Arrula March 24, 2016 “Rich Heritage, Bright Future” ADMINISTRATION Placentia Police Chief Ward Smith’s Retirement "After 34 years of service to this community, deciding on when to retire has come with mixed emotions for me because I have been blessed to work alongside such great men and women in the Department" said Chief Ward Smith, who made the recent announcement. Chief Smith began his career with the Placentia Police Department as an Officer in November of 1981. Throughout his career, he moved through the ranks of Police Officer, Sergeant, Lieutenant, Captain, and Deputy Chief. He was promoted to Chief of Police in February of 2015. Many have observed Chief Smith’s commitment to community policing and positive interactions with our residents and businesses which will have an everlasting impact on Placentia. “On behalf of the City team, I would like to thank Ward for his years of commitment and service to growing our community and Police Department in a positive and thoughtful way. We wish him the very best as he pursues this next chapter in his life” said City Administrator Damien Arrula. With the retirement of Chief Smith, the City has announced the appointment of Mr. Ronald L. Lowenberg (Ron) as Interim Chief of Police to serve the City during the next several months. Mr. Lowenberg’s substantial experience as not only the Chief of Police in several cities, but also his breadth of knowledge in being the Dean/Director of the Criminal Justice Training Center at Golden West College are areas we believe will assist our Police Department during this time of transition. Again we thank Chief Smith for his 34 years of service and dedication to the Placentia community. City A d mi n i str at o r 's Weekly Briefing Page 2 ADMINISTRATION Mayor Pro Tem Green Serves as the Principal for a Day Program On March 16th, Mayor Pro Tem Craig Green was invited to participate in the Principal for the Day Program at Sierra Vista Elementary School. Mayor Pro Tem Green and Principal Cindy Rex toured the campus and visited the classrooms, met the teachers, and interacted with the students. Mayor Pro Tem Green also had the opportunity to speak over the PA system for the Principal’s morning announcement. Mayor Pro Tem Green had a wonderful experience and two of the teachers at the school were former teachers of Mr. Green’s children. The City would like to thank the Placentia Yorba Linda School District and Sierra Vista Elementary School for coordinating and making this event a success. Local History Lecture Series: Natural Disaster: The 1938 Flood The Placentia Library Friends Foundation and the Placentia Historical Committee hosted the most recent local lecture in the series entitled, “Natural Disaster: The 1938 Flood” on March 7, 2016. The audience was captivated by the interesting presentation. The next featured lecture in the Local History Lecture Series entitled, “Orange County and Land Grants”” will be held on Monday, April 4, 2016 at 6:00 p.m. in the Placentia Library Community Meeting Room, 411 E. Community Emergency Response Team (CERT) Training in April Community Emergency Response Team (CERT) is a training program that prepares you to help yourself, your family, and your neighbors in the event of a disaster. During an incident, emergency services personnel may not be able to reach everyone right away. By getting trained in CERT, you will have the skills to help emergency responders save lives and protect property. As a member of CERT, you can respond to disasters, participate in drills and exercises, and take additional training. Community Services Department Meets with Placentia Teens On Monday, March 21, 2016, the Community Services Department met with 15 local teens from the Old Town Santa Fe area. The Community Services Department wanted to get input on what kind of programs our local teens are interested in and is always looking to improve our City programs including youth and teen programming. This was a great opportunity where local teens were able to express their thoughts on current youth programming with City staff. The information was taken back to Community Services Department for consideration on new program ideas. Senior Center Presentation On Friday, March 18, 2016, CareMore hosted an information seminar at the Placentia Senior Center. Seniors in attendance received valuable information on their medicare benefits and were treated to a performance from an Elvis impersonator! Valencia Career Fair Expo On March 22nd and 23rd, Placentia Community Services staff attended the Career Day Expo at Valencia High School. Staff had a great time engaging with the students and answering all of their questions about working for the City of Placentia Community Services Department. The students were thrilled by a job opportunity that would allow them to lead children in sports, games, crafts, swimming, and other activities and give back to their community. Some of the students who came to the City’s booth were former participants at the Cathy Torrez Learning Center and Whitten Community Center and are eager to give back to the programs that they received so much from. Placentia Photography Contest The Placentia Photography Contest, sponsored by the Cultural Arts Commission, is now open! All photographs are required to be taken within Placentia city limits, but entrants need not be City residents. Amateur (youth and adult) and Master Divisions may enter and photographs may not exceed 8”x10” in size. Entries are limited to four (4) per person and a $3.00 fee must accompany each photograph. City A d mi n i str at o r 's Weekly Briefing Page 4 St. Patrick’s Day Celebration Our Placentia senior citizens celebrated St. Patrick’s Day with a fun, Irish themed lunch. Seniors were also provided with a small gift bag courtesy of Believe in Miracles, a local organization that assists families and seniors in need. Cake and ice cream for the party was donated by Kaiser Senior Advantage. The seniors and the City of Placentia extend our thanks to these organizations for their generosity. Free Event for Dads and Kids The Friendly Center and the Placentia Neighborhood Services Office will be hosting a FREE Father’s Event on Wednesday, April 13, 2016 at the Whitten Community Center. Dads and kids are invited to join us for a night of fun! There will be craft and game stations along with a “make your own pizza” station for dinner. Drinks and dessert will also be provided. Placentia Rotary Club Presents Breakfast and Special Guest Speaker Tony Rackauckas The Placentia Rotary Club will be hosting a Breakfast with Special Guest Speaker Tony Rackauckas, Orange County District Attorney on Wednesday, March 30th at 7:00 a.m. at the Alta Vista Country Club, 777 Alta Vista Way to discuss what the County is doing to end human trafficking in Orange County. Since 2004, the Orange County Human Trafficking Task Force (OCHTTF) has assisted over 380 victims of human trafficking with a victim-centered approach to address protection, prosecution, prevention, and comprehensive victim services. Placentia Round Table Women’s Club – 2016 Scholarships The Placentia Round Table Women’s Club will be presenting scholarships to graduating seniors residing in the Placentia and Yorba Linda area. Last year, over $15,000 in scholarships were awarded to 17 students from five local high schools. Students attending a 4-year college will be receiving a $1,000 scholarship and students attending a 2-year college will be receiving a $600 scholarship. Be a Placentia Volunteen. High school and middle school students ages 13-16 that need volunteer service hours for graduation are encouraged to assist our Community Services Department staff with multiple activities conducted throughout the City during the summer. Placentia residents are invited to apply for the summer Volunteen Program. Participants will have the opportunity to receive on-the-job training and develop friendships. Come help out the Community Services Department P.A.R.K.'s program. Applicants must be 13 years of age by June 1, 2016 and reside within the city limits of Placentia. The application deadline is Thursday April 7, 2016 at 5:30 p.m. Spring Program Fitness Classes The Community Services Department has openings in our Adult Dance classes. Classes included in this category include: Country Western Partner, Country Western Line, Social Ballroom, West Coast Swing for Beginners, and our popular Zumba Gold for those that want to exercise and have fun at the same time. For adults that wish to review or learn the fundamentals of a sport, Adult Beginner, Intermediate and Advanced Tennis is available. ECONOMIC DEVELOPMENT Community Meeting on the Packing House District Transit Oriented Development The City and Lilley Planning Group held a community meeting on the Transit Oriented Development Zoning Amendment on Wednesday, March 23rd at the Whitten Community Center. The meeting was well attended with over 40 residents, business owners, property owners, and stakeholders participating and providing helpful feedback and comments on the Packing House District Transit Oriented Development. TOD is rapidly sweeping the nation and the public has embraced the concept as the most desirable places to live, work, and play. Real estate developers have quickly followed to meet the high demand for quality urban places served by mass transit. Transit Oriented Development is also a major solution to the serious and growing problems of climate change and global energy security by creating dense, walkable communities that greatly reduce the need for driving and energy consumption. This type of living arrangement can reduce driving by up to 85%. Placentia’s Transit Oriented Development (TOD) project that is currently in the development and City A d mi n i str at o r 's Weekly Briefing Page 6 planning phase to ultimately create a vibrant, livable, sustainable community adjacent to the future Metrolink Station. Two Placentia Restaurants Make the Top 75 Best Places to Eat in Orange County On Thursday, March 17th the Orange County Register released its top 75 best places to eat in Orange County in 2016. The City of Placentia’s had two restaurants on the list: El Farolito and the newly opened Salt and Ash. Here is what restaurant critic Brad A. Johnson had to say about Placentia’s restaurants: El Farolito, 201 S. Bradford Ave., Placentia, (714) 993-7880, www.elfarolitomex.com Sometimes there’s simply nothing better than combination plates, and for these there is always El Farolito, which has been serving them for more than 40 years. I love the ground-beef tacos with the almost-crispy corn tortillas cooked to that peculiar state of perfection halfway between fried and steamed. Even better are the frozen margaritas, which are somewhat slushy because they just came from a worn-out blender, not a fancy machine. Salt and Ash, 1390 N. Burger patties are ground fresh daily, probably at the same time the chefs also are making meatballs. The fries are hand-cut and twice-fried. The fish come from California fishermen. The pork ribs are a California riff on Chinese salt-and-pepper stir-fry. Meanwhile, pork loin is rolled in a bed of ashes. Look toward the kitchen window: Notice the cake dome? PUBLIC WORKS Public Works Department Update Our staff performed maintenance activities throughout the city. The Graffiti Crew removed graffiti per work order requests and City wide. The Sign Shop repaired and replaced signs per work order requests. The Patch Crew filled potholes arterial streets and spraying herbicide for weed control in assigned areas. The Ball Field Maintenance Crew worked on infields at the Sports Complex, Tuffree Park and Torii Hunter Field. The Facility Maintenance Crew completed work orders on City buildings. The Irrigation Crew checked and repaired irrigation systems and repaired a broken lateral line on Alta Street. The Maintenance crews cleaned the downtown area and performed weed abatement in assigned areas. City A d mi n i str at o r 's Weekly Briefing Page 7 Personnel on stand-by responded to the following calls: Date 03/18/16 Response Staff replaced ceiling tiles in City Hall’s Administration area. 03/21/16 Staff secured a sink and faucet to the wall at Powell Building. 03/18/16 Staff replaced ceiling tiles in City Hall’s Administration area. As a reminder to our residents, City staff is now assigned to remove the graffiti, pick up dead animals, maintain the downtown landscaping and make sure the OCTA bus stops throughout the City of Placentia are clean. OC Bridges Project Update The contractor hired by the Orange County Transportation Authority (OCTA) is nearing completion of the reconstruction of Orangethorpe Avenue as a bridge to allow vehicles to pass over the Burlington Northern Santa Fe (BNSF) Railway tracks. Chapman Avenue at Orangethorpe Avenue is now open to traffic. The intersection traffic signals at Orangethorpe and Chapman as well as Orangethorpe and Traub will be set on a four-way flash. The intersections will be fully opened however motorists are reminded to treat a flashing four-way intersection the same way they would treat a four-way stop. The Orangethorpe Grade Seperation Project is part OCTA’s OC Bridges Project, which will create seven underpasses and overpass, to separate the train tracks from surface streets along the busy BSNF Railway tracks. Kraemer Boulevard and Placentia Avenue have been completed. POLICE DEPARTMENT Crime Prevention Neighborhood Watch Neighbors from the Kilostad Drive area met together for the second Neighborhood Watch Meeting on Thursday, March 17, 2016. The Neighborhood Watch program is set up as a series of three different meetings covering different topics at each meeting. At this meeting residents were trained in vehicle and home burglary protection. The meeting covered the best practices to protect your home, alarms and cameras, vacation home checks, current trends in burglary and what to do if you become a victim. City A d mi n i str at o r 's Weekly Briefing Page 8 Career Day at El Camino High School Officers visited with students at El Camino High School on Friday, March 18, 2016. The Officers gave information to the students regarding how to become a Police Officer. The students enjoyed hearing the personal experiences from the officers and asked many questions about the steps to become an officer. Love Placentia Day Love Placentia Service Day will be held on Saturday, April 30th. The event will kick off with a rally at El Dorado High School at 8:00 a.m. and then depart to different service projects throughout the City that benefit the needs of the less fortunate, elderly, veterans, schools, and City parks and facilities. Currently, the Love Placentia Team is looking for volunteers to lead different aspects of the service day. This occurred at La Jolla and Arnold. The man was arrested, booked, and transported to Orange County Jail. At 2:30 a.m. units received a call of a medical aid at the Marie Callender’s located on the 100 block of E Yorba Linda Blvd. There was a report of a man down bleeding from the head. Upon PPD arrival, Orange County Fire Authority (OCFA) was already on scene and treating the male for a significant head injury. The intoxicated male (21 years old) was riding in the rear seat of a vehicle, became upset, and intentionally jumped out of out while it was moving. He was taken to the UCI Medical Center for treatment. No foul play is suspected. The Investigations Unit was notified. March 18, 2016 Officers arrested a man for having a loaded handgun. The man was also under the influence of a controlled substance while in possession of the gun, which is a felony in the State of California. City A d mi n i str at o r 's Weekly Briefing Page 9 At 6:46 p.m. officers responded to the 200 block of S. Kraemer regarding a possible child drowning. Upon arrival to the south pool, officers found the child had been pulled from the water by her grandmother and officers stabilized the child until OCFA arrived. The child was breathing on her own and transported to the Chidren’s Hospital of Orange County in Orange for treatment. No foul play/neglect was suspected. Code Enforcement will follow-up with the HOA regarding pool safety requirements. March 19, 2016 A local La Jolla gang member was shot in the leg on Park Lane by rival gang members. Placentia officers assisted with the investigation. This is the second time the same subject has been shot by rival gang members in the past couple months. A street robbery occurred in the 1600 block of Orchard in which two male subjects approached a female and demanded her wallet. Out of fear, the female gave the subjects approximately $100 in cash and several credit cards. March 20, 2016 At 8:48 p.m. officers were dispatched to McFadden Park regarding a male in dark clothing, possibly armed with an AK-47 style assault weapon, and last seen walking eastbound in the flood control channel. Our units quickly arrived and setup a perimeter; additional units from Anaheim PD also responded to assist, including their helicopter, Angel. An extensive search of the area was done and units were unable to locate the subject. March 21, 2016 At approximately 10:00 p.m. a Placentia Police Officer noticed smoke coming from inside the property of West Coat Arborists (900 block south Placentia). When the officer gained access to the property, he found that grass debris and tree trimmings had spontaneously caught fire in the back of a work truck. Fullerton fire responded and put out the fire. The owner was notified and a responsible party responded to the location. BUILDING AND PLANNING DIVISIONS 1. On March 14, the Planning and Building Divisions reviewed and approved tenant improvement plans for the existing cell tower (AT&T) located at 378 Orangethorpe Avenue. This project involves modifying the existing tower by removing & replacing antennas, new surge protectors, and extending new concrete pad by adding additional cable cabinets. 2. On March 14, architectural and structural plans for a residential addition and remodeling project at Jasmine Circle were submitted for review and approval. The scope of work includes demolishing most of the existing house and rebuilding it to create a 2,048 sq. ft. of home with four bedrooms, three bathrooms and an attached two-car garage. The cost of the construction is approximately $220,000. City A d mi n i str at o r 's Weekly Briefing Page 10 3. On March 15, the Planning and Building Divisions reviewed and approved building and structural plans for a commercial remodeling project located at Chapman Avenue. The scope of work will add an additional bathroom, new dividing walls, new kitchen, new plumbing and electrical fixtures to the building. The cost of the construction is $30,000. 4. On March 15, the Building Division reviewed and approved building and structural plans for 13 solar panel installation projects single-family homes. EXTERNAL COMMUNICATION Orange County Fire Authority Weekly Executive Summary www.ocfa.org March 24, 2016 OCFA conducted a training of its incident management teams (IMTs) during a maritime disaster drill yesterday in Corona del Mar. Newport Beach Fire Station 7 was used for an exercise by IMTs #2 and #3 that functioned as incident management for the drill. OCFA IMT #1 evaluated both teams performance during an after-action briefing. During this meeting, ideas and methods were discussed to help improve performance in future actual deployments. The training was also attended by several members of the Orange County Sheriff’s Department who wanted to become more familiar with the incident command system and operating in a unified command structure with OCFA personnel. The program was on March 23 from 10:30 a.m. – 11:30 a.m. Crews from Truck 64, Engine 66 and Engine 25 (A Shift) and Community Education Specialist Martha Espiritu attended the Westminster Spring Festival and Community Resource Fair. The event was on March 19 from 9 a.m. – 3 p.m. Crew from Truck 34 (B Shift) participated in a charity ball drop for a CHOC event at Yorba Linda Country Club. The event was on March 21 from 8:15 a.m. – 8:45 a.m. Crew from Truck 34 (B Shift) provided a life and fire safety program and engine visit to students at St. Francis in Yorba Linda. The program was on March 22 from 9 a.m. – 10 a.m. Mission Viejo Kitchen Fire – March 19 - A structure fire response was dispatched at 7:10 p.m. to a reported kitchen fire on Camden in Mission Viejo at the Park Ridge Apartments. Engine 24 arrived on scene and reported the fire out upon arrival. An adult female suffered minor smoke inhalation. She was treated and transported to Mission Hospital. Incident Commander: Chief Edwards, B4 Santa Ana Structure Fire – March 19 - A structure fire response was dispatched at 8:11 p.m. to South Huron Drive in Santa Ana. Engine 73 arrived on scene reporting smoke from the attic and upgraded the call to a working structure fire. After further investigation, the fire was knocked down at 8: 34 p.m. Incident Commander: Captain Moon, E73 Lake Forest Remote Rescue – March 20 - At 1:28 p.m., a Remote Rescue response was dispatched to a reported biker down on a trail in Whiting Ranch Wilderness Park. Helicopter 2 located the patient and inserted the rescue paramedic via hoist. The patient was determined to be ALS and was hoisted into the aircraft with the assistance from a Truck 9 rescuer. The patient was then transported to Mission Hospital via Helicopter 2. Incident Commander: Captain Ventura, E54 Buena Park Structure Fire – March 21 - At 7:04 a.m., a structure response was dispatched to San Ricardo Way in Buena Park. Engine 63 arrived on scene at 7:07 a.m. with fire through the roof of a one-story single family residence and requested a working structure response. Crews successfully rescued a resident through a bedroom window and two others were able to exit the residence on their own. All three suffered smoke inhalation and were transported to area hospitals. One fire fighter sustained a back injury during the fire. The fire was reported knocked down at 7:18 a.m. Incident Commander: Cause: Chief Dossey, B8 Under Investigation Irvine Structure Fire – March 22 - At 9:07 p.m., a structure response was dispatched to Alcoba in Irvine. Engine 6 arrived on scene at 9:12 p.m. with a working fire in a two-story multi-unit residence and requested a working structure response. The fire was reported out at 9:18 p.m. and contained to the laundry area. Four residents were displaced but chose to stay with family members.
