Bans for applicants including mental health clients for drug-related and criminal activities. Mental Health clients often incur more serious charges for the same offenses than does the general population. In addition, the offenses are often the result of their mental illness. Once that is successfully addressed, their potential for crime greatly decreases. Barriers to unemployed, homeless individuals or anyone with a FICO score that is under 610 Color, Racial, Family credit, income requiremetns Deed restricted affordable housing requirements that may violate state rent control laws (specifically in the City of L.A.) discrimination in selecting tenants Discrimination of homeless or families in extreme poverty. The rental market is advantageous to the landlords in todays economy, so they can be selective in who they choose to rent to. Discrimination of potential renters in any of the protected classes (refusal to rent, harassment of renters, etc.). Refusal to rent to people with portable Section 8 vouchers. Insufficient stock of reasonably priced rental housing affordable to low-income people. Few low cost accessible units available when promised by developer In Alhambra, some landlords only advertise in Chinese. Some rental agencies steer people to other neighborhoods, e.g., while looking in South Pasadena, I was told “Wouldn’t you be more comfortable in Pasadena.” In order to not discriminate affordable housing developers feel that they must allocate apartments through lotteries or first-come/firstserve policies, but individuals with functional impairments (mental illness, developmental disabilities, etc.) struggle to succeed in this system individual owners and managers It is relatively easy to discriminate against certain groups by advertising available rentals where only those you would prefer as tenants might see them. For example, if you are a Russian landlord and you want only Russian tenants you might advertise your vacancies only in Russian language publications or post them on bulletin boards in Cyrillic. Likewise, if you are a gay male landlord and want only gay male tenants, you might advertise vacancies only in publications catering to gay men, etc. Landlord actions, which may not be obvious Landlords requesting Security Deposit, first month’s rent and last month’s rent for move in. managers/owners not understanding regulations Many renters complain about HUD or project based properties. They say management is unfair and does not do repairs. Not sure if this is discrimination or just poor management. Not enough affordable larger units (3+ bedrooms) Of renting to persons with disabilities, and the fact that there is very little accessiable housing for persons in wheelchairs. Problems between landlords and tenants Refusal to rent to a onsidered tenant based upon race, religion, national origin, sexual preference, etc.; Deny availability of vacant units. Rent hikes same sex couples treated as a married couple Section 8 Some landlords are hesitant to lease to individuals that are homeless or mentally ill. Some landlords may prefer renters of a family vs. Single people. Landlords may not consider renters with disability because the possible accommodations they have to provide by modifying properties and any potential liability issues they assume they will have. Standard credit checks and criminal history checks do not take into account an individual’s disability until the appeals process. The Antelope Valley area is discriminatory to both low income families and those that receive rental subsidies. The process of landlords and/or rental agencies charging for credit reports – multiple times or not making the information available to the renter Too many landlords rely solely on a person’s credit report. As long as someone has no bankruptcy or evictions, they tenant ought to be allowed to rent. We make efforts to educate these people on this matter and how to change reporting habits to reflect actual expenditures. Many people in foreclosure also face major issues trying to rehabilitate their credit for future goals of homeownership. In addition, those looking to buy using down payment assistance loan in the los angeles area are often outbid by cash investors. Certain “for sale” home advertisement will specifically say “No FHA” meaning that a person who only qualifies for such a loan is confronted with a barrier to his/her selection of housing. Clients are required to sign fair housing documents, but 99% have no idea what they are signing, and quite frankly, don’t care. In addition, clients are steered by realtors all of the time to particular properties. Many employing brokers really do not look at all of the offers in the same manner, if they are double ending the home Both listing and finding the buyer, they are more apt to put their client in the home, rather than a better offer.
