our meeting today. Tim McArdle from Le Roy Central School
joined us today.

Hartwood Park, Relay for Life
is August 6th and The Moose
Spring Raffle is April 17th. Martha Bailey is now accepting jobs
for Rent a Rotarian. Sam Vagg
reported that everything is on
track with the Graze to Raise. The
event is scheduled for May 20th
at Mercy Grove. We are looking
for auction items and tickets
are now available. Tickets will
sell out fast, so she encouraged
Rotarians to get them quickly.
Kim Cox reported that Interact
will be hosting a Roller Skating
Party at Wolcott Street School on
March 18th.

Le Roy Central School residents are being asked to authorize the district to borrow money
for the purchase of new school busses in an amount not to exceed $306,500. This dollar
amount would purchase two (2) full size 65 passenger school busses equipped with a
two-way radio and a video surveillance system, one (1) 21-passenger wheelchair bus with
interior surveillance equipment and two-way radio package and one (1) 8-passenger van
with two-way radio package. These purchases will replace existing vehicles.
Le Roy Central School District has implemented a 10-year replacement cycle for all school
busses. This replacement cycle is based on a history of mileage and usage. The District
has found that maintenance costs, body repairs, rust damage and safety issues increase
significantly once a bus reaches approximately 10 years of age, particularly as school
busses must pass New York State D.O.T. inspections twice a year. Additionally, the strain of
typical driving patterns create a faster wear on busses as an average school bus makes an
approximately 100 stops and starts during a single day.
All public schools in New York State receive a reimbursement from New York State for such
school bus purchases over a 5 year period. Le Roy Central School District’s reimbursement ratio is currently 90%, thus the taxpayers would be responsible for the remaining
10%. The District’s plan is to borrow these funds to align the debt repayment with the
reimbursement period.

The total Le Roy taxpayer cost would be $30,650 for this proposition, which when divided
over a five year payback period is approximately $6,130 per year from the General Fund
Budget. When this amount is then divided into the assessment value total for the entire
District, each taxpayer will pay approximately less than two cents per thousand dollars
assessed value each year. In other words, if your home is assessed for $100,000 you would
pay less than $2.00 dollars a year for this proposition. If we factor in the salvage value of
the old busses, this amount is even less each year.

Game 2 for the ramparts took
place on Saturday, the 19th
against West Seneca. The Ramparts took the lead early and never
let go. The game ended in a 7-0
win for the Ramparts. During this
game we saw a breakaway goal
scored early in the 1st period by
Will Eschberger of LeRoy followed by another 1st period goal
netted by Tyler Kidder. In the
2nd period both Kidder and Eschberger chalked up assists with
a Kidder to Addison Warriner
goal and an Eschberger to Matt
Rogers goal. The third period was
led off by an unassisted goal from
Anna Stevens of Stafford, a goal
by Kidder assisted by Warriner
and picture perfect Eschberger
to Rogers to Steven goal to round
out the game. Matt Rogers was
hailed as game MVP!
Game 3 was played a few
hours later when the Ramparts
took on the Wheatfield Blades.
Period one had goals scored by
Will Eschberger of LeRoy and
Tyler Kidder of Batavia, along
with a Wheatfield goal leading
to a period ending score of 2-1.
In the 2nd period Wheatfield
scored again, with an answered
goal by Kidder for Batavia. The
Ramparts took back the lead in
period 3 with a goal by Eschberger, and a Kidder goal assisted by
Anna Stevens of Stafford. The
Ramparts skated away with a 5-2
victory. Tyler McClurg of LeRoy
was named game MVP!
Game 4 of the tourney for the
Ramparts (and the 3rd game of
the day Saturday) took place at
6 pm against the West Seneca
White Sabres. The Ramparts
were pretty much out of gas after
a late game the night before and
2 games earlier in the day, but
Tyler Kidder of Batavia came out
strong to net a goal early in the 1st
period and then the Ramparts as a
whole held their ground to secure
a 1-0 win and a secure a spot in
the Semi-Final round of play!
Justin Valyear of Alexander was
named game MVP!
Game 5 for the Ramparts was a
Semi-Final game against the Depew Saints. The game started out
festively as the entire rink sang
“Happy Birthday” to Rampart
Anna Stevens of Stafford in honor of her entry to double-digits!!
The festivities quickly came to a
halt and the winning streak for
the Ramparts came to an end with
a decisive 7-0 loss to the Saints.
Goaltender Robert McCarthy
of Medina was awarded the tournament MVP, a true honor and
one that was very well-deserved
and hard-earned!
In other Rampart news ... the
14U, 16U and 18U teams all took
place in the State Tournaments in
Buffalo from March 18-20th. The
weekend prior (March 11-13)
saw tournament play for the Pee
Wee A team in Cheektowaga, The
Pee Wee B team in Brockport and
the Squirt B team in Brockport!
The regular season has drawn
to close, but, many team members
will be playing in the Scottsville
Spring Hockey League beginning

“There is not a person alive
that remembers the excitement
on April 1st when the flamingoes
returned to LeRoy . . .”
It is a tradition in Washington,
D.C. to have an Easter Egg Roll
on the front lawn of the White
House. In fact, a few years ago,
when I was in Washington, I happened to see all the preparations
being made for this colorful event.
Thousands of people flock to the
White House to find, roll and in
some cases throw, Easter Eggs.
Although there are unsubstantiated stories that Dolly Madison
may have had Easter egg rolls,
it is generally accepted that the
first Easter egg roll for the public
was held on April 2, 1877, on
the grounds of the United States
Capital. Rutherford Hayes was
President.
Many years later, Franklin Roosevelt halted the event but Dwight
Eisenhower reinstated the event
on April 6, 1953 and relocated it
to the White House lawn where
it has been held every year since.
What most people don’t know
is that the Easter Egg Roll was a
popular event in LeRoy, over forty years before Rutherford Hayes
began the tradition in 1877.
As most of you know an unusual phenomenon occurred in
LeRoy on April 1 every year. This
was the day that the huge flocks of
flamingoes returned to nest on the
chimneys of the houses in LeRoy
and to eat the large quantities of
fresh water shrimp that lived in
the waters of Oatka Creek.
You might have read several
years ago that Jacob and Charlotte
LeRoy always hosted the annual
Flamingo Cotillion here at LeRoy
House, and each year the decorations were unique and elegant.
One year – it was 1837 to be
exact and the reason why I remember that day is because that
was the year Marietta and Emily
Ingham were invited to the party.
They had gone first to Attica to
begin a girls’ seminary, but a
committee of people went to Attica to persuade the Ingham sisters
to come to LeRoy and establish a
school on the banks of the great
Oatka Creek.
Emily and Marietta arrived in
town in the early spring – probably
around the end of March. They
still hadn’t made up their minds
about moving to LeRoy, but the
more they looked around, the
more they liked what they saw.
Charlotte LeRoy, always a
gracious hostess, invited Marietta and Emily to the Flamingo
Cotillion. This was the year that
Charlotte had decided that the
theme for the Cotillion would center around eggs – flamingo eggs.
Since flamingoes only lay one
egg each year, it wasn’t in the best
interest of the flamingoes to steal
eggs from their nests, so Charlotte
saved all the paper mache’ packages that her silk stockings came
in and asked her friends to save
their L’Eggs , too. Flamingo eggs
aren’t pink, but Charlotte liked
the color, so she painted all the
eggs pink. She put them in nests
of excelsior on the mantles and
made centerpieces for the tables.
In each egg she put a small gift.
Everyone said that Charlotte
had really outdone herself that
year. The next day, Charlotte
asked her children to help clean
up after the party. Thirteen yearold Thomas and twelve-year
old Augustus really
didn’t want to help,
but they said they
would gather up all
the excelsior if Charlotte who was nine,
agreed to gather up
all the pink eggs.
The two youngest
LeRoy children, six
year old Catherine
and three year old
Edward really wanted to help, but were
told they were too young. Besides,
they were not tall enough to gather
the decorations from the mantles.
It took all day to clean the
house and in the evening while
everyone was sitting around
recounting what a great party it
had been, Catherine and Edward,
who were still mad about being
told they were too young to help,
stole the baskets of eggs and hid
them. They went outside and hid
the eggs in the bushes and trees.
They had a great time! They were
even surprised when their mother
didn’t get mad at them and instead
suggested that they invite their
friends over for a flamingo egg
hunt. It was so close to Easter that
everyone thought that it would be
a great idea to hold the egg hunt
on Easter Sunday after church.
So on Easter Sunday, 1837, the
first Easter Egg Hunt was held
in LeRoy.
To commemorate this historical
event, LeRoy House will be open
on Friday and Saturday, April 1
and 2, from 1 until 4. Come with
your family and count flamingoes
and find a pink flamingo egg. It’s
all for fun and it’s free. And make
sure to have your picture taken
with our “new” Statue of Liberty,
who has also returned to LeRoy.

I would like to thank the people
of the Village for re-electing me
to be the Mayor for another four
years. In the last few months
many people have approached
me, and asked why I would want
this thankless job. Nothing could
be farther from the truth, it is a
very rewarding position and the
people of the Village have been
very supportive. It is my honor to
serve in this capacity and will do
my best to live up to your expectations, Thanks, again.
Along with me, newly elected
Trustee Ray Yacuzzo and re-elected Trustee Jim Bonacquisti will
make up the Board. Ray brings a
level of experience and political
connections that is unmatched.
Jim has been a solid Board member for four years, and is very
instrumental in the hiring of new
police officers.
With the good comes the bad,
Mike Tucci will be leaving the
Board, he and his wife Casey just
had their second daughter. Mike
has decided he is needed more
at home. We hope to see Mike
return to the Board at some time.
Mike brought a perspective to
the Board of the future of LeRoy
with a respect to the past. He will
be greatly missed; his follow
through and attention to details
was a great asset to the Board.
(That obviously serves him well at
Tompkins Insurance). If you see
Mike, thank him for his service.
On this past Sunday, I went to
an Open House on 109 East Main
Street, the listing agent was from
the East side of Rochester. She
was completely taken in by the
beauty of our little Village. She
called it a hidden gem, as she
had never been here. Sometimes
we don’t realize just how lucky
we are to live in a place like this
every day.

Police Report
3/22/2016 - The Genesee Co. Probation Dept. conducted a search at
5919 Cook Rd., Byron, NY, the residence of Gregory J. Vogt whom
is presently under the supervision of the Probation Dept. The Genesee
Co. Sheriff’s Office and the NYS Dept. of Environmental Conservation
also assisted at the scene.
Various items were seized during the search and as a result of the
investigation, Vogt is presently charged with: 6 counts of Criminal Possession of a Weapon, 3rd (D-Felony); 5 counts of Criminal Possession
of a Weapon, 4th (A-Misdemeanor); Unlawful Possession of Marihuana;
The NYS Dept. of Environmental Conservation filed charges including
Illegally Taking a deer, Trapping without a License and taking Wildlife
in Contravention of Environmental Conservation Law.
Vogt was arraigned on the listed charges and was committed to the
Genesee Co. Jail on $25,000 cash bail/$50,000 bond. Vogt is to reappear in Byron Court on March 28, 2016 at 5:00 pm.
