PURPOSE OF PLAN
The Paonia Jr./Sr. High School Master Plan was undertaken in the winter of 2013 to develop a comprehensive plan addressing the existing school uses and desired new uses in one Master Plan that will guide the development of the school
site over the next one to ten years.
Due to its size, the site is multifunctional in serving not only the school but also the surrounding community. Students,
teachers, coaches, athletes, fitness enthusiasts, wildlife spectators, anglers, hikers, bikers, and informal park users are
just a few of who will benefit from the final development of Paonia Jr./Sr. High School. The final design provides opportunities for high school track meets, football games, soccer games, baseball games and tennis matches. Small performances
or celebrations can be held at the outdoor classroom and accommodations for outdoor community events and recreational
users are bountiful. In following the camaraderie and school spirit of the Screamin Eagles, the design of the ‘Flight of the
Eagle’ path directs athletes and spectators to the sports fields and includes community and alumni donor names supporting their school and alma mater.
The planning process brought together neighbors, the community, recreational users, the Town of Paonia, the Paonia
School Committee, Delta School District and the design consultants. The Paonia Jr./Sr. High School Master Plan is the
accepted plan that provides an outline for physical improvements and school/park priorities.
EXISTING CONDITIONS
Paonia Jr./Sr. High School is an approximately 53 acre school site in Paonia, Colorado. The site is located southwest of
Highway 133 and Grand Avenue. The northern portion of the site includes the existing school building, associated parking, emergency access lane, an informal sod football practice field with goal posts, concrete discus/shot put pads, four
square pad and sand volleyball pit. Basketball goals line the emergency access lane and a Jr. High football field with
cinder track are located on the west side of the school. The southern portion of the school site includes a significant grade
drop with dense vegetation including deciduous trees, tall grasses, cattails, brush and understory. The North Fork Gunnison River runs along the southern boundary of this site and includes a man made levee on its northern banks. This portion of the site is undeveloped, within the 100 and 500 flood plain and has in the past been utilized as pasture land. Large
elk herds are consistently seen wandering and foraging through the entire school site and pedestrian safety, specifically
for students, is a concern with minimal pedestrian walks and neighborhood connections to and from the school.

CONCEPTUAL DIAGRAMS
Conceptual Diagrams
As part of the planning process, two different conceptual diagrams were explored. While both
alternatives focused on working with existing amenities and aesthetically enhancing the school
site, other concerns such as safety, maintenance and costs were taken into consideration during
the design process. Both concepts have similar site components, however, the placement of these
components in each concept is what identifies each different.

Concept 1 (refer to figure on this page) is designed to build upon the existing school amenities,
specifically the football practice field, and new school/park amenities. In addition to working with
the original orientation of the practice football field with other sports fields and site boundaries, this
concept also includes:
-a softball field
-a baseball field
-track field events
-direct student access from school to fields
-fitness stations
-loop perimeter walk
-trail connections
-small parking area at the east end of the field
-bus barn and access
-formalized overflow parking
-4 tennis courts

Concept 2:
Concept 2 (refer to figure on this page) is designed to utilize the most desired existing school amenities and new school/park amenities. The biggest difference in this concept is changing the orientation of the football/track field. The layout for this field allowed for a north/south orientation, a
‘broken-back’ field that is large enough to host soccer games, more spectator parking on the east
side of the field, utilization of a portion of the existing field and more distance between the field and
Highway 133. This concept also includes:

-direct student access from school to fields
-fitness stations
-disc golf course
-loop perimeter walk
-trail connections
-large parking area at the east end of the field
-bus barn and access
-additional student parking

designed to provide more site specific detail and obtain public input in the second public meeting.

2. Grand Avenue is the main road entering the school site. There is not a continuous walk
from corner of entrance into the school site.
3. School property includes 14 acres.
4. Pedestrian connections from the elementary school to the Jr./Sr. high school is a
concern.
5. Apple Valley Park has 4 tennis courts that the school uses for practice. The courts are in
poor shape and the park is clear across town. Paonia does have a tennis team.
6. The North Fork Park District does team with the town on recreational amenities.
City Park
7. The school football team practices and plays their games at the town park. There aren’t
any locker rooms, facilities for players and shelter for inclement weather.
8. Elderly parking is available but limited. Seniors and parents like to drive up close to field
and watch games from within their cars.
9. Admissions is hard to collect due to circulation within the park.
River Park/Trails
10. Connections to the school from the River Park are important. Plans have been prepared
for trail alignment. Access could be a crosswalk south of the pedestrian bridge or under
the bridge on the north side of the river.
11. Trails connecting the library would be great. The trail would need to include a pedestrian
bridge that crossed the river.
Volunteer Park
12. Trail access to this park along the river would be very beneficial. The town would need
to acquire land to allow this to happen. The county owns land to the river on the south
side.
13. ADA fishing ponds would a nice amenity.
14. H.S. baseball practice and play here. The park includes soccer fields, little league fields,
baseball fields and restroom/concessions.
15. Volunteers maintain the park.
16. Babe Ruth rents from the county.

Emergency access is important.
CDOT will be realigning Hwy 133 and will be encroaching approximately 20 feet.
Need more staff parking.
A bus barn is needed.
A north/south football field and track with track events is wanted.
Consider a field design that includes utilizing the practice field.
Outside fence of track needs to be close - spectator views are important. (Holly)

Bleachers and grandstands. Design with a concrete apron and not crusher fines.

restricted hours and public traffic use while school is in session. Gate the trail for
community use and school would need to go through gates when needed.
32. Jr. High activities are important. Consider basketball courts, 4 square, volleyball and
ball wall.
33. Consider natural play areas.
34. No climbing walls are necessary.
35. Allow space for BMW campers, wrestlers, RV users – tent camping.
36. Outdoor classroom/amphitheater.
37. ADA access to the river – trails and a van.
38. Suggest touring Cedaridge and Delta schools.

to avoid stepping on toes. Response was that there will never be enough courts in the
community and that all the courts will be used. The students need on-site practice courts
to compete with other schools like Aspen who have in-door courts for year-round
practice. The proposed courts will be phased later.

While the total cost of the project is unknown at this time, the committee will work with Design Concepts to break the
project into phases and begin applying for grants. The plan is to complete those phases as money becomes available.
But the committee isn't going to sit around and wait. On Sept. 28 and 29, committee members and student volunteers will
host a demolition project to remove fencing and other structures on the north side of the property where the walk and ball
fields will be. The public is invited. They estimate the two-day effort could save them as much as $150,000.

includes educational components, and encompasses a swath of undeveloped land and river frontage on North Fork of the
Gunnison River. Part of that riverfront is owned by the Town of Paonia, which is a partner in the project.

buy-a-brick campaign to help garner grants. The size of the brick or boulder would depend on the size of the donation. A
campaign is expected to kick off in time for the July 4 parade.
Once complete, the entire facility will include more than 350 parking spaces. A three-bay bus barn is planned for the area

Paonia is the only school in the district without a sports facility. The planning process has been ongoing for about 10 years,
said planning committee chair Cindy Swartzendruber. About three years ago the committee raised roughly $3,000 from
private donations for a playground, and found that the money wasn't enough. At that rate, she said, a sports facility like the
one envisioned would never be built.
About two years ago, the committee contacted local businessman Bill Koch for advice. He pointed them to grant writer
Christine Fischer, and last fall the school district, in cooperation with the Town of Paonia, obtained a $75,000 Great
Outdoors Colorado planning grant. The Koch family added another $25,000 matching grant. "I will say over and over again
how grateful we are" to the Koch family, said Swartzendruber.
Design Concepts Community and Landscape Architects, out of Lafayette, was selected to guide the planning process and
create a master plan. Principal landscape architect Shanen Weber moderated the meeting, the first of three public
meetings intended to gather input on the project.

The ultimate vision might also include a baseball/softball facility, tennis courts, parking, lighting, restroom facilities and
much more. And while consideration must be given to other entities and adjoining property owners, "The biggest obstacle
is cost, everybody knows it," said Weber. To address that concern, the final master plan will break the project down into
phases based on priorities and funding.
"This is a little piece of a greater vision," said Swartzendruber. "There are lots of needs in this community. Lots."
