I – CLASSEMENT DES HEBERGEMENTS TOURISTIQUES
La réforme du classement des hébergements touristiques est entrée en
vigueur en juillet 2012.
A partir de cette date, seuls les établissements référencés par Atout France
peuvent afficher le nombre d'étoiles 1* à 5*.
Bien choisir, c'est plus facile !
Les étoiles : une garantie officielle de qualité de service et de confort
Réformé en profondeur en 2009, ce nouveau classement est délivré par
l’Etat, pour une période de 5 ans suite à une visite approfondie de
l’établissement par un cabinet spécialisé.
4 et 5 étoiles : haut de gamme et très haut de gamme
Chambres spacieuses, service en chambre, possibilité de dîner à l’hôtel,
voiturier, conciergerie, équipements spécifiques dans les chambres…
2 et 3 étoiles : milieu de gamme
Bon confort, quelques services et commodités…
1 étoile : hôtellerie économique
L'équipement pour cette catégorie est minimal et fonctionnel, tarifs
attractifs pour les petits budgets…
Les hébergements classés sont référencés sur www.atout-france.fr.
Cela vous permet de préparer plus facilement et en toute confiance vos
séjours d’affaires ou d’agrément en France en vous apportant une garantie

Reconnaître les hébergements classés :
Au cours de votre prochain séjour, vous découvrirez de nouvelles plaques sur
la façade des hébergements.
De couleur rouge pour les établissements de 1 à 4 étoiles, de couleur or
pour les 5 étoiles, elles affichent l’année d’attribution et d’échéance. La
marque France en bas de la plaque souligne le caractère officiel et rappelle
l’attribution par l’Etat.
Un contrôle par critère d’évaluation sera réitéré tous les cinq
ans dans chaque établissement afin de garantir la fiabilité du
classement.
II – PRIx
Les prix établis par jour, taxes et services compris (sauf la taxe de séjour),
sont ceux indiqués par les hôteliers eux-mêmes selon la réglementation en
vigueur à la date d’impression.
Ils sont donnés à titre indicatif, varient selon les saisons et pourront être
modifiés en cours d’année.
Les touristes sont donc invités à se renseigner, avant toute réservation.
Par Arrêté Municipal en date du 18 décembre 2003, les hôteliers doivent
percevoir une taxe de séjour* (par jour et par personne) dont le montant a
été fixé selon la catégorie de l’hôtel. Elle s’ajoute donc à la note.

Iv – RAPPORTS CONTRACTUELS ENTRE LES HÔTELIERS
ET LEURS CLIENTS
L’hôtelier est le chef d’un établissement dont la fonction est la réception et le
logement du client. Le client utilise les lieux où il est reçu contre paiement.

1) Liberté de recevoir :
Si le client est libre de choisir son hôtel, l’hôtelier est libre aussi de ne pas
accepter certains clients qui par leur tenue ou par les personnes ou les animaux
qui les accompagnent pourraient gêner l’ensemble de la clientèle.
Le client ne peut introduire dans la chambre des tierces personnes non connues
de l’hôtelier, sauf autorisation de ce dernier. De même, le client ne peut louer
une chambre pour un nombre de personnes supérieur à celui prévu par les
règlements en vigueur.
L’hôtelier ne doit pas subordonner la prestation de la chambre à celle de prendre
les repas à l’hôtel, sauf s’il a décidé de ne vendre que des pensions ou des demipensions.
2) Réservation :
- versement d’arrhes :
Le consommateur qui réserve une prestation de service est amené à verser une
somme d'avance, s’il veut avoir la garantie de la réservation.Traditionnellement
en hôtellerie, il est question d’arrhes.
Pour connaître la nature exacte de cette somme (arrhes ou acompte) il convient
de vérifier ce qui est écrit sur le contrat.
L'hôtelier peut demander la totalité du paiement au moment de la réservation.
- En cas d’annulation :
Si le client annule sa réservation, les arrhes sont perdues, l’hôtelier peut les
garder à titre de dommages et intérêts même si le client avait de bonnes raisons
de ne pas venir.
En cas de maladie ou d’accident, il est toujours possible de tenter un accord
amiable auprès de l’hôtelier, en présentant une preuve écrite, car, hormis les
cas de force majeure, il est en droit de refuser le remboursement des arrhes.
Si l’hôtelier se désiste, même en cas de force majeure, il doit rembourser le
double des arrhes.
Dans le cas d’une réservation verbale ou par correspondance, avec dépôt
d’arrhes, si le client n’a pas pris possession de la chambre à la date convenue,
l’hôtelier se trouve libéré de tout engagement à compter du lendemain et les
arrhes lui restent acquises.

3) Tarification :
- Prix de l'hébergement :
Le client d'un hôtel doit être informé, avant son séjour, du montant de
l'hébergement.
Les prix sont libres. Ils peuvent donc varier d’un hôtel de même catégorie à
l’autre.
Les prix de location des chambres "taxes et services compris", les prix du petit
déjeuner et de la pension ou demi-pension doivent être affichés à la réception
et dans chaque chambre.
L'établissement doit respecter certaines obligations lors du paiement de la
prestation (remise d’une note).
- En cas d’interruption de séjour :
Si le client part avant la date d’expiration du séjour qu’il y ait ou non versement
d’arrhes, l’hôtelier est en droit de demander la réparation du prejudice subi,
à condition qu’il puisse le démontrer ; ce sera le cas s’il n’a pas pu relouer la
chambre.
4) vol, détérioration ou accident à l’hôtel :
L'hôtelier est presumé responsable des vols et des dommages causés aux biens
appartenant à ses clients dans son établissement. Il doit les indemniser si leurs
bagages ou vêtements ou véhicules disparaissent ou sont détériorés. Il est
également responsable de la sécurité de ses clients.

I - CLASSIFICATION OF TOURIST ACCOMMODATION
The change in tourist accommodation classification came into effect in
July 2012.
From this date, only establishments newly recognised by ‘Atout France’ are
able to use the 1 to 5 star rating.
The right choice has become easier!
Star ratings: an official guarantee of quality service and comfort
Following an in-depth change in 2009, this new classification is issued by
the State for a period of 5 years, following a thorough inspection of each
hotel establishment by a specialist firm.
4 and 5 Star: Luxury and High-end
Spacious rooms, room service, in-hotel dining, valet parking, concierge
service, rooms equipped with special fittings…
2 and 3 Star: Mid-range
Comfortable with some additional services and amenities...
1 Star: Budget hotels
The classification benchmark of this category is minimal and functional with
attractive rates for budget users…

This allows you more easily and confidently to prepare your stay in France,
whether for business or pleasure, by guaranteeing your comfort and the
delivery of services tailored to your desired star-rating category.
Whatever the category, the quality commitments of each hotel, classified
according to these new standards, are clear:
• A warm welcome in a well-maintained establishment
• Accurate and complete information regarding the services offered
• The dealing-with and follow-up of both customer satisfaction and
complaints
• A team sensitive to the requirements of customers with disabilities and
committed to sustainable development.
How to recognise classified accommodation
During your next stay, you will see new signs on the front of French hotels.
Red colouring is used for establishments awarded a 1- to 4-star rating
and gold colouring for those awarded the 5-star rating. Both the year of
allocation and the duration for which the rating is valid are
shown. The "France" logo seen at the bottom of the sign
confirms its official status of state recognition.
Checks that the establishment meets the requisite criteria for its
classification will be carried out on a five-yearly basis to ensure
the reliability of this classification.
II - RATES
All daily rates including tax and service charges (with the exception of
hotel-occupancy tax) are established by the hotels themselves, as stipulated
in the legal regulations in force at the time of printing.
Prices are indicative, can vary seasonally and may be subject to change
throughout the year.
Visitors are invited to familiarise themselves with these terms prior to
making a booking.
By Municipal Decree, dated 18th December 2003, the hotel must collect a
hotel-occupancy tax* (per day and per person), the amount of which may
vary according to the classification of the hotel. It will be added to the bill.

Iv - THE AGREEMENT BETWEEN HOTEL OWNERS AND
THEIR CUSTOMERS
The hotel owner is the head of the institution, whose function it is to welcome
and ensure the comfort of their customers. The customer may use the hotel’s
facilities in return for payment.
1) Right of admission:
The customer is free to choose his hotel, but the hotel is also free not to accept
certain customers who, by their conduct or by persons or animals accompanying
them, jeopardise the comfort of the hotel’s clientele as a whole.

The customer does not have the right to introduce a third party into their room
unknown to the hotel management, unless authorised by the latter. Similarly,
the customer does not have the right to rent a room for a number of people
greater than the room’s capacity, as stipulated by the hotel’s regulations.
The hotel management must not impose the taking of meals in the hotel, unless
the hotel has decided to offer only full-board or half-board.
2) Booking:
- Payment of deposit:
Customers who make a reservation are required to pay an amount in advance if
they wish to guarantee their reservation. In hotels, this traditionally takes the
form of a deposit.
To ascertain the exact amount of the deposit or down payment the customer
should refer to the contract.
The hotel management reserves the right to request payment in full at the time
of booking.
- In the event of cancellation:
The deposit is non-refundable in the event of cancellation as the hotel
management reserves the right to keep this amount as damages in spite of the
fact that the customer may have a very valid reason not to maintain his booking.
In the event of illness or accident, it is always possible to attempt an amicable
agreement with the hotel management, presenting written evidence on the basis

that, except in cases of force majeure, the hotel management shall have the
right to refuse to refund deposit.
If the hotel withdraws from the agreement, double the deposit must be
refunded.
In the event of a booking or verbal correspondence, with the deposit, if the
customer does not take possession of the room on the agreed date, the hotel is
free of any obligation to the customer from that date and may retain it.
3) Pricing:
- Price of accommodation:
The customer must be made aware of the cost of his stay before arrival.
Prices are discretionary and may vary between hotels of the same category.
The cost of room rental, "taxes and service charges," the price of breakfast and
half and full-board costs must be displayed both at the hotel reception and in
each room.
The hotel management must meet certain obligations in the context of payment
(issuing a receipt).
- In the event of an interruption of your stay:
If you leave before the end date of your stay, with or without a deposit, the
hotel management is entitled to claim compensation for any demonstrable
damages suffered. For example, if it can be demonstrated that the hotel has
been unable to re-rent the room which you have vacated.
4) Theft, damage or accidents suffered on hotel premises:
The hotel is presumed responsible for the theft of and damage to property
belonging to its customers, taking place on its premises. The hotel must
compensate customers in the event that their luggage, clothes or vehicles
disappear or are subject to damage. The hotel is also responsible for the safety
of its customers.

Kennzeichnung der nach den neuen vorschriften klassifizierten
Beherbergungsbetriebe
Bei Ihrem nächsten Aufenthalt werden Sie neue Schilder an der Fassade der
Beherbergungsbetriebe entdecken.
Die neuen Schilder: rot für Betriebe mit 1 bis 4 Sternen, goldfarben für
5 Sterne. Auf dem Schild sind das Vergabejahr und die Gültigkeitsdauer
angegeben. Die Marke „France“ (Frankreich) im unteren Teil des Schildes
betont den amtlichen Charakter und erinnert daran, dass die
Klassifizierung vom Staat durchgeführt wird.
Um die Zuverlässigkeit der Klassifizierung zu gewährleisten,
werden die Bewertungskriterien für jeden Betrieb alle fünf Jahre
erneut kontrolliert.
II – PREISE
Die Preise pro Tag einschließlich Steuern und Bedienungsgeld (zuzüglich
Kurtaxe) entsprechen den von den Hoteliers gemäß der zum Zeitpunkt der
Drucklegung geltenden Regelung angegebenen Preisen.
Sie sind unverbindlich, schwanken je nach Saison und können im Laufe des
Jahres geändert werden. Die Touristen werden daher gebeten, sich vor einer
Buchung genauer zu informieren.
Nach der Gemeindeverordnung vom 18. Dezember 2003 müssen Hoteliers
eine Kurtaxe* (pro Tag und pro Person) in Rechnung stellen, deren Betrag

Iv – vERTRAGSBEZIEHUNGEN ZWISCHEN HOTELIERS
UND IHREN GÄSTEN
Der Hotelier ist der Leiter eines Betriebs, dessen Aufgabe der Empfang und die
Beherbergung des Gastes ist.
Der Gast nutzt die Räume, in denen er gegen Bezahlung empfangen wird.

1) Empfangsfreiheit:
Während der Gast freie Hotelwahl hat, steht es andererseits auch dem
Hotelier frei, Gäste nicht zuzulassen, die aufgrund ihres Betragens oder der
sie begleitenden Personen oder Tiere von sämtlichen Hotelgästen als störend
empfunden werden könnten.
Der Gast darf ohne Genehmigung des Hoteliers keine dem Hotelier unbekannten
Dritten auf das Zimmer führen. Ebenso darf der Gast ein Zimmer nicht für mehr
Personen mieten als von den geltenden Verordnungen vorgesehen.
Der Hotelier darf die Zimmervergabe nicht von der Einnahme der Mahlzeiten im
Hotel abhängig machen, es sei denn, dass er lediglich Übernachtung mit Halboder Vollpension anbietet.
2) Reservierung:
- Anzahlungen:
Verbraucher, die eine Dienstleistung buchen, sollten eine Vorauszahlung leisten,
wenn sie eine Buchungsgarantie wünschen. In der Hotelbranche handelt es sich
normalerweise um eine Anzahlung.
Um die genaue Art dieses Betrags zu erfahren (Anzahlung oder Vorauszahlung),
ist es zweckmäßig, die Angaben im Vertrag zu überprüfen.
Der Hotelier ist berechtigt, bei der Reservierung den gesamten Betrag zu
verlangen.

- Stornierung:
Falls der Kunde seine Buchung storniert, kann der Hotelier die Anzahlung
vollständig als Schadenersatz einbehalten, selbst wenn der Kunde triftige Gründe
für die Stornierung hatte.
Bei Krankheit oder Unfall ist es stets möglich zu versuchen, durch Vorlage eines
schriftlichen Nachweises eine gütliche Einigung mit dem Hotelier anzustreben,
allerdings ist dieser außer bei höherer Gewalt berechtigt, eine Erstattung der
Anzahlung abzulehnen.
Tritt der Hotelier vom Vertrag zurück, hat er - selbst bei höherer Gewalt - die
doppelte Anzahlung zu entrichten.
Hat der Gast nach einer mündlichen oder schriftlichen Reservierung mit
Anzahlung das Zimmer nicht zum vereinbarten Zeitpunkt belegt, ist der Hotelier
ab dem darauf folgenden Tag von jeglicher Verpflichtung befreit und behält die
Anzahlung ein.
3) Preisgestaltung:
- Preis der Unterkunft:
Der Gast eines Hotels ist vor seinem Aufenthalt über den Preis der Übernachtung
zu informieren.
Die Preise sind ungebunden. Sie können daher zwischen verschiedenen Hotels
derselben Kategorie schwanken.
Die Mietpreise für die Zimmer „einschließlich Steuern und Bedienungsgeld“
sowie die Preise für Frühstück und Halb- oder Vollpension müssen an der
Rezeption und in jedem Zimmer ausgehängt sein.
Der Betrieb muss bestimmte Pflichten bei der Bezahlung der Leistung erfüllen
(Aushändigung einer Quittung).
- vorzeitige Abreise:
Reist der Gast vor Ende des gebuchten Zeitraums ab, ist der Hotelier unabhängig
von geleisteten Anzahlungen berechtigt, Ersatz für den entstandenen Schaden
zu verlangen, sofern er einen solchen nachweisen kann, was der Fall ist, wenn
er das Zimmer nicht anderweitig vermieten konnte.
4) Diebstahl, Beschädigung oder Unfall im Hotel:
Der Hotelier haftet mutmaßlich für Diebstahl und Beschädigung der Güter seiner
Gäste in seinem Betrieb. Er hat sie zu entschädigen, falls ihr Gepäck, ihre
Kleidung oder ihre Fahrzeuge abhanden kommen oder beschädigt werden. Er
haftet außerdem für die Sicherheit seiner Gäste.

I – CLASSIFICAZIONE DEGLI ALLOGGI TURISTICI
La riforma della classificazione degli alloggi turistici è entrata in vigore nel
luglio 2012.
A partire da tale data solo gli stabilimenti recentemente recensiti da “Atout
France” possono affiggere il numero di stelle da 1* a 5*.
Scegliere bene è più facile!
Le stelle: una garanzia ufficiale di qualità di servizio e di comfort.
Profondamente riformata nel 2009, questa nuova classificazione è attribuita
dallo Stato per un periodo di 5 anni, in seguito ad una visita approfondita
dello stabilimento, eseguita da un’agenzia specializzata.
4 e 5 stelle: fascia alta e lusso
Camere spaziose, servizi in camera, possibilità di cenare in albergo, servizio
di parcheggio e di portineria, attrezzature specifiche nelle camere...
2 e 3 stelle: livello intermedio
Buon comfort, alcuni servizi e comodità...
1 stella: strutture economiche
Le prestazioni per questa categoria sono minime e funzionali, tariffe molto
attraenti per piccoli budget...

Ciò vi permette di preparare più facilmente e in tutta sicurezza i vostri
soggiorni d’affari o di piacere in Francia, con una garanzia di comfort e

Qualunque sia il livello, gli impegni di qualità di ogni struttura classificata
secondo le nuove norme sono chiari:
• Un’accoglienza curata in una struttura ben tenuta
• Un’informazione fedele e completa sui servizi proposti
• Il trattamento e l’attenzione prestata per la soddisfazione del cliente e
l’assistenza in caso di eventuali reclami
• Personale sensibile al ricevimento di clienti portatori di handicap e allo
sviluppo sostenibile.

Riconoscere le strutture classificate secondo le nuove norme
Durante il vostro prossimo soggiorno scoprirete delle nuove targhe sulla
facciata degli stabilimenti.
Di colore rosso per gli stabilimenti da 1 a 4 stelle, di colore oro per le
strutture a 5 stelle, le targhe indicano l’anno d’attribuzione e di scadenza.
Il marchio France in basso della targa ne sottolinea il carattere ufficiale e
ricorda l’attribuzione dello Stato.
Un controllo, secondo i criteri di valutazione, sarà ripetuto
ogni cinque anni in ogni stabilimento, allo scopo di garantire
l’affidabilità della classificazione.
II – PREZZI
I prezzi giornalieri ”tutto compreso” (tasse e servizi compresi, salvo la
tassa di soggiorno), sono quelli indicati dagli albergatori a seconda del
regolamento in vigore alla data di pubblicazione del presente opuscolo.
Sono dati a titolo indicativo, variano a seconda delle stagioni e potranno
essere modificati durante l’anno.
Consigliamo ai turisti di informarsi prima della prenotazione.
Secondo un Decreto Municipale del 18 dicembre 2003, gli albergatori devono
percepire una tassa di soggiorno* (per giorno e per persona) il cui importo
è fissato secondo la categoria dell’albergo. La tassa si aggiunge quindi al
conto dell’albergo.

Iv – RAPPORTI CONTRATTUALI FRA GLI ALBERGATORI
E I LORO CLIENTI
L’albergatore è a capo di una struttura la cui funzione è quella di accogliere e
alloggiare il cliente. Il cliente utilizza il luogo dove è ricevuto dietro pagamento.
1) Libertà di ricevere:
Se il cliente è libero di scegliere l’albergo, l’albergatore è, dal canto suo, libero
di non accettare alcuni clienti che, per la loro tenuta e comportamento o per
le persone o animali che li accompagnano, potrebbero disturbare la clientela.

Il cliente non può introdurre nella sua camera terze persone sconosciute
all’albergatore, salvo con l’autorizzazione di quest’ultimo. Allo stesso modo il
cliente non può affittare una camera per un numero di persone superiore a quello
previsto dal regolamento in vigore.
L’albergatore non deve subordinare la prestazione della camera all’obbligo della
ristorazione nell’albergo stesso, eccetto se ha deciso di vendere solo mezze
pensioni o pensioni complete.
2) Prenotazione:
- Pagamento di una caparra:
Il consumatore che prenota un servizio è tenuto a versare una somma in anticipo
se vuole avere la garanzia della prenotazione. Tradizionalmente nel settore
alberghiero si tratta di una caparra. Per sapere se si tratta nel caso specifico di
una caparra o di un acconto si consiglia di verificare sul contratto.
L’albergatore può richiedere il pagamento totale al momento della prenotazione.
- In caso di annullamento:
Se il cliente annulla la prenotazione l’albergatore può trattenere la caparra a
titolo di indennizzo, anche se il cliente ha buone ragioni per non venire.
In caso di malattia o incidente si può sempre cercare di trovare un accordo
amichevole con l’albergatore presentando una prova scritta poiché, eccetto in
casi di forza maggiore, lo stesso ha il diritto di rifiutare il rimborso della caparra.

Se l’albergatore si ritira deve rimborsare il doppio della caparra, nel caso in cui
anche per forza maggiore, non può ricevere il cliente.
Nel caso di una prenotazione verbale o per corrispondenza con deposito di
caparra, se il cliente non ha preso possesso della camera alla data convenuta,
l’albergatore è libero da qualsiasi impegno a partire dal giorno seguente e la
caparra è trattenuta.
3) Tariffe:
- Prezzo dell’alloggio:
Il cliente di un albergo deve essere informato del prezzo dell’alloggio prima del
suo soggiorno.
I prezzi sono liberi. Possono quindi variare da una struttura a un’altra di una
stessa categoria.
I prezzi dell’affitto delle camere “tasse e servizi compresi”, il prezzo della
colazione e della mezza pensione o pensione completa, devono essere esposti
alla Reception ed in ogni camera.
Lo stabilimento deve rispettare certi obblighi al momento del pagamento della
prestazione (consegna del conto).
- In caso di interruzione del soggiorno:
Se il cliente parte prima della data prevista di fine soggiorno, con o senza
deposito di una caparra, l’albergatore ha il diritto di richiedere il risarcimento
del danno subito a condizione di poterlo dimostrare: sarà il caso se non ha
potuto riaffittare la camera.
4) Furto, danni o incidenti in albergo:
L’albergatore è presunto responsabile dei furti e danni causati ai beni
appartenenti ai suoi clienti nel suo stabilimento. È tenuto a indennizzarli
nel caso in cui i loro bagagli, abbigliamento o veicolo spariscano o siano
danneggiati. È in ugual misura responsabile della sicurezza dei suoi clienti.
