Rotary Minute: How do you describe the organization called "Rotary"?
"Rotary is an organization of business and professional persons united worldwide who provide
humanitarian service, encourage high ethical standards in all vocations and help build goodwill and peace
in the world." Those 31 words are worth remembering when someone asks, "What is a Rotary club?"

Speaker for Monday – June 3, 2013 – Our speaker for this coming Monday’s meeting is Rolando Pablos. He and Jorge
Ramos will talk on the subject of the newly formed Borderplex Alliance.
“The El Paso Regional Economic Development Corporation (REDCo) and Paso del Norte Group (PDNG) have joined forces to establish the
Borderplex Binational Economic Alliance. The “Borderplex” is a bi-national metro area of more than 2.7 million people, encompassing three
states and two nations -- offering a globally competitive business environment. Led by the private sector, the primary mission of the Borderplex
Alliance is to develop a world class regional economy thru advocacy of pro-development policy, attracting new jobs and foreign direct
investment, and by assisting the expansion of the region's existing business/industry base.” http://www.borderplexalliance.org/
Rolando Pablos
In September of 2011, Texas Governor Rick Perry appointed Rolando Pablos to the Public Utility Commission of Texas (PUCT). The PUCT
regulates the state’s electric and telecommunication utilities and has primary jurisdiction over activities conducted by the Electric Reliability
Council of Texas (ERCOT). Prior to his appointment to the PUCT, Mr. Pablos was senior advisor to the global law firm of SNR Denton, where
he provided public policy and strategic business advisory services to domestic and international clients. Early in his career, Mr. Pablos served as
general counsel to Francois-Charles Oberthur, a multinational firm specializing in high-security printing. As chief legal officer, Mr. Pablos
administered the legal, legislative and regulatory affairs for Oberthur’s U.S. and Latin American operations. Mr. Pablos has extensive practical
experience in economic development and trade promotion. His bicultural and bilingual background has enabled him to work extensively in U.S.
and foreign business environments. In 2009, the ambassador of Spain to the U.S., the Honorable Jorge Dezcallar de Mazarredo, appointed Mr.
Pablos honorary consul to Spain. As honorary consul, Mr. Pablos plays a key role in facilitating two-way trade and investment opportunities
between Spain and the U.S. His main emphasis is in ensuring the formation and development of business and diplomatic relationships between
the two countries. Mr. Pablos’ substantial public service has afforded him the opportunity to serve in various roles ranging from serving as
chairman of the Texas Racing Commission; chairman of The Free Trade Alliance and chairman of the San Antonio Hispanic Chamber of
Commerce. Mr. Pablos sits on various boards, including the Bank of San Antonio; the Associated Republicans of Texas and the Hispanic
Republicans of Texas. After obtaining his Bachelor of Arts degree from St. Mary's University, Mr. Pablos earned a Master of Business
Administration degree from the University of Texas at San Antonio and a Master of Hospitality Management degree from the University of
Houston’s Conrad N. Hilton College of Hotel & Restaurant Management. Mr. Pablos earned his Juris Doctor degree from St. Mary's University
School of Law. Mr. Pablos and his wife, Dr. Laura San Martin, have four children – Cristina Elizabeth, David Alan, Mia Noelle and Andrea

Rotary Friendship Exchange Request
I am looking for Rotarians who would like to host Rotarians from Sweden visiting El Paso around November 6-10,
2013. This is Rotary Friendship Exchange (RFE) who will be sending 6 couples and 1 solo women to our area.
They will be visiting our District 5520 on October 28, arriving in
Albuquerque and leave El Paso on November 10. Rotarians here in El Paso need to be host for 3-4 nights with a
private bedroom and hopefully a private bath, provide a breakfast. If you host a RFE, you will be booted up to the
top of the list if you want to participate in an outgoing RFE in the future. Please let me know if you can be a host.

Rotary club accepting entries for 17th Annual West El
Paso Rotary Independence Day Parade on July 4th
For nearly two decades West El Paso’s biggest parade of the year has been the Independence Day
Parade sponsored by the West El Paso Rotary Club. This year’s parade will be no different and with the
financial support of community parade sponsors like the City of El Paso, Western Refining, United Blood
Services, REMAX Real Estate Group and Lone Star Title Company the club’s planning committee is
looking forward to the event.
Parade committee chair, Jason A. Shaffer, First Senior Vice President of United Bank of El Paso said that
the parade will once again start “at 9am at the Western Hills Methodist Church at 530 Thunderbird.” It
turns left onto Thunderbird, then left at Shadow Mountain, right on Mesa and then proceeds to Coronado
High School. This year the parade will have prizes for best entry $1000, most patriotic $500, best design
$250
