Embracing Innovation
D
isruptive innovation defines the consumer technology industry.
Although challenging for existing business models, the companies
that adapt benefit tremendously from the creation of new markets
with products and services that are more simple, convenient, accessible,
reliable and affordable. Simply looking at the world in a fresh way has
yielded disruptions such as the PC, the Internet, Apple’s ecosystem and
even 3D printing – all of which have transformed our daily lives.
Innovation is the crux of what the
Consumer Electronics Association (CEA)®
and our more than 2,000 members
represent. Innovation creates economic
growth, and growth creates commerce, jobs
and progress. CEA member companies
develop, market and sell the products
and services that entertain, inform and
connect consumers. Sales of consumer
electronics (CE) products are continuing
on an upward trajectory with U.S. factory
sales for 2012 up 4.7 percent over the
prior year for a record $204 billion.
CEA continues its mission to grow
the industry through our unparalleled
market research, with more than two-dozen
consumer studies conducted each year,
developing more than 20 standards in
2012, collaborating with legislators to
enable a level playing field for companies
to compete, hosting the International
CES,® and providing members with access
to business mentoring, promotional
opportunities and networking at events
throughout the year such as CE Week
and Industry Forum.
ACHIEVING SUCCESS
CEA works in Washington and state
capitals nationwide for reasonable
legislation that encourages innovation
and opposes efforts to stifle it. Key issues
such as immigration reform, spectrum
allocation, energy efficiency and recycling,
trade, and the balance between fair

use and copyright holders’ protections,
directly impact the business success of
CEA’s members.
Through its educational efforts, the
Innovation Movement, and the publication
of CEA’s newest best-selling book,
Ninja Innovation, CEA advocates for
the issues that are critical to keeping the
innovation economy moving ahead. CEA
launched the Innovation Movement to
bring together an engaged community
of industry professionals, entrepreneurs
and citizens who believe innovation is
critical to American global leadership and
economic growth. We’ve also rebranded
CEA’s award-winning magazine as
It Is Innovation (i3).
CEA strongly supports legislative
efforts to secure additional spectrum
for both licensed and unlicensed use
for broadband services to address the
impending spectrum shortfall. On the
environmental front, as part of the eCycling
Leadership Initiative, members aim to

recycle one billion pounds of electronics
gear annually by 2016. To support the
effort, CEA set up GreenerGadgets.org
as a resource for consumers to learn
more about responsible disposal of their
gadgets and to find recycling locations
near them.
We also support legislation targeting
patent trolls. We endorsed the SHIELD
Act which would impose court costs on
patent trolls bringing frivolous lawsuits.
While we face daunting obstacles, there is
a growing passion around this issue. We
also have endorsed multiple immigration
bills. Our priorities include STEM visas,
entrepreneur visas and an increase in the
number of H1-B visas.

CELEBRATING THE INTERNATIONAL CES
Our flagship event, the International CES, owned and
produced by CEA, is the world’s largest and most exciting
stage for innovation. It is where leaders from Hollywood,
Detroit, Silicon Valley and Madison Avenue meet with
their counterparts from abroad to do business and see
the future. Innovation is the reason more than 35,000
international attendees travel to CES from 170 countries.
CES is not just about cool products – it is also about
bright people, ideas and innovation. From Eureka Park,
where startups engage, to our Innovations Honorees
area, to some 3,000 exhibits and 800-plus speakers, we
are focusing on ideas and trends.
The 2013 CES was the largest in the show’s 45-plus
year history, featuring 1.92 million net square feet
of exhibit space and more than 150,000 attendees.
Products on display included Ultra HDTV, with four
times the resolution of HDTV; health and fitness tech
like HealthSpot’s groundbreaking healthcare kiosk;
3D printing; smart TVs; flexible OLED displays; haptic
interfaces; connected cars; and an abundance of tablets,
phablets and smartphones.

SUCCEEDING TOGETHER
Because startups are paving the way for America’s
future, CEA has created a unique membership category
for them. These companies have put their resources
on the line to compete. The support we can offer as an
organization is critical not only to advancing the CE
industry but also to ensuring these new technologies
end up in consumers’ hands. By providing innovators
with an opportunity to help shape CEA’s strategy,
the association has greater potential to influence
the nation’s political discourse in a way that favors
common-sense business policies.
And improving the lives of seniors and people with
disabilities through technology is the goal of the CEA
Foundation, founded in 2012. In its first operational
year, the foundation supported numerous nonprofit
organizations and helped to recognize companies that
make innovative, accessible products by supporting
the new Accessible and Universal Design category of
the Innovations Design and Engineering Awards at
the 2013 CES.
We will continue to work to ensure both political
parties responsibly address our serious fiscal situation and fix our immigration system. We are guarding
against attempts to delay spectrum auctions, and urge

action against “patent trolls” who are misusing the law
to shake down tech businesses. We also will push back
aggressively on those who want government to dictate
how we design and build our products.
Our best hope for a strong economy, lower deficits
and reasonable taxes is ensuring we are the world’s
innovators. Politicians from both parties agree that
innovation should be our national strategy. Our industry
and your association strive to be at the vanguard of
innovation.

The International CES®: Where Innovation Does Business
K
eep up on the latest advances in tech and join the rest of the industry and
members of the media in Las Vegas for the International CES®. The 2013
CES brought together more than 150,000 attendees, including 5,000
media, 4,000 venture capitalists and financial executives and more than 35,000
international attendees from 150 countries. CES is the place to see what the
consumer electronics (CE) industry has to offer, from Ultra HDTV to 3D printing,
the latest smartphones and tablets to wireless technologies and haptic interfaces.
The 2013 CES was the largest in
the show’s 45-plus year history,
featuring 1.92 million net square feet
of space. This year more than 3,200
exhibitors unveiled 20,000 new
products. Major players from top CE manufacturers,
retailers and service providers unveiled what’s next for
the industry through keynotes, press conferences and panels.
300 conference sessions took place including more than
800 speakers. CES focuses this stream of innovative
products by organizing them into 15 product categories
and grouping similar technologies into 25 separate
‘TechZones’ that cover the show floor.
CES also has unrivaled keynotes. This year industry
leaders like Qualcomm Chairman and CEO Dr. Paul
Jacobs, Panasonic President Kazuhiro Tsuga, Samsung
President Dr. Stephen Woo and Verizon Chairman and
CEO Lowell McAdam shared their visions of technology

with attendees and Pandora Founder Tim Westergren
spoke at CEA’s Leaders in Technology Dinner.
GETTING A HEAD START
Two days before the show floor opens, media attend a
preview of CES at Mandalay Bay. CES Unveiled LAS
VEGAS drew more than 1,500 members of the press
to see exhibitors showing some very cool products.
Attendees also got a preview of product debuts from the
Innovations Design and Engineering Award Honorees.
What did they see? Companies such as 3M Touch
Systems, Body Media, Canopy Co., Chevrolet, Fitbug,
Goal Zero, HAPI Labs, House of Marley, Hz0, Liquid
Image, Matrix Audio, Parrot, Synaptics and Urban Hello
and major trends including Ultra HDTV, hybrid tablets,
flexible touchscreen displays, apps and mobile solutions.
3M showed off an 84-inch multi-touch display
table – more than twice the size of the 40-inch display

demonstrated in 2012 – able to register as many as
40 different touch inputs at a time. Chevy brought out
its newest electric vehicle – the 2013 Chevrolet Spark.
As any previous CES attendee could predict, the
announcements didn’t end there. CES Press Day was
the largest in show history, featuring 28 exhibitor press
conferences. The announcements began at Unveiled
and continued through the show.
EUREKA PARK
Returning to CES this year was the Eureka Park TechZone,
a section of the show dedicated to small companies
and innovative startups. This specialized exhibit area
encompasses the core of CES – a place where entrepreneurs
with an innovative product or technology can be highlighted
on the world’s stage. Eureka Park, presented in partnership
with the National Science Foundation and Startup
America, grew 50 percent over the previous year,

showcasing groundbreaking new companies looking to
gain footing in the CE industry. Many of the budding
entrepreneurs and fledgling startups in this technology
incubator drew the attention of the 4,000 venture
capitalists and financial executives attending the show.
Last June, CEA held the Eureka Park Challenge at
CE Week in New York City, where entrepreneurs and
startups competed for prizes including free booths at
CES. A panel of four judges and attendees voted Tactus
Technology Inc.’s tactile touchscreen the grand prize winner for its next generation of touch interface.
ENTERTAINMENT MATTERS AT CES
In its third year, Entertainment Matters at CES, designed
by and for Hollywood’s film, television and digital
communities, was sponsored by Variety and AOL.
Entertainment Matters provided a content-focused CES
experience for film, television and digital entertainment
professionals at the show. Actress Felicia Day served as
the Entertainment Matters Ambassador for the 2013
CES. Day’s roles include Supernatural, Buffy the Vampire
Slayer and Dr. Horrible’s Sing-Along Blog, but she is also
known for her Web series The Guild.

BEST OF CES INNOVATIONS
The International CES Innovations Design and
Engineering Awards honor outstanding design and
engineering advancements in CE across 29 product
categories, including, for the first time this year,
Accessible & Universal Design Technologies and Tech
for a Better World. These awards recognize the most
innovative technology products and services on the show
floor. Entrants are judged by a panel of independent
industrial designers and engineers as well as by members
of the trade press. This year’s Best of Innovations
Showcase was on display at The Venetian.
Other products to receive recognition include the
Luminae Keyboard+ and Lenovo IdeaCentre Horizon
which won the Last Gadget Standing competition.
PC gaming tablet Razer Edge won the People’s Voice
online voting award. And DISH’s Hopper™ with Sling®
Whole-Home HD DVR was a co-winner of “Best of
Show” alongside the Razer Edge in the “Best of CES”
awards program.

Ultra HDTVs – displays with four times the
resolution of standard HDTVs – stole the show at
the 2013 CES. A half-dozen exhibitors showcased
their latest Ultra HD displays at the show – up from
just two companies (Sony and LG) in 2012. “Ultra
HD is the next natural step forward in display
technologies, offering consumers an incredibly
immersive viewing experience with outstanding
new levels of picture quality,” said CEA President
and CEO Gary Shapiro.

EA represents the consumer technology industry in Washington,
advocating pro-innovation positions to the White House, state
and federal lawmakers, regulatory officials and the courts.
CEA and its Innovation Movement focus on policy issues
crucial to innovation such as:
MAKING TECHNOLOGY ACCESSIBLE
CEA supports industry-driven solutions to ensure that
innovative technologies and services are accessible
to consumers with disabilities. CEA is working with
the FCC as it implements the 21st Century Video and
Communications Accessibility Act of 2010 and supports
regulations that balance the twin goals of promoting
accessibility and preserving continued innovation.
ENCOURAGING ENERGY EFFICIENCY
Voluntary, market-oriented programs and initiatives,
including industry-led standards, are a cost-effective
and successful approach to advancing energy efficiency
in consumer electronics. CEA works cooperatively with
governments in the development of energy efficiency
initiatives and opposes mandates that stifle innovation,
reduce consumer choice, and limit product features
and services.
PROMOTING INTERNATIONAL TRADE
CEA strongly supports a more comprehensive approach
to the ITA and has been closely advising the Office of
the United States Trade Representative on the technology
industry’s position. A successful ITA which lowers
tariffs on CE products will save billions of dollars for
CEA members. CEA first travelled to Geneva in May 2012
to consult with the Secretary General of the World Trade

on an expanded ITA were launched, and CEA continues to
coordinate with the U.S. government to provide testimony and
counsel for the ongoing negotiations.

That means more royalties for artists, more choices for
consumers, and more exciting new products and services
for Internet music.
PROTECTING INTERNET FREEDOM
PROMOTING E-WASTE SOLUTIONS
CEA supports Internet Freedom, both at home and
abroad. The open and uncensored Internet is a great
engine of social and economic progress – but it is under
threat. Through the United Nation’s International
Telecommunication Union (ITU), a number of countries
are attempting to establish greater governmental control
of the Internet. Their efforts, if successful, could destroy
the Internet as an open and innovative technology
platform. CEA continues to support an open Internet
and encourages the federal government to make it the
official policy of the U.S. to promote a global Internet
free from government control.
EMBRACING INTERNET RADIO
CEA continues to advocate for a national solution to
e-waste. Through the eCycling Leadership Initiative,
CEA and CE industry leaders launched the first industrywide
electronics recycling initiative to recycle one billion
pounds of electronics annually by 2016. Known as
the “Billion Pound Challenge,” the eCycling Leadership
Initiative seeks to improve consumer awareness of the
more than 7,500 e-waste recycling collection sites sponsored
by the industry; increase the amount of electronics
recycled responsibly; increase the number of collection
opportunities available; and provide transparent metrics
on eCycling efforts. CEA’s GreenerGadgets.org site also
provides consumers with a convenient way to locate a
third-party certified or industry sponsored recycling location.
Under today’s outdated rules, Internet radio providers
are forced to pay a significantly larger percentage of
royalties than their competitors. In some cases, Internet
radio providers pay half of their annual revenues in
performance royalties, while other music providers pay
less than 10 percent. The Internet Radio Fairness Act,
supported by CEA, would extend to webcasters the same
standard for determining copyright royalty rates used by
all other forms of non-broadcast radio. By rationalizing
the royalty structure, the Internet Radio Fairness Act
CEA welcomes expanded opportunities for consumers to
stay connected, informed, and entertained during flight,
and applauds the Federal Aviation Administration (FAA)
for launching a proceeding to facilitate the safe and
managed use of portable electronic devices on airplanes.
CEA stands ready to work collaboratively with the FAA,
the Federal Communications Commission (FCC), and
the airline industry to develop solutions to facilitate the

broader use of portable electronics devices while maintaining
the highest levels of safety for passengers and aircraft.
REFORMING THE PATENT LAWS
CEA supports patent legislation reform that combats the
explosion of lawsuits brought by non-practicing entities,
better known as ‘patent trolls.’ Every dollar companies
spend fighting baseless lawsuits represents a tax on
innovation and a dollar not spent on creating jobs and
developing new products. Reintroduced during the
113th Congress, the Saving High-tech Innovators from
Egregious Legal Disputes Act (SHIELD) would assess
legal fees on losing plaintiffs – a helpful and sensible
first step to strike back at patent trolls and discourage
baseless lawsuits.
PROTECTING FAIR USE
CEA supports a balanced approach to enforcing intellectual
property rights that protects fair use and does not limit
advancement of innovation. Last year, CEA hailed the
congressional decision to pull votes on the Stop Online
Privacy Act (SOPA) and the PROTECT IP Act (PIPA)
which would have hurt legitimate businesses and cost
American jobs. We continue to actively oppose legislative
and regulatory proposals that unduly burden legitimate
commerce, impede innovation or restrict the free flow
of information.

sharing, and clearing of underutilized federal spectrum.
In 2012, Congress passed CEA-supported legislation
authorizing the FCC to conduct voluntary incentive
auctions of underutilized TV broadcast spectrum. The
returned spectrum would be made available at auction
for valuable wireless broadband and other services.
Voluntary incentive auctions will promote innovation
and job creation, reduce the national debt and amply
compensate television broadcasters that choose to
participate. Most important, such auctions will give
innovators access to robust wireless broadband capability
and allow the creation of new ground-breaking technologies.

CEA is committed to the principle that a driver’s highest
priority must be the safe control of the vehicle. To this
end, CEA supports state legislation that prohibits texting
while driving as well as a ban on all cell phone use by
those with a graduated driver’s license. However, CEA
believes that policymakers must recognize that many
in-vehicle electronics can contribute to safer driving
and offer valuable benefits.
Our nation faces a looming spectrum shortfall. CEA
strongly supports government efforts to free up spectrum

A
s the CE industry evolves, forging pathways and creating new
innovations, technical standards ensure that new products buzz,
whirl and hum in sync with existing technologies. CEA’s Technology
& Standards department works year-round with software developers and
manufacturers to foster industrywide collaboration and growth through
the development of technical specifications and industry standards.
Working groups and standards-focused events allow
programmers and developers to test and tweak their
latest designs in order to set industry standards. This
process helps new products and technologies achieve
industrywide deployment and interoperability with
existing products and services. And CEA publishes
more than 2o technical reports each year, helping
regulators and industry leaders make informed public
policy decisions about the most pressing issues facing
the consumer technology market.
With more than 1,100 participants and six dozen
committees, subcommittees and working groups,
CEA’s Tech & Standards program is a trusted source for
rulemaking in the CE industry, and is recognized by the
American National Standards Institute (ANSI) for its
achievements. Tech & Standards committee, subcommittee
and working group meetings are open to CEA members as
well as non-members.
TECH & STANDARDS ACHIEVEMENTS
ULTRA HDTV
Following an intense review by CEA’s Ultra HD
working group, CEA’s Board of Industry Leaders
voted last October to endorse and promote the term
“Ultra High-Definition” in reference to TVs with
more than eight million pixels of resolution.
CLOSED CAPTIONING
As part of CEA’s commitment to making CE products
more accessible to people with disabilities, the association enhanced its closed captioning standard by ensuring
that closed captions will work with 3D video content.
The committee working on this issue is also developing
solutions that will allow for the seamless transfer of
closed captions through the Internet, and it is defining
mechanisms to enable easy access to video descriptions.
ENERGY EFFICIENCY
CEA is updating its standards to include the latest
technologies to improve energy efficiency. In cooperation
with state and federal government agencies, CEA strives
to develop and promote energy efficiency initiatives that
will benefit consumer choice and foster innovation.

WIRELESS POWER
CEA’s Wireless Power Subcommittee is creating standards
for methods of measurement for efficiency and standby
power, highly resonant wireless power systems and tightly
coupled wireless power transfer.
SET-TOP BOX ENERGY CONSUMPTION
CEA’s Video Systems Committee is developing a standard
for measuring set-top box (STB) power consumption
using parameters defined by the International
Electrotechnical Commission.
ANSI/CEA-2043 will clarify test procedures, definitions
and terms for North American markets, and is expected
to replace two existing standards: ANSI/CEA-2013-A,
Digital STB Background Power Consumption, and ANSI/
CEA-2022, Digital STB Active Power Consumption
Measurement.
STANDARDS TO PROMOTE ACCESSIBILITY
In order to help the visually impaired orient themselves
on devices like remote controls, CEA established a standards
working group tasked with developing an ANSI/CEA
standard specifying a round tactile feedback feature.
The group has received more than five dozen suggestions
for potential study topics and is in the process of selecting
further accessibly activities for consideration.
