Hello Everyone, I hope you stayed warm this
winter. It certainly was a cold, snowy old fashioned winter.

The Town is working quickly to improve both
our sewer system and drainage system. We
recently passed a $2.8 million sewer improvement project. We are investigating many hot
spots throughout the system and will be replacing older equipment and lines.
We have
approved replacements of the Eastwood sewer
lift station that will include an automated generator to keep that station functioning even when
the power grid goes down. Sewer improvements
are also underway in the Carlisle Gardens subdivision. They will begin in 2014 and may take
up to 3 years to complete.

We had three major storms that exceeded the
designed capacity of our systems. Most east
coast communities like the Town of Lockport

• Ferrets must receive vaccinations annually, regardless of
previous immunization.
• All Animals must be properly restrained. Cats & Ferrets must be
in a box or carrier. Dogs must be leashed.
• The Department does not offer dog or cat vaccinations other
than rabies. It is very important for the health and well being
of your animal and the other animals attending our rabies
clinics, that they have seen a veterinarian and are up to date
on all of their immunizations, to include dog parvo virus.
• Volunteers are needed. Please call 439-7511 if interested.
• It is requested that anyone bringing more than six animals to one
clinic contact the Niagara County Department of Health at
439-7511 up to one week prior to the clinic so paperwork can be
processed more efficiently.

When Bison Bag Company relocated from the Tonawanda
to the Lockport Industrial Park in 1997, it was the beginning of one of the finest success stories for attracting new
business and jobs to the Town of Lockport. Bison Bag
Company is a small, family-owned business that has had to
compete in an increasingly difficult marketplace since it
was founded in 1968 by James C. Streicher in the basement of his home.
From his Erie County home, Streicher and co-founder
David Kruse moved their first bag converting machine to a
2,500 SF shop in Buffalo, and then relocated the business
to a 5,000 SF facility in Tonawanda. By the time Bison Bag
built a new 22,500 SF building in the Lockport Industrial
Park, the business had become well respected for the manufacturing and imprinting of fillable plastic bags for such
food processors as Rich Products and Troyer Farms. By
2000, the family of Clarence-based CPA Bruce Zgoda family bought out Kruse’s interest.
This award is offered to a graduating high school

award includes a $1,000 scholarship, a recognition
plaque and a proclamation from the Town. Completed
applications must be returned to the Town Clerk’s
office by April 28, 2014. Applications can be obtained
at the Town Clerk’s office, the Lockport Public Library,

GARBAGE AND RECYCLING
Please make sure your garbage and recycling arrives out by 6:30 am on your scheduled day. There
are times Waste Management is earlier than expected. Remember if you’re over the limit of six (6)
bags and/or cans you will need to purchase stickers in order for Waste Management to take everything you have. Stickers are $1.00 each and can be purchased at the Town Clerk’s office Monday –
Friday 8:30 am -4:30 pm. Any large item such as a mattress, box spring, any appliance, etc., is
considered one unit of garbage. If you have any questions please call 439-9522. Please don’t forget
you may drop off electronics at our recycling shed located behind Town Hall Monday – Friday, 7am – 3pm.
2014 BRUSH SCHEDULE
Brush pick up will begin the third Monday of the month between March - November. Brush pick up will continue for
that entire week and for the entire town. Please have your brush out by 7am. The highway department will not pick
up brush from cleared lots, roots, stumps or limbs larger than 8 inches in diameter. Brush must be piled neatly, with
cut end to the road. There will be no return trips to pick up brush. NO EXPCEPTIONS!
PLOW DAMAGE
If you have any damage to your yard from our plows, please call the highway office, 439-9522. Also, please be patient
with the pot holes. We will be fixing them as weather allows.
DEAD ANIMALS
The Town of Lockport ONLY picks up dead deer on town roads. No other animal, no exceptions. IF you have a dead
animal, please call the regional office of the D.E.C. at 851-7010. If you live on a county road, call 439-7360. If you live
on a state road, call 438-2396.
REMINDER:
Please be cautious when driving on any road. Our employees, along with state and county employees, work hard to
maintain our roads. Drive carefully and slowly when you’re around road construction. Thank you.

ANNUAL RE-ASSESSMENT PROGRAM
The Town of Lockport continues in its 14th year of annual re-assessment, to maintain its equalization level of
100% of market value. All properties in the Town are
analyzed. Any changes will be determined by recent sale
information showing an increase or decrease in value.
Change of Assessment Notices are mailed around the
first week of April. Any changes to the property, including additions, garages, pole barns, sheds, decks and
demolition of structures; may affect the assessments.

As the Town Historian, I work with Historical
Information from days gone by—that is one
reason I include the old “Burma Shave” sign
slogans---I have heard from readers that enjoy
the memories. If someone has some old information or stories
to share, please let me know.

HISTORY OF CARLISLE GARDENS
Chestnut Ridge Road, in 1927, next to Shuler Harrison’s
home (the present DeSales School), which was known as
“Stonehurst” at that time. There were several more
homes built, but the Great Depression slowed development.
In June of 1931, Mr. Bewley held an auction for “130
Fully Improved, Restricted Homesites”. The sale was
heavily advertised, and everyone in attendance was given
a Ticket for a drawing to win one of thirty William Rogers
Silverware Sets, whether they bought a lot, or not.
The final home in The Gardens was built in 1963.
Amazingly, the Bewley family was able to hang on to the
land to it’s completion.
A Town Resident recently gave me a Scrap Book that was
filled with much of the history of a prominent area of the
Town of Lockport named “Carlisle Gardens”. This is the
oldest, and arguably one of the most desirable areas to
live in the Town, dating back to the 1920’s.
In 1951, the Lockport City Council voted to annex
Carlisle Gardens as a part of the City, but on May 22,
1951, the Garden residents voted overwhelmingly to
remain Town residents with 139 opposed to the annexation, and 31 in favor, which was a good thing for the residents and the Town of Lockport.
For anyone not familiar with “The Gardens”, it is located
at the eastern edge of the City of Lockport, off Davison
Road, and on the south side of Route 31, across from the
Lockport Town and Country Club. It was, and still is, an
upscale housing development, with a unique design, that
drew many of the prominent and more successful people
of that time to build there.
I want to remind everyone that my Office at 7142
Chestnut Ridge Road (the 1-room, 1840 era Stone
School), is open on Thursdays from Noon to 4 PM, and at
other times by appointment. I am always looking for written items documenting the History of The Town, either
original of copies.
The idea and development of Carlisle Gardens came from
George C. Bewley. His parents came from Northeastern
England’s Lake District, and the curved streets, and their
names were adopted from that area.
The idea was
formed, the maps were drawn, and the land was purchased in 1925.
The name “Carlisle” came from John Carlisle, who came
from Carlisle, England in the early 1920’s, and was a
sales representative for Mr. Bewley.
The Carlisles moved into the first Model Home, at 6772

some new members, in order to stay alive. We meet jointly with the Town of Royalton, but we need more members
to be able to put on Good Programs about Local History.
We currently meet 8 times a year, on Monday night, and
all we need is your interest and attendance.
