Innovatiekracht uit
drie motoren
De steden Sittard-Geleen, Heerlen en Maastricht zetten
gezamenlijk in op de campus-ontwikkeling in Zuid-Limburg. Daarmee worden nieuwe, duurzame economische
ontwikkelingen op gang geholpen die aansluiting
vinden bij de kenniseconomie en die de economische
dynamiek van de regio en werkgelegenheid stimuleren.
Drie motoren die samen Zuid-Limburg voortstuwen.
Succesvolle campussen hebben een aantal bronnen tot
hun beschikking: technologie, talent (kenniswerkers),
investeerders en bereikbaarheid. Die grondstoffen
kennen uiteraard geen gemeentegrenzen. Sterker nog:
wat de steden bindt is niet alleen de innovatieve economie,
maar juist het feit dat deze is gesitueerd op een ‘hub’ in
het hart van Europa. Een logistieke hub, maar ook een
ontmoeting van mensen en volkeren. De Germaanse en
Latijnse cultuur schuren hier tegen elkaar aan, wat
heeft geleid tot een open, hoog ontwikkelde, meertalige
mentaliteit op een kruispunt van lucht- spoor- wateren autowegen. Dat is het verhaal van Zuid-Limburg,
een verhaal dat vanuit één mond verteld wordt.
Alle drie de campuslocaties zijn sterk innovatiegedreven
en daarmee gericht op de ontwikkeling en productie van
nieuwe technologieën en materialen. Bij Chemelot ligt
het accent op Material Sciences, bij Avantis op New
Energy en in Maastricht is Health het kernbegrip. In de
Versnellingsagenda van de provincie Limburg zijn Chemmaterials & Energy en Health aangeduid als twee van
de drie clusters van kracht. De Material Science- en
Health Campus worden vanwege het feit dat ze in elkaars
verlengde opereren inmiddels door het rijk erkend als
‘nationaal belang’ voor de Nederlandse economie. De
geplande Solar-uitbreiding in Heerlen en de bouw van
een siliciumfabriek in Sittard-Geleen maken het
mogelijk om een volledige keten van grondstof tot
systemen rondom de productie van zonne-energie te
realiseren, waarmee ook de koppeling Chemelot –
Avantis een feit is.

Verbindingen tussen de drie campuslocaties zijn
cruciaal om een sterke propositie neer te kunnen zetten:
de Zuid-Limburg Science Campus. Alleen vanuit die
verbinding kan op internationale schaal worden
geconcurreerd. Afstanden van maximaal 20 minuten
onderling maken verschillende gemeentegrenzen op die
schaal irrelevant. Een eenheid van branding, marketing
en acquisitie is vanzelfsprekend om effectief te kunnen
opereren en om business, investeringen, publieke
middelen en kenniswerkers aan te trekken. En vast te
houden. De volgende stap is dan ook de internationale
positionering van de Zuid-Limburg Science Campus als
één innovatieve technologische ‘hub’ waar veelbelovende
investeringskansen liggen door het rijke onderliggende,
sterk geprofileerde aanbod en de verbindingen
daartussen.
Dat in deze gids de drie locaties zich eveneens sterk
profileren met een eigen identiteit en economisch
profiel is belangrijk. Want zo valt er wat te kiezen. Daar
gaat deze brochure over: over eenheid in verscheidenheid en de rijke mogelijkheden die Zuid-Limburg
biedt om te investeren, te werken en te groeien in een
innovatieve economie.

Innovation power from
three engines
The cities Sittard-Geleen, Heerlen and Maastricht are
jointly working on the campus development in the
Maastricht Region. This sparks new, sustainable economic developments that connect with the knowledge
economy and that stimulate the economic dynamics of
the region and employment. Three motors that jointly
propel the Maastricht Region.
Successful campuses have several resources to their
disposal: technology, talent (knowledge workers),
investors and accessibility. Of course, those resources
have no municipal borders. In fact: that which binds the
cities it not just the innovative economy but the fact
that it is located at a hub in the heart of Europe. A logistic
hub, but also a gathering of people and cultures. The
Germanic and Latin cultures are brushing against each
other which has led to an open, highly developed, multilingual mentality at a cross section of air-, rail-, water-,
and motorways. That is the story of the Maastricht
Region, a story coming from one mouth.
All three campus sites are strongly innovation driven
and therefore focused on the development and production
of new technologies and materials. At Chemelot, the
focus is on Material Sciences, at Avantis on New Energy,
and in Maastricht Health is the core concept. In the
Acceleration Agenda of the province Limburg, Chemmaterials & Energy and Life Sciences have been identified
as two of the three clusters of strength. Meanwhile, the
Material Science- and Health Campus are acknowledged
by the government as ‘national interest’ for the Dutch
economy, due to the fact that they operate in one line.
The planned Solar-expansion in Heerlen and the construction of a silicon factory in Sittard-Geleen allow for
the realization of a full chain from raw materials to
systems regarding the production of solar-energy,
making the link Chemelot – Avantis a fact.

Connections between the three campuses are crucial
in order to be able to create a strong proposition: the
Maastricht Region Science Campus. Only from that
connection, international competitiveness is possible.
Maximum mutual distances of 20 minutes make different
municipal borders irrelevant on that scale. A unity in
branding, marketing and acquisition is self-evident to
be able to effectively operate and to attract business
investments, public resources and knowledge workers.
And to retain them. The next step will be the international positioning of the Maastricht Region Science
Campus as one innovative technological hub with many
investment opportunities through the rich, underlying
high profile offer and the connections between these.
The fact that these three locations strongly present
themselves in this guide with their own identity and
economic profile is important, because it leaves room
for choice. That’s what this brochure is all about: unity in
diversity and the rich opportunities that the Maastricht
Region has to offer to invest, work and grown in an
innovative economy.

Brainport 2020
Het kabinet wil Zuidoost-Nederland laten uitgroeien tot een economische regio van wereldformaat. Brainport 2020 vertaalt deze
doelstelling in een aansprekende visie en een ambitieus en realistisch
ontwikkelingsprogramma voor Zuidoost-Nederland. De EindhovenLeuven-Aachen Triangle (ELAt), met Chemelot (Zuid-Limburg) als een
van de belangrijke speerpunten, wordt ontwikkeld als de ‘technology
valley’ van Noord-West Europa.
Eind 2009 kregen Eindhovens burgemeester Rob van Gijzel en Limburgs
Gedeputeerde Jos Hessels de opdracht van het Rijk om te komen tot een visie
en ontwikkelingsprogramma voor Brainport 2020. Jan Zuidam, voormalig vicevoorzitter van de Raad van Bestuur van DSM in Heerlen, geeft als onafhankelijk
voorzitter inhoud aan dit proces. Hij voert gesprekken met sleutelpersonen uit
het bedrijfsleven en het kennis- en onderwijsveld in Zuidoost-Nederland.
Het programma van Brainport 2020 is in ontwikkeling, en daarom is er op
www.brainport.nl een interactief podium gestart waarop betrokkenen kunnen
meewerken aan het plan. Brainport 2020 heeft zichzelf en haar ‘co-creators’
5 uitdagingen gesteld:
1. People. Brainport streeft ernaar dat mensen ‘een leven lang’ kunnen blijven
leren. Projecten in dit domein hebben te maken met de arbeidsmarkt, het ontwikkelen van competenties en het bevorderen van ondernemerschap. Speciale
aandacht is er voor het interesseren van jonge mensen voor een carrière in de
techniek, het stimuleren van levenslang leren en het aantrekken van internationale kenniswerkers.
2. Technology. Productontwikkeling begint met kennis- en technologieontwikkeling. Projecten in dit domein zijn gericht op het versterken en aantrekken van onderzoekscentra en het stimuleren van innovatie, samenwerking
en kennisoverdracht.
3. Business. Nieuwe bedrijvigheid genereren. Op verschillende manieren.
Door netwerken te creëren en te versterken, zodat het makkelijker wordt voor
bedrijven om zaken te doen; binnen de regio en internationaal. Door investeringen
aan te trekken uit binnen- en buitenland die het Brainportprofiel versterken.
Door startende ondernemers te helpen. En door innovatie te bevorderen ín en
mét het Midden- en Kleinbedrijf.
4. Basics. Een internationaal gewaardeerd en wervend leefklimaat. Met alle
aandacht voor infrastructuur, een gunstig vestigingsklimaat en internationale
samenwerking, zoals met Leuven en Aken in ELAt-verband. Een goede bereikbaarheid, aantrekkelijke stadscentra en woonomgevingen, een onderscheidend
cultuuraanbod, ICT breedband, een internationale school: dit zijn voorbeelden
van basisbehoeften.
5. Governance. Effectieve samenwerking tussen bedrijven, kennisinstellingen
en overheden, zodat niet alleen binnen de regio, maar ook met de nationale en
Europese overheid kansgericht wordt samengewerkt. Het domein Governance
spitst zich toe op de samenwerking tussen bedrijven, overheden en kennisinstellingen.

Biomedical materials, performance materials, personalised food,
biobased & hybrid materials, biotechnology, renewable energy.
Op Chemelot wordt de ontwikkeling vooral gestuurd vanuit de relatie met DSM
(productie). Performance Materials is voor DSM een speerpunt, waaruit paradepaardjes als Dyneema (sterkste en lichtste vezel ter wereld) en Claryl (het écht
onzichtbare glas) zijn voortgekomen. Het Chemelot-terrein in Sittard-Geleen
omvat het Industrial Park en de Campus, in totaal meer dan 800 ha rondom het
kruispunt van de A2 en de A76 in Geleen, waarbij ook de haven in Stein onderdeel
vormt van het Chemelot-complex. Grote ‘site users’: DSM en SABIC; zij exploiteren
de grootste installaties. Andere huurders zijn o.a. EdeA, Polyscope Polymers,
LVM, Kriya Materials, Basic Pharma, Intertek en het Japanse Sekisui S-lec.
Daarnaast zijn er ook toeleveringsbedrijven die gebruik maken van het terrein.
Op Chemelot bevindt zich de open innovatie campus, waar veel bedrijven
onderzoek doen en nieuwe producten ontwikkelen. Inmiddels zijn er meer dan
80 bedrijven op het grote terrein gevestigd, waarvan 48 nieuwe bedrijven sinds
2005. Op het totale terrein werken 6000 werknemers. Daarnaast bezoeken nog
eens dagelijks 1500 bezoekers dit terrein.
Drie partijen, de Provincie Limburg, de Universiteit Maastricht samen met het
Medisch Centrum (MUMC+) en DSM Nederland hebben zich ten doel gesteld een
masterplan voor de Material Science Campus Chemelot te ontwikkelen en hebben
dit in maart 2010 vastgelegd in een intentieovereenkomst: “De Chemelot
Campus wordt dé Euregionale vestigingsplaats voor bedrijven en onderwijs- en
onderzoeksorganisaties in de Material Sciences. Een locatie waar ondernemers
en toponderzoekers graag willen werken en waar studenten met enthousiasme
hun eerste praktische ervaringen opdoen. De focus ligt daarbij op open innovatie.
In 2018 zullen meer dan 2000 kenniswerkers gevestigd zijn op de Chemelot
Campus, een krachtig cluster van internationale allure”.
Doel van de campus is te groeien tot een wereldwijd erkende campus. Open
innovatie staat daarbij centraal. Het samenbrengen van kennis en vaardigheden
en deze toepassen binnen een flexibele gemeenschap van kleine en grote
chemische bedrijven, kunnen de kijk op de chemische industrie ingrijpend
veranderen. De campus vormt een spin in het web tussen de ontwikkelingen
rondom de Maastricht Health Campus, de Universiteit Maastricht, de Hogeschool
Zuyd en de ontwikkelingen rondom Greenport en nieuwe energie in Parkstad.
De Chemelot Campus wordt door het Ministerie van EZ beschouwd als een campus
van nationaal belang die momenteel in een groeifase zit. Er is een manifeste
kennisdrager aanwezig, er is sprake van open innovatie, er is sprake van een
behoorlijke omvang van de bedrijvigheid en de campus past in het nationaal
technologiebeleid.

In Maastricht (Randwyck) wordt de ontwikkeling vooral gestuurd vanuit de
relatie met de Universiteit Maastricht (UM) en het Maastricht Universitair
Medisch Centrum Plus (MUMC+), waar wetenschappelijk onderzoek, kliniek
en onderwijs centraal staan.
Om de Maastricht Health Campus verder tot ontwikkeling te brengen hebben in
mei 2009 de Industriebank LIOF, de Provincie Limburg, de Gemeente Maastricht,
UM en Maastricht UMC+ een convenant afgesloten. Focus ligt op de thema’s
waarin MUMC+ excelleert, namelijk cardiovasculaire en metabole aandoeningen,
public health & primary care. Maastricht en omgeving hebben zich de afgelopen
decennia ontwikkeld tot een dynamisch centrum voor bedrijven in het hele
spectrum van de Health Waardeketen. Het omzetten van deze kennis in bedrijvigheid wordt gestimuleerd door organisaties als BioMedbooster, UM holding,
Industriebank LIOF en de regionale overheid. De aanwezige business (Incubatie)
infrastructuur biedt (startende) ondernemingen de faciliteiten om hun kennis
om te zetten in producten die in de markt gezet kunnen worden. Verder biedt de
regio veel mogelijkheden om klinische studies uit te voeren waardoor nieuwe
behandelingsmethodes en diagnoses direct in de kliniek in praktijk worden
gebracht.
Doel van de campusontwikkeling in Maastricht is een toename van het aantal
academische en bedrijfsmatige activiteiten op het gebied van life style en
health, resulterend in valorisatie en tenminste 2500 fte additionele werkgelegenheid en de transformatie van de campus Maastricht tot een open stadscampus
van internationale allure. De ambitie is in 2020 te behoren tot de top 10 van de
Europese biomedisch georiënteerde health hotspots. Er zullen meer ondezoeksinstituten komen, grote kennisinstellingen, spin-offs en spin-ins, Midden- en
Kleinbedrijf en een multinational. Tevens is de verwachting dat het aantal
bezoekers fors gaat toenemen, mede als gevolg van het aantal grote internationale
(life science) congressen.

Op korte termijn staat een aantal projecten centraal, zoals Brains Unlimited
met de realisatie van een neuroincubator als belangrijke ontwikkeling voor de
campus. Daarnaast de start van de Maastricht Study. Een accelerator-gebouw
waar jonge bedrijven verder kunnen groeien (Biopartner 2) en een Centrum
voor Personalised Lifestyle (project MOVE) waar met name de preventieve kant
van de gezondheidszorg alle aandacht krijgt. Ook wordt een onderzoeksprogramma en ontwikkeling gestart met betrekking tot ‘biomarkers’: moleculen
die ziekten voorspellen zoals cardiovasculaire aandoeningen. Bij het tot stand
brengen van deze strategische projecten spelen zaken als gebiedsontwikkeling,
acquisitie, kennisvalorisatie en marketing een belangrijke rol. Het Ministerie
van EZ beschouwt de Health Campus dan ook als een campus van potentieel
nationaal belang.

Energy Hills
Het grootste grensoverschrijdende
netwerk op het gebied van energie in
Europa. De kern is gelegen in de regio
Aachen (D) - Heerlen (NL).
Mijnwaterproject
Het water in de oude mijngangen is
geschikt voor het verwarmen en koelen
van huizen en gebouwen. Vijf boorputten en een ondergronds leidingennetwerk van circa 8 kilometer.
De komende decennia staat de wereld voor een grote uitdaging op het gebied
van innovatie, productie en toepassingsmogelijkheden van milieuvriendelijke
brandstoffen, zoals zonne-energie, wind, waterkracht, waterstof, geothermische
energie en gebruik van biomassa. De energietransitie is in volle gang en zorgt
de komende jaren voor een grote impuls voor onze regio met een uitstraling
naar de gehele Eindhoven - Leuven - Aken triangle (ELAt).
De regio Zuid-Limburg en energie zijn onlosmakelijk verbonden. In de twintigste
eeuw werden er kolen uit de mijnen gewonnen en nu is nieuwe energie een van
de belangrijkste economische speerpuntsectoren. De recente aankondiging van
de bouw van The Silicon Mine laat zien dat deze positie springlevend is.
In de Versnellingsagenda van de Provincie Limburg vormen systemen voor zonneenergie dan ook een van de groeimotoren. De zonne-energieproductieketen
vormt de kern van de sector nieuwe energie, mede omdat er een mogelijkheid
ligt deze te verbinden met de sector chemie. Hierdoor ontstaat een verbinding
tussen Science en Business Park Avantis en Chemelot. Een andere verbinding
ligt in de toepassing en productie van nieuwe materialen voor een duurzame
gebouwde omgeving.
In 2012 wil Parkstad Limburg (samenwerkende gemeenten in Oostelijk ZuidLimburg, waaronder Heerlen) een belangrijk brandpunt zijn voor de productie
van duurzame, nieuwe energie in Nederland en de Euregio. De regio heeft zich
ontwikkeld tot een internationaal georiënteerde omgeving waarin opleidingsen kennisinstituten en bedrijven nauw samenwerken aan technologieën en
innovaties op het gebied van álle vormen van nieuwe energie: aardwarmte,
zonne-energie, windenergie en waterkracht. Avantis is de spil waar de groene
ambities worden waargemaakt; het grensoverschrijdende bedrijventerrein
tussen Parkstad Limburg en Aken geldt als de nieuwe proeftuin van Europa
waar kennis en kunde op energiegebied samenkomen.
Het doel van Avantis is om nieuwe technologieën de ruimte te geven en om
synergie tussen research, ontwikkeling en internationaal management mogelijk
te maken. Naast new-energy-technologie vinden ook op vele andere vlakken
kansrijke ontwikkelingen plaats, zoals die van elektrische auto’s. De nabijheid
van de RWTH Aachen met haar hoogwaardige kennisinstituten biedt toegang
tot unieke kennis en onderzoek.

Zuid-Limburg is eenvoudig te bereiken per auto, boot (binnenvaartwegen)
en vliegtuig en heeft een goed ontwikkeld openbaar vervoersnetwerk. Files
bestaan er nagenoeg niet. Er gaan vier treinen per uur tussen de steden en er
wordt hard gewerkt om de snelheid en de frequentie van de dienstverlening te
vergroten. Het gebied heeft z’n eigen luchthaven en bevindt zich slechts een uur
van de internationale luchthavens Brussel, Düsseldorf en Keulen/Bonn. Luchthaven Luik bevindt zich ook in de nabije omgeving. Londen en Parijs zijn nog
nooit zo dichtbij geweest. Regelmatig vertrekken er sneltreinen, die een dik uur
reistijd kennen tot Brussel, twee uur tot Amsterdam, drie uur tot Frankfurt en
Parijs en vier uur tot Londen.

Het tweejaarlijkse onderzoek van NBTC-NIPO Research heeft uitgewezen dat
Zuid-Limburg het beste aanbod kent voor georganiseerde zakelijke bijeenkomsten. Zuid-Limburg kent een grote diversiteit in soorten locaties, en de
sfeer daarbinnen past bij alle behoeften en budgetten. U kunt er vergaderen,

Bevolking
De regio Zuid-Limburg heeft een multiculturele bevolking; maar liefst 45 verschillende nationaliteiten leven er samen. Europese burgers vormen de meerderheid van de buitenlanders in de regio waarbij mensen uit de naburige landen

De Stichting Regiobranding Zuid-Limburg
heeft een gids gemaakt voor expats met
een berg aan praktische informatie over
huisvesting, scholen, winkelen, uitgaan
– kortom: over het leven in Zuid-Limburg.

Zuid-Limburg is onderdeel van de provincie Limburg in Nederland. De Limburgse
ontwikkelings- en investeringsmaatschappij LIOF biedt gratis ondersteuning
aan investeerders. Services die geboden worden zijn onder andere inzicht in en
gegevens over de locatiekeuze en logistieke strategieën en begeleiding met
betrekking tot zaken als beschikbare stimuleringsregelingen voor investeringen
en vernieuwingen, vergunningprocedures en belastingstructuren. Alle diensten
worden op maat geleverd, op vertrouwelijke basis. LIOF stelt zakelijke investeerders
voor aan een reeks Nederlandse en regionale netwerken en lokale overheden en
aan anderen die een centrale positie innemen in het investeringsproces. LIOF
kan helpen bij het zoeken van bedrijfsaccommodatie, heeft contacten met
uitzendbureaus en kan eventueel helpen bij het aanbieden van risicokapitaal.
Voor ieder aandachtsgebied heeft LIOF experts gereed staan om buitenlandse
investeerders te begeleiden. Aandachtsgebieden zijn High Tech systemen,

village
Four years ago, Yu-Hwa Ed Sheu (Taipei, Taiwan,
1953) moved to the Netherlands with his wife
and daughter from Nanjing, China. In Nanjing,
Sheu successfully managed the integration and
growth of a Chinese joint-venture of DSM. “I was
very surprised to be offered the job of Business
Group Director for DSM Fibre Intermediates,”
he remembers. This made him the first and only
Asian Business Group director in the company.
Fibre Intermediates produces caprolactam and
acrylonitrile, used in nylon and polymers. With
plants in the Netherlands, the United States and
China, DSM Fibre Intermediates is the largest
caprolactam merchant supplier in the world.

In 1949, when the communists took over in China, Sheu’s
parents fled to Taiwan. Yu-Hwa was born and raised in
Taipei, but took his Ph.D. in chemical engineering in Texas
and started his career in the oil and gas industry with
Texaco. “After 14 years and the birth of our daughter, we
returned to Taiwan to be closer to the family.” he recounts,
“There, DSM Taipei recruited me to manage their facility in
Nanjing in 2001. I’d always thought about returning to our
Chinese roots one day, but it was a big challenge to move
to China. It was the country of our ancestors, but new to us.”
Five years later, Sheu was offered the job of Business
Group Director in Sittard-Geleen, but first wanted to talk it
over with his family. “I was worried that my thirteen yearold daughter wouldn’t want to go to a different school and
leave her friends,” explains Sheu. “However, she simply
said that she would go to school during the week, we
would do things together in the weekends, and vacation in
Taiwan during the summer and winter break. Her life
would be much the same and it wouldn’t be a problem.”
His wife fully supported his new challenge and in the cold,
wet days of February 2006 they started looking for a new
home in the Maastricht Region.
The family feels at home in their apartment in Maastricht.
“People speak English, the city is nice, the surroundings
beautiful and we have enjoyed trips to Paris, Venice,
London and Nice. It’s easy to stay in touch with friends
and family via the Internet. The school is very important,
offering activities like sports, theatre and music. My
daughter attends the international school, which has
significantly improved since it became World United
College. The quality of the school is crucial to international
knowledge workers, because good education is the key.
It’s the most important asset for the future. My wife has
also found her way. She’s happy with the Asian supermarket, has made friends through the International
Women’s Club and she’s involved at the international
school.”

When asked about the region’s economic drivers, Sheu
does not hesitate. “The challenge is to keep up with
globalization, with change.” He points at a photograph
of his daughter. It’s a self-portrait taken with a digital
camera. “I use it as an example of the rapid changes
worldwide. New technology has wiped out Eastman
Kodak and the photo-film industry. And behavior is also
changing,” he laughs. “I have never taken my own picture.’

The economic recovery is reflected in a growing demand
for products from Fibre Intermediate “Chinese purchasing
power is unlimited. Mass-production will move away to
lower-cost countries and industries will no longer move
their products around the world, but follow demand.
The region needs to invest in education, technology and
innovation to preserve its most important asset: knowledge. Which is exactly what DSM is doing. The Chinese
have suffered for hundreds of years and now that they
see the opportunity, they are working really hard to grab
it. We work seven days a week. For every ten ideas, seven
are successful. Meanwhile the Western world debates
one decision. The world is becoming one village and
people and businesses must focus on it more. What does
the market really want? And how fast? If these issues
are not addressed, businesses lose their dynamics and
the region lags behind. Moreover, the international
knowledge worker brings diversity and a different culture
to the region, and the region should embrace that.”

Brainport 2020
The government is planning on having the South-East of the Netherlands
expand into world class economic region. Brainport 2020 translates
this objective into an appealing vision and an ambitious and realistic
development program for South East Netherlands. The EindhovenLeuven-Aachen Triangle (ELAt), with Chemelot (Maastricht Region)
being one of the main objectives, is developed as the ‘technology
valley’ of Northwest Europe.
Late 2009, Eindhoven’s mayor Rob van Gijzel and Limburg’s representative
Jos Hessels were commissioned by the government to establish a vision and
development program for Brainport 2020. Jan Zuidam, former vice-chairman of
the Board of Directors of DSM in Heerlen gives substance to the process as independent chairman. He is conducting interviews with key figures from business
and the knowledge- and educational field in the Southeast of the Netherlands.
The program of Brainport 2020 is in development, and therefore an interactive
stage was launched at www.brainport.nl enabling involved parties to participate
in the plan. Brainport 2020 has set itself and its co-creators 5 challenges:
1. People. Brainport strives to ensure life-long learning for people. Projects in
this domain relate to the labor market, developing competencies, and promoting
entrepreneurship. Special attention is paid to getting young people interested
into a career in technology, promoting life-long learning and attracting international knowledge workers.
2. Technology. Product development starts with knowledge- and technology
development. Projects in this domain are aimed at reinforcing and attracting
research centers and promoting innovation, collaboration and knowledge
transfer.
3. Business. Generating new activity. In different ways. By building and
reinforcing networks to make it easier for companies to do business; within the
region and international. By pulling in investments, both domestic and abroad,
that reinforce the Brainport profile. By helping new business. And by promoting
innovation in and with small and medium business.
4. Basics. An internationally acclaimed and appealing living environment.
With all focus on infrastructure, a favorable business climate and international
collaboration, such as with Leuven and Aachen in Elat-context. Great accessibility, attractive city centers and residential environments, a distinctive cultural
offer, ICT broadband, an international school: these are examples of basic
needs.
5. Governance. Effective partnership between business, knowledge institutions
and governments, allowing for opportunity oriented partnership, not just within
the region, but with the national and European government as well. The domain

Biomedical materials, performance materials, personalized food,
biobased & hybrid materials, biotechnology, renewable energy.
At Chemelot, development is mainly controlled from the relationship with DSM
(production). To DSM, Performance Materials is a spearhead from which gems
such as Dyneema (strongest and lightest fiber in the world) and Claryl (the true
invisible glass) have emerged. The Chemelot site in Sittard-Geleen includes the
Industrial Park and the Campus, overall more than 800 ha around the crosssection of the A2 and the A76 in Geleen, in which the port in Stein is also part
of the Chemelot complex. Large ‘site users’: DSM and SABIC; they operate the
largest systems. Other tenants include EdeA, Polyscope Polymers, LVM, Kriya
Materials, Basic Pharma, Intertek and the Japanese Sekisui S-lec. In addition
there are numerous suppliers that use the site.
The open innovation campus is located at Chemelot. Here, many business conduct
research and develop new products. Meanwhile, over 80 businesses are located
on the large terrain, among which are 48 new businesses since 2005. The total
terrain employs 6000 employees. In addition, the site accommodates about
1500 visitors per day.
Three parties, the Province of Limburg, the University of Maastricht, together
with the Medical Center (MUMC+) and DSM Nederland have taken on the plan
of developing a master plan for the Material Science Campus Chemelot and
recorded this in a letter of intent in March 2010: “The Chemelot Campus will be
the ultimate Euroregion location for business and educational- and research
organizations in the Material Sciences. One location where entrepreneurs and
top researches love to work and where students enthusiastically gain their first
practical experience and where the focus is on open innovation. In 2018, over
2000 knowledge workers will be located at the Chemelot Campus, a strong
cluster of international stature”.
Aim of the campus is growing to be a globally recognized campus. Open innovation is central in this. Combining knowledge and skills and applying these within
a flexible community of small and large chemical companies can dramatically
change the perception of the chemical industry. The campus is a spider in the
web between the developments around the Maastricht Health Campus, the
University of Maastricht, Hogeschool Zuyd and the developments around
Greenport and the developments around energy in Parkstad Limburg (Heerlen
and neighbour towns).
The Ministry of Economic Affairs considers the Chemelot Campus to be a campus
of national interest, that is currently experiencing a growth phase. An overt
carrier of knowledge is available, there is a considerable amount of activity and
the campus fits into the national technology policy.

In Maastricht the development is mainly controlled from the relationship with
the University of Maastricht and the Maastricht Universitair Medisch Centrum
Plus (MUMC+), where scientific research, clinic and education are central.
In order to further develop the Maastricht Health Campus, Limburg Development
and Investment Company LIOF, the Province of Limburg, the Municipality of
Maastricht, UM and Maastricht UMC+ entered into a covenant May 2009. Focus
is on the themes in which MUMC+ excels, being cardiovascular and metabolic
conditions, neuroscience, public health & primary care. Over the past decades,
Maastricht and environment have developed into a dynamic center for business
in the entire range of the Life Science Value Chain. Converting this knowledge
into activity is encouraged by organizations such as BioMedbooster, UM holding,
Limburg Development and Investment Company LIOF and the local government.
The current business (incubation) infrastructure provides (new) business the
resources and facilities to convert their knowledge into products that can be
marketed. In addition, the region offers many opportunities to conduct clinical
trials allowing for new treatments and diagnoses to be put in practice directly in
the clinic.
Purpose of the campus development in Maastricht is an increase in the number
of academic and business activities in the field of health, lifestyle and life sciences,
resulting in valorisation and at least 2500 ft of additional employment and
transformation of the campus Maastricht into an open city campus of international stature. The ambition is to belong to the top 10 of European biomedical
health hotspots in 2020. There will be more research institute, large knowledge
institutions, spin offs en spin ins, small and medium sized companies and a
multinational. In addition, the number of visitors is expected to increase
dramatically, partly as a result of the number of large international (life science)
congresses.
In the short term, a number of projects is central, such as Brains Unlimited, with
the realization of a neuro incubator as important development for the campus.
In addition, the launch of the Maastricht Study. An accelerator-building enabling
young businesses to grow. (Biopartner 2) and a Center for Personalized Lifestyle
(project MOVE) where the preventive side of healthcare in particular receives all
attention. And, last but not least, a research- and development program will be
launched on ‘biomarkers’ (molecules which particularly predict cardiovascular
diseases).
When establishing these strategic projects, issues such as area development,
acquisition, knowledge valorisation and marketing play an important role. The
Ministry of Economic Affairs considers the Maastricht Health Campus to be a
campus of potentially national interest.

In the coming decades, the world is facing great challenges in the field of
innovation, production and applications of environmentally friendly fuels such
as solar-energy, wind, hydropower, hydrogen, geothermal energy, and use of
biomass. The energy transition is in full effect en will ensure a large impulse
for our region in the next couple of years with an impact on the entire region
Eindhoven - Leuven - Aachen Triangle (ELAT).
The Maastricht Region and energy are inextricably linked. In the 20th century
coal was extracted from the mines and currently new energy is one of the main
economic forefront sectors. The recently announced investments in The Silicon
Mine prove that this position is still very relevant.
Therefore, systems for solar energy form one of the growth motors in the acceleration agenda of the Province of Limburg. The solar energy production chain
forms the chain of the new energy sector, partly because there is an opportunity
to connect it with the chemical industry. This creates a connection between
Science and Business Park Avantis and Chemelot. Another connection is located
in the application and production of new materials for a durably constructed
environment.
In 2012, Parkstad Limburg (Heerlen and neighbour towns) wants to be an
important focus for the production of sustainable new energy in the Netherlands. The region has developed into an internationally oriented environment,
where educational and knowledge institute work closely together on technologies and innovations in the field of all forms of new energy: geothermal, solar
energy, wind energy and hydropower. Avantis is the hub where all green ambitions
are realized; the cross-border business site between Parkstad Limburg and
Aachen is regarded to be the new laboratory of Europe where knowledge and
skills in the field of energy meet.
The goal of AVANTIS is to make room for new technologies and to allow for
synergy between research, development and international management. In
addition to new-energy-technology, there are promising developments in many
other fields as well, such as the development of electric cars. The proximity of
the RWTH Aachen with its high-quality knowledge institutes provides access to
unique knowledge and research.
This widens the profile and the terrain itself provides plenty of opportunities
for development. In the mean time, various business and projects have been
established here, the WTC is expanded, and work has started on the Public
Transportat connection Heerlen-Avantis-RWTH Campus-Aachen HST

According to the Economist Intelligence Unit, the Netherlands ranks third in
the best European countries for doing business. It scores particularly highly on
indicators such as a stable and effective political system, excellent macroeconomic environment, efficient financial sector, flexible labour market, internationally oriented economy and its central location in the European Union.
As an open economy, the Netherlands has always given priority to a transparent
and stable tax system, flexible enough to anticipate the rapidly changing
requirements of international economic flows. Moreover, tax agreements have
been made with most of the world’s trading nations, which guarantee univocal
treatment.
The Maastricht Region, the most southern part of the Netherlands, is strategically situated in the heart of Western Europe. The major urban regions are
Maastricht, one of the oldest cities of Europe, Heerlen and Sittard-Geleen. The
River Meuse provides a direct connection with the port of Rotterdam and, via
canals, with Antwerp and Düsseldorf. All within 100 – 200 kilometres.
The Maastricht Region is strategically located between some of the main
metropolitan areas of Europe, all within 250 kilometres:
• Randstad (The Netherlands) to the North-West with Amsterdam, Rotterdam,
The Hague, Utrecht.
• Flemish Diamond (Belgium) to the West with Brussels, Leuven, Antwerp,
Ghent.
• Rhine-Ruhr area (Germany) to the East with Düsseldorf, Cologne, Duisburg,
Essen, Bochum, Dortmund.
• Frankfurt Rhine Main area (Germany) to the East.
• Luxembourg, Metz, Nancy (France) to the South.
This geographical situation makes the Maastricht Region the prime choice for
any enterprise intending to start its activities in a favourable location in the
still-expanding EU market. In the last 30 years, more than 250 international
companies have chosen the region as a base for their, often pan-European,

Infrastructure
The Maastricht Region is easy to get to by car, boat (inland waterways) and
plane and has a well-developed public transport network. Traffic jams are
almost non-existent. There are four trains an hour between the four “districts”,
and efforts are being made to increase the speed and frequency of service.
The region has its own airport and is only an hour’s travel from the international
airports of Brussels, Düsseldorf and Cologne/Bonn. Liège Airport is also near at
hand. London and Paris have never been so close. Regular scheduled express
trains run frequently and reach Brussels in just over an hour, Amsterdam in 2,
Paris and Frankfurt in 3 and London in 4 hours.

destination for conferences and events
The biennal research of the NBTC-NIPO Research claims that the Maastricht
Region has the best image as a city destination for organised business meetings.
The Maastricht Region offers a large variety in types and atmosphere of venues
that suit all needs and budgets. You can meet, dine, party or sleep in unique
venues such as castles, caves, a conference centre and a large variety of hotels.
Population
The Maastricht Region has a multicultural population, with 45 different nationalities living together. European citizens make up the majority of foreigners in
the region with people from neighbouring Germany and Belgium (French and
Dutch speaking) being the front runners. English is spoken on a high professional
level. Limburg’s multicultural and multilingual population is a significant
advantage for companies doing business in a global economy.
Labour market and employment
The labour force in the Maastricht Region numbers almost 300,000 people.
Within one hour travel distance, the Meuse-Rhine Euregion offers 2,2 million
jobs. Between 2001 and 2005, it showed an annual growth of 1.5%, which was
entirely caused by the increased participation of women.
The labour force in Limburg is well educated, with a high proportion of people
who have completed higher education. The number of people at secondary
education level is comparable to the national average.

The Maastricht Region is part of the Province of Limburg in the Netherlands.
The Limburg Development and Investment Company LIOF provides assistance
for foreign investors free of charge. Services include insights and data on site
selection and logistic strategies and guidance on such matters as available
incentives for investments and innovations, permit produces and tax structures.

are High Tech Systems, Life Sciences, Value-added Logistics, Renewable Energy,
MRO and Agro-Food. Once the decision to settle in Limburg has been made,
LIOF can introduce staff to local partners who can provide help on personal
relocation issues, such as accommodation and education.
LIOF‘s brief is to support the development of the Limburg economy and the

Besides the Science Campus with it’s three locations (Chemelot, Maastricht,
Avantis), heavy industry is also located close by, such as the Nedcar automotive
manufacturing plant and the DSM and SABIC chemical companies.
Economic growth is generated by a major academic/life-sciences hub linking
Maastricht University, Maastricht University Medical Center and the technical
universities of Aachen (20 kilometres away), Eindhoven and Louvain. Leading
innovators at the medical and healthcare centres in Heerlen (Atrium), SittardGeleen (Orbis) and Maastricht (MUMC+) are working on the frontiers of modern
medicine.
The Maastricht Region is home to the headquarters of various multinationals
