The forecast of country’s economic development and the resulting higher consumption rate of electricity in the coming years, coupled with limited government investment, require ever more participation
of the private sector in the field of electricity generation industry.
By relying on capabilities and experience of Iranian specialists, and in line with accomplishing the executive policies of article 44 of the constitution, and development plans of the government of Islamic
Republic of Iran, as well as support from the Ministry of Energy, Mahtaab Gostar Company, is the first

Three V94.3A gas units, amounting to a total capacity of 792 MW
Phase 2:
Converting phase 1 units to combined cycle, and increasing
capacity to 1112 MW
Phase 3:
Comprising two single shafts combined cycle blocks
Each block with a capacity of 430 MW, making a total capacity
of 860 MW
Construction operations of phase one of Rudshur power plant with a capacity of 792 MW, started in
summer 2004, and came into operation in winter 2007. Among most important technical specifications of the units of this power plant, is the high capacity of 264 MW for each unit, good availability of
95% and efficiency of over 39%, as well as observation of environmental standards, to accomplish
Green Industry goals, which distinguishes these from similar units.
Construction operations for phase 2 is underway, subject to clause 19 of 2013 budget act, which requires the increase of power plants’ efficiency, with priority of installing a steam section in combined
cycle power plants.
Having taken this measure, the capacity of phase 1 will increase to 1112 MW, and electrical efficiency reaches up to 58%, making it the highest efficiency in the Iranian power plant industry.

In December 2011, the Privatization Organization
held a bid for assigning of Orumieh Power Plant to the
private sector. Tadbir Sazan Saramad Company, with
shareholders comprising Pasargad Energy Development Company, Mahtaab Gostar Company and Omid
Investment Company, participated in the bid, and announced as winner, on 09.01.2012.

On announcement of National Privatization Organization of bids for a number of
power plants belonging to subsidiary companies of the Ministry of Energy, a joint
venture comprising of Pasargad Energy Development Company, Mahtaab Gostar
Company and Jam Energy Development Company, participated in the bid for Khoy
Combined cycle Power Plant, and was announced as the winner of this bid, on
31.08.2010.
Consequently, Partow Shams Taban Electricity Generation Company was incorporated by the above-said joint venture, for the purpose of conveying of assets and
property, and taking possession of Khoy Combined Cycle Power Plant.

transmission network of southeast Kerman Province
Having been granted agreement in principle by Tavanir
Company, for power plant construction with a capacity
of 968 MW in Kahnooj region, and power plant’s gas
supply having been allocated from the 7th nationwide
pipeline (Under construction), and having made the
land available to the contractor, in summer 2008, the
executive stage of phase one of this 484 MW power
plant actively started on the basis of a B.O.O contract,
on opening of LC, around winter 2014. According to
schedule, the gas units of the first phase will be operated in October 2014, and the steam unit in September
2015.

Due to the good wind potential of the Tarom Sofla region in the Qazvin Province (south of Sefidrood
Lake), Arian MahBaad Company has an ongoing 200 MW wind power project in this region in two
phases. The first phase of the project with a capacity of 63 MW (21 turbines of 3 MW) is near the
village of Gurkhaneh in the Tarom Sofla region and is under the micro sitting of the wind farm, site
preparation, technology choosing and the turbine supplier agreement (TSC) and operations. The
second phase of the project with a capacity of 144 MW (48 turbines of 3 MW) is a half-offshore plant
in Manjil Dam Lake and is in the feasibility study phase. If suitable farms are allocated by the government organizations such as Qazvin Regional Power Distribution Company and the Agricultural
Jihad, the Arian Mahbaad Company is ready to start two more 100 MW wind farm projects in the
Qazvin Province that brings the total to 400 MW.

of sunshine in more than two-thirds of its lands and has a
moderate radiation of 4.5 to 5.5 kWh per square meter per
day. Therefore, Iran is a country that has a high potential
of solar energy production. Arian Mahbaad Company has
started feasibility studies in Rudshur, Shahrud and Kahnooj
provinces to see if it is feasible to start photovoltaic power
plants with a capacity of 50 MW in each of these regions.
