Thetford Mines ranks among the upper third of Québec's most prosperous cities. Over 247,000 people live within a 60-kilometre radius of the city and spend approximately $5.6 billion in consumer goods and services. Thetford Mines is near major freeways such as Autoroutes 20, 40, 10, and 73; located respectively 75 km, 142 km, 95 km, and 47 km away. In 2005, the City of Thetford Mines ranked 8th in the country and 3rd in the province for the number of businesses per 1,000 people with less than five employees. A Technopole and two research centres are located in Thetford Mines: the Technopole de la région de Thetford, the Centre de technologie minérale et de plasturgie (CTMP) and the Centre collégial de transfert de technologie en oléochimie industrielle (OLÉOTEK). The region has a diversified and growing economy in areas like plastics, metallurgy, oleochemistry, eolian energy, etc. Educational facilities consist of an English elementary school, an English high school, and a full range of French educational institutions (elementary, high school, college, and university), two vocational training centres, a Cégep, a university centre, and two research centres. An efficient and accessible health network exists, including a hospital, Thetford region 1 four CLSCs and six CHSLDs. Many foundations are also active in this fact sheet sector. The mining industry, which, historically, made up the majority of blue-collar jobs in the area, now accounts for only 1.7% of employment. New businesses in eolian energy, plastics, non-ferrous minerals, chemical and wood products, metalworking, and industrial oleochemistry are increasingly making their presence felt. The region has successfully diversified its economy. In the past twelve years, more than 75 businesses have expanded their facilities to meet the needs of growing markets. Various business organizations are actively involved in the development of new industrial venues and do their utmost to sustain new ventures. The region's geographic proximity to major urban centres not only offers its citizens an exceptional quality of life, it also assures its businesses of unlimited potential development. Our economy is in full expansion, and this is just the beginning! History The MRC des Appalaches (Appalaches Regional County Municipality www.mrcdesappalaches.ca) is part of the Chaudière-Appalaches administrative region of the Province of Québec (region #12). Situated in the southeast corner of this region, the MRC des Appalaches shares boundaries with the Centre du Québec (#17) and Estrie (#5) administrative regions. The MRC des Appalaches is contiguous with the Regional County Municipalities of Lotbinière, Robert-Cliche, Beauce-Sartigan, Granit, Haut Saint-François, Asbestos, Arthabaska, and l'Érable. The MRC des Appalaches comprises 19 rural and urban municipalities, each having their own characteristics, for a total population of 43,500 people. Each municipality offers interesting tourist attractions. Some have industrial parks and offer services to businesses. Thetford Mines (www.ville.thetfordmines.qc.ca), the central city, is the most important urban centre in the region. Nestled in a valley at the foot of the Appalachian Mountains, the City of Thetford Mines came into being in 1876 following the discovery of chrysotile mineral deposits in the area. The new city, created in 2001 from the fusion of the towns of Black Lake, Robertsonville, Pontbriand, Thetford-Sud, and Thetford Mines, includes urban zones as well as agricultural communities. With its 26,190 inhabitants, the city is a thriving business centre where industries and the environment coexist in harmony. In recent years, the region has undertaken a major effort to diversify the economy. Five major venues are at the heart of the region's industrial development efforts: industrial oleochemistry, plastics, reprocessing of tailings, mineral processing, and tourism. The manufacturing sector is also diversifying. Today, the region employs more than 20,000 people in a wide variety of economic activities. The development of industrial oleochemistry stands at the top of the region's priority list. These new citizens and their qualifications help fill the needs of regional employers and investors. One or more highways serve the 19 smaller communities of the region. The road network is organized as follows: National road network Québec's primary highways are major links between its regions. They connect major urban centres, correspond to corridors and tourist venues, and serve as feeds to Québec's freeways. In the MRC des Appalaches, there are three primary highways. Route 112 connects the Estrie and Beauce administrative regions. Within the MRC des Appalaches, it serves as a link between Thetford Mines and secondary towns such as Disraeli and East Broughton. Route 165 is the second most important highway in the Thetford region. It starts at the junction with Route 112, and then gives access, via Route 116 in the MRC de l'Érable, to Autoroute 20 in the MRC d'Arthabaska. Route 161 only travels 5.6 kilometres in the Thetford region. Route 161 links Route 112 to Victoriaville. www.regionthetford.com 2009 12 Regional prospectus handout TRANSPORTATION Regional road network In the MRC des Appalaches, two roads belong to this category. Their main function is to connect the Thetford region with other border regions, notably the Lotbinière and the Mégantic regions. This is the only airport located between Québec City and Sherbrooke. Its fast casual food restaurant makes it an ideal place for meetings and receptions. Two large reception rooms are available: one with a bar and capacity for 45 people, the other with capacity for 75 people. The airport has terrain and buildings available to answer the needs of business people. The runway, always open, is 4,500 feet (1,461 meters) long and 100 feet (32 meters) wide. To use this service, the beneficiary disburses five dollars for a one-time registration fee to obtain a user's card from the dispatcher's office. A four-dollar fare applies to each trip, regardless of destination or distance. A monthly transit pass is available for $80 giving access to unlimited travel between the first and last day of the month. Different towns in the MRC des Appalaches propose itineraries, the longest one being in the City of Thetford Mines. Bicycle and inline skating enthusiasts particularly appreciate the Bicyclable; a 21 km path that winds through wooded areas, mining landscapes, and the centre of Thetford Mines. The Bicyclable is a paved path completely separate from road traffic for the enjoyment of skaters and bikers. The towns of Disraeli and Saint-Joseph-de-Coleraine also offer bicycle paths. www.regionthetford.com 2009 14 Regional prospectus handout PUBLIC SAFETY 4 Please note that the information in this section applies to the City of Thetford Mines. The Thetford region is safe and secure thanks to the effectiveness of police patrols and a multitude of reunions and activities with students, parents, social workers and the general population. In 2007, the Chaudière-Appalaches region had the lowest crime rate of any administrative region in the Province of Québec. That same year the crime rate per 100,000 inhabitants was at 3,766, well below the provincial average of 5,321 in 2006. This centre offers applied research, technical assistance, and information services to businesses in the areas of organic chemical synthesis and oleochemistry. The Centre specializes in the development of bioproducts for applications such as lubricants, bioplastics, and biofuels adapted to northern climates. Summer means rendezvous on tranquil bike paths, treks in the forest, and kayak or canoe excursions on a number of lakes. During the fall, the Thetford region's forests take on spectacular foliage. Whether from the City of Thetford Mines or from one of the surrounding municipalities, you will notice that the region treasures its green spaces. The urban hubs fit right in with the rural areas; together, they enhance the population's quality of life. Parks, bike paths, golf courses, ski and trekking trails, lakes, mountains, all features that contribute to the well-being of the people of the Thetford region! A large assortment of nearby outdoor attractions endows the Thetford region. These provide a complete and diversified range of activities to the population. In fact, it's quite unusual to find rock climbing, scuba-diving, fishing, hang gliding, kayaking, trekking, wakeboarding, snow kiting, snowshoeing, alpine skiing, cross-country skiing and biking in a single regional municipality. A notable source of regional pride is the Parc national de Frontenac. Disraeli's concert band, l'Harmonie de Disraeli, has been training musicians for more than 100 years; Les Cabotins, a theatre troupe, initiated hundreds of people to the theatre during its 40 years. Bonneville in Thetford Mines, and the Salle Desjardins in Disraeli. Professional artists visit the region thanks to two local promoters: the Comité des spectacles de Thetford Mines (Spect-Art) and the Comité culturel de Disraeli. Many churches, community centres, and bars present concerts and shows featuring amateur as well as professional talents. The Festival de la relève, an August festival in the City of Thetford Mines, exhibits up-and-coming talent to the many festival goers. The Concerts sous les arbres presents shows in the scenic setting of the shores of Lake Aylmer in BeaulacGarthby. Exhibition centres and museums, notably the Musée minéralogique et minier (mineralogy museum) and the Station des Arts, both in Thetford Mines, serve as a showcase for the visual arts. Numerous artists, many professional, live in the region and let themselves be inspired by its beautiful scenery. Every autumn since 1998, a major visual arts and crafts event stirs the region. The Chemin des artisans shines a spotlight on the rural municipalities. This event attracts thousands of visitors to thirty or so exhibition sites where artists and craftspeople present their creations. In Beaulac-Garthby, November's Salon des créations offers the same opportunity to the artists of the southern part of the region. The preservation and propagation of the region's historical heritage occupies a special place in the hearts of its citizens, thanks to the presence of the Musée minéralogique et minier de Thetford Mines and many historical societies. Centre de santé et services sociaux de la région de Thetford Proud to work with its partners, the CSSS's mission is to maintain and improve health and the welfare of the population of the MRC des Appalaches. The CSSS is responsible for the organisation, coordination and supply of health services and social services in the territory of the MRC, including prevention services, assessment, diagnosis, treatment and of accommodation as well as hospital services. It offers a full range of services within four CLSC, Thetford Mines hospital and six accommodation centers. The CSSS relies on a team of more than 1,700 caretakers composed of 1,340 employees, 60 doctors and dentists and 300 volunteers . In its 2007 report on Québec hospitals, the newsmagazine "L'Actualité" awarded a perfect score to the Centre de santé et de services sociaux de la région de Thetford (CSSSRT) for its operating bloc, calling it "one of the best-performing operating blocs in Québec".
