he Nominating Committee for 2015 is comprised
of Past President; Grant Nicol, C.E.T. (Chair) and its

The following is the Committee’s
recommendation for the two Director positions that will become
vacant in November 2015.

Andrew Procca C.E.T.
Andrew Procca, B.Tech, C.E.T., PMP, is a Technical Officer/Project
Manager in the National Research Council of Canada’s Medical
Devices Portfolio. He holds a Bachelor of Technology degree (2008)
from the Memorial University of Newfoundland and a diploma in
Electronic Engineering Technology (1988) from the Red River College
of Applied Arts, Science, and Technology.
In addition to the C.E.T. designation, he also gained the Project
Management Professional (PMP) designation in 2005 from the Project
Management Institute. Andrew has over 25 years’ experience spanning
the manufacturing, information technology and medical device
industries. Andrew has served on the CTTAM Board of Directors since

2012 and the Professional Development Committee (now the Public
Relations/Professional Development Committee) since its inception.
Jeff Leinweber C.E.T.
Jeff Leinweber C.E.T., is a Business Development Executive for Celco
Automation which provides customized and innovative integrated
automation solutions for its clients. He graduated from Red River
College in Instrumentation Engineering Technology in June 2000 and
Electrical Engineering Technology in November 2000. Jeff received
his C.E.T. designation in 2002 and has served on CTTAM’s Certification
Board since 2004, assuming the Chair in 2009 to present.
The Committee’s report is submitted in accordance with By-law article 7.2.
“Additional nominations may be made in writing by any 25
members. Such nominations shall reach the Executive Director
properly endorsed, not later than forty-five days prior to the Annual
Meeting” in accordance with By-law 7.3.

ob Chochinov, C.E.T., IntET (Canada), CTTAM’s Registrar
since 2008, retired from CTTAM on June 18, 2015. Bob
was recognized at the recent New Members Reception
and thanked for his dedication to our organization.
Bob Okabe, C.E.T., IntET (Canada) has been
hired as CTTAM’s new Registrar. Bob is past Chair of our Panel of
Examiners Committee and served as President for both CTTAM
and CCTT.

Small Projects Award
T
his year CTTAM sponsored the “Small Projects
Award”, presented at the 16th Annual Awards of
Excellence Gala of the Association of Consulting
Engineering Companies – Manitoba (ACECManitoba) which recognizes the achievements of
its members’.
This year’s winner of the Small Projects Award of Merit was
SMS Engineering Ltd. For its project at the Seven Oaks General
Hospital Dialysis Unit 3.
Small Projects include projects that consist of a design, a
planning study, a review of practice/standard or an assessment of
conditions. Small projects are considered to have an engineering
budget not exceeding $100,000.

Outstanding Technical Achievement Award
This prestigious award is bestowed upon a CTTAM member who
has demonstrated technical achievements that distinguish them
in their profession. Their achievements have contributed positively
to the advancement and recognition of engineering technology
in Manitoba. The award recognizes and honours those who have
demonstrated this excellence in their technical discipline or in areas
of management, education or administration.

E
ach year, the Canadian Council of Technicians and
Technologists (CCTT), through the generosity of Manulife
Canada, will award two $1,000.00 scholarships to the son
or daughter of individual members of a CCTT Constituent
Member Association.
Purpose
To assist the son or daughter of an individual member of a Constituent
Member of the CCTT with expenses incurred to undertake a course of
studies leading to a technician or technology diploma in a recognized
program of studies in Engineering or Applied Science.
Eligibility
In order to be eligible, the applicant must:
(a) Secure a letter from CTTAM, attesting to the fact that his/her
parents are members in good standing;
(b) Confirm by official transcripts that he/she is a graduate from
grade 12 secondary school program with second-class, or
better, standing; and
(c) Prove by official letter, that he/she is enrolled as a full-time
student in an Engineering or Applied Science Technology
Program in Canada.

Engineering Technologies, announced Shari Bielert C.E.T.
as the new Chair of the Civil Engineering Technology
department (effective May 4, 2015).
Shari is a graduate of the Civil Engineering
Technology’s previous Engineering Design and Drafting program and
a Certified Engineering Technologist. She also earned her Bachelor of
Environmental Studies (Architecture) at U of M. Over the past 15 years
Shari has instructed in three of the department’s programs – Architectural/
Engineering Technology, Environmental Technology and the Construction
Management degree. Her most recent experience in the department has
been as the Coordinator for Technology Solutions for the Workplace and
the program Coordinator for Construction Management and GIS.

Submissions must be received at the CCTT headquarter office no later
than October 1st, annually.
All submissions will be coded and the recipients will be chosen by
the lottery method.

Awards Banquet in conjunction with the National Directors’ Meeting.

Employer Achievement Award
This award recognizes outstanding technical achievement by
employers of Certified Engineering Technicians and Technologists in
Manitoba. The employer may be recognized for a single, exceptional
accomplishment or a long record of continuing excellence. Activities
must be worthy of the designation “outstanding” in their contribution
to engineering technology in Canada and might include:
• Development and implementation of a new product, process
or technique
• Design, operation, or construction of significant or unique
project representative of engineering technology
• An innovative technical solution to an environmental,
community, or social problem; or research leading to application
of new knowledge

This year the Certified Technicians and Technologists Association of Manitoba (CTTAM) will be
celebrating a significant milestone of 50 years! For the past 50 years, CTTAM’s members have played a
vital role within engineering and applied science industries in Manitoba.
Founded in October of 1965 as MANSCETT (Manitoba Society of Certified Engineering Technicians
and Technologist) W.A. Habington, the Associations’ first elected president, represented a membership
of 39. Today, CTTAM membership has grown to over 3200 members. Impressive!
The office has expanded from one employee in 1975 to four in 2015. While CTTAM is managed by the
Executive Director it also includes a Registrar, two administrative staff and a large volunteer base. It is
critical to acknowledge that CTTAM would not be able to function without the volunteers who form the
various committees beginning with the leadership and vision of the Board of Directors as well as the
eight standing committees.
We are excited to announce CTTAM’s 50th Annual General Meeting (AGM) and Anniversary Events
scheduled for November 6 and 7, 2015. We will be celebrating this milestone in the company of old and
new acquaintances, exploring our past, present and future as we listen to the wisdom of our great
keynote speakers.
Friday’s event, hosted by the Young Leaders Committee, will be located at the Assiniboine Park Zoo,
Journey to Churchill facility. It will mark the launch of CTTAM’s new Mentorship Program which will
focus on guiding CTTAM’s newest members to success, mentored by those experiencing it firsthand.
The Mentorship Keynote Speaker, Priti Shah B.A., LLB., C. Med., will be discussing the importance of
mentors and how it has impacted her professional and personal journey.
Saturday’s events include the 50th AGM and culminate with the 50th Anniversary Gala Dinner, both
located at the Royal Aviation Museum of Western Canada. We will have the opportunity to celebrate
newly certified members as well as acknowledge the accomplishments of our membership from a crosssection of areas and experience. We are really excited to announce the Gala Keynote Speaker, Michelle
Dagnino, Generational Change Expert, an international speaker who specializes in multi-generations in
the workforce.
This is going to be a great event and what better opportunity to acknowledge the contributions of your
fellow technicians and technologists! CTTAM needs your assistance in making that happen. In the next
three months CTTAM will be sending emails to the membership requesting members, employers, and
co-workers to nominate outstanding individuals within engineering and applied science industries in
Manitoba.
CTTAM is committed to celebrating technicians and technologists who have made an impact and the
50th Anniversary is a perfect venue to do so. It is our hope that you will join us in celebrating CTTAM’s

Pedestrian Countdown Signals

How to Use the
Pedestrian Countdown Signal
· The countdown will start when
the LEAVE CURB signal display ends
and the FLASHING HAND signal
display begins.
· The countdown will continue
throughout the Flashing HAND and
will reach zero when the flashing
HAND becomes a solid HAND display.
Pedestrians should not enter the
crosswalk after the PCS or the Flashing
HAND DISPLAY has already started.
Pedestrians should always watch for
motorists who are turning right or left
across their crosswalk.

provide pedestrians with more information when crossing the street. PCS, along
with all Flashing Hand displays, are not
designed to provide motorists with
information related to the amount of
green time remaining.

will be preparing story boards of CTTAM members showcasing career
highlights for display at the Young Leaders event (Journey to Churchill)
on November 6, and the Gala Dinner (Royal Western Aviation Museum)
on November 7.

How the PCS time is determined
The starting time on the PCS and the Flashing
Hand display is a calculation of the time it
would take for a pedestrian to cross the street
based on the crossing distance and a walking
speed between 3.0 and 4.0 feet per second.
As crosswalk distances can vary from intersection to intersection and within the same
intersection, the Flashing Hand display or PCS
starting time may not necessarily be the same
for all crosswalks within the same intersection
or from one intersection to the next.

Signals are intended to
provide pedestrians with
more information to assist
them in their decisionmaking process when crossing a street.
The PCS is a numeric countdown display
mounted below the existing pedestrian
signal (walking figure/flashing hand/
solid hand) that indicates the number of
seconds remaining for a pedestrian to
complete the crossing.
Pedestrians and motorists frequently
misinterpret the meaning of the pedestrian
displays. The Flashing Hand symbol is
commonly misinterpreted to mean that
the pedestrian should stop crossing the
street. In fact, this display means that
pedestrians that are already crossing a
street, should continue crossing the street,
but if a pedestrian has not yet started to
cross the street, should not begin crossing
as there may not be enough time to safely
finish crossing the street before the traffic
signals change. PCS clarify this meaning by
displaying the remaining time available to
pedestrians to cross the street.

Tournament saw 14 Teams teeing
off at the Kingswood Golf and
Country Club. It was a cool day but
spirits ran high! In addition to the
contest winners, there were random draws, which
included a 40 inch Flat Screen TV, a gift certificate
to 529 Wellington and a BBQ. Our thanks to all our

and the companies that contributed to our prize
pool making this a very successful event.
