Tragic accident kills
British schoolgirl
A 12-year-old schoolgirl from England has
died while on an adventure holiday in the
Limousin. The girl drowned after a group of
friends were jumping from a pontoon on a
lake which capsized, trapping several children
underneath.

her as a “beautiful and outgoing girl”. Her sister Polly, who
travelled to the resort shortly after the accident along with other

should let everyone who knows
me and my family know that the
girl in this accident was unfortunately my sister Jess. We are in
France doing everything we can
to get her back into the country.
Remember who she was not
who she could have been, it is
important we respect and cherish the memories we had with
her. Thanks everyone again.”

British schoolgirl has died
after an accident on a
school adventure holiday in the Limousin.
Jessica Lawson, from Wolfreton
School in Hull, fell into a lake
near Meymac in the Corrèze
and later died in Limoges Hospital.
The tragedy happened as
the group of 24 schoolchildren
were jumping from a pontoon
on the lake at the end of a day's
activities during the 5-day trip.
Witnesses said that the pontoon
overturned as the children were
jumping from it and several
of the group became trapped
underneath. A lifeguard dived
down twice before locating the
girl, who was brought to the surface. Emergency services were
able to revive her and she was
transferred to Limoges Hospital by helicopter, but she suc-

o after one of the best
races that I can remember,
a British rider has won
the Tour de France for the
third time in four years.
If you are a fan of cycling and/or you
follow French media, then you will
be well aware of just how big the
Tour de France is in this country....
huge!! For most of July each year,
the news bulletins lead with little else
and countless hours of prime time
television and kilometres of column
inches are devoted to each day's
racing.
It is safe to say that the French love
their cycling, but for recent decades
being a French cycling fan has been a
bit like watching Wimbledon as a Brit
in the pre-Murray era (although you'd
also have to imagine that Sampras,
Agassi and Federer were all habitually
doping, but let's not cloud the
analogy). The French have now not
won cycling's biggest race since 1985
and the glory days of Hinault, Fignon
and Anquetil must feel as distant as
those of Moore, Hurst and Stiles do to
the English.
It is perhaps this frustration that
has led to the recent French media
frenzy over suspicions of doping that
surrounded Team Sky - and Chris
Froome in particular - for the duration
of the Tour. The media are absolutely
100% convinced that Team Sky
are cheating, trotting out a series of
former cyclists (who were themselves
banned for doping!) and “scientists”
to “prove” on prime time television
that the only way Froome could be
achieving the results he was during
this year's race, was through illegal
drug use.
It is very hard to prove a negative,
something that placed Team Sky
between something of a rock and a
hard place. Say nothing and that will be
taken as an admission of guilt; deny the
allegations and make public your own
very private and confidential biometric
data (which they did) and you simply
fan the flames of the debate. All of
which led to the shocking scenes of
Froome's team-mate, the Australian
Richie Porte, being punched in the
face during one stage and Froome
himself being repeatedly spat at, and
on at least one occasion having urine
thrown at him! Disgraceful!!
I should add that of the millions
that lined the roads of the race, the
vast majority were just having a good
time and only a handful were behind
these acts which brought shame on
France. The riders themselves appear
to fully back and respect Froome,
who you have to say handled himself
remarkably well throughout.
I can understand the French public's
frustration to an extent. The reputation
of professional cycling has been
eroded by a series of drug scandals,
most notably involving Lance
Armstrong. Confidence in the sport is
fragile at best, although most do now
agree that the cheats are becoming the
exception and not the rule that they
were a decade or so ago.
Others in the media have suggested
that it is not Froome that the public
dislikes, nor the fact that the old
enemy have once again crossed the
Channel to win their race, but simply
that they do not like dominance in the
Tour - by anyone - and prefer maverick
riders with flair and panache. Team
Sky have been incredibly dominant of
late and Chris Froome is probably best

described as ruthlessly efficient.
I don't buy this however. Would
the Brits have been unhappy with a 6
foot 10 inch serve-and-volley expert
boringly aceing his way to Wimbledon
glory? Would England fans complain
if the team played 7 defenders at the
next World Cup, drew every game
0-0 and won the tournament through
a succession of penalty shoot-outs? I
suspect they would be delighted and
knight all involved on the spot.
I'm also fairly sure that if the
Kenyan-born Froome had a French
mother, rather than a British father,
then he would currently be a national
hero and hailed in the press as the
saviour of modern-day “clean”
cycling.

Martin Nadaud honoured on stamp Upcoming changes
I
n a landmark moment, both
for local stamp collectors and
followers of Martin Nadaud,
stamps carrying the image of
the famous maçon de la Creuse have
gone on sale.
The stamp has been timed to mark
the bicentenary of Martin Nadaud's
birth in 1815 and is the result of
tireless campaigning by the Friends
of Martin Nadaud association,
Philapostel Limousin, the Post Office and the commune of Soubrebost.
Previous attempts in 2006, 2008,
2009 and 2013 all failed, but the occasion of the 200th anniversary of
his birth has finally tipped the scales
his way.
The stamps, which have a face value of 68 centimes, were available in
advance of national sales from a specially created temporary post office
in the town hall of his native village
of Soubrebost, located between Guéret and Bourganeuf. They are now
available throughout France as well

The last resident of the Creuse to
be commemorated on a stamp was
Eugène Jamot, a pioneering military
doctor born in 1879 in Saint-Sulpiceles-Champs, who received the honour in 1987.
Martin Nadaud was born in 1815
into a peasant family in the hamlet
of La Martinèche, just outside Bourganeuf. His father insisted he go to
school to learn to read and write and
to Limousin region

he first went on the long march to
Paris, bleeding feet and all, at the
age of 14 along with the columns
of maçons de la Creuse. Every year,
thousands of workers would migrate
to Paris at the end of winter to spend
the summer building many of the
famous stone buildings and monuments that still stand to this day.
During this work as a mason he was
seriously injured following a fall on
a building site in Paris.
Appalled at the conditions endured
by the masons - long hours, unsafe
working conditions and poor nutrition - he began to organise literacy
and politics classes for his colleagues

and started campaigning for workers'
rights. He ran building projects, became politically active on a national
level and eventually, having become
well-known as a radical politician,
was exiled to England following the
1848 French revolution.
Self-taught in English, he went on
to teach French at a school in Wimbledon before eventually returning to
France and La Creuse to become a
respected regional politician and MP.
If that wasn’t enough, he also developed the idea of the Paris Metro and
had a station named after him until
it was moved and renamed Gambetta
in 1969. ■

Vandenbroucke, the
president of the Limousin,
has discussed the upcoming fusion of the Limousin, Aquitaine and PoitouCharentes and what it will
mean for the region. The
government is pushing
through reforms which
will see the country's 22
regions reduced to just
13, a move that it is hoped
will save as much as €25
billion in administration
costs and efficiency savings.
The Limousin will go
from being the smallest
region in France, to part of
the largest. On paper, that
could be a good thing for
its population, a fact reflected in recent polls. A
survey published last year
showed that 69% of Limousin residents were in favour of joining Aquitaine.
The potential negatives
are that the Limousin
will be a small player in
the new super-region and
could see the importance
of local issues ignored by
its larger, more influential
neighbours. There is also
the probable loss of jobs
that will accompany an
administrative move to the
new capital in Bordeaux,
with some unwilling to
travel the long distances
involved.
Mr
Vandenbroucke
sought to reassure the public that the changes would
benefit the Limousin, citing the example of the
Creuse which would have
four MPs under the new
set-up rather than the current two. He also argued
that infrastructure projects
such as the upgraded road
link from Limoges to Angoulême and the LimogesPoitiers project would be
looked at more favourably.
The region's president
was also asked what the
future region would be
called. The president of
the Aquitaine currently
favours “la grande Aquitaine”, but Mr Vandenbroucke is lobbying for a
more general name such
as “Grand Sud-Ouest” or
“Sud-Ouest Atlantique”,
arguing that they give a
better idea of the region's
location. ■

Record heatwave
After a prolonged heatwave at the start of
July when the mercury was in the high 30s
for several days in a row, mid July saw the
highest temperatures ever recorded in the
Limousin. On 16th July, the temperature
topped 40 degrees for the first time in the
region when 40.1°C was recorded in BriveLa-Gaillarde. Records were also set in the
Creuse and Haute-Vienne, where official
temperatures peaked at 37.2°C.
The heatwaves that overran the country
in July, combined with very little rainfall
have prompted water restrictions in both
the Corrèze and the Haute-Vienne. The Prefect of the Haute-Vienne, Laurent Cayrel,
announced the measures mid-month as the
second heatwave hit and Météo France predicted no rain for the next 10 days.
Restrictions include:
•Watering sports fields, lawns and other
green areas between 8h and 20h
•Washing vehicles anywhere other than car
washes, except for professional obligations
•Filling existing pools, excluding those
under construction, except partial water
change for sanitary requirements (pools
open to the public)
•Removing water from rivers and waterways between 9h and 19h
•Filling and emptying of lakes
The decree is published in local mairies
and anyone found breaking the rules faces a
hefty fine. ■

the bureau attended the presentation of a douche au lit (shower bed) to Dr Dupuychaffray and Dr Blanchier along with the medical team from the Hepato-Gastroenterology Department of the Centre Hospitalier d'Angoulême Girac.
Money for the douche au lit was raised by members and friends of Cancer Support France
Charente-Plus. The medical team who met CSF bureau members were very happy to have
received this new piece of equipment which will benefit many of their patients and expressed
their gratitude for the gift.

Fined for driving
too slowly
Plenty of us will have received the
familiar envelope in the post, politely
informing us of a traffic offence and inviting us to pay a fine. Some will have
been caught trying to get somewhere
in a hurry, others will simply have lost
concentration briefly and driven past a
speed camera a few kilometres per hour
too fast.
One Limousin motorist was left
shocked recently when they received a
fine for driving “abnormally slowly”!
On 8th July, the driver in question was
travelling down the avenue Jean Lurçat
in Brive; the maximum speed on this
road is 50 kph, although the penalty notice did not say exactly how fast he was
in fact travelling.
This may sound surprising, but the
offence is actually covered under Article R-413-19 of the Code de la route,
which states that: “No driver shall impede the normal progress of other vehicles by travelling without a valid
reason at abnormally reduced speed. In
particular, on motorways, when traffic
is flowing and weather conditions allow
sufficient visibility, drivers using the
leftmost lane may not travel at a speed
below 80 kph”.
The driver was handed a €22 fine, although avoided any points being taken
from his licence. ■

sister, said: “We are all heartbroken
and devastated. Jess was the most
beautiful and outgoing girl and I am
proud to be her sister. I will live my
life to the full just like she would
have done.”
Dave McCready, head teacher at
Wolfreton School, called the death
a terrible tragedy and a “dreadful
shock to the whole school community”. “As a parent myself I can only
begin to imagine the pain felt by her
parents and family at her death at
such a young age,” said the headmaster. “Our heartfelt thoughts and
prayers go to the family at this very
difficult time.”
The adventure holiday, organised
by the Activ4 tour operator, included
opportunities to kayak, sail, mountain bike, and rock climb. One of the
conditions for going on the trip was
that pupils had to be able to swim 50
metres unaided.
Steve Scott, managing director of
Activ4, said the exact circumstances
surrounding the accident remained
unclear, but that he believed the incident occurred while the group was
swimming after activities scheduled
by Club Corrèze staff had finished.
“The owners of the activity centre
and senior management from Activ4
are working closely with the local
authority and the school to provide
all necessary support and assistance,” he said.
The tragic accident has once
again ignited the debate over the
dangers of school trips, both at
home and abroad, although others
have warned against panic. Steve
Lenartowicz, chair of the Outdoor
Education Adviser Panel highlighted statistics from the Royal Society for the Prevention of Accidents
which show that on average one
pupil a year dies during activities
on school trips. “Now that one pupil is too many, obviously,” he told
the BBC's Today programme. “But
there are 114 who die in road transport accidents, there are 24 who die
in fires, and we've got to balance the
benefits against the risks. There are
so many benefits to young people
getting involved in sporting activities, in outdoor education; health
benefits, benefits to developing
their confidence and character and
so on and while obviously one accident is too many, we really need
to make sure we understand those
benefits as well as the risks.” ■

Pioneering cross-Channel flights
A
row has erupted over
exactly who it was
that recently made the
first electric powered
flight across the English Channel.
Airbus had been building up to a
cross-Channel bid since the maiden flight of its two-seat batterypowered E-Fan plane in March
of last year. The company has
already invested €20 million in
the electric flight project and their
test pilot Didier Esteyne took off
from Lydd Airport in Kent before
landing safely in Calais some 45
minutes later.
The controversy erupted shortly afterwards, however, when it
emerged that celebrated stunt pilot,
Hugues Duval, had himself made
the journey the night before in his
one-seater Cri-Cri - a plane that
he developed himself - pulling the
rug from underneath Airbus' highprofile media event.
Trying to play down the issue,
an Airbus spokesperson congratulated Mr Duval, before discounting his effort. “We applaud the
intrepid aviator that did this, although the actual details are yet to
be confirmed. We are not worried.
It would not count because we understand he set off from another
plane.”
It subsequently emerged that
Duval's Cri-Cri had indeed had a
little help getting airborne, taking off attached to another plane
before detaching and making the
crossing under its own power.
After landing the Airbus-backed
aircraft, Mr Esteyne said the flight
was “almost perfect” but declined
to be drawn on the upstaging of
his attempt by rival Duval. “I don't
have to talk about that,” he said.
“We did something today. It's important to us and that's the most
important thing. The flight was
almost perfect and of course I feel
good. We did it and now the journey is done.”
Describing the experience of flying the aircraft, Esteyne said: “It is
closer to a glider because there is
less noise than an aeroplane. Also,
there is no vibration at all. It's
smooth and very quiet.”
The rival teams were seeking to
recreate Louis Bleriot’s pioneering
flight in 1909, when the French
aviator became the first person to
cross the Channel in a “heavier-
than-air” machine.
The two-seat E-Fan weighs just
550 kg when empty and has a maximum speed of almost 120 knots about 222 kph - though it cruises at
about 160 kph. It has a wingspan
of just less than 10 metres and its
120-cell lithium-polymer battery
system can power the aircraft’s
twin-ducted fans for between 45
minutes and an hour, depending on
the amount of power the pilot uses.
With no fuel burden, the plane can
be landed, its batteries unplugged,
and immediately take to the skies
again after having a spare set fitted.
It is believed that when production
models are first available in the
coming years, the plane's limited
range will mean that flight schools
will form the primary market. ■

Roaming charges falling fast Warnings over
fake police
H
ow
many
people have
quickly babbled the following when answering their mobile phone?
“Can you make it
quick...? I'm in the UK so
this is costing me a fortune!” Well, statements
like this could soon be
a thing of the past as a
price war in France is
gradually bringing in
free European roaming
ahead of proposed EU
legislation.
The EU has long been
battling with the major
telecoms companies to
introduce free roaming
within member states
and originally had hoped
to enforce this through
legislation at the end of
2015. This met with resistance, however, and
has now been pushed
back to June 2017 as
part of a compromise
deal. When the plans
were first announced
last year, a coalition of
networks
representing
45 million consumers
warned that the legislation was so badly designed that the cost of
domestic calls could rise
to pay for it. “There is a
risk that domestic tariffs
for European consumers
will increase,” claimed
the coalition, which included France's Free as
could be unfairly punished by the new rules
as France is Europe's
primary holiday destination, meaning that a
disproportionate number
of foreign visitors would
receive free and unfettered access to their networks.

and Orange already offer
a similar deal, although
only on higher rate contracts.
Expensive
mobile
phone bills when returning from abroad were
once a fact of life, but
the EU has cut roaming charges by 80%
since 2007. Today, calls
from EU countries are
fixed at a maximum of
19 centimes per minute,
receiving a call is 5 centimes per minute, a text
message costs 6 centimes and data cost 20
centimes per megabyte.
Regardless of the apparent price war breaking
out, from April next year
these will again be cut
to 5 centimes per minute
for making calls, 2 centimes per text message
and 5 centimes (plus
VAT) per megabyte of
data. ■

he Gendarmerie Nationale has issued a warning to
drivers on French motorways, particularly on holiday
routes. There have been several cases of miscreants,
claiming to be plain clothes police officers, stopping
cars on the motorway in the early hours of the morning. Reports
suggest that they usually have a van and some sort of flashing
light.
“Sometimes it can take less than a minute and often they
purposefully rob mobile phones and the keys of the car, so the
victims cannot raise the alarm,” explained Alain Archaimbault,
a captain in the Gendarmerie, speaking to France Info radio.
Claiming to be performing a drugs check, the fake cops often
shine torches into the faces of their victims, expecting them to
be overawed and disoriented in the early hours of the morning.
A gang wearing fake uniforms was recently arrested in
Béziers with a haul of valuables from multiple cars.
“Firstly we would never perform plain clothes operations on
a motorway, and we would never use unmarked vehicles in this
way,” explained Captain Archaimbault. “Gendarmes and Police
will always be in uniform. A cap with 'Police' on it is not a uniform. Secondly, if you do stop, keep the doors locked and the
windows up, and ask for identification. Asking a gendarme to
produce credentials will never be taken amiss.”
Drivers and passengers have been instructed not to open
doors or windows unless they are absolutely certain who they
are talking to. The Gendarmerie equivalent of the British plainclothes CID, known as the Brigade des Recherches, are a uniformed branch.

Champagne added to Unesco heritage list
F
ollowing a six-year
campaign by producers, Unesco has
announced that the
“hillsides, houses and wine
cellars” of the Champagne
region will be added to the organisation's list of world heritage sites. According to Unesco, the world heritage status
covers “the places sparkling
wine was developed using a
second fermentation method
in the bottle from the beginning of the 17th century until
its early industrialisation in
the 19th century”.
In the dossier, Unesco drew
attention to the historic vineyards of Hautvillers - where
local legend has it that the
monk Dom Perignon invented
the fermentation process that
gives champagne its fizz - and
the grand Avenue de Champagne in Épernay, the heart of
the industry.
Frédéric Dufour, president of Maison Ruinart, the
first established champagne
house in the region, hailed
the announcement: “We are
delighted with this news. It
recognises our commitment
to upholding our heritage all
the while encouraging us to
respect it and keep it alive. We
are very proud of this classification... it is a very special
distinction for all the men and
women who have developed
the region. They were driven
by their passion, courage and
the pursuit of excellence.”
It was not only in Champagne that corks were popping, with the vineyards of
Burgundy also receiving the
same recognition.
French President François
Hollande said the awards
were “a mark of international
recognition of the exceptional
heritage of these regions and
shows the diversity and energy of these lands that are the
wealth of our country”.
As well as being a powerful tourist draw, inclusion on
the Unesco world heritage list
will likely further boost the local economy as sites get financial assistance towards preservation.
The list of 1,022 Unesco
world heritage sites includes
the Taj Mahal in India, the
Great Wall of China and Machu Picchu in Peru. In Britain,
Westminster Palace and Abbey, Kew Gardens and Stonehenge are among the 28 listed
sites.
Elsewhere, there was cautious optimism in the Bordeaux wine region after China
announced that it would officially recognise the “Bordeaux” appellation during a
recent visit by Prime Minister
Li Keqiang to France. This
establishes a legally defined
and protected geographical
marker used to identify where
grapes are grown.
The move, which was described as an “historic advance”, is a big step in the
battle to stop fake Bordeaux
wines being sold in Asia. As
China's burgeoning middle
classes have developed a taste
for red wine, the amount of
counterfeit wine bearing the
Bordeaux label - especially
prized in China - has exploded, much to the consternation
of the region's wine producers. ■
Wines to be stored at sea
D
oes the wine you buy have a shelf life that can be measured in hours, or do you have a wine cellar full of
dusty vintages? If your bottles make it as far as the wine rack, how much importance do you put on where that
wine rack is placed? Experts have long debated the best conditions in which to store your wine, with light,
temperature and movement all being key factors in how a wine ages. In recent years, the quest for the perfect
bottle of wine has led many in the industry to experiment with the world's largest cellar... the sea!
In the latest study, a number of fine wines from Bordeaux and Burgundy have been lowered to the bottom of the Atlantic Ocean, off the coast of Brittany in western France, where they will be stored for a number of months at a depth of 90
metres. Among the grand crus are bottles of 2011 Château Grand-Puy Ducasse, 2011 Château Meyney and cases of 2011
Château Blaignan.
The wines, which belong to Crédit Agricole Grands Crus, are being stored by Amphoris, a company that specialises in
the ocean storage of wines and champagnes. The bottles will remain at the bottom of the Atlantic for between nine and
24 months.
“The sea brings together the ideal conditions for ageing and improving wines,” said a statement from Crédit Agricole
Grands Crus. “The wines have been specially chosen for ageing under water, which can bring changes to the bottle as
well as the product. At the end of this lengthy submersion a special wine tasting will be organized, to compare the wines
to those that remained in their châteaux cellars.”
In 2010, divers at a shipwreck in the Baltic Sea found bottles of champagne that dated from pre-revolutionary France.
“We brought up a bottle to be able to establish how old the wreck was,” diving instructor Christian Ekstrom told The Associated Press at the time. “We didn't know it would be champagne. We thought it was wine or something.” When they
opened one bottle on the boat they found the champagne, believed to have been made by Clicquot (now Veuve Clicquot)
between 1782 and 1788, was still in remarkably good condition. “It was fantastic,” said Mr Ekstrom. “It had a very sweet
taste, you could taste oak and it had a very strong tobacco smell. And there were very small bubbles.”
The bottles had been perfectly preserved in a dark environment, with little tidal movement and constant temperatures
and eventually sold at auction for over €100,000. ■

Les Guignols face the axe
T
he French public have reacted with outrage at news that
one of the country's most
popular comedy shows may
face the axe. Les Guignols de l’info
(The News Clowns), was inspired by
the British satirical show Spitting Image and can be best described as latex
puppets reading the news.
Les Guignols, as the programme
is most often referred to, first hit the
French airwaves in 1988 and is currently in its 27th - and possibly last season. Les Guignols quickly became
hugely popular, defining the image of
countless public figures and sparking both amusement and indignation
among those it lampooned, much like
Spitting Image in the UK; John Major
never escaped his “grey man” image
created by the show.
Over the years, Les Guignols has
attracted some of France's top comedy writers.
Former French President Jacques
Chirac was one of the show's biggest
stars, portrayed as a beer-guzzling
corrupt rogue who transforms into
the hero “SuperLiar” when his country needs him. “They are very clever,
very political, very fierce,” Chirac
told AFP in a 2009 interview. “It's
true they weren't always tender with
me... But mostly I find my puppet
pretty likeable.”

its satirical sting. Radical-left leader
Jean-Luc Mélenchon took to Twitter
to accuse Bolloré of single-handedly
censuring Les Guignols.

here was confusion in France recently after thieves apparently broke into a military site in the south of the
country and stole plastic explosives, grenades and detonators. With the country on its highest state of alert
following a series of terrorist attacks, the theft comes as a major
embarrassment to the military and the government.
According to judicial sources, “very well informed” thieves
broke into the Miramas arms depot, north-west of Marseille,
southern France, in the early hours of the morning after cutting
through two wire fences. Marseille prosecutor Brice Robin said
an investigation had begun into charges of “theft with break-in
carried out by a criminal group” and “fraudulent entry into a
military compound”.
Although initial reports were sketchy, it is now believed that
the thieves made off with as many as 40 grenades, 180 detonators and plastic explosives. “It wasn’t cotton candy that was
stolen,” said Frédéric Vigouroux, the mayor of Miramas. “These
are dangerous munitions. Everything is inherently dangerous.”
The defence ministry has also launched an administrative inquiry into the worrying robbery of enough explosives to “blow
up any bank or, worse, commit a large-scale attack at a time
when the terrorist threat is high in France,” according to TF1.
The investigation is reportedly focusing on organised crime
gangs as most likely being behind the theft, although they have
not ruled out that the arms may have been stolen by would-be
terrorists.
A spokesman for the French military said the site was protected by guards with sniffer dogs that patrol behind two fences
separated by a “no-man’s-land”. The outer fence, which is visible from the nearby road, does not have any CCTV, however,
and whilst up to 250 civilian and military staff are present during the day, there are only a few guards at night. ■

Woman fined over flip-flops
A
woman has been fined €90 by Gendarmes for
driving in flip-flops, apparently under new road
safety rules that came into force in July this year.
“They stopped me to check my papers and looked
in the car to check everything was in order,” the woman told
local newspaper La Dépêche du Midi. “It was a female police officer who stopped me. I opened the door and she noticed my feet and said to me: 'I am obliged to give you a fine.
You are not allowed to drive with this kind of shoes, that are
not attached to the feet'. I really thought she was joking. But
no. I left with a €90 fine - the price of a pair of shoes!”
Article 412-6 of the French highway code states drivers
must be in a position to “execute all necessary manoeuvres
conveniently and without delay” and the officer in this case
issued the fine on the grounds that flip-flops come off too
easily and could get jammed under a pedal.
This is not the first time that a driver's choice of footwear has hit the headlines. In 2014, France's Supreme Court
ruled that a female driver from Corsica should not receive a
€250,000 compensation payout for injuries sustained in a car
accident in 2002, because she had been wearing high heels at
the time of the crash. ■

merican sportswear giant Nike has been handed
a hefty fine for desecrating a statue of Winston
Churchill in Paris. The 3-metre-high bronze statue
of the British wartime leader was adorned with a
sleeveless T-shirt of the French national basketball team in September 2011 to mark their qualification for that year's European
Championship and the following year's London Olympics.

Competitive Scrabble players say
the game, when played at a high level, is not in fact a test of language,
but one of memorisation, which
could go some way to explaining how
Mr Richards pulled off the victory in
a language he does not understand.
“For living room players, Scrabble is
about language, a test of vocabularies,” explained Oliver Roeder in an
article for a specialist Scrabble website. “For world-class players, it’s
about cold memorisation and mathematical probabilities... Words exist
here was shock at the recent
French-speaking Scrabble

tournament's winner took to
the podium and gave a short speech...
in English. The reason for this was
simple: New Zealander Nigel Richards does not speak a word of French!
Richards, who has won the English World Scrabble Championship
three times, the US National Championship five times and the UK Open
six times, beat a rival from Frenchspeaking Gabon in the final held at
Louvain in Belgium, after he apparently learned the French dictionary in
just 9 weeks!
The tournament's organizers were
understandably gobsmacked. “We
were all incredibly surprised,” said
Antoine Rousseau, a spokesman
for the French Federation of Scrabble. “It's hard enough just to win the

for commercial ends was defiling it and ordered each firm to
pay the artist €67,500 in compensation.
The statue, which is on the Avenue Winston Churchill, just
off the Champs-Elysées, was unveiled in 1998 by the Queen
and its plinth bears the words: “We shall never surrender.”
It is modelled on a photograph of Churchill marching with
General Charles de Gaulle along the Champs Elysées on 11th
November 1944. It cost €300,000, which was paid for by donations from the French public, and is one of the few statues in
Paris of a non-French public figure. ■

Help with WiFi
W
iFi is a way
of sending
and receiving
data
without wires - it allows
the connection of WiFi
enabled devices such as
computers, tablets, smartphones, printers and scanners to an internet connection. In doing so, the
devices using the internet
connection form a LAN
(Local Area Network).
Now then, some of you
will understand all of that
but others will have a
glazed look in their eyes!
But hopefully here we can
start to unravel the mystery a little.
Being
resident
in
France, with an internet
account, most folk have
either a Livebox from Orange, or a Neuf Box from
SFR. Some others choose
Teleconnect or ExPat.
Whatever the choice, your
supplier will have provided a “box” that provides
an internet service. To get
that internet service on
your computer, tablet or
smartphone, to allow web
browsing and emailing,
it is necessary to make a
connection to that “box”,
and that can be done with
a cable or via WiFi.
A cable connection is
simple but strangely less
physically safe than WiFi
as it can help the transmission of static during thunderstorms and cause serious damage to computer
equipment. However, the
creation of a cable connection requires simply
that the cable be plugged
in!
A WiFi connection requires that your computer,
tablet, or smartphone use
a password to establish
connection to the “internet box”. This password
is unique and normally
printed on the “box”.
These passwords are usually quite long and cumbersome but can easily be
changed or removed.
Printers and scanners
these days are generally
WiFi enabled. This means
that they can also connect
to the “internet box” using
WiFi.
So, now we have a
computer connected to
the internet and a printer
connected to the “internet
box”... we have a Local
Area Network. Neither device is restricted regarding
its location in the building
other than by its connection to the “internet box”.
A laptop can be in the
bedroom whilst a printer
is in the kitchen and you
can still print off a Ryanair
boarding pass!!
Once the concept is
clear then the opportunities appear. WiFi in the
home is a massive enabler
of communication for not
only the internet but for
sharing things like music,
movies and other files. Orange now provides a range
of home security products
such as intruder alerts and
cameras - you can see into
your living room whilst on
holiday in the Maldives or
even Skegness!
You may need a small
amount of assistance in
planning a WiFi enabled
house because, as we all
know, the stone walls here
are quite thick. There are
many ways of getting the
signal to where you want
it - WiFi by the pool or
in the shed - using simple

Changes to European Inheritance Laws
A
large number of foreigners, most
often Europeans, are drawn to
France and move here permanently, buying a house and transferring over all their finances.
However, they do not always appreciate
the legal consequences of changing country
and are rarely aware of the differences in
the inheritance laws of their home country
compared to those of France. We would
like to take this opportunity to remind readers that living in a foreign country can have
implications on your matrimonial regime.
The 17th August will see the introduction
of European Regulation n°650/2012 of 4th
July 2012 that will significantly change the
current rules.
It is particularly important that foreign
residents are aware of these changes and
know exactly how the new regulations will
affect their own personal situation.
On the one hand, the law governing the
inheritance will be that of the last country
of residence of the deceased. Previously, a
distinction was made over the type of property involved. The country of residence in
this case refers to permanent residence, not
where the deceased happened to be living
(for example, a French person who dies
whilst on holiday in Spain will not be subject to Spanish inheritance law). The notion
of residence is understood as the permanent
location where you have your financial interests.
Therefore, the estate of a French person
living in Portugal will be governed by Portuguese law for all assets, irrespective of
where those assets are based, unless the deceased has previously arranged for French
law to apply to the inheritance.
However, under the new European regulations, it will now be possible for a citizen
living abroad to apply the inheritance laws
of the country of their nationality to their
entire estate. This is a big change and was
not previously possible.
Deciding on the law applicable to an inheritance is very important because not all
European countries have the same laws on
succession. For example, in France, it is not
possible to disinherit your children, but it is
possible to do so in other European countries.
This possibility is now in force and the
changes will apply to all deaths that occur
after 17th August.
The inheritance law that is to apply
should be explicitly designated as part of
the will and can not simply be something
that the family or notaire claim was the
deceased's wish. A written testament is imperative. The will must also be written in
accordance with the obligations imposed
by the law chosen (for example, a Spanish citizen living in France and wishing to
submit his inheritance to Spanish law must

here. There are two key issues you need to
consider and understand: what the options are for
your funds, especially following the UK pension
reform, and how pensions are taxed in France.

Lump sums from UK pensions are taxed at a
fixed 7.5%, provided there is no possibility of taking another lump sum in future. So if you take
your entire UK pension at once as a lump sum, it
will be taxable at 7.5%; otherwise it will be taxed
as income.

State retirement and pensions
UK state retirement pension is always taxable
in France and will be paid gross in the UK.
Income from retirement and disability pensions are taxed in the same way as income from
employment, and are therefore subject to the
scale rates of income tax. The tax rates currently
range from 0% for income under €9,690 to 45%
for income over €151,956. There is a 10% deduction (maximum €3,707) for private pensions. In
France you are taxed as a ‘household’, which
benefits couples where one spouse receives a
much higher income than the other.
Social charges may also be payable, see below.
Occupational pensions and annuities from personal pensions
Occupational pension income is taxed in the
same way as state retirement pensions.
Government service pension
Unlike other pension income, UK government,
civil and military service pensions remain taxable
in the UK, and so are not directly taxed in France,
unless there has been a transfer out before the
pension commences (and usually before age 59).
Although the income is not taxed in France,
you still need to declare it. The income is included
in the calculation of your taxable income and a
credit equal to the French income tax and social
charges that would have been payable is given.
Drawdown from Personal Pension Schemes
This is a grey area as no similar arrangement
exists in France, but regular income drawn from
the fund should be declared as ‘pensions’ and will
be taxed as such.
Pension lump sums
Large one-off lump sum payments from overseas pension funds are now taxable in France.
There is one exception, which is if you exercise
your right of withdrawal because of an ‘accident

is subject to social charges at 7.4% each year.
However, if you do not yet have access to the
French health system or have EU Form S1, your
pension income is exempt. You are entitled to
Form S1 once you start receiving your UK state
pension.
Receiving your pension without UK tax
So that you do not pay tax twice, you need to
arrange to receive your pension (other than government service) and annuity income gross. You
need to file a form FRA/INDIVIDUAL (FD5)
with your local French tax authorities, who will
stamp the English part to confirm that you are
tax resident in France. This is then sent to HM
Revenue & Customs who advise your pension
provider to pay the income gross.
UK pension reforms
The new “pension freedom” regime from 6th
April 2015 provides pension holders with many
more options for their pension funds.
If you have a defined contribution scheme and
are aged over 55, you can now make withdrawals
of any amount whenever you need to, with the
balance remaining invested. You can take regular
income through income drawdown. You can even
take the whole fund out as one lump sum. You
also still have the option to take a secure regular
income through buying an annuity.
You can transfer from a defined benefit to a
defined contribution scheme, but be aware that
you may lose valuable benefits so need to weigh
all the pros and cons. And you must take advice
from a financial adviser authorised by the Financial Conduct Authority in the UK before taking
action.
You need to carefully consider each of the options, how they affect you personally, and the tax
implications in France. The potential 7.5% tax
charge on pension lump sums could provide opportunities in France, depending your situation
and what is suitable for your circumstances and
objectives.
Your situation is unique, so do not presume
that what someone else is doing will be right for
you. What you do with your pension fund now is
a major decision, and you need to get it right. This
is a highly complex area, and if you get it wrong
you could at best pay more tax than necessary, at
worst lose your pension savings. Seek specialist,
and personalised, advice. ■

In the garden - jobs for August

t the time of writing this, much of
Europe, and certainly France, has
been experiencing several
weeks of «une canicule», a
heatwave, with extraordinarily hot temperatures, and drying winds. Even at night the
thermometer hasn't dropped
much, and so many things
have suffered, gardens obviously included.
So what is there to say? All
normal advice for this time of
year can't really apply until
the weather changes.
Firstly, how to stop things
dying? Well, if you have
the time, the energy and the
money you can try to water as
much as possible, at the end
of the day, at dusk. Containers
and plants which have been
planted recently are evidently
going to need more than established things that can get their
roots well down into the soil.
But not everyone can water
widely, so if you can't, pick
your specimens, and water
different things each evening.
Beware any water restrictions
in place and check with your
mairie if in doubt.
Mulch is the gardener's
friend in these extremes, and
many things can be used: instead of putting your weeds
onto the compost heap, pile
them around the base of things
in a thick layer. They'll dry to
a crisp by the end of the day,
releasing their water content.
Or you could use this year's
bracken leaves, hedge clippings, lawn clippings (except
that for most of us the grass
is a shrivelled dry brown carpet that doesn't need much
mowing!) You could also use
straw or hay, or compost, etc...
These usually attract slugs but
I guess these have either gone
right down into the depths
of the soil, or died with the
drought, because we haven't
seen many around for weeks!
The textbooks will tell you
it's better to mulch on top of
wet soil, but needs must, and
a thick layer of mulch helps to
protect the soil surface (and
therefore the roots of your
plants) from the heat brought
by the sun's rays. It will really
help things stay alive when
they'd otherwise die.
Alternatively, look at tall
plants such as the asters and
campanulas which were in
their full growth spurt when
this «méteo» started. Or roses,
shrubs, etc. If they look like
they're really suffering, cut
them back (by half for the
perennials). The less greenery
a plant has to maintain, the
less water it needs and so the
better it feels. It will regrow
when the rain comes back,
and the name of the game is
to keep the plants alive. Put
the chopped off bits directly
round the base of their mother
plants.
Pondweed is multiplying
frantically at the moment, and
this can also be skimmed off
and used round the base of
plants. Keep an eye on water
quality, and make sure the
pond water levels don't fall
too far.
Many things are in advance,
thinking that they're in late
August, so seeds have set
early, and can be collected for
next year.
But the bugbear is that all
the sowing and planting out
for later in the year, the winter, and the spring is pretty
much on hold unless you do
it in modules – but even then
it gives extra work watering and a day in a greenhouse with
recent temperatures is enough
to kill a whole host of seedlings, as I know to my cost!!
So hold off and wait until it's
a good few degrees cooler.
The same goes for transplanting and dividing your perennials, which we might otherwise have been thinking about
starting.
In the veg garden, you can
clearly see which plants have
had enough water to fruit
well, but that has got to be a
minority, really. We really are
in a pretty unusual and dramatic time, because it's been
a good long while since we
saw regular temperatures in
the 40°s, so make sure you do
«tout le nécessaire» to save
your treasures.
Evidently, all bonfires are
prohibited so leave any rubbish that needs to be burnt in a
pile out of the way.

times you go out to work in
your garden – avoid the hottest part of the day, and remember that it's better to do
several short bursts during the
day than get overheated, sunstroked or sunburnt!

Where are the insects...?
With the recent extreme temperatures, many of us across the region
have had our doors and windows thrown open until late at night, if not
all night long, to cool the house down. Normally you'd have your ceilings covered with bugs, moths of all sizes and shapes fluttering round
the light sources, hornets bumbling round...
There is a dramatic absence of the above in my village. And I have
just had to rescue a meagre handful of moths so far this summer. Catastrophe! What are the bats living on? And the nocturnal birds, the
owls, etc? Insects being the base of the food chain, it really will have
a significant impact.

fact, the public and tourists fell in love with the

our clients a comprehensive sales, installation and continuing advice and

and owning a spa... whether it is for a holiday

We set up our business after finding it difficult to obtain reliable advice or choice when
trying to buy a spa for our own home. Most
of the widely available models demand a high
power supply and are thus unsuitable for the
majority of rural properties (unless you can
manage without using any other electric appliances at any time!) After many meetings with
suppliers we decided to stock 3 full ranges of
spas which we found particularly sturdy and
reliable... this gives a choice of models for 2 to
8 people and from basic to luxury.
We run our business from home so we don't
have to pass on the cost of running a huge
showroom and can keep prices reasonable.

“SolarVenti”- the solar solution to damp and humidity
A
simple solar energy system that runs on its own,
even when you are not
there! – And provides a free heat
supplement in winter.
The Solarventi air panel was
invented more than 20 years ago
by Hans Jørgen Christensen,
from Aidt Miljø, with the backing of the Danish government.
He wanted to use the sun’s energy for airing and ventilation of
the thousands of holiday homes
on the West coast of Jutland,
- houses that were left empty
and unheated for long periods
- houses with damp problems,
mould and bad odours - houses
that left their owners with discomfort, lots of work and expense. He wanted a system that
would be safe, simple, without
the need for radiators, water and/
or mains electricity. Slowly but
surely, the first Solarventi model
came together.
How it works
The principle behind Solarventi
is simple: a small, built-in, solar cell powers a 12V fan that is
connected to an air vent, a control unit and an on/ off switch.
Whenever the sun shines, the
air in the solar panel is heated
and the fan, receiving power
from the solar cell, introduces
warm, dry air into your home at
the rate of 20 to 100 cubic metres per hour.
The initial models were more
than capable of keeping the cottages dry (and ventilated), even
with the limited sunshine hours
available in Denmark during
the winter season. Since that
time, the technology has really come along in leaps and
bounds. Now, more than 20
years later, the 3rd and 4th generation Solarventi have exceeded all expectations.
In Southern Europe, Solar-
venti is not only used for ventilation/dehumidification purposes;
with far more winter sunshine
hours, it also provides a substantial heating supplement. Several technical and governmental
studies show that incoming air
temperature can be increased by
as much as 40°C.
A DIY Solution?
The installation process is very
straightforward and should only
take two or three hours. All that
is needed is a drill, hammer
and chisel to make a hole in the
wall. Roof installations are also
possible. In fact, the Solarventi
was originally designed to be a
DIY product - in Scandinavia it
still is.
There are no electrical or
water connections and it can be
safely left running, even when
the property is empty. Solarventi requires no maintenance
- if the property is unoccupied
during the hot summer months,
then it can be left running at low
speeds for ventilation and dehumidification purposes or simply
switched off.
With a range of panel sizes,
and the option for wall or roof
mounting, Solarventi is suitable
for all types of buildings, caravans or even boats!! Following
the patenting of its design in
2001, Solarventi has only recently been actively commercialized. Over the last six years,
Solarventi units have been installed in more than 24 countries
and demand is increasing rapidly. From Greenland to Australia,
Solarventi is finally getting the
recognition it deserves. ■

Sauna Barrels
Original, functional and high quality,
the Sauna Barrel is perfect for a garden
or a backyard. It both decorates the environment and provides bathing pleasures.
Also, regular use of a sauna has obvious health benefits. The diameter of the
Sauna Barrel can be chosen from 1.90
m and 2.20 m, and it has 3 or 4 m long
walls, thus it takes up little space and is
ideal for small gardens or backyards.
Sauna POD
The Sauna POD is a beautiful solution for the garden with its "soft edges".
It looks nice and is different from the
popular Sauna Cabins or Sauna Barrels.
It can also be built next to the Camping

divided into two zones: a relaxing room

Phoenix Association
Phoenix Association is a registered
charity that has existed since 2001 to deal
with the sad plight of the ever-increasing
number of abused and abandoned animals
in France.
Phoenix does not have a 'rescue centre'
as such. Sadly, many of the animals it
saves have only ever known confinement
and isolation, so instead, the animals are
placed in foster homes all over SouthWest France while they wait for their
loving and permanent forever homes.
This gives Phoenix a better chance of
assessing the animal in the normality and
comfort of a home which leads to the
virtually 100% successful adoption rate.
Phoenix is not state funded and so relies
on fund-raising and donations to cover the
very high re-homing and veterinary costs.
Phoenix is formed of a committed but fun
and positive team of volunteers, and is
always on the lookout for more, so if you
are interested in adopting an animal, foster
caring or becoming a Member, please visit

honorable history of organising weekly courses in French for foreigners (mainly English and Dutch)
living in the area. They are held at five different levels, all with the same native French teacher,
so it is easy to move from one class to another if you feel out of place. The course content
is conceived according to level, with its appropriate mix of conversation, grammar, etc.

We are a small group who meet
fortnightly for an hour and a half on
a Tuesday evening in Les Billanges,
87340, close to the Creuse/Haute-Vienne
border. We are accompanied by a retired
French schoolteacher and a current
French teacher of English. Discussion
is informal, loosely based on everyday
topics, including some grammar plus
general discussion. We need a few more
people to help keep it vibrant and to cater
for inevitable absences. The only cost
is 16€ a year membership of the local
Association, which brings with it other

Sale of Second-hand Books, La Croisillesur-Briance
On the 18th of every month, during the monthly
market at La Croisille-sur-Briance (87130),
there is a sale of second-hand books (both
English and French) from 9am to 12 noon, at
the former restaurant in La Place, opposite the
bar/tabac. All proceeds go towards the local
school funds (for La Croisille-sur-Briance and
St-Méard RPI).
La Souterraine English Library and
Information Centre
Located in the historic Porte de Puy Charraud,
at 10 rue de Portail, La Souterraine, we are a
lively, well-stocked English language library
with almost 10,000 books and media available
to borrow. We have an attractive cafe which
serves tea, coffee and a range of home-made
cakes. There is also a regularly changing
display of works by local artists and an
interesting brocante area on the ground floor.
The Library offers classes in French for
English speakers with a professional teacher
and also organises Anglo-French conversation
groups in association with the Municipal
Library in La Souterraine. There are also a
number of thriving special interest groups,

The English Library, which has now been
established for over 5 yrs, is situated in the
Route des Rateries, beside the Bibliothèque
Municipale, Parc Benjamin Bord. The library

whilst you browse through our collection of
around 7,500 books, DVDs and talking books.

This is our 6th season of singing as a group.
Our music is varied classical, madrigals,

Jules
At only 16 months, poor Jules was abandoned to the SPA Refuge
at Limoges due to his family moving home.
He is a great favourite of the volunteers as he is affectionate
and friendly with everyone. Jules loves people, children and other dogs
- he was living with 2 young children in his previous home.
Cats are no problem to this lovely boy, and in fact he seems to be
problem free! Although he is a hunting breed (Anglo Francaise) he has
never hunted and there is no evidence of him wanting to.
Jules is castrated and vaccinated.
This loving and cuddly boy deserves a family of his own.

Exhibition "La guerre de Cent Ans entre Berry, Marche et Poitou"
Relive the long struggle between the French and the English for
control of our region at the end of the Middle Ages!
Organised by the Fédération des Chemins de la Guerre de Cent
Ans, this exhibition in the gallery of the Château du Bouchet (36300
Rosnay) is the first devoted to the exciting and turbulent history of
the Franco-English conflict in the centre of France between Indre,
Vienne, Creuse and Cher during the Hundred Years War.
The exhibition will provide visitors with a presentation of the major
conflicts, the places which were marked by war as well as the players,
both modest and powerful, living in the region or crossing it during
military campaigns.
25 objects from private collections and exceptionally loaned for this
exhibition will show different aspects of war as well as everyday life
in the region. They include several weapons of the time (swords,
daggers...), objects of daily life (coins, seals, jewellery, pottery)
and original documents relating to the military activities of several
regional figures.

life of Lawrence of Arabia
in Châlus, the city where
Richard the Lionheart died.
The man who would come
to be known as Lawrence
of Arabia was born in
Tremadoc, Caernarfonshire,
in North Wales on 16th
August 1888 and died near
Wareham in Dorset on
19th May 1935, but visited
Châlus on the day of his
twentieth birthday. He is
believed to have visited the
area to learn more about the
heroes of the Third Crusade.

The annual Fresque Historique de Bridiers takes place before the
magnificent scenery of the Tour de Bridiers, a historic site just outside

with the action taking place across the arena, viewed by an audience

Concerts with Musica Batavia
Since its formation in 2009, Musica Batavia has given numerous
concerts in the Netherlands, Germany and the United States,
earning them the compliment from a German reviewer on their
“subtle and refined chamber music”. Bert Honig (recorder), Mimi
Mitchell (Baroque violin), and Christina Edelen (harpsichord and
organ) have played with such renowned groups as The Amsterdam
Baroque Orchestra, Anima Eterna, Currende, The Locke Consort,
Brisk, and the Concertgebouw Orchestra of Amsterdam.
Since 2011, they have also given summer teaching courses.
This year, from 8th-15th August, their course will be held in the
magnificent Château de Lalande at Crozon-sur-Vauvre. There will
be two enticing concerts during this week.
The teachers play their concert on Sunday 9th August at 4 pm. Their
programme will include Bach and Handel, framed by Couperin and
Marais.
On the evening of Friday 14th August, at 7:00 pm, the students
from the course will give a varied programme of music from the
Baroque and Renaissance on recorders, strings, harpsichord and
organ.
The two concerts will take place in the church of Crozon-surVauvre, which has an ideal acoustic for this historical music. There
is no ticket price, but voluntary contributions are requested.
This is a special opportunity for two pleasant musical experiences
with some well-known musicians and their students!
La Légende de la Mandragore – The Legend of the Mandrake

On 27th June, the pays Montmorillonais
(Montmorillon and surrounding areas) celebrated its paysage (landscape) in the communes of Mouterre, Luchapt and Asnièressur-Blour. And especially in the commune
of Asnières-sur-Blour you may have seen
a very popular spectacle if you were in the
crowd present at the riding club, at Chez
Gailledrat near the Moulin d'Asnières.
The riding club Les Amis du Cheval
d’Asnières has previously produced several
Spectacles Equestres (equestrian pageants/
displays) but this one depicted with images,
actions, fast canters and music, the history
of the legend of the Mandragore. La Mandragore is a local path along the Vienne

(chemin de Grande Randonnée), but it is
named after the legend of the dragon which
was rampant in our region a few centuries
ago, terrorising the locals and whose victims
were all beautiful young girls... That is until
young Guyot of Saint Quentin de Mortemart
rides to the rescue on his sturdy mule. The
story was told with remarkable music, and
the actors (all volunteers and amateurs) of
the Spectacle du Blour were fabulous. More
than 100 spectators were thrilled by what
they saw and heard: “It was awesome,” said
some; “The music, text, actors, everything
was very well synchronized, worthy of professionals,” said others.
“What is certain,” say Marion and Yannick, the show organizers (also president of
the association, and riding instructor), “is
that our riders had a ball and were proud
of what they achieved. And we thank all
the parents, siblings and friends who have
joined the company, and other volunteers
who looked after the sound system, or tended the bar, and those who prepared the car
park or pancakes or cakes. A big thank you
to all.”
Rehearsals, preparation of sets and costumes and of the horses has asked a lot of
time and effort, but the enjoyment and appreciation of the public have crowned this
event.
If you were not able to come to this show,
the Spectacle du Blour will put on another
free show of the Legend of the Mandragore
at the Fête champêtre of Asnières-sur-Blour
on 15th August, early afternoon (around
3pm).
The club Les Amis du Cheval d’Asnièressur-Blour have riding lessons for children on
Wednesdays and Saturdays, and during the
week for adults, throughout the year, even
in July and August. They have an array of
activities and a mini camp from 17th to 20th
