Legislative Successes
In 2015, Challenges
Ahead For Next Year

The Holiday season is in full
swing already, and it’s hard to believe that the end of one year and
the beginning of another is only
weeks away. At this time of year,
it’s important to reflect on some
of the past year’s achievements,
while looking ahead to legislative
priorities for next year.
This year’s state budget restrained spending for a fifth
year in a row and rejected tax
increases. In fact, over the past
five years, a $10 billion deficit
has been turned into a surplus,
creating an opportunity to return
more money to taxpayers.
This year’s budget committed
a record amount of funding to
fully fund STAR and Enhanced
STAR. Additionally, the budget
delivered bigger rebate checks for
a second consecutive year. Most
importantly, the property tax cap
was renewed.
While the cap hasn’t solved all
of our problems, it has helped to
encourage fiscal discipline and
keeping a lid on tax increases.
According to one study, taxpayers
have saved more than $7.6 billion
since it was enacted four years
ago. In 2015-16 alone, homeowners are expected to save a total of
$3.3 billion in school taxes.
Overall, New York’s fiscal
house is in order. Now, our community is finally experiencing an
economic resurgence all across
Western New York, from Buffalo
to Batavia to Rochester. In the
last five years, 673,500 jobs have
been created. Today, hundreds of
economic development projects
are investing hundreds of millions of dollars across the Western
New York region.
From an on-time state budget
to a renewed property tax cap,
there have been many accomplishments. However, challenges
still remain ahead.
The State Legislature will
reconvene on January 5th for
session. My major priorities are
fixing the Common Core learning standards, securing Upstate
New York’s fair share for our
infrastructure, and crafting a state
budget that is fiscally responsible.
First, it’s time to correct the
Common Core by passing common-sense reforms to empower
parents and teachers, restore local
control and address problems
caused by an overemphasis on
standardized testing.
Second, it’s time for Upstate to
get its fair share of transportation
funding after Governor Cuomo
and the New York City Mayor
agreed to send billions of state
tax dollars to down state’s Metropolitan Transportation Authority.
Our crumbling roads and bridges
have been put on the back burner
for too long.
Lastly, the budget must continue to keep spending under
control, reject new taxes and
include initiatives to help our
local economy grow and thrive.
I look forward to addressing
these challenges in an effort to
serve you, your family and our
community. From my family

prosperous New Year!

our Annual Cookie Auction. The room was filled
with guests, beautiful

gifts for our auction today.
All proceeds from today’s
auction will benefit the
Le Roy Food Pantry &

Prior to the festivities,
several announcements were
made. Salvation Bell Ringing at
TOPS on December 11th, Rotary
Caroling at December 13th,
LeRoy Rotary Holiday Party at
the Gugino’s on January 2nd,
and the Area 14 Holiday Party
on January 8th at Terry Hills.

LeRoy Wins Again in GCC’s Play to Get Fit Challenge
The Health and Physical Education Department at Genesee
Community College congratulated Wolcott Street School in
Le Roy for winning the 2015
Play to Get Fit Challenge. Le Roy
has captured the title two years
in a row. This is the fourth year
GCC has conducted the program.
The Genesee Play to Get Fit
Program was created for third,
fourth and fifth graders in the
GLOW (Genesee, Livingston,
Orleans and Wyoming Counties)
region to show how many minutes they spend engaged in physical activity outside of school.
Children keep track through
a specially designed “Play to
Get Fit” calendar log. Walking,
biking, running, skating, swimming, playing a sport, playing
tag, playing on a swing set and
other active, creative games are
all eligible for active “credit.”
However, video fitness games
utilizing Wii or Xbox Kinect are
not eligible.

LeRoy House will be open at 7
pm on New Year’s Eve. Anyone
can stop by and have a cup of
warm cider, or a cup of coffee.
We’ll have the fireplace lit in the
basement and you can try your
hand at skittles or a game of euchre. The upstairs parlors will be
set up for skittles and we’ll see
who can get the highest score.
The crinkinole board will be set
up and many of the other games
There is plenty of parking in the
parking lot and we will light the
Jell-O Brick Road with luminaries
to light the way. And you’ll have
a front row seat to join the crowd
down by the creek to see the fireworks at 9 pm.
This is a very traditional way to

celebrate the New Year and I am
sure the LeRoy family would be
glad that we have decided to have
this open house. In the 1820s and
1830s when Jacob and Charlotte
LeRoy lived in the house, New
Years was the big holiday, not
Christmas. It was the custom for
men to go out on New Year’s Day
and visit all the neighbors while
their wives stayed at home to welcome everyone, with a table filled
with cookies and cakes. We have
no idea whether Charlotte and
Jacob entertained on New Years,
however, in Geneseo, Mrs. Wadsworth mentioned that she stayed
at home, and no one showed up,
much to her chagrin.
There were many other Dutch
traditions at New Years. Mrs.
LeRoy would have made sure
her cook prepared honey cake to
guarantee a prosperous new year.
And there would be plenty of the
delicious Oliebollen, filled with
raisins and rolled in sugar. Both
of these recipes were included
in her little hand-written recipe
book. Oliebollen is delicious and
reminds me of a doughnut which
is deep fried in oil. Oliebollen
can be traced to the 1600s and is
included in the 1683 edition of
“The Sensible Cook.” Oliebollen
is also called oliekoecken. I have
used several different recipes. The
following recipe is from Peter
Rose’s book about Dutch holiday
cooking “Delicious December.”
½ cup warm water
3 pkg. active dry yeast
pinch plus 1/3 cup granulated
sugar
8 tablespoons (1 stick) unsalted
butter
1 ¾ cups raisins (I like using
golden raisins)
4 cups all purpose flour
1 tablespoon ground cinnamon
½ teaspoon ground cloves
½ teaspoon ground ginger
¼ teaspoon finely textured salt
1 ½ cups whole milk
1 cup whole unblanched almonds
3 medium Granny Smith apples, peeled, cored and cut into
small slivers
oil, for frying
confectioners’ sugar or granulated sugar, optional
Pour warm water into a small
bowl and sprinkle with yeast and
sugar. Let stand for a minute, then
stir to dissolve yeast. Set aside in
a warm place.
Melt butter on the stove or
in the microwave, and let cool.
Place raisins in a saucepan, cover
with water and boil for 1 minute.
Remove from heat, cool for 5
minutes then drain. Pat dry with
paper towels and mix with 1 tablespoon of flour.
Place remaining flour in a large
bowl, stir in cinnamon, cloves,
ginger and salt. Make a well in
the middle and pour in yeast
mixture. Stirring from the middle,
slowly add melted butter and
milk. Continue to stir until flour
is completely incorporated and
a very stiff barter forms. Thoroughly mix in raisins, almonds
and apples. (I have never made
oliebollen with fresh apples.)
Cover bowl and allow batter
to rise for about an hour or until
doubled, then stir down. Heat
about 4 inches oil to 350 degrees F
in a large pot or use a deep fryer.
Using a large spoon, gather batter
about 2 inches in diameter and
carefully, hold the spoon near the
hot oil and push the batter off the
spoon with another spoon. Fry
on each side about five minutes
or until golden brown. Check
for doneness by cutting into one.
Drain on paper towels. Dust or
roll them in confectioners or
granulated sugar. Yield: about 36.

The Wolcott Street School staff
has generously filled stockings
with gifts for needy families in
the community. These will be
distributed next week and will
surely bring a smile to the faces of
many. In addition, students from
both schools have been spotted
ringing the bell for the Salvation
Army at Tops Market. There is a
true sense of community being
demonstrated by all during this
special time.

foxes are present in the area due
to 3 specific reasons: 1) they have
located a food source nearby,

cat dishes, 2) they feel safe due to
