LETTER FROM THE CEO
Tom Torkelson, CEO and Co-Founder
At IDEA Public Schools, we are
committed to transformational
change through education.
We know that a great education
changes lives. For individual
students, it provides opportunities
where there may have been few. For
families, it is the catalyst for
generational mobility. For
communities, education is the
foundation of economic, social and
democratic progress.
Ensuring that all students have access
to life-changing educational
opportunities is not just the challenge
we face as a district, but the most
pressing challenge we face as a
nation. Despite an ongoing national
conversation about the economic and
educational disparities in America, the
achievement gap has never been
larger than it is now.* Alarmingly, only
8% of low-income students graduate
with a college degree.
Across 30 schools in
three regions, more than
15,000 students are taking
their first steps toward a
college degree.
As the achievement gap widens, the importance
of a college degree increases. For individuals, the
disparity in weekly earnings between those with
a bachelor’s degree and those without is as large
as it has ever been. As a nation, if we endeavor
to be a leader in an increasingly competitive
global marketplace, access to college for all
children is not a luxury; it is a necessity.
At IDEA, we believe that every child, regardless
of their background, deserves the unlimited
opportunities provided by a great education. We
believe that a great education includes a college
degree. We believe that if enough students
realize these opportunities, they will transform
their communities, their state, and their country.
Fourteen years ago, this vision inspired us to
open our first IDEA school. Today, that vision is
being realized. Across 30 schools in three
regions, students are taking their first steps
toward a college degree. Across the country,
IDEA alumni are entering and graduating from
college at unprecedented rates. This year,
99.7% of our graduating seniors matriculated to
college. To date, IDEA alumni are graduating
from college at twice the rate of their Texas peers
and at five times the rate of low-income and
Hispanic students nationwide.
This success is only the beginning. I know that
the next generation of innovators, entrepreneurs
and community leaders is sitting in our
classrooms now. To unlock their potential, we will
continue to improve our approach to
personalized and adaptive learning. To inspire
and guide them, we will continue to invest in the
best teachers and leaders for our classrooms
and schools.

I know that every one of our students can receive a college degree. To prepare them, we will provide access
to a rigorous, college preparatory curriculum for every child that prepares them to enter the tier one and tier
two universities that provide an abundance of resources for our students to thrive. To support them, our
alumni team will guide them through nearly every aspect of their college transition.
In 2013, we tackled these challenges head on. The results speak for themselves:
EXPANSION
We expanded to serve more than 15,000 students
across 30 schools in three different regions in Texas.
ACHIEVEMENT
We graduated more than 400 students who were all
accepted to college.
RANKING
US News and World Report Report ranked every one of
our high schools with enough data in the top 1% of all
high schools in the nation.
ACADEMIC
Once again, we received the highest possible
academic rating from the state of Texas.
This year, 99.7% of
our graduating
seniors matriculated
to college. To date,
IDEA alumni are

college at twice the
rate of their Texas

IDEA PUBLIC SCHOOLS
At IDEA, we know that the most
important two factors in the success
of our students are their teachers and
school leaders. They are the faculty
and staff who blaze trails as leaders,
innovators, mentors and advocates
for our students.
To ensure that every IDEA student has
access to a great teacher and school
leader, we have developed a
comprehensive approach to
recruiting, developing, and retaining
great teachers and leaders. Once
becoming part of our Team and
Family, teachers participate in
continuous professional development,
beginning with New Teacher Institute
and Elementary Teachers Academy.
Throughout the school year, our
teachers are frequently observed,
given feedback, and coached
through the year-long Professional
Development Cycle on how they
can improve to ensure their
students’ success.
We aim to not only set our people up
for success, but also to develop and
retain the next generation of
transformational IDEA leaders.
The vast majority of current school
leaders were once IDEA classroom
teachers, developing their skills in the
Action Learning Program for rising
leaders and the Rhodes Fellowship
for aspiring school leaders. By
investing in recruiting, developing
and retaining the absolute best
teachers and school leaders, we can
ensure that our students are receiving
the quality education they deserve.
Cutting Edge Program Model
“We see and then
we do what is best
for our kids…
every single day.”
– Pablo Mejia,
Director of Individualized Learning
IDEA offers students a rigorous and
personalized foundational curriculum
called BetterIDEA. BetterIDEA
combines a rigorous classroom
curriculum with an innovative
approach to personalized learning
through the use of blended learning
technology. IDEA's classroom
curriculum allows students to
advance at their own pace in reading
and math. The curriculum is proven
to accelerate learning in all students,
including gifted students and those
with learning disabilities. The
program enables teachers to
differentiate for students at various
learning levels and bring struggling
students to grade level faster.
Beyond the traditional classroom
setting, elementary and middle
school students at IDEA’s hybrid
campuses spend a quarter of the
school day supplementing their
classroom learning by working on
individualized lessons in blended
learning labs. These labs utilize new
and adaptive learning technologies
and provide spaces for students to
work at their “just right” reading and
math levels. Moving forward, IDEA
will continue to refine and
implement an increasingly
personalized learning model that
ensures success for all students.

A college-going culture
and curriculum for all
“Education is the
greatest equalizer in our
society. IDEA provides a
world class education
to children who would
normally get lost in
the traditional public
school system.”
- Bill Carrera,
Member, Board of Directors
When visitors arrive at an IDEA
campus, the first thing they often
notice are the college banners
hanging from the rafters and the core
value posters on the walls. While
these are the most outward displays
of our focus on college success,
IDEA’s college-going culture shines
through in the classroom.
IDEA teachers emphasize the sense
of what is possible for students in
college and beyond. This focus is
evident in the classroom, where
students, teachers and school
leaders all work together toward the
goal of college success.
A college-going mindset is only one
part of the equation. In order for
IDEA students to be truly
college-ready, they must have

access in middle and high school to a
challenging college preparatory
curriculum that teaches them to write
effectively, read complex texts, think
critically, and drive their own learning.
In middle school, students are
introduced to a rigorous pre-AP
curriculum. In high school, all
students will prepare for and enroll in
Advanced Placement courses. These
courses allow students to experience
and prepare for college-level rigor
while working toward earning college
credit. This year, IDEA students took
an average of five AP exams and
more than 180 students earned
college credit based on their AP
scores. At IDEA College Preparatory
in Donna, 46% of students earned
the prestigious International
Baccalaureate diploma.
Unprecedented support for
students to and through college
IDEA boasts a tremendous track
record of not only getting our
students to college, but also
through college successfully.
Nearly two out of every three IDEA
alumni will be the first person in
their family to graduate from
college. The way we prepare our
students for the academic, social
and financial demands of
post-secondary education is part
program, part planning and every
bit passion on behalf of our
students and families.
At IDEA Public Schools, students
receive an unparalleled level of
support on their road to college.
IDEA’s Directors of College
Counseling are focused solely on
assisting students and families
through every step of the college
application process, from
identifying potential colleges to
guiding students and families
through the financial aid process.

INDIVIDUALIZED LEARNING AT IDEA
"If there's a single reason for supporting IDEA or sending a child to an
IDEA school, it has to be the opportunity for student success in life."
– R. David Guerra, Member, Board of Directors
Blended Learning
Race to the Top
Learning is a complex and individualized
phenomenon, and no two children are alike.
IDEA students arrive on campus with a
variety of needs, interests and learning styles.
At IDEA, we are committed to an individualized
approach to teaching and learning that meets
each student at their individual learning level and
maximizes their opportunities for success.
In December 2012, IDEA was awarded a $31
million grant to expand its approach to blended
learning as part of the nationwide Race to the
Top District competition, a U.S. Department of
Education program. Race to the Top complements
IDEA’s existing commitment to personalize and
deepen student learning in order to profoundly
impact student achievement, teacher
effectiveness and ensure college readiness
and preparedness.
A critical component of IDEA’s individualized
approach is blended learning - the use of adaptive
learning technology to supplement traditional
classroom instruction. The centerpiece of IDEA’s
blended learning approach is the use of two
technology-based learning labs: the iLearning
Hotspot and Accelerated Reader Zone.
In the iLearning Hotspot, students work with a
variety of math software programs that adapt the
pacing, rigor and content of the lessons based on
student performance. Students working in the
Accelerated Reader Zone choose from a wide
selection of books at their reading level and track
their progress on individual mastery tests.
This blended learning approach is not only
exciting, it is effective. Students needing
remediation are getting caught up faster. Students
needing enrichment are benefiting from advanced
content. Most importantly, every student is getting
the lessons they need, when they need them, in a
fun and empowering format.
12 IDEA PUBLIC SCHOOLS
This year, the promise of these new projects has
become a reality. A wide range of Race to the Top
projects, from college summer experiences for
IDEA students to new online Advanced
Placement and language offerings are in the
early stages of implementation.
Of these projects, one of the most exciting is
IDEA’s reimagined approach to student
intervention. This year, IDEA launched a
competitive pilot on four campuses to create
innovative solutions to providing effective,
real-time intervention to improve student
performance. Through the use of technology and
new data systems, these campuses are finding
new ways to target individual teaching and
maximize learning time to ensure that every
student is on track to graduate college-ready.
By leveraging key learnings from these
campuses, IDEA will scale a revised approach to
intervention to all secondary schools. The Race
to the Top implementation is creating
unprecedented opportunities for new
programming that cements IDEA as a leader in
innovation among public schools systems nationwide.

GROWTH AND EXPANSION
The demand for high quality, high performing public charter school
options has never been greater, but the supply of truly great
schools is short.
With more than 15,000 students enrolled in 30 IDEA schools in
three different regions of Texas and an additional 18,000 students
on waiting lists, how IDEA responds to this significant demand for
new schools will define us for both the near and long term. This
year, IDEA opened two new schools on the IDEA South Flores
campus. In 2014, IDEA will open four new schools in San Antonio
and two new schools in the Rio Grande Valley.
Being able to meet the demand for high quality, high performing
public charter schools is fueling an ambitious but attainable
expansion program at IDEA. By the 2017-2018 school year, IDEA
will have 60 schools and the accompanying ability to educate
more than 42,000 students across the state of Texas.
