DCR’s programs are strictly Vendor Neutral. We are one of only three global
VMS solutions providers that has no direct or indirect interest in any staffing
agency. For DCR, vendor neutrality goes beyond impartiality among the
suppliers, as demonstrated by simultaneous distribution of job orders or ‘blind
submission of candidates’. We are committed to the success of all suppliers,
coaching and supporting them to ensure complete commitment to each client
program.

Our SupplierNet program provides suppliers with increased business
opportunities while reducing their overhead expenses. Superior performance

More Job Orders. Suppliers who demonstrate stronger performance in filling orders are given access to increased job orders.
Depending on the program structure, the agency may be included in a higher distribution tier, receive requirements sooner, or
cover more client hiring sites.
Provide opportunities at multiple clients where DCR serves as the MSP/VMS. Outstanding performance is rewarded through
opportunities to provide services to other DCR clients who are expanding their supply base. Today, more than 300 staffing
agencies are actively supporting DCR clients. Many of them have expanded their business by participating in multiple DCR
programs.
Reduced Back-Office Costs. The auto pay system within Smart Track, DCR’s innovative VMS system, automatically generates
invoices from approved contract labor hours. Suppliers experience faster, more accurate payments without the administrative
effort and costs.

straightforward application process. Log on to the system and describe your business. We want to know how your services will
be a value-add to DCR’s clients. We’ll speak with your references to better understand your capabilities and style. And, of course,
we’ll verify your business credentials.
As we build or enhance supply chains for each client, you will automatically be considered if you match the client’s industry, skills
requirements, and geographic coverage.
If selected for participation in a client program, we will negotiate client-specific specific terms and conditions and will establish
rates and mark-ups for the program.

We Ensure Your Success from Day One
Training. At program inception, suppliers are trained on the program and on Smart Track. You will also be given the Guidelines,
Code of Conduct, Mandatory Pre-Hire Procedures and the client-specific process documentation. We also provide you with training
material for your contract personnel so that the contractors are trained on the time keeping system and other guidelines prior
to starting an assignment. Additional training is offered if new features are introduced into the program, or to get new supplier
employees up to speed.
Coaching. All suppliers in the program are assigned a primary point of contact within DCR to handle any questions or issues. We
provide feedback to you on submitted candidates, allowing your recruiters to refine their searches. Ninety days after program
participation begins, DCR conducts a coaching session with each supplier.
Support. We know that the most successful suppliers are those who anticipate and prepare for client needs. Calls are conducted
to brief suppliers on upcoming client projects that will require a spike in activity or requirements for certain hard to fill job orders.
Insight and Assistance. Through the Smart Track supplier portal, you can update your profile, check the status of submitted
candidates, view invoices and payments, and use your dashboard and reports to assess your performance. Smart Track will also
automatically issue job orders, request interviews with your candidates, provide candidate feedback, remind you of onboarding
requirements for each position, alert you of approaching assignment end dates, and track issue resolution efforts.
Feedback. DCR proactively solicits feedback from suppliers regarding program elements that drive satisfaction and, with it, continued
program commitment and engagement. Suppliers are requested to participate in surveys regarding DCR’s performance. The identity
of the supplier is not revealed in the survey responses. This allows suppliers to provide unbiased feedback about the Program.

DCR SupplierNet Program
DCR increases minority business spending by recruiting MWBE businesses into its supplier network and by supporting those
businesses. DCR’s Mentor Protégé Program provides opportunities for minority owned businesses, making it easier for them to
do business with our clients. Through DCR’s Mentor Protégé Program, special tools and resources are made available to small
businesses.
• MWBE Recruitment. DCR pre-qualifies MWBE firms, and works closely with each client’s
minority business development group to identify minority businesses that could potentially become a DCR
supplier. Today, the number of active diverse suppliers in DCR’s programs exceeds 100.
• Client-Based Preferred Tier Program: With client approval, suppliers are organized into tiers that
determine access to business opportunities. Minority businesses are given opportunities as Tier 1
suppliers.
• Client-Based Price Preference Program: With client approval, minority-owned businesses are given up
to a 5% price preference during evaluation.
DCR is an active member of the National Minority Supplier Development Council (NMSDC) and will work with any local chapter to
solicit participation by diverse businesses.
