Dear Colleagues,
On behalf of the Institute of International Education, I would like to welcome you to our 2016 Best Practices Conference and presentation of the IIE Andrew Heiskell Awards for Innovation in International Education.
The goals of these awards are to foster innovative ideas that will help international education professionals create and sustain new opportunities for students and faculty; to bring international education to the forefront of education policy; and to stimulate public
awareness of the benefits of international educational exchange. Please join us in congratulating the 2016 winners. You will hear from
them today, and we invite you to read more about their programs, and all the winning initiatives from 15 years of IIE Heiskell Awards,
at www.iie.org/internationalization. We know they will inspire you.
This year, IIE added a special award for Internationalizing the HBCU (Historically Black Colleges and Universities), and the inaugural
winner, Tennessee State University, will talk about the impact of their new office of Diversity and International Affairs.
In the category of study abroad, our winners this year have been particularly successful in advancing the goal set out by IIE’s Generation Study Abroad: to double the number of American students who study abroad by the end of the decade, and diversify the study
abroad population. These programs are mobilizing resources and commitments to enable more U.S. students, especially those that are
typically underrepresented in U.S. study abroad, to participate in an international academic, internship, or service-learning experience.
If you have not yet joined Generation Study Abroad, we urge you to do so now, and join us in making sure that all students have an
opportunity to get the international experience that will be necessary to succeed in 21st century careers.
Opportunities like those offered by the Gilman International Scholarship Program and the Fulbright Program of the U.S. Department
of State, and the Boren Scholarships and Fellowships of the National Security Education Program further this vision and translate
into life-changing experiences for tomorrow’s leaders. IIE is honored to play a part in the success of these programs, as well as 200
other scholarship and training programs that served more than 40,000 students, educators and professionals from 175 countries in the
past year.
We would like to thank all the colleges and universities who have already joined Generation Study Abroad as commitment partners.
As we approach our Centennial in 2019, we would also like to thank all those who have played a role in IIE’s Scholar Rescue Fund and
the work that IIE has done throughout its history to enable future leaders from all backgrounds and in all sectors to gain access to

IIE HEISKELL AWARD HONORABLE MENTION, STUDY ABROAD
Associate Director, Office of International Education and Programs
SUNY Oswego
Lizette M. Alvarado is the Associate Director of the Office of International Education and Programs at SUNY Oswego where she joined in the
summer of 2001 as Program Specialist for Latin America and Spain. At the time SUNY Oswego’s OIEP had three programs to Latin America
and Spain; today there are twelve programs including programs in the Caribbean. In her current role as the Associate Director for Education
Abroad, Ms. Alvarado oversees program development, administration, marketing, and supervision of SUNY Oswego education abroad programs and team. She collaborates with SUNY Oswego’s faculty and professional staff across the campus but most noticeably in the following areas: Educational Opportunity Program, Student Association, Financial Aid, Modern Languages, Education, STEM, and Global and
International Studies to increase the number of SUNY Oswego students that study abroad. She has a master’s degree from the University of
Buffalo in socio-cultural anthropology with a concentration on the learning of the Yucatec Maya.
Clare Banks
Assistant Director, International Partnerships & IIE Initiatives
Institute of International Education
Clare Banks is the Assistant Director for International Partnerships and IIE Initiatives at the Institute of International Education. In this role,
she manages IIE’s Center for International Partnerships and a range of programs focused on fostering strategic linkages. Among those programs are the IIE International Academic Partnership Program, the Global Innovation Initiative, the EducationUSA Leadership Institutes, and
the IIE Connecting with the World course. She recently edited a new publication, Global Perspectives on Strategic International Partnerships: A
Guide to Building Sustainable Linkages. Clare holds a BA in Spanish from Georgetown University and an MA in International Education from
New York University.

IIE HEISKELL AWARD WINNER, INTERNATIONAL PARTNERSHIPS
Director, Illinois Strategic International Partnerships (ISIP)
University of Illinois at Urbana-Champaign
Tim Barnes is the Director of the Illinois Strategic International Partnerships (ISIP) initiative for the University of Illinois at Urbana-Champaign. The ISIP initiative focuses on identifying, and cultivating broadly and deeply impactful institutional relationships with a small, highly
selective group of peer institutions around the world. Prior to starting ISIP, Mr. Barnes managed hundreds of individual partnerships, and the
written agreements that support them, for the campus since 1998. He has presented workshops on strategic international partnerships for
NAFSA and AIEA national conferences, as well as the EducationUSA program, and contributed to the book Developing Strategic International
Partnerships (AIFS/IIE, 2011).
Marianne Craven
Managing Director of Academic Programs, Bureau of Educational and Cultural Affairs
U.S. Department of State
Marianne Craven is the Managing Director of Academic Programs in the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA). The programs supported by her office include Fulbright Scholarships, Humphrey Fellowships, Gilman Scholarships, undergraduate exchanges, teacher exchanges, the promotion of U.S. higher education overseas and study abroad for Americans, and English and foreign
language study programs. Ms. Craven also serves as a liaison for the State Department with the East-West Center in Hawaii, and she contributes to the development of U.S. positions on international higher education issues in multilateral fora. Ms. Craven is a career civil servant
who began her U.S. government career as a foreign service officer, serving in Mali, Poland, and Italy. She has held several positions in the
ECA Bureau in Washington administering international educational and cultural programs. She is a graduate of Smith College.
David Fleshler
IIE HEISKELL AWARD WINNER, INTERNATIONALIZING THE CAMPUS
Vice Provost for International Affairs
Case Western Reserve University
David Fleshler is the Vice Provost for International Affairs at Case Western Reserve University in Cleveland, Ohio. In that role he serves as the
director of the Center of International Affairs and the university’s Senior International Officer. Mr. Fleshler works in partnership with faculty,
staff and students to enhance the University’s international focus and identifies and pursues strategic partnerships with local, state, national
and international organizations. Among his many community roles, Mr. Fleshler is the Board Chair of Global Cleveland. He previously served
as the primary international professional at the Jewish Federation of Cleveland, a consultant with Continental Airlines, the Chief-of-Staff to
a Member of Congress and an attorney with a 400-person international law firm. Mr. Fleshler is a graduate of the University of Michigan and
Boston College Law School.
Allan E. Goodman
President and CEO
Institute of International Education
Allan E. Goodman, Ph.D., is the sixth president of IIE, the leading not-for-profit organization in the field of international educational exchange and
development training. He oversees IIE’s many programs, including research on international academic mobility and administration of the
Fulbright program sponsored by the United States Department of State, as well as over 250 other corporate, government, and privately sponsored programs. Previously, he was Executive Dean of the School of Foreign Service and a professor at Georgetown University. Dr. Goodman
served as Presidential Briefing Coordinator for the Director of Central Intelligence and as Special Assistant to the Director of the National Foreign
Assessment Center in the Carter Administration. Subsequently, he was the first American professor to lecture at the Foreign Affairs College of
Beijing. He is a member of the Council on Foreign Relations, a founding member of the World Innovation Summit for Education, Co-President of
the Partner University Fund Grant Review Committee, and a member of the Thomas R. Pickering Foreign Affairs Fellowship Program and the
Jefferson Scholarship selection panels. Dr. Goodman has a Ph.D. in government from Harvard, an MPA from the John F. Kennedy School of Government, and a BS from Northwestern University.
Elisabet Idermark
IIE HEISKELL AWARD WINNER, INTERNATIONAL PARTNERSHIPS
Senior Advisor, International Relations
Stockholm University
Elisabet Idermark is Senior Advisor at Stockholm University in Sweden where she coordinates the university’s strategic international relations. She holds an MS in Journalism from Columbia University, New York. After having worked as a news reporter in Sweden she moved to
communication within higher education. Her background also includes working for a UNEP-led international water project and coordinating
EU meetings at the Government Offices. As liaison between University of Illinois at Urbana-Champaign and Stockholm University she administers research contacts and collaboration projects on all levels.
Wagaye Johannes
Project Director, Generation Study Abroad
Institute of International Education
Wagaye Johannes leads IIE’s Generation Study Abroad initiative and has 18 years of experience in international education in the United States and
Europe. She began her career at IIE’s West Coast Center before becoming the Exchanges Advisor at California State University, East Bay where she
expanded study abroad opportunities for students. While in the Bay Area, Johannes was actively involved with NAFSA Region XII and the local international education community advising at-risk youth on international service learning opportunities. She has spent several years living and
working abroad, including serving as Deputy Director of IIE’s Europe Office in Budapest. Johannes holds an MA in international relations from the
University of Amsterdam and a BA from Mount Holyoke.
Linda Katehi
Chancellor
University of California, Davis
Linda Katehi became UC Davis’ sixth chancellor in August 2009, overseeing all aspects of the university’s teaching, research and public
service mission, including the UC Davis Health System. As Chancellor, she has been a forceful advocate for increased public investment in
higher education, greater access and affordability for students and for the university’s expanded role in regional economic development.
Also under her leadership, the student body and faculty at UC Davis have become more diverse and the university has added impressive
new research partnerships in California and around the world that have enhanced its global reputation for excellence.
Hilary C. Landorf
IIE HEISKELL AWARD WINNER, INTERNATIONALIZING THE CAMPUS
Director, Office of Global Learning Initiatives; Program Leader, International and Intercultural Education
Florida International University
Hilary Landorf has held educational leadership positions throughout her professional career, in various geographical, socioeconomic, and
cultural settings. She is the Director of Florida International University’s university-wide initiative Global Learning for Global Citizenship, and
leader of its graduate program in International and Intercultural Education. Ms. Landorf holds a Ph.D. in international education from New
York University, an MA from the University of Virginia, and a B.A. from Stanford University. She regularly writes and presents on issues
concerning the internationalization of higher education. Among her recent publications is Defining Global Learning at Florida International
University in Diversity & Democracy.
Mary Karam McKey
Director, San Francisco Office
Institute of International Education
Mary Karam McKey is the Director of IIE’s San Francisco office, home to the Center for Women’s Leadership Initiatives. She is an experienced
non-profit leader in the field of international education, exchange and development with a focus on strategic program design, partnership
development and global operations. Ms. Karam McKey has led several innovative professional exchange, scholarship and capacity building
programs at AMIDEAST and AYUSA in addition to IIE. She started her career at the Arab American Institute. Mary has a BA from Hamilton
College, studied abroad at the American University in Cairo and holds an MA in Middle Eastern studies from University of Texas at Austin.
Daniel Obst
Deputy Vice President, International Partnerships
Institute of International Education
Daniel Obst is Deputy Vice President of International Partnerships at the Institute of International Education in New York. Mr. Obst provides
strategic leadership and oversight for IIE initiatives, including the IIE Center for International Partnerships in Higher Education, the IIE network
of 1,300 member institutions, IIE’s publications, and the 5-year Generation Study Abroad initiative which seeks to double the number of
American students who study abroad by the end of the decade. Mr. Obst also leads IIE’s communications team. In 2013, Mr. Obst was
appointed to serve on the U.S. National Commission for UNESCO. Mr. Obst also serves on the Board of Trustees of the American Institute
For Foreign Study (AIFS) Foundation and on the Board of Directors of the German University Alliance. Mr. Obst received his BA in international
relations from The George Washington University and holds an MA in European studies from the London School of Economics.
Rangaswamy Rajagopal
IIE HEISKELL AWARD WINNER, STUDY ABROAD
Founder/Director, India Winterim Program
The University of Iowa
Mr. Rajagopal hails from India, received a Ph.D. from the University of Michigan, taught at the University of Washington & Duke, before joining Iowa in 1979. He has mentored 65+ master’s and Ph.D. students, organized 150+ workshops on environment, social entrepreneurship,
and creativity to 10,000+ people in all walks of life. Has been a nominator for the annual Japan Prize, since its inception in 1985. Mr. Rajagopal was the founding editor of Environmental Practice, currently being published by the Cambridge University Press. Since 2006, he has
been passionately driven to create a transformative study abroad experience for the University of Iowa students and faculty.
Kim Rapp
IIE HEISKELL AWARD HONORABLE MENTION, INTERNATIONAL PARTNERSHIPS
Associate Director, International Program Development
Northwestern University
Kim Rapp has worked in international programs in higher education for over 20 years. She completed her undergraduate education at Juniata
College, and her graduate work at the University of Wisconsin-Madison (MA, African Languages and Literature; MS, Educational Administration; Ph.D., Higher Education Leadership and Policy Analysis). Her publications have focused on graduate education in the U.S., and her
teaching experience has ranged from African literature to international research methods. At Northwestern she supports the University’s
internationalization efforts through promoting international partnerships, facilitating engagement with Northwestern alumni living abroad,
supporting faculty integration into international initiatives, and grant writing.
Joanna Regulska
Vice Provost and Associate Chancellor, Global Affairs
University of California, Davis
Joanna Regulska became UC Davis’ Vice Provost and Associate Chancellor of Global Affairs in September 2015 to provide campus leadership
and coordination to internationalize UC Davis. With over 30 years of international experience in higher education, she has developed and led
large-scale educational projects and programs that have transformed institutions, established new degree programs and collaborative partnerships, and substantially improved the delivery of internationally focused services to students, faculty, and staff. A respected scholar, Dr.
Regulska’s research concentrates on women’s political activism, grassroots mobilization, decentralization, democracy, and democratization,
with a focus on Europe and the Caucasus.
Jewell G. Winn
IIE HEISKELL AWARD WINNER, INTERNATIONALIZING THE HBCU
Senior International Officer, Executive Director for International Programs and Deputy Chief Diversity Officer
Tennessee State University
Dr. Jewell Green Winn has over thirty years of experience in higher education and serves Tennessee State University as Senior International
Officer, Deputy Chief Diversity Officer and Assistant Professor in Educational Administration. She provides leadership for the Office of Diversity and International Affairs. Dr. Winn holds a Bachelor of Business Administration degree, Masters of Public Administration and Doctorate
of Education degrees. She is a member of several civic and social organizations and has executed various community and university initiatives requiring extensive research in diversity and international issues as well as policy implementation.
