elgrade, the city between the past
and the future. It is also the capital
with the most beautiful location in
the whole Europe, at the mouth of
two big rivers. The Danube River that pours
in form the depths of the Old Continent
and flows all the way to the border of Asia
and the Sava River that used to be the
borderline of big empires like the Roman and
Byzantine, Austrian, and the Turkish ones.
Today in Belgrade it is possible to recognize
this specific mix as well as frequently
unexpected bond of styles in architecture.
This is especially visible in New Belgrade
that has emerged sixty years ago after the
idea of the big dormitory for workers and
has ended during the last decade in the
real exhibition of the modern architecture.
All about this can be read in this issue of
the VOS MEDIATOR stated by the younger
generation film director Stefan Arsenijevic
who has recently presented himself with
his last film to the Berlin festival audience
also.
Building of the Dorcol Marina also fits
into the Belgrade of the future. About this,
we are talking to Mr. David Ericson, the
Manager, who has become the citizen of the
Serbian capital and will be the one during
the years to come thanks to this project. His
impressions on the city on the banks of the
Rivers Sava and Danube also expresses His
Excellency the Ambassador of the Russian
Federation to Serbia Mr. Alexander Alexeyev.
Our readers also have the opportunity to get
to know the historical sights of the Serbian
capital through the texts that are on the
history, the present times and the future.
Beside all mentioned, in this issue VOS
MEDIATOR also offers the review of luxury
suites, apartments, and houses that are for
rent or for sale. In addition, you can find an
exclusive offer of short renting apartments
as well as lots that can attract investors.

Alexander Alexeyev, the ambassador of russian federation
I Would Bring
the Danube
River over
to Moscow
Diplomats are usually shown with the glass of wine in their hand,
talking on climate and similar topics and having excessive spare
time. Maybe in the past this was the case but today it is absolutely
different, says His Excellency the Ambassador of the Russian
Federation to the Republic of Serbia
B
elgrade has always been
the target of diplomats. Its
history, location on the two
big rivers, ultiethnic character, the capacity of long surviving at
the border of two empires – Turkish
and Austro-Hungarian – have created
the special atmosphere within which
the place could easily be found by
those who believed this very
surroundings is the best for business,
making new contacts and the startup
for the world… Exactly thanks to
this liveliness, that has always been
attiring it and even mystery that has
been connected to it, Belgrade has
naturally imposed itself as well as a
diplomatic centre, the one that has
been the sphere of different interests
of the East and the West over
centuries. Nevertheless, the years
4
of the former Yugoslavia dissolution
have made this city erupt to the
very top of the world capitals
that require an exquisite skill,
professionalism, patience from the
diplomats working there.
In such Belgrade arrived three years
and four months ago the Ambassador of
the Russian Federation Mr. Alexander
Alexeyev. By a stroke of historical
circumstances, as well as his numerous
Belgrade colleagues, he also will be
able to note down in his professional
curriculum vitae that he has been
serving in the two countries – the State
Union of Serbia and Montenegro and
the Republic of Serbia, without even
leaving Belgrade.
Has your idea of Belgrade before
coming to it matched the impression
you obtained upon arriving to the
city? Has something surprised you
– we asked Mr. Alexeyev at the
beginning of our conversation.
There are many things that
can surprise you in Belgrade. It
is astonishing city, its people are
tremendous. I think nobody, before
coming to Belgrade, can have precise
plan that could definitely materialize
in it. That is, to my opinion, one great
advantage of the people living in
Belgrade, the people who definitely
know how to find the pleasures of
living and are capable of transferring
that joy to others.
As events turned out, you
have been very busy indeed as
an ambassador in Belgrade. Is
there a part of our city that you
have willingly frequented and
relaxed in after getting tired from
everything?
I love water. Unfortunately, there
are no big rivers flowing through
Moscow and therefore, for me, the
best part of the city is the Usce.
Especially beautiful view is from the
Kalemegdan Park. Whenever I want to
relax and feel fine, I go there. I think
the view of the Usce is one of the
unique sights in Europe.
This is what is called – brand.
Completely different question regards
the way you use that brand. Now we
come to the point where the city has
to be more active. You have to work a
lot more on the tourism development.
You have many friends in Russia. You
should just offer them such views
as the one of the Usce and many
others that you have. You will see
that the economic effect will be
overly favourable. However, before
all, you have to show the people what
you possess.
Mr. Vitaly Churkin, the current
Permanent
Representative
(Ambassador)
of
the
Russian
Federation to the United Nations, has
once said: “The diplomat’s private
life is not at all such a glittering one
as it looks like to those who judge
this profession through the movies.
Luxurious balls and grandiose
receptions are very rare and, as
a rule, there are very strict rules
reigning them. Going to such events
for diplomats is the same as going
to work. They have to be extremely
serious and they must take special
care of their behaviour and the things
they are going to say. Such gatherings,
by all means, do not allow you to
relax and enjoy yourself since dozens
of eyes are constantly looking at you.
In addition, of course, all the time you
have to pay special attention not to
ruin the reputation and honour of the
country you are representing.“ Has
your time in Belgrade been like the
one in the movies or you have spent
it the way Mr. Churkin experienced
the diplomat’s work?
The point is the following: if the
diplomat really works hard his work
does not look like a fashion show but
very much like the mine work. One
goes down and works all day long.
Unfortunately, I have to say that
we are the victims of stereotype.
Diplomats are usually shown with the
glass of wine in their hand, talking on
climate and similar topics and having
excessive spare time. Maybe in the
past this was the case but today it is
absolutely different. Every reception
is the opportunity for opinion exchange
between colleagues, for something to
agree upon, make some new points
and evaluations and this really is
one part of the job… However, this
is only the surface. The main part is
down there, in the mine.
The Russian community in
Belgrade, consisting before all
of diplomats as well as its other
members, is pretty large.
have
I would not say we currently
large Russian community.
Russian Cultural Centre
5
Nevertheless, I am perfectly confident
that with the development of
economic relations between our two
countries numerous Russian citizens
will come to Belgrade.
In Belgrade, there are the Russian
Cultural Centre, and primary and
secondary school that satisfy all
generations and spheres. Do all
these make it easier for diplomats
to create the impression of being at
home, in Russia?
You are absolutely right. However,
in principle, the importance of
the things you have mentioned is
even bigger. Many diplomats have
schoolchildren. For that reason, when
deciding whether to go to Belgrade,
the possibility of going to the Russian
school for their children is often the
key one. That way the family stays
together, kids go to Russian school
and study in accordance with the
Russian curriculum, get adequate
certificate and can enter the higher
education. I think that the social role
of the school is extremely big for
that matter.
The Russian Cultural Centre work is
also very important. They quite often
have very interesting programmes,
our staff with their families gathers
there and that is particularly essential
for our community.
Unfortunately, you have seen
two faces of Belgrade (conversation
with Mr. Alexeyev was held just a
couple of days after the Kosovo
support rally and destructive
demonstrations that followed): the
one when it celebrates successes
of its athletes and artists and the
other one when it is angry, when
it destroys… According to your
opinion, how does the average
Belgrade citizen look like?
I think the average Belgrade
citizen is the one who celebrates
successes of his/her sportsmen and
artists. As far as the events you have
mentioned are concerned, I must say
we are talking about difficult issues
indeed. Certainly, there is no excuse
for the violence that has happened.
Anyway, I would like to emphasize
Alexander Alexeyev
6
this: lawlessness provokes lawlessness
and violence provokes violence.
Had you spent this diplomatic
office in some other more peaceful
country, somewhere in Asia, Africa,
South America and not in Belgrade,
what do you think, would you have
been more contended?
I think I was lucky to have been
in Belgrade during this period. I do
understand what you are aiming at.
However, I think being the Russian
Federation ambassador in Belgrade in
this moment is very important thing.
Moreover, very responsible one for
that matter. As a professional person,
I think I was very lucky. We have
already talked about that slippery
balance
between
professional
life of an ambassador and his/her
other obligations. Maybe I have lost
something of so called “life quality,“
but I have no regrets.
Now, at the end of your office,
if you possessed such power and
ability, what part of Belgrade would
you like to bring over to Moscow
and what part of Moscow would you
present to the Belgrade citizens?
This is a very serious question. I
have already said – most probably
the rivers. Regarding my present to
Belgrade – that would probably be the
Bolshoi Theatre. I think the Muscovites
would gladly accept the Danube River
but I am not sure whether they would
be ready to give away the Bolshoi
Theatre.
Belgrade is just one step that
will soon be behind you. Do you
know what the next one is?
According to what I already know,
I should be the senior official of the
special department for the South-East
Europe. In case this comes true, in
Moscow also I will be able to do a lot for
relations between Serbia and Russia.
Finally, are we free to consider
you a Belgrade citizen?
I would appreciate it very much
and be grateful to you.
Stefan Aresenijevic, film Director

There are many who would like Belgrade to be finally put in order,
but having in mind our people’s spirit, I know this is not possible.

young to some organized and shaped cities
Belgrade director, has been of the world, I am bored. In that

Freshness, diversity of ideas as well there is always something happening

international stage success.
His short feature film “(A)

2003 “Golden Bear“ Award.
He was the Oscar nominee
and was given the Award of
the European Academy for
Film. He participated in the
Berlin Festival 2005 Forum

film “Lost-Found.“ This
year in the same festival’s

his feature-length feature
film “Love and Other

was also in the competition
for the best debutant film.
About Belgrade, that is his
hometown, he says:
When foreigners ask
Stefan Arsenijevic
me about Belgrade I say
– do not expect an architecturally friends who come to Belgrade want to
beautiful city. First of all, our city is come back since in it they feel some
an eclectic one because whenever an strange energy. This city has some
old building was pulled down during specific and special influence. It has
the past century, the new one was its own spirit and identity that is fast,
built in the most modern style of the crazy, motley, and chaotic. All this is
time and all that brought to the result something that I love. Maybe that is
that it represents an unbelievable way I am so speedy – because I have
mixture of different styles. That is grown up in this city.
something that I like. Maybe because
Beside this and Belgrade like that,
I have grown up here. Even when I go New Belgrade has grown – the city
methodically built after the Second
World War that was supposed to be the
socialist city of the future, a kind of a
futuristic city that was springing out of
sand. Nevertheless, in one moment, it
became the retro-futuristic city with
all its huge buildings. In addition,
since everything in Belgrade
is unpredictable, in the
meantime it has become the
most elite part of the city
with its once dormitories
that have turned into
the city with the most
expensive residential and
office space. New Belgrade
is becoming the “city“
with very modern looking
buildings and now, again,
after all the architectural
style unity of the former
New Belgrade, we have
chaos and eclecticism of
the old 1970s buildings
that have been slowly
decomposing and some of
them looking very often as
some space ships that have
landed among them. That is
something I do like since I
am inclined to kinky things in my life.
I have not been living in New
Belgrade for the last six years, but it
is the city of my childhood, something
that is the part of my soul, a kind
of nostalgia that is slowly dying out.
I have realized that recently while
shooting the film “Love and Other
Crimes.“ According to the film script
one scene was to be shot in the
“Mladost“ restaurant in the Bulevar
7
Umetnosti. However when we arrived
to the sport we faced a modern bank
with sand blasted windows and sterile
cleanliness. After that, we had two
more locations in mind, restaurants
for shooting. We have found out that
one of them was supposed to be a
perfumery and therefore we did not
want to take a risk. That moment I
have realized that everything that
my childhood and youth had been
made of in New Belgrade has been
changing. Special emotional value of
my last film is exactly the fact that it
managed to seize the spirit of the city
that is slowly vanishing.
No
matter
how
nostalgic,
sentimental and romantic I am, I am
aware that the things need to change
and therefore I think it is good for
New Belgrade to get a kind of new
character that is in accordance with
the new spirit of the time.
Such parts of the city also exist in
East Berlin and suburbs of Paris. For
monotony of buildings into asymmetry.
No matter how extremely urban
New Belgrade appears, in summers
you can see people sitting on the
concrete benches, making barbecue,
grilling peppers, talking in front of
their buildings. There is some silly
Mediterranean spirit and everybody
knows everything about everyone. The
spirit that is in complete contrast with
the visual appearance of the city. The
reason being also the period during
the 1990s when everything seemed to
have been lost and people had to find
their way out in order to survive. So,
in those buildings they opened small
shops, they were illegally glazing,
fencing, according to the money
they had and painting them in bright
colours in order to attract attention
and that way they gave this part of
the city some special character.
I know that many Belgrade citizens
would like our city to be finally put in
order, but having in mind our people’s
Among other things, this is also the
impact of transition. Good example
is the “Manjez“ kafana I used to
frequent as a teenager. This kafana
has recently been reconstructed. I
really do like the way it looks today
but I also feel nostalgia and sentiment
for what it used to be. At that I
remember everybody used to lament
over the olden times “Manjez.“ I
have just returned form Berlin and
met with my friends in the alehouse
“Kasina.“ This is one of the rare
places that remained intact and I am
very fond of it for its high ceilings
and special atmosphere. I really do
hope they are not going to refurbish
it into something posh and fancy. It is
absolutely essential to keep some of
those kafanas that have special spirit,
that are the part of tradition and that
are interesting to people coming to
Belgrade. I do not think we should
insist here on restaurants similar
to those the world has. I am sorry
example, the director of photography
of my film came from Slovenia, set
designer Hocker Schaefer is from
Germany and I wanted them to help
me find what is that specific in New
Belgrade. I needed their view. What
they have immediately noticed was
that the city came to life. People
have managed to win and humanize
those huge concrete buildings. Among
other things, tanks to that also that
what we had had here was a complete
anarchy – everybody was free to
change façade, to paint it in pink
or blue, to drill the wall for the air
conditioning unit at the most unusual
place and that way change the visual
spirit, I know that this is simply
impossible. Moreover, being an artist,
I can give myself the right to love this
city exactly the way it is.
that beside the “Znak ?“ and several
more places that are the tourist
attractions there are no more those
old Belgrade relaxed kafana places.
For example, in Berlin there are
places and restaurants that have not
been changed for very long time.
I have found the similar place in
Brussels also and heard that Ozon
would shoot his film there since it is
almost impossible to find such a café
in Paris. It is obviously a general
trend in the whole world but, all the
same, I think it is essential to keep
the old spirit and identity of the city.
Fancy Italian restaurants are not the
identity of this city.
8
You would agree that kafanas
are very important places. The old
Belgrade citizens are lamenting
over the Belgrade kafana life
because the cult kafanas of their
youth are disappearing, the ones
that had special atmosphere. Now
we have restaurants appearing to
have completely new spirit. As a
young man, what do you think about
this? Comparing to the world, are
we modernized or depersonalized?
However, in Belgrade some new restaurants have
specific atmosphere. One of them is “Zaplet.“ Beside a
few exceptions, it seems to me that most of the places
are almost the same. As we are insisting on bringing the
European standards in everything that looks quite cozy.
You are travelling round Europe pretty much but
you are also the host to many people living abroad.
What are the unavoidable places you take them to
visit?
Those are, first of all, “Kasina,“ “Zaplet“ and of
course “Kalenic“ that is almost untouched. Although its
interior is not so attractive there is some other, special
spirit coming out of the people gathering there and
waiters who make this place the authentic one. I like
to show them different faces of Belgrade. Marketplaces
also. Foreigners like Belgrade markets. I have recently
started going to the market and enjoying in that, too.
Cooking is the part of my anti-stress programme.
We think here in Belgrade that our city has very
rich cultural life. Do you think so, too?
Belgrade has active cultural scene. However, I
would like to see it even more active and more things
happening. Nevertheless, comparing it with the region
I think that Belgrade is the centre. In spite of all the
difficult years, it has managed to keep the quality of
the epicentre of the cultural happenings. In addition,
this is the fact all the people coming from the region
notice. There are always several parallel manifestations
going on at the same time. Exhibitions, premieres…
Moreover, this is maybe even more important for the
citizens of this city than it is for the people coming
from abroad. Some festivals, such as the FEST, offer the
public to see what was the most interesting in the film
world during the previous year. I have been the FEST
fan since my fourteenth year and unlike Cannes and
Berlin, that are competition festivals, with numerous
programmes, FEST screens what is the best and gives
insight into what the contemporary cinematography is.
On the other hand, the Author Film Festival opens the
door to something that is authentic author handwriting
and the film that is not ready-made clothing, which
is extremely important especially if you are in this
job. Our public is very film educated and this applies
even to an ordinary people – the fact that is, to my
opinion, highly precious. Therefore, I am afraid for this
to be extinct since there are no more cinemas where
such films could be screened and seen. Now we have
cineplexes in shopping malls, which is excellent, but in
consumers’ places, you have consumers’ films. I cannot
imagine somebody watching Bergman in between two
shopping sessions. That gap existing between the
artistic and commercial is present both here and in
the world. I am afraid that the world is going towards
specialization in everything and even in screening and
making films. Marina Djuraskovic
The Belgrade City Assembly and the Office of the President
of the Republic of Serbia
The Serbian
Dynasties’
Palaces
T
he buildings of the once Old
and New Palaces presently
are housing the Belgrade
City Assembly and the Office
of the President of the Republic of
Serbia. In the architectural point of
view, they do not look like completely
as the royal buildings the King Milan
Obrenovic and Queen Natalija, or
King Peter once moved in. Two most
beautiful and most representative
Belgrade buildings are surrounded by
the streets Kralja Milana, Dragoslava
Jovanovica, Bulevar kralja Aleksandra
and Andricev Venac.
The Old Palace, which was the
home of the Serbian Obrenovic
dynasty was built between 1881 and
10
1884 and designed by the architect
Aleksandar Bugarski in the Academic
style of the 19th century. It was built
with the intention of surpassing all
the previous residences of Serbian
rulers, for use by the newly created
Kingdom of Serbia with King Milan
Obrenovic as the head of state. After
reconstructions until the middle of
the last century following the heavy
damages it suffered during both World
Wars the appearance of the Palace
differs significantly from the original
design. In numerous changes, the
Marshall’s Building that was facing
today’s New Palace was pulled down.
Nevertheless, the biggest changes
occurred in 1947 under the authority
During the postwar
communist rule, the
domes of the Old
and New Palaces
got the five-pointed
red stars that were
removed at the end
of the 1990s
of the architect Dragisa Brasovan
when all the Kingdom of Serbia
heraldic attributes were taken off,
present entrance was built, the railing
round the royal complex removed
and numerous changes made inside
the building. Since then it housed, in
turn, the Presidium of the National
Assembly, the government offices
of the Federal National Republic of
Yugoslavia, the Federal Executive
Council, and since 1961 it has been
the home of Belgrade City Assembly.
Architectural changes of this
building are not the only important
thing. Namely, a number of important
events from the time of the political
power of the Obrenovic dynasty are
linked to the Old Palace: the Palace
was built when Serbia was proclaimed
the Kingdom and in that same building
King Milan abdicated in favour of his
son, Aleksandar, on February 22nd,
1889. After the May Coup and killing
of the King Aleksandar Obrenovic
and Queen Draga Masin, between
1903 and 1914, the Old Palace was
the residence of the Karadjordjevic
dynasty. In 1919 and 1920, meetings
of the Provisional National Assembly
took place there. Royal festivities
and receptions of high foreign guests
were organized and took place there
until 1941.
The external architecture of the
building makes it one of the most
beautiful creations of the Academic
architecture of the 19th century in
Serbia and since it has changed its
original interior its present drawing
rooms and cabinets portray the spirit
of the 19th and the 20th centuries.
From the central hall one enters first
into the Red Drawing Room where
your attention will probably be drawn
most of all by the “Portrait of a Girl“
(“Portret devojke”) painted by Djura
Jaksic in 1862. On the left as you
enter the Yellow Drawing Room the
facsimile of a letter from Pope John
VIII dated April 16th, 878 the oldest
written document mentioning the
Slavic name of Belgrade, ‘Beograd’,
is displayed. In the adjoining Yellow
Drawing Room there are a number
of exquisite paintings by Sava
Sumanovic, Jovan Bijelic, Petar
Lubarda, Miodrag-Bata Mihailovic,
Ljuba Lah, Jovan Zonjic, Pedja
Milosavljevic, Petar Omcikus and Vasa
Pomorisac, as well as sculptures in
wood by Rista Stijovic. In this Drawing
Room, there are also some gifts of
foreign
statesmen,
delegations,
associations and federations: a
number of decorative plates, vases
and sculptures. The Yellow Salon
leads to the Gala Hall full of the 20th
century spirit. The upper parts of
the walls are adorned with stained
glass windows, which illustrate the
people’s liberation struggle and the
working enthusiasm.
The interior of the 19th Century
Drawing Room is arranged in the
style of the time of the construction
of the Old Palace. A small commode,
a secretaire, a vitrine, two consoles
with mirrors, a table and two chairs,
the Louis XV style, represent the
original furniture, used by the Queen
Natalija Obrenovic. In the vitrine,
there are some parts of the porcelain
set from the Queen’s drawing room,
imported from the West. There is
also a porcelain plate with the crown
and the royal initials. The black

design of the architect Milan Minic
the New Palace was reconstructed.
furniture set, the Napoleon III style,
also belongs to that period, while
the niche contains a Biedermeier
drawing room from the first half of
the 19th century. The costumes show
the way of clothing of the citizens of
Belgrade in the first half of the 19th
century. This drawing room contains
also portraits of some distinguished
citizens.
The Old Palace is linked to the
New Palace by a nicely designed park
with its newly reconstructed Court
Fountain that used to be in that
place between the two World Wars.
Is has been reconstructed in green
Ripanj granite that was also used for
building the Main Office Building and
the Parliament of Serbia. This makes
it an absolute copy of until recently
covered up fountain.
The Old Palace got its epithet
“old“ when the Karadjordjevics built
the new palace at the corner of the
Kralja Milana Street and present
Andricev Venac Street. The New
Palace was built for the residential
needs of the Karadjordjevic dynasty
during the period from 1911 to 1922.
The prominent Belgrade architect
Stojan Titelbah designed the building
in the Academic manner, with
elements of renaissance and baroque
architecture. Its construction started
The chief alterations were made to
the part of the building facing the
Old Palace, enlarging the basement,
ground floor and first floor. The
added part contained a reception
room, while the rooms around the
central vestibule were converted
into lounges. Two so-called Ohrid
salons were added in the corners
of the building, and their interiors
were decorated with carved wood
paneling. The most obvious changes
were made to the facades of the
building. With the extension towards
the Old Palace, a longer façade was
created, with a monotone rhythm of
windows and a long colonnade. For
the longest period and, of course
today, the New Palace has been used
as the Office of the President of the
Republic of Serbia.
During the postwar communist
rule, the domes of the Old and the
New Palaces got the five-pointed
red stars that were removed at the
end of the 1990s. The five-pointed
star placed on the Old Palace was
taken down in 1997 when the then
opposition
coalition
“Zajedno“
(“Together) won the municipal
control in Belgrade and returned the
double-headed eagle statue back to
the place it used to occupy before
the World War Two.

Travelling Residency
Tito’s Blue Train
Between 1959 and 1980, it travelled 600,000 kilometres on the
journeys during which Josip Broz Tito entertained more than 60
world leaders
T
he Blue Train, the best-known
composition on the tracks
of the former Yugoslavia.
It was connected with the
reputation of the country and the
president, Josip Broz Tito whose
name has marked considerable part
of its history.
From the very first trip in 1959,
when the train was constructed,
until the last one, that rainy day in
spring of 1980, when the composition
started from Ljubljana and travelled
to Belgrade carrying on the last
journey the coffin with the late Josip
Broz, the Blue Train was an institution
and the travelling residency.
It was, certainly, the object of
respect and curiosity. Few people
had a chance to be on it, and the
12
military officers and the then police
had the strict obligation of keeping
the official secret. The locomotive
and ten carriages made a whole and
the composition consisted of the

communications, etc.,) and one more
for the transport of cars.
It was said the train was armored
and windows bulletproof. However,
it turned that just the construction
was made of specially processed
material, not for the purposes of
armoring, and to the disappointment
of those myth-lovers, windows were
completely ordinary. Security system
created the advance guard and the
composition traveling behind the
main one.
Interior of the carriage is made
mainly of mahogany, pear and walnut
wood and adorned in the unique dark
inlaid wood panels. During journeys,
dishes were served in cobalt dinner
service. The train is equipped with
the devices for temperature and
humidity regulation, transmission
and reproduction of sound, cinema
equipment…
In the history of the world railway
there were Orient Express, Silver
Flash, Layton Express but neither
of them had any connections with
the state president. The Blue Train
had. Between 1959 and 1980, it
travelled 600,000 kilometres on the
journeys during which Josip Broz Tito
entertained more than 60 world leaders:
Britain’s Queen Elizabeth II, Princess
Anne and Prince Philip, Ethiopian
Emperor Haile Selassie, Presidents
Leonid Brezhnev, Jawaharlal Nehru,
Gamal Abdel Nasser, Ahmad Sukarno…
In a series of interesting details
related to the famous composition
there is one that can be easily
recognized. Namely, a carriage is
named after the famous French
president Charles de Gaulle. His visit
was planned for 1971. Tito wanted
to entertain De Gaulle in the Blue
Train. Some details of one carriage
were adapted, especially beds since
General De Gaulle was markedly high
man. Various stories exist on the
reason the two statesmen did not
meet then but the carriage bearing
his name remained.
Museums
of
science
and
technology will most certainly
propose for the Tito’s carriages to be
the historical heritage. This means
that the Blue Train could be under the
state protection. In case the Serbian
Government accepts the suggestion
that would stop the sale. Ministry of
Defense has tried in vain twice (in
June and December 2007) to find a
buyer for one drawing-room carriage.
The rest of them are owned by the
“Serbian Railways“ and serve as a
tourist attraction.
“That train is a specific one and it
would be nice if the state would protect
it,“ they say in the Railway Museum.
“We have recently been trying
to do that. The plan is to put the
’Blue Train,’ ’Romantika,’ and many
locomotives that are scattered all over
Serbia in a new museum in the open
space, in Topcider. It would be nice
for the visitors to have the chance of
seeing, say, the Pula locomotive and
other old locomotive all together in
the Royal Station. In Smederevo there
is King Peter’s carriage that is in very
poor condition. Broz’s locomotives
are unique and such type has been
kept just here…“
It was not possible to find out the
initial price of the carriages but at the
first unsuccessful bidding, one of the
historic carriages was offered for 30
million dinars. Bidders among which
were “Serbian Railways“ and one
Slovenian firm, withdrew because of
the high initial price.
Looking completely authentic, this
train has been used in commercial
purposes since 2005, either by leasing
the whole set or its parts.
In the “Serbian Railways“
website it says that the Blue Train
can be leased for the minimum
period of 12 hours and that it offers
“all the comfort and luxury, as in
Tito’s time.“ The prices of oneday lease of the Blue Train for
the journey route from Belgrade
to Užice and back to Belgrade is
from 2,347 euros, journey route
Belgrade-Subotica-Belgrade is from
2,260 euros, and journey route
Belgrade-Vrnjačka Banja-Belgrade
is from 2,741 euros.

Modest Prince’s Court
Princess Ljubica Residence was built in the spirit of the
period during which it was the residence and its interior
gives the real picture of the 19th century life of the rich
Belgrade citizens and even the ruling family
I
n the old city centre, at the
Kosancicev Venac, small, modest
building has been successfully
withstanding the ravages of time
for nearly two centuries. One time
residence, a living place of Kneginja
(Princess) Ljubica (1788-1843), the
wife of Knez (Prince) Milos Obrenovic
(1780-1860), and her sons - Milan
and Mihailo, is a cultural monument
nowadays. In her marriage with Milos
Princess Ljubica born sons Milan,
who ruled Serbia for less than a
month, from June 13th until July 8th,
1839 and died young, and Mihailo,
who ruled twice, 1839-1842 and
1860-1868.
Milos Obrenovic was the leader
of the Second Serbian Insurrection
14
and the Knez (Prince) of Serbia. After
Serbian defeat he remained in Serbia
and surrendered to the Turks (1813).
When the Turkish terror intensified
again, he escaped Belgrade and led
the Second Serbian Insurrection in
1815. He defeated the Turks in 1815
and after that gained a very limited
autonomy for Serbia, which was at
that time only the Belgrade Pashalik.
He was ingeniously expanding that
territory more and more. The Turkish
hatiserif (Sultan’s Edict) of 1830
recognized internal self-government
of Serbia, and granted Milos hereditary
title of Knez (Prince).
His internal policy was rigid and
he was mercilessly eliminating his
enemies (in 1817 he ordered the
killing of Karadjordje, the leader of
the First Serbian Insurrection). He
was the wealthiest man of Serbia. His
despotism irritated the people, thus
provoking the rebellions throughout
Serbia. In 1838 the Sublime Porte
issued a new hatiserif which limited
Milos’s power. Discontented, he
abdicated in 1839. Soon after this,
the Karadjordjevic dynasty replaced
the Obrenovic dynasty, and Knez
Aleksandar Karadjordjevic became
the ruler. In 1858, by the decision of
the St. Andrew’s Assembly, Aleksandar
war dethroned. Milos became the
Knez again and ceremoniously
entered Belgrade in 1859. He ruled
for nearly two more years, until he died
in 1860.

Mr. Zivkoski says this place offers

Belgrade Restaurants – Madera
Good Style
I
t is not at all the simple event
going out to the “Madera“
restaurant that is located at the
brim of the one of the biggest
parks in the centre of the city. For
decades it has been a cult place
not only for the Belgrade citizens.
Many guests coming from the former
Yugoslav republics gladly pop in this
temple of good food where the people
with indisputable influence in Serbia
can be seen. We are not talking here
just about the politicians. “Madera“ is
the favoured place of the top athletes,
journalists, artists, members of the
diplomatic corpse, businessmen…
After all, they all gather here for at
least two reasons. The first being the
perfect and selected food and the
second an exceptional atmosphere
where everybody feels relaxed. This
restaurant was carefully renovated
several years ago and this being done
16
with the aim of making everybody feel
at home in the spacious restaurant
and at the same time enabling guests
to enjoy and talk without bothering
one another. Therefore it has almost
become a tradition at lunch or
dinner to make big or small deals, to
exchange information during informal
conversations and comment on events
that are the top news of the day.
“Madera“ is also famous for
being the favourite gathering place
of athletes, journalists, Serbian
politicians, artists, and the show
business stars. Connoisseurs claim it
was more frequent for the national
football teams to be formed here than
at some formal places and that the
career of many football players and
coaches of the most famous Serbian
clubs depended on the opinion of
the football connoisseurs sitting in
“Madera“.
“Our guests are never nervous.
They are here to relax and enjoy
in the ambience and the cuisine
magical powers. It is not a curiosity
for fierce opponents from different
parliamentary groups or sports clubs
to meet here and have a friendly
talk. When important and serious
talks are held at the tables our staff
is used to be discreet. A lot of things
are talked about in this place, many
problems are solved, and ’Madera’
remains the place for new and old
guests to come and enjoy in it,“ says
Mr. Nebojsa Dapcevic, the manager.
In “Madera“ one can find good style,
culinary skill and relaxed atmosphere
meeting in the beautiful ambience. As
our collocutor says, “Madera“ wipes
all the boundaries and strengthens
friendships. Therefore we are not
talking here about some ordinary,
usual restaurant.

Dorcol Marina – Future Belgrade Business Card
Miniature Paradise

In the course of the next five years seven towers should be built,

for a hotel and business offices construction, while restaurants,

O
ne of the most interesting
city
planning
and
construction projects in
Belgrade is the Dorcol
Marina that will open new business
opportunities for the Serbian capital
with its contents and architecture
and also contribute to the up-to-date
appearance of the old city centre.
This investment of 160,000,000 euros
made by the Colliers International
Company through the partnership
with the Capital Investment &
Consultancy d.o.o. and Engel East
Europe N.V. will also have significant
impact on the Belgrade tourist offer
that will, for the first time, thanks to
the high marina standards, provide
place for the most luxurious yachts
that sail down the Danube River to
the Black Sea. Our collocutor is Mr.
David Ericson, Managing Director of
the Capital Investment & Consultancy
LTD, the man who has had the chance
to come to know Belgrade and the
Serbian business customs thanks to
this project.
Will you, please, present us the
Dorcol Marina Project.
The Marina Dorcol Project is
a Modern Water Front, mix use
neighbourhood for those members
of the Public who have the means to
buy peace of mind on the Danube yet
10 minutes walk from the very City
Centre. The project shall contain
18
seven towers , five Residential , one
for offices and one for hotel, as well
as restaurants around the water ,pubs
and coffee shops with about forty
spaces allocating for professionals on
the first floor around the water, people
like lawyers, architects , doctors and
other such professional. The average
Apartment size is 150 sqm with large
windows and porches to the water.
The project is the only one of its
kind in the entire region and attracts
the attention and imagination of many
people from the locality and abroad.
Is it possible for the new Marina
that is being constructed almost in
the very city centre, to change the
habits of the Belgrade citizens used
to enjoying the banks of the Sava
River?
The concept behind the Project
is the wish of the City of Belgrade to
transform Stari Grad into a modern
neighbourhood and inject new life to
its commerce and social fabric, the
leisure time and its quality. In fact
the Marina Dorcol shall be the opening
shot in a larger battle to convert the
entire Industrial space that lies East
of the Marina Dorcol into a giant
Residential and Commercial area
while relocating the Port of Belgrade
and other Industrial entities into a
more remote areas to make a way for
the new Residential and Commercial
Development of the 600 or so
Hectares along the river Danube. On
the other hand the Proximity of the
Marina Dorcol to the Republic square
will create immediately the third
commercial and entertainment centre
of the Capital after Knez Mihajlova and
Strahinica Bana, allowing the Public
to visit the Marina on foot, by a new
bridge on bicycles and by car via the
3-4 new underpasses, as well as using
the future Tram, as the Marina Dorcol
shall have its own Tram Station.
Why do you think investments in
Serbia are the profitable business?
I was working in Central and East
Europe including the ex-Yugoslavia
ever since 1990 and I watch ALL the
countries in transition in real time ,
therefore I was convinced that the
regional prosperity will eventually
comes to Serbia as well which proved
right, the Serbian economy is growing
as fast as any and thus creating
opportunities for everyone . Serbia is
the last ex- communist heart land to
be conquered by means of economic
development and the need for
Residential units in Serbia out striped
demand by so much, over 10000 of new
units a year are needed, that there is
a window of opportunity as big as 1015 years (I recall people saying prices
in Dedinje will fall because of the war
in Bosnia, but they kept going up year
by year in real terms.
What is your relationship
with the Belgrade municipality
authorities that are responsible
for the complicated administrative
procedure?
As a Partner in Engel Marina
Dorcol doo and the project Business
Managers we never had a problem
dealing so far with City Authorities,
to the contrary some times when
I meet them I feel that they are as
eager as us to get going and consider
the Marina Dorcol Project the City
future Visiting Card, like the WHEEL
OF LONDON.
What will be the importance
of the Dorcol Marina for the
development of the Belgrade
tourism?
As I know the Ministry of Culture
is already organizing large tour boats
to bring tourists to follow the Roman
Trail throughout Serbia commencing
with Belgrade where these tourist
Boats will dock outside the Marina
using its Hotel and amenities before
continuing. Yes, I truly believe it
will become the number one tourist
attraction of Belgrade.
Will businessmen have interest
in locating at the place that has
been a kind of an abandoned suburb
until now although in the vicinity of
the city centre?
The
Project
value
when
completed, with all the space we
plan to build will be about 380 m euro
, not 160 m euro which we planned
earlier and that is because there is
no such Location in the region with
so many able people like there are
in Serbia . In fact Chelsea Harbour in
London, on the river Thames was the
rubbish dump of the Westminster and
Chelsea Boroughs where the Barges
were filled with Rubbish and went
down stream to dispose off. Usually
rundown neighbourhoods with unique
Location contribute more added
value for the City Economy then the
well established Suburb. Actually we
do not need to attract the business
community or anyone to come to
the Marina because the Location is
attractive enough and all major Banks
are willing to finance the project
which if to judge by our inquiry list ,
will be presold within 2008 , at least
its first phase as we plan four building
phases...
What specificities will the
business area in the Dorcol Marina
have?
Our Hotel shall be probably as
special as the Conrad Hotel at Chelsea
Harbour London, for the very rich and
affluent Business traveller, and our
specialists office space around the
Marina will be the only such space a
Lawyer can buy in the entire region,
that is if he wishes to have his clients
overlooking the water in a relaxed
environment where our office tower
will have a magnificent view.
What is your vision of the future
life in the Marina, the project of
which according to its contents can
be compared only with the business
centre and the Sava River pier that
have lost their importance some
sixty years ago?
Our contract with the City
stipulates that we have 5 years to
complete building after we obtained
a building permit and we plan to start
work next year, although we believe
we shall finish by 2011, if nothing
unusual will happen (and you never
know in Serbia...).
Can we expect this project to
become the reality in relatively
short time?
The future life on the complex
will be a mix of affluent life style
and leisure with the dynamism of the
commercial life around within range
of top of the scale amenities, opposite
Nature in the North on one side,
and a busy town not far away in the
South.
A mini paradise, a dream come true
within affordable luxurious reality...

construction ground, assessment of the
wider surroundings, infrastructure,
real estate market conditions, and we
even give elements that are useful in
future business in case of tourist or
commercial investment.
Our clients will have the benefit
of communicating with specialized
agent that speaks foreign languages,
prepares offer and sends it by e-mail.
Interested client can also come
to the VOS Center and get the whole
offer presentation and advice. During
this proceeding, as well as later in
making an agreement, available are
our translator and lawyer who carries

training courses and trainings are

C
oming to the “Porto Maltese“
restaurant makes an unusual
event. Every guest evokes
dear memories on some
seaports and summer adventures.
Sea smells become so vivid and
accompanied with plates full of
mussels, crabs or good fish. This
uncommon place located at the end
of Francuska Street in Belgrade is
the product of the people who have
discovered formula for making the
time in their restaurant exciting both
for their guests and themselves.
This restaurant came to life
exactly ten years ago. In the
meantime it appeared that the
idea was predestined for broader
dimension. Currently in business there
are 15 restaurants of the same name
in Russia, Belarus and Ukraine and
there will soon be one in Boston.
We are talking here of the real
catering chain that has originated
in Belgrade and is now branching
through the whole world. And the
service everywhere is of the same
level and quality and the ambiance is
recognizable.
56
While entering the “Porto Maltese“
you are also coming into the calm
harbour where the culinary miracles
are being materialised. There is a
principle for every guest to choose
the fish and get a feeling of being at
the market of a small Mediterranean
town. The fish and seafood are
weighed on a scale placed near the
kitchen. That way everything chosen
ends its way on the plate. All the
market prices are written in chalk
and the smallest possible quantity is
100 grams. The food that has been
chosen goes into the kitchen that is
in front of the guests’ eyes, separated
from them only by a glass partition.
On the menu there are various fish,
shells, octopuses, squids... Everything
that sea offers and gives. All of this is
prepared on grill, steam, or any other
way the guest prefer.
An unavoidable companion is
wine, all sorts of wine that match fish
specialties.
In the meantime, while waiting
for the food measured on the “market
counter“ to be prepared, guests can
help themselves with the cold buffet
placed in the small boat designed
according to the fishing one.
The fish, olive oil, sea salt – all this
make the smell and taste one cannot
resist. This is certainly the reason of
the great success of the restaurant
chain “Porto Maltese,“ the first one in
Serbia to get the ISO 9001 certificate,
the first to sell franchise in Ukraine,
the first Serbian restaurant that will
have its counterpart in the USA.
It could be said that the Belgrade
“Porto Maltese“ is the favourite
place of gourmets and good cuisine
connoisseurs. There you can often see
athletes, famous artists, journalists,
businessmen, people who have come
to enjoy in Mediterranean flavours.
But there is one more unique
thing in the Belgrade “Porto Maltese.“
Cooks and all the staff scheduled for
the restaurants in the “Porto Maltese“
chain are trained here. Therefore
the standard is equalized so that the
foreign guests coming to the Belgrade
“Porto Maltese“ can expect the same
service, same specialties and the
same experience everywhere from
Moscow to Boston.
Presenting the Sistem-FTO
Absolutely
the Best
The biggest Security Company in Serbia deals in
physical and technical security of properties and
persons, fire prevention security, public gatherings
security and money and valuables transport security
C
onversation with Mr. Milovan
Milosevic, the owner and
General Manager of the
SISTEM-FTO
Company
is
impressive at the very start thanks
to the figures. The system that deals
in physical and technical security
of properties and persons, fire
prevention security, public gatherings
security and money and valuables
transport security currently has 5,225
employed workers in 145 towns and
bigger places of Serbia. According to
all its parametres, it is not only the
biggest Security Company in Serbia
but also one of the most appreciated
firms in the Republic. During the last
two years the Serbian and Belgrade
Chambers of Commerce awarded
the Company appraising the FTO has
been contributing a great deal to the
economic development of the country.
SISTEM-FTO was founded in 1996.
Our collocutor embarked upon this
delicate business already having great
experience. Mr. Milosevic especially
points out that everything has started
with just one man in the firm, i.e.,
just himself and evolved into a big
system that today offers its services
to the hundreds of clients securing
some 2,000 of their structures.
Business policy is adjusted according
to the demanding firms and among the
clients are also embassies with their
residences, banks, and companies
that have big business buildings.
“Nevertheless,
people,
our
employees, are the most important. We
are taking care of their specific education
that is not going just within the official
regulations and in front of the Republic
of Serbia Ministry of Interior. We have
constantly been doing our best to
improve our knowledge and adopt world
standards,“ says our collocutor.
In order to enable quality security
up-to-date technique is also important.
In dispose of the SISTEM-FTO is the
monitoring centre that makes possible
following up of all the vehicles and
constructions that are “covered“ by
cameras and GPS systems. Thanks to
all this, in case of need, it is possible
for the intervention crews to get to
the sport within minutes.
“We are the only company in
the sphere of security that has
absolutely local capital and business
policy oriented towards the world
experiences. We have not only licensed
standards but we are also doing our
best to broaden our company. We
have already been preparing for the
Universiade that will take place in
Belgrade next year,“ explains Mr.
Milovan Milosevic.
Moreover, this is just one of the
big businesses of the firm that is
proud of the fact it has capacities to
secure even the biggest gatherings, as
well as sports events with thousands
of spectators.
Djavolja Varos
Petrified
WeddingParty
T
he first round of the New
Seven Wonders of the World
election voting has ended
in December 2007 with
the election of 170 most attractive
natural monuments in the world. The
European 32 nominees are in for the
further election and only the Serbian
Djavolja Varos from the Kursumlija
town entered the second round.
Thanks to the votes from all over the
world, the first day of the candidacy
58
the Djavolja Varos came to the 135th
place, the next one it was at the
60th and on December 21st it came
to the marvelous 26th place. Voting
will last all through December 31st,
2008 when the 21 candidates will be
elected while the New Seven Wonders
of the World will be announced in
mid-2010.
The Djavolja Varos is located on the
south slopes of the Mount Radan, on
the right bank of the Zuta Reka (Yellow
river), in the vicinity of the Prolom
Spa, 27 kilometres south-east of the
Kursumlija town. It consists of more
than 200 stone formations – pyramids
shaped by water erosion in different
formats and dimensions, between two
and fifteen metres high and 0.5 and
three metres wide, topped with stone
caps. Stone pyramids are ephemeral
forms for they disintegrate relatively
quickly thanks to rain, snow, wind and
ice (when they lose their protective
“cap”), and are formed equally
quickly through water erosion. The
Djavolja Varos and its earth pyramids,
or “towers” according to the locals,
are located in the watershed between
Djavolja Jaruga and Paklena Jaruga
The Djavolja Varos
(the name means
“Devil’s Town”)
site consisting of
the group of earth
pyramids in the
Radan Mountains,
in the southern
region of Serbia, the
nominee in the New
Seven Wonders of
the World election
(Devil’s Gully and Hell’s Gully). On the
other side, somewhat deeper in the
inside of the gully, new figures have
been shaped through erosion and
sedimentation over the centuries.
These parts of Serbia abound
in legends and tales. One of them
is on the modest and quiet people,
extremely dedicated to the faith,
who have once lived in the area of
the Djavolja Varos. According to the
legend, all this disturbed the devil
and therefore he prepared them the
devil’s water as a temptation so that
they could forget about their family
relationships. Bewitched by the
miraculous potion, the locals decided
to marry a brother and a sister. A
fairy tried to spoil the devil’s plan but
she did not succeed in bringing
wedding-party to their senses and
they set off with the future newlyweds
towards the church where the
wedding was to be performed. Then
the fairy started to pray to God asking
him to prevent the incest. The God
gave ear to her pleadings, joined the
sky and the ground, strong and cold
winds began to blow and petrified the
wedding-party.
The Djavolja Varos belongs to the
strange name village Djake (originating
from the Albanian word gjak meaning
blood) that is situated in Kursumlija
at the height of some 700 metres
above sea level. This geomorphologic
phenomenon is unique in Serbia and
a very rare one in the world. There
are similar phenomena in Europe,
precisely in the Alps (on both sides of
the Brenner pass in Austria and Italy,
by the Bolzano, and at the Mount
Valerien in the Upper Savoy province
in France, etc.). In the United States
famous is the “Garden of Gods.”
Nevertheless, in the Djavolja Varos
the “towers” are more numerous,
their dimensions are greater and they
are more stable.
Two
hydrological
phenomena
characterize the locality: there are
two springs, one known as Devil’s
Water (a highly mineralized spring
with water that is used in traditional
medicine), and another one called
the Devil’s (Red) Well (a pressurized
spring), some 400 metres away from
the Devil’s Water. The water has
distinctive red colour, while the area
surrounding this natural phenomenon,
the soil and the rocks, as well as the
pyramids themselves, are of different
colours giving a bizarre appearance to
the entire scenery.
This miraculous world also features
acoustic phenomena that justify the
designation the Devil’s Town: the
wind that hums between the pyramids
creates strange sounds similar to
howling, sighs or squeaking that
were frightening the local population
for centuries and lie behind their
superstition.
The natural surrounding area
adds to the attraction of these two
wonders, depicting a rather harsh,
almost mystical atmosphere, but at
the same time picturesque and timid,
just like the remains of the town,
old church, cemetery, and several
interesting mines.

Movable Exhibition - Museum of Broken Relationships
Holograms
of Memories
Unlike the “destructive“ self-help instructions for recovery from
failed loves, every individual is offered the chance to overcome
the emotional collapse through creation of the Museum holdings
A
fter successes achieved
in
Ljubljana,
Berlin,
Sarajevo, Skoplje, Pula and
invitations for guest displays
in San Francisco, Tokio, Rome,
and Stockholm, unusual exhibition
dedicated to broken hearts had its
guest show in Belgrade in March.
The
“Museum
of
Broken
Relationships“ is a splendid art
installation consisting of different
broken relationships experiences
60
from all over the world. The art
project of two Zagreb citizens Olinka
Vištica and Drazen Grubišić sprang
up from the assumption that objects
possess integrated fields, “holograms“
of memories and emotions. The
exhibition “Museum of Broken
Relationships“ was presented for
the first time within the 40th Zagreb
Applied Arts and Design Drawingroom and has achieved exceptional
international success.
As an art concept it proceeds from
the assumption that objects (i.e. the
whole matter) possess integrated
fields – “holograms“ of memories
and emotions, and the authors with
its layout intend to create a space
of “secure memory“ or “protected
remembrance“ in order to preserve
the
material
and
nonmaterial
heritage of broken relationships. The
idea that is fundamental for this art
project attracted the attention of
broad public with its universal and
interactive characteristics. The
public is both the viewer and creator
of the Museum that, unlike the
“destructive“ self-help instructions
for recovery from failed loves,
offers every individual the chance
to overcome the emotional collapse
through creation of the Museum
holdings. The individual gets rid of
“controversial objects,“ the triggers
of
momentarily
“undesirable“
emotions, by turning them into
museum exhibits, i.e., artefacts
and thereby participating in the
creation of a preserved collective
emotional history. That way the
objects that have been marked
with beautiful emotions finally get
out of the dark and hidden places
and surface into the day-light and
are being given the new exhibition
frame that automatically changes
the perception of the object and the
emotions stirred through it put into
the new context.
The display of the exhibition
is being renewed every day since
the project the “Museum of Broken
Relationships“ is in the state of the
continual origination linked to the
unstoppable process of relationships
vanishing.
The Belgrade exhibition during
March was open for display donations.
Everybody who had any object,
letter, a piece of memory, could
have brought it into the exhibit area
in “Magacin“ in Kraljevica Marka
Street.
In all the previous “Museum of
Broken Relationships“ guest shows
the response of both public and media
was exceptional and thanks to that
the Museum holdings has more than
several hundred objects. The museum
has everything from romantic and
touching letters to different gifts
given to lovers like teddy bears and
photos, bicycle, wedding dresses, an
axe, but also such unusual examples
as a gallstone. Every single object on
display is anonymous, and has a short
description of the item related to the
relationship that was behind. That is
why it could be therapeutic for those
with newly broken hearts. All this
can be found at the Internet address
http://www.brokenships.com/ and
everybody who has broken heart
becomes a user and a donator of this
unusual Museum. By e-mail can be
sent user name and certificate on
“lease“ for one part of the collective
emotional memory where memories
can be deposited or somebody’s own
data base created.
That way the owner of the
broken heart has the possibility to
keep everything that arouses painful
reminiscences, either photographs,
e-mails, SMS messages or...
