Carl Vinson (CVN 70), Carrier Air Wing (CVW) 17, and embarked Destroyer Squadron 1 will deploy with guided-missile cruiser USS Bunker Hill (CG 52) and guided-missile destroyers USS Gridley (DDG 101), USS Sterett (DDG 104), and USS Dewey (DDG 105). Carl Vinson will also embark the aviation squadrons of CVW-17 which include the “Fighting Redcocks” of Strike Fighter Squadron (VFA) 22, the “Sunliners” of VFA-81, the “Stingers” of VFA-113, the “Mighty Shrikes” of VFA-94, the “Cougars” of Electronic Attack Squadron 139, the “Sun Kings” of Carrier Airborne Early Warning Squadron 116, the “Red Lions” of Helicopter Sea Combat Squadron 15, the “Battlecats” of Helicopter Sea Maritime Strike Squadron 73, and Fleet Logistic Support Squadron 30. The strike group will deploy with approximately 6,200 Sailors and will focus on maritime security operations and theater security cooperation efforts. Bunker Hill, Dewey, Gridley and Sterett, multimission ships that possess the Aegis Weapons System, will support Carl Vinson carrier operations and provide deterrence to potential adversaries, promote peace and security, preserve freedom of the seas, and provide humanitarian assistance/disaster relief as necessary. Pinckney, Kidd return from deployment SAN DIEGO - Guided missile destroyers USS Pinckney (DDG 91) and USS Kidd (DDG 100) return to Naval Base San Diego Aug. 21 following completion of separate deployments to the Western Pacific and Indian Oceans. Kidd and Pinckney were conducting training and maritime security operations in the South China Sea when called upon to assist in the search for Malaysian Airlines flight MH 370 in the Indian Ocean. Both ships employed their embarked MH-60R Seahawk helicopters to conduct search operations looking for the missing aircraft. “Lending support to our regional partners in a time of difficulty is what we do,” said Cmdr. Frank Okata, Pinckney’s commanding officer. Detachments 1 and 2 from the “Blue Hawks” of Helicopter Maritime Strike Squadron (HSM) 78 were able to expand their search area to approximately 1,500 square miles per day. “Our helicopters are an extension of the ship’s capabilities and provided us with the best chance to find aircraft debris,” said Lt. j.g. Eric Bachtel, Kidd’s combat information center officer. Returning home is now the focus of each Sailor as they come to the end of their seven-month deployment. “The beauty of San Diego Bay is indescribable,” said FC1 Bethany Buchanan, Pinckney’s Junior Sailor of the Year. “The final portion (of the deployment) leads to our family and friends waiting on the pier to welcome us home. For additional information and to apply, visit: www.cia.gov National Military Rogers: Cybercom defending networks, nation by Cheryl Pellerin FORT MEADE, Md. - U.S. Cyber Command continues to expand its capabilities and capacity, Adm. Mike Rogers said Aug. 14. The U.S. Cyber Command commander and director of the National Security Agency was speaking during an interview at the NSA headquarters building. “The decision to create [U.S. Cyber Command] was a ... recognition of a couple things. No. 1, the increasing importance of the cyber domain and the cyber mission set in Department of Defense operations in the 21st century,” Rogers said. Such a command would add to the department’s ability to protect and defend its networks, and give policymakers and operational commanders a broader range of options, he said. The second consideration involved DoD’s mission to defend the nation, coupled with the potential of nation-states, groups and individuals to conduct offensive cyber activities against critical U.S. infrastructure. In that scenario, the admiral said, defense officials thought it was likely the president would “turn to the secretary of defense and say, ‘In your mission to defend the nation, I need you to do the same thing here in the cyber arena against this mission set critical to U.S. infrastructure, and I need an organization capable of doing that.’” These conditions led the department to realize the need to create a traditional warfighting organization capable of executing a spectrum of cyberspace missions, Rogers said. And, he added, they knew they needed to do so “with a dedicated professionalized workforce. This is not a pickup game where you just come casually to it.” Rogers said he focuses on five priorities for Cybercom. These are to build a trained and ready cyber force, put tools in place that create true situational awareness in cyberspace, create command-and-control and operational concepts to execute the mission, build a joint defensible network, and ensure Cybercom has the right policies and authorities that allow it to execute full-spectrum operations in cyberspace. Making progress is important to Rogers, who characterized his ultimate goal as bringing U.S. Cyber Command to a level where it’s every bit as trained and ready as any carrier strike group in the U.S. Central Command area of responsibility or any brigade combat team on the This is not a pickup game where you just come casually to it. - Adm. Mike Rogers ground in Afghanistan. “My objective during my time as the commander, first and foremost,” the admiral said, “is to ensure that we have brought to fruition the operational vision in cyber ... [to make sure] it’s something real, it’s something tangible, and it is operationally ready to execute its assigned missions.” That is happening as Cybercom brings its warfighting capability online, with the services generating a total cyber mission force of about 6,000 people by 2016, all trained to the same high standard and aligned in 133 teams with three core missions: -- The Cyber National Mission Force, when directed, is responsible for defending the nation’s critical infrastructure and key resources. -- The Cyber Combat Mission Force provides cyber support to combatant commanders across the globe; and -- The Cyber Protection Force operates and defends the DoD information network, or DoDIN. Defending the DoDIN is the focus of a partnership in progress with the Defense Information Systems Agency, or DISA. The agency provides command and control and information-sharing capabilities and a globally accessible enterprise information infrastructure to warfighters, the president and national leaders, and other mission and coalition partners. DISA, Rogers points out, is also a combat support agency. The agency reports to acting DoD Chief Information Officer Terry Halvorsen, and its director is Air Force Lt. Gen. Ronnie D. Hawkins Jr. Adm. DoD photo “I have always believed ... that we need to integrate operations and networks and our defensive workforce into one team,” Rogers said, “and that you are more effective in operating a network and in defending a network when you do it with one integrated approach.” As a result, Rogers’ team decided they needed to create a relationship with DISA, he said, adding, “At the moment there’s no formal [command and control] line between us, but we’re in the process of creating one.” As part of that process Rogers collaborates with Halvorsen and Hawkins. “What I think we need to do,” he said during their meeting, “is create an operational construct that creates a direct linkage [between] U.S. Cyber Command, DISA and U.S. Cyber Command service components.” It’s critical that the relationship includes the service components, Rogers said, “Because, under the current network structure today, those networks are largely run by [the] services. CNO releases annual navigation plan WASHINGTON - The Navy’s top leader released a detailed plan Aug. 19 that highlights the Navy’s intended track and investments for the next five fiscal years. “This navigation plan defines the course and speed we will follow to organize, train and equip our Navy over the next several years,” said Greenert in the document. “Despite likely sequestration in 2016, our priority is to operate forward where it matters, when it matters, and be ready to address a wide range of threats and contingencies.” Chief of Naval Operations Adm. Jonathan Greenert’s 20152019 Navigation Plan defines how the Navy will use its resources to safely and effectively pursue the vision detailed in Sailing Directions. “Crafting this year’s budget included tough choices across a wide range of competing priorities - we focused first on building appropriate capability, then delivering it at a capacity we could afford,” said Greenert. Each year since Greenert released the Sailing Directions the Navigation Plan has described the annual Navy’s budget submission for the future years. The Navigation Plan has highlighted investments in support of DOD’s guidance and strategic documents as well as this year’s 2014 Quadrennial Defense Review. In the plan Greenert explains how the Navy will acclimate to budget challenges, increasing operational tempo while balancing current readiness with the need to build a highly capable future fleet. Pursuing the vision set in the Sailing Directions this plan lays out the investments that will allow the Navy to maintain it’s warfighting edge, forward presence and keep Navy members prepared, confident and proficient. This plan highlights how investments will support Navy missions through the lens of the three tenets, Warfighting First, Operate Forward and Be ready. Greenert emphasizes in the document that everything sailors and civilians do must be grounded in the responsibility of warfighting first. He says the Navy must be able to achieve access in any domain and possess the capability mix of kinetic and non-kinetic weapons to prevail today and be ready to win tomorrow. He provided a list of capabilities that center on this objective and followed with a comparable list of items that support operate forward and be ready. Additionally, the Navigation Plan summarizes the six programmatic priorities that guided the Navy’s budget planning for the future of the fleet: maintaining sea based strategic deterrent, sustaining a global forward presence, preserve the means for victory against aggressors, focus on readiness afloat and ashore, enhance asymmetric capabilities in physical domains as well as in cyberspace and electromagnetic spectrum and sustain a relevant industrial base. Kirby: Mosul Dam operation not ‘mission creep’ by Claudette Roulo WASHINGTON - The partnership between U.S., Iraqi and Peshmerga forces was critical to the success of the operation to retake the Mosul Dam from Sunni terrorists, the Pentagon press secretary said Aug. 19. 4 • www.armedforcesdispatch.com • THURSDAY, AUGUST 21, 2014 The operation was a team effort, Rear Adm. John Kirby said. “I also would - at the same time - point to the courage, the bravery, the skill of both the Kurdish forces and Iraqi forces and their extensive cooperation with one another in conducting this operation,” he said. There were no U.S. troops involved in the ground operation, Kirby noted, which was supported by U.S. airstrikes. They continued Aug.19 with two additional airstrikes carried out near the dam, one destroying an ISIL checkpoint, U.S. Central Command said in a statement. Iraqi and Kurdish forces con- tinue to hold the dam, he said. Iraq’s largest; it provides water, electricity and flood control for Mosul’s 1.7 million residents. The dam’s location and precarious condition meant that its possession by Islamic State of Iraq and the Levant forces posed a threat to U.S. personnel and facilities in Baghdad. If the dam were to fail or be sabotaged, the resulting damage would rise to the level of a humanitarian disaster, defense officials have said. Charges that U.S. involvement in the retaking of Mosul Dam represents mission creep are wrong, Kirby said. “Mission creep refers to the growth or expansion of the goals and objectives of a military operation - that the goals and objectives change, morph into something bigger than they were at the outset,” he said. Airstrikes are authorized under two mission areas - humanitarian assistance and the protection of U.S. personnel and facilities,” the admiral said. The airstrikes in and around Mosul Dam fit into both of those categories, he said. “We believed that, should the dam remain in control of ISIL - whose intentions are obviously not perfectly clear and certainly not in the best interests of the people of Iraq - if that dam was to blow or they were to open and flood the gates, that it could have an effect as far south as Baghdad.” A 2009 paper by Mosul University geologists estimated that up to 54 percent of Mosul would be under a maximum of 83 feet of water if the dam was to fail. “The missions are clear,” Kirby said. “The operations that we’re conducting are inside the authorizations for those missions. And we’re going to continue to be vigilant going forward. And if there is a need for more airstrikes in conjunction with either of those two mission areas, those two authorizations, we’ll conduct them.” Sexual assault reports: Week of Aug. 11-17 This week’s overview of alleged sexual assaults was compiled based on 21 initial reports across the Navy from Aug. 11-17. * Among the 22 alleged offenders, one was a chief petty officer, eight were petty officers, six were E3 and below, four were civilian and three unknown. This timeframe reflects only the receipt of the initial reports; six of the reported incidents occurred during this period, 15 occurred outside of the report period. Each report will be fully investigated. Looking at this snapshot in time, we see the following: * Eleven of the reported incidents were alleged to be service member on service member, four non-service member on service member, three service member on non-service member and three unknown. * Seven reports were from events that occurred on-base, five from an event that occurred off-base and nine unknown. * Among the alleged victims, eight were petty officers and 10 were E3 and below and three were civilian. Of these reported, the alleged victims were 14 females and seven males. * Twenty-one of the alleged offenders were male and one unknown. Dempsey favors building Vietnamese naval capabilities WASHINGTON- If the U.S. lifts the embargo against the sale of lethal weapons to Vietnam, Gen. Martin E. Dempsey would recommend providing materials for the Peoples’ Navy, he said during a news conference in Ho Chi Minh City Aug.19. In the first trip by a chairman of the Joint Chiefs of Staff to Vietnam since 1971, Dempsey visited Hanoi, Da Nang and Ho Chi Minh City. Forty-five years ago, the United States was in a conflict with North Vietnam, and Dempsey was a cadet at West Point preparing to join that war. “The challenge now is to think 45 years ahead,” the highest-ranking U.S. military official said. By 2050, there will be 9 billion people on Earth - 7 billion of whom will live in the Indo-Pacific. “Where the people are is where the issues are,” the chairman said. Vietnamese reporters questioned Dempsey on China’s territorial claims in the East China Sea. “We’ve been very clear that we don’t take sides in the territorial disputes, but we do care very much how they are resolved,” he said. National military news briefs U.S., ROK navies sign ASW charter Scientists patent EM technology Blue Ridge now second oldest ship BUSAN, Republic of Korea - Senior leaders from the U.S. and Republic of Korea navies signed a charter Aug. 16 pledging to increase cooperation in future anti-submarine warfare training. The charter was signed during a special ceremony hosted by Vice Adm. Jung, Ho-Sup, commander of the Republic of Korea Fleet. Vice Adm. Robert L. Thomas, commander of 7th Fleet, Rear Adm. Lisa Franchetti, commander, of Naval Forces Korea, and Rear Adm. William Merz, commander, Naval Mine and ASW Command, joined ROK navy leaders for the charter-signing ceremony. “Anti-submarine warfare is one of the most challenging yet critical tasks that our navies exercise,” said Thomas. “It takes a strong combined body of talented people and a cooperative plan to work together to achieve our full potential in ASW capabilities.” The signing of the charter signifies the commitment by both navies to exchange knowledge and develop training scenarios that enhance proficiency in ASW skills. DAHLGREN, Va - A new development in electromagnetic technology patented in May of this year will impact future military capabilities, Navy officials announced recently. The superconducting stator patent describes a discovery that enables a magnetic flux compression generator to produce an electromagnetic pulse (EMP). “Most conventional magnetic flux compression generators are explosively driven, dangerous to handle, and limited to one-time use,” said Albert Corda, a Naval Surface Warfare Center Dahlgren Division (NSWCDD) physicist. “The novel architecture of the generator described in this patent, however, is not explosive in nature. It’s inherently safer to handle and potentially reusable.” An EMP is characterized as a broad band signal with a frequency-power distribution ranging from a few hundred kilohertz to a few gigahertz. The magnetic flux compression generator is designed to generate a high voltage pulse output that can be incorporated into an EMP generator. BUSAN, South Korea - U.S. 7th Fleet flagship USS Blue Ridge (LCC 19) now holds the honor of being the oldest ship in the U.S. Navy’s active duty fleet, next to USS Constitution, after the decommissioning of USS Denver (LPD 9) Aug. 14. Blue Ridge’s keel was laid Feb. 27, 1967, and she was commissioned Nov. 14, 1970. Since 1970 the flagship has had a rich history to include commanding Operations Eagle Pull and Frequent Wind during the Vietnam War, receiving the Humanitarian Service Medal in 1984 for rescuing Vietnamese refugees during Operation Boat People, performing a nine-and-a-half month deployment as flagship for U.S. Naval Forces Central Command during the Persian Gulf War and rushing supplies and relief to Japan during Operation Tomodachi. “Blue Ridge has a rich history of providing our Navy with the most capable afloat command platform in the world,” said Blue Ridge Commanding Officer Capt. Hagel congratulates Cape Ray 1st Marine Regiment ends mission Navies work to preserve sunken gravesite WASHINGTON - Defense Secretary Chuck Hagel has congratulated the crew of U.S. ship MV Cape Ray for completing the work of neutralizing Syrian chemical weapons components. Pentagon Press Secretary Rear Adm. John Kirby issued a statement Aug. 18. saying Hagel called Capt. Rich Dromerhauser aboard the ship to congratulate the crew on finishing their unprecedented work of neutralizing, at sea, the most dangerous chemicals in Syria’s declared stockpile. The secretary said that by ridding the world of these materials, they - as part of an ongoing international effort to eliminate the Syrian chemical weapons arsenal - have helped make an important and enduring contribution to global security. Hagel expressed his gratitude for the crew’s service, dedication, and expertise, noting that with the world watching, they performed flawlessly every step of the way - despite a very long deployment, and a complex operation that required careful coordination with our international partners. CAMP BASTION, Afghanistan - A blinding sandstorm swept across the desert floor surrounding Regional Command (Southwest)’s security-nebulous, Task Force Belleau Wood, Aug. 15. During a brief pause in the storm, Marines with 1st Marine Regiment held a small ceremony to case the unit’s battle colors for the final time in Helmand province, Afghanistan. The regiment deployed to southwestern Afghanistan during Feb. 2014 and led more than 3,000 U.S. and coalition forces charged with safeguarding the remaining International Security Assistance Forces in the region. First Marine Regiment transferred security lead to 1st Battalion, 2nd Marine Regiment, which will serve as the last Marine infantry unit during the Operation Enduring Freedom mission. By the year’s end, RC(SW) will officially close its doors after more than five years of counterinsurgency and security force assistance operations and transfer full security responsibility to the Afghan National Security Forces. Rome Finance lured consumers with the promise of no money down and instant financing. Rome Finance then masked expensive finance charges by artificially inflating the disclosed price of the consumer goods being sold. Rome Finance also withheld information on billing statements and illegally collected on loans that were void. Rome Finance and two of its owners are permanently banned from consumer lending. These companies offered credit to consumers purchasing computers, videogame consoles, televisions, and other products. The products were typically sold at mall kiosks near military bases with the promise of instant financing with no money down. In some cases, Rome Finance was the initial creditor, and in other cases, Rome Finance provided indirect financing by agreeing to buy the financing contracts from merchants who sold the goods. The main purpose of PACT is to provide Sailors who are unsure about which Navy career fields interest them an opportunity to learn about different Navy jobs without having to make a decision at the time of enlistment. The PACT program has three apprentice tracks encompassing career fields within aviation (APACT), engineering (E-PACT) and surface (S-PACT). “PACT places the Sailor in a better position to choose from a variety of ratings and gives them a chance to see a rating in its entirety,” said Chief Navy Counselor (SW/EXW/AW) Jesse Reed, Navy Personnel Command Force career counselor. “The Sailor is provided an opportunity to learn more about a particular rate in order to better make a decision about what path they would like to follow.” Soon after checking aboard their first command, PACT Sailors will meet with their command career counselor and immediate chain of command to discuss personal and professional goals. PACT Sailors who are not designated into a specific rating within 12-months on board their first duty station may apply for an available Navy “A” school quota provided that they have maintained PACT program and “A” school eligibility. If a Sailor has not received a quota into a new rating within the original 24-month window, their projected rotation date will extend to their end of active obligated service. If they don’t pick up a rating by their EAOS, they will be separated. IRS repeats warning about phone scams The Internal Revenue Service and the Treasury Inspector General for Tax Administration continue to hear from taxpayers who have received unsolicited calls from individuals demanding payment while fraudulently claiming to be from the IRS. Based on the 90,000 complaints that TIGTA has received through its telephone hotline, to date, TIGTA has identified approximately 1,100 victims who have lost an estimated $5 million from these scams. “There are clear warning signs about these scams, which continue at high levels throughout the nation,” said IRS Commissioner John Koskinen. “Taxpayers should remember their first contact with the IRS will not be a call from out of the blue, but through official correspondence sent through the mail. A big red flag for these scams are angry, threatening calls from people who say they are from the IRS and urging immediate payment. This is not how we operate. They generally use common names and surnames to identify themselves. * Scammers may be able to recite the last four digits of a victim’s Social Security number. * Scammers spoof the IRS toll- free number on caller ID to make it appear that it’s the IRS calling. * Scammers sometimes send bogus IRS emails to some victims to support their bogus calls. * Victims hear background noise of other calls being conducted to mimic a call site. * After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim. The First Command Financial Behaviors Index® reveals that middle-class military families (senior NCOs and commissioned officers in pay grades E-6 and above with household incomes of at least $50,000) bumped up their savings efforts during the first quarter. Shortterm savings averaged $1,080 per month, up 18 percent from the end of 2013. Retirement and long-term savings grew 11 percent to a monthly average of $2,374. Military families who work with a financial advisor helped to drive the savings surge, putting more than twice as much money into saving vehicles as those who don’t work with an advisor. Their average monthly rates totaled $1,723 for shortterm savings and $3,951 for retirement and long-term savings. In contrast, the savings rates for those without an advisor averaged $709 and $1,467, respectively. Corresponding to their higher savings efforts, military families who work with a financial advisor feel more financially secure. The Index reveals that 51 percent say they feel “very” or “extremely” secure compared to just 45 percent of their do-it-yourself counterparts. Also, those who work with an advisor are more confident in their ability to retire comfortably; 50 percent say they feel “very” or “extremely” confident versus 32 percent. These and other positive financial attitudes helped ease the quarterly Index score ahead three points to 121. McRaven told a seminar conducted by the Military Child Education Coalition, or MCEC, a non-profit group seeking to provide a quality education for military children. “They wanted to be part of something greater than themselves, they wanted to have military brothers and sisters that have similar values, they wanted to be respectful and they wanted commitment.” “Without some of the programs provided by MCEC and the network of parents, teachers and counselors, I’m not sure my [own] kids would’ve been as successful as they are,” McRaven said, noting that being a military child in today’s environment is likely more difficult than ever. “Consequently, programs like parent-to-parent and student-tostudent are essential if we are to continue to build strong, resilient children who are proud of their military roots.” And while McRaven said he wants to ensure military children are getting the support they need, a thin line separates that from a culture of entitlement. “This is a difficult balance,” McRaven said. “We don’t want children ... who take great pride in their military heritage upbringing.” McRaven emphasized the “new normal” in the recent years that have seen increased deployments and the associated problems for military families. “Nothing is more frustrating, more worrisome, more nerve-wracking for spouses and children than not knowing where [the children’s] mother and father are going to be next week, next month or next year,” he said. McRaven described MCEC as a “phenomenal network’ of educators, counselors, parents, uniformed service members, advocates, and civilian organizations, all of which he said play a critical role in filling the void faced by many families. After several years of increases, the number of chlamydia cases dropped in 2013. However, gonorrhea and syphilis infections in the region continued to climb, the County Health and Human Services Agency announced today. Last year, the number of chlamydia cases dropped by 4 percent—from 16,538 cases in 2012 to 16,042 in 2013. “A decline in chlamydia cases was reported for the first time in several years, and that is good news for San Diego County,” said Wilma Wooten, M.D., M.P.H., County public health officer. “However, this is just a one-year drop. Sexually active individuals should continue to take precautionary measures to avoid getting infected with chlamydia and other STDs, especially since gonorrhea and syphilis cases went up.” The number of gonorrhea cases jumped by 10 percent, with the increase coming largely among men. There were 2,597 cases in 2012, compared to 2,865 last year. Women account for less than a third of the total cases of gonorrhea reported in the county. Primary and secondary syphilis cases (considered the most infectious) also increased by 4 percent, from 333 cases in 2012 to 347 cases last year. The vast majority of these cases occurred in men. Chlamydia continues to be the most commonly reported STD in San Diego and California, and young women between 15 and 24 years of age continue to have the highest rates of infection. “Young women are particularly susceptible to long-term complications of STDs since they can result in infertility and other long-term reproductive health problems,” said M. As in the rest of the state, profound racial disparities exist with regard to STDs. African Americans have the highest rates of chlamydia, gonorrhea and early syphilis. During the tour, Marines showcased their humanitarian assistance and disaster relief (HADR) capabilities available on board, including their transportable lightweight water purification system. “As a Navy and Marine Corps team, we must all be ready for unexpected humanitarian missions,” said Lt. Col. George D. Hasseltine, commanding officer, SPMAGTF South. “Marines are able to bring incredible capability from the sea to on ground locations expeditiously. Just like our Uruguayan partners, humanitarian efforts are a priority for us, and we train and prepare for these types of missions daily.” Guests had an opportunity to walk through the ship’s medical spaces as well and observe America’s diverse medical and dental services, including two operating rooms, an intensive care unit, 23-bed ward and bedsurge capabilities. It was the first community relations event held at a Guam public library that gave Sailors the opportunity to participate in one of Guam’s literacy programs for early childhood development. “I was excited telling the kids that we are having Sailors coming in,” said Guam Public Library System program coordinator Frankie Aflague. “I felt more at home because my daughter is going to be joining the Navy. I was really proud that the Navy’s coming down. The kids are able to see something they don’t get to see every day.” Spedero said. “Many of us have never been to Guam so this is an opportunity to interact with the people that support us when we are out on our mission. This annual exercise is designed to enhance the training, readiness and capability of Navy Security Forces to respond to threats to Navy installations and units. Citadel Pacific 2014 is not in response to any specific threat, but is a regularly scheduled exercise. Measures have been taken to minimize disruptions to normal base and station operations, but there may be times when the exercise causes increased traffic around bases or delays in base access. Area residents may also see increased security activity associated with the exercise. During the exercise, personnel and visitors traveling to and from Navy installations in these regions may adjust their schedules to accommodate any possible delays. Christopher Johns MCAS MIRAMAR - Third Marine Aircraft Wing aviators joined firefighters with the Miramar Fire Department in the brand-new wildland firefighting exercise aboard the air station Aug. 14. Installation and fire department leadership designed this training to foster a communication based foundation between firefighters and 3rd MAW aviation assets. More training of this nature is slated for the future. “Today was the day for us to come together and see what we can do,” said Allen. “Can we come up with a good suppression scheme of maneuver? Can we effectively contain and control a fire aboard the installation? This training and future exercises to come, will create familiarities with the aviators and fire department in terminology and in terms of what we need to do so that when the day does come, we can work together effectively.” The fire crews broke into two divisions, “A” and “Z”, while Marines attached buckets to the aircraft. Once equipped, the Super Stallions radioed ahead to let the division leaders know they were ready to drop water at the time and place in which ground crews need it. The training was a dry run, designed and directed to simulate controlling potential fires aboard the air station, and although aircraft had buckets, they used no water as to lessen the drain on the community’s water supply. When a successful link and familiarity is built between aviators and firefighters, the training could lead to providing a new asset to the community as well. Petty Officer 2nd Class Courtney Chesson, who enlisted 5 1/2 years ago, is a hospital corpsman aboard Pre-Commissioning Unit Gerald R. Ford (CVN 78), the first ship in its class and the successor to the Navy’s Nimitz-class aircraft carriers that have been in operation for the last half century. Chesson and the rest of the 1,000-Sailor crew are slowly bringing the ship to life, a crew that will eventually grow to more than 4,500 when the ship is at sea. When complete, the aircraft carrier, powered by two nuclear reactors, will measure more than three football fields long at 1,092 feet in length and will weigh more than 100,000 tons. Master Chief Special Warfare Operator (SEAL) Kirby D. Horrell’s career spanned nearly 47 years. He enlisted on Nov. 15, 1967 and attended Basic Underwater Demolition/SEAL (BUD/S) as part of Class 59 shortly thereafter. Capt. (Ret.) John McTighe, former teammate of Horrell, was a guest speaker for the ceremony and highlighted Horrell’s impact on the ‘SpecWar’ community. “The accomplishments we’ve made since Sept. 11, 2001 were made upon your actions,” said McTighe. “We’ve built so much on your legacy.” Despite the personal recognition, Horrell shied away from discussing his own accomplishments, and instead focused on the impact of Vietnam-era SEALs, as a whole, on the NSW community. “This ceremony isn’t about me, this is really about all the SEALs who were in Vietnam,” said Horrell. “It’s about all of us who stood shoulder to shoulder fighting a very unpopular war. This marks the first time Peleliu has visited Guam since its 2010 deployment and the first port visit for any amphibious assault ship since USS Bonhomme Richard (LHD 6) visited in 2012. “Guam [has] a tourist based industry with lots to offer and I believe there is something to do for every Sailor,” said Cmdr. Matthew Niedzwiecki, Peleliu’s air boss. “’Boonie stomping,’ which means hiking in the jun- gle, to some of the waterfalls is an island favorite and many of the hotels offer dinner shows highlighting the Pacific culture of the Marianas Islands. Every Sailor should expect to have a good time.” Peleliu Sailors will participate in numerous community relations projects (COMREL) and sporting events during their brief stay in Guam. “Community relations projects help build, develop, and secure important relationships with the people of Guam that endure for years,” said Cmdr. Jack Carver, Peleliu’s protestant chaplain. “People are impressed upon watching warships pull into port. When they meet the people who operate and maintain the ship they are even more impressed. Community relations give the general public a personal example of the commitment and professionalism that characterizes the way Sailors approach their mission every day.” Carver added the Sailors who participate in the community relations projects will gain a rich understanding and appreciation for the history and culture of Guam. “We want to return our appreciation for the gracious hospitality that the people of Guam will offer us throughout our port visit,” said Carver. Dumanis unveiled a new public awareness campaign that directly confronts the epidemic of human trafficking and sexual exploitation of children. The DA’s Office unveiled billboards across San Diego County in an effort to raise awareness of the staggering number of commercially sexually exploited children in the county and to offer help to those children. In addition, a new web page (ProtectSanDiegoKids.org<http://www.protectsandiegokids.org>) features information on how to prevent human trafficking, how to spot it and how to report it if you suspect someone is a victim. An estimated 3.5 million people will see the billboard campaign during the first month. “Our message is clear. Our community will not tolerate the sale and purchase of children for sex,” DA Dumanis said. “We want everyone in San Diego County to be informed about this public safety crisis and understand how to be a part of the solution. Every exploited child should be offered a way out that is safe and immediate. The billboards that are appearing in San Diego County this week are one important step toward putting an end to this increasing crime.” Cases prosecuted under state sex trafficking statutes have more than tripled over the past four years in San Diego County. In 2009, the DA’s Office prosecuted nine cases under sex trafficking statutes; in 2012 that number jumped to 40. In 2013, 46 human trafficking cases were submitted to the District Attorney’s Office and 43 defendants were charged. Fifty victims of human trafficking were identified, including nine minors. During the first half of 2014, the DA’s Office filed 23 human trafficking-related cases. The FBI has designated San Diego County as a ‘high intensity child prostitution area.’ This form of modern-day slavery is a local and national epidemic and it is imperative that the public realize that children who are forced into selling their bodies are victims of child sexual abuse. Asked how much formal education he has, Jason replied “a lot.” His college studies have included the fields of economics, mathematics, applied physics and perceptual psychology. He lectures at UCLA and elsewhere. He quickly added that he never confuses education with intelligence, just as he jokingly pointed out that we should not automatically confuse advanced age with maturity. He said that he sees science and magic as the same thing. He regards magic as a way to inspire creativity and promote a sense of wonder, encouraging audiences to think about how the magic might be done. As with so many other things in life, there is often more than one way to accomplish something. If he told us how he does his magic tricks, we might be less inclined to think about new, different and perhaps much better ways to not only accomplish them but go well beyond them and create new things. To illustrate how “wonder can change everything,” he told us the story of how his “totally fake” magic trick was transformed by others into something very real. Researchers, after seeing Jason’s bending laser-light trick and wondering about it, devised a radical new metamaterial to bend certain frequencies of light around solid objects. “If the facts don’t fit the theory, change the facts.” - Albert Einstein What does Jason enjoy the most – and find the most difficult? “If something were to go wrong, that’s when you’ve got to turn it on. Every year of experience, every show you’ve ever done, is now working with you and you have to process what’s the fastest, most effective way to fix this problem.” He experienced that in today’s show and did not skip a beat, after a piece of equipment failed to work as expected. According to Jason’s mentor, “good magicians don’t make mistakes: great magicians can get through every mistake.” Think about that. It is one thing to be so well practiced at doing certain things that mistakes are not made; it is quite another to be able to improvise and grow – on stage, in front of a live audience. “Perception: See Beyond the Illusion” runs through Aug. 31, 2014. Also not to be missed is the North American premiere of “Illusion: Nothing Is As It Seems.” That is an appropriate name for the more than 20 exhibits on display, which combine magic, psychology, optical illusions and scientific reasoning.
