The Mexicans are coming...
for cheaper labor. But now that
it costs more to manufacture in
China than in Mexico and costs
less to ship the products into the
U.S. and allows management to
exercise real time management
of products and designs and labor
forces, Tijuana is back; Mexico
is back.
At the same time, drug cartel
violence along the border has
receded and American tourists
are returning to Baja California
where 250,000 Americans live in
oceanfront luxury for a fourth of
what it costs just a few miles north
in San Diego/Coronado/La Jolla.
American companies are opening many manufacturing facilities in Tijuana. It has a large international
airport, good roads and trucking facilities, access to San Diego and Los Angeles/Long Beach harbors.

They spend real money earned
from national oil sales to the
United States, from cars built in
Ford, General Motors, Nissan and
Volkswagen plants. Thousands
of flat screen televisions are assembled in Tijuana and Rosarito
Beach just minutes south of San
Diego. Aerospace subcontractors
of the largest U.S. companies hum
with activity in massive industrial
parks of Tijuana, Mexico. That
is, companies that survived the
great exodus to China ten, twenty
years ago.
For a while, it seemed like
“Chia”pets would be the only
industry left in Baja California, in
Tijuana that the New York Times
once called the “Silicon Valley”
of Mexico. SONY used to build
thousands of brand television sets
in factories all over Tijuana. 200
18-wheel trucks full of SONY
televisions were shipped through
the border EVERY DAY of the
week, Monday through Saturday.
But SONY pulled out; China
beckoned.
No more, the Los Angeles Times
recently published a lengthy
article that American firms were
returning to Mexico and creating
thousands of new jobs like they
used to twenty and thirty years
ago.
American companies are opening manufacturing facilities every
day in Tijuana. It has a large
international airport, good roads
and trucking facilities, access to
San Diego and Los Angeles/Long
Beach harbors, rail service from
San Diego/Orange and Los Angeles Counties and a highly skilled
work force that earns the highest
wages of all working Mexicans.
Tijuana has been a boom town
many times in the past. Forty
years ago real estate developers
would come from Mexico City
to buy land on the city’s outskirts
erect billboards selling tract two
and three bedroom houses with
tiny yards and sell out the entire
project without grading the land or
building roads. Then water shortages would slow development
down then spike up again when
the federal government opened
up aqueducts from the Colorado
River on the east.
Tar paper shacks covered every
square foot of river bottoms and
hillsides. Poverty abounded, no?
Actually, people were stunned
to see brand new pick-up trucks
parked in front of those very same
tar paper shacks. Houses couldn’t
be built fast enough to satisfy demand. Tijuana streets were paved
in “Gold.”
Meanwhile, Mexico passed
laws that conformed to American customs duties that allowed
American companies to ship raw
materials or semi-finished goods
to Tijuana where the final products
were assembled then returned to
the US with customs duties just
on the “added value” which meant
the cost of the Mexican labor,
not on the value of the finished
product.
Then companies left for China
El Concilio Family Services
recently elected new leadership
to its 2015 Board of Directors
including new board members.
The new officers are: Ernie
Villegas, Chairman of the Board;
Richard Jaquez, Vice-Chairman;
Eduardo Miranda, Secretary; Dr.
Richard Duran, Treasurer and
Andres Herrera, Executive Board
Member. The two new members
are, Maria Ventura of Southern
California Gas Company and Jesse Zamora of the Ventura County
Credit Union.
Ernie Villegas, District Director
for Assemblyman Jeff Gorell has
over 20 years experience in governmental affairs. Maria Ventura
is the Gas Company Public Affairs
Manager for Ventura County; she
has more than 10 years of experience in communications and
government affairs. Jesse Zamora is the Community Outreach
Officer for the Ventura County
Credit Union. He is responsible
for community outreach, financial
literacy and membership growth.
The Board of Directors recently
went through a restructuring of
the organization and as a result,
named Armando J. Lopez President and ex-officio member of
the board. In addition Yvonne R.
Gutierrez and Tania Corona were
named Vice Presidents of the organization.
Other Members of El Concilio’s
Board are: Tom Cady, Dr. Miguel
Cervantes, Virginia Espinoza,
Carmen de Arcos Gonzales, Dr.
Gabe Soumakian, Jesus Torres,
Bonnie Weigel and Nancy Williams.
El Concilio, founded in 1975,
is a nonprofit community service
organization whose primary mission is to provide direct services
and educational programs to the
under-served Latino community.
The majority of its clients are
agricultural workers.

most, that when you are doing
something with such enjoyment
that you don't notice that the time
passes."
In that same spirit, a range of
projects including The Genius
Hour, the Imagination Foundation's "Global Cardboard Challenge," and the Maker Education
Initiative invite young learners to
explore passions that rigid school
systems frequently stifle.
"Studies show that childhood
creativity, generally speaking, has
declined over the last 20 years in
the United States," Nirvan Mullick,
a U.S. documentary filmmaker and
founder of the Imagination Foundation, said in an interview.
The reasons for this decline in
creativity are not entirely clear,
according to Mullick, although he
said he believes the rigid classroom structure that exists at many
schools and the elimination of
many non-core activities due to
budget constraints could be part
of the problem.
"It's a big challenge for children
to find the space and time to pursue
their passion," he said.
The director created the Imagination Foundation, a non-profit
organization that strives to foster
the creativity and entrepreneurship of children worldwide, after
filming a documentary two years
ago on Caine Monroy, a boy in
Los Angeles who built an elaborate
cardboard arcade inside his father's
used auto-parts store.
"I went to buy a part for my car
and I met this boy who was behind
a cardboard box. I ended up playing with him and becoming his customer and I made a documentary
about him because his games were
incredible," Mullick said.
The documentary went viral on
the Internet and that widespread
interest prompted the California-based filmmaker to create a
foundation that encourages young
people around the world to give
free rein to their imagination.
"We have two programs: a global
cardboard contest that culminates
with a day of play, and imagination
chapters ... which have already
been set up in 30 sites in different
parts of the world," Mullick said.
The Global Cardboard Challenge invites children of all ages to
come together at events worldwide
and "build something amazing out
of cardboard, recycled materials
and imagination," the foundation's
Web site says.
Imagination Chapters, meanwhile, are "community-organized
learning spaces that foster creativity, entrepreneurship and critical
21st century skills in children
through Creative Play," the site
says.

Search for Latino leader
could be a fantasy
The U.S. Latino community
is demanding a national leader
to defend its interests, according to a recent poll, but in the
opinion of experts consulted
that search could be simply an
impractical fantasy.
In a survey conducted by the
Pew Research Center, almost
three quarters of the Hispanic
community said they felt a leader is needed, although a similar
percentage of those surveyed
said they couldn’t name who
the most important Hispanic
leader is at this time.
Despite the fact that he died
in 1993, civil rights activist and
United Farm Workers founder
Cesar Chavez continues to be
selected by members of the
Latino community as the most
important Hispanic.
“We can hope for another
Cesar Chavez, or the second
coming of Jesus Christ, but I
don’t know who will come first
because it’s a dream that there
might be someone of that quality,” Juan Andrade, president of
the U.S. Hispanic Leadership
Institute, said in an interview.
Meanwhile, Arturo Vargas,
the executive director of the
National Association of Latino
Elected Officials, said he felt it
was “a useless search.”

Chespirito, el hombre que
luchó por mantener vivo al
niño que tenemos dentro
Roberto Gómez Bolaños falleció a los 85 años cuando todavía
se sentía un niño y tras toda una
vida haciendo sonreír a millones
de latinoamericanos, gracias a sus
eternos personajes que deja como
legado de una vida dedicada a su
público.
Fue el Chavo de la gorra con
orejeras que dormía en un barril,
el Chapulín colorado, el súper
héroe torpón vestido de rojo y un
gran corazón amarillo o el doctor
Chapatín, un médico olvidadizo
que siempre cargaba una bolsa
de comida, todos personajes que
pese a su fallecimiento seguirán
existiendo.
Gómez Bolaños dejó de existir
el pasado viernes a los 85 años
de edad en su residencia en el
balneario mexicano de Cancún,
aunque siempre será recordado
por sus personajes.
Su reducida estatura y su inagotable imaginación le valieron su
apodo de "Chespirito", una forma
castellanizada del nombre del
dramaturgo inglés Shakespeare
y que se lo puso el director de
cine Agustín Delgado, quien lo
consideraba un pequeño maestro
del teatro.
Gómez Bolaños nació el 21
de febrero de 1929 en Ciudad
de México, era hijo de Elsa Bolaños-Cacho, secretaria, y Francisco Gómez, pintor, dibujante e
ilustrador de diversos diarios de
su tiempo.
Estudió ingeniería, pero nunca
acabó la carrera. Comenzó a trabajar en una agencia de publicidad
a los 22 años, para años más tarde comenzar su actividad como
Roberto Gómez Bolaños dejó de existir el pasado viernes a los 85
años de edad en su residencia en el balneario mexicano de Cancún.

Para 1970 su espacio se duplicó
con la serie "Chespirito", donde

humor y fue allí cuando nacieron
personajes como el Chapulín Colorado y, un año después, el Chavo
del Ocho.
Tanto el personaje del súper
héroe ocurrente y torpe, como el
del niño travieso, tuvieron tanto
éxito que pasaron a protagonizar
sus propias series en México.
En 1973, ambos programas se
transmitían en casi toda América
Latina y fueron doblados a otros
idiomas.
Llegaron los viajes a Latinoamérica de Gómez Bolaños, llenar
estadios de fútbol, auditorios míticos como el Luna Park de Buenos
Aires o incluso el Madison Square
Garden de Nueva York, en el que
hizo dos espectáculos en 1983.
El comediante también fue
creador de varios personajes más,
como el Chómpiras, el Doctor
Chapatín, Vicente Chambon y
Chaparrón Bonaparte.
En 1978, Gómez Bolaños incurría con éxito en el mundo del
cine escribiendo y protagonizando
la película "El Chanfle", en la
que interpreta a un aguador del
equipo de fútbol de sus amores,
el club América, cinta que tuvo
un gran éxito de taquilla. Este club
afincado en la capital mexicana lo
nombró seguidor de honor.
Llegarían también "El Chanfle
2", "Don Ratón y Don Ratero",
"Charrito" y "Música de viento",
entre otras películas.
En 1980, sus sketchs se volvieron a reunir en una hora semanal
en el programa llamado bajo su
pseudónimo, y permaneció al aire
hasta 1995.
A partir de 1992, representó en
teatro durante varios años la obra
11 y 12, con la cual logró más de
28,000 funciones.
Incluso se atrevió con la poesía.
En 2003 lanzó a la venta su libro
"Poemas y un poco más", que
evoca las experiencias del autor en
distintas circunstancias de la vida
y que recrean su pensamiento de
una más íntima y directa.
Aunque se casó por primera
vez con Graciela Fernández, con
quien tuvo seis hijos, la mujer
de su vida fue la también actriz
Florinda Meza, a quien conoció
en la serie de El Chavo del Ocho
en la que ella interpretaba el papel
de Doña Florinda y comenzaron
su relación amorosa, pero no se
casaron hasta el 2004.
Con ella, quien decía de él que
era un poeta, estuvo hasta el final.
Gran admiradora de su trabajo,
cuenta en la biografía de Gómez
Bolaños, publicada en su página
web, que en 43 años de escribir,
Chespirito ha acumulado "algo
así como 60,000 cuartillas en
limpio que equivalen a 2,400,000
líneas y aproximadamente serían
168,000,000 de letras".
Aunque en sus últimos años
ya no escribía guiones ni creaba
personajes, sí se cambió al bando
de la modernidad y se hizo gran
aficionado a las redes sociales,

menores involucrados con estos
grupos.
Uno de los casos más crudos
y sonados en el país fue el del
"niño sicario" Edgar Jiménez
Lugo, alías "El Ponchis", quien
al momento de su captura a los
14 años era acusado de varios
asesinatos, entre ellos decapi-
taciones de sus víctimas.
El joven, que tenía nacionalidad estadounidense, cumplió en
noviembre del año pasado una
condena de tres años, la máxima
que se le podía aplicar por su
edad, por los delitos de delincuencia organizada, homicidio,
secuestro y posesión de drogas.
Jiménez fue repatriado a Estados Unidos ese mismo mes pero
las personas que trataron con él
aseguran que no se arrepintió
de sus delitos y que es probable
que vuelva a delinquir.
Su caso refleja la realidad de
un sinnúmero de menores en
México que tras abandonar su
escuela o por motivos económicos se involucran con las redes
del crimen.
"Generalmente estos jóvenes
tienen un liderazgo innato y un
nivel de inteligencia alto", aseguró a Efe Consuelo Bañuelos,
presidenta de la organización
Promoción de Paz, que realiza
trabajo comunitario en barrios
vulnerables y centros penitenciarios del norteño estado de
Nuevo León.
"Otro punto (de captación) es
cuando se empiezan a involucrar en el consumo de drogas y
no tienen ya luego forma de estar pagando la misma adicción
y empiezan a formar parte de
estos grupos", anotó Bañuelos.
Según informes de las autoridades de la norteña Ciudad Juárez, fronteriza con la
estadounidense El Paso, los
menores asesinan en esta área
limítrofe con Estados Unidos
por 500 pesos (unos 37 dólares).

porque traen vehículos muy
ostentosos y visten a veces muy
ostentosos y tienen algunas
cosas que no pueden tener los
chicos", afirma Bañuelos.
Las estadísticas sobre el tema
son escasas. Una de las pocas
entidades que se atreve a manejar una cifra es la Red por los
Derechos de la Infancia, que documenta unos 30.000 menores
involucrados en la delincuencia.
La cifra data de una investigación realizada por la Red en
2010, aunque, según el director
ejecutivo de la organización,
Juan Martín Pérez García, es
"muy conservadora" y "no ha
cambiado radicalmente".
Pérez afirma que el crimen
organizado está encontrando
en ese grupo "un segmento de
población vulnerable y desprotegida que se convierten en
presa fácil".
"La mayor parte de los chicos
que identificamos están involucrados como informantes, esto
que le llaman en el lenguaje del
narco 'halcones'", aunque otros,
sobre todo adolescentes, "son
empleados para el procesamiento de las drogas", añadió.
En la mayoría de los casos
los menores son reclutados
sólo para "resolver temas de
momento" y no para obtener
una formación criminal.
"No pretenden crear líderes criminales ni formarles,
ni transmitirles experiencia",
precisó.
Otro blanco de estas mafias
son los niños migrantes centroamericanos que cruzan el país
hacia EE.UU., un panorama que
relató la Comisión Interame-
ricana de Derechos Humanos
en su informe "Derechos Humanos de los migrantes y otras
personas en el contexto de la
movilidad humana en México".
Del fenómeno tampoco escapan las mujeres, quienes, según
cuenta Bañuelos, caen en las
redes del crimen después de
involucrarse sentimentalmente
con muchachos que ya están
en ellas.
Las chicas acaban como esclavas sociales para obtener
información y también son
víctimas de abuso y explotación
sexual.
Desde hace un año organismos internacionales como
Naciones Unidas han instado
al Gobierno mexicano a crear
un sistema de información sobre niños, niñas y adolescentes
víctimas de asesinatos, heridas
o detenciones por el accionar
del crimen.
"Se deben crear programas
de desvinculación, es decir, en
lugar de detenerlos como ya
participes de un delito, darles
un salvoconducto para que
sean atendidos como víctimas",
indicó.
En la actualidad el Gobierno, a través de su Programa
Nacional para la Prevención
Social de la Violencia y la Delincuencia, impulsa diversas
estrategias para alejar de esas
actividades a jóvenes de áreas
vulnerables.
Una de ellas es el programa
"Glorias del Deporte; Fútbol
Escuela de Vida", que cuenta
con exfiguras del balompié
mexicano como Luis Hernández, Missael Espinoza o Eduardo Rergis.

viajaban por el estado de Oaxaca, en el sur de México.

La Procuraduría de Oaxaca informó
en un comunicado que el autobús fue
ubicado con los neumáticos hacia
arriba en una hondonada de aproximadamente cien metros de profundidad
en la carretera Yanhuitlan-Río Verde.
Entre las víctimas mortales hay un
menor de edad y tres mujeres.
El encargado de comunicación de
Protección Civil de Oaxaca, Luis Ignacio Velasco, informó que la mayoría
de personas heridas sufrieron lesiones
leves y no requirieron hospitalización.
"Hospitalizados actualmente sólo 19
personas, las otras sufrieron lesiones
leves", indicó Velasco.
Los heridos fueron asistidos en
centros médicos cercanos al lugar del
incidente.
Una de las hipótesis que se maneja
sobre el incidente es que el conductor
se quedó dormido.
