Update and discussion regarding Choice activities relating to People,
Housing and Neighborhood.

SUMMARY
The following describes activities related to the three core components of the Choice
Neighborhood Initiative, which are People, Housing and Neighborhood. The following activities
are associated with metrics submitted to HUD on both a quarterly and annual basis.
People

Case Management
Activity
Urban Strategies Case Managers held the Monthly Resident
Meeting on August 26, 2014 for all former Wheatley residents.
The meeting included a presentation from Urban that focused on
money management, job readiness, resident council election
information, and an update on the Wheatley Courts
redevelopment.
Urban Strategies Case Managers were successful in conducting
52 visits with clients this month. Assessments were completed
that identified immediate needs, as well as re-evaluating client
goals and accomplishments.
Urban Strategies Case Managers were successful in assisting 32
former Wheatley children with uniforms and school supplies.
Case Managers assisted 24 residents with utility assistance
enabling them to retain their homes. To date, Urban has assisted
61 residents with utility and rental assistance.

Income
Urban assisted 12 residents in updating their resumes. Six
residents submitted employment applications; one resident was
hired as a community coach and three other residents gained
employment.
Urban provided four residents with monthly bus cards enabling
them to get to and from their new jobs.
Urban Strategies is collaborating with Green Path Inc., a financial
literacy non-profit organization, to develop a financial curriculum
for former residents. This curriculum will include cautions
regarding payday/title loan companies, late payment avoidance,

predatory lending practices, and consumer rights and
responsibilities. Classes will begin mid-November 2014.
On Saturday, August 16, 2014, Urban Strategies in partnership
with University Health Systems (UHS), San Antonio Independent
School District (SAISD), and Antioch Community Transformation
Network (ACTN) provided school backpacks, school
immunizations and school physicals to over 1,000 community
members to include former Wheatley residents.
On Sunday August 24, 2014 Urban Strategies in Partnership
with UHS, HEB, and Straightline Management provided school
supplies, immunization and school physicals to over 400
community members including former Wheatley courts residents
at the annual New Braunfels St. community back-to-school
celebration.
Staff received plan approval from the Department of Justice
(DOJ). Although the Byrne Grant Plan has officially been
accepted by DOJ, no funds have been received. Plan revisions
and a revised budget were requested by DOJ.
Staff successfully facilitated the creation of a one-stop re-entry
center at the Barbara Jordan Community Center. The center will
house 2 adult probation caseworkers, one counselor, and a
juvenile probation counselor.

Activity
Discussions are underway to bring a Farmer’s Market to
EastPoint, to encourage healthy diets and improved quality of
life.
Choice Staff continues to work with the City to develop the
project charter/plan and scope for expending the NSP funds.
Staff received approval from the SAHA Board to move forward
with the purchase of privately held lots in the Choice footprint.
To date, five properties are scheduled to close in November
2014, and two contracts have been routed for approval. Eight
City and County-owned properties are in the process of being
conveyed to SAHA. There are fees and costs associated with
these properties and staff is researching the best and most
effective ways to address those costs.
CoSA Code Enforcement is also providing staff with a list of
vacant lots/abandoned structures that have been tagged with
Code Violations to be used in tandem with vacant lot purchases.
Choice staff met with Habitat for Humanity to discuss the Infill
Neighborhood
Stability:Home Ownership and Rehab Strategy. Habitat provided information on face-lift
services for single family homes - these are exterior fixes that

Franklin Construction was the selected contractor to conduct the
Demo and Site Preparation. Work will begin in September. Prior
to commencement of the work, the development team will issue a
notice to the schools, school district and surrounding community
about the project schedule along with a contact person who can
answer questions and address concerns. A celebratory
demolition event is scheduled for September 25, 2014.
Replacement Housing
Phase I
Sutton II (The Park at Sutton Oaks) – 49 replacement units are
now 100% complete with 9 occupied by former Wheatley
residents. The Development as a whole is 99% occupied.
Phase II
On July 31, 2014, the Texas Department of Community Affairs
(TDHCA) board approved a 9% tax credit award for the
construction of the new 220 multi-family unit project at the
original site of Wheatley Courts.
The Disposition Application was submitted on May 12, 2014.
Staff will follow up with HUD’s Special Applications Center.
SAWS has confirmed approval of additional funding in the
amount of $227,483 for sewer and associated improvements.
The total funding approved by SAWS is $1,155,308. A meeting
was held September 5, 2014, to discuss the possibility of setting
up an escrow account that the project could draw from for
replacement of lines (not new lines).
McCormack Baron Salazar (MBS) submitted an application to the
Center City Housing Incentive Program requesting waivers for
water and sewer impact fees in the amount of $1.4 million. The
application is currently under review.
A Request for Proposal (RFP) for Architectural and Engineering
Services for Public Improvements was posted August 28, 2014.
A pre-bid meeting was held at Ella Austin on September 4, 2014.
Approximately 30 contractors were in attendance. The RFP will
close on September 19, 2014.
Phase III
A draft pre-development budget is currently being drafted by
MBS for the Senior Development Phase of the project.

Phase IV
Non-Replacement
Housing
Offers to acquire 36 properties: There have been 28 offers to
acquire properties; one offer is on hold due to all heirs being
deceased. Staff is awaiting seven appraisals to send remaining
offers.
Phase I
Sutton II (The Park at Sutton Oaks) – 208 units were complete as
of June 17, 2014. Of the 208 units, 159 non-replacement units
were created. Of those 159 units, 46 are market rate and 113 are
affordable. As of September 5, 2014, the property is 99%
occupied.

REQUESTED ACTION:
Consideration and appropriate action regarding Resolution 5434, approving the Victoria
Commons Master Plan created for the finalization of the redevelopment of the former Victoria
Courts Public Housing development.
PURPOSE:
To finalize the master plan for Victoria Commons, following significant community engagement
and input, and to initiate the development of the remaining phases upon review and approval by
the U.S. Department of Housing and Urban Development (HUD).
SUMMARY:
To ensure continued community participation and support in finalizing the Victoria Commons
Master Plan, former Board Chair Ramiro Cavazos, Commissioner Karina Cantu and SAHA
President & CEO Lourdes Castro Ramirez participated in meetings held with staff and
community representatives, including Lavaca neighborhood residents, Artisan Park Townhome
homeowners, Refugio Place Apartment residents, and Lavaca Neighborhood Association Board
members, at meetings on June 12, 2014, July 9, 2014, and July 14, 2014, with follow up
meetings between staff and Lavaca Board members on July 17, 2014 and August 5, 2014.
The consensus reached in the community stakeholder meetings was presented to the broader
community and was warmly received at the September 9, 2014 Lavaca Neighborhood
Association meeting held at Victoria Plaza (see attached presentation). The proposed Victoria
Commons Master Plan is outlined below:
Phase I
The 210-unit Refugio Place Apartments is a multifamily rental development completed in 2004
and includes 105 market units and 105 affordable units including 50 public housing units.
Phase II
Victoria Commons Phase II-A: The first phase of Artisan Park Townhomes includes 22
townhome units and was completed in 2007.


The Homeowners Association is now governed by a three-member Board of Directors,
with homeowners serving as President and Secretary/Treasurer and SAHA staff serving
as the Vice-President.
The affordability restrictions of the four previously sold affordable units have expired.

Upon Board approval of this Master Plan, Staff will request that HUD allow the two
remaining public housing homeownership units be transferred to the planned multifamily
development on Cesar Chavez and converted to rental.
Victoria Commons Phase II-B:
The second phase was originally comprised of 98
homeownership units, including 26 public housing homeownership units. Going forward
SAHA’s plans include:



All units will be for-sale townhome units.
Upon Board and HUD approval, the planned 26 public housing homeownership units will
be transferred to the Chavez multifamily development and converted to rental, making all
98 planned units market with no income restrictions.
Upon HUD Special Applications Center (SAC) disposition approval, SAHA will market
the townhome lots to a third-party developer(s) for the construction of townhomes,
compliant with design guidelines that will be developed in a public process similar to that
used to create the Leigh Street Design Guidelines.
Leigh Street Single Family Phase II-C: The original 26 single-family homeownership units on
Leigh Street were developed using private funds. Going forward, SAHA’s plans include:




All 26 lots must be developed as owner-occupied single-family homes for at least two
years from the date of the Certificate of Occupancy.
Upon SAC disposition approval, the 26 lots will be listed on the San Antonio Board of
Realtors Multiple Listing Service (MLS) for 30 days, allowing all interested parties to
submit sealed bids.
21 of the lots will be sold as market without any income restrictions and 5 lots will be
sold as affordable to household’s with income between 80% and 120% of Area Median
Income (AMI).
All construction plans must be approved by the Design Committee and be in compliance
with the Leigh Street Design Guidelines.
Phase III
Victoria Commons Phase III-A: The 245-unit HemisView Village Apartments is a multifamily
rental development completed in 2010, and includes 184 market units and 61 affordable units,
including 49 public housing units.
Victoria Commons Phase III-B: The off-site development in Phase III was completed in
September of 2008 and included closing cost and down payment assistance in an amount up to
$20,000 in the form of a forgivable subordinated loan for 26 qualified households purchasing a
home in the City of San Antonio.
Phase IV
SAHA plans to develop the fourth and final residential phase of Victoria as a mixedincome/mixed-use rental development to include:


215 units with 133 market units and 82 tax credit units (including 39 Public Housing or
Project Based Voucher units);
15,000 square feet of retail space;

“Texas Wrap” design similar to HemisView Village apartments, with structured parking
“wrapped” by residential units on four stories atop a concrete podium base story housing
retail space; and
Utilize a 4% tax credit/tax exempt bond financing structure.
Phase V
Victoria Courts Administration Building & City Park: Although the VC Administration Building is
not eligible for inclusion on the National Register of Historic Places, because of its local
significance to community stakeholders, SAHA has agreed not to demolish the building and
instead rehabilitate it. SAHA’s plans include:
 Rehabilitating the existing 10,000-square-foot structure into a neighborhood
community/cultural arts center.
 The concept design was completed by Alamo Architects and Franklin Development
 Upon HUD SAC disposition approval, the adjacent 1.95 acre parcel will be provided to
the City of San Antonio for a City Park in exchange for the current one-acre Victoria
Park on Cesar Chavez.
 The park amenities will include walking trail, exercise stations, children’s play area,
mulit-purpose court, and dog park.
 SAHA applied for Innercity TIRZ funding, and the City is expected to announce awards
in October/November 2014.
FINANCIAL IMPACT:
There is no financial impact to SAHA resulting from the approval of the Master Plan and all
remaining phases will be individually presented to the Board of Commissioners for consideration
and approval.

RESOLUTION 5434, APPROVING THE VICTORIA COMMONS MASTER PLAN CREATED FOR
THE FINALIZATION OF THE REDEVELOPMENT OF THE FORMER VICTORIA COURTS
PUBLIC HOUSING DEVELOPMENT.
WHEREAS, the San Antonio Housing Authority (SAHA) received a HOPE VI Grant for the
redevelopment of the former Victoria Courts public housing development; and,
WHEREAS, Franklin Development was selected as the co-developer through a public procurement
process and SAHA desires to enter into a master development agreement for the redevelopment
of what is now known as Victoria Commons; and,
WHEREAS, SAHA has completed a community input process with stakeholders to identify their
desired outcomes for the redevelopment and identified the proposed Victoria Commons Master
Plan for the development of the remaining phases based on the consensus reached; and,
WHEREAS, the proposed Victoria Commons Master Plan was presented to the wider community
on September 9, 2014 at the Lavaca Neighborhood Association meeting and was warmly received
without objection; and,
WHEREAS, the proposed master plan supports and accomplishes SAHA’s mission to provide
quality affordable housing that is well integrated into the fabric of neighborhoods and serves as a
foundation to improve lives and advance resident independence.
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA hereby:
1) Approves Resolution 5434, approving the proposed Victoria Commons Master Plan
attached hereto; and
2) Authorizes the submission of the approved Victoria Commons Master Plan to the U.S.
Department of Housing and Urban Development (HUD) for review/approval and to make
any revisions required by HUD.

REQUESTED ACTION:
Consideration and approval regarding Resolution 5435, authorizing the President and CEO to
execute a Master Development Agreement with Franklin Development Properties, Ltd.
(Franklin), formerly known as Franklin Development Company, consistent with the proposed
business terms, HUD requirements, and SAHA’s best interests for the completion of Victoria
Commons.
PURPOSE:
A Master Development Agreement (MDA) with Franklin will provide SAHA with a legal
document to guide the roles, responsibilities and financial arrangements to complete the
remaining phases of Victoria Commons. This action is in keeping with Resolution 5306, which
was approved by the Board in January 2013 and authorized the negotiation of an MDA with
Franklin for the completion of the redevelopment of the former Victoria Courts public housing
development now known as Victoria Commons.
SUMMARY:
A number of the phases comprising Victoria Commons were previously completed, including the
210-unit Refugio Place Apartments, 22-units of the Artisan Park Townhomes, and the 245-unit
Hemisview Village Apartments. Upon approval of the proposed Victoria Commons Master Plan
and execution of the MDA, Franklin will initiate the development of the remaining phases of
Victoria Commons. These phases are currently proposed to include the Leigh Street Homes,
Artisan Park Townhomes (98 remaining for-sale units), the 215-unit Chavez multifamily rental
development, and the Victoria Commons Community Center and adjacent City Park.
The MDA outlines the roles and responsibilities between SAHA and Franklin for the completion
of Victoria Commons. This includes defining responsibilities for raising funds to complete the
financing for the developments, guarantees to be provided, general contractor and property
management responsibilities, and SAHA’s Section 3 and MBE goals. The term sheet detailing
these terms is attached.
FINANCIAL IMPACT:
The MDA stipulates the developer fee and general contracting fees will be paid from the
transaction proceeds and the management fees from operations.

of any non-construction contract will be subcontracted to
Section 3 business concerns.
Minority Business
Enterprise (MBE)
The developer shall provide for MBE participation of at least
thirty-five percent (35%), to the extent feasible, in all
contracts entered into by developer and its Subcontractors.
Residential Management: Franklin Apartment Management during the Guaranty
Period; thereafter general partner determines the manager
pursuant to the partnership agreement
Quality Assurance:
General Partner will approve schematics and design
drawings.
General Partner will approve all draws for
payment. Partnership will obtain third party cost analysis and
verification.
Fee and Profits:
Developer and General Partner will split the developer fee
on a pro rata basis with 75% to Developer and 25% to
General Partner. 100% of the cash flow will be retained by
General Partner upon payment of all partnership obligations.
General Partner keeps all proceeds from refinancing, sales,
and other capital transactions after payment of deferred
developer fees.
General Partner gets first right of refusal to buy the
developments at end of 15 years at the lowest price allowed
by TDHCA.
Tax Exemption:
General Partner must obtain 100% tax exemption.
Capacity Building
Developer will use its best efforts to include the co-developer
in the development process to increase its real estate
development, construction, management, and compliance
capacity.
Community Participation
Developer will work with co-developer to involve residents
and community stakeholders in the design process and give
careful consideration to their suggestions. Developer will
also provide updates on the progress of developments to
residents, the community, local officials and interested local
organizations.
Retail Developments
Retail and Commercial developments will be governed by
separate negotiated agreements presented to the SAHA
Board of Commissioners for consideration.

SUMMARY
The Blueridge neighborhood continues to be the current focus of SAHA’s Westside Reinvestment
Initiative (WRI).
SAHA is working with the HUD Special Applications Center (SAC) to obtain approval to demolish
the 39 homes in Blueridge. HUD has requested some additional information including a Letter of
Rescission.
The additional step of the Letter of Rescission is due to the atypical construction-related issues that
subsequently occurred in Blueridge. Under SAHA’s previous Section 32 Homeownership Plan, the
units were intended to be built and sold under the Lease Purchase Program.
The local HUD office was asked to assist with this effort, given the complexities of this project. After
a call between the local HUD Office and the HUD Special Applications Center, the Special
Assistance Center indicated that the Letter of Rescission would be approved soon. Upon approval
of the Letter of Rescission, SAHA staff will submit a HUD Disposition Application, to include: case
for obsolescence (engineer's reports), environmentals, and an explanation of SAHA’s plan to sell
the properties to a SAHA non-profit affiliate and subsequent development plans.
Following the approval of the HUD Disposition Application, SAHA will demolish the units. This
impact to the timeline for demolishing the units is approximately 90 to 120 days. During this period,
staff will continue to take steps toward the demolition and subsequent rebuild efforts by procuring a
demolition contractor, marketing floor plans of the new units, selecting builders, and building a
pipeline of ready homebuyers.
The Westside Development Corporation (WDC) staff is coordinating bimonthly resident meetings,
which are held at the Neighborhood Place. Due to the need to widely communicate this
information, as well as the desire to receive feedback from residents on other issues, WDC has
made extra efforts to reach out to residents via phone calls, newsletters, and more.

Consideration and appropriate action regarding Resolution 5432, approving a contract for Woodhill
Site and Building Improvements to ABECO Contracting, Inc. (HABE, MBE, SBE, HUB, Section 3
Business) for an amount not to exceed $1,614,975.00.
PURPOSE:
To provide remedial structural repairs, site work and grading, ADA accessible route work, backflow
replacement, foundation repair work, and selective window replacement for energy efficiency at the
Woodhill Apartments. This complex was constructed in 1974 and consists of 41 one and two-story
apartment buildings with 532 apartment units. Woodhill is divided into Phase I and II. Phase I is
comprised of 25 apartment buildings, while Phase II consists of 16 buildings. The complex contains
five-combination laundry and mechanical facilities, three swimming pools, a leasing office,
maintenance building, playground, and a clubhouse. This activity aligns with SAHA’s priorities to
improve the quality of life for our residents and to preserve and improve our existing affordable
housing assets.
FINANCIAL IMPACT:
The cost for the Woodhill refinance repair work will be funded through the Modernization and
Development Fund and is expected not to exceed an amount of $1,614,975.00, including a base bid
of $857,158.00, plus unit prices, plus 25% contingency, which would only be used as necessary.
SUMMARY:
On June 17, 2014, SAHA issued an “Invitation For Bids” (IFB) # 1406-909-62-4215 for Woodhill Site &
Building Improvements, which closed on July 16, 2014. The IFB was published on SAHA’s website,
Electronic State Business Daily (ESBD), The Hart Beat, La Prensa, various other venues, and direct
solicited to 267 local contractors (See Advertisement List). A total of four (4) bids were received in
response to the IFB: ABECO Contracting, Inc. (HABE, MBE, SBE, HUB, Section 3 Business); All Pro
General Construction (DBE, ESBE, HABE, MBE, SBE, Section 3 Business); Cleanology Service &
Supply (ABE, ESBE, MBE, SBE, Section 3 Business); and Geofill Material Technologies (WBE,
Section 3 Business). All bids were evaluated on best value, to include: price; reputation of the bidder;
quality of the goods or services; extent to which the goods or services meet SAHA’s needs; total long
term cost; and any relevant criteria included in the solicitation. Based upon the above factors, ABECO
Contracting (HABE, MBE, SBE, HUB, Section 3 Business) is the lowest responsive and responsible
bidder and is therefore being recommended for contract award.
ABECO Contracting has been certified as a HABE, MBE and SBE by the South Central Texas
Regional Certification Agency, HUB by the State of Texas, and a Section 3 Business by SAHA. Their
Section 3 Good Faith Effort Plan includes hiring three individuals in the craft workers skilled category
and five laborers in the unskilled labor category. ABECO Contracting has received no prior awards

REQUESTED ACTION:
Consideration and appropriate action regarding Resolution 5432, approving the award of a contract
for Property Management Software to Yardi Systems, Inc. (ABE) for an amount not to exceed $58,000
for a period of one year, with the option to renew for four (4) additional one year periods at a cost as
delineated herein for a total cost not to exceed $184,121.20 for the five year period.
PURPOSE:
To provide and install vendor hosted property management software that will be utilized by 11
nonprofit properties to include 896 units managed by SAHA that support Market, Tax Credit and
Project Based Assistance clients. This aligns with SAHA’s priority to transform core operations to be
a high performing and financially strong organization.
FINANCIAL IMPACT:
The cost for property management software is not expected to exceed the amount of $184,121.20 for
the five year period and will be funded through the properties operating budgets as follows: Year 1,
$58,000; year 2, $30,600.00; year 3, $31.212.00; year 4, $31,836.24 and year 5, $32,472.96.
SUMMARY:
On May 9, 2014, SAHA issued a “Request for Proposals” (RFP) #1402-209-77-4164 for Property
Management Software which closed on June 12, 2014. The RFP was published on SAHA’s website,
Electronic State Business Daily (ESBD), The Hart Beat, La Prensa, various other venues and direct
solicited to 48 contractors (See Advertisement List). A total of four (4) proposals were received in
response to the RFP: Emphasys Software; Integrated Property Management Software (IPM);
Lindsey; and Yardi Systems, Inc. All bids were evaluated based on the following criteria: Experience;
Transition Plan; Technical Support; Web Hosting; Product Utilization; Price and Strength of the
Section 3 and SWMBE Plans. Based on the above, Yardi Systems, Inc. is the highest rated
responsive and responsible proposer and is therefore being recommended for contract award.
Yardi Systems, Inc. self-certifies as an Asian/Indian American Business Enterprise (ABE). Their
Section 3 Good Faith Effort Plan will include a donation to training programs and is being negotiated
by our Business Opportunities Manager. This proposer has received no prior awards from SAHA.
Their client base covers a full spectrum of private and public organizations dedicated to developing
and managing real estate. Yardi has provided a scope of work similar to that issued in SAHA’s RFP
for property management software to the following: Tampa Housing Authority, Charlotte Housing
Authority and Housing Authority of the City of El Paso/Acquisition Corporation. Additionally, three of
their largest clients include: Chicago Housing Authority, Puerto Rico Public Housing Administration
and Oakland Housing Authority.

computer based solutions for the real estate industry. The company is
headquartered in Santa Barbara, California and is classified as a Asian/Indian
business which has approximately 3400 full time employees worldwide with field
office locations throughout the United States including Austin, TX., Canada, Asia
and Middle East, Europe, and Australia. Yardi Systems product lines were
developed from Mr. Yardi’s personnel experience as a property manager, and
owner and his many years of managing system development at the Burroughs
Corporation (now Unisys). The Company has grown into the largest provider of
property and asset management software in North America with an installed
customer base of more than 15,000 companies. Yardi Systems browser based
accounting, compliance and property management solution for affordable and
public housing has met all HUD project based requirements since 2001. Yardi

WHEREAS, the Housing Authority of the City of San Antonio, wishes to continue core
operations to be a high performing and financially strong organization; and
WHEREAS, SAHA issued a “Request for Proposals” (RFP) #1402-209-77-4164 for Property
Management Software which closed on June 12, 2014); and
WHEREAS, a total of four (4) proposals were received in response to the RFP; and
WHEREAS, after evaluation of the submitted bids, Yardi Systems, Inc. (ABE) is being
recommended for award; and
WHEREAS, the cost for property management software is not expected to exceed an amount of
$184,121.20 for the five year period and will be funded through the properties operating
budgets; and
WHEREAS, staff requests that the Board of Commissioners authorize the President and CEO
or her designee to execute all documents to enter into this contract.
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA hereby:
Approves Resolution 5433, Authorizing the award of a contract for Property Management
Software to Yardi Systems, Inc. (ABE) for an amount not to exceed $58,000 for a period of one
(1) year with the option to renew for four (4) additional one year periods at the cost as follows;

Update and discussion regarding the Public Housing Performance and
Scorecard
SUMMARY:
The U.S. Department of Housing and Urban Development (HUD) implemented the Public
Housing Assessment System (PHAS) to measure a Housing Authority’s performance based on
standards that are objective, uniform, and verifiable. HUD does not score Moving to Work
agencies under PHAS unless the agency elects to be scored.
Staff is designing a new methodology to capture more meaningful, holistic data than that
captured by PHAS, which in recent years has changed its focus, concentrating primarily on
financial indicators. It does not measure, for example, customer service data in the form of work
order turnaround time; it does not measure how many residents participate in programs such as
Jobs-Plus or Family Self Sufficiency. The new “Scorecard” will capture such data, as well as
some of the data currently measured under PHAS.
Staff is working to ensure the final design of the new Scorecard: is consistent with SAHA’s
mission and strategic goals; establishes meaningful and realistic goals; and creates point values
for the performance indicators. The point values will be based on the relative importance of the
indicators and will clearly communicate the department’s overall performance. Staff will update
the Operations Committee on the Scorecard in November 2014.
The areas evaluated under PHAS include the physical condition, financial condition,
management operations, and a housing authority’s management of its Capital Fund Program
(CFP). Each of these four major areas of evaluation is graded on the basis of total possible
points:




Physical: 40 points;
Financial: 25 points;
Management operations: 25 points;
Capital Fund program: 10 points.
The PHAS scores listed in this memorandum are only internal projections. SAHA’s total PHAS
score is projected to be 69.09 for the period ending June 30, 2014, a decrease of less than one
percent from the last score of 70.58. A Housing Authority that receives an overall PHAS score of
90% or higher is designated as a “high performer”; a score above 60% and below 90% is
designated as a “standard performer.” SAHA’s projected score is that of standard performer.
To improve SAHA’s performance in areas measured by PHAS, our strategies will be to increase
occupancy, decrease rent delinquency, and concentrate on improving unit interiors in
preparation for REAC inspections. This last strategy will also focus on increasing the physical
REAC scores for properties that have a reasonable expectation of reaching into the 70% to 90%

range, thus freeing those properties from annual inspections. During their “off” inspection years,
SAHA can then focus its resources on the properties with more expensive deficiencies.

Update and discussion on technology initiatives, to include paperless
programs and data retention.

SUMMARY:
One of SAHA’s six strategic goals is to “transform core operations to be a high performing and
financially strong organization.” The paperless initiative is a primary objective of this goal:
The paperless initiative revolves around three objectives.
1. Preparing the agency for high-powered, high-speed scanning capability to perform scan
to email and scan to Google/Network saving and filing.
a. Staff has completed the installation of 48 MFD (Multi Function Devices) at
Central office and 28 properties. These devices are capable of high-powered,
high-speed scanning to email/Google Docs Cloud and SAHA LAN Network
Drives.
b. Staff has removed 86 HP Printers, and recycled them with SAHA’s CANON MFD
partner.
2. Implementing a file management (FM) strategy that introduces the Save Smart Policy
that promotes a thoughtful organizational approach to filing, scanning and saving.
a. Staff reviewed, tested and analyzed approximately 6 different file management
platforms, concluding that Google in the Cloud is the most cost effective, featurerich solution to bring SAHA to the next level of Saving Smart, implementing file
sharing and file collaboration technologies.
b. Designed project management timeline and approach to implement file
management among 10 departments for FY 2014 – 2015.
c. To date, all 10 department staff and personnel have attended the first FM kick off
meeting and have begun using Google for filing, saving and scanning.
3. Reviewing and upgrading SAHA’s current business application systems to include
document management for participant files.
a. To date, staff continues to review and conduct analysis and testing of current
systems, to upgrade to systems that have document management as a featured
service.
As a result of this path to paperless, staff has reduced the number of servers by 23, with an
estimated savings of 23 kilowatts, saving approximately $11,000 per year. In addition, this
reduction has allowed savings of approximately $4,000 in annual server maintenance costs.
More savings are anticipated over the next two years.

Summary:
This report covers the period from January 2014 to August 2014. Of the 127 new hires by SAHA
vendors, 57 (or 45%) were Section 3 individuals, exceeding the goal of 30% of new hires.
There is a year-to-date total of 100 Section 3 Certified Businesses in SAHA’s database, with a
yearly goal of 125. SAHA also presently has 102 Section 3 residents in the database, with a
yearly goal of 150.
Outreach:
 Discussed Section 3 requirements at: 7 pre-bids and evaluator meetings to educate
SAHA staff and contractors of the purpose and goals of the Program
 Participated in 17 outreach events and recruited businesses to apply for Program
 Added 12 businesses to the Section 3 business concerns
Capacity Building:
 Over 270 residents visited the Section 3 table during Early Engagement sessions
 Hosted Marketing Workshop on August 28th to provide training
o 12 attendees
o Collaborated with UHS and Accion Texas
 Solicited 330 organizations/businesses to participate in the Summer Youth Employment
Program (SYEP) that resulted in the following vendors participating:

“B2G Now” Software Implementation:
To prepare for a future disparity study and collect accurate subcontractor data, SAHA has
purchased and implemented the use of B2G Now software to begin to track payment vs.
contracted amounts to MWBE firms and is finalizing the process to develop reports for payment
amounts for the 2013 calendar year.





Software is utilized by City of San Antonio, University Health System, Bexar County and
SAWS
Software will allow SAHA to track all MWBE contracts, including subcontractors
Software will allow for a myriad of reports to be generated to analyze MWBE spending
Staff has completed 1st phase utilizing 2013 data
Staff is creating Standard Operating Procedures to facilitate data to transfer efficiently
and effectively from the current financial management system (JDE)
Business Opportunity Academy and Capacity Building:
 The Small Business Administration and NAHRO recognized the Business Opportunity
Academy (BOA)
 The 41 BOA alumni continue to meet periodically and have continued to succeed in
securing contracts with agencies such as: Brooks City Base, the State of Texas
Department of Information Resources, and SAHA
 A mini-conference for BOA alumni and their guests will be conducted this Fall
 The next BOA will take place in February 2015
Staff is beginning an effort to encourage all SAHA vendors that qualify to be certified by the
SCTRCA. A workshop is scheduled for this Fall.
