Message from the President
Dear TTA members, standardization committees, and experts in standardization organizations from around
the world, I sincerely hope your continual passion for standardization brightens the future of IT.
Last year’
s IT environment, characterized by its continued convergence of wired and wireless, broadcasting
and telecommunication technologies, stood out more than anything else because of the user community’
s
participation. The tendency towards“individualization,”represented by Web 2.0 and UCC (User Created
Contents), will contribute to the rapid advancement of mobilization of contents and business functionality,
and ultimately, it will become the keyword for the future society that will accelerate‘All IP’environment.
Following its trend, Korea became the first country in the world to launch WiBro (June 2006), which is a
Korean developed commercial mobile Internet service adopted by IEEE as its standard. And with the WiBro
being recognized as ITU-R reference standard in September 2006, we’
re witnessing continual effort for
progress toward standardization.
Also, TTA standardization committee devised its current and mid-to-long-term standardization strategy for
2006 and TTA was able to establish and revise about 670 standards related to Open Service and IMTAdvanced standards as well as technical specifications based on 3GPPs global partnership agreements.
Meanwhile, in its endeavor to establish itself as an‘IT testing & certification hub’, TTA’
s testing &
certification laboratory is recognized as the CCF and WiMAX Forum Authorized Testing Laboratory and the
Bluetooth BQE, as well as implementing test-beds for RFID, ZigBee and DTV data broadcasting, hence
providing services in related sectors.
In the area of international cooperation, TTA has successfully hosted The 26th APT-SG meeting, The 3rd FG
IPTV meeting, ZigFest 2006, 3GPP2 meeting, and ITU-T SG17 meeting. In particular, TTA entered into an
MoU with OMA, and hosted the OMA General Assembly on Standardization 2007 in Seoul, thereby
contributing to international mobile Internet standardization.
Following the technology convergence, the future of IT will require ever increased inter-industry cooperation
among diverse sectors, such as BT, NT, entertainment, education, and etc. Accordingly, TTA expanded its
infrastructure for standardization and testing & certification, thereby effectively creating an efficient work
environment to facilitate cooperation serving not only the IT industry, but inter-industry convergence as well.
In 2007, TTA will continue to take an active role in ITU, GSC, 3GPPs and The CJK IT Standards meetings, and
make every effort to cooperate with major standardization & certification organizations and various forums to
contribute to the development of the global IT industry.

Purpose of Establishment / TTA overview
TTA seeks to contribute to the advancement of technology and the promotion of information and telecommunications
services and industry as well as the development of national economy by effectively establishing and providing
technical standards that reflect the latest domestic and international technological advances needed for the planning,
designing and operating of global end-to-end telecommunications and related information services that are in close
collaboration with companies, organizations and groups related to information and telecommunications such as
network operators, service providers, equipment manufacturers, academia, R&D institutes, etc.

Operating standardization committees
Aiming to respond promptly to the various evolving, fusing and converging IT technologies, TTA develops
standards in all areas of IT to provide industry specific standards and convenience to industries and consumers.
Particularly, in line with the IT839 strategy, TTA continues its effort for standardization in areas such as WiBroTM,
DMB, Telematics, and home networks to meet the complex needs of users. At the same time, standardization efforts
are also being concentrated in areas such as public disaster communication and broadcasting standards, as well as
other leading technologies such as Cognitive Radio.
Technical Assembly (TA) and Coordination Committee (CC)

The task of both the Technical Assembly and Coordination Committee is to
adjust, review, and adopt TTAS and standardization projects that are proposed
by individuals or groups through thorough examination of proposed items.
In 2006, Technical Assembly and Coordination Committee each convened four
times and their major accomplishments include establishment of 421 standards
in diverse areas such as biometrics, IPv6, DMB, and intelligent service robots,
as well as revising 250 standards and publishing 10 technical reports. In
addition, 36 of new or revised standards are to be recommended as national
standards. Meanwhile, a total of 891 new standardization projects in 2006 were
adopted, and a total of 80 standardization projects that are no longer necessary
due to the technological trend development were abolished. However, in an
effort to drive leading and efficient standardization activity, new standardization
committees for IPTV, next-generation PC, Cognitive Radio, and satellite
broadcasting were created.

Common Infrastructure Technical Committee (TC1)
Chairperson : Chung Kyo-Il / Director, Information Security Research
Division, Convergence Security Group, ETRI
The Common Infrastructure Technical Committee (TC1) is in charge of
standardization of common infrastructure elements in the IT sector, and it
consists of 9 project groups (information security, internet security, biometrics,
welfare communication, disaster management, SoC, embedded S/W, open S/W,
and DRM) that prepare and review draft standards in their respective areas.
In 2006, TC1 established 18 standards in information security infrastructure
area, including the‘Duplicated Joining Verification Information for Confirmable
Service of the Person Himself’to assist internet service providers to prevent
users from having duplicated subscription. TC1 also established 9 standards in
Internet security area, including‘A guide for Network Security Management,’
which will serve as a security guide for network administrators, and 3 standards
in biometrics area including‘Biometrics Terminology’intended to unify the
biometrics lexicon used in Korea. In the welfare communications area, TC1
established 3 standards including‘Automatic Teller Machine Accessibility
Guidelines 1.0’to promote the convenience of the visually impaired and
physically challenged, and 2 standards for disaster management including
‘Satellite Multimedia Network Access Specifications for PPDR (Physical Layer)’
to support multimedia services in emergencies or disasters. In connection with
IT839, TC1 established 8 standards, including the‘Numbering System of
Semiconductor IP’for revitalization of semiconductor distribution in the SoC

area, and‘Security Reference Model for an Embedded Operating System’in the
embedded S/W area, which enables developers of embedded operating systems
to consider security prior to the development. In addition, TC1 established‘Linux
Server/Desktop Specification 2.0’for implementation of localized Linux in the open
S/W area, and 2 standards in digital rights management (DRM), which was added
in December 2005, including‘Integrating Framework of DRM System and Image
Fingerprinting System’for tracing illegally copied image contents. As one of TC1’s
responsibility is to focus on ITU-T SG17 (information security) area for international
standardization, TC1 contributed to the successful hosting of the SG17
international standardization meeting in Korea in April 2006, and it resulted in
reviewing, analyzing and responding 29 Korean developed ITU draft
recommendations and overseas information security standards.

The Telecommunication Technical Committee (TC2) has a total of 17 project
groups in charge of standardization in the areas of optical transmission, optical
Internet, network management, NGN, active Internet, signaling, VoIP, billing and
interconnection, IPv6, IAR, LAN, digital home, service quality, grounding, outside
plant, Ethernet, and IPTV. In particular, NGN, VoIP, IPv6, digital home, and IPTV
project groups work for standardization in their respective areas in response to the
IT839 strategy.
In 2006, TC2 established or revised a total of 169 standards, including optical
communication standards, MPLS and GMPLS related standards, parlay standards,
number portability between Internet phones (VoIP) and wired phones standards,
BcN standard model V2.0 standards, IP address system standards, and digital
home platform standards.
In particular, the BcN standard model V2.0 standard is intended to present a
guideline for commercial integrated broadband network in which TC2 presented
the final technical items and considerations along with a demonstration of BcN
network service in Korea. Additionally, TC2 laid the foundation for leading
international standardization by working simultaneously on domestic and
international standardization, and contributing to NGN standards such as the
PSDN/ISDN emulation structure, NGN requirements, and the functional structure
as international standards to ITU-T SG13.
Through the activities related to SG2, SG3, SG4, SG6, SG11, SG12, SG13, SG15,
SG16, SG17 in ITU-T, and FG (Focus Group) IPTV, which will exist temporarily until
July 2007, TC2 contributes to the internationalization of domestic standards and
adversely adopts international standards as domestic standards, and thereby
maintaining and amending exiting domestic telecommunication related standards.

Radio & Broadcasting Technical Committee (TC3)
Chairperson: Kim Young-Kyun / Senior Vice President, Samsung Electronics Co., Ltd.
The Radio & Broadcasting Technical Committee (TC3) is in charge of
standardization of wireless communication technologies including radio,
broadcasting, and mobile communication, and consists of 14 project groups: nextgeneration mobile communication, 2.3GHz mobile internet, wireless LAN, WPAN,
LBS, digital TV, DMB, digital cable, wireless measurement, telematics/ITS,
RFID/USN, data broadcasting, satellite broadcasting and Cognitive Radio.

In 2006, TC3 established 402 standards (including technical specifications) in the
areas of mobile internet, DMB and RFID. TC3 laid the foundation for establishing
a stable WiBro service by revising the test criteria for mobile internet
compatibility, and established the transportation and travel information service as
well as the conditional access standard to support the paid service model of
terrestrial DMB. Additionally, TC3 established standards for mobile RFID, which
is an important technology for reinvigorating the B2C service, thereby revitalizing
related industries. In addition, TC3 newly installed the satellite broadcasting
project group to accommodate next-generation digital satellite broadcasting
technology, and a project group for Cognitive Radio standardization, which is an
emerging technology for increased utilization of frequency bandwidth. These
project groups are expected to operate in full swing starting in 2007. With
respect to international standardization, TC3 reinforced the regional cooperation
by leading the CJK B3G standardization and creating N-ID working group. TC3
has also been active in standardization of broadband wireless connection
technology such as wireless LAN and WPAN, and standardization of
infrastructure technology such as wireless measurement, as well as
broadcasting standardization such as digital TV and data broadcasting. TC3 will
continue to put its effort in these areas through 2007 as well.
IT Application Technical Committee (TC4)
Chairperson: Kim Eun / Vice President, IT Performance Management
Division, National Information Society Agency
The IT Application Technical Committee (TC4) is in charge of IT applications and
next-generation services, and consists of 11 project groups: web, multimedia
application, e-commerce, public information, meta data, S/W component, grid,
S/W quality evaluation, intelligent service robot, distributed resource information
management, and next-generation PCs.
In addition to IT application standardization, TC4 has been working on the
establishment of IT application standards, conformance/interoperability/performance
test standards, trend analysis of ISO/IEC JTC1, responding to ITU-T SG16, and
maintaining previously established IT application standards.
Its research results for 2006 include“a standard interface for communication
between robot servers”,“low-powered real-time operating system for nextgeneration PCs”, and“software accessibility guideline.”TC4 established and
revised a total of 115 standards including the object IT protocol for URC
client/server-based mobile robots, and submitted one technical report.
The roles of individual project groups are clearly defined and cooperate closely
with each other in their standardization efforts. TC4 participates in de-facto
standardization organizations such as OMG, GGF, W3C, OASIS and itSMF, as
well as international standardization organizations such as ISO/IEC JTC1 and ITUT to makes every effort to comprehend the trends in standardization.
Also, with its effort to revitalize standardization in Korea, the TC4 establishes
standardization plans, prepares and reviews draft standards, develops own
standards, and quickly accommodates technical information related standards
established by international standardization organizations to incorporate them
into its own standards.
International standardization activities
International standardization activities
In 2006, TTA took an active part in the CJK IT Standards Meeting, GSC, 3GPPs, ITU and ASTAP, and hosted the 26th
APT SG meeting in Seoul, thereby contributing a great deal to regional and international standardization activities.

s CCSA, Japan’
s ARIB, and TTC participates in the CJK IT Standards Meeting in which the
participants discuss cooperation in standardization related to cutting-edge technologies such as next-generation
mobile communication (B3G), next-generation network (NGN), and the newly created network-based RFID (N-ID).
The 13th CJK B3G WG meeting was held in Seoul in November 2006 and topics and issues pertaining to system
requirements and core technologies of B3G were widely discussed. In addition, the standardization organization of
the three countries worked on the joint B3G ‘whitepaper’ that began in early 2006, and completed the draft for
system requirements. The CJK ‘whitepaper’ covering system requirements and core technologies is scheduled to
be completed in July 2007.
From May 29 to June 2, 2006, TTA attended the 11th Global Standards Collaboration (GSC) meeting held in
Chicago, USA, and discussed technical cooperation in key standardization areas and high interest subjects, such as
NGN and next-generation mobile communication along with major standardization organizations around the world.
ITU-T FG IPTV meeting
ITU-T FG IPTV is in charge of IPTV international standardization and is currently working on a total of 12 standards:
IPTV requirements, service scenario, QoS, middleware, etc. The Korean delegates took active role in the FG IPTV
meetings with the Korea chair group (1 vice-chairperson, 2 WG chairpersons) playing a central role. Together, they
submitted a total of 74 national and sector contributions at 2 meetings, and had them successfully reflected. In
particular, the 2nd FG IPTV meeting was held in Busan, Korea, attracting 207 professionals from 18 countries. 6
WGs reviewed and discussed 153 contributions, where the meeting was said to be very successful.
The FG IPTV will expire at the 5th and final meeting in 2007, and its parent group, the ITU-T SG13, will take over to
continue its standardization activities.
Hosting of ITU-T SG17 international standardization meetings in Korea
SG17, a study group of ITU-T in charge of international standardization of data communication technology,
information security and software, met at the Jeju Grand Hotel from April 19 to April 28, 2006, where a total of 110
people attended the meeting. The Korean delegation to the Jeju meeting, headed by Mr. Chin Byung-Moon (TTA’
s
Vice President and Chairman of SG17), consisting of over 30 standardization experts participated in the meeting and
led international standardization in areas such as multicast, security management, biometrics, safe communication
service, and SPAM responses. The meeting resulted in a total of 35 domestic technologies being reflected as
international standards and a new vice-rapporteur was appointed for Q.7 as well as 5 additional editors being added.
In particular, the decision was made to promote 4 domestically developed draft standards such as RMCP-2 (relayed
multicast protocol) and X.homesec-1 (security technology framework for home networks) to the national consent
stage where they became the international standards at the following ITU-T SG17 meeting held from December
6~15, 2006, Geneva.

CJK NGN WG had a total of 7 meetings since its initial meeting in July 2004. Its major achievements include
establishing an editing team in the working group and joint editing of key ITU-T recommendations. In addition, the
CJK NGN WG discussed detailed scenario for the 3-country NGN test-bed, and defined the testing structure and
scenario between Korea’
s ETRI and China’
s CCSA. At the 6th CJK Standard Meeting held in April 2006 the CJK
NGN WG agreed to form a CJK N-ID WG (CJK network-based RFID standard working group), and accordingly, an
agreement was made to change the name of the working group to N-ID (Network aspects of IDs) as well as
confirming the ToR at the first meeting held in October 2006.

International standardization activities
Fosterage of international IT standardization experts
The international IT standardization expert training project began in 2001 for the purpose of acquiring and providing
the latest information on standards and early adoption of domestic technologies as international standards. The
project started with 100 experts and increased to 272 experts in 2006. They form the‘expert pool’that, among
other purposes, have been endeavoring to make Korean standards adopted as international standards. TTA has
actively supported their efforts and it resulted in the increase of the number of seats in the leadership group of
international standardization meetings from 16 in 2001 to 141 in 2006, amounting to 103 person, and the number of
contributions increased from 31 in 2001 to 445 in 2006.

ITU support activities
In 2006, TTA concentrated on stabilization of the「Korea ITU Committee」, which was expanded to include ITU-T
and ITU-D, encouraging the government and industry/university/research experts to take an active part in the
committee, further reinforcing their ability to respond to international standardization.
The committee came up with responses to international standardization after analyzing over 150 (ITU-R : 87, ITU-T :
70) research projects in 2006, and studied on how to keep domestic technologies and standards up-to-date by
comparing 160 or so ITU-R recommendations with domestic regulations.
On the basis of these activities, national delegation was organized 77 times, who submitted 284 contributions to
respond to major standardization issues and held the ITU-T information security (SG17) standardization meeting and
the IPTV standardization meeting (FG IPTV) in Korea, thereby helping Korea take a leadership position in
standardization.
In addition, TTA sent a total of 205 ITU circulars, which further reinforced the Government’
s ITU administration role.

Establishment of mid-to-long-term IT standardization plans
The IT Standardization Committee formulated both a yearly plan for 2007 and a mid-term plan for the period of 2007
to 2009. In addition, the IT Standardization Committee, the IT standardization strategy forum, international
standardization experts, and new growth engine PM(Project Manager) all participated to select 36 technical
standardization areas including the‘IT839 strategy’and established a 3-year mid-to-long-term plan. They drew up
the‘IT839 strategy standardization roadmap’that contained the schedule for the development of domestic
technical standards, and presents a strategy and direction for domestic and international standardization.
Analysis of IT standardization implementation systems
To respond to the changes in the international standardization environment in a timely manner, TTA analyzed the
change of international standards trend, standardization systems and strategies of major countries to devise a
countermeasures against issues concerning trade regulations and IPR that have been caused by the new standards.
In particular, to help better understand the standardization systems, procedures, and regulations of major
standardization organizations, TTA developed its‘IT Standardization System Analysis, National and Key
Standardization Organizations’booklet, and to help further public understanding of IT standardization, TTA published
the‘IT Standardization Handbook’,‘IPR Rulebooks of Major Standardization Organizations’
, and‘Guide to IT
Standardization Rules’
.
IT standardization strategy forum
In 2006, TTA assisted 33 forums that were related to the IT839 strategy and about 3,600 corporate members and
12,000 professionals were involved in the fora activities. As a result, 270 forum standards and 520 international
contributions were submitted.
In April, the
「IT Forum Korea 2006」was successfully held with 32 strategy fora participation. TTA also distributed
the「IT Standardization System Analysis, de-facto Standardization Organizations, 2006 Edition」 and presented
direction for domestic and overseas de-facto standardization activities.

Since 2000, TTA has assisted IT standardization strategy forum to strategically respond to de-facto international
standardizations, to reinvigorate domestic standardization in the private sector, and to provide opportunities for
information exchange among standardization experts in industries, academia, and research laboratories.
Standardization of IT Terminology
TTA identifies new IT terms and arranges/modifies them to provide a unified lexicon to facilitate communication and
understanding within the Korean language. TTA is working to standardize IT terminology to help the general public
better understand IT and contribute to the development of IT technology in the future. In 2006, TTA published the
6th edition of its IT Dictionary and CD-ROM (ver 3.0), and added 95 purely Korean terms as well as international
standard terms.
IT standardization education
To enhance the general public’
s awareness of IT standardization and encourage users of standards to utilize IT
standards more often, TTA held a total of 11 technical seminars and workshops that attracted 1,037 attendees. TTA
also held two IT international standardization expert training seminar that attracted 99 attendees. Those seminars
were intended to teach not only theoretical background but also to help attendees acquire a working-level
knowledge necessary to participate in the international standardization meetings. Additionally, two presentations on
IT intellectual property rights drew 155 attendees and three special lectures on IT standardization for university
students drew 202 attendees.
IT standardization thesis competition
For the purpose of promoting a standardization research environment among the general pubic and university
students, and to possibly discover excellent draft standards, TTA hosted the 2nd‘IT Standardization Thesis Contest,
2006’
. 27 thesis were submitted for one of two topics,‘International Standardization Strategies by Strategic IT
Sector, and Policy Direction’
, or‘IT Standardization in Consideration of IPR’
, and 10 thesis were conferred awards.
The award-winners will be actively reflected in domestic and overseas standardization activities and help lay the
foundation for the development of IT technology in Korea.

Standardization support activities
IT technical standard consulting service
To encourage international standardization activities and R&D among small businesses and venture firms in Korea, a
pool of 272 IT international standardization experts was commissioned. The pool of experts is responsible for
providing their expertise to implementing TTA technical standards and explaining how to respond to trends in IT
international standardization. A total of 157 experts have participated in this service for the past 5 years and the
consulting service was provided to 206 small IT firms free of charge. In 2006, free consulting and seminars were
offered to help small businesses within the IT839 framework to cope with their standardization challenges, thus
helping to bridge the digital divide as well as enhancing competitiveness.

Dissemination of technical information
TTA collected about 2,500 volumes of information and materials regarding local and overseas information and
communication standards, IT technology and market trends, and has offered them for public viewing. In particular,
as digitalization trends require, TTA reinforced its collection and utilized its full-text domestic and overseas
databases to provide information with increased speed and convenience. In addition, TTA participated in major
domestic IT events and put in its efforts on disseminating and publicizing key publications such as the IT Dictionary
and textbooks on standards.
TTA participated in the IITA Integrated Information System Project as it had done in the previous year and translated
80 TTAS into English which have been entered in its extensive database. TTA also joined the new UCI-based
knowledge information project of IITA and also took an active role in the IT information sharing and cooperation
projects with related agencies, thereby contributing a great deal to the local IT informatization efforts.

Since its opening in December, 2001, the TTA’
s Testing and Certification Laboratory has been engaged in a variety of activities in
what can be viewed as three tracks. First, TTA reinforced the competitiveness of the IT industry by providing various testing and
certification services for various networks, software, digital broadcasting and mobile communication products made by small and
medium-sized IT companies and venture firms. Second, TTA induced performance and quality improvement of high-tech
products developed by small and medium-sized IT companies and venture firms by implementing and operating a large-scale
testing facility (test-bed) where their cutting-edge products can be tested efficiently. And third, TTA provided technical consulting
and support services for small and medium-sized IT companies and venture firms.
In 2006, in a bid to effectively support the IT839 strategy being driven by the MIC (Ministry of Information and Communications)
in its search of new economic growth engines and improve the quality and performance of domestic IT products, TTA provided
testing and certification services for a wide range of IT products such as WiBro, WCDMA, ZigBee and URC robots, in
accordance with its master plan for building an IT testing and certification hub infrastructure formulated in 2005.

TTA has been successfully providing Bluetooth testing services for mobile phones and accessories
since it became the internationally accredited Bluetooth testing laboratory, the BQTF (Bluetooth
Qualification Test Facility), in 2003. With the increasing demand for the Bluetooth certification by
the major mobile handset manufacturers in Korea, TTA is now recognized as the leading BQTF in
Asia-Pacific region. Also, TTA started the international ZigBee certification and testing services in
cooperation with NTS (National Technical Systems) in 2006, and as a result, TTA provided 355
testing services and 99 certification services in 2006.
TTA’
s Network testing and certification covers four wireless network areas (Bluetooth, ZigBee, ITS,
wireless LAN) and three wired network areas (Home network, LAN/MAN, MMoIP). From 2006, TTA
has its own BQE (Bluetooth Qualification Expert) and TTA began providing international ZigBee
certification services through a cooperation agreement with NTS. In addition, TTA conducted
interoperability tests for ZigBee, IPv6, RFID, and VoIP, which provided manufacturers with
opportunities to examine their IT products under development in advance.

> SW
> Digital broadcasting
As a testing and certification laboratory for the digital broadcasting area, TTA is providing testing and
certification services for the entire digital broadcasting area including terrestrial, satellite, cable and
data broadcasting. Starting with the implementation of the RF performance test system
environment of 2006, TTA will extend its service to DMB (Digital Multimedia Broadcasting) by
offering DMB testing and certification services in 2007, along with expansion of the data service
infrastructure. TTA is also planning to support the growth of not only the existing broadcasting area,
but also the industries related to broadcasting convergence area by extending its service to include
HANA devices, HDMI interface, and IPTV middleware.
In digital broadcasting, TTA provided a total of 148 cases of testing and certification services in 2006
(7 certifications, 141 testing services), as well as development support, functional and performance
testing, and interoperability testing services.
In data broadcasting, TTA launched standard conformance testing & certification for terrestrial data
broadcasting middleware (ACAP) and cable data broadcasting middleware (OCAPTM). Starting with
certification of 4 models, TTA’
s service in this area will get into full stride next year. In particular,

As the first local SW quality certification laboratory authorized by the Korean government (Article 13
of the SW Industry Promotion Act), TTA has been providing testing and certification services for the
entire SW area, and joining hands with U.S.-based VeriTest , TTA also offers VeriTest international
certification service.
In 2006, TTA conducted 354 SW quality tests, 219 GS certifications, and 4 VeriTest certifications,
totaling 577 cases of testing and certifying. This was an increase of 32.6% in tests and 66.4% in
certifications compared to previous year. In addition, the Guidelines on Enforcement of Estimated
Annual Expenditure of the Ministry of Planning and Budget were revised, and it is expected that the
subcontracting with SW project of governmental offices will be prohibited according to the guidelines.
The MIC’
s Notification on SW Technology Competitiveness Assessment was revised and SW with a
GS certificate will receive additional points when public SW vendors are evaluated for the selection of
SW provider for governmental offices. Now these programs are being supported systematically.
Additionally, TTA evaluated large-scale SI projects for the Court, the Ministry of Planning and Budget,
the Supreme Public Prosecutor’
s Office, the National Police Agency, the National Election
Commission, and the National Emergency Management Agency.
TTA provided SW quality consulting services to domestic small-sized SW companies on 677
occasions, and held 9 breakfast meetings and seminars to present its plans to reinforce
competitiveness through SW quality certification. To promote the SW quality certification system and
certified products, TTA participated in SEK 2006 and SOFTEXPO/DCF 2006 with its own GS
certification booth.
On 22 August 2006, TTA entered into an MoU with the Information Technology Professionals
Association of Korea (IPAK) to evaluate participants who have attended the Korean SW competition.
In addition, TTA cooperated with local agencies in Daegu, Daejeon, Chungcheong-bukdo, Jeju,
Incheon, Jeonju, Anyang, Busan to support the cost of acquiring GS certification, thereby helping
local companies better appreciate the significance of quality, and provide them with an opportunity
to improve the quality of their products.

Testing & certification services
TTA is in the process of researching and developing test suites for ACAP testing & certification
jointly with data broadcasting receiver manufacturers and application developers, and further
continue to upgrade the test suites to broaden its test coverage.
In the area of DMB, TTA held three interoperability testing events with over 80 companies
participating in an effort to verify backward compatibility to prepare for the revision of DMB
standard and identify potential problems that may arise by introducing new services such as BIFS.
In addition, TTA completed its implementation of the system for RF performance tests, began to
offer testing and certification services, and is planning to expand the testing and certification
infrastructure by developing testing standards for data service (TPEG, BIFS, BWS, Slideshow,
middleware, etc.) next year to provide full-scale DMB testing and certification services, and thereby
contributing to the invigoration of DMB industry and improvement of receiver quality.

In mobile communication, TTA provided testing and certification services for CDMA, GSM,
WCDMA, WiBro mobile phones and terminals. With regard to testing for CDMA mobile phones,
TTA acquired the CATL (CTIA Accreditation Testing Lab) accreditation in 2004, and in January 2006,
TTA was authorized as certified testing laboratory from CCF (CDMA Certification Forum), which is a
new testing and certification organization established to solve the issues of the long testing period
of the conventional testing system and integrate the diverse terminal testing and certification
systems of different countries. TTA now provides CTIA, TRAC A and CCF testing & certification
services for mobile phones for exportation. As for testing of mobile phones for domestic carriers,
TTA conducts quality tests in accordance with international standards. In CDMA area, TTA
conducted a total of 56 tests and certifications in 2006.
With regards to GSM and WCDMA, TTA acquired the GCF (Global Certification Forum) accreditation
in WCDMA in September 2006, and was qualified as an official testing lab by the North American
PTCRB (PCS Type Certification Review Board) in October 2006. Accordingly, TTA is now able to
perform global certification and testing services for WCDMA mobile phones as well as
GSM/(E)GPRS mobile phones. Performance in testing and certification improved a great deal as the
number of tests and certifications increased from 65 in 2005 to 125 in 2006, registering a
remarkable growth. In addition, TTA held the GCF international meeting for the first time in Korea in
October 2006, which enhanced TTA’
s reputation across the globe.
In WiMAX, TTA had became the 2nd international testing laboratory (WFDCL: WiMAX Forum
Designated Certification Lab.) in February 2006 and signed the official WiMAX Forum-TTA
agreement in July 2006. Since then, TTA has been preparing to provide international testing and
certification services in mobile WiMAX area.
A special attention should be noted at the fact that TTA was awarded an important role of validating
testing equipment to be used for international testing and certification in Wave 1 area by the
WiMAX Forum in October 2006, and TTA is now conducting validation tests for 4 equipments at
Spain’
s AT4Wireless (formerly Cetecom Spain). This is an important procedure because equipment
that passes the validation test can be used as the WiMAX-authorized equipment. This also proves
that TTA’
s technical competence and advancement in WiMAX has been recognized internationally.
TTA will continue to implement HSDPA, HSUPA and WFDCL testing equipment, facilities and
environments on the basis of its existing 2G and 3G testing and certification services, and TTA will do its
best to contribute to helping the domestic mobile communication industry to preempt the global market.
International and Domestic Cooperation in testing and certification
TTA entered into technical cooperation partnership agreement and MoU on testing and certification with key
international and domestic IT-related organizations aiming at expanding the scope of TTA testing and certification,
creating stable market demand through increased credibility, and enhancing public awareness of TTA certification.

Internet service providers’
TTA has been providing systematic support through Internet phone service provider quality certification to ensure a
certain level of voice quality, and as part of this effort, TTA has operated the SLA (Service Level Agreement) system for
Internet phone service with the aim of protecting the rights and benefits of users, as well as to continuously improve
the quality of carriers’
networks by selecting quality criteria, items and indexes suited to the domestic Internet phone
environment.
Also, the Internet phone terminal certification system, one of the most important elements of the quality of Internet
phone service intended to introduce the quality certification system for Internet phone terminals, is instrumental in
testing basic performance and functionality of terminals used on the Internet phone network according to the needs of
service providers and industry.

SW quality evaluation methodology standardization research
TTA has successfully developed SW quality evaluation standards for the use in the industry and has recently formulated
a mid-to-long-term plan for standardization of software quality evaluation methodology. TTA has also developed three
standard models including the software usability standardization model. In addition, TTA established 6 TTA group
standards, such as the package software usability evaluation guide, and participated in ISO/IEC JTC1 SC7 WG6 and
SC27 WG11 international standard meetings, and proposed one international standard related to MPEG-7.
IT service quality evaluation

TTA analyzed and reported the results of the self-measured voice call and wireless data of new IT service quality
evaluation and mobile phone service providers submitted to TTA by the service providers.
WCDMA service quality measurement was conducted in limited areas in Seoul (6 districts), metropolitan areas (6
cities), selected megalopolis (12 districts), and 6 provincial government cities and the results revealed nearly the same
level of quality as that of existing mobile communication services.
As for VoIP telephony, TTA measured Internet phone quality of 7 service providers, and all 7 service providers satisfied
the quality evaluation criteria. Also, TTA conducted trial measurements in 2006 to determine evaluation criteria and
methodology for WiBro service quality.
In addition, TTA entrusted a professional agency to conduct an independent survey to measure and evaluate the quality
of mobile communication services of each carrier as perceived by individual users.
Research on testing facility improvement
and infrastructure enhancement
IT standard testing methodologies research
TTA published a book on the findings after TTA analyzed schemes and procedures implemented in advanced countries
to establish a scheme capable of providing world-class testing and certification services for IT standards, and conducted
a market research to provide high demand services in a timely manner.
TTA also established and operated the quality system in conformance with ISO/IEC 17025, revised 6 quality
procedures, and acquired international testing lab accreditations from CCF, WiMAX Forum, KOLAS and PTCRB.
Additionally, to alleviate inconveniences caused by different interfaces among manufacturers and to increase user
benefits, TTA standardized the integrated I/O connection interface for mobile phones, issued TTA certification to 49
models of mobile phone chargers with standard 24 pins, re-designated a company (Hanchang) as a certified testing lab,
and audited labs of 3 companies including Samsung Electronics.

RFID testing and certification infrastructure project
By completing the standards testing criteria for conformance, interoperability, and performance testing, TTA
became the first in the world to develop quality evaluation methodology and criteria for the 900MHz mobile RFID
readers and tags. Additionally, TTA developed the conformance tester for RFID Protocol to verify the standardconformance of RFID readers and tags.
In addition to the mobile RFID testing & certification, TTA provided the RFID performance testing service for the
RFID toll system, and certification service for the RFID parking management system and the 900MHz handheld
RFID terminals.
URC robot certification system development project
SW testing infrastructure project
To expand the SW quality testing and certification services, TTA developed SW quality evaluation models for 5
areas such as home network SW, ITS SW, network management SW (NMS), RTE solution, and e-learning SW. TTA
also increased the number of testing equipment to 14 sets of 5 types for small companies and venture firms that
have difficulties with implementing testing environment, and provided testing equipment and technicians for 58
companies. In addition, TTA developed 2 types of textbooks for SW testing professionals and provided 4 training
sessions to produce 201 SW testing professionals.
TTA developed performance test tools for load testing and automated tools for security vulnerability tests. To
acquire advanced testing technology and knowledge of international trends, TTA staffs participated in training
courses offered by IIST, APIS, SODEC and ALPIT in the U.S.
Benchmarking test project
To provide users with comparative data on competitive products and to give developers an opportunity to make up
for their weaknesses, TTA conducted benchmark tests for 8 products including BPM SW, image editing SW and
storage management SW.
To expand benchmark testing service areas, TTA developed evaluation models for BPM SW and storage
management SW, and improved the existing image editing SW benchmark test model. In addition, TTA announced
the result of its Linux server OS (64Bit) and CAD SW benchmark test which was conducted in 2005.
Embedded SW technology support center operation project
To support quality improvement efforts of small-scale embedded SW vendors, TTA built 53 test-beds for embedded
SW and conducted 21 tests and 17 cases of certification in diverse areas such as unmanned surveillance facilities.
In addition, TTA provided 27 quality consulting services for broadcasting SW and middleware. As KEPCO (Korea
Electric Power Corporation) made quality certification of surveillance system control SW mandatory, there was an
unexpectedly high demand for testing and certification, and as a result, TTA was able to show tremendous
achievement in this area. Also, three persons participated in conferences such as ESC, etc., and learned about
international trends in embedded SW.

As part of the MIC’
s URC robot pilot project, TTA established and operated the URC robot certification system in a
bid to verify the reliability of robot quality, and thus helped lay the foundation for commercialization leading to
revitalization of the robot industry. Also, by unifying the robot related certification system that was spread across
different sections into a single source, TTA played an important role in reducing confusion in the direction of robot
development.
In 2006 URC robot pilot project, TTA provided testing and certification services for 5 home robots manufactured by
6 companies and 2 robots for public use manufactured by 2 companies. The URC robot certification system will
accommodate the robot safety standard of MOCIE for integrated management. TTA expects the certification criteria
to be modified and improved so that it can be applied to the diverse types of network robots.
