Imperial Scratches 22-14 Win Against Brawley Wildcats

The Imperial Tigers scratched
a pivotal 22-14 win against the
Brawley Wildcats last Friday,
October 23, at Warne Field,
cementing their spot as the IVL
Football regular season leaders.
The game, which was one of
the closest games either team has
had all year, came down to a two
point conversion in the third
quarter. Several Wildcat penalties and an inability to score on a
number of turnovers kept
Brawley from the win.
This specific game has also
determined the IVL title winner
over the past few years, supplanting the status of the Bell Game at
the end of the season.
Imperial roared to a first
quarter lead, thanks to an 80-yard
pass from quarterback Aaron
Bonillas to Raymond Beamon
where the Wildcats missed on a
couple of tackles.
Behind 7-0, Brawley managed to grab a Tiger turnover and
converted it into a 18-y ard
touchdown run from Nathan
Suits, tying the score at 7 all.
With under three minutes in
the first quarter and after Brawley
gave up several major penalites
and first downs to the Tigers,
Wildcat Kevin Kastner caught a
Bonillas interception and ran the
entire length of the field for the
Wildcat’s second and last score
of the game.
After a scoreless second quar-
ter, Imperial’s Brandon Hueso
capped an 80-yard drive with a
45-yard run. A Brawley penalty
during the extra point attempt led
to a two-point conversion when
Hueso completed a jump pass to
Lorenzo Soto.
In the fourth quarter, David
Savage scored Imperial’s final
touchdown on a 54 yard run.
Last minute heroics by Brawley
were thwarted by a quarterback
sack and severan incomplete
passes from quarterback A.J.
Grijalva.
The Tigers (3-5, 3-0 IVL)
will host the Calexico Bulldogs
and Palo Verde Yellowjackets in
Imperial in consecutive weeks.
Brawley (4-4, 2-1 will host
Palo Verde tomorrow at Warne
Field before traveling to Cal
Jones Field in El Centro for the
annual Bell Game.

Locals Come Together To March
Against Domestic Violence

The Center for Family
Solutions in observance of
National Domestic Violence
Awareness Month put together a
walk to help bring awareness to
the national and local problem of
domestic violence. The walk
started at the Imperial County
Superior
Courthouse
on
Wednesday evening, Oct. 21st.
Those who participated walked
down Main Street to the court
yard where there were over 20
local services who came out to
show what kind of help and services they offered.
The President of the United
States has made a Proclamation
that October be National
Domestic Violence Awareness
month.
Domestic violence impacts
women, men, and children of
every age, background, and
belief. Nearly 1 in 4 women and
1 in 7 men in the United States
have suffered severe physical
violence by an intimate partner.
Victims are deprived of their
autonomy, liberty, and security,
and face tremendous threats to
their health and safety. During
National Domestic Violence
Awareness Month, we reaffirm
our dedication to forging an
America where no one suffers the
hurt and hardship that domestic
violence causes -- and we recommit to doing everything in our
power to uphold the basic human
right to be free from violence and
abuse.

CUSD Trustees Refrain From Making
Decision On Swimming Pool Name

The Calexico School Board
did not make a decision about the
naming of the new Calexico High
School swimming pool at their
regular meeting.
The Calexico School Board
of Trustees met last Thursday,
October 22. One of the items was
a discussion about the name of
the new swimming pool scheduled to open next summer. The
discussion centered on the possibility of adding the name of the
late Margarita De Necochea, a
long time community activist and
consider by many as the grande
dame of Calexico, to the swimming pool facility that has
already been named Bulldog
Aquatic Center.
During the initial drawings of
the new CHS swimming pool,
architects showed that the swimming pool had the name of
Margarita
de
Necochea.
However, during the ground
breaking ceremony of pool it was
revealed to have another name.
Calexico Unified School
District launched a contest
among students on how to name
the swimming pool. The winner
of the contest was 9th grade student, Laura Sierra, who submitted the name "Bulldog Aquatic
Center" and was accepted by the
panel that reviewed the entries.
In a letter written by
Margarita's son, Gordy De
Necochea, he mentioned that the
community is aware that
Calexico's Public Pool Complex
was named in honor of Margarita
de Necochea posthumously, in
accordance with District's Policy
and that said naming of the pool
for a Latina pioneer woman of
merit was duly recognized at
CUSD Board and City Council
meetings and reported by the
media.
"Without any public explanation, the District's policy was not
followed by the Pool Committee
and Superintendent in the naming
of the Public Pool as the Bulldog
Aquatic Complex. The name
Bulldog and the remaining of the
Public Pool under dubious and
non-extraordinary circumstances,
clearly does not comply with the
said Policy and requires corrective action." De Necochea stated
in his letter.
The board policy De
Necochea referred to was the
school district policy on facilities
adopted July 15, 2010. The policy states that the Board of
Education shall name schools or
individual buildings in recognition of: individuals, living or
deceased who have made outstanding contributions to the
county or community. It also
states the renaming of existing
schools or major facilities shall
occur only under extraordinary
circumstances and after through
study.
Details Of Border Shooting Are Revealed By CBP Office

A man was shot and killed at
the Calexico Port of Entry last
week by a Customs and Border
Protection Officer.
During the early minutes of
Wednesday, October 21st, a man
by the name of Miguel Angel
Martin Galeana, 35, arrived at the
Calexico Port of Entry on his
bicycle and arrived at inspection
booth. A CBP agent tried to
inspect him but Galeana refused.
The subject dismounted his bicycle and took out what was determined to be an eight inch knife.
According to Pete Flores,
CBP Regional Director, the officer took two steps back to take
distance from the individual and
asked him to drop the weapon.
Galeana did not follow his commands and moved aggressively
towards the officer and was shot
four times. A video posted on
social media Wednesday morning
showed how various CBP agents
gave Galeana emergency medical
aid until EMS personnel arrived.
He was taken to El Centro
Regional Medical Center where
he was pronounced dead at 12:38
a.m.
The officer involved in the
shooting was not hurt during the
incident and was put on administrative leave while the investigation continues. Calexico Police
Chief Michael Bostic said they
will handle the criminal investigation and will be working along
with
the
Department
of
Homeland Security.
It was later known according
to his roommate who spoke to
local newspapers from Mexicali
that Galeana was desperate to see
his wife who was deported to
Honduras where he is from. His
roommate said that Galeana
wanted to be arrested and then
deported to Honduras to see his
wife.
The Government of Mexico
sent a press release expressing
their sadness for what occurred
last week and said the Mexican
Consulate in Calexico will follow
up the case and requested a transparent, impartial and prompt
investigation to clarify the facts
and identify those responsible.
"Mexico has stated repeatedly that the use of lethal force in
immigration control tasks and
border security should be the last
resort, as well as being proportional to the circumstances of
each situation." The press release
stated.
This is the second officer
related incident ever at the
Calexico West Port of Entry. The
last incident happened in 1997.
MIGUEL ANGEL GALEANA was shot and killed by a Customs
and Border Protection Officer when he pulled a knife and lunged
at him. The incident is under investigation. See the story at left.

Karla Flores Wins Dancing For A Dream To Aid Cancer Victims

Six locals competed in a
dance completion last week benefiting The Cancer Resource
Center of the Desert as well as six
local families dealing with the
cost of cancer.
The second annual Dancing
for a Dream event was held last
Friday, October 23, at the Cheval
Farm in Imperial where six local
personalities danced for a good
cause and help raise fund for children that are suffering cancer.
This event helps the children
served at Cancer Resource
Imperial
Valley
Weekly
Calexico
Chronicle
Center of the Desert and all the
funds stay here locally.
Dancing for a Dream was created by a group of individuals
that had the idea that this event
was going to create awareness
and raise money to help children
with cancer in the Imperial
Valley. Last year, Dancing for a
Dream netted $13,000 and was
used to support the six children
that were sponsored as well as
other children that came through
the CRCD for assistance.
Diana Preacher, CEO of
Cancer Resource Center, said that
partnering up with Dancing for a
Dream has helped the group
assist families that have children
with cancer.
"The people that purchased
tickets and purchased these tables
want to help children that have
been diagnosed with cancer that
live in Imperial County."
Preacher said, "It's a huge honor
to have them here and recognize
that there is a need for children to
participate and help us support
the children and their families."
Dancing this year were Maria
Ambriz, Karla Flores, Imperial
Police Chief Miguel Colon, First
Imperial Credit Union President
Fidel Gonzalez, and Angie Marie
Pena. Each of them sponsoring a
child that is currently in cancer
treatment. Sadly, one of the children, Azul Vargas, passed away
during the week and the proceeds
will go to help funeral expenses.
In the end, Karla Flores and
Miguel Colon tied in votes for
first place and a tie breaker had to
be done. Master of Ceremonies
Roy Dorantes said that there
would be a tie breaker based on
the applause from the crowd. The
judges ruled that Karla Flores
was the winner and champion of
the 2015 edition.
Flores, a Calexico resident
and cancer survivor, said to be
inspired by Ayden Macareno, a 5
year old whom was diagnosed
with leukemia now in remission.
Knowing the experience of battling breast cancer, Flores said
she had to give her best to support Ayden.
"It's an honor to represent
Ayden who is fighting for his life
and win this competition for
him." Flores said.

Imperial County officials
began a series of workshops last
week
to
introduce
the
Community Benefit Programs, a
new funding source coming from
the development of solar power
plants in Imperial County.
The Community Benefit
Committee was established by
the Imperial County Board of
Supervisors to develop recommendations to the Board regard-
ing the use of funds currently
being generated under the
Community Benefit element of
the Public Benefit Program for
Solar Projects in Imperial
County.
This Program was developed
to address community concerns
resulting from solar energy
development in Imperial County.
The County Benefit Program
has $4 million in funds raised
from the solar energy projects.
The first year $2 million will be
used for community projects that
will be recommended by the
Community Benefit Committee
and will go before the County
Board of Supervisors for its
approval.
County of Imperial representatives are meeting with community members of the county to
seek comments and suggestion
on programs and projects that
would provide benefits of the
solar projects to the County and
its residents.
Such benefits include, but not
limited
to,
infrastructure
improvement, job creation, economic development and enhancement to the quality of life in
neighboring communities.

Central Spartans Destroy Calexico Bulldogs 63-25

The Calexico Bulldogs lost to
Central 63-25 on what was
Calexico's last home game of the
season on Friday October 23,
2015.
It was one of the toughest
games Calexico had faced at
ward field, with player injuries
and hard hits coming from both
home and Central, the away
team. The Bulldogs managed to
have their second highest scoring
game of the season thus far, with
25 points but unfortunately for
them Central surpassed them
with a score of 63.
Calexico managed to keep a
steady pace throughout much of
the first half, however for the
most part Calexico was behind
Central in points. Victory however did not seem impossible, but
during the second half Calexico
was bombarded with touchdowns, and the goal of both the
spectators and team to win the
last home game of the season was
long gone.
Calexico coaches analyzed
ways to counter the offensive and
defensive attacks by Central and
very passionately directed the
players, but play by play execution by Calexico was often faulty.
However, Calexico did play their
best and attempted to come out
on top.
Players were very serious on
Friday, it seemed as though they
were
extremely
focused.
Calexico is on a very bad losing
streak, having lost every single
game this season, and with two
more away games to go before
the season comes to a close, they
are sure to bring up a heftier fight
on their following game.
Calexico is up against
Imperial High School on Friday
October, 30 at Imperial, CA.

past us, it’s time to see who
stands were.

CENTRAL KICKS FOR an extra point after scoring a touchdown
against Calexico.
Southwest Eagles 49
Palo Verde Yellowjackets 28
The Southwest Eagles traveled north to Blythe to face the
Palo Verde Yellowjackets last
week. Despite losing the first two
games of the season, Southwest
managed a dominant 49-28 victory, salvaging what was becoming
a disastrous season.
Southwest’s first score came
in the first quarter after a 54-yard
pass from Cameron Jungers to
Tyler Saikhon, followed by a
Rafa Fernandez extra point.
After Palo Verde responded
with a touchdown of their own,
and failing the extra point,
Southwest’s Saikhon managed a
55 yard run to increase the team’s
lead to 14-6.
Early in the second quarter,
Saikhon made another long run,
an 78-yard rush for his third
touchdown. Palo Verde came
back with an immediate touchdown and a successful 2-point
conversion, tying the game 2114.
With under two minutes in
the half, both teams managed a
touchdown.
Southwest’s
Cameron
Jungers scored on an 8 yard run,
which was followed touchdown
pass from Palo Verde. The score
at the half was 28-20 in favor of
Southwest.
The Eagles managed to score
three additional touchdowns in
the second half compared to the
Yellowjackets’ one.
Southwest (6-2, 1-2 IVL) will
host the Central Spartans for the
“City Championship” next week
before their home game against
the Calexico Bulldogs on
November 5.
The Yellowjackets will travel
to Brawley to face the Wildcats
tomorrow before traveling again
to Imperial for their final game
on November 6.

Vincent Memorial hosted the
Mountain Empire Redhawks on
Friday, October 23 at Southwest
Field in El Centro, and cruised to
a 34-10 victory.
While scorers were not available at press time, the Scots have
enjoyed an undefeated 8-0 season
this year and a likely high placement for the CIF-San Diego
Section playoffs in November.
Vincent Memorial will travel
to Holtville tomorrow to face the
Vikings before traveling to San
Diego to face the Crawford Colts
at the end of the season for the
likely Manzanita League title.

BREAK-IN:
It was reported that coming home
the caller noticed the lights on and
his side door were on, signs of
forced entry were evident
throughout the home, and it even
appeared that the breaker box was
tampered with, a report was taken.
TEENAGERS FIGHTING:
It was reported, that there is a
large gathering of teenagers on the
parking lot getting ready to fight,
the gathering was dispersed soon
after the call was made, none of
the teenagers were caught for
questioning.
UPGRADING TO SATELLITE:
It was reported that the caller
hears noises on his roof, as if
someone was up there walking
around and banging away, upon
inspecting the locale, it was found
that the neighbor was simply
installing a satellite on his apartment.
PERSONAL PROBLEMS:
It was reported that a married couple are arguing in plain view from
their front lawn, the female was
also seen hitting the male, the reason was not known, and both subjects left the scene before causing
anymore problems.
KEEP ON GOING:
It was reported that a subject is
trying to get in through the caller’s
window situated at the back of the
house, the male subject whom was
refusing to go on his way finally
fled the scene, a report was taken.
CHASING THE DOG:
It was reported that the caller’s
son has ran away after being
refused by his parents a sleep over
to his friends house, after an hour
or so, it turned out that the child
was just chasing his dog which got
out of the yard.
GO TO SLEEP:
It was reported that the caller is
having a small argument with his
mother who is under the influence
and is falling over herself, the
female subject was laid in bed and
went to sleep, the caller was
advised of his options.
GET ON GOING!:
It was reported that a few subjects
in a brown truck are playing loud
music and drinking while parked
in front of someone’s home, when
the caller asked them to turn it
down or leave, they told him to go
home, the group was gone upon
arrival of police.
MOVE IT ALONG:
It was reported that while the
caller’s neighbor’s were having a
verbal confrontation, One of the
subjects kept kicking items at the
other subject, the two subjects
whom were debating in front of a
business were asked to move it
along, they both complied.

“innovation” can outweigh “tradition” in the future.
WE BEGIN WITH a simple
request to the “culture warriors”
out there: If you’re going to
insist on us calling it
“Christmas,” please return the
favor and call it “Halloween.”
Halloween, the time where
children and adults dress up in
silly costumes in a societally
accepted way, watch scary
movies and tell scary stories
while attending
Yet, some of these same “culture warriors” who cry about
“Happy Holidays” in December
insist on using the phrase
“Harvest Festival.”
Call it what you wish, but
don’t yell at anyone for calling
something you hold dear something else, will ya?
As a side note, it’s also pretty
annoying to have the big box
stores selling Halloween merchandise alongside Thanksgiving
and winter holiday decorations.
It’s understandable why it’s done
(to maximize sales for the winter
holidays), but do we really need
Santa Claus next to the Jack
O’Lanterns?
IF YOU’VE BEEN under a
rock recently, you’d be surprised
that Cattle Call is less than ten
days away!
Starting with the Chili CookOff on Saturday, November 7
through the second day of the
Rodeo on November 15, Cattle
Call looks to be just as exciting as
it ever was!
Could that be the problem,
though?
There has been a long standing desire to see something new
and different involving Brawley’s
most popular tradition. Some
new small things spring up here
and there, but it’s practically the
same thing every year.
Most don’t seem to have a
problem with this, but it does
lead to more than a few valid
complaints that it feels like the
same old Cattle Call every year.
This year doesn’t look to be
much different.
Still, there’s always hope that
FOR THOSE LOOKING
for dirt about the upcoming
Brawley City Council election,
you might as well look elsewhere. There’s not much dirt to
be had from a city that’s run better than most.
Truth is, cities are mostly run
by their staffs and not the councils. The council makes policy
decisions and hire city managers
to do their bidding, but a good
staff makes that job a lot easier.
It’s also been well documented that when a council tries to run
the city themselves, things go
sour in a hurry. Lack of knowledge of the day-to-day operations
and a load of missplaced arrogance can sabotage the most well
meaning of local politicians.
So... while it may be boring
as a news organization to have a
lackluster series of candidates to
discuss, that’s the way things
happen to be north of Keystone
Road.
ONE OF THE biggest pet
peeves I have is when people
who are otherwise intelligent use
the phrase “could of.”
“Could of” does not exist and
Brawley Council Hears Complaints
Concerning New Development Project

At a rescheduled meeting of
the Brawley City Council held on
Thursday, October 22, 2015,
nearly fifty residents living south
of Malan Street were on hand to
oppose an incoming low-income
housing development on a vacant
lot south of Witter Elementary
School.
The item was discussed during the meeting’s public comments and action could not be
taken. Legal issues also prevented the council from weighing in
on the issue.
Ashley Mendibles, a resident
of the area, expressed concerns
about an increase in traffic
beyond the capacity of Malan
Street, the safety of residents and
the impact on the nearby elementary school. Mendibles was also
joined by other residents who
were concerned about property
values.
Several such low income
housing developments already
exist within the city limits, but
are mostly focused towards the
northern and eastern sections of
the city. This would be one of the
first such developments in that
area of the city.
While the project is currently
being reviewed by the Planning
Commission and a decision has
yet to be made, the Council needed to be careful in weighing in on
the matter. City Attorney Bill
Smerdon attempted to explain
several points about the approval
and reminded the council that
they would need to be a neutral
party in case of any appeal.
As this was part of the public
comments portion of the meeting,
the Brawley Council could not
take action.
A source close to the city who
asked to remain anonymous suggested the real concerns of the
residents weren’t all about safety
or an increase in traffic.
“The city has been receiving
a number of hostile calls about
this project,” said the source.
“Most of the calls were about not
wanting ‘those types of people’ in
their neighborhood, though, not
safety concerns.”
In other Brawley Council
news, the City of Brawley will
look at reinstating a 9/80 work
schedule for some departments.
The item, presented by City
Manager Rosanna Moore at the
request of city employees, would
look at bringing back a schedule
that allowed employees to work
more hours per day but have
alternate Friday’s off.
the real phrase is “could have” or
“could’ve.” It’s not “I could of
taken her home,” but “I could’ve
taken her home.”
Research shows the mistake
being made as early as 1837, but
it’s always been incorrect to use
“could of.” This on the same
level as people incorrectly using
the words “they’re, there and
their” or “your and you’re.”
While I’ve been called a
“grammar nazi” for insisting that
people use the proper phrasing as
often as possible, this is more
about people who are too lazy to
fix their own bad habits than any
fault of mine.
Using English properly is
important for conveying your
message.
THE BIGGEST THING on
the Internet this week was a
report released by the World
Health Organzation that says
processed meat, like ham and
bacon, causes cancer.
The actual study suggests that
there’s a 17% “increased risk” for
people who eat processed meat to
develop colorectal, or bowel,
cancer.
To put this in perspective, if
56 out of 1000 people who eat a
“low meat” diet develop bowel
cancer, then a 17% increase
would mean that 66 out of 1000
people who eat a “high meat” diet
would develop cancer.
The WHO isn’t sure what
about the meat actually causes
the cancer, but they were ready to
declare processed meat as a cause
of cancer
Does this mean that more
people will become vegetarians?
Probably not. I certainly do not
plan on giving up my bacon when
the urge calls and I know millions
of people who would do the
same.
Still, there’s nothing wrong
with taking a step back and thinking about what we’re eating.
WE END WITH a reminder
to go out and vote. It’s a nice
habit to get into, to do your due
dilligence and research the candidates and make your own decisions on who will represent you
at the local, state and federal levels.
Just don’t complain about
how things are if you don’t take
the time to cast your ballot.

Red Ribbon Week Brings Lots Of Fun To Finley Elementary

The students at Finley
Elementary School kicked off
Red Ribbon Week this week with
the annual Pumpkin Run on
Friday, Oct. 23rd. Each grade
level was divided between boys
and girls. Those groups then
raced and winners in each group
received pumpkins.
The Red Ribbon Week continued this week with a different
event every day. Monday was
Cap day, Tuesday was Sports
Jersey day, Wednesday was
Crazy Hair day, and Thursday
will be Twin day, as friends will
dress in the same style of clothes.
Thursday will also be the annual
Finley Carnival where the students and their families will be
able to play games, eat some
great treats, and enter into a raffle
of some exciting prizes. Friday
will be Halloween Custome Day
and Contest along with an assembly for perfect attendance.

Red Ribbon Celebration. Since
its beginning in 1985, the Red
Ribbon has touched the lives of
millions of people around the

(WOVEN) hosted its 6th annual
WOVEN Women's Conference
this past Saturday, October 24th
at Christ Community Church.
The theme for the conference was
"His Grace Through Our
Imperfections" and the featured
WOVEN CO- DIRECTOR Betty Predmore welcomes all who
attended and introduces the other five speakers for the conference.
speakers were "The Jewels in the
Desert" which included Betty
Predmore, Stacie Chandler,
Debbie Sempsrott & Denise
Rogers, Cathy Coronado, Becky
Hanks, and Nicole Espino.
Attendees were also treated to an
after-lunch motivational workout
from Jackie Bee, who leads a
"Spiritually Fit" aerobics class at
Joe's Powerhouse. Guests also
enjoyed beautiful praise and worship music, along with breakfast
and lunch. A special treat was
the incredible jewelry that was
raffled off throughout the day,
along with some gift bags at the
end of the day.
Each speaker gave their own
inspiring message built around
the theme. Perfectionism was a
much-discussed topic throughout
the day. Many hearts were
touched, as always, through the
testimonies that were shared.

those who supported, prayed for,
attended, and volunteered at this
event. They are now gearing up
for the "Spirit of Christmas"

pain goes much deeper. Victims
not only face abuse, but often
find themselves left with significant financial insecurity. And
children who witness domestic
violence often experience lifelong trauma. These heinous acts
go against all we know to be
humane and decent, and they
insult our most fundamental
ideals. We all have a responsibility to try to end this grave prob-
lem.
Prior to the passage of the
Violence Against Women Act,
many did not view domestic violence as a serious offense, and
victims often had nowhere to turn
for support. VAWA significantly
transformed our Nation -- it
enhanced the criminal justice
response to violence against
women and expanded survivors'
access to immediate assistance
and long-term resources to
rebuild their lives. The Family

OBITUARY
Graveside services were held at Evergreen Cemetery in El Centro, CA,
Tuesday, October 27th, for Clem Muller Jr. who passed away on October
16, 2015. Visitation was held on Monday, October 26, 2015 at Hems
Brothers Mortuary in El Centro.
He would have celebrated his 88th birthday this week. Mr. Muller died
peacefully surrounded by his loving family. Clem was born in Holtville and
was the son of Clem and Marie Muller. He farmed many years with his
father. His father retired and Clem continued the family farming operation.
He married Madeline Silva in 1951 and they celebrated 64 years of marriage in May 2015. He was on the board at Jasper School, a Trustee at
Imperial Valley College, a past Exalted Ruler of Elks Lodge 1325, El
Centro. An ASCS Farm Board Member, past President of the Imperial
Valley Swiss Club and most recently he was a Commissioner on the board
CLEM MULLER JR. of the California Fish & Game Commission. Mr. Muller enjoyed playing
1927 - 2015
cards and listening to Swiss music. He was very proud of his Swiss heritage
and had traveled to Switzerland with his wife, Madeline and friends many times.
He is survived by his wife, Madeline; sisters, Rosemary (Frank) AufderMaur and Sister Bernadette
Muller of the Society Devoted to the Sacred Heart; children, Sylvia (Harry) Nelson, Linda (Muller)
Kollenborn, Janet (Paul) Muller, Clem (Nancy) Muller III and Valerie Muller; grandchildren, Harry
(Ginger) Nelson Jr., Jim (Araceli) Nelson, John Nelson, Richard Kollenborn Jr., Elizabeth Gonzalez,
Clem (Cheyenne) Muller IV and Nik Muller; great-grandchildren, David, Bayleigh, Cyleigh and Taylor

Local Christian Radio Station to Make Appeal to Board of Supervisors

KGBA has been broadcasting
Christian programming for the
Imperial Valley listeners for
many years. They are licensed
through the City of Holtville and
have their offices along with their
tower in El Centro. KGBA is also
known
as
"Your
Media
Missionaries in the Desert,”
"Keeping God Before All,” and
the
"Voice
of
Christian
Evangelism.” They have been in
the planning process to relocate
their broadcasting tower for over
two years.
The current tower is located
in the old junk yard site at the
corner of Evan Hewes and Hwy
111. KGBA has been leasing the
ground that that tower sits on.
The soil in that location has
extreme levels of alkaline that
have been attacking the concrete
footings for the tower. Along
with the alkaline it is suspected
that the soil has been contaminated from the junked automobiles
that used to be stored at that location. The property is also being
offered for sale.
KGBA has purchased a property just to the north of the current property and has been going
through all of the planning and
permitting to do so. The new
tower will be approximately
3000 feet to the north on a parcel
that is over 28 acres in size.
They have been granted
approval from the Imperial
County Planning Department and
the Imperial County Airport Land
Use Commission, along with a
Mitigated Negative Declaration
being prepared for the project in
accordance with California
Environmental Quality Act
Guidelines.

the project site. During the public
hearing comment portion of the
hearing the comments were duly
noted by the project proponent.
With these listed public concerns,
KGBA has proposed the following action: To build a free standing tower. The free standing
tower will eliminate the need for
guy wires, which were a safety
concern to those who apply crop
protection by air. They have also
proposed to obtain the services of
a license biologist, to conduct a
ground biological assessment on
the project site and implement the
findings.
With these enhancements to
the project, KGBA has asked for
an appeal from the Imperial
County Board of Supervisors.
That public hearing will be
held on November 3, 2015 at
8:45 am. at the Board of
Supervisors Chambers in El

The City Attorney has prepared the following summary of Ordinance
Number 1165.
Ordinance No. 1165 an Ordinance of the City Council of the City of
Calexico, California, Amending the City of Calexico Purchasing
Policy and Procedures to Reduce the Purchasing Authority of the City
Manager and make other Changes to the City's Purchasing Policies
and Procedures.
The Ordinance would adopt the Amended the Purchasing Policy and
Procedures and limit the spending authority of the City Manager and
Finance Director to $10,000. The Ordinance would adopt the
Amended Purchasing Policy and Procedures supplanting and replacing the existing Purchasing Policy. Among other things, the Amended
Purchasing Policy would make the following changes:

Limit the spending authority of the City Manager and
Finance Director to $10,000;
Clarify that this spending authority applies on an per order
and/or per item basis - i.e., that each individual product,
item, or service, purchased for a particular purpose, would
have a separate annual limit of $10,000;
State that any purchase above this spending limit would
require a formal bid process and City Council approval;
This Ordinance will establish procedures for the purchase of supplies,
equipment, and services, to secure supplies, equipment, and services
at the lowest possible cost commensurate with needed quality, to exercise financial control over purchases, define authority for the purchasing function of the City and reduce the purchasing authority of
the City Manager. The purchasing policy adopted shall supersede and
replace the prior purchasing policy that was adopted by the City
Council on February 18, 2014. This Ordinance shall become effective
thirty days after its adoption; the City Clerk shall certify the adoption
of this Ordinance and cause it to be published as required by law.
A copy of the ordinance is available for review in the City Clerk's
Office at City Hall located at 608 Heber Avenue, Calexico, California.
This ordinance was introduced at the regularly scheduled City
Council meeting of October 6, 2015. Ordinance was adopted at the

Infrastructure and Other Authorized

Matters," adopted on October 9,
2015 (the "Additional Authorized

Resolution

Intention"), the Commission of the
California Statewide Communities
Development Authority ("California
Communities") has determined with
respect
to
its
existing
CaliforniaFIRST program that it
would be convenient, advantageous,
and in the public interest to designate
an area, which shall encompass the
entire geographic territory within the
boundaries of the counties, and cities
in Los Angeles County, listed at
