The residents of Plum Creek have a tremendous asset
offering great family fun. The ponds or lakes offer a
unique place to enjoy an outdoor experience for the
entire family. Many people enjoy walks on the hiking
trails that wind around the perimeter of the lakes. The
lakes are for the exclusive use of Plum Creek residents
and offer the opportunity to fish quality waters virtually in
our backyard. Numerous species of birds including wild
ducks, and egrets are commonly seen, as well as deer,
rabbits and other animals.
Plum Creek is growing and management of
community areas such as our pools, Dog Park, and the
lakes is crucial to preserve these assets for our residents.
The lakes are an important part of our community and
many residents are concerned with the increased use
of the facility by non-residents. To this end several Plum
Creek residents under the Homeowners Association
(HOA) have organized to ensure that the lake assets will
remain a functional and enjoyable environment for the
Plum Creek Community. A primary concern is the use
of the lakes for fishing, the littering of the lakeshore, and
removal of large numbers of fish by non-residents. New
signage coupled with enforcement efforts by the HOA
and Texas Parks and Wildlife wardens to eliminate fishing

group, or a Dinner group? We are looking to start a
few clubs/groups in the neighborhood. This is a great
way to meet some of your neighbors that have the same
interest as you.
Last month we placed this ad in the classified
section of the newsletter and we got a really good
response from everyone. We decided to place an article
this month giving out a little more information and to
hopefully get even more of a response from you!
What better way to get to know your neighbors
that to have a little friendly competition / interaction with
them!

HOA Special Assessment and the Value of Plum Creekʼs Street Trees

In light of the HOAʼs recent decision
to collect a $20.00 per household
special assessment for the purpose
of replacing dead street trees, I
would like to offer the following
background on the overall value and
importance of our neighborhoodʼs
trees. To begin, the ranch that is
now being developed into the Plum
Creek community was historically
used for cotton farming and cattle
and goat grazing. The lack of native
tree cover was a benefit to the
farmer and rancher who needed flat
open land with which to work. For
the homeowner however, the lack
of trees is a substantial detraction
to the aesthetic and functional value
of a community. Tree-lined streets
are much more than an aesthetic
accent used by the developer to
differentiate this neighborhood
from that neighborhood. The
value of these trees as community

infrastructure is an undersold and
misunderstood asset that deserves
our shared attention.
The Plum Creek development is
the largest suburban reforestation
project in Hays County. A minimum
of four trees are to be planted on
each lot within Plum Creek, and
some corner lots may have as many
as seven trees. Plum Creek has an
average density of four homes per
acre when excluding open space - 4
homes * 4 trees each = 16 new trees
per acre, or 4 trees * 1,200 occupied
lots = 4,800 new trees planted within
Plum Creek since home construction
began in 1999. These trees provide
a tremendous value to each of us
everyday.
There is an extensive amount of
data available about what these
trees do for our community and
our environment. Some residents
have questioned whether tree
replacement constitutes a “general
benefit” to the association and the
HOA Board has no question that
it does. For the record, the HOAʼs
attorney has verified the legality
of this special assessment. The
street trees and yard trees that
have been planted through-out
Plum Creek save every homeowner
money every month while improving
our quality of life. These trees
reduce home cooling costs by
providing shade. They cool the
ambient air temperature through
evapotranspiration and by providing
shade to the sidewalks and streets
which absorb sunlight and continue
to radiate heat during the night. The
EPA estimates this cooling effect
can reduce air temps by as much
as 9 degrees and can reduce
home cooling costs by as much
as 25%. Trees reduce storm water
runoff, store carbon and improve

air quality by releasing oxygen and
filtering the air. Additionally, trees
make walking in Plum Creek cooler
and safer by creating a physical
barrier between pedestrians and
cars. I would encourage people to

many benefits of trees. The following

Street trees are part of the
infrastructure of Plum Creek. They
provide an indisputable benefit and
increase the property values for all
of Plum Creekʼs residents. The HOA
reserves funds to repair alleyways
and the use of a special assessment
to collect funds to replace street
trees is no different. The board is
going to utilize the funds from the
special assessment to restore a
portion of Plum Creekʼs infrastructure.
The monies collected will be used
exclusively for the replacement of
planting strip trees. Homeowners with
dead trees, (whether or not they live in
their home – i.e., investor owners) will
be required to pay an additional $100
per tree towards the costs of replacing
their dead trees. Hopefully this letter
has shed some additional light on the
value these trees represent to our
community and the course of action
taken by the HOA board.

so friendly and helpful - we’ve got the
greatest neighbors.

In the mornings, we love to go to the

and Spencer at the Texas Pie Company
- and no weekend would be complete
without breakfast and good conversation
at Fonzie’z.
What is one thing about you that most
people would be surprised to know?
That I (David) don’t always dress like
one of the Blues Brothers.
Hobbies/Interests?
Bike riding - even though we don’t
always get a chance. For the past 3
years, we have made it a tradition of
traveling to Wichita Falls in August to
ride in one of the largest organized rides
in the US. We are hoping to do more

Imagine this scenario. Youʼve been deployed to Balad
Air Base, Iraq in support of Operation IRAQI FREEDOM
for the last 160 days. Youʼve given your heart and soul
to providing the best emergency nursing care possible to
the Soldiers, Sailors, Airmen and Marines who have been
injured defending our freedom. With relief and joy you
return home to your family, but only a week later your joy
turns to despair as your husband is diagnosed with Acute
Myelogenous Leukemia. And less than 6 weeks later, you
face the inconceivable reality of bringing him home to die.
I will be training for the San Diego Rock ʻn Roll Marathon
on June 4 with the Leukemia and Lymphoma Societyʼs
(LLS) Team in Training. The main focus of this group is
fund raising for the LLS, with 75% of all funds raised going
directly to research and patient support programs (you can
find out more at teamintraining.org). Iʼve set a personal
goal of raising $4,000 by May 15th. All donations are
100% tax deductible and go to an amazing organization
that is actively seeking a cure for blood cancers such as
leukemia, lymphoma and myeloma.
This is what happened to one of my dearest friends at my Air
Force Reserve unit, the 433 Medical Squadron. As soon as
I heard about her husbandʼs diagnosis I immediately began
to think about what I could do for my friend. Unfortunately,
other than prayers and emotional support there was little
that I could do and I felt very helpless. Now I have finally
found something that I can do to honor John and hopefully
help Diane in some small way, but I need your help!

The Weeds Have Made Their Presence Known

Attention Homeowners:
Broadleaf, Dandelions, Milkweed, and Clover have taken
off in your area, and with recent rains, they will quickly
spread. Please take steps to remove and control these
weeds on your property by physical uprooting, or by the
use of chemicals. PLEASE, do not allow them to spread
to your neighbors!
The easiest way to stop weeds from invading your lawn
and garden is preventing them in the first place. Proper
practices can be instrumental in discouraging weed establishment. Here are some helpful tips to achieve a beautiful, weed-free lawn and garden:

Avoid light, frequent waterings or overwatering.
Plants that receive deep, infrequent watering,
generate extensive root systems. Strong roots
foster thick, hearty plants and lawns that with-
•
•

stand stress, preventing invasions from pests,
weeds and disease.
Fertilize your lawns and gardens on a regular basis.
Always cut lawns at the proper mowing height.
Never cut off more than 1/3 of the grass blade at
one time. Keep mower blades sharp to avoid tearing plant leaves. Scalping or mowing too closely
will stress your lawn, while weeds thrive under
these conditions. A dense, healthy, vigorous stand
of grass will resist the intrusion of weeds.
Stop weeds before they can seed or develop extensive root structures. Remove existing weeds
by pulling or hoeing them or use an all-purpose
weed killer of your choice. Then apply a pre-emergent control to prevent new weeds from germinating.
Your assistance in maintaining your yard and controlling
these noxious weeds is greatly appreciated.

Lake Committee
The Plum Creek Lake Committee is going to hold a
meeting on Wednesday, March 22nd at 6:00p.m. at the
new swimming pool (450 Haupt). This meeting is for all
residents who may be concerned about the management
of our lake area. For more information, contact Les

Landscaping Committee
The Landscape Committee will meet at Lucky Cup on the
Second Sunday of each month at 2 PM. Anyone interested
in serving as a volunteer on the committee and participate
in the award of the Yard of the Month, Holiday Decorations

Dress Up Your Lawn
If those pretty, sunny days have you “itching” to get outside, try
dressing up your yard this March.

With spring here and summer just around the corner, many
of us fear drought and stressed lawns. To get ready for the
upcoming heat, get started preparing your lawn this month.
With a few simple steps this spring and some summer
maintenance, we can all have beautiful green lawns with less
work and less water.
March is a great time to aerate your lawn. Aeration helps
improve compact and heavy clay soils by letting in more light,
water, and fertilizer, especially where the kids and pets run
and play. It offers your lawn an inexpensive face-lift. The day
before you plan to aerate, pull weeds and then, lay down some
top-dressing – aka compost.
Day One: Apply top-dressing and water deeply.
Top-dressing is a fancy term for a 1⁄2 inch layer of compost
spread on your lawn. It is crucial for improving soil, drainage,
and beneficial organisms. Also, it decreases thatch and holds
in moisture, reducing summer watering by as much as 50%.
Consider top-dressing as mulch for your grass. Some great
composts include Lady Bug Revitalizer Compost, Dillo Dirt,
or any other compost from mushroom to cotton burr to turkey.
Once you have distributed the compost, this is great time to
reseed your lawn or fill in bare patches. When finished, rake
in the compost and/or seed and water deeply.

Involve your neighbors.
Be sure to involve your neighbors in your garden projects
and lawn maintenance. Often, you can split the costs of the
aerator and the fertilizers.

From now until fall, remember to water deeply and less
frequently for deeper roots. Pull weeds when you see them.
Only mow the top 1/3 of your grass at any time to reduce
stress and promote deep roots. (Bermuda and Zoysia grasses
like heights of 1.5 to 2 inches.) Keep your mower sharp and
leave your grass clippings on your lawn, as they act as natural
fertilizers. Lastly, pamper your lawn and your plants with a
foliar feed on a weekly to monthly basis. Some great feeds
include Garrett Juice, Medina Plus, Maxicrop Seaweed, Lady
Bug Terra Tonic, Alaska Fish Emulsion, or Aerobic Compost
Tea from Natural Gardener.
With these few simple steps, we can all have lovely and
healthy green lawns. If you have any questions about your

Day Two – Aerate your lawn.
Now, you are ready to aerate the lawn. You can rent a
machine from Home Depot or Lowe’s or purchase some
aerating shoes. When you finish aerating your lawn, it is
time to sit back and relax until April.
When April arrives, it’s time to fertilize
Once mid-April hits, fertilizing takes top priority. Before
you start, it is a great idea to test your soil. For the most
part, area soils lack Nitrogen, an important ingredient in a
healthy lawn. If you want to test your soil, you may contact
the Hays County Extension Office for instructions on how
to do this. One of the best fertilizers for our area is Lady
Bug Natural 8-2-4 Lawn and Garden Fertilizer. Otherwise,
choose a natural or certified organic fertilizer low in

How Warm Winter Affects Landscapes

Several folks have asked recently how this warm winter
has affected landscapes and what they should be doing
now. Thought I would get this out to everyone even
mildly interested. Be sure your landscape contractor
is accomplishing the following within the next couple of
weeks:
1. DO NOT top or cut back any crape myrtle (EVER!)
Only lift canopies and thin/shape minimally.
2. Cut back ornamental grasses (Pampassgrass is an
exception) back to the short biscuit look.
3. Complete any tree transplanting very soon.
4. Autumn weeds never left, winter weeds arrived and
spring weeds are here. Treat them all appropriately (e.g.
kill them!)
5. Sadly, continue irrigating your landscapes. One
full irrigation cycle per week is enough for established
landscapes. Winter color and rye will require more.
6. Cut back Autumn Sage (Salvia greggii) by 1/2. Be
brutal!
7. If your Texas Sage (Leucophyllum) is looking thin (most
are), consider brutally cutting back to encourage thicker

new growth. Most can be pruned back by 1/2.
8. Time to prune bush roses (cut back by 1/2).
9. All dormant perennials should have been cut back by
now.
10. Consider cutting asiatic jasmine back by 1/2 if it has
grown taller 6-9” in height.
11. Do NOT prune any spring flowering shrubs such as
yellow Jasmine, Azaleas, Hawthornes, etc.

Garden Tips For March Madness

1. Remove the winterkilled, dead leaves and foliage from
your lawn and gardens. The dead leaves harbor pests
and disease, so it’s best to toss them.
2. Prepare your garden tools. Use steel wool to remove
rust from your shovel and pruning shears. Sharpen
and oil tools. Tune up your string trimmers and
lawnmowers.
3. Prune your roses, trees, and perennials. Remove
any dead plant material or branches that cross and
rub. Prune any remaining cane by 1/3. As a guideline,
prune 1⁄4 inch above a bud at a 45-degree angle. Tidy
up and secure vines and climbing roses. Remember to
wait for the spring bloomers to finish their show before
pruning.
4. Water deeply and infrequently. This system
promotes deeper roots and helps conserve water.
Recently, Kyle entered into Stage 2 Drought status,
which means no outdoor watering between 10:00AM
and 7:00PM and no installation of new landscapes.

5. Check your soil, pull weeds, aerate your lawn,
and then, apply top dressing and the appropriate
fertilizer. Some studies suggest that applying a
top dressing in the spring can cut water use by half
in the summer. (See this month’s article for more
information!)
6. Broadcast beneficial nematodes to fight the white
grubs, fire ants, and fleas!
7. Get to know your beneficial bugs.
8. Check for aphids and other bad bugs. Treat them as
they appear. Usually, a hard blast of water, sprays of
fish emulsion, or insecticidal soap will do the trick.
9. Get planting! March is the perfect month to play in
the garden – anything goes! Consider a tomato plant
in a container this year – Sweet Million is a great
cherry tomato. When finished planting, FERTILIZE
with Garrett Juice, Seaweed, Lady Bug Natural 8-2-4,
or another great compost tea.
