I. OVERVIEW OF THE RALLY
August 26-27, we invite you to Mazeikiai and Viekšniai surrounding areas, where will take place the
traditional, this year anniversary, the fifth Viekšniai Rally Sprint race. It will be Lithuanian Rally Sprint
Championship sixth stage, and the Latvian Rally Sprint Championship sixth stage, because the third year in a
row this rally is included in Latvian Automobile Sports Federation events calendar. Thus, traditionally
principled struggle among the two countries sportsmen will continue in this year. Organizers this year prepared
more challenging track route, consisting of 9 special stages. The crews racing mode will have to overcome
64,40 km, and the whole rally route has increased to 198 kilometers. Like last year, the ceremonial rally start
provided in Mažeikiai. Around Mažeikiai sportsmen will have to overcome two different special stages, one of
them - twice. Other stages will be the traditional rally sprint sections around Viekšniai, but in one of them race
was held the last time a several years ago. In addition all the sections will be somewhat modified. Service Park
provided in traditional place - Mazeikiai Polytechnic School, Viekšniai subdivision. Rally headquarters, as
always, will be located in Viekšniai municipality. By the way, this year the rally participants awaits another
innovation - will not a break and will not a complete regrouping, but only contraction of start order before
entering the Service Park. Friday, August 26, all crews will have the opportunity to test their technique in a
whole new 4.10 km long Shakedown. From 17:00 till 18:30 there will be reconnaissance, and from 19:00 will
start racing drives. Test Stage for each crew can be driven 3 times. Shakedown end - 21:00.
On Saturday, August 27th, from early morning all the crews traditionally will have the opportunity 2 times
to pass all stages to familiarize themselves with the route, and already 14 hours in Mazeikiai alongside the "IKI"
supermarket (Seda str.) will be carried out solemn Rally start. By the afternoon crews will have to overcome
four special stages, which will account for about one third of the race distance. Then awaits a half hour technical
restoration works in the service park and five special stages in the afternoon. Of the nine special stages, which
will have to overcome the sprint rally participants, four will repeated, and one shall be driving at once. The rally
finish in the evening, start of the last stage - 19:18 hrs, and after 20 minutes the first crews will be meet in
Viekšniai muncipality square. 21:30 there will be held a solemn Awarding ceremony and free festive concert.
We invite sportsmen and rally fans to arrive to this interesting traditional rally. Observe the race will be
available for free, but most importantly - do not forget your own and others safety. We wish a good race for
sportsmen and for spectators unforgettable impressions.

4.2 SERVICE REQUIREMENTS
4.2.1 During the rally servicing of rally cars shall be allowed only in the Service park in accordance with
2016 Lithuanian Rally rules, art. 48-52. Refueling is allowed only in the refueling zones in accordance
with 2016 Lithuanian Rally rules, art. 58.1-58.2.
4.2.2 Entering to Service park allowed from 7:00, 27-08-2016 (Saturday).
4.2.3 For each crew only one service car with trailer is allowed ener to the Service park. Special sticker
issued by the Organizer must be stick on the service vehicle windscreen.
4.2.4 It is forbidden to wash the parts and machineries of cars that are using technical oils (engines, gear
boxes and similar) in Service park.
4.2.5 In the place of servicing in the Service Park the waterproof fabric (minimum 4x4 m) must be laid
under a rally car. In the refueling zone a container must be laid under the place of the neck for tank filling
(to collect spilled fuel). Using pumps for refueling, the ends of the tube must be equiped with safety tapes
or valves.

V. CARS, ENTRY FEES, TIRES, FUEL
5.1.1 Eligible vehicles in Lithuanian RSC (classifications, groups, classes):
SG-1 (up to 1600 ccm, single axle drive);
SG-2 (up to 2000 ccm, single axle drive);
SG-3 (up to 2900 ccm, aspirated engines);
SG-4 (over 2000 ccm, single or two axles drive);
Open LRC 1 and LRC 2 classifications;
2WD LRC 3 and LRC 4 classifications.
5.1.2 Eligible vehicles in Latvian RSC (classifications, groups, classes):
„1600” (up to 1600 ccm, single axle drive);
„4WD” (up to 3000 ccm, two axles drive, aspirated engines);
„2WD Open” (over 1600 cm3, single axle drive, classes: L9, L10, L11, L12, L13, L14, N1, N2, N3, A5, A6,
A7, R2, R3);.
„4WD Open” (up to 4000 cm3, two axles drive, classes: L9, L10, L11, L12, L13, L14, N4, A8, R4, S2000,
WRC).
„Clasica” rear axle powered cars with a front engine and transmission position (classes Clasica 3000,
Clasica VAZ)
5.1.3 Eligible vehicles in "Rally MAŽEIKIAI-VIEKŠNIAI 2016" classifications:
2 WD (single axle drive);
AWD (two axles drive).
5.2 Entry fees :
5.2.1 For Lithuanian RSC and only "Rally MAŽEIKIAI-VIEKŠNIAI 2016" participantss:

5.2.2 For Latvian RSC participantss:

5.3 Rally cars of every crew, using E 85 fuel – bioethanol, must be marked by special stickers (min.
measurements: 160x120 mm), with note E 85 must be written on blue background. Height of the letter and
the digits is: 80 mm, symbol thickness: 14 mm. Stickers must be stuck on car bodywork, above rear wheel
arches – no further than 200 mm from top of the arch on both sides of the car.
5.4 During reconnaissance (including “Shakedown) participants may use only certified, driving on public
roads during the summer season tires, which are in conformity with Lithuanian Road Traffic law. During
rally allowed use only racing tires intended for gravel roads. All the participants are allowed to change
tires only in the Service park.
5.5 Refueling is allowed only in Refuel zones.

VII. RECONNAISSANCE
7.1 Reconnaissance is mandatory for every crew. Only crews, participating in Shakedown, may recognise
with this stage.
7.2 Any violations of the crews during reconnaissance will be captured by GPS („Global Positioning
System“) devices and the Organizer authorized officials, who shall register violations in the Crew's cards.
7.3 All special stages are allowed to be driven no more than 2 times. Because SS1 and SS3, SS4 and
SS5, SS6 and SS8, SS7 and SS9 are identical, all mentioned stages shall be counted as one stage.
7.4 The crews must drive in such a way that no danger or inconvenience is caused to the people residing
close to the Rally course during the reconnaissance. Driving in the opposite direction is strictly prohibited
in the special stages. Please note: Speed limit in Lithuanian Republic on unpaved roads in non-residential
areas is 70 km/h. GPS („Global Positioning System“) devices and police will check the speed during the
reconnaissance.The speed may be reduced by respective road signs, marked in the Road Book. Use of
anti-radars and radar detectors is prohibited.
7.5 During reconnaissance the crews must comply with Supplementary Regulations, Lithuanian Rally
rules, LRSC Regulations and its annexes and Lithuanian Road traffic law requirements.
7.6 Reconnaissance vehicles. Reconnaissance may be performed only on recce vehicles, registerd by the
Organizer. Recce vehicles must meet the requirements of 2016 Lithuanian Rally Rules art. 25.1. During
receiption of the Road Books, the crew must indicate his recce vehicles, which will be used for
reconnaissance, as well as all service and representative vehicles.

8.2 During the pre-start scrutineering the participants or members of team must present valid documents
referred in Supplementary Regulations.
8.3 Competition numbers and rally mandatory advertising, which will be issued during administrative
checking, the crew must affix on their cars before scrutineering.
8.4 Check-up of driver’s helmets and driver’s equipment shall be performed during the pre-start
scrutineering and in the pre-start area and in the Service park repeatedly.
8.5 Schedule with each crew designated arrival times to administrative checking and scrutineering will
be published in conjunction with the start order 17-08-2016 (Wednesday) at 15:00 www.mazeikiuask.lt,
www.lasf.lt, www. laf.lv
IX. TEST STAGE (SHAKEDOWN)
9.1 Test stage (Shakedown) will be carried out 26-08-2016 (Friday) from 19:00 till 21:00. Distance of the
stage – 4,10 km, road cover – gravel. Test Stage (Shakedown) allowed to be driven 2 times during
recconaissance and 3 times in racing mode for each crew.
9.2 All drivers who wants to take part in the Test Stage, must it indicate in the electronic Entry Form,
which must reach the Organizer no later than 17-08-201 (Wednesday) 17:00.
9.3 Test Stage entry fee is 60 Eur, if payed till 17-08-201 (Wednesday) 17:00. After this time payment
will be reduced to 90 Eur.
9.4 Test Stage will not be carried out and full Test stage payment will be refunded, if the number of
participants will be less ten. In all other cases, except force majeure, Test Stage payment will not be
refunded.
9.5 The cars, participating in the Test stage must be conducted scrutineering. Competition numbers and
rally advertising stickers issued by the Organizer must be sticked on the cars.

X. START PROCEDURE IN SPECIAL STAGES
10.1 In all Special Stages start will be executed by means of the electronic timing equipment. When 30 seconds are
remaining to start, the crew is handed in the timecard. The electronic clock shows hours, minutes and seconds. When
5 seconds are remaining to start, five red lights will light up every second from one to five. Then these five lights are
extinguished, and the crew must start. In case when the crew start is correct, lights green and continues to light for 20
seconds. In case of premature start - display shows "FALSE" and shows the time, the crew brought forward the
belonging start. In case if electronic equipment is not installed or it is not functioning, the start procedure shall be
carried out following the requirements of art. 37.3 of 2016 Lithuanian Rally rules.

XII. INFORMATION FOR MEDIA
The decision on the accreditation is carried by the Organizer. Accreditation in the rally is free. Photographers and
cameramen must work with Organizer issued “PRESS” vests, and for which must pay 20 Euro deposit. Accreditation
and vests issuing will be carried out in rally HQ on race day from 9:00 till 12:00.
