Do you have a keen interest in the contribution
libraries can make to individuals and communities,
and a track record in strategic management and
governance skills?
The Department of Culture, Arts and Leisure
is seeking to appoint members of the Board of
the Northern Ireland Library Authority, a new
body which became responsible for managing
and delivering the public library service on 1
April 2009.
The Library Authority, which is responsible for a
unified public library service throughout Northern
Ireland, is a non-departmental public body with
a staff of approximately 1,000 and an annual
revenue budget of £31m. To oversee its work,
it has a Board drawn from both members of the
public and local Councillors, with Councillors
providing a majority (the appointment of local
Councillors to the Library Authority Board is
taken forward as a separate exercise). The
Library Authority is responsible to the Minister
of Culture, Arts and Leisure.
You will be part of an exciting new enterprise.
The Board is responsible for providing strategic
leadership for an important statutory public
service, and ensuring the most effective use
of resources in delivering an up-to-date and
high quality library service within the policy
guidelines and accountability requirements set
by the Department.
Skills and Experience
We are seeking highly motivated individuals
with strategic, governance or accountability
experience relevant to the oversight of a
modern library service. Further information

Commitment
Board members will require a commitment of
at least 15 days per year, though more may
be required in the first year of operation of
the Authority. They will receive payment of
£3,000 per annum, plus travel and subsistence
allowance.The appointment will be for a term of
a maximum of 4 years; initial terms of differing
length may be required to ensure continuity. It
is intended that Board meetings will be held in
larger libraries throughout Northern Ireland on
a rotational basis.
