BHP BILLITON ENERGY COAL SOUTH AFRICA (PTY) LIMITED (BECSA)’S VANDYKSDRIFT CENTRAL
(VDDC) PROJECT AT THE EXISTING WOLVEKRANS COLLIERY. MPUMALANGA PROVINCE
BHP Billiton Energy Coal South Africa (Pty) Limited (BECSA) plans to access the remaining coal
reserves of the Vandyksdrift Central area (VDDC), for which they have an authorised mining right,
near eMalahleni, Mpumalanga Province. SRK Consulting has been appointed by BECSA as the
independent Environmental Assessment Practitioner (EAP) to undertake the various required
authorisation applications.
Notice is hereby issued in accordance with the National Environmental Management Act, 1998 (Act
No. 107 of 1998) as amended (NEMA) sub-regulation 55 for the registration of Interested and
Affected Parties (I&APs) for the proposed project.
Authorisation for the proposed project is required in terms of the following:
• Environmental Authorisation in terms of the National Environmental Management Act
(NEMA, Act 107 of 1998);
• Waste License in terms of the National Environmental Management: Waste Act (NEM:WA, Act
No. 59 of 2008);
• Amendment of existing Water Use License in terms of the National Water Act; and
• Amendment to the existing approved Environmental Management Programme (EMPr) in
terms of the Mineral and Petroleum Resources Development Act, 2002 (MPRDA, Act No. 28 of
2002).
For further information on the proposed project attached please find a Background Information
Document (BID) which provides information on the Project Description and Locality, Legal
Requirements, Environmental Authorisation as well as Public Participation Processes to be
