The telco giant wants to erect an antenna atop Wellington Village IGA, close to North Morley primary school, businesses and homes. The Voice has seen a Daly International design document showing the tower to be about 5m. “Low-impact” towers (defined as under 5m) come under federal law and don’t require council approval. Children’s Dress Shoes A head for business W E are about 15 minutes into the longest conversation I have ever had about hats when milliner Susi Rigg confesses she cannot actually wear a hat. “I don’t have a hat head,” she says with a laugh. Something about having a thin face, apparently, makes one’s noggin ill-suited to headwear. Thankfully Rigg informs me my face suits a hat. This is welcome news as I’d recently made a terrible mistake and shaved my head: The effect so alarming I’d walked out of the barber’s shop and straight into Bodkins Bootery to buy a new hat. It suits me, Rigg says. And I trust her judgement. She’s worked in film and stage fashion for years. She has sartorial souvenirs from Salem’s Lot and Ned Kelly scattered about her store, along with a lifetime’s collection of vintage costumes and beautifully handmade hats. There’s an array of burlesque and race-day outfits, gorgeous shoes from a bygone era, and even an original Victorian girl’s dress passed down through the ages. But Rigg’s decided it’s time to move her collection into other hands and consider retirement. “I don’t want to retire,” she sigh. “But it’s hard to get a job TRADERS DAVID BELL when you’re 60.” Film work still comes in here and there, but the shopfront in a Beaufort Street arcade is quiet these days; like the small town from that Bruce Springsteen song, the folk don’t come round here much no more. Rigg’s been here five years, but business has waned since the restaurant in the arcade closed about eight months ago. It’s quiet now. In the half-hour I spend there one passer-by does come in, but is looking for public toilets. Rigg unlocks the building next door with a friendly smile. And everyone knows the story about rents on Beaufort Street: As the area becomes gentrified the landlords think they can charge a fortune. They’re wrong, by the way, and one by one the individualistic retailers close shop and move out: Bodkins on Beaufort, Planet’s corner store, Heart and Home, along with a slew of clothing shops down the Highgate end. Rigg isn’t sure of her plans longterm. Maintaining a storefront is a hard ask. She mentions the thought of operating from home, selling her wares online. It’s a move a lot of traders have had to make to keep up with a rapidly evolving market. “I reach more customers that way,” she says. Cr Mike Sabatino—a veteran Kenyon critic—had moved the nosh-ups be scrapped to save around $45,000 a year. With Cr Kenyon’s “super six” faction reduced to four—Cr Barry McKenna (heart attack) and Cr Marlene Robinson (knee replacement) are on leave—Cr Sabatino had five votes to push the measure through. Facing defeat, all four of the Kenyon faction declared a financial interest in the item and left the chamber, en masse. At least six councillors are required for a quorum, resulting in the item being held over to next month’s council meeting. Crs Robinson and McKenna are expected to return for that meeting, giving the mayor’s faction the upper hand again. Cr Mike Anderton described the walkout as hypocritical, saying councillors who’d walked out had voted on the issue previously without complaint. “Two of the councillors who walked out last Tuesday— because they weren’t sure if they could vote on the topic— actually voted on the same topic at the annual general meeting of electors last December,” he scoffed. Cr Kenyon said recent changes to the local government act “had created uncertainty”. “My fellow councillors and myself felt that it was appropriate to exercise due diligence by declaring an interest pending the outcome of legal opinion on if we can actually take part in debate on this matter,” he said. The mayor said the dinners were networking opportunities with councillors, MPs and dignitaries that, “far outweighs the cost”. Liquorland employee Simon Goodall says no beer was injured. The truck clipped the corner store around 7.30am causing damage to the security camera, signage and protruding awning. Michael Keenan and Tony Abbott have voted against the NBN 14 times in the parliament: They have attempted to block the NBN at every turn. For Mr Keenan to now call for a faster rollout is outrageously hypocritical. As he would know, around 15,400 homes and businesses in his electorate of Stirling will be connected to high-speed broadband within three years and the entire electorate over time. Despite Mr Keenan doing everything within his power to stop the NBN, the federal government understands the residents and businesses of Stirling are crying out for better internet connections. That’s why the Gillard government is connecting every home, business, school and hospital in Australia to the National Broadband Network. In the 21st century, broadband internet is basic infrastructure: Australian families rely on it and Australian businesses need it. Businesses all around Australia need access to high-speed broadband to remain competitive. It’s become an essential utility— like electricity or water, which is why we believe that every Australian deserves to have access to the NBN. We have tasked NBN Co to achieve the best value for money in rolling out this massive infrastructure investment. It is constructing the NBN in the fastest, most efficient and sensible way by basing its decision-making on geographic and engineering considerations. Taking any other approach would cost more, and take longer. It is important to remember that once the NBN rollout is complete that every Australian will be able to access the benefits of highspeed internet in their homes and businesses. It must be remembered that the Gillard Labor government is fully committed to the NBN, while Michael Keenan and Tony Abbott have committed themselves to stopping the NBN dead in its tracks. Regarding the assertion that “thinking people are leaving churches in droves”, I point to the fact that although this phenomena is occurring in Australia, Great Britain and Europe, in sub-Saharan Africa, South America and Asia, the church is growing. Midwifery is a profession in its own right with a number of entry pathways including post-graduate studies and/or a three-year degree in midwifery. Midwives are qualified to provide care across the antenatal, labour and birth and postnatal period. The World Health Organization recognises the midwife as the most appropriate person to care for lowrisk pregnant women. Research suggests women want continuity of care with a known midwife and the ACM believes all women should have access to a known midwife regardless of risk. The National Maternity Services Plan recommends women should have access to a range of safe maternity services, including midwifery-led models of care. If the WA health minister seriously worked towards implementing the plan and facilitated access for eligible midwives to birth women in a variety of settings (home or hospital as appropriate) women would have more choice and not feel forced to free-birth. The council is peeved and unanimously voted to send a letter to minister John Castrilli “expressing its concern at the lack of consultation” and requesting he “treat local government equitably and have a single standard for state and local government”. Previously the council had been allowed to charge people 11 per cent interest on late rates: the longer recalcitrants take to pay, the more the costs rack up. The new legislation restricts interest to seven per cent. Mayor Alannah MacTiernan says the change is unfair, with WA government utilities such as Synergy still allowed to charge higher rates. “It was done without any forewarning to councils, so… we’re going to lose $100,000 from our budget,” she says. “Our view is what’s good for the goose is good for the gander, and Synergy and WaterCorp are charging more.” Also, good governance requires any change should have applied from next financial year. “What there should be is an agreement: The state government should not impose a burden on local government that they are not willing to impose on themselves.” The mayor concedes some projects planned for this year may now be delayed, but she couldn’t nominate which. Still Vision in Vincent concedes that offers little rocksolid protection; or, • adopt a streetscape policy, which the council has tried before but abandoned due to the acrimony it caused in the community. Ms MacTiernan told the Voice she’s sympathetic to the aims of the WAPC—an organisation she’d once led, as Labor planning minister—which is to pave the way for more units in order to cater for the growing number of singles and smaller families in WA. by STEVE GRANT VINCENT VISION 2024 isn’t dead, says mayor Alannah MacTiernan, but it does need emergency surgery. Ms MacTiernan says a littleunderstood change to WA’s R-codes (which control density) threatens to undermine the Vision’s aim of keeping highdensity development to major roads. The change, made by the powerful WA planning commission, relates to multiresidential developments and had been behind her council’s recent approval of several controversial suburban developments. Ms MacTiernan told the Voice developers recently cottoned onto the new rule, which allows them to squeeze as many oneand two-bedroom units onto larger blocks as they can, as long as they don’t occupy a larger footprint than grouped housing would use (think townhouses). “This is why we approved those developments, because it would be unethical to refuse them for the sake of looking good when these are what the rules are,” she said, noting the powerful but unelected state administrative tribunal would have had no option but overturn any council objection. She says she’s warned the council about the brewing storm (having a dig at the Voice for missing the scoop because it was more interested in Bayswater’s infighting than the currently harmonious Vincent), and that the consequences of the change weren’t completely understood when the proposed planning scheme was drafted. She’s hoping the Barnett government will speed up its approval to advertise the new scheme, complaining it’s been sitting on the document for four months now. Mc MacTiernan says there’s some risk that fl agging a change will lead to a rush from developers to demolish what they can now, but the issue needs community awareness and support. There were also objections from locals. Architect Steeg Banham said he couldn’t comment on the SAT case but confirmed Mr Catania had joined the team after leaving the council. “He was mayor before so he couldn’t [represent the developer], that would have been a confl ict of interest,” he said. “He got on board after the election?” the Voice asked. “Absolutely,” Mr Banham said. The Voice has called and texted Mr Catania and is waiting to hear back. Vincent councillors Warren McGrath and Dudley Maier are the council representatives dealing with Mr Catania at the SAT. They’re prevented from saying by DAVID BELL NICK CATANIA has a new job— representing developers at the powerful state administrative tribunal. During his time as Vincent mayor Mr Catania sometimes found himself arguing against big and bulky developments at hearings in front of the SAT—the judicial body applicants appeal to if they don’t like the decision of their locally elected council. Since leaving behind the mayoral chains last October Mr Catania has crossed the fl oor and is representing a developer who wants to build an eightstorey, 81-unit building on Newcastle Street in West Perth. At his final ever council meeting, anything about proceedings, but we asked Cr Maier what it was like to see the former mayor working for the other side. “I don’t know if it’s common elsewhere,” he replied. “As long as they’re not using any information that is privy only to council members... I don’t have a problem with that.” Cr Maier said to his knowledge nothing about the development was confidential: It had been debated in open council and the report is available on the council website. As for the development itself, the council is pushing the developers to include a roof garden, more thermal efficiency, solar power to light common areas, rainwater harvesting and a revamped design “to ameliorate the bulk and mass of the building”. by DAVID BELL HERE’S the story: We sent photographer Matthew Dwyer to the development site at the corner of William and Newcastle Streets to take a pic of this cute heritage house that’s standing on an island, amidst a twostorey excavation. The cottage is heritage-listed so the builders have to leave it alone while constructing the six-storey unit block. Dwyer had a merry chat with the builders and picked up the details of the site’s official “public relations and marketing coordinator”, Amy Cheang, and that’s where things got weird. When the Chook called Ms Cheang to get details about the cottage, she told us NW Construction owned the site and it had retrospectively withdrawn permission for us to take photos, and she instructed us not to publish anything, even though we don’t work for her or NW Construction. “We don’t want any media,” she said. We explained there was nothing controversial in a cute story about a funny Heritage island warrants paying a PR officer to guard it, but we’re open to suggestions. The 160m section will connect Memorial Drive and Riverside Gardens carpark and cost $24,000. It is part of Bayswater city council’s River Path Plan, which aims to connect missing links in the picturesque riverside route. Last year the council installed signs at Bardon Park following a spate of near-misses between dog walkers. The move followed a Voice report about a kelpie that had been pole-axed in Robertson Park by a speeding cyclist. The pooch suffered two broken legs and a split snout. Local Diane Temov says a cyclist was recently fined for clocking 56kmh in a school zone in Scarborough: “The police believe being hit by a bike at that speed could potentially kill a person,” she said. “This cycle path is now being used as a mode of transport at various times, rather than a leisure track. We have experienced similar problems with cyclists in Bardon Park near a children’s playground.” Cr Sylvan Albert is pushing for a dual-cycle path that runs from Maylands into the city. “I have experienced first-hand the dangers of speeding cyclists,” he said. “Contact can seriously injure someone or, at worst, create fatalities. The former hairdressing baron has been formally endorsed as the Liberal party candidate for Maylands at next year’s state election. The three-term Bayswater city councillor will take on Labor incumbent Lisa Baker, who won the seat in 2008 with 59 per cent of the two-party preferred vote over Liberal Ainslie Gatt. Maylands has been a safe Labor seat since 1968 (although much smaller now following one vote-one value redistributions in 2008) and Albert appreciates hard graft is required to wrest it from the reds. “Despite requiring a 9.5 per cent swing, winning the seat of Maylands is definitely achievable,” he says. “I am realistic, it will require time and effort which I am committed to putting in. “A priority for me is to ensure the delivery and value-adding of local public transport infrastructure because I know how valuable this is to families, seniors and individuals.” The 48-year-old recently sold his Maylands hairdressing business, which he had owned for 20 years. He is the chair of the Maylands Business Association, director of a small property holdings company and has lived in Maylands for 20 years. The Labor candidate is 67—10 years older than Liberal incumbent Michael Sutherland. But Mr McGowan says “Bob” is indefatigable and has “twice the energy of men in their thirties”. “He will have no problems on the campaign trail and is one of the most energetic people I have ever met,” Mr McGowan says. “There are lots of great quotes about age in Ronald Reagan’s biography.” Reagan was 69 when he was won the US presidency and remains the oldest person to ever be elected to the post (although the latter stages of his eight-year tenure were marked by the onset of Alzheimer’s). Mr Kucera and Mr McGowan visited bowling clubs and retirement homes in Yokine and Menora as part of the WA opposition leader’s first official visit to the marginal seat. Mr McGowan says any rift between Labor and Mr Kucera had long-healed. The former police minister had quit the party to sit as an independent after failing to secure 2008 pre-selection due to his age (at the time he was 63). Mr Kucera admits to having been initially apathetic when Eric Ripper tried to cajole him into making a Labor comeback. “I thought the party had reached an impasse and we had stopped increasing our appeal,” he said. The billionaire heiress has irked her offspring, the West Australian newspaper and now Perth artist Patrick Doherty. “Come on, who needs to be that rich?” he vents. Doherty has taken capitalism to task in his new exhibition Tales of Hierarchy. In his drawing Terra Australis 2012, boat people scramble up cliffs, a firebreathing cat terrorises natives and the ground is strafed with fl ames. His contempt for rapacious magnates and politicians is obvious. “My work is not overtly political, but I do want to make an ethical point on the way capitalists are abusing land in Western Australia,” he says. “Mining companies are exploiting indigenous land to make millions in profits. “The divide between rich and poor is widening—it’s not right.” Doherty’s work has a childlike candour: bright primary colours mingle with stick men and castles. His drawings are crammed with people and nuance—like a sophisticated Where’s Wally. But nestling inside the jejune imagery is a strong narrative. “I’m never going to be a great painter in the classical sense—my art has a retarded six-year-old quality to it— but there is a deeper message lurking underneath,” he says. Doherty is inspired by US artists Cy Twombly and Ida Applebroog, Fremantle Chamber Orchestra Mark Coughlan (pianist, conductor) Rebecca White (violinist) who specialise in socialcommentary. The 31-year-old majored in drawing and printmaking at Curtin University in 2004. Since graduating he has caught the eye of gallery owners across Australia, securing exhibitions at Fremantle Arts Centre, Sydney’s Museum of contemporary Arts and Melbourne’s Karen Woodbury Gallery. The Hamersley artist is now entering his creative prime and was selected by the Australian Art Collector in their 50 Things Collectors Need to Know issue. But Doherty says plaudits do not pay the bills. “The GFC has hit the art world pretty hard: not many people have disposable income to spend on art,” he grumbles. “It can be pretty tough to make ends meet, but I guess money problems are all part of an artist’s apprenticeship.” As well as being hard-up, over the past few years Doherty has enjoyed a tussle with the grog. His 2011 exhibition Year of the Wagon was a wry take on his Oliver Reed-like habits. • Tales of Hierarchy is at Venn Gallery, Queen Street, from May 4 to June 8. I’ve had many disappointments with pakora: They are often stodgy and tasteless but when the subzi arrived it was love at first bite. The besan batter was crisp and spicy, with a nutty fl avour and the vegetable perfectly cooked. The paratha was soft, with a nice oily glean and the potato filling delicious but subtle. The chef’s special chicken ($16.50) was recommended by our Chilean waiter when we asked about Nepalese traditional food. The rich tomato sauce was packed Little India in South Freo with spicy fl avour, but not hot, and it brought back memories of Nepalese nights. The Aloo gobhi ($12.50) was great, although in hindsight the tomatobased caulifl ower and potato dish was a little too similar to the chicken and we should have stretched the repertoire. I was too full for dessert and had to be wheeled home for a lay down and a stomach massage just to breathe, but my UK-born beloved thoughtfully took home a rice pudding (with cashew nut and cardamon). Like a gentleman he did wait half an hour before diving in, coming up with a smile after the first taste. If I’d been able to roll myself off the couch I might have tackled him for a spoonful. Adding to the night’s experience the wait staff were friendly and helpful—and there was no corkage charge. The Darbar is sure to become a favourite with locals and I reckon when word gets out they’ll be queuing out the door, so get in early. The Bliss Noodle Bar in Mt Lawley is no Jennifer Hudson, in fact it’s not even a Kerri-Anne, more of a Julia Gillard in a twopiece. But would the fl avours transcend its looks? The Voice food police decided to investigate. Bliss’ menu was a mix of noodles (combination ho fun), wok-tossed dishes (sizzling sambal) and char-grilled surprises (eye fillet steak, kangaroo fillet). Er’ indoors ordered the chicken-sweetcorn soup ($6.50) and shanghai noodles ($14.90), while I went for the san choy bow ($TBD) and bliss thai ($21.50). The interior was basic: banal chairs, muzak and photographs of dishes affixed to the window. But it was unpretentious and had a certain primitive charm. The Asian waitress, who prolonged her smile for the duration of the meal, was friendly and attentive. The good lady was feeling a bit poorly, so the comforting chook and sweetcorn soup met with her approval. “It was piping hot and packed with creamy chicken and sweetcorn,” she reported with a wan smile. My san choy bow was a bit of a disappointment: the diced chicken was bland and the plum sauce meek. The entree was redeemed by the crispy lettuce and julienned *Limit of 1 per customer per day. It went well with my bowl of thick, steamed noodles. Meanwhile, ‘er indoors was marauding her Shanghai noodles, laden with shredded chicken and duck breast. The tawny-coloured dish, emitting a subtle heat, was the Asian equivalent of comfort food. “A satisfying dish which balanced spices with strong fl avours,” sniffl ed the good lady.
