CHAIRMAN’S MESSAGE
LOCAL MOTION
T
he Victorville Chamber of Commerce has been
promoting a “Buy Local” sales campaign for
the past several years. The Daily Press recently
promoted a “Spend $25 on the 25th” campaign.
Why? To help stimulate our local economy and keep
our local retailers and manufacturers open.
Members who attended September’s VMI
breakfast meeting responded to a “Table Topics”
survey which included a question on personal and
business buying habits. As a group, the responses
were overwhelmingly positive in that members
stated they personally purchase 71-90% of their

goods locally. Professionally, 51-70% shop primarily
in the High Desert, with online shopping beating out
local vendors.
With the Holiday Season around the corner, our local retailers are doing
whatever they can to provide selection and value. To provide an incentive for
local shoppers, the Chamber implemented the “Buy Local” program. December
first through the twenty-third, local shoppers can win a $50 American Express
Gift Card daily. Shoppers can enter once for every $100 spent in Victorville.
The Chamber is committed to promoting and supporting our local businesses
by supporting local commerce. What better way to jump-start our local economy
than by enabling the driving force behind our local economy: Our consumers!

Why California Gasoline Costs More
O
ne of the most common
questions we get in our office
is: Why do Californians
pay
more
for
gasoline
than
anywhere else in the country?
Recently, the Orange County
Business Council conducted a research
study into this question and the findings were quite striking:
Californians pay between five and fifteen cents per gallon extra
due to increased fuel refining costs required by the special gasoline
blends required by the California Air Resources Board.
Because few refineries are equipped to make this special
blend, availability is often limited and price is affected when
these refineries break down or close for maintenance.
State gas taxes, at 35.3 cents per gallon, are 43% higher than
the national average. Only New York charges more.
California is a “fuel island” with no pipelines linking us to
domestic oil supplies. Thus, all crude oil must come here by
tanker. We also have a limited capacity for storage, having lost
six million barrels of storage capacity in the last 15 years.
California has not opened a new gasoline refinery since 1969,
and 20 refineries have closed since 1980. Thus our refineries are
forced to become more efficient, but they have only increased
their capacity by one half of one percent (0.5%) between 1995
and 2006. During this same period, fuel sales increased by 18%.

Dennis Draeger
D
ennis Draeger was appointed Assessor by the San
Bernardino County Board of Supervisors on July 14, 2009.
He began his career in the Assessor’s office in 1975, serving
as a residential appraiser, commercial appraiser, systems analyst,
principal appraiser, chief appraiser and assistant assessor. In
1998, Dennis was appointed Chief of Tax Collections for the
Treasurer-Tax Collector/Public Administrator’s Office. Dennis
served as President of the Society of Governmental Appraisers
for two terms and was the Past Area Representative to Southern
California Association of Governments.
Dennis served in the Air Force Reserves between 1970
and 1976. He is a graduate of Cal State San Bernardino with
a Bachelor of Arts Degree in Business Administration and has
attained an Advanced Appraisal Certificate from the State Board
of Equalization.
Dennis is very involved in his community. He was a
founding member of the Calimesa Incorporation Committee.
He was Mayor for the City of Calimesa for two years and served
as a Planning Commissioner.
Dennis was born in Redlands California in 1949 and
currently lives with his wife Toni and three grandchildren in
Yucaipa. Dennis and Toni share nine children, twenty-three
grandchildren and one great-grandchild.

are now dialing a
few more numbers.
An overload of numbers with the 760 area code
recently prompted the California Public Utilities
Commission (CPUC) to order an overlay for the 760 area
code. This means any new phone numbers used in the
760 area code geographic area will be receiving a 442 area
code starting November 21. This will mean extra dialing
for the businesses and residents of the 760 area code.
Permissive dialing began in May 2009, and mandatory

Researchers from the Thomson Reuters 100 Top
Hospitals® program have identified the top 10 health
systems in the country based on their clinical performance
and Prime Healthcare Services is in the Top 10,
surpassing such acclaimed institutions like the Mayo
Foundation, the Cleveland Clinic and the University of
California Health Systems. Prime Healthcare Services
is the only for-profit organization to receive this coveted
recognition.
Thomson Reuters analyzed the quality and efficiency
of 252 health systems nationwide comprised of 1,720
hospital members and a total of 9,809,400 patient
discharges. Researchers looked at five categories that
measure clinical quality and efficiency: mortality, medical
complications, patient safety, average length of stay, and
adherence to clinical standards of care.

Lighting and Parade
M

Christmas Tree Lighting at Victorville City Hall on December

beautiful winter weather while the light twinkle.

City of Victorville and Daily Press Children’s Christmas
Parade. The parade will begin on December 5th at 10:00 am

AB 793, which would have expanded employer liability in
workplace lawsuits, SB 242, which would make it a strict
liability violation of the Unruh Civil Rights Act, subject to
minimum damages of $4,000, if a business limits the use
of a customer’s language, even if unintentionally and SB
789, which would have made it easier for farmworkers to
gain union representation.
In addition to the vetoes, the Governor signed the
following “job creator” bills, SB 827 which prevents the loss
of thousands of jobs and keeps businesses in California by
re-establishing the South Coast Air Quality Management
District credit bank and AB 333 which facilitates the
smooth recovery of the housing market by extending the
life of active tentative subdivision maps and parcel maps
for a period of two years.

Leaders Through Course
T
he Victorville Chamber’s commitment to business
enhancement led to the Leadership Victor Valley program,
a series of 10 classes taken over 6 months to enhance the
leadership qualities of its participants.
Each session of Leadership Victor Valley is designed to
inform, motivate and challenge the participant. Community
leaders design each session to present issues from various
perspectives through the use of panels, tours and individual
presentations. Participants are given the opportunity to discuss
how community issues might be resolved and are able to
participate in dialogue with local elected officials.

Victorville Chamber Offers Sexual
Harassment Prevention Training
I
t only takes one – one innuendo, one miscommunication,
one inappropriate touch, one uncomfortable person, one
complaint – for an employee file a harassment lawsuit.
Preventative Training and Zero-Tolerance Programs Work.
Companies with 50 or more employees are required, by law,
to provide all of their supervisors working in California with
two hours of training every two years. It is a training year for
many businesses – so you may only have a few more months to
stay compliant.

harassment prevention training program for all employees,
