It’s my privilege as president of Clay
Electric’s Board of Trustees to present to
you our special Annual Report issue of the
Kilowatt.
In this issue, you’ll find key information
about your cooperative, including a report
from General Manager/CEO Ricky Davis,
the financial statement, the Official Notice of Annual Meeting, and a preview of activities planned for
the Annual Meeting, which
will be held next month in
Keystone Heights. If you
are unable to attend the
Annual Meeting, consider voting by absentee
ballot. Please see page 3
for complete details about
how to request a ballot.
From a financial standpoint, Clay Electric remained
strong during 2015. We returned
a substantial amount of Capital Credits
last year, and we are returning $6 million
this year as well. Our ability to return Capital Credits is a good indicator of the sound
financial health of your cooperative. Capital
Credits are a distinct benefit of being served
by an electric cooperative.
Our Annual Meeting is Thursday, April
28 in Keystone Heights, and I encourage
you to attend.
As a member of the cooperative, this
is one of the most important events you
can attend, and it is your opportunity to
elect three members to the board of trustees. After district meetings in February
and March, the candidates for trustee are
incumbent Carl Hagglund for District 1;
incumbent Jo Ann Smith for District
8; and incumbent Karen Hastings for District 9.
There are many activities
planned for the Annual
Meeting. The musical
entertainment will be
provided by Back From
the Brink, a local bluegrass group.
We’ll also serve a
chicken lunch on the
grounds at noon, plus there
will be energy-related exhibits
and the popular health screenings.
Many door prizes will be given away to
lucky ticket holders. This year’s grand prize
is a white 2007 Chevy Colorado pickup. That
will be a terrific prize indeed!
In conclusion, all of us at Clay Electric
appreciate the support you’ve shown us over
the years. You can count on us to do our
best to provide you with competitive electric
rates and excellent service in the future.
Youth tour winners
Four high school juniors have been selected to go to Washington, D.C. in June as
winners of Clay Electric’s 2016 Youth Tour to Washington contest. The winners of the
Youth Tour to Washington, D.C. are Renee Hancock of Newberry High School, John
Propes of Bradford
High School, Megan
Cole of Fort White
High School and Marjorie Wheeler of North
Marion High School.

spend a week in
Washington, D.C.
June 10-17. They were
selected based on
their combined scores
from a speech and
written quiz. The group
of students was in
Tallahassee Feb. 23-25 for the Youth Tour contest, and also to tour state government
buildings and learn about government.

Cost of power decreasing, likely to remain stable
Beginning this month, Clay Electric
Co-op has lowered the cost of power
for its members by $3.20 per 1,000
kilowatt hours (kWh) of electricity.
This means that members will pay
$113.90 for 1,000 kWh. Last month’s
cost was $117.10.
The cooperative is able to lower
the cost of power due to the dropping
price of natural gas, which Seminole
Electric Cooperative uses to generate
a sizable portion of the wholesale electricity it provides Clay and eight other
distribution cooperatives in Florida.
“Our lower power cost comes as a
result of our power supplier continuing
to purchase fuel at the lowest possible
price,” explained General Manager/
CEO Ricky Davis.
“Based on projections of the cost
of fuel used to generate power, our
cost of power should remain stable for
months,” Davis said.
The lower cost of
power will be reflected
in a lower Power Cost
Adjustment (PCA)
on members’ monthly
power bills. The PCA
decreased from $24.60
last month to $21.40
this month.
With this month’s
drop in the PCA,
members’ cost for
1,000 kWh is now
the third lowest rate
among the 15 electric
cooperatives in Florida. Clay Electric is
also lower than many of its neighboring utilities.
This month, members who are
entitled to a Capital Credits refund
will see their Capital Credits refund
credited to their bill, which means this
month’s bill will be even lower.
Capital Credits are a reflection of
the fact that Clay Electric is a not-forprofit cooperative. This means that any
margins left over at the end of the year
after all expenses are paid is set aside
in each member’s name to be refunded
at a later date. That’s a unique benefit
of being served by a member-owned
cooperative.
Can’t make it to the Annual Meeting? Vote absentee
How do I request an absentee
ballot?
To request an absentee ballot, you
will need to provide your account
number that is associated with your
membership. This account number
begins with an asterisk (*) and can be
found on your electric bill statement.
Request a ballot by either:
• Calling 1-800-239-2385 toll-free,
or
• Emailing [email protected] and providing the name
and account number.
When can I request an absentee ballot?
• Members can request a ballot beginning March 22 at
8:30 a.m. No requests will be processed prior to this date.
• The deadline to request a ballot is no later than April
19.
• All ballots must be received by April 25 by 4 p.m. via
U.S. mail to the designated P.O. Box for the ballots to count.
Ballots will only be mailed to the member’s billing address. There will be no exceptions.

How do I vote?
• Instructions for completing the absen-
tee ballot are included in the ballot packet.
• Members will not be able to bring their
absentee ballots to the Annual Meeting.
Members at the annual meeting will only
be allowed to vote through the traditional
in-person method.
• Absentee ballots will only be accepted
in the return envelope delivered by USPS
to the P.O. Box on the return envelope.
• Absentee ballots will not be accepted at
Clay Electric offices or at the Clay County
Supervisor of Elections office.
• Per Clay Electric bylaws, once an absentee ballot is cast, no in-person voting will be allowed for
that member at the Annual Meeting.
Prize Drawing
All members who vote by absentee ballot will be placed
in a separate prize drawing contest to win one of five bill
credits in the following amounts: $500, $250, $150 and two
for $100. Winners will be notified within two weeks of the
Annual Meeting.
Members who vote absentee can still attend the Annual
Meeting but they will not be eligible to win any of the door
prizes, including the grand prize.

I am pleased to report that while we had our share of
challenges in 2015, we continued to provide each of you
with affordable and reliable power while expanding the
services we offer.
Last year, our focus on providing
competitively-priced power enabled us to
remain lower than many other electric
utilities around the state. We were able
to lower the cost of power three times
in the second half of the year, thanks to
a credit provided to us by our wholesale
power supplier. The total decrease for
the year was $9.60, and our average cost
for 1,000 kilowatt hours of electricity was
$119.45.
I would also like to share some good news. The board’s
concern about providing members of Clay Electric with
affordable electricity will be seen in the coming months
as they plan to announce one or more cuts in the cost of
power. These cuts will result in the cost for 1,000 kWh going from $117.10 down to $113.90.
Just two of 15 electric co-ops in Florida have rates lower
than ours.
We are in our fifth year of providing you with the Co-op
Connections Card program, another member benefit. As
a co-op, we believe our commitment to you goes beyond
providing safe, reliable and affordable electricity. The Co-op
Connections Card program is a money-saving tool we are
proud to offer our members. As of February, our members
have saved more than $135,000 on prescription drug costs
alone.
Our focus at last year’s Strategic Planning session was on
maintaining our financial stability while making needed
improvements in not only our distribution system, but also
in our technology and communication tools. We are committed to keeping up with members’ rising expectations by
taking an aggressive approach to technology management.
We are identifying and implementing technology projects
that will provide the most value to our members.
Speaking of technology, we now have a mobile app. The
application, Clay Electric Go, is available for Android and
iPhone operating systems. With this app, members can

view their account information and make payments.
Each year more members are choosing the convenience
of receiving their Clay Electric bills via email. Participation in our eBill program increased over the past year, with
about 17,200 bills now going out electronically each month.
This is a 15 percent increase over the previous year.
During this past Christmas holiday period, a number of
our employees conducted food and gift drives to help less
fortunate families in their communities.
We continue to emphasize the importance of working
safely. Many of our departments and districts were recognized by the safety division for meeting safety performance
criteria established for the year.
We continue to help our members with energy efficiency
and energy conservation information and assistance. We
performed 676 residential energy surveys. Our rebate
program remains popular and successful and we provided
661 members with energy efficiency improvement rebates
totaling $138,931.
We completed a number of construction and engineering
projects last year, including installing new equipment in our
substations, which enhanced the reliability of our distribution and transmission systems.
We continue to invite our members to join Co-op Owners for Political Action (COPA). This is the political action committee focused on the needs of America’s electric
cooperatives. So far, 305 members have joined. By joining
COPA, you become part of a strong grassroots network
of citizens concerned about the long-term success of the
electric cooperative program. COPA supports elected officials and candidates who understand and support electric
cooperatives and their members.
In closing, we accomplished much on your behalf
during 2015. We must continue to prepare for the many
challenges that will come our way in the future. Be assured
that we will work hard to provide you with affordable and
reliable power. We’ll seek new ways to serve you, and we
pledge to maintain the cooperative’s financial health so that
we’re ready and able to meet your power needs in the coming years.

Notice of Annual Meeting
Notice is hereby given that the Annual Meeting of the
members of Clay Electric Cooperative, Inc. will be held at
the headquarters of the cooperative at 225 West Walker
Drive, Keystone Heights, Clay County, Florida 32656 at
9 a.m., Thursday, April 28, 2016 to take action upon the following matters.
(a) The election of a trustee from District No. 1, a trustee
from District No. 8, and a trustee from District No. 9, to
serve three-year terms.
(b) The report of officers.
(c) To conduct such other business as may properly come
before this meeting.
The Board of Trustees hopes you will be able to attend
this meeting and learn more about the cooperative. Under
the bylaws, there can be no voting by proxy. Under the bylaws, as amended by members at the 2014 Annual Meeting,
members have the option of casting an absentee ballot for
the candidates nominated at the trustee district meetings,
or they can cast their ballots at the Annual Meeting. They
can’t do both. At the Annual Meeting, voting booths will be
open from 9 a.m. to 5 p.m. The bylaws provide that the two
nominees of each district receiving the highest vote shall be
the official nominees in the district and shall be listed in the
order of preference indicated by the respective vote.
You are hereby notified that at the meetings of Districts
No. 1, No. 8, and No. 9, the following were nominated for
membership on the Board of Trustees.

At the Annual Meeting, the Secretary will place in
nomination the above named official candidates from each
district. Clay Electric members registered at the Annual
Meeting and those members who voted by absentee ballot
will elect one trustee for each of the three districts. There
will be music and entertainment from 9:30 a.m. until noon.
Free luncheon will be served on the grounds at noon.
