Summary
This Annual Monitoring Report is submitted to the U.S. Fish & Wildlife Service for the
above mentioned HCP by the Indian River County Board of County Commissioners.
This report ascertains the success of the HCP Management Program in progressing
toward achievement of the stated HCP Biological Goals and Objectives. The purpose
of the monitoring program is to determine the distribution and status of the resident
scrub-jay population and to evaluate the response of the scrub and mesic communities
to applied mechanical and fire treatments. This monitoring report includes a compliance
monitoring section to demonstrate that the Applicants are progressing toward
successful restoration of the scrub-jay habitat.
Beginning in 2004, the Conservation Lands Manager began working with Archbold
Biological Station to band the jays within the Sebastian HCP area. Last year, Dave
Breininger began working with the Conservation Lands Manager to continue banding
and give valuable land management advice. To date, 48 jays have been banded within
the HCP area.
The most important thing that has happened this year is that a family of jays were
documented (through their bands) to have moved from the Sebastian Buffer Preserve to
the North Sebastian Conservation Area and the juvenile moved back to the Buffer
Preserve the following spring. Also, a juvenile jay from the Sebastian Airport has been
documented at the Buffer Preserve with 2 2007 juveniles. These exchanges provide
valuable information that the St. Sebastian River State Park (formerly the St. Sebastian
River Buffer Preserve) and Sebastian jays are within dispersal distance and do have
exchange. In addition, this information will directly affect future land management
decisions and place even more emphasis on properties that are likely to be crucial
dispersal corridors (e.g. Sebastian Airport).
5.4.1.1 HABITAT QUALITY STUDIES
1.
Monitoring Objective: Evaluate the level of success toward restoration of
optimal scrub-jay habitat structural attributes within the Scrub-Jay Habitat
Compensation Areas.

Survey Methodology: Using the habitat characterization methodology as set
forth in Section 4.1.1, the habitat quality within each of the 64 habitat polygons
have be qualitatively assessed using the Shrub Height Class and Minimum
Mapping Unit criteria set forth in TABLE 6 attached.
3.
Minimum Habitat Quality Data to be Reported: Survey dates and individual
responsible for conducting survey. The collected habitat quality data has been
presented in a tabular format similar to TABLE 5, and is labeled such as an
attachment to this report, so that comparison with the baseline data can be easily
seen.

FLORIDA SCRUB-JAY TERRITORY STUDIES
Monitoring Objective: Quantify the number of scrub-jay territories and level of
recruitment into restored habitat areas on the Scrub-Jay Habitat Compensation
Areas.
SUMMARY OF JAY TERRITORIES AND FAMILIES:
•
Wabasso Scrub Conservation Area – 3 territories; the same number of
territories from last year.
o -GYS Family – 3 Adults
As of 2007, this family now only consists of AB-GS (born at
Pelican Island Elementary School, Bond Family). None of
the original members of this family have been documented in
2007. AB-GS is presumably a male and has formed a pair
bond with an unbanded jay of unknown origin. There is also

an unbanded helper with this pair. This family has no 2007
juveniles.
o JIGC Family – 2 Adults
Last year OL-PS was paired with an unbanded jay, but
during 2007, formed a pair bond with HOS-. This family now
consists of OL-PS (male) and HOS- (a 2006 hatch year from
the WSCA SE family). They had several nests with eggs
and nestlings, but have no successful fledglings as of August
2007.
o South-East Family – 2 adults
This family consists of HBS- (male) and –HYS (a female
banded at PIE as a hatch year on 8/18/06). They have one
2007 juvenile.
•
North Sebastian Conservation Area – 5 territories;
o Polygon 1 Family – 3 adult individuals
All three members of this family are banded: AY-GS,
breeding female, SHO- breeding male and HAS-, the 2006
juvenile from this pair. All three members are still present in
the same territory. There are no 2007 juveniles.
o Polygon 31, 27, 22 & 33 Family – 5 individuals (2 banded - AB-YS
& AB-OS) –
This family consists of the original pair, AB-YS and AB-OS;
they had 2 2006 juveniles who stayed with them through the
2007 breeding season. They have not been seen since
summer 2007, however. Neither of these second-year jays
were banded. The breeding pair has one successful 2007
juvenile as of August 29, 2007.
o Polygon 5, 6, 7& 15 – 2 Families/7 individuals
4 members of what is 2 families were banded in 2006.
• Gibson East – consists of SHB- (breeding female)
and 2 unbanded adults. This family has no 2007
juveniles.
• Gibson West – consists of SHR- (breeding male) and
SHY- (breeding female). SHW- is a helper. This
family has no 2007 juveniles.
o Polygon 24, 26, 20 – 3 individuals
New Family – this family was found in 2006 and consists of a
male who was originally banded at the St. Sebastian Buffer
Preserve. He was rebanded KKS- with a 1st year, who was
banded WB-AS. The juvenile was with the family until early
spring and was documented at the Buffer Preserve on
August 30, 2007. KKS- and the unbanded female have no
2007 juveniles.

Pelican Island Elementary School Scrub Habitat – As of August
2007, there is only 1 family of jays using the PIE property. (2 families)
o GA-OS (formerly of PIE) has moved to property at Bristol and
Barber St and mated with an unbanded female. They have no
successful 2007 juveniles.
o PG-LS and AY-OS were found with a nest on Arcadia on July 6,
2007. Both hatchlings fledged, but have not been found as of
August 2007. These jays were each with different mates at the
beginning of the breeding season and it was documented that PGLS and AG-PS had several nests with hatchlings. AY-OS was
originally mated with SHP- in the spring. It is presumed that SHPand AG-PS must have died and the two remaining jays formed a
pair bond and created the July nest. This pair has no successful
2007 juveniles.
Sebastian Scrub Conservation Area – 1 male in vacinity
o no families to date, however, SHL- is still on Empress/Barber St.
He has no mate and no 2007 juveniles.
Potomac – 2 jays
o This pair consists of two jays, BA-YS and an unbanded individual;
that live along Potomac and near the Russell Grove property.
They have no 2007 juveniles.
Sebastian Airport – 3 adults, 2 2007 juveniles
o This pair consists of WB-GS, the breeding female and BA-YS
(originally banded at the Potomac area as a Hatch Year). HHS(their 2006 juvenile) stayed with the family and acted as a helper
this year. This family has two successful 2007 juveniles who are
using the area around Airport Drive and the conservation polygons
63, 29, 9, 18, 13, 8 and possibly 64. HHS- was documented at the
Sebastian Airport on 7/11/07 and then at the Buffer Preserve on
August 30, 2007 with two 2007 unbanded juveniles.
Englar – 2 adults, 1 2007 juvenile
o This pair consists of one male, banded HYS- and an unbanded
female. They have one 2007 juvenile.
Helicon – 1 jay
o 1 jay was banded on 9/8/06 BHS-, however, has not been found as
of 9/8/06.
Seamist – 1 jay
o This jay was found in 2006 reported by a homeowner, and has not
been banded. This jay has not been found as of August 29, 2007.

Survey Methodology: Using the survey protocol set forth in Fitzpatrick et al.
Base demographic data will be obtained to estimate the total number of scrub-jay
territories on-site, the number of individuals within each territory and the
approximate boundaries of each territory. (See territory maps attached)

Minimum Data Reported: Individual responsible for conducting survey. Results
of surveys, including number of scrub-jay territories, number of individuals in
each territory, survey date(s), time(s), and weather conditions. Recruited scrubPage 4 of 10
jay territories and any nests that were opportunistically found during performance
of the survey.

HABITAT LOSS WITHIN ITP IMPACT AREA
2007 CONCLUSIONS OF THE SEBASTIAN AREA-WIDE HABITAT CONSERVATION
PLAN
“By 1991, the FWC had completed a comprehensive four year survey, which
determined that 35 scrub jay families occurred within the city limits of the City of
Sebastian.” FWS, November 12, 1996, correspondence to Indian River County. In
1998, 16 families were documented by USFWS. This did not include Wabasso Scrub
Conservation Area or any areas outside of the Sebastian City Limits.
This year there are 12 families (not including two families at the Wabasso Scrub
Conservation Area –mitigating for County Road 512 impacts), one less family than last
year.
This year has revealed that optimal conditions within territories are crucial not only to
fledging success, but also to the survivability of adults. This year, we have only 5
successful fledglings. This success rate with the loss of additional adult jays each year
will ultimately lead to an unacceptable loss of jays within the impact area. The positive
results of jays dispersing into the Buffer Preserve property is promising, showing that
there is indeed a corridor that allows successful disperse into and from the Buffer
Preserve. This alone, however, is not enough to ensure the long-term survivability of
the South-Brevard/Indian River County population. This coming year, the Buffer
Preserve will be implementing some major restoration efforts at the recommendation of
Dave Breininger. In the short term, this may prove to be stressful to the jays that
occupy these areas. Even if the restoration efforts are successful, it may take several
years for the jay population there to respond positively. This appears to be what has
happened on the conservation areas within the Sebastian HCP conservation areas.
While intensive restoration continues to occur, so does the loss of adult jays along with
poor fledging success. Some jay families were documented to have nested at least 3
times, with successful nestlings and even 5 day or younger fledglings, but after that, the
fledglings were no longer found. This must be attributed to predation of some form.
The fledglings appear to be healthy and the parents did not abandon the fledglings. In
addition, it would be reasonable to conclude that so many nesting attempts deplete the
breeding female of stores of fat and vital nutrients that may make her more susceptible
to disease and predation. Without intensive study, this cannot be confirmed, but may
be the most likely cause of a continuing downward trend of these jays.
One very important problem that must be addressed this year is feral and unleashed
cats. This year, more feral and unleashed cats were seen in the jay occupied areas
than in previous years. This is at least one predation problem that can be controlled
and should be the responsibility of the City of Sebastian for city/urban territories and the
County for Conservation Lands. This problem should be addressed through media and
public education with the focus starting in December and February; and continuing

through the breeding season. Beginning in February and continuing through July, cats
should be actively monitored and trapped to decrease the predation of adult and
fledgling scrub jays.
Intense restoration will continue on County owned conservation lands. This will include
roller-chopping, burning, exotics treatment and pine thinning. These activities are
described and prioritized in each polygon unit shown in the attached tables. In addition,
it is imperative that land management activities be completed within the Sebastian
owned properties such as the airport, golf course and any city owned lots in or adjacent
to occupied territories and within the critical corridor area shown on the attached maps.
Information should be distributed to homeowners in occupied territories and critical
corridors so that they may report jay sitings. Another priority should be a city-wide
scrub jay survey to include all of the Sebastian Highlands.
GOALS FOR 2007-08
INDIAN RIVER COUNTY/CONSERVATION LANDS MANAGEMENT:
• Continue monitoring habitat quality and jay territories.
• Work with Dave Breininger to band jays and review habitat quality, implement
management actions as recommended.
• Continue working with the Florida Division of Forestry to conduct prescribed
burns and roller-chopping of conservation areas.
• Work with Judy Elseroad who monitors the Buffer Preserve jays to determine
when/where jays are moving between the Preserve and the Sebastian area.
• Trap and remove feral cats on county conservation lands.
• Produce education materials that can be used by the City of Sebastian to
educate their residents.
• Assist the Pelican Island Elementary School and Pelican Island Audubon Society
in the management of their property.
• Work with the St. Johns River Water Management District land manager to
conduct management activities on the land adjacent to the Sebastian Scrub
Conservation Area.
INFORMATION FROM THE 05-06 REPORT:
ISSUES TO THE LONGTERM SUCCESS OF THE FL SCRUB-JAY
POPULATION WITHIN THE HCP AREA:
•
Recommendations to the City of Sebastian for management of urban jay
territories.
o In neighborhood areas where jays are present, create tree ordinances for
new homes to include scrub oaks as part of their landscaping or to
minimize clearing to leave a scrubby buffer around as much of the
property as possible. Jays rely on insect larvae laid on scrub oaks to feed
their young. They rely on scrub oaks for nesting sites and they rely on
cached acorns for winter food. While the abundance of food from oaks

may not present a starvation issue for the residential jays, there is most
likely a nutritional aspect that they may be missing if not provided with
their natural diet. In addition to leaving native oaks on the property, by not
sodding the entire property, jays will still have some areas left to cache
their acorns. Jays caching only in bahia or St. Augustine grass may go
back to their reserves only to find that they have rotted or are no longer
edible. The sand substrate has a preservative affect and is as essential
as originally acquiring the food. Preservation, protection and
micromanagement of this small preserve is extremely important.
As of August 31, 2007, there was one family completely lost and
one family that moved to the Bristol Street area. Only 1 family now
occupies the Pelican Island Elementary School property and they
have no 2007 fledgling although they had numerous hatchlings.
o Domestic and feral cats that roam scrub territories must be seized and
taken to the Humane Society. Any homeowners who are not willing to
keep their cats inside should be fined via the leash law. Domestic and
feral cats present a very high mortality rate for fledglings, especially those
who have just fledged but have not learned to fly. These jays have an
increased susceptibility to predation during the 5-7 days of fledging when
they are only 1-3 feet off the ground and cannot yet fly away from
predators.
o High road mortality may be decreased by installing “slow, wildlife/scrub-jay
crossing” signs and rumble strips in jay occupied areas. Because 6 of
the 14 families in the HCP area use roads as part of their territory, the
increased likelihood of these jays being hit by a car is too high to ignore.
By placing slow speed signs and rumble strips in these areas at least
some chance for roadside mortality may be reduced. The study published
in Conservation Biology in April 2000, shows definitively that roadside jays
have a higher mortality than non-roadside jay families. In addition, these
territories will never likely become completely vacated by jays because the
habitat is of value, so future jays will be attracted by the opportunity to fill a
deceased mates place and continue a territory in that same area.
Proximity to a paved road had two major demographic
consequences for Florida Scrub-Jays. First, road-naïve immigrants
that established roadside breeding territories suffered extremely
high annual mortality during their first 2 years as breeders (Fig. 3b),
in many cases not even surviving long enough to attempt nesting.
Second, although nesting success and the production of fledged
young were comparable on road and non-road territories, mortality
of fledglings 30-90 days old was significantly greater on road
territories (Fig. 5). Our results also suggest that the cause of the
high mortality of breeders and fledglings on road territories was
motor vehicle traffic per se and not anthropogenic, road induced

We concluded that roadside habitat constitutes a population sink of
a particularly insidious and destabilizing nature for the Florida

Scrub-Jays. First, because of high rates of breeder mortality on
road territories, roadsides are death traps that continuously attract
new immigrants, most of which are road-naïve and likely to become
road kills themselves. Second, because immigrants that fill
breeding vacancies along roads typically are young adults at peak
productive value (Woolfenden & Fitzpatrick 1984), the death of
these immigrants is likely to have a disproportionate effect on the
potential for population growth. Third, probably because roads are
mortality sinks of recent anthropogenic origin, Florida Scrub-Jays
show neither innate nor learned aversions to these inferior habitats.

Finally, in areas either supporting or being restored to support
Florida Scrub-Jays, traffic management should include diversions,
stop signs, and speed bumps whose collective effects will slow
vehicle speeds to levels below which they can affect the
demography of this threatened and still rapidly declining species. P.

o Manage city owned vacant properties to provide better movement
between jay families or even provide temporary habitat for jays.
The City of Sebastian has many parcels that could provide potential
habitat through a mixture of prescribed burning and timbering. In
addition to providing possible habitat, managing these parcels by
using prescribed fire will reduce wildfire threat to adjacent homes.
The Conservation Lands Manager has worked successfully with the
Florida Division of Forestry to carry out prescribed burns on other
managed conservation areas. The same process could be used to
provide quality habitat while the parcels are standing vacant. Along
with a city-wide survey, those lots/parcels could be identified and
prioritized for effective management.
•
City-wide scrub jay survey to verify that all families have been documented
and are being monitored.
o Although monitoring efforts have been increasingly better since the HCP
was approved, gaps are still abundant throughout the HCP area. All jays
must be banded and a thorough survey of the HCP area is needed in
order to ensure that every jay family has been documented and is being
tracked. “Monitoring without uniquely identifying individuals can not
distinguish recruitment, survival, emigration, and immigration and can fail
to reveal a serious problem until it’s too late to recover populations or until
extremely expensive and manipulative recovery actions are necessary.”

Lands Manager has been working with Archbold Biological Station and
Dave Breininger to band as many birds as possible and the County in
2006 hired Reed Bowman, Ecological Consulting, for five days to band

birds within the HCP Area. It is critical that annual funding is allotted to
band new immigrants and successful juveniles. In addition, a thorough
survey needs to be conducted to assure that all jay families have been
accounted for.
•
Assurance that construction is not occurring during nesting/fledgling
season on areas where jays are present – March 1 (or sooner if a nest is
found prior to that date) – July 15.
o The City of Sebastian must ensure that no construction is taking place in
jay occupied areas from March 1 (or as soon as the first nest is found) July 15. The Conservation Lands Manager will be available to provide a
lot-by-lot evaluation of properties if needed during each breeding season.
The Conservation Lands Manager will provide a list of occupied lots to the
COS Growth Management Department to ensure that the COS has the
most accurate and current data available. Data will be updated if families
move into new areas or as needed.
•
Long-term management of Pelican Island Elementary School Property.
o The Conservation Lands Manager worked with the Pelican Island
Elementary School Eco-Troop to create a management plan for their
conservation area. It is recommended that this plan be completed and
adopted by the School Board to ensure long-term protection of this
essential habitat.
•
Dispersal Corridors of undeveloped land.
o It is critical to the success of the HCP that new developments and impact
areas take into consideration the low dispersal tendency of the Florida
Scrub Jay. In order to keep a viable population within the HCP Area,
immigration from other sources is critical as well as emigration to
conservation areas and eventually the Buffer Preserve. Most jays will not
disperse more than a couple of miles and it has been shown that “habitat
gaps larger than 12 km represent barriers to natural dispersal and
recolonization (chapter 2). To maintain all existing metapopulations,
therefore, all habitat gaps must be kept well below this 12 km threshold.
Failure to do so would effectively split the system apart and create two

This area is a transition area from marsh to scrub. It contains holly, bay, slash pine, wax
myrtle, saw palmetto, ferns, etc. This are is greater than 10' tall. The south family of jays
frequently occupies this area and defends it from other jay families. Selective pine thinning and
canopy reduction could benefit the jays, but overall this area is in good habitat. The area to the
south west of powerline road is occupied and should be rollerchopped and burned.

As of August 2007, this are is very dense and too tall. Upon consultation with Dave Breininger
in 2007, it was suggeested that all the cabbage palms be removed and roller-chopping be
conducted to reduce the canopy. This should be followed by a prescribed burn to consume the
debris left and to open the understory. This area was occupied last year by the "new" family
that is from the Buffer Preserve. The area has good oak coverage and once the cabbage palms
are removed should be good quality habitat. Central area has a low canopy of 7' or less, good
oak coverage and open space.
This area is a herbaceous wetland with bay and holly. Not occupied.
This area has been changed to oak scrub. It is currently occupied by the new family; -KKS and
an unbanded female. The family is from the Buffer Preserve. The height of some of the oaks
needs to be reduced to less than 5', but otherwise this area is in good condition, with ample
open space. Dave Brieninger recommended that we remove the cabbage palms, roller-chop and
burn the adjacent areas to help accomodate this new family and future occupation of the
surrounding area
Pine thinning was conducted in 2007. This are has good open sandy space and a mix of short
and tall scrub oak. The tall areas to the North and adjacent to 22 need to be roller-chopped or
at least selectively thinned as this is an area that is occupied and could harbor predators. Prior
to the pine thinning throughout the area to the south, the jays would not enter that area; since
thinning has occured, the jays will venture further out into the middle of 27. This area is where
the jays likely had their 2007 nests.

Rosemary, bromeliads & scrub oak hammock. Scrub >10' selectively cut/mechanically treat to
protect bromeliads & rosemary. Cut sand pines to fewer than 2 per acre. May need to do a
burn after that is completed. This area is not occupied.
This area is optimal scrub habitat. It is occupied by the SE family of jays. They have 1
successful 2007 juvenile. Continued management of this area is necessary to keep pine canopy
at 2 or fewer per acre. A prescribed burn was conducted in 2002/03 and is not needed at this
time.

and Brazilian Peppers will be removed and the area will be graded to existing elevations as the
marsh. The area will be replanted with cordgrass and maples. The removal of the Australian

GA-OS seems to have lost his mate and is being
driven out of his Bond territory by the new
Barber/Martha pair
AB-RS and AY-PS are presummed dead, the two
families --- male and female (widows) from Barber and
Martha have created a new pair and successfully
fledged one 2006 fledgling, no helpers
two jays being harrassed by mockingbirds. Flew
across golf course to gate 6 when monitoring that side
of golf cours. Will take peanuts, could be banded.
