Sheriff Addresses Recent Events
Good Afternoon. I am Al St. Lawrence the Sheriff of Chatham County. I began my career in law
enforcement 56 years ago. For the last 23 years, it has been my privilege to serve the public as
Sheriff of this County.
In addition to my law enforcement and court security responsibilities, I have seen Chatham
County Detention Center grow from a small, local lock up facility to one of the largest detention
centers in the State. The detention center has the capacity to hold 2360 inmates with
accompanying medical wing and other necessary departments to carry out the legally required
functions of the Sheriff.
However, like many organizations, with substantial growth and change often arise unforeseen
challenges. It is my job as Sheriff to root out those problems and find ways to solve the
underlying issues and improve the function and accountability of the office.
As you are aware, there was recent death in the detention center which led to an intense
investigation that has resulted in a thorough review of the detention center’s procedures. On
May 8th, I announced that 9 deputies had been terminated. Additionally, one other Lieutenant
chose to resign.
In addition to the steps previously taken, I now announce my intention to bring in an outside
independent consulting team to review operational procedures from top to bottom. This
review and its ensuing recommendations will be designed to improve functionality and
accountability within the detention center. Although by law the operation of the detention
center is the sheriff’s responsibility, I have requested assistance from the County Commissions
in funding this endeavor.

The consultants have considerable experience and have acted as monitors for many
correctional institutions that have faced similar challenges and have had success addressing
them. Copies of their resumes are attached.
Further, I announced the retirement of Col. Thomas Gilberg as Detention Center administrator
and have appointed Assistant Jail Administrator Melissa Kohne as the acting administrator
reporting directly to Chief Deputy Roy Harris. I have instructed Chief Deputy Roy Harris, with
whom I have complete confidence, to coordinate with the consultants and the acting
administrator to address challenges and overcome all obstacles to ensure the public will have
only the finest professionally operated detention facility.
The institution of these actions will not address all issues in a day, or even a week. However,
changes as necessary will be approached in a methodical manner to ensure citizens that the
men and women of the Sheriff’s Office will continue to serve the community in accordance to
the high professional standards I expect.

2015/(2007-2015) In addition to Manuel D Romero Inc., as a Loss Prevention Specialist for the
N.M. Association of Counties in Santa Fe, NM throughout the year I conduct operational
assessments of county jails throughout New Mexico. I also develop sample jail policies and

program for all levels of correctional leadership. Leaders from other County departments also

Yakima County Department of Corrections & Yakima Public School District, Yakima, WA.
Initiated, co-developed, and implemented computer education and GED program for juvenile
inmates charged and jailed as adults. Program curricula met State requirements for both GED and
high school diploma completion.

Regionalization of the Yakima County Department of Corrections
Yakima County Washington
Initiated, developed, implemented & directed management of the nation’s largest publically
owned county jail bed business. Initiated & directed more than 60 contracts with municipal,
county, state & federal agencies to house & manage their inmate populations. This program
resulted in reducing Yakima County taxpayer budget contributions from 85% in 1994 to 28% by
2004, creating more than 100 family wage jobs locally, expansion & construction of new
correctional facilities & increased inmate & offender treatment services.

Alternatives to Confinement Program
Yakima County Department of Corrections, Law & Justice Council, and Board of County
Commissioners, Yakima, WA.
Co-developed, implemented, and directed the management & evaluation of the County’s first
comprehensive jail alternatives services program. The program included a 100% increase in
offenders placed on electronic home detention, and the implementation of the County’s first
pretrial services and work-ethic detention programs. This alternative program increased the daily
average number of community placed offenders from 27 in 1993 to 230 by the year 2004, while
increasing community offender compliance rates to 90%, helping reduce jail operating costs by
30%, and helping to increase agency revenues over 200%.

Initiated, co-researched, implemented & directed the management of the department’s first
formal & structured training program in cooperation with the Washington State Criminal Justice
Training Agency. This program provided quality recruit, in-service, specialized & leadership training
for all agency staff. Most courses provided in cooperation with the American Correctional
Association, with CEU’s provided by Eastern Kentucky University.

Co-initiated, co-researched, co-developed, c0-implemented & c0-directed management of inmate
mental health & chemical dependency assessment & treatment services. Co-developed post
release relapse prevention planning & services.

Family Violence Response Team & Victim Services Unit
Orange County Sheriff’s Office & Women’s Shelter, Orange, TX.
Co-initiated and co-managed Victim Services Program, provided office space, equipment, & policy
support to staff & volunteers of local domestic violence center to work out of law enforcement
agency. Also implemented domestic violence response policy that placed these staff members
with deputies when responding to domestic violence calls to improve immediacy & certainty of
services to women & children in domestic crisis.

Initiated, co-developed & managed program providing daily telephone check-ins with more than
sixty-five shut-in senior citizens & law enforcement safety checks as needed. Also delivered
Thanksgiving and Christmas holiday baskets.
