DIY Lowell to Celebrate Community
Projects with Pizza Night
Lowell, MA - February 8, 2016
Do-it-Yourself Lowell has been very
busy over the past year, and plans to celebrate with "DIY Lowell Night," a public
event with pizza, music, and presentations about its current projects and future
plans. The grassroots organization is
committed to making ideas for smallscale community projects and events in
Lowell a reality. The event, to be held on
March 2, 7:00 pm, at UnchARTed
Gallery, will also serve as a kick-off to
their 2016 season.

Lighting Up The Canals

Every summer, the Southeast
Asian Water Festival reminds all residents of Lowell of the importance of
rivers to the people and cultures of
Southeast Asia. The Cambodian people
of Lowell and their annual water festival
have helped inspire city leaders to
look again at the rivers and canals of
Lowell as important resources for culture,
recreation, and economic development.

Lowell has been called the
Venice of America because of all the
canals in the city. The first canal - the
Pawtucket - was dug in the 1790s as a
transportation canal. Using four lock
chambers, the Pawtucket Canal
allowed boats carrying products from
New Hampshire to the Atlantic Ocean
to safely pass the 32-foot drop in the
Merrimack River at Pawtucket Falls.
In the 1820s, the first of the great cotton
mills of Lowell used the Pawtucket
Canal to generate power to run the
machinery of the mills. As more mills
were built, more canals were dug.
Soon, Lowell had 5.6 miles of canals
to complement its two rivers, the
Merrimack and the Concord.
Over time, the cotton mills
closed. Many were torn down. But the
canals and the rivers remained. One
of the main reasons the National Park
came to Lowell in the 1970s was the
canals. Each year, National Park
Service tour boats carry thousands of
visitors through the canals and onto
the Merrimack River. Other than that,
not much use is made of the canals.
Some people are trying to change
that.
Fred Faust, the owner of the
Edge Group real estate company, and
Paul Marion, the executive director of
Community and Cultural Affairs at
UMass Lowell, have studied how
other cities around the world use their
rivers and canals as attractions to
entertain residents and to bring visitors
to their cities. Paul and Fred see the
canals and rivers of Lowell as the
center of day-to-day activities related
to culture, recreation, and economic
development. They do not seek to
impose a master plan from the top
down. Instead, they want to motivate
people and organizations in Lowell to
use their own initiative and imagination
to make better use of the waterways.
At the same time, the city government of Lowell is installing colorful
LED lights on the Merrimack Canal
where it runs between the two buildings
of Lowell High School. These lights,
which will be used for the first time
during Winterfest (February 19 & 20),
will light up the water, the canal walls,
and the nearby trees and buildings. The
lights can change color depending on
the season or event being celebrated
and will be used year-round.
With LED lighting now powerful,
colorful, and affordable, city leaders
invite other property owners to light
up their buildings to help make
Lowell the City of Lights of America.

The Greater Merrimack Valley is
just the perfect place to enjoy the outdoors during the winter season. Home
to Nashoba Valley Ski Area, located
per hour.
Nashoba Valley was also one of
the first area's in the country to allow
snowboarding. During the 80's

were used to service four slopes and

a wet, warm winter, the first season

lodge consisted of a gravel floor and
was heated by a pot-bellied stove.
Staff had to pack the snow on the
slopes with shovels due to a lack of
grooming machines.

In the 70's Nashoba Valley began
to expand with the purchase of the TBar lift, a double chair and a triple
chair in 1978. Come 1986 the "Chief"
Triple Chair Lift was added, followed
by the "Sundance" triple in 1994.
Today Nashoba Valley operates with
4 chairlifts, 2 conveyers, and 4 rope
tows for an uphill capacity of 11,600

The Waiting Game

At this point in the school year, seniors should be done applying to colleges.
Some seniors may have already heard
back from schools if they applied early
action. Though the stress of sending
applications is over, there is now a new
form of stress lingering amongst the students, and it's called the waiting game.
Seniors rush home after school, hoping to
see a large envelope sticking out from
their mailboxes, generally a sure sign of
acceptance.
Seniors, hearing back from colleges will bring about a lot of different
emotions from disappoint to excitement
to jealousy. Please don't get overly disappointed if you didn't get accepted to your
top choice or if affording to go to your
first choice isn't feasible. Sometimes
things work out for the best. I'm a student
at UMass Lowell, but it was the last place
I wanted to go for school. It wasn't until I
attended Accepted Students' Day, where I
realized that I could see myself going
here. And I'm glad I ended up at this
school because I've grown a lot, bothpersonally and academically, and I've had so
many wonderful opportunities. In the
moment, we never know why life takes us
on certain paths, but just believe that it'll
take you to where you need to be. And
though this advice may not be applicable
to you now, you can always transfer
schools.
Also at times, you're going to be
jealous of your friends and peers who got
into a certain school or major, or received
more financial aid than you did. But being
jealous doesn't change your situation, and
being a supportive peer says more about
your character than the school you
attend.
There are few things you must
remember. One, make sure you look at
your finances and the amount of aid the
schools are giving you and use that as a
way to compare your options. If you are
unclear about certain terms in scholarships or in the financial aid, call the college to ask. You may have to take out student loans, whether if it's federal or private, so do some research on that too. For
instance, look at interest rates, what you
can use your loans for, and when you
would need to start paying back those
loans. Also, don't forget to send and
update your Free Application for Federal
Student Aid (FAFSA). Second, don't senior
slump too much. Almost all schools have
a caveat that admission is contingent
upon graduating and/or retaining a certain
GPA. Seniors, you've worked hard to get
into schools, so don't give colleges a reason
to rescind your acceptance. And third,
don't forget to thank your teachers who
wrote a recommendation letter for you or
anyone who has helped you with the college
process. They played a part in your
acceptance too and they'll certainly appreciate it. Good luck! Waiting is just the
beginning!

The Appeal Court on Thursday
upheld convictions of intentional violence
and causing property damage against
13 unionists and workers who were
arrested during a riot outside a Phnom
Penh industrial park on January 3,
2014, at which military police shot
dead at least five people.
The 13 were convicted by the
Phnom Penh Municipal Court in
March, after what rights groups called
a flawed trial, but were immediately
set free on suspended jail sentences.
Their appeal hearing was held
last week in their absence.
At the courthouse on Thursday- and
in the absence of the defendants -Judge
ChayChandaravan announced that the
lower court's decision had been
upheld.
"At the time [of the riot], police
told them to stop and leave, but the
demonstrators did not listen and they
threw stones and bottles of gasoline
and used slingshots against the military
police and police, which seriously
injured the military police and police,
and made one officer blind in one
eye," the judge said.
"This is an illegal act that caused
damage to public property and affected
public order," he added. "There is
enough evidence to confirm the victims'
testimony…. The hearing judges cannot
believe the answers of the defendants,
who said they did not join the demonstration but were only bystanders who
were watching."
The judge did not explain what
evidence the court had linking the
defendants to the violence.
During their initial trial at the
municipal court, the defendants all
claimed that they were not participating
in the riot and were arrested only
because they were in the vicinity.
When their lawyers asked the officers
if they had seen any of the defendants
actually taking part in the violence,
the officers said they had not.
Am Sam Ath, technical supervisor
for rights group Licadho, said on
Thursday that the officers made the
same admission during the Appeal
Court hearing on January 27.
Mr. Sam Ath, who attended the
hearing, said the officers also claimed
that none of the police or military
police who responded to the riot were
armed with anything except shields,
batons and tear-gas launchers.

more than 40 others
were injured by bullets.

Mr. Sam Ath faulted
the appeal court for
holding the hearing without any of the
defendants.
"All their lawyers asked the hearing
judges for a delay because they wanted
to find their clients to join the hearing,
but the judges did not agree," he said.
"The presiding judge did not give
a clear reason for why he did not
agree to the delay. He just said that
court officials sent a summons to their
addresses but they had already
moved."
Contacted after the verdict was
announced, Judge Chandaravan
declined to comment when asked why
the court did not take additional steps
to inform the defendants of the hearing,
referring the question to court
spokesman TochPharith, who also
declined to comment.
RosSorphon, one of the defendants, maintained that he was an innocent
bystander on the day of the riot and
said he would talk with his lawyers
about whether to appeal the case to
the Supreme Court.
"I will continue to search for justice
because this is very unfair for me," he
said.

The former headquarters of late CPP
President Chea Sim's personal bodyguard
unit, which was disbanded following his
death in June, is now the office of a private
security firm.

posters flanking a metal gate-the image of
a female security guard on one side, a
male counterpart on the other-advertising
the services of Libra Private Security.
While Chea Sim enjoyed the protection of hundreds of armed bodyguards,
his successor as president of the Senate,
Say Chhum, has taken a more relaxed
approach to security, Senate spokesman
Mam Bun Neang said on Tuesday.
"Samdech Say Chhum does not have
many bodyguards like Samdech Chea
Sim," he said. "I have seen that he has
about five to six bodyguards, who go with
Samdech whenever he goes anywhere."
Mr. Bun Neang said members of
Chea Sim's bodyguard unit had been reassigned to Brigade 70-the Royal
Cambodian Armed Forces unit tasked
with providing security to high-level officials and foreign dignitaries.
Political analysts said there could be
various reasons why Mr. Chhum's security
detail paled in comparison to his predecessor's but agreed that Chea Sim's massive force had little to do with his personal
protection.
Political commentator Kem Ley,
who last year founded the Khmer for
Khmer grassroots advocacy group, said
Chea Sim's bodyguard unit was largely a
legacy of the factionalism within the ruling
party in the late 1980s and 1990s.
"This was the conflict, and the chairs
and vice-chairs [of the CPP] tried to
recruit many, many bodyguards until
now," Mr. Ley said.
"Say Chhum at that time was in the
middle. So that's why I hope Say Chhum
will not recruit many bodyguards," he
said, adding that toward the end of Chea
Sim's life, his bodyguards served in various
functions.
"The bodyguard is not only to maintain
the security of their boss, but their business
also," he said.
Although he served a mostly honorary role within the CPP later in his life,
Chea Sim created a sprawling political
patronage network in the 1980s that for
more than a decade made him one of the
country's most powerful men.
In a statement released following his
death last year, Human Rights Watch said
the former interior minister would be
remembered for creating a template for
the misuse of state security forces.
"His legacy continues to this day,
with unreformed security forces run for
the interests of the ruling party instead of
the public good," the group's Asia director,
Brad Adams, said in the statement.
Chea Sim's massive bodyguard unit
and his long list of advisers were notorious for finding themselves in legal trouble,
with his former bodyguard chief handed a
10-year prison sentence for a long list of
crimes.
ChhoeunChanthan, the disgraced
bodyguard chief, was convicted in
February 2012 of illegal weapons possession, ordering the use of weapons without
proper authority, forging documents and
using forged documents. In the same
month, a military court convicted him of
illegally selling and destroying military
property, as well as breach of trust.
Ou Virak, a political analyst and
head of the Future Forum think tank, said
bodyguards in Cambodia were largely a
"power symbol," and one that he was
happy to see diminished in the case of
Chea Sim.
"I think it was basically Chea Sim's
way of saying he was still important in
the party. Say Chhum cannot demand the
same thing, nor should he," he said.
"Many of the Cambodian people
who have bodyguards do not have them
for protection of the body," Mr. Virak
said, pointing to Mr. Hun Sen's bodyguard unit, which numbers in the thousands.
"Does Hun Sen really need the bodyguard unit? You could have asked the
same thing about Chea Sim," he added.
"The answer is no."

Hun Sen said on Sunday evening that he
was not interested in critiques leveled by
his American hosts.

at a hotel near the site of the summit in

In a letter to Mr. Hun Sen dated
February 11, a group of seven Democratic
U.S. senators expressed their concern
over the human rights record of his government, citing the brutal beating of two
CNRP lawmakers outside the National
Assembly in October, along with NGO
reports on land grabbing and human trafficking.
"I ordered that the letter be put back
in the envelope and sent back to the original
senders," Mr. Hun Sen said.
"Even if it's a letter from Obama, I
would never receive it if the letter was
just insulting me," he added, to applause
from his audience.
Mr. Hun Sen's trip to the U.S. has
been mired in controversy.
Dozens of human rights groups have
called on Mr. Obama to address human
rights abuses in the region, despite the
summit ostensibly focusing on trade and
security.
"Obama should also publicly press
Hun Sen to end violence and harassment
of opposition supporters, drop criminal
charges against peaceful protesters, and
release all political prisoners in the country,"
Human Rights Watch said in a statement
released earlier this month.
Activists in the U.S. have also promised
public protests against the prime minister
during the two-day summit at the
Sunnylands resort. Vibol Touch, president
of the Cambodia-America Alliance, an
activist group that is organizing the
demonstration, said in an online message
on Monday that he expected a turnout of
500 protesters.
Mr. Hun Sen has warned that any
protests held against him could lead to
counterdemonstrations back in Cambodia,
and ruling party supporters have alluded
to possible violent retribution against
CNRP officials.
The opposition party has repeatedly
said it is not involved with the Cambodian
-American activists.
In a post to his Facebook page on
Monday, hours before the CambodiaAmerica Alliance's protest was set to
begin, Mr. Hun Sen said demonstrations
would only play into the hands of his foreign
critics.
"Please do not have internal disputes
and then take those disputes abroad, tearing
each other apart and destroying
Cambodians' happiness, making foreigners
trample and look down on our race," he
wrote.
Mr. Hun Sen has previously shown
his sensitivity to protests staged against
him in foreign countries. After he was met
by protesters during a trip to France in
October, he warned of counterprotests in
Cambodia. The next day, two opposition
lawmakers were beaten and left with
severe injuries at an anti-CNRP protest
outside Parliament.

A new royalist political party founded
by former Funcinpec general Nhek Bun
Chhay has been approved by the Interior
Ministry and will hold its inaugural congress later this month, he said at a press
conference at his house on Friday.

offices, claiming that around 10 of them
were privately owned by people such as
himself and Keo PuthReasmey, the former head of Funcinpec.
"Not all the offices were created and
led by SamdechKromPreah [Prince
Ranariddh]," he said.
"If SamdechKromPreah and others
around him want to take the offices, a
lawsuit cannot be avoided."

Corporation (LTC) will cablecast its
own coverage of Lowell Election
Night on Super Tuesday, March 1,
2016 beginning at 7:30PM.
LTC will collaborate on the production with three well-known community producers, Jim Peters of
"Peters' Principles," and “City Life”
producers John McDonough and
George Anthes.
Wendy Blom, the new Executive
Director at LTC, stated, "We are so
happy at LTC to provide real-time
local election results. It will be fun to
watch as the local votes are tallied,
with commentary by three of LTC's
popular show hosts.”
According to Peters, LTC provided
real-time election results for the last
local election, which had a low
turnout of 18.08%. He is expecting a
much bigger turnout for this one.
"People need to remember how
important it is to come out and vote.
Lowell welcomes heightened participation by the Southeast Asian communities, and in fact, all communities
in the City." Peters thinks that the ease
of watching Lowell's results, ward by
ward as they come from Lowell City
Hall, will garner a large audience.
Mr. McDonough will be forwarding
the results as soon as they are posted
to Mr. Anthes and Mr. Peters in the
LTC studio. Volunteers from neighboring communities, especially “City
Life” participants in Chelmsford and
Tyngsborough, will also forward their
tallies to give the show a regional
reach.

Chanrith said his party remained on alert
despite Tuesday's calm, having seen no
effort by authorities to increase security at
CNRP headquarters.
With no response from the Ministry
of Interior and City Hall, he said party
activists had been dispatched both to
deputy opposition leader Kem Sokha's
home in TuolKok district and to party
headquarters for added protection.

more days and will take our precautions,"

The CKS Khmer Language and
Culture Study Program provides an
opportunity for faculty, post-graduate
researchers and undergraduates from
U.S. universities to participate in an
intensive six-week study abroad program,
between June 20 - July 29, 2016, in
Phnom Penh, Cambodia. This ongoing
program is administered in collaboration
with the University of Hawai'i, Manoa's
Khmer Language Program (ASK).
This CKS program is designed for
those who wish to develop Khmer
language skills and understanding of
contemporary Cambodian society for
academic and professional purposes,
but who have not completed two
years of formal language training.
Beginners are welcome to apply. The
program is therefore intended to com-
plement the Advanced Study in Khmer
(ASK) program and is structured
along similar lines.
CKS can cover tuition fees and
some program costs such as local

in-country Khmer language training.
However, not all have successfully
completed two years of academic
training in the Khmer language
required for ASK. The CKS Khmer
Language and Culture Study Program
aims to meet that demand and provide
the opportunity for those with less
Khmer language experience to study
in-country. Like their ASK counterparts,
participants in the CKS program will
receive four hours of intensive language training during morning sessions.
In the afternoon, they will take part,
alongside the ASK program participants, in fieldtrips and other cultural
activities, including visits to local
governmental and non-governmental
institutions, where the taught language skills can be used in real time
situations.

person in need. Winter overflow shelters
