as on-site services and referrals to our many partner agencies and organizations.

Note: Responses to these questions were prepared by John

About how many residents are enrolled in evacuation
transportation?
The City of Galveston had 1,032 citizens enrolled in the city’s
program as of 7/24/08. A separate database of individuals who
have called the State of Texas 2-1-1 program lists 750 requiring
transportation. These 750 indicate they will need transportation for an additional 979 family members evacuating with
them. Individual nursing homes and treatment facilities have
responsibility for evacuating their residents as well, and these

numbers are in addition to the city-county numbers listed
here. We suspect there are many others who need assistance
evacuating but have not registered for assistance with their
community. They, or a friend or family member, should call
2-1-1 or their local office of emergency management as soon as
possible. Individuals who are evacuated from Galveston County
on public buses will be transported to shelters in Austin, where
they will remain until they can safely return home.
How many people can the county enroll?
Galveston County and each of the cities in the county will
enroll every citizen requesting assistance to evacuate. Followup interviews are conducted to ensure the information that
call-takers collect is accurate, and to determine for certain
the evacuees’ specific needs.

Some individuals who request an ambulance may only need a wheelchair lift, for
example. Others may believe they can be
transported on a charter bus or school
bus, but in reality may be better off in
an ambulance. Emergency medical personnel and health care providers assist
the cities and county in making the best
possible arrangements for each evacuee.
Remember, however, that individuals and
their loved ones are ultimately responsible for their own personal emergency
planning. City, county and state efforts
are focused on assisting citizens who
have no resources or ability to evacuate
on their own.

to care for them. Individuals with special
medical needs, including those who rely
on dialysis, need to work with their service providers to ensure multiple treatment options and locations in the event a
mandatory evacuation is ordered. A public shelter may be adequate for some, but
this option may not be the best choice for
others. Because individual needs are so
varied, it is very important for friends and
relatives to register their medically needy
family members in advance. You should
not wait until several hours before a
storm makes landfall to begin these
arrangements.
Does the county intend to open
the southbound lanes of I-45 to help
the flow of traffic? (I saw the photographs of the evacuation of South
Padre Island for Dolly and only the 2
lanes to the Mainland were open).
Are there special accommodations
for Mental Health Mental Retardation (MHMR) patients?
We are assuming you are referring
to “contra-flow” or “reverse flow” of the
southbound lanes to expand the number of northbound lanes for evacuees.
The Texas Department of Public Safety,
in cooperation with the Texas Department of Transportation, has detailed
contra-flow plans for Interstate 45 North,
Interstate 10 West, U.S. 290 North and
U.S. 59 North. Should traffic conditions
warrant prior to landfall of a major hurricane, contra-flow will be implemented
at 36 hours prior to tropical storm-force
winds arriving at the coast. Citizens
seeking detailed information about where

For complex engineering reasons,
manpower shortages, and overall public
safety, contra-flow will begin outside of
the Houston metropolitan area. Mandatory evacuation of portions of Galveston County may begin as early as 60
hours prior to landfall, depending on
the storm’s distance from our shoreline.
The county will evacuate by groups of
zip codes, beginning with the coastal zip
codes and then moving inland. To avoid
getting caught in contra-flow traffic, citizens should leave when their zip code is
announced for evacuation. For a closer

What plans have been made for
those people who are critically ill,
such as dialysis patients?
Individuals who are critically ill and
who have registered with their city, the
county, or 2-1-1 will receive evacua-

into an interlocal agreement with the
City of Galveston to provide at least 2-3
experienced and qualified mental health
professionals, as well as handicap-accessible vehicles and drivers, to accompany
them to their evacuation site in Austin.
This staff will remain in the shelters,
and in conjunction with UTMB medical
staff, provide mental health assistance
to evacuees as well as staff personnel.
Similar offers have been made to the City
of Texas City and Brazoria County, but at
this time are still pending. The Center’s
crisis hotline number will remain in
operation as long as safely possible; but
in the event of an evacuation situation
will have restricted direct response capabilities – even though several clinical staff
will remain available in the community
as may be needed. The Center will not
dispatch any staff personnel unless it
is safe for them to travel about the community.
The Center will work to provide all
consumers served basic information on
which medical information and prescriptions to have with them. A card for their
wallet will provide information about
their prescriptions, and their primary
point of contact in the Center. The Center
has a procedure in place to work with
consumers to assure sufficient medications, as psychiatric medications are not
included in the national stockpile.
The Center staff working out of the
Salvation Army’s offices strives to educate this population on the evacuation
process and the importance of pre-registration. Their transient nature ensures,
however, that appropriate planning may
always be a challenge.
How will the county handle
undocumented residents?
Galveston County’s evacuees will
depart for shelters in Austin from either
the Island Community Center, 4700
Broadway in Galveston, or the Charles T.
Doyle Center, 2010 Fifth Ave. N. in Texas
City. Individuals who arrive at either the
Island Community Center or the Doyle
Center will complete registration forms
designed to collect basis information:
Name, address, names of those traveling
with them, pet information, medications
or special needs. The forms will help
medical and shelter workers properly
care for the evacuees and ensure that
other family members can locate them.
City and county volunteers will ride the
buses to Austin and will help evacuees
complete the forms. Nationality will not
be an issue. All evacuees will be returned
to the departure hubs in Galveston and
Texas City, more than likely on the same
buses that transported them to Austin.
Note, however, that there is nothing to
stop an evacuee from leaving a shelter.
No one can be forced to get on a bus or
forced to stay at a shelter.
Will residents be encouraged to
have medical directives or decedent
affairs on hand in the event of an
evacuation?
Evacuees are encouraged to bring any
documents they believe will be helpful
in terms of personal identification and
personal medical care. Important papers
can be carried in a purse or backpack,
preferably protected in plastic.
Anything else that you would like
to add?
The City of Galveston, County of
Galveston and Gulf Coast Center all
have excellent web sites that provide
helpful information for evacuees and
those with special needs. The Galveston
city site is www.cityofgalveston.org. The
Galveston County site is www.gcoem.org.
And finally, the Gulf Coast Center site is
www.gcmhmr.com. The Center’s website
will be one of the primary resources for
informing staff, clients, and the community of the agency’s status following
a storm, including service changes or
locations. The Center works closely with
the emergency management community
to provide basic mental health response
training as well as assistance in the event
of an emergency. The city and county
sites will be used to inform city-county
staff as well as the general public about
post-storm issues, including re-entry
into the county and the availability of
essential services.

suggestions and
information. The Jesse Tree has come to
be known as an invisible infrastructure
depending on the Internet to integrate
medical care, social services and ministries. This reduces the need to travel from
one place to another and maximizes the
assistance one can get in one location.
We’ve emulated a managed care system for
those who once had to wander the maze of
resources alone. So, it is with great excitement that I announce yet another “cutting-edge” solution from The Jesse Tree.
In an effort to utilize technology to assist
the vulnerable people of our region, and
with the help of our good friends at MediData, Inc. in Dallas, we are introducing
a new method to encrypt information for
those who might one day face evacuation
and re-location. When important information and documents have been gathered,
a wristband or necklace embedded with
a “memory stick” will be used to download the information that can be “worn”
in the event of an evacuation, and the
information can be generated at the next
operable computer station. This takes the
concept of the medic-alert bracelet to a
new dimension and will secure access to
the individual’s funding sources, health
records and contact information.
The Jesse Tree’s name sprang from the
scripture passage:
“A shoot will come up from the

situations. They have also encouraged
people of faith to use the good gifts we’re
given to work together for the good of

After finishing my second year at the
University of Texas in Austin, I was
looking for something to do over the
summer. When The Jesse Tree asked
me to come back to work as a summer
intern, I thought that once again I would
be the only intern, and that I would be
taking over my old job of data entry and
filing. My first day back, I learned that I
would intern with a group of wonderful
students on many different projects over
the summer. A new experience for me at
the Jesse Tree this year was helping out
with Friday Food Fairs. At the beginning
of the summer, I thought that waking up
early and going to work to help set up
chairs, tables and tents was not going to
be very much fun. Turns out, it is! After
several weeks of enrolling individuals and
their family, I felt more connected to the
work that I did in the office. With the help
of many wonderful volunteers and all the
staff at the Jesse Tree, I have come to love
waking up early on Friday mornings to
help others.
When Opportunity
Knocks

This summer I had one of the best opportunities of my life. Unfortunately, that
opportunity wasn’t easy nor did it involve
thousands of dollars; instead it was one of
my most memorable summers and rewarding experiences. A few days into my job, I
wished that I had a large tattoo across my
forehead reading, “I am sixteen; I can not
help you”. Later, I was happy that I didn’t get
that tattoo, because I became more eager to
help. I was impacting people’s lives, and as
they shared their stories, I became aware
of things that didn’t directly affect me, yet
I took them to heart. I heard stories about
the most sympathetic situations, yet people
remained optimistic. My job brought a new
prospective. When people returned just to
tell me that they found a job or a place to
stay, the glow on their face became the most
rewarding experience. This was so much so
that when I knew a person’s predicament, I
wanted to hear good news and to share the
joy of yet another improved life thanks to
his or her dedication and help from the Jesse
Tree. It is a blessing to have been part of the
effort and experience of The Jesse Tree this
summer.

After a Hurricane or
Tropical Storm Health/
Safety Tips

people that remaining healthy and safe
is important not only
before and during but
also after a hurricane
or tropical storm.
Those returning to an impacted area
should stay out of areas which could
be dangerous and where their presence
will interfere with recovery work. Do
not drive unless you must. Roads should
be left clear for emergency vehicles and
debris-removal equipment. Remember,
debris-filled streets are dangerous.
Be wary of inland flooding. Citizens
returning home should expect the worst
and take precautions to assure their safety. Precautions to take when returning
home:
• Beware of loose or dangling power
lines. Many lives are lost through electrocution.
• Do not use the telephone except for
major emergencies.
• Walk cautiously and watch out for
snakes.
• Be cautious around dangerous or
frightened animals.
• Do not use water until you receive
word that it is safe. Eat only foods you are
absolutely sure are safe. If power has been
out, food that was refrigerated or frozen
may not be safe to eat.
• Do not use candles to light your
home if there is no electricity, and do not
attempt to turn on utilities. Use batteryoperated flashlights or lanterns.
• Use care when handling power tools,
gas lanterns, generators and matches.
• Listen to local radio stations for
official disaster-relief information and
instruction.
As residents begin the task of recovery from a tropical storm or hurricane,
health district officials ask individuals
to be aware of the warning signs of heat
exhaustion. Heat exhaustion is a milder form of heat-related illness that can
develop after several days of exposure
to high temperatures and inadequate or
unbalanced replacement of fluids. Those
most prone to heat exhaustion are elderly
people, people with high blood pressure
and people working or exercising in a hot
environment.
WARNING SIGNS OF HEAT
EXHAUSTION VARY BUT MAY
INCLUDE THE FOLLOWING:
• Heavy sweating
• Paleness
• Muscle cramps
• Fatigue
• Weakness & dizziness
• Headache
• Nausea or vomiting
• Fainting
• Skin: may be cool and moist
• Pulse rate: fast and weak
• Breathing: fast and shallow
WHAT TO DO IF HEAT EXHAUSTION IS SUSPECTED:
Cooling measures that may be effective
include the following:
• Drink cool, non-alcoholic beverages
• Rest in an air-conditioned environment if available
• Take a cool shower, bath or sponge
bath
• Wear lightweight clothing
• Prevent sunburn, which damages the
skin’s ability to dissipate heat, by wearing
sunscreen of at least 30 SPF.

NOW is the time to prepare for a disaster! Be ready to evacuate early and avoid the traffic congestion. Putting together a
disaster supply kit and gathering all your documents may seem
like just too much work and downright overwhelming. It can be
a much easier task if you break it down into smaller steps. Get
a box or paper bag, and start by putting in two items every day.
On the first day, you might want to put in a flashlight and a set
of batteries. On the following day, put two more items into the
box—perhaps a can of tuna and a can opener. Maybe on the
third day, you can throw in some old prescription bottles. Eventually, you can obtain sturdy plastic containers for the supplies
and documents that you have gathered. Within a few weeks,
you can build up your kit, and actually be ready! Start NOW.

Prescription Advocacy
Program (PAP)
The national debate over health insurance affects everyone. A portion of a
person’s annual premium underwrites
treatment costs for the uninsured; therefore, each insured person pays a higher
co-pay for doctor visits and prescriptions.
Many people do not have health insurance. The uninsured are 25% of our
state’s population or 5.7 million Texans—
more than any other state in the Union.
Even if those uninsured are able to see a
doctor, there is a further challenge to find
the funds to buy their prescription drugs.
For those who are unable to purchase
or otherwise obtain their prescription
drugs, the Jesse Tree’s Prescription Advocacy Program (PAP) can directly assist
you in the following ways:
i)
For anyone, insured or not, PAP
will review medications to determine if
the client is receiving the best price for his
or her medicine
ii)
If a person is insured or underinsured with no prescription benefits,
PAP will:
1. Provide at NO cost a prescription
drug card with maximum savings by
mail-order pharmacies.
2. Determine which pharmacy has the
best pricing for a person’s prescriptions.
v)
If people’s present financial
circumstances prevent them from buying
their drugs, PAP can help.
The steps are:
1. Complete an application and agree
to an Adherence Plan which entitles them
to these PAP services:
2. PAP will identify and provide applicants with a drug coupon that will fund
a free one month supply or reduced cost
supply.
3.
If a coupon is not available,
PAP will identify drug company patient
assistance programs that a client might
qualify for based upon his or her income.
4.
PAP workers will directly assist
clients to complete any required forms
including coordinating forms from doctors and, whenever financially possible,
provide one month pending approval of
the application for assistance.
5.
PAP will continue to provide
ongoing counseling and referrals to
support groups if clients suffer from a
chronic condition.
If seniors have Part D coverage for prescriptions or are about to turn 65 and are
wondering which company to select for
Part D coverage, PAP will:
i)
Review prescriptions to determine which insurance company provides
the best price for medications
ii)
assist clients to complete applications and apply for Part D coverage
iii) review clients’ Part D coverage
at any time during the year to determine
if they need to change their insurance
carrier at the end of the year.

“Good afternoon Astros fans,”
says Bob Ford, the Houston Astros’ public address announcer,
dubbed the Voice of God. Ford is
the Master of Ceremony for the
Galveston County 501-3C organization D’Feet Breast Cancer fun run
scheduled for October 18 at Moody
Gardens in Galveston. Everyone is
excited about it.
Primarily a woman’s disease,
there is often little thought given
to the effect on the men in these
women’s lives. Ford’s presence is
expected to heighten the focus on
the fact that this is not only a woman’s disease but a family disease,
affecting every member. Without
the love and support of their family,
breast cancer patients are besieged.
This year, we honor those women
who spend many hours with breast
cancer patients; we recognize as
2008 D’Feet Angels of Honor:

Escaping next
hurricane could be a
doodle

It’s heartwarming to
know that
all the bad
things that
happened
to us while
we were
running
from Hur ricane Rita
won’t happen again.
Bruce Clawson says that’s
true and I believe him.
Clawson and the city, county, state and law-enforcement
officials involved in keeping
Galveston County residents
safe held a “Hurricane Meeting”
July 17 and, of all in attendance, Clawson was the most
surprised. He had expected
maybe 150 people.
About 500 attended. What
did he expect? He had promised free barbecue sandwiches
and door prizes.
What all these folks found out
is that the mayors of Galveston
and Houston are joining with
all the nearby county judges
to figure out who will evacuate
when.
That will make the Houston
gang think twice about ordering an evacuation, especially if
they look at a map of projected
storm surge.
That’s how high the water
will get in a worst-case scenario, a Category 5 storm. It won’t
be deep enough to drown in at
Santa Fe High School, where
many people parked their rolling stock during Hurricane
Rita. (It could be as deep as 24
feet in Texas City.)
Clawson says that, if you get
west past Brazoria County, you
will be OK. North to Spring
or Conroe also seems to be
safe. East is not such a good
idea, because a storm hitting
Galveston travels up through
Beaumont and into the Piney
Woods, as many Rita evacuees
found.
Of course, you have to go
where a door will be open for
you.
People without a way out of
town can call 211 and arrange
for bus transportation to a
shelter in Austin, which is
already arranged. You can take
your pets in carriers.
Gasoline trucks will bring in
extra fuel at the earliest sign of
a storm, so everybody can get
out of town. Then the trucks
will go up the highways so people can refuel.
Contra-flow lanes are already
arranged. Blockades will prevent southbound traffic so traffic going north can also use
those lanes to do so.
Those blocked side roads
how ridiculous! won’t happen
next time, except for Spur 330
in Baytown. But, if you take a
side road, you may not have
access to gas and other help,
like wrecker service.
Service stations and cafés
are being urged to stay open.
If they’re ready ahead of time,
they’ll make a lot of money and
the evacuating masses will be
forever grateful. Remember the
lack of bathrooms?
The Hurricane Rita evacuation was horrifying. But, like all
other really bad stuff, it taught
us powerful lessons the powers-that-be, God bless them,
have taken to heart.
If the press, especially TV,
follow the plan, they will know
that the evacuation will be
announced by ZIP codes and
can broadcast appropriately.
I don’t know why they like to
scare people unnecessarily. I
guess it comes from the mindset that insists on calling their
departments “Severe Weather.”
If you leave, have enough
stuff to be self-sufficient for
three days after you return
home. If you stay, have more. If
a storm is really bad, you may
not be allowed to return even
after three days, because the
town has to be made safe.
Texas City residents can sign
up at 409-643-5747 to get a
call, wherever they are, telling
them when it is safe to return
home.

that a child can see the chalkboard clearly, believing that he
or she can read aloud in class
without hesitating, or believing
that a parent can safely drive to
work.
For the clients of Prevent Blindness Texas, seeing and believing
are a challenge.
It is a physical challenge and a
financial challenge.
It impacts independence, learning, self-esteem, mobility and
quality of life. Fortunately, this
is a challenge we can address.
Through vision screenings,
Prevent Blindness Texas identifies children and adults in need
of vision care as well as those at
risk for eye disease.
Treating visual impairments is
critical in preventing unnecessary vision loss; however, our
clients are unable to pay for an
eye exam or glasses. For most,
it is a decision between glasses
or medication, between glasses

My trip to the other side of
the world is now coming to a
close. A month at The Jesse
Tree followed by a month in
Hanoi, Vietnam makes for an
interesting summer, to say the
least! Surprisingly, I am able to
draw parallels between my two
summer experiences in a way I
never would have imagined.
Two internships at The
Jesse Tree have revealed to me
the importance of community awareness. I have seen the
organization effectively welcome
and assist people in numerous
ways, functioning for and by the
Galveston community. Here in

the benefit of caring for others

focus is organized and intentional at The Jesse Tree, where-

adults had their vision screened
by Prevent Blindness Texas.
More than 1,200 of these individuals required a comprehensive eye exam. More than 900
needed glasses they could not
afford.
Fortunately, our caring community embraces those individuals who need help. Through the
Prevent Blindness Texas Partners in Prevention program, eye
care professionals donate free
eye exams and if necessary free
eye glasses to those individuals
who have failed a Prevent Blindness Texas screening and are
unable to pay.

as community in Vietnam is a
natural aspect of the society.
Regardless of how community displays itself, I rejoice
in its existence. The ability to
live beyond one’s bubble makes
the world a better place. The
similarities I’ve seen between
a non-profit organization and
a volunteer teaching position
in Hanoi, Vietnam remind me
of one truth. People are people wherever we go, and they
are what make an experience
worthwhile.

Champions For Health (CFH) is a group of community organizations whose mission is
to promote prostate cancer awareness, influence informed decision-making and educate
Galveston County about men’s health issues. CFH was organized in August 2007 through
The Jesse Tree, AgriLife, and Hallelujah to Health to promote men’s health.

CFH members were trained on the basics of prostate cancer, on informed decisionmaking and on cancer resources in September and November 2007. According to training
evaluation, the group was ready, confident, and dedicated to communicating the facts, resources, and details about prostate cancer and informed decision-making. After training,
CFH members developed action steps to address prostate cancer awareness in Galveston
County. Members, with the assistance of Texas AgriLife Extension, developed two educational tools to educate men and the women who love them—a fact sheet and a postcard. A
prostate cancer presentation was developed, and the group selected a prostate cancer educational DVD to use in its presentations and outreach to the community. CFH also created
its own motto—This Time…It’s about You!

soup. She has five children to feed; fortunately,
she also has a Lone Star
Card in her purse.
This card is her key
to the Food Stamp Program—the first line of
defense against hunger
for low-income Americans
since 1977. Each month,
millions of families get
help from this federal
program, which is administered in Texas by
the Health and Human
Services Commission
(HHSC).
Food stamps help
people with little or no in-
come purchase food from
local stores. It is available
to families who meet the
income limits set by the
program; applications
are reviewed by state
workers. The program
allows for certain deductions like housing costs,
child support, medical
expenses and child-care
costs.
In Texas, more than
2.3 million people get
food stamps each month.
The average household
receives $245 in benefits monthly. The state
also has an emergency
food stamp program that
helps families get benefits
quickly in emergency
situations.
Once approved for food
stamps, the person or
family receives a Lone
Star Card. This is a
plastic card that is used
like a credit or debit card
at the cash register to
pay for purchases. Each
month, the family’s approved monthly food
stamp amount is placed
in the card’s account.

website includes basic
information about food
stamps and a food stamp
estimator that you can fill
out to determine if you or
your family can qualify
for benefits. The website
also includes a list of
more than 300 offices
across the state where
families can apply for
food stamps.
Food stamps can be
used at most grocery
stores to buy breads and
cereals, dairy products,
fruits and vegetables,
meat and fish, and other
foods. Food stamps
cannot be used to purchase alcohol, pet food,
household supplies such
as paper towels and soap,
nor hot foods that are
eaten in the stores. Food
stamps cannot be exchanged for cash.

Earned Income Credit

Clients of The Jesse Tree might be eligible for
an Earned Income Tax Credit amounting up to
$4000. (EITC) is a refundable federal income
tax credit for low-income working individuals
and families. Taxpayers must meet eligibility
requirements, which include filing a tax return,
providing family members’ social security numbers, meeting adjusted gross income limits, being
between the ages of 25-65, not having excessive interest and dividends,
being a resident alien or married to a resident.
For details, get Form W-5, Earned Income Credit Advance Payment
Certificate, from the IRS website at www.irs.gov, or by calling the IRS at
1-800-829-3676. Taxpayers might be able to get a refund in advance;
regardless, they must file a Form 1040 or Form 1040A.
The Earned Income refund is based on a schedule which includes
joint taxpayers and children, step children, grandchildren, adopted or
foster children under the age of 19 (24 if a student), or a child that lived
with the taxpayer for over half of the tax year.

Fuel costs have planners fearing
some may decide to take a gamble

With hurricane season here, traffic
message boards on Houston’s freeways
are once again warning residents to be
ready.
But this year’s warning reveals something on the minds of those responsible
¬ evacuations — high fuel prices.
Last year’s phrase, “Keep your gas
tanks full,” has been replaced by a
simple “Be prepared.”
Yes, gas prices were a consideration
in the change, says Scott Alley, an
emergency operations manager for the
Texas Department of Transportation.
After all, a full tank of gas for most
people costs north of $70 these days.
Fuel prices have risen nearly 50 percent
since the 2005 evacuation in advance
of Hurricane Rita. Regular gas back
then cost about $2.70 a gallon.
Not only are emergency managers
sensitive to today’s rising fuel prices,
they’re concerned what it might mean
the next time a storm threatens.
“We have agonized over this,” said
John Simsen, emergency management
coordinator for Galveston County.
People evacuating because of a hurricane won’t see a gasoline discount. The
state’s plan with gas station operators
— designed to ensure fuel availability
along evacuation routes — calls for
gasoline to be sold at market rates.
“It is difficult enough to counsel
those who say they will not leave
because of Rita-type traffic fears,”
Simsen said. “Add $4-plus gas prices,
and we may have more citizens throwing the dice instead of heeding mandatory evacuation calls.
“For those closest to the coast, this
could be tragic,” he said. “If they
decide at the height of the storm they
want to be rescued, first responders
may not be able to get to them.”
Another consequence of high fuel
prices may be that more residents opt
for government-sponsored bus service designed to carry needy people to
inland shelters in cities such as Dallas
and Austin.
Recognizing this concern, the Texas
Department of Emergency Management recently increased the number
of buses under contract for emergency
evacuation from 1,100 to 1,350, said
Allison Castle, spokeswoman for Gov.
Rick Perry.
Stricter building codes
Democratic state Sen. Mario Gallegos, a Houston-area legislator who
chairs a Senate subcommittee on flooding and evacuations, said gas prices
would be less of an issue if the state
had more sensible evacuation policies. He would like to see new public
schools built with state funds to follow
stricter building codes to make them
hurricane-proof and suitable for use
as shelters.
The goal would be to allow coastal
residents to evacuate only a few miles
to sturdy schools outside storm surge
zones rather than hundreds of miles
inland. A similar program is used in
Florida.
Already, Gallegos has secured a
pledge from the Houston Independent
School District under which four of
the 24 schools to be built as part of an
$805 million bond issue will meet such
standards.
“The gas price issue only raises the
importance of this as an alternative to
long-distance evacuations,” Gallegos
said.
But not everyone is convinced that
high fuel costs will be a deal breaker
for coastal residents thinking about
evacuating. Bob Stein, dean of social
sciences at Rice University, said polling
of Rita evacuees found that gas prices
weren’t a strong factor in people’s
decisions.
What matters, he said, is whether
people perceive they are at risk from
a storm. Stein found that homeowners’ perceptions about the risk they
faced often didn’t match evacuation
zone maps provided by Harris County.
“This might have accounted for a large
number of unnecessary evacuations,”
he said.
After Hurricane Rita, officials
launched an effort to better educate
residents about the region’s storm surge
boundaries.
Rita’s evacuees
Officials were concerned because
about half of Rita’s evacuees weren’t
at risk from the storm surge, a hurricane’s deadliest threat. These so-called
“shadow evacuees” helped clog the
roads and made it difficult for coastal
residents to flee.
So, prior to the 2006 and 2007 hurricane seasons, officials urged residents
of inland areas to think twice before
leaving in advance of a storm. In the
past, emergency managers usually
campaigned to get as many residents
out as possible.
Now, with high fuel costs, the focus
may have to shift back to ensuring
that residents in harm’s way take to
the road.
And residents of inland areas might
just opt to stay at home.
