB 5586 (Current Status = DEAD): Sponsored by Jacobsen. Mandatory ORV rider licensing - WA State offroad vehicle safety education and training program. The real objective of this legislation was to divert the paltry amount of OHV funds into funding more bureaucracy so those funds could not be used on the ground to actually benefit the users the way they intended when they voluntarily taxed themselves to set up the WA State OHV fund. Senator Jacobsen’s backers (Sierra Club & WTA) should be suggesting that they require training and licensing of hikers and mountain climbers if they are really serious about improving safety for people who recreate in the outdoors. We do not need to experience the huge expense and added bureaucracy that Oregon is currently going through, gobbling up millions of dollars from their ORV funds with very little actual benefit to the users. The Oregon legislation even requires out of state users to take the training before riding in Oregon! The WA motor sports dealers believe that ANY legislation that puts up more hurdles for their customers means less business and in these times that could (and probably would) be the last straw for many dealers in WA. One Caution; It is never over in Olympia until they adjourn the session. Many sneaky things can be tried even after Bills are dead. Remain vigilant and prepared for further action if needed! Thanks, Paul ~ APRIL 2009 Senate Bill to Overturn Ban on Youth ATVs and Dirt Bikes Introduced! As most of you already know, youth-sized ATVs and dirt bikes are still banned by the Consumer Product Safety Commission (CPSC), and they are still refusing to lift that ban. The latest news from Americans for Responsible Recreational Access (ARRA): Senator Jon Tester has introduced legislation that would stop the ban. S. 608: A bill to amend the Consumer Product Safety Improvement Act of 2008 to exclude secondary sales, repair services, and certain vehicles from the ban on lead in children’s products, and for other purposes, was introduced in the Senate on March 17, 2009. Your Senators and Members of the Senate Commerce, Science and Transportation Committee need to hear from you. So let’s join with our friends at ARRA and send a letter to the Senate urging them to support S. 608. I ARRA members have responded in huge numbers on this issue already, but it is important that you continue to have your voice heard. Letters may be sent to the following decision maker(s): Senate Committee on Commerce, Science, and Transportation U.S. Senate Below is the sample letter: Subject: Please Cosponsor S. 608 Dear: I’m writing today as a citizen who enjoys riding ATVs / dirt bikes. I urge you to co-sponsor and support S. 608 which will exempt youth model all-terrain vehicles and off-highway motorcycles from the lead content provisions of the Consumer Product Safety Improvement Act (CPSIA). Although the powersports industry has demonstrated that the lead content in the metal parts of ATVs and dirt bikes pose no risk to children’s health, the Consumer Product Safety Commission’s (CPSC) recent approval of a final rule imposing strict standards for excluding products from the new lead content limits makes clear that CPSC will not provide relief for youth model ATVs or dirt bikes. Congress needs to step in and make immediate amendments to the CPSIA to ensure that reasonable exclusions can be made for these products, which are piling up in stores and dealerships across the country, needlessly resulting in millions of dollars in lost sales and costs at a time when our economy and these small businesses can least afford it. But the unintended consequences of this ban go way beyond the business and financial ramifications - it affects me personally, and it affects family and friends who ride with their children, because it destroys the chance for families to enjoy these outdoor recreational activities together. AND it poses a potentially huge safety risk if, as an alternative to having the kid-sized vehicles available, parents opt to put their kids on larger, adult-sized vehicles. PLUS, there is mass confusion. Should kids who race in off-road competitions even go to events? Will parents be able to buy critical replacement parts for their kids’ ATVs or dirt bikes, like brake pieces or valve stems? Everyone suffers: dealers, manufacturers, aftermarket, motocross event operators, and especially families with children who are being denied their right to ride. And ride safely. When the new lead standard took effect on February 10, 2009, youth models of ATVs and dirt bikes designed and intended primarily for children 6 to 12 years of age became classified as banned hazardous substances and dealerships in our area were forced to remove these perfectly good products from showrooms. Components in youth model ATVs and dirt bik es that contain small quantities of lead such as valve stems on tires, aluminum in some brake components, and terminals on batteries, do so to address safety (such as machining the deep grooves on tire valves to assure tire air retention) or for functionality (such as the lead in battery terminals, needed to conduct electricity). The sad irony is that these youth models were created with the support of the CPSC and consumer advocates to give children a safer alternative to larger, faster adult size models. These long-term efforts to promote child safety are now seriously jeopardized. In addition, youth rider training to encourage the safe and responsible use of ATVs and dirt bikes is jeopardized because new youth models and parts and accessories for them are no longer available. As an ATV / dirt bike rider, and one who has respected the law and encouraged responsible riding, I find this to be unacceptable. The lead in those vehicles does not pose a risk to children ‘s health. Congress needs to stop this ban - NOW. I respectfully ask that you cosponsor and support S. 608 so youth ATVs and dirt bikes again will be available for sale and safe and responsible use.
