TO: Alamo Municipal Advisory Committee FROM: Susan Cohen, Special Districts SUBJECT: Livorna Park Bocce Courts - Completion of Preliminary Project Scoping ~iAJ-\J/J~ Background: On February 5, 2013 Alamo MuniCipal AdviSOry Council (MAC) accepted County staff's recommendation to spend up to $15,000 of County Service Area (CSA) R-7A funds to develop a project plan to replace the existing sand volleyball court in Livorna Park with two bocce ball courts. At the April 2, 2013 MAC meeting County staff presented bocce ball court options and cost estimates and these were further discussed at the May 7, 2013 MAC meeting which took place after a field visit. Two field visits were made by the MAC's Parks and Recreation Working Group (David Barclay, Ed Best and Steve Mick) to view the proposed location, try various layouts and discuss other project details. After the second field visit, County staff incorporated specific features into the attached drawing for the MAC's consideration. The estimated total cost for this revised preliminary project proposal is $597,696. Specificallr,--as-aresult of the-May 1ih field visit, the following elements were changed or confirmed (see revised drawing): Courts Size and Surface • 2 courts: Length 78 feet, Width 12 feet • SynthetiC surface similar to Campo de Bocce in Livermore Benches • Match benches around gazebo. 2' x 8' long, no backs • 1 bench at the end of each court. No back • 8' benches in the middle. No backs (Note: Only one row of benches may be able to fit to allow for ADA clearance of 48.") • 2 courses of brick around benches (similar to gazebo bench work) Trellis structure-remains Kiosk Structure-remains possible lighting.) (Note: provide electrical to kiosk for future "Accredited by the American Public Works Association" 255 Glacier Drive Martinez, CA 94553-4825 TEL: (925) 313-2000 • FAX: (925) 313-2333 www.cccpublicworks.org Trash receptacles-remain as shown on original drawing Area Surrounding Courts • • • • • • • • • • 40' x 90' concrete pad 8 feet between courts 4 feet on the edges 6 feet on the ends Deck starts right near drain (4 feet) 14' 6" from easterly sidewalk 22 feet from BBQ concrete Retain all trees except 1 (Note: 2 trees must be removed) Retain as much field as possible ADA access - Consider adding access at the west side once "as-built" survey is done during design development phase Electrical • • Add conduit for lights (but don't add lights at this time) Add electrical outlets in middle Edge Treatment and Sitting Walls • • Fence is to define the space-height no more than gazebo at 3' 6" (3 feet high) Add sitting walls on the ends, corners, decorative tops (brick) Working with an experienced landscape architect, and after thorough review of the considerations including two field visits receiving input from the MAC's Parks and Recreation Working Group, staff has developed a basic project scope and cost estimate for construction and long-term maintenance of bocce ball courts at Livorna Park. Recommendations: 1) Recommend moving forward on bocce ball courts in Livorna Park using Measure WW park bond extension funds that are available for this type of park development. 2) Recommend the type of bocce ball courts desired as described in this memo and the attached sketch, and request staff to implement next steps. (See attached estimated timetable.) 3) Initiate CEQA review now that project features are determined. 4) Authorize up to $50,000 for further project development costs.
