A Message from Mayor DeGraw
Dear Neighbors,
I am honored to begin my 13th year as Mayor. Over the past
year, city officials have focused on short and long-term economic
and physical development issues. As it turns out, those efforts
appear to be paying big dividends for our current residents and
those dividends are likely to extend to future generations. From my
perspective, the major changes that are occurring on the edges of
our community are allowing us to invest in improvements across
the entire community. This city continues to work to improve all
levels of service, infrastructure and quality of life. Our community
is stronger and more fiscally secure than I can ever remember.
We are fortunate that even as new development occurs in the
Grandview Yard and along Goodale Boulevard, investment within
the city’s core continues to be strong. Grandview Avenue remains
strong and vital. Much of the investment within the residential
core of the community is going toward remodeling and expansion.
This type of investment will serve to preserve and enhance the
character of our community.
The commitment to invest in our community cannot stop
now. In fact, in many ways we should consider that the cycle of
reinvestment has just begun. Our recent economic development
success is going to allow us to look further into the future to insure
all planning, service and design efforts work to cultivate the visions
and the aspirations of a generation of people who will live and
work here. My biggest goal for the next few years is to undertake
the means to reach out to residents to find out how people are
thinking about our community and what the public preferences
are with respect to how we choose to live. Some of the topics are
likely to include service levels, community character, sustainability,
multi-mobility, street character, civic facilities and recreational
programming. I intend to hold community/neighborhood
informational meetings throughout the year, so please sign-up to
be notified of the various gatherings. I would love to hear from you
in person. Again the purpose is to talk about and describe the city
of the future while at the same time taking care of more immediate
needs.
By the time this letter gets out, our city pool designers will be
close to beginning construction documents in anticipation of
a mid-August construction start. Wallace Gardens/McKinley
Park Improvement Plan will be on the agenda of the Grandview
Heights’ Park Board. Meetings will be held on February 11th and
March 10th in City Hall at 7:00 p.m. Both meetings will focus on
specific design details that will be included within the schematic
plan presented last fall. Residents are encouraged to attend. Results
of the meetings will be posted on the city web site.The Mayor’s
Traffic Advisory Committee will continue to meet throughout the
year. The committee did some great work in devising standards
and principles by which the city, if warranted, can address traffic
concerns. The plan shows how the city will respond to complaints,
how the issue will be measured and what types of measures the city
may utilize to solve an identified problem. We will also continue
to monitor the impact of traffic on our streets as new residential
and commercial development occurs inside and around our
community.
The committee did more than just look at traffic. A new bike
plan will be forwarded to city council. The plan identifies preferred
routes and shows how bike riders will be accommodated at
signalized intersections especially when the rider has to cross the
street to get to a path on the other side of the street. The group
is also focused on pedestrians ensuring that Grandview Heights
remains a comfortable and safe city in which to walk.
There will be a great deal of street and utility construction
underway this year. Some of the work will present short term
inconvenience to residents and motorists. The city is making an
effort to provide weekly construction progress updates on all the
projects once underway. Please see the information below and
take advantage of the various web-based ways you can receive this
information. Those residents and businesses (and schools) who are
directly impacted by a particular phase of a project will be given
direct notices at least a week ahead of scheduled work.
Finally, I would like to congratulate Council Member Steve
Gladman on his reelection. I also welcome Emily Keeler, our
newest Council Member. I look forward to working with Steve
Reynolds who is our newest past Council Member. I know they
will work hard for the residents of our community. I would also
like to thank Edward Hastie III and Tim Galvin for the work they
have done on council and wish them all the best in the future.

register is April 27. Forms that are

The sale will be advertised to the
greater Columbus area so business
will be brisk. Flyers listing all sale

Wheel-O-Rama
The Tour de Grandview will celebrate
23 years in Central Ohio when the event
returns Friday, June 17. This year’s race
will once again have a race course with
the start and finish line on First Ave.
Among the events scheduled for this
year’s race are world-class racing featuring
both men and women cyclists in multiple
professional categories, a “Kids Sprints”

annual Youth Advocate Services All Class

The Grandview Digfest, Now in its
6th year, is hosted by the Grandview
Area Chamber. It’s a celebration of
Ohio craft brews, micro-distilleries
and wines. Great food, exciting
entertainment and beverage-related
retailers are also on hand. Admission
and parking are free. Drink tickets must
be purchased on-site or on the website

Farmers’ Market
The Grandview Avenue Farmers’
Market will open the 2016 season
July 2. The market operates every
Saturday, 10:00am to 1:00pm in the
parking lot at Vino Vino, Grandview
Avenue at Third. The market is hosted
by the Wagenbrenner Company and
operated by the Pearl Alley Growers’
Association. The market coordinator
for Wagenbrenner is Kevin Lacey.
The market offers farm fresh seasonal
produce from apples to zucchini from
farm producers. Market offerings include
herbs, honey, creative jams and jellies,
fresh cut flowers, assorted baked goods,
handmade soaps, fresh made meats,
and more. Grandview Heights Library
mobile truck participates in the market
nearly every week! Area restaurants
have the opportunity to showcase their
creations for our customers on Saturdays
at the market. Local businesses may take
advantage of guest vendor times to sell
their products at the market. The market
is pleased to host a number of area nonprofits each market season.
Special market days are both fun
and educational. Market Sample Day
on August 13 gives customers the
opportunity to sample product from
each vendor. The growers’ association
provides a free apple for each of
our market patrons on Apple Day,
September 17.

The Summer Session
The Columbus Craft Beer Alliance’s
Summer Session is a celebration of low
alcohol lounging outdoors with session
beers that clock in at 5% and below.

We accept credit/debit cards from
VISA, MasterCard, and Discover. We
also accept checks made payable to
GPRD and cash. Full payment must
accompany registration.
Policies and Fees
First priority is given to the residents of
Grandview Heights and Marble Cliff.
To receive first priority and resident
rates, you must reside in Grandview
Heights or Marble Cliff.
Proof of residency such as valid drivers
license, photo ID card, or utility bill is
required.
Property owners not residing in
Grandview Heights or Marble Cliff do
not qualify for resident rates.
Participants residing outside of
Grandview Heights and Marble Cliff will
be charged a non-resident rate.
Participants working in Grandview
Heights or Marble Cliff do not qualify
for resident rates.
Registration and Cancellation
Register promptly to ensure your
position in the program. We reserve
the right to cancel programs due to
insufficient registration or cancellation
of facility. Registration is accepted
until a program is full. There is a
waiting list for popular programs
and if a space becomes available, you
will be called. Program dates, times,
locations and instructors are subject
to change. You will be contacted if a
program is cancelled.
Refund Policy
In order to cancel and receive a
refund (minus a $5.00 administration
fee), you must personally contact the
department office 48 hours prior to the
first program meeting. Please allow up
to four (4) weeks for processing refunds.
Please note: some programs have
a no refund policy. This is to ensure
maximum preparation and planning
for that program.

Grandview Baseball Softball
Association registration forms are
available now through the GBSA website
(www.gbsa.net). The program is for
boys and girls in grades 1st through 6th.
All completed registration forms are

Grandview Youth Football Association 2016 Season
Grade 3-4 - Fundamental Tackle
At this level your child will be
structurally introduced to tackle football,
building proper tackling techniques
and running standardized football
plays under strict rules and structures
designed to ease your player into tackle
and make them feel comfortable.
Grade 5-6- Advanced Tackle
This level will be staged similar to
a standard football game with rules
developed by the OHSAA. Continued
technique and fundamentals are taught
to ensure player safety. Players will
begin learning the primary systems of
the Middle and High school programs.

Entry Level flag consists of
fundamental learning and basic
football formats to introduce your
child to the world of football. Learning
basic plays and techniques will play an
intricate part in developing your first
or second year player.
Advanced Level Flag—Ages 7–8
Ages 7-8 (If your player is in third
grade they will be moved to Basic
Tackle) Flag play designed to further
introduce football structure by
implementing standardized plays,
formations and techniques to prepare
your child for future tackle levels.

Practices are twice a week starting
late July with games on Saturdays and
Sundays. Anyone interested in cheering

Whether your child is a girl or a
boy, a serious athlete or a novice,
Jump Start Sports has designed the
perfect camp to enable him or her to
have a meaningful summer filled with
fun, learning, and new friendships.
This camp features a different sport
each day. Monday-Soccer; TuesdayBasketball; Wednesday-Football &
Cheerleading; Thursday-Lacrosse;
and Friday-Olympics. Coaches and
counselors with expertise in the
featured sport implement a program
designed specifically for the ability
and understanding of each age group.
Campers learn about a different aspect
of the sport each day and apply what
they’ve learned by playing fun, lowkey games. Conducted by Jump Start

Soccer Buddies
This program is designed for
children to participate in a soccer
“clinic.” Everyone will learn proper

Hummingbirds Soccer
3–4 year olds have fun and learn the
basics of soccer: dribbling, passing,
trapping, shooting, defense, and
positioning. Each session consists of
instruction in each aspect of the game,
participants engage in fun drills that
are designed to teach fundamental
skills to such young children, and
low-key, non-competitive games. All
coaching will be conducted by Jump
Start Sports staff, but parents may
assist. Fee includes a team shirt and
participation medal.

Grandview Heights Library Offers Free WiFi in Parks
The Grandview Heights Public
Library, directed by Ryan McDonnell,
and funded with a grant from the
Grandview Public Library Foundation’s
Endowment Fund, has teamed up with
the Parks and Recreation Department
and the City of Grandview Heights
to install free public WiFi at several
Grandview park locations.
In addition to providing a valuable
resource to park visitors, the free WiFi
program supports multiple initiatives,
including: providing greater access
to the library’s growing collection
of digital content; promoting events
sponsored by the Grandview Heights
Library, Parks and Recreation
Department and the City of Grandview
Heights; providing outside working
space for individuals and businesses;
supporting the Grandview Heights
City School District’s 1:1 Computing,
a program providing students in
grades 9–12 with a mobile computing
device; and providing an emergency
communication network for first
responders in the event of a local
disaster.
“The Foundation is thrilled to
support a project that further extends
the reach of the Grandview Library,”
said Foundation Board President
Krista Sturbois. “It seemed like
the next logical step in connecting
the community, and we support it
wholeheartedly.”

Free WiFi is currently available at
Pierce Field Park and the Municipal

• To receive first priority and resident

• The Grandview Municipal Pool is a
smoke-free facility.

• Pool management reserves the
right to modify dates and hours of
operation due to inclement weather,
low attendance, pool maintenance or

The Grandview Pool is available for

and non-members may rent the pool

Marble Cliff Memberships
Memberships paid for by the
residents directly to the Parks and
Recreation Department. All resident
rates, early discount rates and other
fees for Grandview Residents apply

Department or Marble Cliff Village

Passes for applications received on

Evening lap swimming times will be
available again this summer. During
lap swim the diving boards will be

Senior Swim

Saturdays from 10:00–10:45 a.m. at no
cost, providing there is not a swim team
meet. Seniors must exit the pool at 10:45
a.m. and pay to re-enter after 11:00 a.m.

Grandview Gator Swim Team
The Grandview Gator Swim and
Dive Teams practice at the Grandview
Heights Municipal Pool. Gator
swimmers and divers must compete in
a minimum of 2 swim or dive meets
during the 2016 season. All Gator
parents are required to volunteer
a minimum of 2 meets during the
season. There will be a mandatory
parent meeting on April 6 at 7 p.m. in
the W. W. Williams Shelter at Wyman
Woods. A swim suit fitting will be held
on April 14 from 6:00 p.m.–8:00 p.m.
at the Wyman Woods Shelter as well.

Wallace Gardens and McKinley Field Improvements
The City of Grandview Heights
was approached in 2015 by a possible
donor, interested in helping with
improvements to the Wallace Gardens
property. The city began exploring
the possibilities, along with POD
Design, shortly thereafter. A public
engagement meeting to solicit feedback
and ideas on the early concepts was
held on September 17th, 2015. By
then, the design began to encompass
portions of McKinley Field Park as
well. In early 2016, it was determined
that the gardens design should
also include a Goodale Boulevard/
Grandview Avenue intersection
component, a “Gateway” design. As
of the time of this writing, public
meetings have been scheduled for
February 11th and March 10th, during
Parks Advisory Board meetings, and
in concert with members of the city’s
“Character Framework for Community
Investment” study committee. It is
expected that a more detailed plan will
be available for public review by the
March 10th meeting.
The conceptual plan for Wallace
Gardens and McKinley Field includes
several new features:
• An open air pavilion, possibly
a gazebo, on the east side of the
plots. This pavilion would create a
shaded spot for gardeners to relax,
a place to enjoy lunch, a place for
weddings, or a space for more formal
programming, which could include
a Farmer’s Market, community
theatre, or musical performances.
The pavilion would be supported
by an area just to its south of a
permeable brick plaza, which could
be further space used for a market,
staging area for other programming,
or even parking. To its north and
east there would be a terraced
amphitheater-style lawn built into
the hillside. This seating/terraced
area could be further enhanced with
stone or concrete retaining walls. A
pedestrian walk that could also act
as a one way loading drive would
connect the permeable plaza area to
the entrance driveway.
• On the south side of the garden plots,
we propose a permeable brick drive
aisle and turn-around associated
with a grass paver parking bay.
This would permit additional and
improved parking opportunities for
the gardens, as well as for over-flow
parking for adjacent McKinley Field.
• A City of Grandview Heights
gateway feature would be
constructed at the northeast corner
of the property (the southwest
corner of the Goodale Boulevard/
Grandview Avenue intersection).
This feature could be pergola-like.
It could also define the entrance
into the Gardens. This same design
could be repeated or complimented
on the NE (Wyman Woods) corner
and SE (Grandview Center) corner to
complete a “gateway” look.
• Additional pedestrian walkways
that not only provide beautiful views
of Wallace Gardens but also provide
connectivity between the gardens
and McKinley Field and other nearby
civic spaces.
• Signage, possibly mounted on a
stone or other natural material
wall, which would not only identify
donors to the project, but could also
interpret the history and meaning of
the Wallace Gardens property.
• An updated McKinley Field shelter,
which would include new exterior
materials to reflect recent design at
Pierce Field and Wyman Woods
• Bocce courts
• A “Nature Play” area, based on
heavy timber, boulders, vegetation
and primarily other natural elements
• Other proposed amenities include
an educational historical timeline
of Grandview Heights and park
lighting.

Pool Design and
Construction Updates
The City of Grandview Heights
advertised a Request for Qualifications
in April of 2015 for design firms
interested in designing a new
municipal pool. The RFQ process,
guided by the city’s Parks Advisory
Board, culminated in 7 firms
submitting. The Parks Advisory Board
selected 4 of the firms as finalists and
conducted interviews with them.
From the interviews, the board
recommended that the city hire MSA
Sport architects as the design team.
Two pool design workshops for
the public, conducted by the city and
MSA were held in late 2015 (October
28th and December 9th). MSA also
solicited ideas regarding design and
programming from members of
the city administration, Parks and
Recreation Department staff, and pool
staff. The community was also invited
to email design preferences to the parks
department directly. The December
9th workshop was especially wellattended and received. Participants
were divided into groups and provided
with “playing cards” which represented
available pool amenities. The cards
also had values for relative costs and
space requirements, and each group
kept a scoresheet to stay within space
and budget restrictions as they made
their selections. There were consistent
and helpful reports from each of the
6 groups who worked on the project,
indicating a desire for substantial
“open water” space, both 1-meter
and 3-meter diving boards, a slide,
a separate “tot” pool, a concession
stand, and for a new building that
could be relocated for better use of
the space, that would never-the-less
pay tribute to the current building
through design and materials. Other
concepts receiving substantial interest
were zero-depth entry, a climbing wall,
shade trees and night lighting.
The city also began pursuit of
a “construction manager at risk”
firm that would be paired with the
architect so that the pool could be
built via the CMaR model: rather
than the traditional “design/bid/
build” concept, the architect and
construction manager create a team
early in the design process to promote
their working together. Having the CM
available during the design typically

orders, a quicker construction period,
and reduced cost during construction.
The CMaR becomes responsible for
bidding out sub-contractor work,
and can select the subs on their
qualifications. The CMaR is also
responsible for offering the owner a
“guaranteed maximum price.” After
advertising a Request for Proposals in
November of 2015, the city received
5 submissions and in early January
of 2016, the Parks Advisory Board
selected 4 of the 5 submitting CMaR
firms for an interview. After the
interviews, the board recommended
the selection of Corna-Kokosing as the
CMaR. At the time of this writing, we
are completing contract details with
Corna-Kokosing and preparing to get
them working directly with MSA prior
to the next and final public pool design
workshop.
The design workshop remains TBA
at this time, but is expected to be in
late February or early March. Watch

The 2016 pool season will end
on Sunday, August 14th, just as the
Grandview schools prepare to re-open, to
allow a few extra weeks to complete the
work on a new pool facility. Demolition
of the existing facility and construction
of the new pool will begin shortly
thereafter. We look forward to a new
pool facility in the spring of 2017! 25
Grandview Urban Forestry
The City of Grandview Heights
is fortunate to have a beautiful
and diversified urban forest. Tree
maintenance has been part of
Grandview for many years and
is regulated by ordinance. Public
trees are an asset from which we
all benefit. They provide many
economic, environmental and social
benefits in addition to improving
the overall image and appearance
of the city. The majority of trees
between the sidewalk and curb are
public trees although this may vary.
Our tree program covers all
aspects of urban tree care. We
conduct inspections on a yearly
basis to locate clearance problems
(i.e. limbs blocking traffic signage,
lighting, walks or street right-ofway), hazards, as well as future
planting sites. The majority of the
work is performed during the winter
months, with the remainder being
completed during the summer. Any
trees removed during this process
are replaced the following fall.
Most work is performed after
notification with the exception of
some clearance issues. Any resident
wishing to maintain a city tree or
excavate on public right-of-way
adjacent to a tree must first contact
the city arborist (Ordinance 921.07).
Any special requests or concerns
should be forwarded to the Parks
and Recreation office. Tree removals,
pruning and plantings on city right-
of-way are done at no charge.
Each year we have a tree sale
where trees can be purchased for
public or private property. Any
trees intended for the public rightof-way must be pre-approved.
Permits are available at no cost,
at the Parks and Recreation
Office and must be submitted and
approved prior to planting. This
allows us to suggest proper plant
selection, and to avoid future
tree and utility conflicts. Trees
can also be purchased as a way of
memorializing a person or event.
The City of Grandview Heights has
been a Tree City USA for 32 years
and looks forward to continuing this
tradition of excellence.

5% administrative fee) shall be issued
when the cancellation is made 90 or
more days prior to the reservation date.
A 50% refund shall be issued when the
cancellation is made 30-89 days prior to
the reservation date. No refund will be
made when the cancellation is less than
30 days prior to the reservation date.
Street Tree Sale
The Parks & Recreation Department,
in conjunction with the Landscape
Advisory Board, is offering a Fall
Tree Sale. Tree orders will be taken
from August 15 through September
16, 2016. Both shade and ornamental
varieties will be offered. The trees will
be delivered to Grandview and Marble
Cliff residents in early November.
Trees intended for the city right-ofway will be planted by the Grandview
Parks and Recreation Department at
no extra charge. Pricing and selection

Memorial Tree Sale
Trees may be purchased as a way of
memorializing a person or an event.
A variety of tree species and planting
locations are available within the City

Memorial Tree Listing and a certificate

Wallace Gardens
Residents of Grandview and Marble
Cliff are invited to garden with us
at Wallace Gardens, located on the
southwest corner of Goodale Blvd. and
Grandview Ave. Two plot sizes (20' x
30' plots are $50.00 and 15' x 20' plots
are $35.00) are offered, although there
may be a waiting list. Call Parks and

The park areas adjacent to the plots
will be undergoing renovations after
August 2016, Access to the plots will be
maintained, but some spaces may be
unavailable during construction.
Tennis Court Lighting
Lights at Urlin Courts are available
on April 1–October 31 (weather

from dusk until 11:00 p.m.
Grandview Skatepark
The Grandview Skatepark is the
place to be if you’re a skateboarder
or in-line skater. There is a variety of
equipment available for all skill levels.

be a skatepark in the Fall of

The Grandview Parks & Recreation

donate towards the purchase of annuals,
volunteer to plant available annuals,

Yard Waste
Organic material only, NO plastics.
From April through November, yard
waste, if properly bundled or packaged,
will be picked up on Monday for all
Grandview Heights and Marble Cliff
residents. Yard waste shall not be set
out earlier than one (1) hour prior to
sunset on Sunday. Unless otherwise
indicated, bundles or bags of yard
waste shall be placed next to the alley
or if no alley exists, behind curb at the
street.
Tree limbs and shrubbery must be
cut and bundled with biodegradable
twine or string (no wire, plastics or
nylon string). Bundles should be no
larger than 2 feet in diameter, 4 feet
long and weighing no more than 50
pounds per bundle.
All storm damage must be treated
the same as yard waste unless it came
from a public tree. All private brush
which falls on city right-of-way will
be cleared by city crews either by
returning the debris to the property
of origin or by chipping if it would be
more efficient.
Grass, leaves and plant materials
must be placed in biodegradable
paper or other paper bags, not to
exceed 30 gallon capacity (plastic
or biodegradable plastic are not
permitted).
Neither dirt-covered roots
nor soil will be accepted
Residents may use a refuse container
for yard waste. The containers
must display a “Yard Waste” sticker
(obtained by calling (614) 488-4728),
weigh no more than 50 pounds when
full, and should not have limbs stick
out more than 12" above the top of the
container.
From December through March,
yard waste may be dropped off at the
Service Department between 7:30 a.m.
and 3:30 p.m. weekdays.

Goodwill Columbus will sponsor a
Donation Drive and E-Waste recycling
day on May 7, 2016 from 12:00 noon to
4:00 p.m. at the Service Department,
1525 Goodale Boulevard. Please
enter from Goodale Boulevard onto
Glendale Avenue. Goodwill Columbus
staff will unload items from your car.
You can drop off the following
items for FREE:

2016 Street Sweeping
Weather permitting, street sweeping
is tentatively scheduled for early
Spring. The exact dates will be
advertised in the This Week Tri-Village
News.
Your compliance with the “no
parking” signs for street sweeping is
critical to enable the City to remove
debris from the gutters and streets,
which, if allowed to accumulate,
contributes to localized flooding.
Spring Clean Up
The city will collect bulk items
FREE OF CHARGE from May 10–13
for residents of Grandview Heights
and Marble Cliff. Residents with alley
service should place their items next to
the alley, without alley service should
place their items at the curb on your
regular trash day only. To assist the
Service Department, please place small
loose items inside containers for easier
disposal.

spring, remember that rainy weather
washes accumulated pollutants from
your property down the storm drains,
directly to our streams and rivers.
Each resident can make a difference by
reducing salt usage on sidewalks and
driveways as much as possible. In the
springtime, consider options that will
limit your use of pesticides, herbicides
and fertilizers while maintaining
your lawn and garden. Remember:
everything washed or thrown into
a storm drain flows directly to our
streams and rivers.
Help protect Ohio’s water resources.
Ensure that only stormwater is
entering our storm system, and become
part of the stormwater pollution
solution in your neighborhood! To

For disposal of paint, and other
hazardous household materials
not listed above, please contact the
Solid Waste Authority (SWACO)
at (614) 871-5100 for a schedule of
drop-off locations. S.W.A.C.O. will
not accept: appliances, tires, trash,
propane tanks (over 20 lbs.) asbestos,
needles, medical waste, used oil, car
batteries, household cleaners and
latex paint. Latex paint, when dried,
is not considered hazardous and can
be disposed in your bagged and tied
trash. If the latex paint is not dried,
stabilize it with kitty litter or sawdust
before disposing of in the trash. Visit
