In addition, years of drought and high tree densities in our forests have combined to allow pine bark beetle populations to reach outbreak level, killing millions of piñon and ponderosa pine trees in Arizona. The Arizona Revised Statutes (ARS) require all communities to adhere to budget and audit requirements. For small communities to do this, it is becoming increasingly difficult as their revenue base continues to decrease while trying to provide the minimum services to their citizens. This session will discuss fundamental steps in the development of budgets in compliance with ARS. During this session we will also discuss the additional challenges small communities face in not only the decline in revenues, but the culture and expectations that the community has in their government.
