2016-2017PROGRAMRULES
1. General
a. TheMSYSADirector’sAcademyisaprogramoftheMichiganStateYouthSoccerAssociation.
b. TheMSYSADirector’sAcademyshallbereferredtoasthe“DA”fortheremainderofthisdocument.
2. Administration&Governance
a. TheDAshallbeadministeredandgovernedbytheMSYSAStateOffice.
b. TheMSYSAStateOfficeshallregisterDAteamsdirectlywithMSYSA.Teamswillregisterdirectlywith
MSYSA,payregistrationfeesdirectlytoMSYSA,andreceivearosterandpasscardsdirectlyfromMSYSA.
3. StateCup,JuniorStateCup,andMidwestRegionalLeague
a. U12teamsacceptedintheDAarerequiredtoparticipateinthatseasonalyear’sJuniorStateCup.A
portionoftheDAfeeswillbeappliedtocovertheJuniorStateCupregistrationfees.
b. U13teamsacceptedintheDAarerequiredtoparticipateinthatseasonalyear’sStateCup.Aportionof
theDAfeeswillbeappliedtocovertheMSYSAStateCupregistrationfees.
c. TheonlyexceptiontotheMSYSAStateCupandJuniorStateCuprequirementsaboveareforteamswho
donothave50%oftheirrosteredplayersresidinginMichigan(i.e.“out-of-stateteams”).However,in
thoseinstances,theclubisstillresponsibleforpayingthefullregistrationfeesforthoseteams.
d. PreliminarygamesoftheJuniorStateCupandStateCupmaybecountedasDAgames,providedthat
theteamsinvolvedarethesame,playersonthegameroster(s)meetalleligibilityrequirementsforboth
programs,andpriorpermissionfromMSYSAisreceived.
e. OnlytheU13teamswhoparticipateintheDAandMSYSAStateCupwillbeconsideredbyMSYSAfor
MRLparticipationthefollowingyearattheU14agegroup.
f. Theendorsementofout-of-stateteamstotheMRLisatthesolediscretionoftheirhomestate
association,andtheyareundernoobligationtouseresultsfromtheDAintheirdecisionprocess.
4. CompetitionDates
a. TheFALLseasonoftheDAshallrunfromAUGUST13,2016toNOVEMBER20,2016.
b. TheSPRINGseasonoftheDAshallrunfromMARCH4,2017toJUNE11,2017.
c. AllU11teamswillbescheduledtoplayDAgame(s)oneachoftwo“Must-Play”weekendsduringthe
seasonalyear.“Must-Play”weekendsareOCTOBER1-2,2016andJUNE3-4,2017.Match-upsand
schedulesforthe“Must-Play”weekendsaredeterminedsolelybyMSYSAandspecialrequestsmaynot
beentertained.AportionoftheDAfeeswillbeappliedtocoverthe“Must-Play”weekendexpenses.
d. OnceacceptedintotheDA,itisrequiredthatateamparticipateinboththefallandspringseasons
unlessadeterminationismadebytheMSYSAExecutiveDirectorthattheircontinuedparticipationin
thespringseasonisnotinthebestinterestoftheplayersontheteam.
e. Allgamesmustbeplayedwithinthetimeframestatedaboveforeachseason.
f. MSYSAreservestherighttoaltercompetitiondatesasneededbyweatherorotherextenuating
circumstances.
5. ProgramFormat
a. TheDAofferscompetitionattheU11,U12,andU13agegroups.
b. ThereisnominimumormaximumnumberofteamsthatwillbeacceptedintotheDAatanyagegroup.
c. Teamsmayormaynotbesplitintomultipledivisions.
d. Match-upswillbedeterminedsolelybyMSYSA.Teamsmaynotplayeveryotherteamintheirsame
division,andlikewise,teamsmaybescheduledtoplaythesameteammultipletimes.
e. U12andU13Teamswillbescheduledfor8-10gamesinthefalland6-8gamesinthespring.
f. U11Teamswillbescheduledfor6-8gamesinthefalland6-8gamesinthespring(notincludinggames
fromthe“Must-Play”weekends).
g. Allgamesarescheduledbytheteamsinvolved(notincludinggamesfromthe“Must-Play”weekend),
unlessMSYSAinterventionisnecessary.
h. RefereeswillbescheduledforallgamesbytheDARefereeAssigningCommittee.
6. ClubSelection
a. NewclubsseekingparticipationintheDAmustsubmitanapplication.
b. ClubswhoparticipatedintheDAinmostrecentseasonalyearwillundergoareviewtoensurethat
minimumstandardsaremet.
c. IfaclubisselectedforparticipationintotheDA,notallteamslistedontheirapplicationshall
automaticallybeacceptedintotheDA.
d. TobeconsideredforparticipationintheDA,clubsmustmeetminimumcriteria.Theseminimumcriteria
arelistedwithintheApplicationEvaluationPointSystem.
e. Inadditiontomeetingcertainminimumrequirements,clubswillbegradedontheircoachingeducation
programmingandtheirplayerdevelopmentprogramming.Clubsreceivinganoverallgradeof150or
higherwillbeselectedforparticipation.Clubsreceivingagradeof149orlowerwillnotbeselectedfor
participation.
f. Forthoseclubswhoearnedagradeof149orlowerandnotselectedforparticipation,MSYSAshall
provideguidanceonthestepsneededtoreachapassinggrade.
g. Aclubwhomeetstheselectioncriteriamaynotbeacceptedforparticipationforthefollowingreasons:
i.
Theclubdidnotfulfilltheclubrequirementsasstatedintheseruleseitherthisyearorinthe
priorseasonalyear
ii.
TeamfromwithintheclubforfeitedoneormoreDAgamesinthepriorseasonalyearofplay
iii.
Teamfromwithinthecluband/orclubitselfhadoneormoreinstancesofunsportingbehavior
bythecoaches,players,and/orspectatorsinthepriorseasonalyearoftheDA
iv.
Teamsfromwithinthecluband/orclubitselfhadoneormoreinstancesofusingillegalplayers
inthepriorseasonalyearoftheDA
v.
Applicationand/orpaymentguidelineswerenotadheredto
h. MSYSAmayreverseaninitialdecisiontoacceptateamintoDAifisjudgedthattheteamcomposition
changeddrasticallyduringclubtryouts.
7. ClubRequirements
a. Allclubsmustadvertise/publicizetheirtryoutsintheMichiganSoccermagazineforany/allteamsthat
desiretoparticipateintheDA.OnlyteamswhoseclubsadvertisedintheMichiganSoccermagazinewill
beconsideredforparticipationintheDA.
b. AllclubsparticipatingintheDAshalladheretotheMSYSArulesregardingclubtryouts.
c. AllclubsparticipatingintheDAareresponsibleforensuringthattheheadcoachofeachDAteam
providestheinformationsetforthbytheMSYSADirectorofCoaching,whichwillincludebutnotbe
limitedto:
i.
FallSeasonTrainingSchedule,InformationandBlocks,duenolaterthanAUGUST31,2016.
ii.
WinterSeasonTrainingSchedule,InformationandBlocks,duenolaterthanNOVEMBER30,
2016.
iii.
SpringSeasonTrainingSchedule,InformationandBlocks,duenolaterthanMARCH31,2017.
d. TherosteredheadcoachforeveryteamparticipatinginDirector’sAcademymustattendatleastone(1)
MSYSAapprovedcoachingeducationevent.Aportion,tobedeterminedbyMSYSA,willbeprovidedto
clubstohelpsubsidizethecostofattendance.
e. Approvedcoachingeducationeventstosatisfy7daboveinclude:
i.
USSFC,B,orALicenseCourses
ii.
USSFALicenseRenewalCourse
iii.
MSYSACoachingSymposium
iv.
USYouthSoccerNationalYouthCertificateCourse
v.
NSCAAConvention
vi.
NSCAADirectorofCoachingDiplomaCourse
vii.
NSCAAGoalkeepingDiplomaCourse
f. FailuretosubmittraininginformationbythedeadlinesorfailuretohaveteamcoachesattendMSYSA
CoachingEducationeventsmayresultinfines,lossofDAstatusbytheteamand/orclub,and/orother
sanctionsasrequiredbyMSYSA.
g. Clubs,ratherthanindividualteams,areresponsibleforreportinggameschedulestoMSYSAandfor
creatingrostersinGotSoccer.
h. Eachclubwillbesubjecttoanannualreviewoftheirclub,coaches,teams,andplayersasoutlinedin
AddendumAoftheserules.
8. TeamEligibility
a. AllteamsparticipatingintheDAmustbeingoodstandingandberegisteredwithMSYSA.
b. AllMSYSAteamsmusthavebeeningoodstandingwithMSYSAandtheirMSYSAaffiliatingleagueinthe
priorseasonalyear.
c. Alloutofstateteamsmustreceivepermissionfromtheirhomestateassociationornationalgoverning
body(Canadianteams)toregisterwithMSYSAandparticipateintheDA.Outofstateteamsmustalso
havebeeningoodstandingwiththeirregisteringstateassociation(ornationalgoverningbody)and
affiliatedleagueinthepriorseasonalyear.
9. TeamOfficialEligibility
a. TeamOfficialsshallrefertocoaches,assistantcoaches,managers,andtrainers.
b. AllteamofficialsmustberegisteredwithandingoodstandingwithMSYSA.
c. AllteamofficialsmustbeRiskManagementcertifiedbytheMichiganStateYouthSoccerAssociation
andmusthaveacurrentMSYSARiskManagementCardatalloftheirDAgames.
d. U11rosteredheadcoachesmusthaveaminimumofaUSSFECoachingLicense.
e. U12rosteredheadcoachesmusthaveaminimumofaUSSFDCoachingLicense.
f. U13rosteredheadcoachesmusthaveaminimumofaUSSFCCoachingLicense.Temporaryexceptions
maybemadewhentheindividualiscurrentlyintheprocessofobtainingtheproperlicenseandwiththe
recommendationoftheStateDirectorofCoaching.
g. Forallages,allrosteredassistantcoachesandtrainersmusthaveaminimumofaUSSFECoaching
License.Temporaryexceptionsmaybemadewhentheindividualiscurrentlyintheprocessofobtaining
theproperlicenseandwiththerecommendationoftheStateDirectorofCoaching.
h. LicensesfromothergoverningorganizationsshallbeacceptedbutatonegradelowerthanitsUSSoccer
counterpart.
10. PlayerEligibility
a. AllplayersmustberegisteredwithandingoodstandingwithMSYSA.
b. AnyplayerwishingtoplayforaMichigan-basedteamintheDAwhoisnotaresidentofMichiganmust
firstreceivewrittenpermissionfromtheStateAssociationwheretheplayerresides(homestate)and
fromMSYSA.Permissionmustbeobtainedeachseasonalyear.Playersresidinginstatesparticipatingin
theRegionIICrossBorderagreementareexemptfromthisrequirement.
c. AnyplayerneedinginternationalclearancepercurrentFIFArulesmustreceiveclearancebeforethey
willberegisteredtoaDAteam.
d. AnyplayerwishingtotransferfromoneDAteamtoanotherDAteammayonlydosoduringtheperiod
ofNovember1,2016throughMarch1,2017,andwiththepriorapprovalofbothclubs.
e. AplayerispermittedtodualrosterbetweenaDAteamandanon-DAteam,providedthatthenon-DA
team’saffiliatingleagueapprovesthedualregistrationrequest.Somerestrictionsapply–SeeRule10f,
10g,and11g.Dualregistrationforms,policies,andfeesfromtheaffiliatingleague(s)mayapply.
f. InallcasesofdualregistrationbetweenaU11orU12DAteamandaMRLorMSPSPteam,theMRLor
MSPSPteammustbeconsideredtheplayer’s“primary”team.Inallcasesofdualregistrationbetweena
U11orU12DAteamandaselectteam,theDAteammustbeconsideredtheplayer’s“primary”team.
g. InallcasesofdualregistrationbetweenaU13DAteamandaMRLteam,theMRLteammustbe
consideredtheplayer’s“primary”team.InallcasesofdualregistrationbetweenaU13DAteamanda
U14orolderMSPSPteam,theMSPSPmustbeconsideredtheplayer’s“primary”team.Thereshallbe
nodualregistrationsallowedbetweenU13DAteamsandU13MSPSPteams.
h. Forallagegroups,eachplayerontheteammustbe(A)oftheageoftheagegroupcompetitioninwhich
theteamisparticipatinginthatseasonalyear,or(B)oftheageinthenextyoungeragegroupofthat
agegroupcompetitioninwhichtheteamisparticipatinginthatseasonalyear.Exceptionsmaybemade
bytheMSYSAExecutiveDirectoruponwrittenrequestbytheappropriateclub’sDirectorofCoaching.
i. Aplayer’sagegroupisdeterminedbytheirbirthyear:

11. Rosters
a. Inallagegroups,theteam’sinitialDArosterisduenolaterthan4:30pmonAUGUST12,2016.
b. Inallagegroups,ateam’sspringrostermustcontainatleast75%oftheplayerswhowererosteredon
theteaminthefall.InterpretationofthisruleisthesoleresponsibilityoftheMSYSAStateOffice.
c. AteammaynotparticipateinanyDAgamesuntiltheteamhasbeenregisteredwiththeMSYSA
Director’sAcademyandpasscardsandarosterhasbeencreatedbyMSYSAfortheteam.
d. Ateam’sDArostershallnotincludeclubpasscardplayers.
e. AplayermayonlyappearontheDArosterforoneteamintheDA.AslongasaplayerappearsontheDA
rosterforoneDAteam,theplayermaynotappearontheDArosterforanyotherDAteam.
f. Aplayermaybeaddedtoateam’sDArosteratanytimethroughouttheseason,providedthatall
MSYSArulesandpoliciesareadheredto.Seerule10dforrestrictionsonplayertransfers.
g. Amaximumofthree(3)dualrosteredplayersareallowedperteamforplayerswhoaredualrosteredon
teamsindifferentclubs.Thereisnorestrictiononthenumberofdualrosteredplayerswhoaredual
rosteredonteamswithinthesameclub.
h. ThemaximumnumberofplayersallowedonaDARosterandthemaximumnumberofplayersallowed
onagamerosterisoutlinedbelow:

TheplayersselectedforthegamerostermustbeclearlyindicatedanddocumentedontheofficialDA

j. Itistheclub’sresponsibilitytoinputallrosteredplayersintoGotSoccersothattheplayersappearon
theofficialDAGameReport(printedfromGotSoccer).
k. TheofficialDAGameReportwiththegamerosterselectionmustbesubmittedtotherefereesatthe
timeofcheck-in.Nochangeswillbeallowedtothegamerosteraftertheteamhaschecked-in.
12. ClubPasscarding
a. ClubPasscardingispermittedwithintheDAaslongasallsubsequentrulesaremet.
b. Ateammayuseamaximumofthree(3)clubpasscardplayersineachgame.Players’nameandjersey
numbersmustappearonthegamereport.
c. AplayermayonlyclubpasscardforateamintheDAifthatteambelongstothesameclubasthe
player’sprimaryteam.(See“Club”definitionbelow).
d. IfaplayerappearsontheDArosterforoneteam,he/shemaynotclubpasscardtoanotherDAteamin
thesameagegroup.
e. Aplayermayonlypasscard“up”anagegrouporcompetitionlevel,exceptasnotedbelow.
f. AtrueU11playerwhoisrosteredtoaU12orU13teammayclubpasscard“down”toaU11orU12DA
team.
g. AtrueU12playerwhoisrosteredtoaU13teammayclubpasscard“down”toaU12DAteam.
h. AtrueU13playerwhoisrosteredtoaU14selectteammaycubpasscard“down”toaU13DAteam.
However,atrueU13playerwhoisrosteredtoaU14MRLorMSPSPteammaynotclubpasscard
“down”toaU13DAteam.
13. Definitionof“Club”
a. A“Club”isdefinedasanorganizationprovidingsoccertoyouthplayersthatiseitheradirectmemberof
MSYSAorthatregistersplayersMSYSAthroughanaffiliatedmember.
b. Atnotimeshallanaffiliatedmemberwhofunctionsasa“scheduling”leaguealsobeconsideredaclub.
c. Inthecasewhereaclubsetsuponeormoresatelliteclubsinthestate,thosesatelliteclubsmayonlybe
consideredpartofthemainclubforthepurposesoftheDAiftheteamsandplayersfromthesatellite
clubareregisteredinthesameGotSocceraccountasthemainclub.
d. TheonlyexceptiontoCaboveisifallofthefollowingcriteriaismet:
i.
ThemainclubandsatelliteclubhavethesameBoardofDirectors
ii.
ThemainclubandsatelliteclubhavethesameTaxIDNumber
iii.
ThemainclubandsatelliteclubareinthesameMSYSADistrictasdeterminedbytheMSYSA
BoardofDirectors
14. PlayerPasscards
a. Allteamofficialsandplayers(includingclubpasscardplayers)shallpresenttotherefereestheirMSYSA
passcardspriortothestartofeachgame.
b. Passcardsmusthaveapermanentlyaffixedphotoofthenamedindividualandmustbeforthecurrent
seasonalyear.
c. Shouldaplayer’spasscardnotbeavailablepriortothegame,theplayermaybepermittedtoplay
providedthatallofthefollowingoccurs:
i.
Theplayerprovidestheirname,dateofbirth,andjerseynumbertotherefereespriortothe
game.
ii.
TherefereesnotealloftheaboveinformationontheofficialDAgamereport.
d. TheopposingcoachmaychallengetheeligibilityofaplayerwithoutapasscardbycontactingtheMSYSA
StateOfficewithintwo(2)businessdaysofthegame.IftheMSYSAStateOfficefindsthattheplayeris
properlyregisteredandeligibletoplay,themattershallbeconsideredresolved.IftheMSYSAState
Officefindsthattheplayerisnotproperlyregisteredorisnoteligibletoplay,penaltiesasdescribedin
theserulesshallapply.
15. Scheduling&SchedulingConflicts
a. TheofficialscheduleofallDAgamesiskeptbytheMSYSAStateOffice.
b. MSYSAissolelyresponsiblefordeterminingmatch-upsandfordeterminingwhichgamesgetplayedin
thefallseasonandwhichgamesgetplayedinthespringseason.Requestswillnotbeaccommodated.
c. Allgames(exceptthoseplayedon“Must-Play”weekends)arescheduledbytheteamsinvolved,unless
MSYSAinterventionisnecessary.Itisstronglyrecommendedthatteamskeepwrittenrecordof
mutuallyagreedupongamelogisticsincaseproofofagreementsbecomesnecessary.
d. Gamedates,times,andlocationsmustbemutuallyagreeduponbybothcoaches.Gamesthataremore
than60milesonewaymustbeplayedonaSaturdayoraSundayunlessitisotherwisemutuallyagreed
upontoplayonanotherday.
e. AllgamesmustbeplayedwithinthestateofMichigan.Furthermore,any/allhomegamesforanOhiobasedteammusttakeplaceinMilan,MIornorthofMilan,andany/allhomegamesforIndianateams
musttakeplaceinKalamazoo,MIoreastofKalamazoo.
f. Teamsmaynotbescheduledtoplayanymorethantwo(2)DAgamesonanyoneday.
g. Ifbothcoachescannotagreeongamedate(s),time(s),andlocation(s)fortheirDAgames,theMSYSA
StateOfficewillschedulethegame(s).SchedulingofthegameisatthesolediscretionoftheMSYSA
StateOffice.Thegame(s)mustbeplayedasscheduledbytheMSYSAStateOffice.
16. ScheduleReporting
a. FallschedulesaredueintoMSYSAby4:30pmonJuly22,2016.
b. SpringschedulesaredueintoMSYSAby4:30pmonFebruary17,2017.
c. Thehometeam’sclubisresponsibleforschedulinggamesinGotSoccerbytheaforementioned
schedulingdeadlines.
d. MSYSAisresponsibletomakinganyscheduleadditionsorchangesinGotSoccerafterthe
aforementionedschedulingdeadlines.
17. GameSuspension,Cancellations,andReschedules
a. Gamesmayberescheduledforanyreasonbysubmittinganofficialrequest,writtenrecordthatboth
teamshaveagreedtothechange,andrelevantfees(ifapplicable)atleastseven(7)dayspriortothe
originalgamedate.
b. Nofeesshallbeassessedifthegamereschedulerequestisreceived30daysormorebeforethe
originallyscheduledgame.
c. Gamesmayonlyberescheduledlessthanseven(7)dayspriortothegamedateifthefacilityrevokes
useofthefields,therefereedeemsthefieldnotplayable,therefereecancelsthegameduetoweather,
therefereesuspendsplayduetounacceptablespectatorbehavior,orMSYSAfeelsthereisjustcause.
d. Forallgamescancelledlessthanthree(3)dayspriortothegamedate,teamsmustsendnoticeofgame
[email protected]@gmail.com.
e. Forallgamessuspendedinthefirsthalfbytheassignedrefereeandthatarenotabletoresumeplay
thesameday,thegameshallberescheduledforanotherdaywithpermissionfromMSYSAandthe
gamemustbeplayedinitsentirety.Thisonlyapplieswhenneitherteamisatfaultfortheinitial
stoppageofthegame.
f. Forallages,MSYSAmaydeterminethatagameiscompleteatanytimeafterthecommencementofthe
secondhalfprovidedthatnoteamisatfaultforthestoppage.
g. IntheeventthataknowngamecancellationisnotcommunicatedtoMSYSAintimetocancelthe
refereesassignedtothegame,therefereefeesmustbepaidbythehometeambeforetherescheduled
gamewillbeplayed.
h. Intheeventthatagameissuspendedbytherefereesduetoweatherbeforethegameevenbegins,the
refereefeesmustbesplitbythetwoteams.
18. ScoreReporting
a. Thewinningteam(ortheHomeTeamintheeventofatie)ofeachpreliminarygamemustreportthe
scorewithin24hoursofthecompletionofthegame.
b. Failuretoreportthegamescoresmayresultindisqualificationofthewinningteam(orthehometeam
intheeventofatie)and/ora$100fine.
c. U11andU12GamescoresandstandingsshallbekeptinternallywithintheMSYSAStateOffice.There
shallnotbeapublicrecordofU11andU12gamescoresorstandings.
d. If/whentechnologicallyavailable,eachcoachmustnotewhotheybelievewerethetoptwo(2)players
fromtheopposingteam(pergame)ontheappropriateonlineform.
19. ApprovedFields&FieldStatus
a. TeamsarenotpermittedtoplayDAgamesonfieldsthathavebeenspecificallydesignatedasnot
acceptablebyMSYSA.Alistofthesefieldsshallbemadeavailabletoteams.
b. AnygameplayedonafieldthathasbeendesignatedasnotacceptablebyMSYSAshallbeforfeitedby
BOTHteamsandallforfeitrulesshallapply.
20. FieldofPlay
a. Teamsshallreporttothefieldofplayatleast30minutesbeforethescheduledstartofthegameto
allowforthecheckinofplayers.
b. Bothteamsaretobeseatedonthesamesideofthefield.
c. AllteampersonnelwhoarenotplayersmusthaveaMSYSApasscardandbelistedontheofficialDA
GameReport.AllteampersonnelwithoutaMSYSApasscardmustremainonthespectatorside.
d. Playerswhoareontheteam’sDArosterbutareNOTselectedtothegamerostermayremaininthe
bencharea,butmaynotwearthematchjersey.Theseplayersarepermittedtowearthealternateteam
jersey.
21. HomeTeam(and/orHomeTeam’sClub)Responsibilities
a. Thehometeam’sclubisresponsibleforschedulinggamesinGotSoccerinthetimeframestatedinthese
rulesforthepurposeofassigningreferees.
b. Thehometeamisresponsibleforensuringthattheconditionsofthefieldsaresufficient(excluding
conditionsdueweather),andthefieldshavealltheproperfieldmarkingsandequipment(nets,corner
flags)priortokick-off.Iffailurebythehometeamtomeettheseresponsibilitiesresultsinagame
needingtoberescheduled,therescheduledgameshalltakeplaceatthehomefieldoftheoriginal
visitingteam.
c. Thehometeamisresponsibleforprovidingthegameball.
22. CoachingfromtheSidelines
a. PertheMSYSARules,Regulations,andPoliciesacoachmaycoachhis/herownteamfromthesidelines
providedthatmechanicaldevicesarenotused,toneofvoiceisinformativeandnotaharangue,and
he/shestaysbetweenthetopofthepenaltyareaandthehalffieldmarkduringthegame.

23. Spectators
a. Coachesareresponsibleforthespectatorsthataccompanyhisorherteam.
b. Spectatorswilloccupythesideofthefieldoppositethesidetheteamsarelocated.
c. Ifitbecomesevidentthatthespectator(s)becomeunrulyandcannotbecontrolled,thefieldsidelines
willbeclearedofallspectators.Ifspectatorsrefusetoleavethefieldofplay,thegamewillbe
suspendedandperhapsforfeiteduponaninvestigationbyMSYSA.
d. Ifagamemustbereplayedbecauseofaspectator’sbehavior,nospectatorswillbeallowedatthegame
siteofthereplayedgame.
e. Acoachand/orteammaybefinedamaximumof$1,000asaresultofunacceptablespectatorbehavior
orrefereeabuse.
f. MSYSAreservestherighttoremoveanyspectatorfromthefieldsorfacilitywhosebehaviorisdeemed
inappropriateand/orwhosepresenceimposesathreattoanymemberoftheMSYSAmembership,
board,orstaff.
24. UnmannedAircraftSystem(Drones)
a. Theuseofnon-approvedunmannedaircraftsystems(ex:drones)isstrictlyprohibitedatany/allDA
games.
b. TheuseofunmannedaircraftsystemsmaybeapprovedbyMSYSAforaspecifiedpromotionalactivity
giventhattherequestissubmitteditinwritingtotheMSYSAStateOffice.
c. Anypersoninviolationofthispolicyshallbeimmediatelyremovedfromthefield,facility,and/orevent.
25. Referees
a. TheDARefereeAssigningCommitteewillassignrefereestoallDAgames.
b. TeamsmustusetherefereesasassignedbytheDARefereeAssigningCommittee.Failuretodosomay
resultingameforfeitureandapplicablefeesbyoneorbothteams.
c. Forallgames,refereefeesshallbepaidpriortothestartofeachgameandthefeesshallbedivided
equallyamongtheteamsplaying.
d. Thecenterrefereeforeachgameshouldbeatleastoneyearolderthantheplayersandallreferees
shouldbeUSSFcertified.
e. Inthecaseswhenanassignedrefereeisnotpresent,gamesmaybeplayedwithonlyoneortwoMSYSA
assignedrefereespresentprovidedthattheteamsmutuallyagreeuponareplacement(s).The
replacement(s)mayonlyserveasanassistantrefereeandshallnotbepaid.
26. RefereeFees
a. IfaDAgameisscheduledtobeplayedatasitewhichchargesadmissionorparkingfees,thehometeam
isresponsibleforreimbursingtherefereesincashpriortothestartofthegameforany/alladmissionor
parkingfees.

29. GamesPlayedIndoors
a. Aballthatcomesincontactwiththeceiling,roof,structure,etc.shallberestartedattheclosestpointof
contactasanindirectfreekickfortheteamthatkickedtheballintotheceiling,etc.ANDtheballmust
bekickedtotheiropponent’sgoalkeeper.
30. Substitutions
a. Inallagegroups,teamsshallbepermittedunlimitedsubstitutions.
b. ForU11andU12teams,eitherteammaymakeasubstitutionwiththereferee’spermissionatany
stoppageinplay,howeveritisrecommendedthatteamssimultaneouslysubstituteonlyatthe15th
minutemark,halftime,and45thminutemarkunlessinjuriesnecessitatesubstitutionsatothertimes.
c. ForU13teams,eitherteammaymakeasubstitutionwiththereferee’spermissionatanystoppagein
play,however,itisrecommendedthatallofeachteam’ssubstitutionsinthegameoccuratnomore
thanthree(3)momentsunlessinjuries(includingpotentialconcussions)necessitatesubstitutionsat
additionalmoments.Coachesareencouragedtosubstituteatthesamethree(3)moments.
31. Uniforms
a. AllteamsparticipatingintheDAmustaffixtheDApatch(orscreentheDAlogo)toatleasttwosetsof
teamjerseys.Thepatchand/orlogomayonlybelocatedonthejersey’ssleeve,chest,orback.Inall
cases,thelogomustbevisibleevenwhenthejerseyisproperlytuckedin.
b. FailuretoweartheDApatch/logoduringDAgamesmayresultinfines(nottoexceed$50per
occurrence).
c. Withtheexceptionofthegoalkeeper,eachplayershallweardifferentlynumberedandsimilarly
designedjerseys.
d. Goalkeepersmustwearcolorsthatdifferentiatethemfromthefieldplayers.
e. Unlessotherwisespecified,allFIFA,USYouthSoccer,andMSYSArulesregardinguniformacceptability
willapply.
f. Inadditiontowearingdifferentcolorjerseys,teamsmustalsoweardifferentcolorsocks.
g. Incasesofdisputeovercolor(socksorshorts),therefereewilldecide.Ingeneral,thehometeamshall
wearlightjerseysandthevisitingteamshallweardarkjerseys.
h. InadditiontotheDAlogo,onlytheteam/clublogo,MSYSAaffiliatedleaguelogo,sponsorlogos,US
YouthSoccer,andMSYSAlogosarepermittedontheuniform.Atnopointshalllogosfromcompeting
organizationsbedisplayedduringDAgames.Anyteamnotadheringtothisrulemaybefined,facegame
forfeitures,bedisqualifiedfromtheDA,and/ornotbepermittedtoparticipateinfutureDAprograms.
32. Standings
a. U11–U12GamescoresandstandingsshallbekeptinternallywithintheMSYSAStateOffice.Thereshall
notbeapublicrecordofgamescoresorstandings.
b. U13GamescoresandstandingsshallbemadepublicontheMSYSAwebsite.
33. Forfeitures
a. Aminimumofsevenplayersconstitutesateam.
b. Afifteen-minutegraceperiodshallbeallowedbeyondtheofficialstarttimeofthegameifsevenplayers
arenotavailableatstarttime.Ifsevenplayersareavailable,thenthegamecancommence.Ifatthe
endofthe15-minutegraceperiodtheteamstilldoesnothavesevenplayers;therefereewillsuspend
thegameandreportthefailureoftheteamtotakethefieldontheofficialDAgamereport.
c. MSYSAmaydeterminethegametobeforfeitedafterexaminingthegamereportandconductingan
investigation.
d. Thescoreawardedtothewinningteamresultingfromaforfeitureis4–0.
e. Aforfeitingteamwillbefinedaminimumof$500.00pergameforfeited.Anyteamand/orclubthat
doesnotpaythefinewillbeconsideredinbadstanding,andtheteamwillnotbepermittedtoplayin
anyfutureDAgamesuntilMSYSAreceivespayment.Furthermore,otherteamsfromthesameclubas
theforfeitingteamwillnotbepermittedtoplayinfutureDAgames.
34. DisciplinaryActions,Warnings,andSendoffs
a. IfateamusesanillegalorineligibleplayeratanypointduringaDAgame,theteamshallfacesanctions
asdeterminedbytheMSYSAStateOfficewhichmayincludeforfeiture,fines,and/ordisqualifications.
Furthermore,theuseofanillegalorineligibleplayermaybegroundstodenytheteam,club,and/or
coachparticipationinfutureMSYSAeventsandprograms,includingbutnotlimitedto,theDA,Midwest
RegionalLeague,and/orMSYSAStateCup.
b. Ateamreceivingthreeredcards(ormore)orfiveyellowcards(ormore)inonegamemayresultinthe
teamcoachtoappearbeforetheMSYSABoardforreviewand/orsanctions.
c. GamesuspensionsduetoredcardsreceivedintheDAmustbeservedduringthenextDAgame.
d. IfaplayerorcoachreceivesasuspensioninaDAgameandthatsuspensionisnotfulfilledduringthat
seasonalyear,itwillfollowtheplayerorcoachtothenextleaguegame(USYouthSoccersanctioned
leaguegame)thattheplayerorcoachparticipatesin.
e. Inorderforaplayerorcoachtoofficiallyservetheirsuspension,theplayerorcoach’snamemust
appearonthegamerosterandtheremustbeanindicationthattheplayerorcoachdidnotparticipate
duetosuspension.Forallteams,aplayerservingasuspensionMUSTBECOUNTEDasmemberofthe
gamedayroster.
f. TheMSYSAStateOfficewilldecideonthelengthofsuspensions.
g. MinimumDisciplinarySanctions:
• Player,Coach,orTeamOfficialEjectionforFoul&AbusiveLanguage:Minimumtwogame
suspension
• PlayerEjectionforViolentConductorSeriousFoulPlay:Minimumtwogamesuspension

35. Protests
a. MisapplicationoftheLawsoftheGamemaybeavalidbasisforaprotest.
b. AReferee’sjudgmentshallnotbeabasisforprotests.
c. AnyprotestmustbepresentedinwritingtotheMSYSAExecutiveDirectorwithinone(1)dayofthe
completionofthegameinprotest.
d. Allprotestsmustbeaccompaniedwitha$500.00bond.Iftheprotestisbeingsubmittedviae-mail,the
protestmustincludeastatementacknowledgingthattherequiredbondwillbesubmittedtoMSYSA
withinone(1)businessdayofthee-mailsubmission.
e. Ifaprotestisupheld,thebondwillbereturned.
f. Decisionsshallbecommunicatedinwritingeitherbymailore-mail.
g. ThedecisionoftheMSYSAExecutiveDirectorisfinalandmaynotbeappealed.
h. AlthoughaprotestmaynotbeentertainedbyMSYSAduetothelatenessofthefilingoftheprotest,
MSYSAmayreportanymisconductbyanyMSYSAplayer,coach,orteamtotheMSYSABoardof
Directorsorahigherauthorityfortheirconsideration
36. ProtestofaClub’sApplicationRejection
a. TheprotestmustbephysicallyreceivedbytheMSYSAExecutiveDirectorwithintwo(2)businessdaysof
notificationofrejection.
b. Theprotestmustinclude:
• Protestfeeof$250.00(cash,certifiedcheck,ormoneyordermadepayabletoMSYSA).
• Awrittenstatementdescribingthespecificgroundsfortheprotest.
• Allinformationnecessarytomakeafairandjustdecisionontheprotest.
• Aclearandconcisestatementoftherelieforactionsoughtbytheprotestingparty.
• Copiesofalldocumentsrelevanttotheappeal.
• Ifaprotestisupheld,thebondwillbereturned.

39. AlcoholandIllegalDrugs
a. PlayersandcoachesintheDAareprohibitedfromconsumingalcoholorusingillegaldrugs.
b. PlayersandcoachesarealsoprohibitedfromusinganyformoftobaccoattheplayingsiteofanyDA
game.Thepenaltyforviolationbyplayerand/orcoachmaybedisqualificationfromtheDA.
40. SpiritoftheGame
a. IfMSYSAdeterminesthataparticularactionbyateamoranyofitsmembersorspectatorsisdeemed
unacceptableforanyreason,theteammaybedisqualified,sanctioned,and/orfaceforfeitureofoneor
moregames.
41. IgnoranceoftheRules
a. Itistheresponsibilityofeachplayer,coach,manager,trainer,teamofficial,andleagueofficialtoknow
andunderstandtherulesoftheDA.Ignoranceoftheruleswillnotbeconsideredanexcuseforfailureto
followthem.
b. Allclubswillberesponsiblefortheirteams’complianceofDArules.
