THE Chairman called upon the Secretary to read the advertisement calling the Meeting; and this haying been done, the Eighteenth Annual Eeport and Financial Statement of the Committee was read. Rev, ASTLEY COOBBB moved, and JAMES "VOLUM, Esq., seconded, That the Eeport and Financial Statement now read be adopted and printed, under the direction of the Committee of Management, together with the usual Statistics, Lists of Subscriptions, Rules, Sfc, (Carried.) The following gentlemen were then seleoted as Office-bearers of the Institution, for the year. 1870 : President, His Excellency the Governor ; Vice-Presidents, His Worship the Mayor and J. L. After a vote of thanks to the Chairman the meeting hroke up, JOHN MIDDLEMISS, -Secret 7 EIGHTEENTH ANNUAL REPORT OP THB COMMITTEE OE MANAGEMENT OF THE GEELONG INFIRMARY AND BENEVOLENT ASYLUM, 1869. Referring to the operations of the Institution for the past year, the Committee report that the number of persons who have received the aid of the Institution during the year is 3316, viz, 863 in-patients, 129 inmates of the Benevolent Asylum, and 2334 out-patients, with the following results :— In-patients discharged, cured, or relieved, 701 „ died 65 „ remained on 31st Dec,, 1869 - 97 863 Inmates left of their own accord - 4S ,. died 8 „ remained on 31st Deeember - 76 129 992 Out-patients remaining under treatment at the end of the year 870 . It will be observed that the rate per cent, of deaths, slightly over 7£, is again low, when the nature of the cases is taken into consideration, known incurable cases being admitted. Amongst the cases treated there were—Rheumatism, 70 ; Fracture, 4 9 ; Wounds, 47; Contusions, 42 ; Fever, 3 6 ; Cancer, 2 6 ; Consumption, 3 9 ; Bronchitis, 22; Heart Disease, 16 ; Tumor, 13 ; Paralysis, 3 1 ; Stricture, 14; Hydatid, 7 ; and so on, as per list of diseases attached. The Patients professed to belong to the following churches; Church of England, 385 ; Roman Catholic, 332 ; Presbyterian, 94; Wesleyan, 9 1 ; Lutheran, 2 1 ; Congregational, 15 ; Baptist, 9; and others were 2 Pagans and 43 no religion or unknown. 8 There were 302 natives of England, 264 of Ireland, 70 of Scotland, 14 of Wales, 114 of Australia, 11 of Tasmania, 4 of Germany, n of Switzerland, 2 of East Indies, 2 of Denmark 2 of Novia Scotia, 5 of United States, 1 of New Zealand, 6 of Prussia, 1 of Holland, 3 of Sweden, 2 of Jamaica, 1 of Malta, 5 of France, 1 of Cape of Good Hope, 1 of Jersey, 1 of Finland, 2 of Italy, 2 of Canada, 1 of Norway, 2 of China, and 1 born at sea. The total amount of receipts during the year, including ,^1500 balance of grant from Government for 1868, was L7420 17s. iod; and the expenditure, including Lis74 175, overdraft at the beginning of the year, L8061 2 s. 7d. There is thus a debit of L640 4s. ad., but to meet this there is L800 due from the Government grant in aid, which was L4800. There are liabilities on contracts not completed amounting to L200, but the efforts of the Committee to obtain an increased grant from the Government having been successful there will in reality be but a very small debt to bring forward. The Financial Statement is appended. The Subscription List has been well sustained, showing that the operations of the Institution are viewed with satisfaction by the general public. As, however, the number seeking aid, as will be seen by reference to the statistics, continue to increase, the Committee must appeal again for still greater support, and especially do they do so to those who have not yet enrolled their names as subscribers to the institution. The Committee note with very great pleasure the amounts received from the Friendly Societies L46, German Musical Society L50, Sons of Temperance Lro, St. Mary's Church L40, Wesleyan Church L20, Collections by Swiss Gentlemen L30, Concert at Steiglitz L15, Concert at Morrisons Lio, and Lecture by Rev. Peter Menzies Li o. They desire to thank those gentlemen in the country who have taken the trouble to collect and forward subscriptions of considerable amounts, without which the Committe would not have been able to claim the whole of the Government grant. Amongst these are—Mr John McLaughlin, Colac; Mr Duncan McNicol, Camperdown; Messrs John, William, and George Cumming; Messrs George and Thomas Russell, and Thomas Russell and Co. ; Messrs Wilson and Buchanan ; Messrs W, and N. G. Elder; Messrs J. and P. Manifold; Messrs R. L and James Bell; Messrs J. L. Currie, A. Chirnside, Weston, Davies, A. Armstrong, N. Cole, A. Dennis, W. Adeney, the Koort.Koort-Nong estate, and others. The Committee have pleasure also in acknowledging the kindness of the proprietors of the Argus, the Age and Leader, 9 the Geelong Advertiser, the Ballarat Star, and Melbourne Punch, who have furnished gratis copies of their respective papers for the use of the inmates—a kindness which has been very much appreciated ; also of Miss Buchanan, Miss Mack, Miss Hastie, Messrs J. Napier, G. A. Green, H. Franks, G. Mercer, James Strachan, C. A. Mount, Hyslop, Buttle, Whitelaw, and others, for Illustrated London News, monthly periodicals, and other useful books ; also Mr John Davison, for a number of engravings for hanging on the walls of the wards. The Committee would earnestly solicit more of such things. Early in the year the Chief Secretary, Mr McCulloch, made an offer of L850 to the Committee for the purpose of erecting wards for the reception of lunatics on remand from the police • court. A sub-committee was, in consequence, appointed to take this matter into consideration, and after patient and full enquiry they reported that, looking at the nature of the accommodation that would be required, and at the future requirements of this Institution for its own legitimate objects, it is not desirable to erect wards for lunatics on the ground at present — belonging to the Institution ; but that, as it is most desirable to remove lunatics from the jail, if the Government would grant a portion of land which is now vacant at the rear of the Insti tution, whereon to erect the required buildings, the Committee could take the management on terms to be arranged with the Government. The Committee of Management unanimously adopted this report, and" they have reason to believe the majority of the Trustees agree with it, as they are averse to any portion of the present ground being occupied by wards for lunatics. A deputation then waited on the Chief Secretary and submitted their proposition, but Mr McCulloch distinctly refused to grant any land for the purpose. "— Subsequently, on September and, a letter was received from Mr Napier, hon. secretary of a committee appointed at a public meeting of the inhabitants of the town to collect subscriptions for the purpose of erecting a ward, to be called the Alfred Memorial Ward, asking if this_ Committee intended to do anything in the matter of erecting wards for lunatics, as that. Committee had a sum in hand which might be made available. The Committee replied that, having in view the requirements of this Institution and the refusal of the Chief Secretary to grant a piece of land, they had reluctantly declined the offer of L850 from the Government; and thus, so far as this Committee is concerned, the matter ended. At a late meeting of the Committee it was decided to recommend some slight alterations in the Rules, whereby patients may be admitted daily, by the Secretary and Resident Surgeon, — — — — 10 instead of twice a week only, as now, by the House Committee. Such alterations, having been duly advertised, will be submitted for your consideration. A system of vigilant visitation, both by the Committee of Management and the House Committee, has been continue!; throughout the year, and the Committee are glad to state that no complaint of any importance whatever has been heard of from the patients. Drs. F. Shaw, Walshe, and Mackin deserve the warmest thanks of the Committee and the Subscribers for their valuable' assistance throughout the year as Honorary Medical Officers. With regard to the paid Officers of the Institution, the Committee can only reiterate their report of former' years—, that they have continued zealously and efficiently to fulfill the duties of their respective offices ASTLEY COOPER, Chairman. That the objects of the Infirmary be to afford Medical and OBJECTS. Surgical aid to poor persons requiring it, for a limited number of paying patients, and for casualties; but that no person who shall meet with easoalities, and shall be found able to pay for surgical aid, shall receive farther than temporary gratuitous assistance. That the object of the Benevolent Asylum be the reception of the poor and distressed, with a Tiew to afford them consolation and assistance. II. That every Benefactor of £50 or upwards be a Life Governor, (j OTernorB , and every annual Contributor of £20 an Annual Governor, with liberty of having one in-patient, or three out-patients, always on the books of the Institution, subject to the approval of the Committee of Management hereinafter mentioned, and provided that the funds of the Institution admit of the reception of snch patients; and any public Institution contributing £50 in one sum shall be entitled to the privilege of a Governor for ten years from the date of such contribution. Recommendations for admission to be subject to the approval of the House Committee; and to be made by Tickets only, to be issued by the Secretary or Collector, to Subscriber! at the time of their becoming such, and provided that whenever any recommendation cannot be acceded to, from want of room or other canto appearing to the Committee, the ticket used in such recommendation shall be reclaimable by the Subscriber issuing the same. Subscriber* shall also have the privilege at any time, on application to the Secretary of exchanging out-patients' tickets for in-patients', and vice versa one in-patient's ticket being equivalent to three out-patients'. These Ticketj shall only be used for the recommendation of persons unable to pay for Medical attendance, and shall only be available till 31st January in the year after that in which they are issued. COMMITTEE OF MANAGEMENT. XVI. The Committee of Management shall direct the general Committee business of the Institution; shall frame Bye-Laws for its internal regula- ment! tion, the same not being repugnant to the General Rules; shall h a v e - , . . . „ power to enter into all necessary contracts on behalf of the Institution, and powers and direct payments to be made; and appoint and discharge all paid officers and servants of the Institution. They shall meet at the Institution on the first Wednesday in every month, and on such other days as 36 they may appoint. Annual EeXIX. The Committee of Management shall present a General Ueport por ' of the affairs of the Institution at the Annual Meeting of the Subscribers. Accounts XX. The Honorary Medical Staff shall consist of four duly qualified ficafaon. g e n e r a i practitioners, to be elected annually. No one shall be eligible for the appointment unless he can produce a diploma from a recognised British University, or from one of the Koyal Colleges of Surgeons Iondon, Edinburgh, or Dublin, or the Faculty of Physicians of Glasgow, together with a certificate from the Medical Board of Victoria, Charge of XXII. The Resident Surgeon shal, have the charge of all patients auV^visit- admitted; but the Honorary Medical Staff may visit the Institution at insany time, and in case of their observing any neglect of or inattention to the patients it shall be their duty to report the same to the House Committee forthwith. Rotation, of y- XXHI. Two of the Honorary Medical Staff shall attend in weekly rotation, on such days and at such hours as may be most convenient, for consultation on the treatment of the patients; and they shall arrange the. rotation of attendance. 37 XXTV. The Honorary Medical Staff of the week shall attend for Consultation e consultation on all important cases; and should any capital operation he * deemed necessary the whole of the Honorary Medical Staff shall be summoned for further consultation (except in cases of emergency) previous to the operation heing performed, when, if then decided on, the whole of the Honorary Medical Staff shall he requested to attend. ADMISSION OT PATIENTS INTO THE INITBMABT. PATIENTS. XXV. That accidents and such cases of decided emergency only, as Admission in the opinion of the Besident Surgeon cannot he delayed, he received ^ ^ ^ into the Infirmary at any time without ticket; and that the admission of patients in ordinary cases recommended by Subscribers' tickets be daily (Sundays excepted) between the hours of NINE and TWELVE o'clock in the forenoon, hy the Secretary and .Resident Surgeon, or either of them, such admission to be temporary and subject to the approval of the House Committee at its next meeting. No pregnant female for the purpose of confinement; no persons not person insane; no one having a contagious or infectious disease; no one a 4 m l s s I b l e ' subject to epilepsy; nor any one who in the opinion of the Resident Surgeon might receive equal benefit as an ont-patient, shall he admitted; and no child under five years of age shall be admitted, except from an accident or for a surgical operation. Provided that the House Committee or Officers of the Institution shall have discretionary power to admit such prohibited cases, and shall report upon the exercise of such power at any time to the next general meeting of the Committee of Management. ADMISSION OF INMATES INTO THE BENEVOLENT ASXLUM. I,IJ NT ASVMM. XXX. The admission of Inmates into the Benevolent Asylum is Admission of ordinarily restricted to Monday and Thursday in each week, but a inmates. 3S meeting of the House Committee may be convened at any time to consider authentic eases of utter destitution. He shall attend all Special, General, and Committee Meetings; he shall take minutes of the proceedings, and transcribe them carefully into books to be kept for that purpose, and he shall carry out the directions of such meetings in the particulars incident to his department. XXXV. He shall conduct the correspondence and other clerical ence and business of his department, and he shall enter and keep the accounts of Accounts. ^ Institution, under the direction of the Committee. COLLECTOE. XXXVI. He shall be under the direction of the House Committee, Collect Pay. and and shall collect subscriptions and donations to the Institution, and pay over the same to the Treasurer, at least once in every week, and render account of the amount received by him since the last payment. ALTBBATION OF RULES. Alteration XXXVII. These Rules shall not bg altered, except at a Special or of Rules. RESIDENT SURGEON. 1. No Candidate shall be eligible for the appointment of Resident Q^JIJ—. Surgeon unless he produces a diploma from either of the Eoyal Colleges tiom. of Surgeons of London, Edinburgh, or Dublin, together with a certificate from the Medical Board of Victoria. 2. She shall be subject to the same regulations, respecting Absence, living in the house and absence therefrom, as the House Steward and Dispenser. N.B,—She and the House Steward and Dispenser shall never be abjent at the same time. 23. She shall see that the Nurses and Female Servants do their Superintendence of Narduty; and shall report any neglect or disobedience of orders on their part ses and feto the House Steward and Dispenser. ™!ta, **" Visit 'una 24. She shall visit each ward daily, and shall see that the beds, linen wards aau> and clothes of'the patients, are clean and in good order; and shall cause such of the bedding, &c, as require it to be replaced by others, and thoroughly cleansed and repaired where necessary. 25. She shall superintend they laundry, and shall he accountable to laundry the House Steward and Dispenser for the return from the laundry of all clothes sent to be washed or cleansed, keeping an account of everything taken to the laundry and received therefrom. 26. She shall see that all patients' clothes, as they are admitted, are p^t!£lt;*' cleansed and put carefully away, and shall enter in a book a list of all care of. patients' clothes as they are received, and procure the receipt of each patient for their clothes when they leave. And shall not permit any of the patients' clothes to be removed from the store but in her presence. 27. She shall personally superintend the cooking of all food for the T£in|jlp|?n^n" inmates, and shall generally discharge the duties of Matron as shall be cooking, directed by the Committee. WARDSMEN, NURSES AND SERVANTS. 28. The Wardsmen and Nurses shall he constantly in their wards, •^,bm$*™£. and regular in their attendance upon the patients. men and Nurses. 29. They shall not allow clothes to be hung, nor dirt, or anything to be thrown out of the windows. Medicines, diet, &c. 36. They shall administer, to the patients at the times directed, the medicines and the diet prescribed, and they shall not suffer them to take any which are not prescribed, and they shall be careful to explain to the patients the instructions of the Eesident Surgeon. 3 Besrniations ^' They shall not permit patients to receive from visitors medicines, respecting victuals, or liquor of any kind; nor allow any portion of medicine or diet, or any other thing, to be removed from the wards by the patients or visitors, without an order from the Eesident Surgeon.
