1. STUDENT ENROLLMENT
• Historic and current student enrollment figures for the school and
individual grade levels as well as available projections
• Holy Cross Junior High (HCJH) has a current (2015-2016) enrolment of 108 students
and is projected to be between 98-100 students next year (2016-2017). The
enrolment projections are for less than 100 students over the next 10 years.
• Grade configuration
• HCJH is grade 7-9. The school that could accommodate HCJH population is Brother
Rice Junior High (BRJH) which has the same Grade 7-9 configuration.
• Class size
• Currently in grade 7 at HCJH there are two English classes, one with 15 students and
the other with 14 students. In Grade 8 there is one Late French Immersion (LFI) class
with 12 students and two English classes, one with 16 students and the other with
14. In Grade 9 there is one class of 8 students in LFI and two English classes, one with
15 students and the other with 14.
• School system description
• HCJH has one elementary feeder school, Bishop Abraham Elementary (K-6). Students
attend Holy Heart of Mary High for grades 10-12.

2. PROGRAMMING AND SERVICES (1/5)
• Impact on a suitable and equitable range of learning opportunities for
students due to declining enrollment.
• Teacher allocation formulas are driven by enrolment numbers. In junior high
configurations this also equates with less specialist teacher allocations. A decline in
enrolment has necessitated the combining of some classes in non-core subjects at
Holy Cross Junior High.
• Reorganization potential to enhance learning opportunities for students.
• Larger enrolments mean greater specialist allocations. The reconfiguration of the
two schools increases the viability of a Late French Immersion (LFI) program at
Brother Rice. There is also opportunity for enhanced co-curricular and extracurricular programming in areas such as music and sports.
• Class composition
• Class composition would be in accordance with Provincial class caps. A combined
population would facilitate the more efficient class groupings.
• Core curriculum
• The core curriculum is offered at both HCJH and BRJH.

• French
• Although HCJH has Late French Immersion, declining enrolment means the
program is less sustainable. This year there were no students availing of
Grade 7 LFI and a small group of Grade 8 LFI. If HCJH were to remain open it is
highly likely the LFI program would discontinue after the current Grade 8
students complete the program.
• Co-curricular and extra-curricular programming
• Both HCJH and BRJH have extra-curricular programming. At BRJH students will
have opportunities to participate in a wider variety of extra-curricular
programs such as varsity athletic teams, intramurals program, leadership
groups, etc. Brother Rice also has a full band program, orchestra and choir
program.

• Staffing
• Due to declining enrolment HCJH has less teaching staff allocated. In 2014215 the allocation was 14.25. In 2015-2016 there were 12.25 units allocated.
If the school were to remain open it is projected to have 10.25 units.
• Due to factors such as class caps there are staffing efficiencies associated with
combing school populations. There are projected to be 4.25 less teaching
units required in a combined school versus two separate schools for next year.

• Option to add LFI at BRJH (as above).

• HCJH was constructed 45 years ago. BRJH was constructed 53 years ago.

• Six of 18 rooms used are currently utilized at HCJH. Currently 15 of 26 rooms are utilized at
BRJH. A combined population at BRJH can be accommodated for the foreseeable future with
a peak requirement of 20-21 rooms and 26 available rooms.

4. TRANSPORTATION
• Transportation description and resources required
• No buses are currently utilized at HCJH and four are employed at BRJH.
• A combined school would have 241 bus eligible students requiring five buses.
• Distance to proposed school
• Proposed routes would be between 25 – 35 minute estimated duration.
• Potential challenges and opportunities with transportation to
proposed school
• To redesign the routes using the current contract, bell times may need to be adjusted
to ensure enough time for the double runs as is currently configured.

5. FINANCES

• Operating Expenses ($310K):
• Salaries and Benefits of Secretarial, Maintenance, and Custodial

• Includes salaries, benefits, and substitutes costs (District averages)

• Amount would be determined through public tender. Current contracts range
between $29K – $75K
• Funds required for capital projects/repairs
• No capital expenditure required, however there will be minor repair and
maintenance costs associated with the potential move.

6. SCHOOL(S) WHERE STUDENTS WILL BE TRANSFERRED
• What is the capacity of the proposed school to accommodate the
students?
• Brother Rice Junior High (BRJH) is a grade 7-9 school with 26 available instructional
rooms required. The peak room requirement for a combined school population
would be projected to be between 20-21 rooms.
• What changes and associated costs will be required at the school to
accommodate the students?
• How will programming be maintained or enhanced for the incoming
students?
• A larger school enrolment will result in a higher specialist allocation in the practical
and fine arts. A combined population may provide the ability to add a Late French
Immersion (LFI) program if interest levels warrant. Current HCJH Grade 8 students
would proceed with LFI in Grade 9 at Br. Rice if HCJH closes.
• Other relevant information?
• There is the possibility that with a combined population there may be time slots for
physical education that will require the scheduling of two classes simultaneously in
the gymnasium. This is not uncommon and mitigated by the fact that BRJH has a
larger than average gymnasium which can be divided in two if necessary on occasion.
