Executive Summary
This annual progress report is for the Kuwait Integrated Environmental Information
Network Phase IV (KIEIN IV) project. The report presents the progress from the signing of
the project in May 2012 through the end of the year (December 31, 2012) and the
accomplishments of project objectives. The aim of the annual report is to record ongoing
project achievements, present the annual work plan for the upcoming year (2013) as well
as evaluating any challenges encountered, and steps take to mitigate them. This is done
to ensure the overall objectives of the project are met on time and within budget.
Major Accomplishments
 Remaining staff for 2012 has joined the KIEIN IV team and commenced work on
the project in Kuwait.

Baseline assessment and documentation of existing KIEIN data and applications
completed.

Outreach and coordination with stakeholders continued and expanded.

Literature review and environmental indicators study in progress.

Public awareness strategies developed and commenced.

The project is on time, within budget and tasks are proceeding as expected.
Challenges
Although the project is progressing as planned, the team has been mindful of any
issues that could potentially cause a setback in the project in the upcoming year. This
includes: Data formats, application migration, as well as scheduling and coordination.
These topics are discussed further in Section 4: Challenges and Lessons Learned.
Introduction
The Kuwait Integrated Environmental Information Network Phase IV (KIEIN-IV)
project is an integrated GIS–based solution to unify, enhance, document, and
disseminate essential environmental indicator data and spatial decision support system
tools (SDSS) and services via the internet using Web GIS technology.
The geo-environmental database developed in the previous phases of KIEIN (I-III) is
currently accessible within KISR and serve as the foundation for the upcoming and final
phase. This final phase of KIEIN is planned within the Environmental Sustainability focus
area in the Country Programme Action Plan (CPAP 2010-2014) and will result in a study of
relevant environmental indicators for Kuwait; GIS based environmental indicators Web
based tools for Kuwait; SDSS tools that are essential to understanding and protecting
Kuwaiti habitats and ecosystems, as well as public and professional outreach to ensure
the system capabilities are understood and utilized. This will make that data and tools
available in a GIS form that is useful and easily accessible to interested researchers in
Kuwait and around the world via the internet.

Partnerships and Sustainability
The most important aspect of this project may be the ongoing benefit of working
in collaboration with other organizations and agencies to gather spatial and scientific data
to understand the environmental indicators that affect Kuwait.
The KIEIN team has outreached to a variety of environmental science groups in
and outside of KISR to invite participation as stakeholders, to garner their feedback and
expertise, to communicate what this project can do to help them organize and analyze
their data in new and dynamic ways, and to learn about the data that is routinely
collected.
Initial and follow up meetings have taken place with the Kuwait Environmental
Public Authority, with an emphasis on Air Quality and including both regular KEPA project
leaders, and the UNDP KIEM project team. As a result of this effort, KIEM and KIEN are
proposing a first of its kind GIS collaboration in Kuwait that will provide sharing of raw
data by KIEM and GIS technical assistance by KIEIN/KISR.
The objective is to demonstrate to other stakeholders that GIS collaboration
benefits both parties by reducing redundancy, saving resources, staff time, and
duplication of data, as well as value added products for both parties. Please see Annex 2
for a proposed conceptual diagram for long term collaboration between KIEIN and KIEM.
The KIEM team will also be participating and co-presenting their project at the
stakeholder’s workshop in January 2013.
Another encouraging partnership is developing with the KISR Biodiversity Group.
Biodiversity is especially important because it intersects with so many different indicators.
For example, plant loss affects soil erosion, and soil erosion might affect air quality.
Biodiversity is involved in, or is proposing a number of projects and studies including that
are ideally suited for GIS technology.
This includes inventorying, mapping, and analyzing the locations, status, and
extents of indigenous and invasive plant and animal species. Another prominent project
is the mitigation and restoration of the Sabah Nature Preserve in northern Kuwait, which
was devastated during the 1990 Iraq invasion. A remote sensing/GIS project is underway
to locate and map derelict military fortifications under the sand, and plan for their
removal. The KIEIN team is able to provide technical support to facilitate data sharing.
The Ministry of Public Works Environmental Affairs Department has also offered to
collaborate with us regarding waste water treatment and a memo was prepared to
request data. The MPW waste water data is not currently compiled or utilized as a set
within the ministry. It is expected this data will require some additional standardization
and clean up to convert to GIS. KIEIN will share the methods and procedures used to
prepare the data with MPW so that they may be able to standardize it themselves in the
future. Other agencies and organizations KIEIN has been outreaching to include: ROPME;
and the KISR Division and Programs especially the: Environmental and Urban
Development; Coastal and Air Pollution Department; Food Resources and Marine Science
Division; Agriculture, Fisheries and Marine Environmental Department; Water Resources
Division; and Hydrology Department.

Please note that in all cases, the KIEIN project anticipated the need for the
technical expertise and labor that would be required to transform raw data from
stakeholders into a useful, GIS ready form. As the project progresses and data
conversions become routinely, KIEIN can work with the stakeholders to educate them on
basis data preparation to ensure they remain engaged and to increase the GIS expertise at
stakeholder level.
Challenges and Lessons Learned
A minor challenge faced has been scheduling and timing. The project commenced
at the end of the Ramadan and the beginning of the holiday season. As a result some of
our coordination and/or follow up meetings were postponed due to key personnel being
away from their offices for Eid or Haij. We also had a key project leader retire from EPA
shortly after meeting her team, and we are re-establishing contact with her former group.
Another challenge we are paying close attention to is the form data is received in.
In the past, almost all data shared from other groups was in hard copy format, such as a
printout. This required completely re-entering the data by KIEIN/KISR personnel. As the
hard copies are produced from digital sources of some kind, we are stressing the need for
digital data as we meet the stakeholders. This is a particular problem not only due to the
man hours wasted to re-create existing data; it also increases the possibility of data entry
errors being introduced into the dataset. EPA and MPW data are examples of hard copy
datasets which require manual data re-entry and compilation by KIEIN technical personnel
in order to convert to GIS.
As expected, the team is already finding data content changes (field names,
different units etc) in the data from Phase III to Phase IV. This was expected and planned
for in the data modeling/data schema task and application development task. One
outcome from the new data received to date, is the re-evaluation and update of the
previous data parameter codes.

1. Background & Situational Analysis
1.1 Background
The Kuwait Integrated Environmental Information Network-Phase IV (KIEIN-IV) is an
integrated GIS–based solution to unify, enhance, document, and disseminate essential
environmental indicators and Spatial Decision Support System tools (SDSS) and services via
the internet using Web GIS technology. The environmental geographic and attribute
database developed in the previous three phases of KIEIN are currently accessible within
KISR and serve as the foundation for the upcoming and final phase. The final phase of
KIEIN is planned within the United Nations Development Programme (UNDP)
Environmental Sustainability focus area in the Country Program Action Plan for Kuwait
(CPAP 2010-2014). KIEIN-IV will produce a study on the relevant environmental indicators
for Kuwait, and develop Web-based SDSS tools that are essential to understanding and
protecting Kuwaiti habitats. The data and analysis tools will be available in a GIS platform
that is easily accessible to interested stakeholders and beneficiaries in Kuwait and around
the world.
1.2 KIEIN Objectives




To meet the regional and global standards of Environmental Indicators
To be a leader in developing and disseminating geo-spatial technology tools and
information for environmental and socio-economic research and analysis in Kuwait.
To provide essential spatial & environmental information for policy makers,
planners, and researchers in Kuwait.
To develop numerous employment opportunities for the national youth in the
Environmental and Geographic Information Systems (GIS) fields.
1.3 KIEIN Phases
Phase I: This phase was about data analysis and design of a Geo-Environmental database
and developing the Coastal and Marine data modules.
Phase II: This phase was a building block on Phase I, and accentuated on Terrestrial & Air
data modules.
Phase III: This phase focused on developing Socioeconomic and Demographic data
modules, with the development of a web based Geographic Information System – GIS
application and the development of a user-friendly desktop application.
Phase IV: The progress of the Environmental Indicator Module, Spatial Decision Support
System tool and finally the launching of the KIEIN Geo – Environmental Portal for the use

1.4 Situational Analysis
My overall responsibility was to assist on developing an awareness program to reach all
stakeholders in Kuwait. Also to create, implement and manage a communication strategy
for KIEIN and train the communications team at KISR.
2. Communication and Public Awareness Objectives
The main objectives for this duration of the consultancy were:







To brainstorm and meet with all KISR staff members, project manager and stakeholders
to fully understand and comprehend the project to be able to create the messages needed
to outreach the target audiences.
To prepare non technical materials to promote KIEN to our primary target users which
are the stake holders and to our secondary users which are all the public users in Kuwait.
To establish and maintain social networking websites (Facebook) to promote the KIEIN
project.
To develop concepts for a quarterly newsletter for approval.
To Cultivate and maintain effective networks and working relationships with local and
international media, civil society organizations and other relevant partners.
To assist the KIEIN team with advocacy activities, including support to public events,
launching ceremonies, field visits, and workshops.
To work on improving the profile and awareness of KIEIN. This includes support and
coordinate advocacy and public awareness activities.

KIEIN is collaboration between The Kuwait Institute for Scientific Research -KISR, The
Supreme Council for Planning & Development and The United Nations Development
Program –UNDP.
KIEIN is a state of the art national project; it aims to provide its reliable Spatial &
Environmental information for Policy makers, planners, and researchers in Kuwait through
a sophisticated & customized Geographic Information System that could serve most their
needs in this field.

technological knowledge tool in Kuwait.
To provide needed Spatial & Environmental information for Policy makers,

5 Phases of Development




Phase 1: The data analysis and design of the main structure of a Geo-Environmental
portal and compiling the coastal and Marine data modules.
Phase 2: The data admission of Terrestrial & Air data modules.
Phase 3: The data admission of Socio – Economic and Demographic data modules,
the advancement of a web based Geographic Information System – GIS application
and The development of a desktop application with a user friendly interface.
Phase 4 & 5: The progress of the Environmental Indicator Module, Spatial
Decision Support System tool and finally the launching of the KIEIN Geo –
Environmental Portal for the use of all the public.

KIEIN is a fully functioned Environmental, Socio Economic high technological tool that
contains various useful information that will assist many fields in their research, education,
or Decision Making.
Eco - Crisis Management Tool:
It will provide crucial support information that may positively assist in dealing with major
events that threatens to harm the environment in Kuwait. For example it will include
information about Air quality, Fisheries, Marine protect areas and much more information.
Eco - Early Warning tool:
The application could also help in alarming & preventing any environmental disasters that
could arise in the future and could affect our coming generations. For example the
application will include different studies and forecasts that maybe an alarm for future
disasters like Bird flu trends.
Eco -Tourism tool:
The application will include information, Its purpose is to educate the traveler, to provide
funds for ecological conservation, to directly benefit the economic development and
political empowerment of local communities, or to foster respect for different cultures and
for human rights., so that future generations may experience destinations relatively
untouched by human intervention. For example it will include verified information about
Nature reserves, Rear species, Identification of Habitat environment in Kuwait, Marine,
Coastal & Land, and much other similar information.

The application should provide potential business people with Important Environmental
Socio Economic Information that may assist them in taking major business decisions.
Eco - life friendly tool:
The application will gather information that may positively encourage the Kuwaiti Society
to integrate Environmental planning in their daily routine and have a great involvement in
Energy Saving, Anti pollution Measures, Use if non-car modes, construction of green
buildings, safe guarding of nature & natural habitats in Urban Areas, use of more
renewable resources and buy Green products and live a green life in Kuwait.

Numerous brainstorming sessions have been taken place in KISR, with KISR staff members
discussing the target audience for KIEIN, the user benefits, the message, ideas of
communication, what is public awareness.
4.
Recommendations
I would highly recommend an open communication channel all through the project with
various stakeholders, I believe their input will really affect the success of the project; this
could happen through ongoing newsletters, announcements, emails, invitations, seminars
workshops, press releases, achievement report every quarter throughout the whole
project.
Also I recommend an intensive communication approach with stake holders in KISR, we
need to conduct a KIEIN presentation to KISR staff members , explaining the project, our
achievements to date, our needs to finalize the project, how they can contribute with
their valuable feedback, how all Kuwait will benefit from this national project.
I recommend designing and printing a project brochure that illustrates the background,
objectives, phases, and achievements to date to be distribute it on all our stakeholders.
Another recommendation is to start a proactive communication approach by announcing
different contests on our social media channels and also between Schools and universities
and maybe inside KISR too. It will increase our public awareness and it will reach different
communities.

Executive Summary
This report presents the tasks, findings, and outcomes of the consultancy mission of Dr.

Islam Abou El-Magd, during the period from 23 September 2012 to 22

which included:
 Meeting with the project manager and project staff to understand the objectives
and aims of the project and therefore specify the duties and tasks required. 
 Review the previously developed data in the previous phases of KIEIN project. 
 Conduct an international, regional, and national literature review on the
environmental indicators. 
 Develop the first draft of the list of environmental indicators for discussion and
review from the experts and stakeholders as well as beneficiaries within KISR and
other relevant organizations and institutes in Kuwait. 
 Develop the proposed indicator’s profile, which will be the template for the data dictionary. 
 Develop an abstract to be presented in HEMA workshop (Human Environmental
Integrated Management Approach) that will be held at KISR in 3-4 December
2012, which will focus on Biodiversity indicators. 
 Recommend for conducting a workshop to foster the project and develop synergy
with the stakeholders. 
 Recommend for developing a newsletter for the project and to be on a regular
basis for example bi-monthly to keep dissemination of the project information. 

Preamble and Mission Objectives
Kuwait office of United Nation Development Program (UNDP) has commissioned Dr. Islam
Abou El-Magd to act as a GIS Consultant (Geographic Information Systems) for the Kuwait
Integrated Environmental Information Network (KIEIN) Project Phase IV. The mission duration
is for 3 months, in which the first part of the mission was for one month from 23

2012 to 22

October 2012. The main objectives as set of the terms of references are:

Meeting with and reporting to Project Manager. 

Collaborate closely with Assistant Project Manager and GIS Systems Analyst to ensure
reporting and documentation requirements are met on time and within budget including: 
o Collaborate with stakeholders to document input.
o Select key indicators to model.
o
Identify and document required data types and sources for developing indicator
models.
o

Draft, review and publish environmental indicators study.
Provide technology transfer task to the KISR team in the field of GIS application to
support the environmental issues. 

Conduct and document Literature Review for Environmental Indicator Study 

Support the process of selecting the needed and suitable environmental indicators for
Kuwaiti environment. 

Interacting with team members for environmental indicators and SDSS and Web GIS. 

Coordinate with Communication Specialist to ensure documentation and promotion of
ongoing project accomplishments. 

1. Background
The historical frame of KIEIN project goes back to 1994 where the first phase (1994 – 1996) was
conducted with specific focus on building the geo-environmental database for marine and coastal
domain. However, phase 2 (1998-2000) was succeeded to integrate the terrestrial and
atmospheric datasets onto the same GIS platform. Then phase 3 (2006-2007) has achieved the
migration of the previous geo-environmental database developed in phase 1 & 2 into a more
matured and developed GIS architecture with emphasis on the socio-economic datasets. In this
phase a desktop module application was developed to present the socioeconomic and
demographic indicators.
It is envisaged that all the environmental data, geographic and attribute databases and other
information developed in these 3 phases of KIEIN project are currently accessible within KISR
and serving as the core foundation for the final phase of the project.
Last, the final two phases of KIEIN project (IV&V) are combined together in one phase in a
time frame of 30 months started on 1/9/2012. This phase deliberately is an integration approach
to unify, enhance, document, and disseminate essential environmental indicator data and spatial
decision support system tools (SDSS) and services via the internet using Web GIS technology.
The key strategic objectives of this phase of the project are:

Act as a network for environmental information dissemination in Kuwait.

Support and improve the resources available to the decision and policymakers planners
and researchers in Kuwait by making essential spatial and environmental information
easily available and easy to analyze.

Contribute to the sustainable human resources development of a national staff in Kuwait,
in the field of GIS and related technologies.

To increase the availability and accessibility of GIS data and technology in order to better
predict and prevent, and/or respond to and recover from environmental disasters.

To expand and enhance the capacity to monitor, understand, and mitigate changes in the
environment and habitats in Kuwait, and their relationships to others.

To better manage, protect, and enhance the habitats and natural resources in Kuwait.

To make high quality GIS data available as a base mapping resource, to be leveraged for

future research and investigations.

To promote GIS data and methodology sharing in the region.

To promote GIS for advanced statistical and analytical purposes.

To promote the advancement of GIS technology at institutional level.
2. Approach and Methodology
The consultant has established series of meetings with stakeholders and beneficiaries or/and
other key proposed players in the project. This will develop a synergy and foster cooperation
with the stakeholders. The following meetings were carried out:
1. Initial meeting with the project staff members on 23

September 2012 aiming at
understanding and building knowledge about the project and try to assemble the strategy
and approach of building synergy with other stakeholders.
2. Meeting on 24

September 2012 with the KIEM (Kuwait Integrated Environmental
Management) project, which is a UNDP project hosted in KEPA (Kuwait Environmental
Public Authority). This project is sharing some objectives and approaches which would
be more efficient to build synergy between both projects and share knowledge,
experience and work been done. They have developed a list of indicators and some
baseline of information based on the ESCWA (Economic and Social Commission for
Western Asia) and Arab League proposed indicators.

3. Meeting on 3
October 2012 with the biodiversity scientists and experts from KISR to
discuss the biodiversity theme and the key biodiversity indicators. They mentioned that
there will be a workshop will be held at KISR in December 2012 about biodiversity and
would be helpful if the project presented the biodiversity indicators.

4. Meeting on 13 October 2012 with ROPME experts to discuss the synergy with their
coastal and marine indicators.

5. Meeting on 11 October with the KIEM project manager and discussed the opportunity
for cooperation and integration of both projects.

6. Meeting on 14 October 2012 with the air quality program for further cooperation and
access of the data of the meteorology and air quality.
7. Meeting on 14
th
October 2012 with the oceanography and fisheries department at KISR
for cooperation on the coastal and marine indicators.
8. Meeting on 15
th
October 2012 with the environment department of the ministry of the

public works to discuss the cooperation mechanism in relation to the project.
On the other hand, comprehensive literature review was carried out to stand on the up-todate researches, policies and information on the environmental indicators. This includes
the work been done by OECD (Organization for Economic Cooperation and
Development), WHO (World Health Organization), FAO (Food and Agriculture
Organization) and other specialized and interested organizations. More than 110
documents were collected and reviewed to provide up-to-date scientific and practical list
of environmental indicators that are compatible with the international categorization as
well as regional and national expectations. This leads to the development of the list of the
indicators (Table 1).
3. Outcomes and Deliverables
Two key deliverables are: 1) the list of the environmental indicators and its validation against the
national and regional indicators as well as international approaches;; 2) the indicator’s profile, which will be the template of the data dictionary.
3.1. Environmental Indicators
Environmental Performance Indicators (EPIs) represent numerical measures, financial or
non-financial, that provide key information about environmental impact, regulatory
compliance, stakeholder relations, and organizational systems. EPIs refer to what is
happening in the environment and measure the interaction between the business and the
environment. Since the environment is very complex, indicators provide a more practical and
economical way to track the state of the environment than if we attempted to record every
possible variable in the environment. They represent the quantification of the effectiveness
and efficiency of environmental action with a set of metrics.
It is anticipated that EPIs of KIEIN project will provide insights into the state of the
environment and its impact on human health, ecosystems and materials, as well as on the
pressures on the environment of Kuwait. These indicators will be developed based on
quantitative measurements or statistics of environmental conditions that are tracked over time
using historical records of the environmental data. They can be developed and used in a wide
variety of geographic scales up to the national level. In turn, the environmental indicators

defined in this project should also be considered as a subset of sustainable development
indicators which are meant to track the overall sustainability of a society with respect to its
environmental, social and economic integrity and health of Kuwait. Thus, the results of these
indicators are used as a reference for managing the environmental disciplines interactively in
Kuwait; support the environmental policies; and support decision making process.
The most common used conceptual model for environmental indicators is the pressure-stateresponse model (PSR) (Figure 1) (U.S. Environment Protection Agency, 1995).

3.3. Validation with National Environmental Indicators
There is a need to examine that this list of indicators suits the environmental conditions at
Kuwait. This, indeed, requires more synergy with scientists, researchers and expertise in Kuwait
to make sure that such indicators are more applicable to the environmental status of Kuwait.
Therefore, meeting with scientists and researchers at KISR and Kuwait University is managed to
discuss with them such list of indicators. There are series of workshops to be established to
gather experts from different backgrounds to provide feedbacks and recommendations.
Initial validation was with the list of indicators initiated by KIEM project, which is a UNDP
project hosted in KEPA. This project has developed a list of indicators (Appendix 1) particularly

about air quality. Such validation would create synergy with other projects and enable for
standardization of the environmental indicators among the Kuwaiti institutions.
An initial draft model for cooperation and synergy between both projects was developed (Figure
2). This has been discussed with the KIEM project manager and how to implement such synergy.
It is agreed that both project team members have to meet on a regular bases to establish the plan
of actions for the implementation mechanism.

3.4. Validation with Regional Environmental Indicators
Looking for wider compatibility on a regional scale, comprehensive comparison with ROPME
and the Arab League indicators was carried out. Such comparison develops synergy with the
regional indicators for further compatibility and standardization.

ROPME Indicators 
ROPME is the regional organization for the protection of marine environment in the Gulf
region. It looks after the coastal and marine environment. Therefore, they developed a list of
indicators about the coastal and marine environment as well as biodiversity (Appendix 1).
There is a need to synergy with such list for compatibility and standardization.

Arab League Indicators
Appendix (3) shows the list of indicators developed by the Arab League, which is a generic
list that is applicable for the environment of the Arab countries. Obviously, there are nearly
90% similarities between both lists of indicators.

An initial aim of the project is to develop a data dictionary of the environmental indicators.

c. Brief definition: This indicator represents the ambient air pollution concentrations including ozone,
particulate matter (PM10, and PM2.5, if those are not available: SPM, black smoke), sulphur dioxide,
nitrogen dioxide, lead. Additional: carbon monoxide, , volatile organic compounds including benzene
(VOCs). It is anticipated that the over populated large cities are more indicative and at high priority

e. Significance and policy relevance
 Purpose : This indicator measures the emissions of carbon dioxide which is known to be the most
important, in terms of impact on global warming, anthropogenic greenhouse gas (GHG).
 Relevance to sustainable/unsustainable development: Overpopulation density and the unprecedented
development and concentration of industrial estates exert great pressures on local environments particularly
air pollution. The indicator may be used to monitor trends in air pollution as a basis for prioritising policy
actions; to map levels of air pollution in order to identify hotspots or areas in need of special attention; to
help assess the number of people exposed to excess levels of air pollution; to monitor levels of compliance
with air quality standards; to assess the effects of air quality policies; and to help investigate associations
between air pollution and health effects.
Linkage to other indicators: Emission of air pollutants; Average consumption of leaded gasoline . Mortality
due to respiratory diseases (all ages); Mortality due to diseases of the circulatory system (all ages);
Participation in International agreements and environmental initiatives; Availability of unleaded gasoline

Methodological description
Measurement methods: Install monitoring stations within the urban areas to capture an hourly data on air
quality data at the specified height of 10 meters. It is expressed in terms of mean annual or percentile
concentrations of air pollutants with known health effects – e.g., ozone, carbon monoxide, particulate
matter (PM10, PM2,5, SPM), black smoke, sulphur dioxide, nitrogen dioxide, volatile organic compounds
including benzene (VOCs) and lead – in the outdoor air in urban areas. A number of models are available
for estimation of ambient concentration of air pollutants.
Computation: Simply, the computation of the air quality index for a specific concentration of a specific
pollutant with reference to the relevant standards or guidelines is based on this formula:

Currently there are no records to account for fossil fuel consumption of industrial sectors. A program is planned
to provide this information. In the future, industries will be required to submit annual reports.

3.7. e-Consultation and public participation
To foster and ease the process of obtaining multiple and diverse feedbacks and comments from
the stakeholders and experts, an e-consultation web page is in the process of development. It is
designed to provide brief information about the project and the environmental indicators. It is
anticipated that this e-consultation web page will be distributed to all the experts, researchers,
scientists and stakeholders to allow them provide us with their feedbacks and comments easily.
Indeed, such feedbacks and comments will improve the development of the indicators and the
data dictionary. Figure (3) below shows a snapshot of the draft developed e-consultation web
page.

4. Way Forward
It is anticipated that the rest of the mission (forthcoming 2 months) will focus on:

Carry out more meetings with stakeholders and expertise to complete and validate the
list of the environmental indicators that suit the environmental conditions of Kuwait. 

Establish synergy with stakeholders and beneficiaries for further feedbacks and
comments on the indicators and proposed indices. 

Prepare and organize for a workshop to gather all the stakeholders and beneficiaries
to reassure the environmental indicators list. 

Develop the model of the data dictionary for these indicators. 

Finalize the data dictionary of the environmental indicators. 

Provide presentation to the project team about the indicators and data dictionary. 

Submit final report of the mission and the indicators. 

Provide recommendation on the ways to implement these indicators onto
dissemination tools and web services or GIS platform. 

ABSTRACT
Kuwait integrated environmental information network KIEIN project has been initiated in
1994 with main focus of developing interactive and dynamic environmental information
platform. The success stories of this project maintained the momentum to reach its final stage
for developing the national environmental indicators for Kuwait, which will be embedded in
a web service interface. Such environmental indicators are very valuable for public society as
well as scientists, researcher, practitioners and expertise in Kuwait. Such indicators will also
offer to decision makers, policy makers and planners invaluable list of environmental
information for the sustainable development planning process. Key issue behind this project
is the dissemination of these indicators and information among the society to maximize the
societal benefits. Such dissemination will foster the synergy and integration between the
scientists, researchers, planners and decision makers in different organizations to obtain
utmost benefit from these indicators.
Seven main thematic areas including climate change, atmosphere, land, coastal and marine
environment, fresh water, biodiversity and waste management were developed. Based on a
schematic hierarchy approach; underneath these themes there are list of the key
environmental issues, which are consequently break down into indicators. More than 32
environmental indicators were listed in the Kuwait environment, which are compatible with
the Arab League initiative of developing the list of environmental indicators for the Arab
countries, KEPA (Kuwait Environmental Protection Authority) and ROPME (Regional
Organization for the Protection of the Marine Environment).
Discussion and synergy with experts in these main environmental themes will improve and
enhance our understanding of these indicators and provide more insight on the pressure,
impact and response to these indicators. Indeed, this will aid in improving our environment
and reduce the hazardous implications of human activities on human health and ecosystem
vitality.
