Mojave Water Agency
M
ike Page first came to the scene of the water
community while he was serving as president of
the Victorville Chamber of Commerce in 1999. As
Chamber President he strongly encouraged the Chamber
to support the development of SCLA/power plant
project and was clear that water played an integral role
in the creation of jobs. He ran for election representing
Division 4 which covers most of Victorville and Spring
Valley Lake. He was elected to the Mojave Water Agency
in November, 2001, and re-elected in November, 2006. He
is serving his 3rd consecutive one-year term as President.
The Mojave Water Agency serves as one of 29 State Water
Contractors and is the water wholesaler for the area and
also serves as the Watermaster, ensuring the compliance
to the legal mandates from the 2002 Judgment.
In addition to his elected position, Mike is well known
in the community as the local representative of Verizon
where he is employed as a Director - Governmental and
External Affairs.
Mike is a past President of the Victorville Chamber
of Commerce and the Victorville Rotary Club, and is
currently a member of various Chambers of Commerce
and Economic Development organizations in the
Southern CA region.

The legislative forefront is once again posing
items that generate excitement and challenge.
At the Federal level, Health Care Reform took
center stage leaving all of us wondering two
things: How much more taxes will we have to
pay and will my health care be better or worse?
The one thing that is clear is that it is a package
that will affect all aspects of the health care
industry and one that will evolve as we better
understand the intended outcomes.
At the State level, we are faced with the political
platform of a State that is financially strapped.
This environment of decreasing revenue and
increasing cost requires focus on issues that
will strengthen the economy through business
friendly legislation. One such legislation is
SBX6 6 - Tax Amnesty: Penalty which removes
an onerous tax burden on employers. Another
example is AB 1771 – Public Contracts: Prison
Industry Authority (PIA) which allows state
departments to award contracts less than
$25,000 to small businesses for goods or
services without seeking a PIA exemption.
On May 17 and 18, several of us from the High
Desert will be going to Sacramento for the
2010 Business Summit where we will have an
opportunity to discuss with our legislators
issues that are relevant to our business
community. If you have any suggestions or

he Victorville Chamber of Commerce announced it is
offering an all-inclusive trip to China and invites the
community to join them on this incredible adventure.
Beijing, Shanghai, Hangzhou and Suzhou are some of the
cities the Chamber guests will visit.
The nine-day, seven-night China trip runs from October 18
– 26, 2010 at a cost of $1,999 per person. It includes charter
bus to and from LAX, round-trip air to China, airport tax and
air transfers, 4 and 5 Star hotel accommodations, hotel taxes,
three meals daily, deluxe bus tours, English speaking tour
guides and admission tickets to tourist spots.
Michele Spears, president and CEO of the Victorville
Chamber of Commerce, will be traveling with this group.
“We are excited to be able to lead a group from the Victor
Valley to China to learn about the culture and way of life,”
Spears said. “China is emerging as a world leader and our
group will have a chance to see firsthand how business
operates and the opportunities that are available.”
In addition to sightseeing at such famed tourist destinations
as the Great Wall of China, the Forbidden City, the Temple of
Heaven and Lingyin Temple, participants will also visit the
Hangzhou Economic Development Zone and the Pudong
Economic Development Zone, which will give visitors a
chance to see Chinese business operations.

to the Victor Elementary School District
A
s a Leadership Victor Valley
graduate, Minda Stackelhouse,
principal at Brentwood Elementary,
built strong business connections
and networking relationships.
In addition to her new contacts, Minda gained a
wealth of information about her
community, met with local and
regional leaders and learned
about what it takes to make a
strong and effective leader.
“Our mission is a strong quality of life and a big
part of that is a strong workforce,” said Michele
Spears, President/CEO of the Victorville Chamber
of Commerce. “It’s important that we start at the
elementary level and get our kids interested and
enthusiastic about our community.”

Leadership and Business school. VESD
Superintendent Dale Marsden, Ed.D. says,
“Brentwood Elementary is working hard
to meet the board’s goal to develop a plan
that calls for all VESD schools to be schools
of choice. The Brentwood team took on the
challenge of developing as a school of choice
focused on Leadership.”
One thing the school is interested in doing is mirroring
chamber events, including the State of the City Address
and Leadership Victor Valley. Their Jr. Leadership
program would be “a sneak attack of learning,” says
Stackelhouse. “It won’t be a boring class, but an
empowering experience teaching goal setting.” The
school plans to make the students an integral piece of
how the school is run, with a voice and a presence in
the school. When the school opens in September, it will
be open to all students of the High Desert, regardless of
what city they live in.
At the center of that plan is a book called “The
Leader in Me” by Stephen Covey. The book looks
at schools and how they can effectively teach
students his seven habits of highly effective
people and preparing students for the challenges
of the 21st century. “We want our students to
learn these habits and to start taking initiative in their
education and in their lives, “said Stackelhouse.
Part of that leadership and business training will include
a Jr. Chamber and Jr. Rotary program at the school.
Students will host their own events, find business
speakers, get involved in community programs and
attend outside events with the goal of coming back with
ideas about how to implement those events at the school
level. This includes partnerships with the Victorville
Chamber of Commerce.

“One important thing we are doing is changing the way
schools work with business,” says Stackelhouse. “We
aren’t going to them asking for money, we are asking for
involvement, mentors, relationships. These students are
the future employees of our businesses, we need to be in
an open dialogue to mold these students into what we
need for the future.”
“It is an exciting accomplishment for the Brentwood
team and the students and families they serve to partner
with business to create a school that is responsive to this
community’s desire to ensure a solid educational system
that fully prepares students for their future work as
leaders,” says Marsden.
Stackelhouse for one is eager to see how the new school
will evolve. “I am very excited about being on the cusp of
offering something different and new to the students in
our area.”

Silverado: Early College Campus
Silverado Early College Campus (ECC) is a small school, grades
9-12, within Silverado high school. ECC students are able to earn
a high school diploma and college credit at the same time, which
can be counted towards completion of a certificate program, an
Associate’s Degree, or up to two years of transferable credit towards
a Bachelor’s Degree.
ECC will offer a student-centered culture in which students have a
voice and play a role in deciding what path they will take in their
college studies and/or career readiness path. It will be a supportive
environment that encourages underrepresented groups and firstgeneration students to attend and succeed in college and be successful
in a career by presenting a rigorous program that specializes in
preparing students for college and the world of work through
innovative teaching and learning strategies.
Students will also have the chance to pursue a career-related internship
through a partnership of high school, college, local businesses and San
Bernardino County Office
of Education Regional
Occupation Program.

Chris Espinoza has been the Managing Partner of the
Outback Steakhouse since October of 2001. Over the years
he has helped many local businesses and organizations
with fundraising events. It is his hope to give back to his
community and continue to make Victorville a great place to
work and raise a family.
Liz Hewson is currently the Property Manager
for The Mall of Victor Valley. She has worked
throughout Southern California including
Westside Pavilion, The Oaks, Pacific View
and La Cumbre Plaza. She is a graduate of
the University of San Diego with a Bachelor
of Business Administration and a Bachelor of
Arts in Spanish.

involvement is paramount to The Mall of Victor Valley’s success
within the High Desert.”
Dale Marsden, Ed.D. has served the
Victor Elementary School District for over
17 years as teacher, principal, district

Josie Martinez has been a Realtor for Century 21 Fairway
in Victorville for nine years. Josie has been recognized

years experience in customer service and
management. She is also a 2005 graduate of
the Leadership Victor Valley program.

Vici Nagel is President/CEO of High Desert
Resource Network, a nonprofit organization dedicated
