Representatives of the Park Committee have met twice with the City of Vallejo, the Vallejo City Unified School District (VCUSD) and the Greater Vallejo Recreation District (GVRD) to work out some details in the process and get things moving. A preliminary schedule was developed by the City which shows an approximately two-year timeline from where we are now to opening a new Park, but that could change depending on a number of issues. The City has retained LSA, an environmental consulting firm that is familiar with Hiddenbrooke’s environmental issues, to work with the various regulatory agencies, and they will stay involved throughout the entire process from initial plans through the final design. Next, the City convened a Stakeholder meeting in August - which consisted of agencies and groups that have a potential interest in the Park project such as GVRD, VCUSD, Solano Land Trust, PG&E, State Fish & Game, State Water Board, etc., and discussed concerns and issues they have that could affect the design of the Park. Following the Stakeholder meeting, the City will stake out the site for the Park so residents can see the location and approximate size of the Park, followed by a public meeting/design charette Continued on Page 4 Page 2 www.HiddenbrookeOnline.org Hiddenbrooke TIMES HCA Dissolving at the End of the Year By Nancy Berke As many of you already know, the Hiddenbrooke Community Association will be dissolving at the end of the year and transferring its activities over to the Hiddenbrooke Property Owners Association. When the Hiddenbrooke Community Association (HCA) was established in 2003, it served a valuable purpose. It served as a voice for the people of Hiddenbrooke in dealing with the City of Vallejo and Triad, it developed committees such as the Hiddenbrooke Maintenance District (HMD) Advisory Committee, social, golf, and safety committees and generally helped establish the feeling of community that is so unique to Hiddenbrooke. HCA was also instrumental in establishing the Hiddenbrooke Property Owners Association (HPOA), an entity which would be responsible for enforcement of the Covenant, Conditions, and Restrictions (CC&Rs) and for overseeing the Hiddenbrooke Architectural Review Committee. Over time, the HCA Board decided that some key functions should be transferred to HPOA because they benefit all Hiddenbrooke property owners and all property owners belong to HPOA. The HMD Advisory Committee, which works with the City of Vallejo to maintain all of the landscaping in our common areas, was moved to HPOA a few years ago, and then responsibility for managing the Welcome Center and security guard contract with All Phase Security was shifted to HPOA a little later. For the same reason, the Park Committee has recently been transferred to HPOA and the Safety Committee, which currently functions as an HCA committee, will be transferred to HPOA in the near future. With these events in mind it has become evident that there are fewer functions for HCA to perform than in the past, and the remaining social and community functions do not require a separate Board to oversee them and these remaining functions could also be performed under HPOA’s auspices. Therefore, after much discussion, the HCA Board decided to recommend to the membership that HCA be dissolved sometime around the end of 2012. This was discussed at the Annual Meeting and there was strong support for the idea. Most of the current members of the HCA Board have agreed to stay in place until this is accomplished, and they will be continuing with HCA activities, including organizing the annual Hiddenbrooke Garage Sale on Sept. 29th and planning the next cocktail party on September 22nd. Over the next few months, the HCA Board will decide how best to spend down its remaining funds. HCA members have already weighed in on several ideas for using these funds. and the membership is invited to come to the September 14th HCA Board meeting for further discussion on this matter. The City will also be setting up a special area on the City's website called "Open City Hall" where residents can have input on specific features they'd like to see included in the Park, as well as express any concerns they may have. After all this input is digested, the City and their consultants will develop a preliminary design which will be brought back to the community for presentation and additional comments. At this point, the City can proceed with preparing the necessary environmental documentation and obtain permits from the regulatory agencies, estimated to take 9-12 months. Overall, this is a good show of progress in a short time. We will continue to advise the community of future meetings of the Park Committee so all interested residents can attend. And, we are still looking for neighborhood representatives from Costello, the Knolls, Reflections and the Village to be members of the Committee. If you are from one of these neighborhoods and are interested in serving on the Park Committee, please submit your name to the HPOA Board using their email address at the end of this Newsletter. ۩ HCA to Dissolve.....Continued from page 2 After HCA is dissolved, the Social, Welcome, and Family and Community Activities committees will become subcommittees of HPOA which will assign a Board member to act as liaison. The liaison will coordinate the activities of these subcommittees and work with them to set their budgets. Funding for these activities will either come from HPOA or fees paid to participate (e.g., for social events). This joining of the two organizations makes sense on many levels. First, there will no longer be widespread confusion about why there are two different neighborhood organizations in Hiddenbrooke. Second, a single Board of Directors will serve the community, consolidating functions currently spread between the two organizations and bringing all of the Hiddenbrooke activities under one policy making Board. Third, it will be easier to find candidates who want to serve Hiddenbrooke as we now must recruit 7 members for each Board. The new Board will be more interesting and challenging because of the range of activities under its purview and that will make it easier to attract highly qualified and dedicated candidates. Fourth, it will simplify communications with the City of Vallejo as there will be just one organization representing all homeowners in Hiddenbrooke and their interests. Finally, homeowners will pay only one set of dues (HPOA dues of $55 per year) and the social and community oriented activities that make Hiddenbrooke so unique will continue with the help of our dedicated volunteers. We thank all of our dedicated community members who have helped with all our HCA activities over the years and have volunteered their time. Page 5 Speeding – a Continuing Issue for Hiddenbrooke Over the past months, there has been a rash of vehicle accidents and heightened concerns about the number of people failing to observe stop signs. Of course, this is not a new issue, but one that has continued to plague our community for years. We can post signs at the Welcome Center Message Board, and decry the lack of attention to our traffic laws, but it is up to individuals to be responsible drivers. Do you really get to your destination faster by going 60 mph on the Parkway? If you want to race, Sonoma Speedway is just over the hill. Are you one of those people who believe that stop signs are ornamental? Getting the Vallejo police department out here to cite violators of the City traffic laws would certainly help the situation, but spotting a police officer is almost as rare as finding one of those endangered Red-Legged Frogs. On the brighter side of the issue, we have recently received a commitment from the City to use some of our HID bond money to install four solar powered radar speed signs at selected locations where speeding is a big problem. This includes painting of any kind on your home, unless you are not changing the original color. In order to obtain a building permit from the City of Vallejo, you are required to have a letter of approval from HARC. If you live in the Fairway Villas, Reflections, Summit or Village, you will need to get approval from your HOA as well. CC&R Complaints: Complaints should be submitted using the complaint form on the Hiddenbrooke website under Property Owners and CC&R information. This form will ask for a description of the complaint, the address, your contact information, and you can also attach and submit pictures of the violation. Complaints about a home in the Village, Villas, Reflections or Summit should FIRST be submitted to their respective HOA.
