ICT renovation as a key challenge
 Before renovation ZPIZ was an entirely legacy environment (zVSE, CICS, PL/1,
VSAM)
 Decision for total renovation of ICT
 2009–joined ZPIZ to prepare and execute the ICT renovation program
 Formation of new development team with motivated and skilled experts in
leading roles
 New methodologies
 Numerous development projects
.

PIM at ZPIZ problems before RAFT
 Project management with basic use of MS Project
 RFCs received on the level of IT and forwarded to appropriate Service
 Separate inconsistent RFCs paper and excel evidence on the services level –
inconsistent data
 No available information on RFCs
 Limited availability of RFCs documents
 Low transparency
 PIM tool needed !!!
.

Kanban implementation
 In beginning of 2013 we started with obligatory time tracking for all work
 Prior to this we upgraded RAFT with user friendly web 2.0 Kanban UI for easy
project tasks and RFCs management and reporting
 Each user has its home site with two personal kanban for project tasks and
RFCs
 Easy management and time track of RFCs and project tasks with drag and drop
and minimal data entry and clicking

RAFT phase implementation
 Gradual approach was selected
 Each process was discussed, (slightly) redesigned, basically documented and
implemented in RAFT
 Focus was not on total process redesign but on fast implementation in RAFT
 Implementation:
 Phase 1




Phase 2




User OU for access to their RFCs
ICT infrastructure RFCs
Authorization RFCs
Phase 3:




.
Projects, project tasks
Software development RFCs
Helpdesk Issues
Services management
Kanban
Time track for all tasks
Extension to other OU…

 New development methodology SMIIS based on RUP
 Preparation of virtual development environments
 Implementation of development libraries: SVN
 Application development:




Rational tools, eclipse
SOA
Java, EGL
Portal applications, BPM applications, WAS, Broker, DB2
 New PM methodology
 To do:

What have we learned?
• Government organization can implement PIM effectively
• Efficient employees like PIM – they can better organize work
• You can expect some reluctance
• You need endurance and high level management drive/support
• After implementation of major processes PIM becomes critical application and
the most valuable asset for reporting/audit/analysis and CI
